Calgary Police identify May 22 homicide victim as Gurkeert (Gary) Singh Kalkat, 25, of Calgary and Surrey His brother Jaskeert Kalkat was shot dead at Burnaby’s Market Crossing on May 13 CALGARY Police on Wednesday identified the May 22 homicide victim as Gurkeert Singh Kalkat, also known as Gary Kalkat, 25, of Calgary and Surrey, British Columbia. An autopsy was conducted on Tuesday by the Office of the Chief Medical Examiner to identify the victim. Within hours of the murder last Saturday, the victim’s identity was known in the South Asian community in the Lower Mainland, perhaps primarily because of the large South Asian population in Calgary. The VOICE knew the identity of the victim but we only mentioned that he was “a relative” of Jaskeert Kalkat on our website voiceonline.com. Gurkeert Kalkat’s brother, Jaskeert Kalkat, 23, who was known to police and affiliated with the Brothers Keepers gang, was shot and killed on May 13 shortly after 8:35 p.m. at Burnaby’s Market Crossing near Byrne Road and Marine Way. The two people that were injured in the shooting – a man and woman in their 20s — were also targeted. They were expected to survive in spite of having been seriously injured. What added high drama to the Calgary murder was that just an hour after that – at 5:30 p.m. [Pacific Time] - Mir Aali Hussain, was shot and killed in Coquitlam near Hart Street and Henderson Avenue (see story inside). That led to rumours that the two murders were connected. They were not. One media report said that in 2018, Gurkeert Kalkat was sentenced to three years in federal prison for trafficking fentanyl. This followed an undercover drug operation led by Calgary Police. Providing an update on Gurkeert Kalkat’s murder on Wednesday, Calgary Police said that the homicide is believed to be directly related to the ongoing gang conflict that has been occurring throughout the

At the time of the shooting there were at least five residents who were in a nearby backyard who could have easily been struck by a stray bullet,” police said. On Saturday, May 22, at approximately 5:30 p.m. [Mountain Time], police were called to the 1800-block of 26 Avenue S.W., for multiple reports of gunshots in the area. Upon arrival, police located a man suffering from gunshot wounds inside his vehicle, which was in the alley behind 26 Avenue S.W. The man was pronounced dead at the scene. Immediately after the shooting, suspects abandoned their first getaway vehicle, a stolen Honda Odyssey van with a stolen license plate, in the alley of the 2200-block of 31 Avenue S.W., and transferred to a second getaway vehicle, a blue, fourdoor Subaru Impreza. this scene, witnesses reported seeing at least two suspects light the stolen van on fire. Investigators believe that one of the suspects may have sustained burn injuries to his hands and arms during this incident. Investigators have been in touch with hospitals throughout Alberta and British Columbia. However, they have not yet identified any suspects. After combing through a significant amount of CCTV from the area, investigators are releasing images of the blue Subaru Impreza that the suspects fled the Marda Loop area in. From the scene, the vehicle travelled west on 32 Avenue S.W., south on 22 Street S.W., to 33 Avenue S.W., where it is believed the suspects drove north on Crowchild Trail. It is still unknown if they are currently travelling in this vehicle. “There is a good probability that these offenders travelled to Calgary with the sole purpose of committing this homicide,” said Staff-Sgt. MEANWHILE, well-known Punjabi journalist Gurpreet (Lucky) Singh Sahota tells The VOICE that he suspects that a couple of cops might be leaking out information about the gangsters to their rivals. He wonders how the gangsters who targeted Gurkeert Singh Kalkat could have found out that he was living in a halfway house in a posh area of Calgary. Sahota said that he was not blaming all the cops. He said Gurkeert had cleaned up his act and was planning to start a dog breeding business. Lee Steven Chapelle, who works as a consultant for first-time offenders primarily and also trains lawyers and other professionals who deal with convicts, tweeted the following: “Gurkeert was a respectful, intelligent gentleman & a gentle man. He earned a parole this winter & was not active in any gang relations, at all. He was fully compliant with the restrictive conditions of his parole & planned to breed dogs for a living. UBC Faculty of Medicine’s Dr. Faisal Khosa honoured with Global Humanitarian Award DR. Faisal Khosa has received a Global Humanitarian Award from the American College of Radiology Foundation (ACRF) for his positive global impact on radiology services. For more than two decades, Khosa, an associate professor of radiology in the faculty of medicine, has collected funds to support the provision of X-ray, mammography and ultrasound equipment to healthcare institutions in low-to middle-income countries, including Pakistan, India, Bangladesh and Sri Lanka. Daljit Singh Sandhu, former president of Vancouver’s Khalsa Diwan Society, passes away

DALJIT Singh Sandhu, former president of Vancouver’s Khalsa Diwan Society, passed away on last week on Wednesday night. He dedicated his entire life to the Sikh community and the mainstream community. His health had been deteriorating for some time and he had to go round the hospitals for medical checkups, but he was always following the Guru’s wishes. He arrived in Canada on April 16, 1974, as a new immigrant. He soon made his mark in the community. He became the heartbeat of the entire community due to his pleasant talk and warm nature. In

