Indian Prime Minister Modi announces repeal of controversial farm laws New Delhi (IANS) : A little more than a year after they were passed followed by widespread agitation by farmers declining to accept them, Prime Minister Narendra Modi on Friday announced that the Centre has decided to repeal the three farm laws. Coinciding with the auspicious occasion of Guru Nanak Jayanti, Modi also announced that the constitutional process to repeal the laws would be taken up in the winter session of Parliament that begins on November 29 and appealed to the agitating farmers to withdraw their agitation and go back to their homes. “It seems some of the farmers are still not convinced by our
sincere efforts. We have decided to repeal the three farm laws. The constitutional process to repeal these laws would be completed during the Parliament Session that would start at the end of
this month,” Modi said, adding an apology in his address to the nation. Modi also announced to form a committee comprising representatives of the Centre,
state governments, farmers, agriculture scientists and agriculture economists to discuss how Minimum Support Price (MSP) can be made more effective, how zero budget farming can be promoted and how crop patterns can be changed in a scientific manner. After they were passed in the monsoon session of Parliament, the President had given his assent to the three Farm Bills on September 27, 2020. move the intermediaries, because of which the small farmers will benefit. After the farmers’ agitation erupted, the Supreme Court had earlier in January 2021 stayed the three farm laws and appointed a committee, which had submitted its report, which is not yet made public. The Prime Minister started his address, saying that the government’s intention was pure, and it had brought the three farm laws hoping to benefit the farmers, especially the small land holding farmers. “Despite our efforts, despite efforts by agriculture economists and agriculture scientists, we failed to convince a section of the farmers about the sincerity of our efforts,” he said. “The objective of the three farm laws was that the farmers of the country, especially small land holding farmers should be strengthened, they should get right
price for their produce and maximum options to sell the produce,” he said. He also listed a number of steps that have been taken by his government for farmers’ benefits, including an increase in MSP and record procurement this year. “Beej, Beema, Bazar and Bachat (seeds, insurance, market availability and savings) are what we tried to bring for the small land holding farmers, many of whom supported our efforts. I am grateful to them,” he said. Rakesh Tikait of the Bharat Kisan Union (BKU), a prominent leader of the farmers’ agitation, said, “Our agitation will not end soon. We will wait till the laws are repealed in the Parliament. We demand that the government discuss MSP and other issues with the farmers.” In a tweet, Rahul Gandhi said: “Congratulations its win against the injustice, the farmers of the nation have compelled the arro-
gant govt to bend down through satyagraha.” Congress leader Jairam Ramesh took to twitter to express solidarity with the farmers. “First, bulldoze laws in Parliament. Then face unprecedented protests. Thereafter, confront election realities in Uttar Pradesh and Punjab, particularly. Finally, after much appeal, repeal. Kisan-ity prevails at last! I salute the tenacity of our kisans who did not give up,” he said. Former Punjab Chief Minister Amarinder Singh too lauded the step and tweeted: “Great news! Thankful to PM Narendra Modi ji for acceding to the demands of every Punjabi & repealing the 3 black laws on the pious occasion of #GuruNanakJayanti. Initiative petition to conduct a Surrey policing referendum unsuccessful THE initiative to conduct a Surrey policing binding referendum has failed and will not proceed further in the initiative petition process, Elections BC announced on Tuesday. The petition was submitted to Elections BC on November 15. Under the Recall and Initiative Act, a petition must gather signatures from at least 10% of the registered voters in each of the province’s 87 electoral districts in order to be successful. Elections BC said that it was clear upon submission that the petition did not receive the required number of signatures in each electoral district. As a result, it will not be counting or validating any of the signatures submitted. Meanwhile, Surrey Mayor Doug McCallum said in a statement: “Elections BC has announced the failure of the petition to conduct a Surrey policing binding referendum and it is clearly time to move on.” He added: “The work of the Surrey Police Service has remained focused on the task at hand for a safe and smooth transition. Surrey Police will take another signi�icant step forward when the �irst SPS of�icers hit the streets alongside Surrey RCMP members by the end of the month.”