1982-83 and again in 1987-88, he became President of the Khalsa Diwan Society, Canada’s oldest Guru Ghar. During his tenure, he is credited with initiating the Nagar Kirtan, organizing annual games and sending Shaheed Jathas to the Akali Morcha in Punjab. He was one of the founders of Sri Guru Singh Sabha when it was established at Surrey. He also worked for the World Sikh Organization. He rendered valuable services for long to the Punjabi Tribune weekly. Daljit Singh was born on February 8, 1937, to mother Kulwant Kaur and father Arjan Singh in the vil-

lage of Shrinah, Nakodar tehsil, Jalandhar district. He was one of five brothers and three sisters. He matriculated from Panjab University in 1954 and then completed his 1954 training as a trainer at Bhakra Nangal Dam. In 1955, trainers were hired at Ambala, Punjab. On July 4, 1956, he got a job as a trainer in the Indian Railways. In January 1957, he completed his studies as a draftsman in evening classes in Delhi. On September 24, 1962, he joined the Indian Railways as a draftsman. With his hard work and wisdom, he soon became a senior draftsman on June 26, 1964. He

was a daily follower of Gurbani. He was one of the best hockey players in the Indian Railways from 1957 to 1969. He is survived by his wife, four brothers, three sisters, five daughters, two sons, grandsons, granddaughters and great-grandchildren. Today, Canadians are saddened by his departure. His last rites were performed at the Five River Funeral Centre on Sunday, May 23 and the final prayer took place at Sri Guru Singh Sabha Surrey. (By Jaiteg Singh Anant)

BC Securities Commission alleges Geoffrey Rajay Sidhu of Vancouver and company defrauded investor of $1.75 million THE British Columbia Securities Commission (BCSC) is alleging that a Vancouver man and a company run by his father defrauded a B.C. investor and illegally distributed securities. In a Notice of Hearing, the BCSC says that Geoffrey Rajay Sidhu met the investor through a social network website, and learned that she owned a home mortgage-free and had a modest income. Sidhu offered to give her financial advice to improve her financial situ-

ation, and the investor accepted his offer. Sidhu recommended that the investor obtain a mortgage against her home and use the proceeds to invest in real estate. Sidhu then helped the investor obtain a $2,070,000 mortgage from a private lender on a one-year term. After she was approved for a mortgage, Sidhu introduced her to Bracetek Industries Group Ltd., whose sole officer and director was Sid-

hu’s father. Bracetek told the investor that it had licensed the exclusive right to develop, manufacture and sell proprietary braces used in residential and commercial construction. Sidhu recommended that the investor invest $1.75 million of the mortgage proceeds in Bracetek, telling her that the value of the investment would triple in value when his father took the company public within a year. She followed Sidhu’s recommendation. According to the BCSC, before the investment, Sidhu and Bracetek failed to disclose important facts to the investor about Bracetek’s financial condition: * It had $89.45 in its bank account and no revenues, * It owed over $300,000 in unpaid compensation, office furniture, rent and credit card debt, and * It had never paid for the technologies used

in its braces. Bracetek used $900,000 of the woman’s investment to preserve an option to purchase another technology from companies controlled by Sidhu. It also used $150,000 to buy back shares owned by Bracetek’s co-founder. Neither expenditure was disclosed to the investor. In addition, Bracetek, with Sidhu acting an agent, distributed its securities to the investor without filing a prospectus, a formal document that describes details of an investment. A prospectus exemption was not available for the transaction. The BCSC’s allegations have not been proven. The commission has asked the parties to appear at the BCSC’s offices on August 11, 2021, if they wish to be heard before the Commission schedules a hearing.

Rajesh Narayan charged in Vancouver stabbing death VANCOUVER Police are investigating the city’s seventh homicide of 2021, after Richard William Hooper, 59, was stabbed to death in an east-side home Saturday morning. VPD officers were called to the home, near Joyce Street and Vanness Avenue, around 2:30 a.m. Saturday for reports that a man had been injured. When officers arrived, they found the victim suffering from multiple stab

wounds. He was taken to hospital, but died Monday. Rajesh Narayan, 38, was arrested on Saturday by VPD officers and is now charged with second degree murder. Investigators believe the suspect and the victim knew each other. Anyone with information is asked to call VPD’s Homicide Unit at 604-717-2500.

B.C. launches restart plan WITH more than 60% of adults vaccinated with their first dose and COVID-19 case counts and hospitalizations steadily declining, the Province announced on Tuesday that it is moving forward with the cautious first step of a four-step plan for a careful and safe restart. “British Columbians have sacrificed so much over the last 15 months to help keep people and our communities safe,” said Premier John Horgan. “We have made tremendous strides with our vaccination program, and we are now in a position where we can move forward with a plan to slowly bring us back together. As we have done throughout this pandemic, we will be closely following the guidance of public health and supporting people and businesses as we take the next steps in putting this pandemic behind us.” BC’s Restart – a four-step plan to bring B.C. back together will be a slow and gradual return to a more normal life, with safety and health protocols such as mask wearing and physical distancing remaining in place and mandatory during the initial two steps of the plan. The four-step plan was designed based on data and guidance from the BC Centre for Disease Control (BCCDC) and Dr. Bonnie Henry, Provincial Health Officer (PHO). Progressing through the steps will be measured by the number of adults vaccinated, COVID-19 case counts and hospitalizations and deaths, taking into account clusters and outbreaks. While there are approximate dates, the plan will be guided by data, not dates, and will not proceed to the next step until it is safe to do so based on guidance from public health and the latest available data. “We have been on a long and tiring journey, and now we can start to chart our path forward to brighter days ahead,” Henry said. “To be successful in this next phase of the pandemic, we need to keep COVID-19 low and slow. To do that, we need to be slow and measured in our approach, gradually