Surrey Police Union: At least 88% of registered voters in Surrey did not sign initiative petition THE Surrey Police Union, noting that the initiative to conduct a Surrey policing binding referendum had failed to gather the required signatures to go forward, said it was pleased to see that at least 88% of registered voters in Surrey did not sign it. “There is tremendous support in the City for a local, progressive, and accountable police service speci�ically designed to meet the evolving needs of our local community,” the union said in a press statement. It added: “Unfortunately, there are some stakeholders that have a vested interest in protecting the outdated status quo, including the Surrey Police Vote campaign, which is funded by the RCMP’s Union, the National Police Federation.” The union pointed out that according to provincial legislation, the campaign was required to collect 10% of signatures from all 87 electoral districts across British Columbia. The signatures reported by Surrey Police Vote are far below this threshold. The union said that it would be interested to know the distribution of the signatures amongst electoral ridings in Surrey. The union added: “Were the signatures collected concentrated in one or two electoral ridings? How many of the signatures reported were from residents outside Surrey? It is also important to highlight that the signatures reported are unveri�ied, and it is not known if some residents signed multiple times or are even

registered voters.” It said that now that the initiative petition is over and failed to collect the required signatures, Surrey Police members look to initial deployment in the coming weeks and an orderly, responsible transition toward a municipal police service. Union President Rick Stewart said: “Surrey Police Union members are excited to work alongside Surrey RCMP members in the coming weeks as the transition continues. With the initiative petition behind us, it is time for our community to have a progressive, local, professional, and accountable police service that proudly re�lects the diversity of our City.” THE VOICE has consistently highlighted these facts: 1. Surrey Mayor Doug McCallum and seven of his Safe Surrey Coalition members won the election fair and square on the pledge that they would form a Surrey police force to replace the RCMP. In fact, all the eight
new Councillors, including the lone one from Surrey First, voted to ditch the RCMP at the very �irst Council meeting. 2. The Police Act says that any city with a population of more than 5,000 can decide what type of police force they want. So, when the City of Surrey approached the Provincial Government with its proposal, the latter had no option but to give the go-ahead. In spite of three Councillors ditching McCallum’s group, the mayor still controls the majority vote in Surrey Council. 3. Among the tactics that the pro-RCMP forces started resorting to was the call for a referendum on the change in policing. However, legally, only the City can authorize such a referendum – the Province or the federal government cannot. 4. Surrey voters delivered a slap in the face of those who want to keep the RCMP in Surrey last year when they not only re-elected all six incumbent NDP MLAs – Jinny Sims (SurreyPanorama), Rachna Singh (Surrey-Green Timbers), Jagrup Brar (Surrey-Fleetwood), Harry Bains (Surrey-Newton), Bruce Ralston (Surrey-Whalley) and Garry Begg (Surrey-Guildford) – but also booted out Marvin Hunt (Surrey-Cloverdale) and replaced him with the NDP’s Mike Starchuk in spite of the BC Liberals and RCMP supporters making the police transition the hot issue in the city in last year’s election.

8 extradition pleas in Punjab’s Bhola drug case pending with Canada: Indian newspaper report THE Hindustan Times newspaper of India in a report from Chandigarh states that India has requested Canada for the extradition of eight people accused of being involved in illegal drugs in connection with the Jagdish Bhola drug racket case. This was revealed in a report by India’s External Affairs Ministry [Foreign Affairs Ministry] that was filed in compliance with the Punjab and Haryana High Court order on October 26. The court had asked for a status report from the federal government on the extradition of the accused. The report is expected to be taken up for a hearing on Thursday, November 18. According to the Hindustan Times, the

extradition requests are for Ranjit Singh Aujla, Gursewak Singh Dhillon, Nirankar Singh Dhillon, Sarabjit Singh Sander, Lehmbar Singh Daleh, Amarjit Singh Kooner, Pardeep Singh Dhaliwal and Amrinder Singh Chheena. “The report reveals that while proceedings in one case are pending before the Narcotics Control Bureau (NCB) and others are pending with the Department of Justice, Canada,” the newspaper said. Former international wrestler and Arjuna awardee Jagdish Bhola was on Wednesday convicted and sentenced by a special CBI [Central Bureau of Investigation] court in 2019 in Mohali, Punjab, in a multi-million drugs racket, termed as Punjab’s biggest, that was busted in 2013.
Bhola was a Deputy Superintendent of Police in Punjab Police, but was dismissed from service in 2012 after his links with the drugs racket were revealed. He was arrested in November 2013 in connection with a Rs 7,000 million drugs racket. Subsequent police action against the drug mafia led to the busting of a Rs 60,000 million drugs racket. The drugs racket became controversial with names of politicians, including ministers and legislators, industrialists and police officers, being linked to the scandal. Financial assistance available for people affected by flooding DISASTER Financial Assistance (DFA) is now available for eligible British Columbians in southwest, central and southeast areas of the province and Vancouver Island who were affected by flooding and landslides from November 14-16, the province announced on Thursday. This assistance includes all Indigenous
communities, electoral areas and municipalities within the geographic boundaries of these areas. DFA is available to homeowners, residential tenants, business owners, local governments, Indigenous communities, farmers and charitable organizations that were unable to obtain insurance to cover
disaster-related losses. By regulation, DFA is unable to compensate for losses for which insurance was reasonably and readily available. DFA will assess each application using its legislative criteria in a fair and consistent way. Applications for the DFA event must be

Provincial state of emergency declared
THE B.C. government on Wednesday declared a provincial state of emergency to mitigate impacts on transportation networks and movement of essential goods and supplies, and to support the provincewide response and recovery from the widespread damage caused by severe flooding and landslides in British Columbia. “Provincial, federal and local governments are working with emergency personnel to make sure people and communities get the help they need as they work through yet another natural disaster. This provincial declaration of emergency will ensure the transport of goods, and essential and emergency services.” said Premier John Horgan. “Thank you to everyone for doing what you can to stay safe and to help one another as we work through this catastrophic time.” Mike Farnworth, Minister of Public Safety and Solicitor General, made the declaration based on the recommendation from the Ministry of Transportation and Infrastructure, and Emergency Management BC. The declaration will take effect immediately. “This provincewide declaration will help us with the challenges ahead as we recover from the utter devastation that’s been caused by this natural disaster,” Farnworth said. “Getting our rail and roadways back up and in operation is a top priority, and the declaration will enable us to put the resources in place to make that hap-
pen.” The state of emergency is initially in effect for 14 days and may be extended or rescinded as necessary. The state of emergency applies to the whole province and ensures federal, provincial and local resources can be delivered in a co-ordinated response to protect the public, which remains the provincial government’s top priority. “Our focus is on clearing, repairing and reopening roads to connect the Interior and the North to the Lower Mainland and Vancouver Island, to get our supply chains moving,” said Rob Fleming, Minister of Transportation and Infrastructure. “We are working closely with multiple partners to make this happen. It is a big job, but collectively we are up to the challenge and will get things opened up again just as soon as we possibly can.” There are approximately 17,775 people evacuated due to impacts from the flooding, with 5,918 properties on Evacuation Order, and 3,632 properties on Evacuation Alert. The federal government has responded to and accepted British Columbia’s requests for assistance. In the coming days, additional federal personnel and resources will be arriving in B.C. to assist. The state of emergency gives agencies, such as the Ministry of Transportation and Infrastructure, Emergency Management BC, the RCMP and others the ability to use extraordinary measures to protect people and communities.

Medical, emergency and rail personnel work together to transfer patient from landslide IT took planes, trains and automobiles to transfer a seriously injured patient from Fraser Canyon Hospital in Hope. The patient urgently needed a higher level of care. With access severed by landslides and floodwaters, and high winds affecting air transport, two critical care physicians and a respiratory therapist from Surrey Memorial Hospital packed supplies and medication and drove to the Fraser Valley on Monday. They were joined by an emergency physician from Fraser Canyon Hospital, who met them in Abbotsford. The group gathered additional medication to support
Preparing for Air Ambulance medivac. the Fraser Canyon Hospital and long-term care residents in the Hope area. First responders escorted the group on back roads, where they met up with CN Rail staff in Chilliwack. The mini-ICU team then boarded a CN
track vehicle, with CN driving slowly along rail lines with debris alongside. The medical team at Fraser Canyon Hospital stabilized the patient but knew they needed a higher level of care and transport as soon as possible. The two physicians and respiratory therapist from Surrey were able to support the medical team at the hospital until an air ambulance arrived early Tuesday. The patient was flown by air ambulance to a Lower Mainland hospital and is stable. Fraser Health thanks everyone who made this transfer possible, including first responders, CN Rail employees, and BC Emergency Health Services.