For other sectors, existing safety protocols remain in place for Step 1 and Step 2, including existing safety protocols at schools and daycares. In Step 1, hotels and other accommodation providers are encouraged to welcome guests from inside their region. In Step 2, the invitation can be extended to guests from throughout the province. Prior to steps 3 and 4, sector associa-

tions will work with public health and WorkSafeBC to update sector guidelines to meet updated public health guidance. All updated workplace safety plans should be ready by July 1 prior to shifting into Step 3. These plans will be based on updated sector guidelines. Roundtables led by ministries across government will engage with industry and labour, along with WorkSafeBC and public health, to help develop comprehensive updated industry-specific safety plans, as well as engage with First Nations and municipal governments. “We are able to begin this restart because of the sacrifice and dedication from so many people and businesses throughout B.C.,” said Ravi Kahlon, Minister of Jobs, Economic Recovery and Innovation. “As we transition through the restart plan, we will continue to engage with businesses, industry and key stakeholders. I know that the entrepreneurial spirit of B.C.’s business community will again rise to the challenge as we work together to build a brighter and better future with meaningful jobs and a strong, sustainable economy for all.” In-class K-12 education will continue to operate under existing safety protocols for steps 1 and 2. In preparation for the return to classes in the fall, the COVID-19 education steering committee will work with public health officials to update safety guidelines. The Province is formally extending the provincial state of emergency through the end of the day on June 8, allowing health and emergency management officials to continue to use extraordinary powers under the Emergency Program Act to support the Province’s COVID-19 pandemic response. The original declaration was made on March 18, 2020, the day after Henry declared a public health emergency, and can be extended for periods of up to 14 days at a time. Provincial travel restrictions will continue to be enforced until Step 2 of the four-step plan.

Seven South Asians arrested and charged with kidnapping in Mississauga ONTARIO’S Peel Regional Police investigators have arrested seven individuals involved in a kidnapping incident in the City of Mississauga. On Saturday, April 10 at approximately 4 p.m., police were contacted regarding an adult male kidnapped in Mississauga. A complex 14-hour investigation led to the victim being located on Sunday, April 11 at approximately 2 a.m., in the area of Airport Road and Morning Star Drive with severe but non-life-threatening injuries. The victim was transported to a local hospital. With no enforcement of law or rules, United Truckers Association says it will seek relief from courts OVER 200 United Truckers Association (UTA) members gathered for a masked, socially distanced meeting this past Monday to approve moving forward on a court challenge “regarding rampant, illegal off-dock activity in the local drayage sector.” “This new direction comes in response to a series of lies and empty promises delivered by the BC Container Trucking Commissioner and the BC Government over the last few months,” said the UTA. On May 12, the Office of the BC Container Trucking Commissioner (OBCCTC) released a recommendation report on off-dock activity. As per a recent release by Unifor, it is estimated that 45% of all drayage off-dock work is performed by unlicensed, untagged trucks at less than half of legislated rates. This has led to great hardship and loss of earnings for legitimate Independent Operators (IOs), according to the UTA. After months of being promised legislative change by both the Commissioner and BC government officials, the report has instead recommended a way for illegal operators to be legitimized into the current system.

As a result, the UTA has been left with no other options but to petition the courts to designate the current regulatory environment as illegitimate, according to spokesperson Gagan Singh. “Since the last provincial election, the BC Government has told the UTA that the off-dock loophole was going to be closed, and now we see that those promises were nothing but lies,” said Singh. “Politicians are quick to condemn the racist past of the Komagata Maru, but our UTA members are facing a modern form of discrimination that is causing great suffering across the community.” The recent report by the Commissioner is a complete contradiction from his bulletin released on April 17, 2020, which clearly states that: “Licensees are reminded of the March 6, 2018 bulletin which advised that it is a requirement of the Regulation and section 6.9 of the CTS Licence that they use tagged trucks for all on and off-dock moves.”

One year later, not only has no enforcement been carried out by licensed companies using untagged trucks for off-dock work, but the Commissioner has also now abandoned this position.

“The OBCCTC and the BC Government can no longer use lies and deception to avoid upholding the law, and the UTA is going to ensure that the courts teach them this important lesson,” said Singh.

Trudeau announces additional support of up to $1,200 for each child under the age of six PRIME Minister Justin Trudeau on Friday announced that families entitled to the Canada Child Benefit (CCB) will receive additional support of up to $1,200 for each child under the age of six. This temporary measure will put money directly into the pockets of Canadian families to better help them cope with the pressures of the pandemic. Families with a net income of

$120,000 or less will receive up to four tax-free payments of $300. Families with a net income above $120,000 will receive up to four tax-free payments of $150, for a total benefit of up to $600. To ensure that more money goes to the families that need it the most, families with net incomes that are too high to be entitled to the CCB will not receive these additional payments.