DR. Vikram Yadav, an associate professor of chemical and biological engineering and biomedical engineering at the University of British Columbia, has been named one of Canada’s Top 40 Under 40 — “the country’s most coveted award for young business and community leaders.” Established by management consulting company Caldwell Partners in 1995, the annual award “recognizes exceptional achievement by 40 outstanding Canadians who are under the age of 40.” Recipients are selected — this year, from a pool of 1,200 nominees — based on four main criteria: vision and innovation, leadership, impact and influence, and social responsibility. “I’m honoured to be included in a group of such remarkable individuals, and immensely grateful to my colleagues, students, mentors and funding partners for their support through the years,” said Yadav. “I hope this recognition will help highlight the significant role that synthetic biology can play in key areas like manufacturing, health care, climate action and equitable social development, and maybe inspire others to enter this exciting field.” One of Canada’s leading researchers in synthetic biology and industrial biotechnology, Yadav has built a highly interdisciplinary and impactful innovation portfolio that includes breakthrough technologies such as bacteria-powered solar cells and enhanced toxin-eating microorganisms. To date, his work has led to six patents — all licensed to commercial partners — and ongoing collaborations with several companies. Among the Yadav Lab’s many notable projects are: * Next-generation vaccine biomanufacturing processes: Yadav’s team has engineered cells that can dynamically distribute cellular resources between biomass and product formation, resulting in dramatic improvements in the productivity of biochemical manufacturing processes. * The world’s first bacterial solar cell: Producing the highest current densities for a biogenic photovoltaic device, Yadav’s bacterial solar cells have the potential to cut the cost of solar cells, revolutionize the fabrication of bio-hybrid photovoltaic materials and unleash the field of “nature-derived” organic optoelectronics. * Advanced drug development systems: Combining data science, metabolic engineering and formulation science, Yadav’s group has developed a rapid, low-cost methodology to advance a drug molecule from concept to formulated product. It has already been used to successfully take two products to the clinical testing stage. * Tailings pond-detoxifying bacteria: The Yadav Lab developed a “cocktail” of microorganisms that can eliminate — quickly, cost-effectively and with no negative environmental impact — difficult-to-remove toxic compounds from oil sands tailings ponds. A spin-off company, Metabolik Technologies, was acquired by Allonnia last year in one of the largest transactions in the environmental biotechnology sector’s history. In addition to his research activities, Yadav is working to strengthen and grow the synthetic biology community in Canada, leading efforts to form a nationwide synthetic biology and biomanufacturing network. To be comprised of universities, companies, governments and think tanks, it will serve as a vibrant innovation ecosystem that attracts greater government investments and leads to further transformative discoveries across a broad range of disciplines. Yadav is also a passionate educator and the founding director of the Master of Engineering Leadership in Sustainable Process Engineering at UBC. The primary goal of this program, he said, is “to produce future leaders of the Canadian bioeconomy” by connecting students with top sustainability researchers, start-up incubators and venture capitalists. “I aim to create more ‘ecopreneurs’, like myself, who will be uniquely proficient in the conception, scale-up and commercialization of manufacturing processes that have a reduced environmental footprint,” said Yadav, a three-time recipient of the UBC Department of Chemical and Biological Engineering’s Best Instructor Award. BC welcomes Health Canada’s approval of Pfizer’s COVID-19 vaccine for children aged five to 11 B.C.’S Provincial Health Officer Dr. Bonnie Henry and Health Minister Adrian Dix on Friday said that British Columbia welcomed the news that Health Canada has approved Pfizer’s COVID-19 pediatric vaccine for children aged five to 11. They noted that the rigorous review confirms that this first vaccine formulated for younger children is safe and effective. Henry and Dix in a joint statement said: “We also welcome the recommendations from the National Advisory Committee on Immunization on use of this new lower-dose vaccine to provide protection to children from five to 11 years of age. We look forward to making the pediatric vaccine available for 360,000 young British Columbians as soon as possible. “While children are at a lower risk of severe disease from COVID-19, it can still result in serious outcomes in some children, including hospitalization and long-term symptoms. As well, as we have seen over the past 20 months, the pandemic has had a tremendous impact on children and families and has led to significant