The first and second payments will be issued today (May 28), with subsequent payments on July 30 and October 29. This measure will benefit approximately 1.6 million Canadian families and approximately 2.1 million children under the age of six. Trudeau said that many families with young children have been struggling with a wide range of

expenses during the pandemic. These payments will make life easier for them to afford healthy food, short-term child care, and at-home learning activities. He said: “This immediate investment in our children will help hard-working parents provide for their families by putting more money directly in their pockets. We will continue to make life more affordable for Canadian families, grow the middle class, and build a better country for everyone.” Diane Lebouthillier, Minister of National Revenue, said: “Having raised my children as a working mother, I know the challenges that parents face when balancing the well-being of their children with economic necessity. PRIME Minister Justin Trudeau on Thursday launched the new Canada Greener Homes Grant, which will help up to 700,000 Canadian homeowners across the country improve the energy efficiency of their homes and reduce their energy bills through an investment of $2.6 billion over seven years. PREMIER John Horgan on Friday said that he is horrified and heartbroken to learn that the burial site of 215 children has been confirmed on the grounds of the former Kamloops Indian Residential School. Horgan added: “I honour Tk’emlúps te Secwépemc as they grapple with this burden from a dark chapter of Canadian history and uphold their commitment to complete this investigation over the coming weeks – bringing to light the full truth of this loss. “Each child has been forever taken from a family and a community that loved them. This is a tragedy of unimaginable proportions. And it is a stark example of the violence the Canadian residential school system inflicted upon Indigenous peoples and how the consequences of these atrocities continue to this day.

Federal NDP: Trudeau must reverse decision to cut CRB for struggling Canadians THE federal NDP said on Wednesday that the Liberal government’s budget made it clear that they’re not on the side of the almost two million Canadians struggling to get by after losing their jobs during the pandemic. While the Liberals rushed to give money to the richest corporations without any strings attached, they’re going to cut help for families who are waiting to work again in provinces still under stay-at-home orders and lockdowns. “In last month’s budget, the Liberals announced that CRB payments of $500 per week would be cut to $300 come July. That’s a 40 percent cut. Restrictions in many provinces will still be in place come July and people will still be temporarily or permanently laid off. Justin Trudeau is cutting help to families who are barely making ends meet. That is wrong,” said federal NDP Leader Jagmeet Singh. “We are calling on the government to withdraw their plan to cut the amount of money people need. In July, Canadians will still need help

to pay bills and put food on the table. They can count on us to fight against this cut in support.” The NDP said that throughout this pandemic, the Liberals wanted to look like they cared, but left people behind. New Democrats fought for Canadians and pushed the government to do more than they wanted. Whether it was to double the CERB or double the amount of time people can access help so that families could make ends meet, every time the Liberal government tried to cut or end help for people, Jagmeet Singh

and the NDP fought back. “How can the Liberals justify cutting the amount of money people receive through CRB, while big companies continue to collect money for wage subsidies,” said NDP Critic for Employment, Workforce Development and Disability Inclusion, Daniel Blaikie. “Canadians deserve a government that has their best interests at heart and is there to help them when they need it.” The NDP said it will continue to fight to get Canadians the help they need, when they need it.

Government to reimburse self-employed workers who repaid the CERB

THE federal government said on Thursday that as announced in February, self-employed workers who applied for the Canada Emergency Response Benefit (CERB) and would have qualified based on their gross income are not required to repay the benefit, provided they also met all other eligibility criteria. The government has now announced further details on how this approach will be applied. The government noted that the CERB helped more than 8 million Canadians pay for things like food and rent when it first asked people to stay home and flatten the curve. The CERB’s eligibility criteria were made as broad and inclusive as possible so that workers who needed support could get it; especially for the self-employed whose income takes different forms. Self-employed workers whose net selfemployment income was less than $5,000 and who applied for the CERB will not be required to repay the CERB, as long as: * They have filed their 2019 and 2020 income tax returns by December 31, 2022; * Their gross self-employment income was $5,000 or more in 2019 or in the 12 months prior to their initial application; and * They met all other CERB eligibility criteria. The Canada Revenue Agency (CRA) will review the 2019 and 2020 income tax returns of workers in this situation to verify that these conditions are met. Starting on May 27, 2021, self-employed workers who meet the remission order criteria and who had voluntarily repaid all or part of the CERB to the CRA or Service Canada can request a reimbursement of their payments only from the CRA. These workers can do so by completing the CRA’s CERB Reimbursement Application for SelfEmployed Individuals form and submitting it to the CRA electronically or by mail. The CRA will begin processing applications after June 15, 2021. Eligible Canadians who repaid the CERB can expect reimbursements within approximately 90 days of submitting their applications to the CRA. Diane Lebouthillier, Minister of National Revenue, said: “The Government of Canada remains committed to supporting Canadians as we continue to tackle one of our biggest historical challenges. Starting today, self employed workers who applied for the CERB in good faith can apply to have the Government reimburse their CERB repayments. This will help to ensure that self-employed individuals continue to receive financial support throughout the pandemic.” Carla Qualtrough, Minister of Employment, Workforce Development and Disability Inclusion, said: “From day one, we said we would be there to help Canadians get through this difficult time and that’s what we did. Emergency supports like the CERB have helped millions of Canadians get through the most difficult and uncertain times of this pandemic. Today’s announcement demonstrates our continued support

to Canadians and their families. By taking these steps, we are giving certainty to self-

employed workers who applied in good faith for the CERB.”

Mir Aali Hussain was Coquitlam homicide victim; suspect vehicle seized THE Integrated Homicide Investigation Team (IHIT) is calling on the public to help further its investigation into the shooting death of 42-year-old Mir Aali Hussain in Coquitlam. “The victim, Mir Hussain, was known to police,” said IHIT Sgt. Frank Jang on Tuesday. “We have not yet determined if this is linked to the ongoing Lower Mainland Gang Conflict.” On May 22, at around 5:30 p.m., the Coquitlam RCMP responded to reports of a shooting near Hart Street and Henderson Avenue. Police found a man, later identified as Hussain, on the ground beside his white 2020 Toyota Highlander (see stock photo) with gunshot wounds. He was pronounced dead at scene. A stolen 2002 red Buick Century with only one hubcap on the rear passenger wheel, left the scene immediately following the shooting and is believed to be the suspect vehicle. There were at least two people on board. This suspect vehicle was seen driving in the area

On May 23, the suspect vehicle was found by the Langley RCMP parked near 260 Street and 30A Avenue in Aldergrove. Attached to the vehicle were stolen licence plates that are believed to have been stolen in the Guildford neighbourhood of Surrey on May 22. Nanaimo RCMP believe May 20 homicide is connected to Lower Mainland Gang Conflict NANAIMO RCMP said on Saturday that they believe the brazen daytime shooting homicide that occurred at approximately 3:30 p.m. on Thursday, May 20 near the Wendy’s Restaurant on Highway 19A at Rock City Road “has a nexus to the ongoing gang conflict and violence currently plaguing a number of Lower Mainland communities. Acting Inspector Donovan Tait said that at this time, there is no risk to the public. Three suspects with ties to the Lower Mainland were taken into custody. The investigation and evidence collection continues through the weekend and Nanaimo RCMP are seeking further assistance from the public.

Man arrested in Downtown Vancouver beach stabbing VANCOUVER Police arrested a 25-yearold man on Wednesday following an assault investigation on a Downtown Vancouver beach. “Through the help of some great witnesses, officers were able to locate and arrest the suspect shortly after the stabbing occurred,” said Constable Tania Visintin. Officers responded to Sunset Beach on May 26 at 4:15 p.m. for multiple 9-1-1 calls reporting a man had stabbed another man. The suspect was allegedly skateboarding on the walking path of the seawall when he collided with a jogger. The jogger was uninjured. He got up and continued running. An unidentified man and woman approached the suspect and suggested the suspect use a different part of the path to skateboard which caused an argument to ensue. A 33-year-old male victim intervened and was stabbed by the suspect. “Despite being stabbed in multiple areas, the victim did not sustain any life-threatening injuries,” said Visintin. “There is absolutely no need whatsoever for any member of the public to be carrying any type of weapon on them. If someone encounters conflict with another person, we want people to call police immediately.” Over the past four weeks, there have been four violent incidents on and around Downtown Vancouver beaches. Charges of aggravated assault and assault with a weapon have been recommended by police. The suspect remains in custody.

Surrey RCMP seize firearms, fentanyl and cash in drug investigation

FIREARMS, drugs and cash have been seized by the Surrey RCMP Drug Unit during the execution of a search warrant at a South Surrey residence. In April, the Surrey RCMP Drug Unit initiated an investigation into alleged street level drug trafficking and firearms offences occurring in Whalley. Through

the investigation members located an associated residence in the South Surrey area. On May 18, a male related to the South Surrey residence was arrested and found in possession of 8.8 grams of methamphetamine, 7 grams of fentanyl, $895 cash, and a Karambit knife which is a prohibited

weapon. On May 19, the Surrey RCMP Drug Unit executed a search warrant on a residence located in the 16200-block of 28 Avenue. Four persons located inside the residence were arrested and later released pending further investigation. Items seized during the search included:

Vancouver launches I Love Broadway Campaign ahead of Broadway Subway construction THE City of Vancouver on Tuesday launched a campaign to remind residents that their favourite Broadway businesses are open during construction of the Broadway Subway Project. “SkyTrain is coming to the Broadway Corridor in 2025, which will be a game changer for everyone who works, lives and shops in this important district,” said Steve Brown, Manager of the City’s Rapid Transit Office. “With station construction starting soon, we want to remind people that the hundreds of diverse Broadway businesses along the corridor are

social media channels at key times over the next several years. City staff are providing the campaign graphics to 1,400 Broadway businesses and three Business Improve-

ment Associations (BIAs) to help share the campaign far and wide. City staff have also delivered window decals to ground-floor businesses. The impetus to run a campaign is based directly on feedback from businesses after construction of the Canada Line. Businesses shared their perspective that a marketing program is a key support mechanism for businesses during major projects and that it needs to coincide with the start of construction. City staff also reviewed several transit projects in North America, which highlighted the value of a business-sup-

port campaign through long construction periods. “As construction gets going, it’s important that people get the message that Broadway is still here for them,” said Neil Wyles, Executive Director of the Mount Pleasant Business Improvement Association. “Shopping local has never been more critical, so I’m pleased to see the City is running a campaign to encourage people to show their love for Broadway businesses during SkyTrain construction.” The City engaged a business and community liaison group to preview the campaign