disruptions to important social activities and school. Surrey Police Service unveils uniform SURREY’S new municipal police service on Tuesday unveiled the uniform that will be worn by its first group of frontline police officers who will be operationally deployed, beginning at the end of November. The Surrey Police Service (SPS) said that the arrival of its uniforms was a historic occasion – particularly for the officers who will be among the first to hit the streets as SPS officers later this month. “To join a new organization and contribute to the building of a progressive police organization in a fast-growing city, takes courage and commitment. The SPS uniform represents the culmination of much of that effort,” it noted. The SPS uniform features padded duty belts, lightweight soft body armour, external carrier with “Quickloc” side at-
tachments, and radio and equipment holders which maximize comfort and weight distribution to minimize strain and injury. “The Surrey Police Service uniform, fit and materials were selected based on durability, comfort, and functionality, as well as feedback from our experienced police officers,” said Chief Constable Norm
Lipinski. “Employee wellness is a priority for SPS, and that extends to the uniform and equipment we have carefully selected for our officers.” SPS officers will be carrying 9mm Glocks with mounted lights, slash and puncture resistant duty gloves, tourniquets, and CEWS (conducted energy weapons). deployment, a significant number of SPS officers will be trained in the patrol carbine and in the 40 mm launcher, which will increase the depth of skill on the road. The 40mm launcher adds to the officers’ less lethal use of force options, increasing public safety for Surrey citizens. The shoulder flashes on
the SPS uniform feature the Coast Salish eye, a fess (check) pattern, and six stars—one for each of Surrey’s town centres (Cloverdale, Guildford, Fleetwood, Newton, South Surrey, and Whalley/City Centre). The Coast Salish eye and fess pattern repeat on the external carrier to further distinguish SPS officers from other municipal officers in
British Columbia. These design features highlight the fact that SPS is a local police service that is tailor-made for and accountable to Surrey residents. By November 30, the first group of experienced SPS officers will begin to be assigned to duties within the RCMP Municipal Police Unit in Surrey (Surrey RCMP). This is the first step in the phased, integrated transition process that is being managed by the Surrey Policing Transition Trilateral Committee, which is comprised of representatives from the three levels of government. Richmond RCMP Toy Drive on November 20 RICHMOND RCMP will be hosting the 7th annual Richmond RCMP Toy Drive in support of the Richmond Christmas Fund, another program of Richmond Cares, Richmond Gives, on November 20. No pre-entry molecular test requirement for short visits abroad from November 30 EFFECTIVE November 30, fully vaccinated individuals with right of entry to Canada who depart and re-enter the country within 72 hours of leaving Canada will not have to present a pre-entry molecular test, the Public Health Agency of Canada announced on Friday. This exemption is only for trips originating in Canada taken by fully vaccinated Canadian citizens, permanent residents or individuals registered under the Indian Act, who depart and re-enter by land or by air and can demonstrate that they have been away from Canada for less than 72 hours. This exemption extends to accompanying children under 12, and individuals with medical contraindications to vaccination. Also effective November 30, Canada will expand the list of COVID-19 vaccines that travellers can receive to be considered fully vaccinated for the purpose of travel to Canada. The list will include Sinopharm, Sinovac and COVAXIN, matching the World Health Organization Emergency Use Listing. The Government of Canada is also announcing that as of January 15, 2022, certain groups of travellers, who are currently exempt from entry requirements, will only be allowed to enter the country if they are fully vaccinated with one of the vaccines approved for entry into Canada. These groups include: * individuals travelling to reunite with family (unvaccinated children under 18 years of age will retain exemption if travelling to reunite with an immediate or extended family member who is a Canadian, permanent resident, or person registered under the Indian Act); * international students who are 18 years old and older; * professional and amateur athletes; * individuals with a valid work permit, in-

Violent crimes, organized crime gangs, timely response to urgent calls for police service are top priorities for Surrey citizens THE top three policing priorities for Surrey citizens are violent crimes (91%), organized crime gangs (88%), and timely response to urgent calls for police service (86%), according to a three-part community consultation project that was undertaken by the Surrey Police Service (SPS) and the Surrey Police Board from June to October. Other priorities: * 90% of residents want SPS officers to have body-worn cameras; * Most important criteria for SPS officers: representative of Surrey’s culture and diversity (64% somewhat/very important), and fluency in another language (63%); * Strong community support for an SPS School Resource Officer program informed by best practice programs in other jurisdictions and tailored to the needs of Surrey schools and students; * Desire for the creation of a Community Safety Officer or Special Municipal Constable program. The researchers involved in the project detailed a number of key findings and recommendations in their reports, which are available on the SPS and Surrey Police Board websites. The community consultation project will provide the foundation for the development of a community policing model and SPS’s first strategic plan. The results of this consultation are available to the public, including the two reports completed by independent researchers and an executive summary, which has been translated into four additional languages. This community consultation initiative included a community survey, designed by Dr. Eli Sopow and delivered by Insights West Market Research, and stakeholder interviews and focus groups, which were designed and delivered by Dr. Curt Griffiths, a professor in the Criminal Justice Department at Simon Fraser Univer-

The plan will be developed in the fall of 2021 and released in early 2022. The SPS said it was important to gather qualitative and quantitative information that is representative of Surrey’s total population and its many diverse groups. The sample sizes used for this consultation are considered statistically accurate for Surrey’s population by the researchers involved in this project. Input was gathered from Indigenous leaders, seniors, the differently abled, school officials, the LGBTQ2S+ community, the private sector, organizations focused on housing, mental health and addictions, newcomers, youth, and others. While this consultation project was solely focused on the future development of SPS, the survey included an open-ended portion which some respondents used to voice their opinion of the policing transition in Surrey. Six percent (6%) of residents who provided their opinion of Surrey policing priorities indicated their support for keeping the RCMP as the policing service for the city.

During this campaign, Canadians also recognize December 6 as the National Day of Remembrance and Action on Violence against Women to commemorate the lives of 14 women who were killed in the Montreal Massacre at École Polytechnique on December 6, 1989. We are increasing cellular service and are building a new cell tower along Highway 16 to help keep women and girls safe along the Highway of Tears. We have also updated Employment Standards to provide five days of paid leave for people facing domestic or sexual violence to support people while they attend medical, counselling, or other appointments, look for a new home or school for their children, and rebuild their lives. From rape and sexual assault to normalized sexual harassment and psychological abuse, gender-based violence and discrimination happens every day, in every place that we work, learn and live. SURREY RCMP are looking for the rightful owners of cash found — and also encouraging the public to make a police report if they lose a large sum of cash. On June 4, a large amount of cash was located in a box of clothing donated to a thrift store in the 6900-block of King George Boulevard and subsequently turned in to the Surrey RCMP. It is believed that the box was donated between May 30 and June 2. And just last month, on October 28, two Surrey citizens located cash in a parking lot in the 15100-block of 100 Avenue and turned it in to Surrey RCMP. “The actions of our community members who found the cash have demonstrated genuine integrity. They have turned the money over to police in hopes it could be returned to its rightful owners,” said Surrey RCMP Media Relations Officer Sarbjit K. Sangha. “If you lose a large sum of cash, it is important to make a police report in order to increase the chances of having your money returned.” Surrey RCMP say they would like to return the cash to the rightful owners. One charged in homicide at Richmond restaurant CHARGES have been laid in the September 18, 2020 shooting at Richmond’s Manzo Itamae Japanese Restaurant at 9020 Capstan Way, the Integrated Homicide Investigation Team announced on Wednesday. On Monday, November 15, 2021, 23-year-old Richard Charles Reed was charged with firstdegree murder for the shooting death of 44-yearold Jian Jun Zhu by the B.C. Prosecution Service. Five additional counts were laid against Reed. On September 18, 2020, at approximately 7:30 p.m., Richmond RCMP responded to reports of gunshots at the Richmond restaurant. First responders found two men with gunshot wounds.
One of the victims, Zhu, died the following day at the hospital. The second victim was transported to hospital and was treated for non-lifethreatening injuries. Zhu was known to police but is not connected to the ongoing Lower Mainland Gang Conflict.. No further details surrounding Reed’s involvement will be released as the matter will be proceeding in court, IHIT said. IHIT Sgt. David Lee said: “There are additional persons involved in this brazen shooting. Homicide investigators are still investigating and will seek out and arrest all those who are responsible.”

Indian Summer Arts Society announces ‘Culture Lab: Artist as Healer’ bursary for South Asian artists THE Indian Summer Arts Society on Tuesday announced the launch of the ‘Culture Lab: Artist as Healer’ program and invited South Asian artists to apply for a $25,000 bursary by November 29 at 11:59 p.m. The project resources South Asian artists who live and work in the Metro Vancouver region in any medium or discipline to work collab-
oratively with other artists, mentors, and medical and wellness communities to develop healing methodologies through art. The selected artist (or collective) will receive a $25,000 stipend for five months and additional funds of up to $20,000 to cover associated costs. “South Asian healing practices are many and varied, as is the art cre-
ated in the community,” said Sirish Rao, Indian Summer Festival’s Artistic Director. “We explore what could be possible if we created a space and resources for artists to collaborate with the wellness community, and reclaim the position of the artist in society as a healer. There’s no denying over the past two years, the arts have gotten us through these tough times.”