Data from 2020 Transit Service Performance Review shows public transit vital despite pandemic challenges Surrey, Langley, North Delta and White Rock saw the highest return of bus ridership THE 2020 Transit Service Performance Review (TSPR) shows that transit remained a vital service for tens of thousands of people during the COVID-19 pandemic, despite the challenges posed by COVID-19 and public health restrictions. TransLink continued delivering more than 620,000 boardings every weekday. Even at the lowest point of the pandemic, approximately 75,000 people still relied on transit every day, including many essential workers. TransLink secured one of the highest ridership retention rates among the 10 busiest systems in Canada and the United States. TransLink retained 48 per cent of its ridership in 2020, second only to Los Angeles. TransLink is fourth in per capita ridership and sixth in total number of boardings. These rankings mainly remained unchanged from 2019 as a similar drop in ridership was experienced across North America. Working from home and public health restrictions caused ridership in 2020 to fluctuate greatly, leaving no ‘average’ day to analyze for this year’s TSPR. As a result, this report focuses on the most stable eight-

week ridership period between September and November. This period provides the most relevant data because it indicates how customers are likely to use the transit network as the region recovers from COVID-19. 2020 Ridership Trend Highlights * Most of the bus ridership (85%) continued to be carried on routes that provide frequent service throughout the day and during peak periods. The West Coast Express recovered to 17% of 2019 ridership. Erratically driven vehicle leads to seizure of loaded firearm, arrest of two males TWO men were arrested in the Abbotsford area when a loaded firearm was seized by officers with the Uniform Gang Enforcement Team (UGET) of the Combined Forces Special Enforcement Unit – BC’ (CFSEU-BC). On Wednesday, May 26, the UGET was conducting proactive enforcement patrols

in the Abbotsford area when they noticed a rental vehicle being driven erratically. UGET officers observed the vehicle as it traveled quickly, making a sudden turn down a residential street and pulling into a driveway. Both male occupants quickly exited the vehicle and were behaving suspiciously.

UGET officers detained the two males after identifying them as being involved in the Lower Mainland Gang Conflict. A subsequent search revealed a loaded handgun in the vehicle. Both males were arrested for firearms-related offences and later released pending further investigation.

The suspect saw the officers and tried to run, but he was arrested nearby when other VPD officers intervened. The suspect, a 37-yearold Vancouver man with no fixed address, was already wanted BC-wide for two previous break and enters. He was taken to jail and now faces multiple new charges.

Congress accuses Modi of ‘annihilating all vestiges of free speech, thought and expression’ New Delhi (IANS): After WhatsApp filed a lawsuit against the Indian government in the Delhi High Court, saying that user privacy is in its DNA and requiring messaging apps to “trace” chats undermines people’s right to privacy, Congress has termed the social media rules issued by the government as “draconian” and said it’s “Modi government’s North Korean approach to free speech”. Addressing a press conference on Wednesday, Abhishek Manu Singhvi, senior spokesperson of the party, said, “The new intermediary rules issued by the Modi government are dire, drastic and draconian in nature. The issuance of new intermediary guidelines reflect that the BJP government is suffering from the ‘Big Daddy’ syndrome.” The Congress said the new rules are a severe blow to the vibrant culture of discourse, deliberation and dissent in India,

that the Modi government seeks to implement today, without recall or modification and despite unanimous condemnation from all segments of civil and political society. It is the “Modi government’s North Korean approach to free speech.” “Free speech and expression are like oxygen. Without it, humanity and democracy cannot survive. Having diminished the latter so much during COVID, we beseech the Modi government not to emasculate the former. Let us not forget that encryption is the technological backbone of privacy. This is particularly true of messaging apps, the most important subset of social media and digital platforms,” Singhvi said. He said it is an attempt by the Modi government to capture and subordinate every pillar and agency of freedom of thought and expression. Having successfully

done so in respect of constitutional and statutory bodies like CBI, ED, EC and several others, along with subjugation of the ‘Godi Media’, Singhvi said. “Modi ji has now turned his attention to social media and social media platforms to annihilate all vestiges of free speech, thought, and expression,” Singhvi added. The Congress leader said that the dictatorial regimes, including the North Korean one, would blush at the brazenness with which the Modi government has done so. The Modi-led BJP government’s pathshala should be the new go-to place for all dictators to hone their skills in controlling free speech and thought, he said. “When these Intermediary Rules were published on 25.05.2021, the heart and soul of their highly objectionable approach was reflected in Rule 4.” He said from today, Rule 4 obliges all social media platforms

to identify the first originator of the information, if so directed by the government under Rule 4(2). This introduces the requirement of traceability which would break end-to-end encryption. It should be noted that even previous proposals which seek to implement traceability in a manner which is supposedly compatible with end to end encryption have been shown to be vulnerable to spoofing where bad actors can falsely modify the originator information to frame an innocent person. The grounds for such draconian directions have deliberately been kept delightfully vague, including Rule 4(2) which allows an order to be passed “for the purposes of prevention, detection, investigation, prosecution or punishment of an offence related to the sovereignty and integrity of India, the security of the State, friendly relations with foreign States, or public order”, the Congress leader said.

New York (IANS): A Sikh, who saved at least one person in a California mass shooting, was among the nine people killed by a railway worker who killed himself in San Jose, according to officials. Taptejdeep Singh, 36, was shot on Wednesday at a railway yard in the city in California’s Silicon Valley, by a fellow worker, according to the local Sheriff’s Office. Singh was a train operator for the Santa Clara Valley Transportation Authority, a local light rail system. Committed to right to privacy, but need to maintain law and order: IT Minister counters WhatsApp New Delhi (IANS): As WhatsApp moves the Delhi High Court against the new rules for intermediaries saying they would violate privacy, Electronics and IT Minister Ravi Shankar Prasad has said the government is committed to the right to privacy, but simultaneously it also has to maintain law and order and ensure national security. Facebook-owned instant messenger WhatsApp, in a petition in Delhi High Court, said that enabling identification of the first originator of information on its platform in India puts end-to-end encryption and its benefits at risk, as it urged the court to pass direction to declare this requirement ultra vires the IT Act. “The Government of India is committed to ensure the Right of Privacy to all its citizens but at the same time it is also the responsibility of the government to maintain law and order and ensure national security,” an official statement quoted the IT Minister Prasad as saying. The statement said that the government respects the right of privacy and has no intention to violate it when WhatsApp is required to disclose the origin of a particular message. It however, added that as per all established judicial dictum, no fundamental right, including the right to privacy, is absolute and it is subject to reasonable restrictions. “The requirements in the Intermediary Guidelines pertaining to the first originator of information are

Such requirements are only in case when the message is required for prevention, investigation or punishment of “very serious offences” related to the sovereignty and integrity of India, the security of the State, friendly relations with foreign states, or public order, or of incitement to an offence relating to the above or in relation with rape, sexually explicit material or child sexual abuse material, it said. Moreover, such information can only be sought as per a process sanctioned by the law thereby incorporating sufficient legal safeguards. Prasad also assured that none of the measures proposed by India will impact the normal functioning

of WhatsApp in any manner whatsoever and for the common users, there will be no impact. The minister noted that it is in public interest that who started the mischief leading to such crime must be detected and punished. “We cannot deny as to how in cases of mob lynching and riots etc. repeated WhatsApp messages are circulated and recirculated whose content are already in public domain. Hence the role of who originated is very important,” it added. The minister also said: “The entire debate on whether encryption would be maintained or not is misplaced. Whether Right to Privacy is ensured through using encryption technology or some other technology is entirely the purview of the social media intermediary.” Prasad added that the Government of India is committed to ensuring Right of Privacy to all its citizens as well as have the means and the information necessary to ensure public order and maintain national security. Subodh Jaiswal takes charge as new CBI chief New Delhi (IANS): Indian Police Service (IPS) officer Subodh Kumar Jaiswal on Wednesday took charge as the new Director of the Central Bureau of Investigation (CBI). He took charge a day after his name was cleared for the top post of the country’s premiere investigative agency. On Tuesday, in an order, the Department of Personnel and Training said: “The Appointments Committee of the Cabinet has, based on the panel recommended by the Committee, approved the appointment of Subodh Kumar Jaiswal, IPS, (Maharashtra 1985) as Director, CBI, for a period of two years from the date of assumption of the charge of the office or until further orders whichever is earlier.” Jaiswal was appointed as CBI Director a day after the Prime Minister Narendra Modi-headed committee including Chief Justice of India N.V. Ramana and Leader of Congress in Lok Sabha Adhir Ranjan Chowdhury discussed the names of the candidates for the new CBI chief. Before joining as the new director of CBI, Jaiswal was the Director General (DG) of the Central Industrial Security Force. With the citing of the SC order by the CJI, it was made clear that NIA chief Y.C. Farmers protest against farm laws in Punjab, Haryana; observe ‘Black Day’ Chandigarh (IANS): Farmers protesting against the Centre’s three farm laws across Punjab and Haryana on Wednesday observed as a ‘Black Day’ to mark six months of the agitation. At most of the places, both in rural and urban areas, farmers staged protests against the controversial farm laws. They put up black flags atop their houses and burnt effigies of Central government leaders. In a Bhiwani village in Haryana, farmers burnt the effigy of Chief Minister Manohar Lal Khattar. Farmers from Punjab, Haryana, and Uttar Pradesh have been protesting since November last year on Delhi borders against the agricultural laws. Heavy police presence could be seen at various places in Haryana and Punjab to maintain law and other in view of the protests. Chandigarh (IANS): Shiromani Akali Dal (SAD) President Sukhbir Singh Badal on Tuesday said Punjab needed speedy vaccination to win the fight against COVID-19 and requested Chief Minister Amarinder Singh to make a special allocation of Rs 10,000 million to purchase vaccines. He also called for giving a monthly pension of Rs 6,000 to all families who had lost their breadwinners to COVID-19, besides free education to COVID-19 orphans as well as waiving off power and water bills for all sections of society for a six month period.

Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Thursday announced extension of the restrictions in the state till June 10, but ordered the limit on the number of passengers in personal vehicles to be removed in view of decline in the positivity and number of active COVID-19 cases. The Chief Minister also directed the resumption of elective surgeries in both government and private hospitals, as well restoration of OPD [out patient department] operations at all government hospitals in the state in view of the improvement in the overall COVID-19 situation. The elective surgeries were stopped from April 12 to ensure adequate availability of beds and oxygen for serious COVID-19 cases, but the Chief Minister has now allowed these to be resumed, subject to the condition that there shall, for the present, be no reduction in beds for L3 patients in the hospital. Medical Education Minister O.P. Soni said three government medical colleges have already started 50 per cent OPD operations, which will soon be scaled up to 100 per cent.

He clarified that while the limit on personal cars and twowheelers was being removed as these are used mainly by family members and close friends, those on commercial passenger vehicles and taxis shall continue to be in place at present. The Deputy Commissioners will also continue to be empowered to make any adjustments in opening of non-essential shops as are merited by local conditions, he said. Asserting that the state could not afford to be lax despite some easing of the situation, the Chief Minister directed the Health and Medical Education Departments to continue strengthening the COVID-19 care infrastructure and facilities to deal with a possible third wave of the pandemic. He asked them to invest also in augmenting paediatric care and to seek 500 paediatric ventilators from the government of India. The meeting was informed all 809 ventilators received ear-

It means any Canadian purchasing a home – whether they’re putting down 20% or more (uninsured) as a down payment, or less than 20% (insured) – will have to prove they can handle a mortgage rate of 5.25%. This also applies to anyone who is refinancing. For anyone with an accepted offer on a home or a mortgage approval dated prior to June 1st, the existing stress test of 4.79% applies. Why the change? It’s due to concern about unsustainable house prices and growing household debt. OSFI believes that the change will help ensure that Canadians can still afford to service their debt should the economy change, and interest rates increase.

How diet and inflammation affect colon cancer

IT’S been said “We are what we eat,” or “garbage in garbage out.” Less catchy advice might be “Eat an anti-inflammatory diet, rather than a pro-inflammatory one.” It could make the difference in the likelihood of developing a malignancy of the large bowel. Not many people realize that if you take away skin cancers, colon cancer is the third most common malignancy in North America. A study in the Journal of the American Medical Association, Oncology, points out a strong association between chronic inflammation and the risk of colon cancer. Researchers at Harvard University discovered that people who had dietary patterns that triggered chronic inflammation were 32 percent more likely to develop colon cancer than those who followed a lowered inflammatory diet. Dr. Joel Mason, Director of the Vitamins and Carcinogenesis Laboratory, Tufts University, says, “This study adds to previous evidence that inflammation is an important factor in colon cancer and that a diet with less potential to cause inflammation can decrease the risk.” How did Harvard researchers determine what foods were associated with inflammation and what foods fought it? They analyzed the health and nutrition habits of 120,000 people over a 26-year period. This involved 18 food groups and tracking how they affected inflammatory markers in the blood. Diets with the lowest level of inflammatory potential were tea, coffee, dark yellow vegetables, dark and leafy greens. In contrast, diets with the highest level of inflammation included processed meat, red meat and sugar-sweetened carbonized beverages. Overweight or obese males did not fare well. They were 48 percent more likely to develop cancer of the colon over the course of the study than those who consumed a low inflammatory diet. But even lean males were at higher risk, although not as much as the obese ones. What about women? It’s strange that being overweight or obese did not increase or decrease the risk of colon malignancy in females. But in lean women who had the most pro-inflammatory diet, there was a 31 percent greater risk of colon cancer than those who consumed the least inflammatory diet. Researchers were not certain if these findings were related to hormonal changes in women. So, what’s the message? It pays dividends to stay active and not gain weight. This is not the first time nutritionists have told us that leafy green vegetables are more conducive to a longer life and it’s prudent to decrease the amount of red meat consumed. Hopefully it will help make everyone realize that the use of sugar sweetened beverages is not a healthy habit. An equally strong message remains that North Americans are needlessly dying from colon cancer due to a fear of having a colonoscopy performed. We know that colon cancer begins in a polyp that remains localized, providing ample time for colonoscopy and removable of this lesion. This procedure should be done regularly starting at 50 years of age or younger, and usually ending at 75 years. Discuss with your doctor whether this is the age for you to end colonoscopy. If several colonoscopies have been done

over the years without any polyps being detected, the decision is usually to stop. The reason being that it’s unlikely one will form after the age of 75 and if it does some other event will end life long before a slow growing polyp causes trouble. The discomfort of colonoscopy is miniscule to the suffering of terminal colon cancer. For those dead set against the procedure, stool card tests done at home are an option.