Based on research, mentorship and learnings, the artist will produce a work –- an event or workshop or interactive project — that engages the community and inspires other artists and healthcare professionals to bridge the gap between art and healing. Free screening for Superfan: The Nav Bhatia Story on November 20 at Vancouver Playhouse IF you follow the Toronto Raptors in any way then you’ll have heard of Superfan Nav Bhatia before. As popular as any Canadian sports team, Bhatia is known for being the ultimate fan, having attended every Raptors game on home court, ever! Now, for the first time, fans are being invited behind the scenes to learn more about the Superfan himself and his journey. Superfan: The Nav Bhatia Story chronicles the story of his early life as an immigrant in Canada, to 1995 when he was the guy with a turban and beard at all the games, to becoming pop culture phenomenon, the Raptors Superfan. The documentary includes interviews with family, friends and celebrities such as comedian Russell Peters, NBA superstars Vince Carter and Isiah Thomas and Raptors head coach Nick Nurse, among others. Having grown up in India, Bhatia immigrated to Canada after anti-Sikh riots erupted across the nation in 1984, in search of a safer environment. However, upon arriving in Toronto, he was hit with a similar but different type of discrimination. He was told he’d have to remove his turban and shave his beard to find a job and fit in, both of which are symbols deeply connected to Bhatia’s Sikh identity. In a new country, he was once again being asked to leave his faith behind, but Bhatia didn’t give in. He eventually found work selling cars, however, he continued to be a target for racism and discrimination because he looked different. These memories are a far cry from the present day, in which Bhatia is a successful businessman owning four dealerships of his own, but is also the Superfan. He acted as grand marshal for the Raptors’ Championship homecoming parade, was inducted into the Naismith Memorial Hall of Fame, and is the only fan to receive the 2019 Championship ring. The documentary also shares more about the Nav Bhatia Foundation and how the Raptors and Bhatia have worked together over the years to create positive environments for youth and South Asian communities. THE announcement of the reopening of the Kartarpur Corridor came on Tuesday, just two days ahead of Gurupurab, the birth anniversary of Guru Nanak Dev Ji, Union Home Minister Amit Shah posted on Twitter. The government’s move came after a Sikh delegation on Sunday met Prime Minister Narendra Modi and urged him to reopen the corridor. The Sikh pilgrimage corridor, connecting the Darbar Singh Sahib Gurudwara in Pakistan from Dera Baba Nanak Sahib in Gurdaspur in Punjab, was closed since March 2020 due to the COVID-19 pandemic. Shah said that the decision taken by the Prime Minister shows the Union government’s reverence

Sexual intent of the offender, not skin-to-skin contact, forms assault: Supreme Court New Delhi (IANS): The Supreme Court said on Thursday that the most important ingredient for sexual assault under the POCSO Act is sexual intent, and not skin-to-skin contact with the child, as it set aside the Bombay High Court judgement which held that skin-to-skin contact was necessary for invoking charges under the Protection of Children from Sexual Offences (POCSO) Act. In a majority judgment, a bench comprising justices U.U. Lalit and Bela M. Trivedi said that it would lead to a very detrimental situation, frustrating the very object of the Act, inasmuch as in that case touching the sexual or nonsexual parts of the body of a child with gloves, condoms, sheets or with cloth, though done with sexual intent would not amount to an offence of sexual assault under Section 7 of the POCSO Act. The bench said the most important ingredient for constituting the offence of sexual assault under Section 7 of the Act is the “sexual intent” and not the “skin-to-skin” contact with the child. Justice S. Ravindra Bhat gave a separate judgment where he concurred with the majority judgment dismissing the appeals. The bench emphasised that the act of touching any sexual part of the body of a child with sexual intent or any other act involving physical contact with sexual intent, could not be trivialised or held insignificant or peripheral so as to exclude such act from the purview of “sexual assault” under Section 7 of the POSCO Act. Senior advocate Sidharth Luthra, appearing on behalf of the accused through the Supreme Court legal services committee, contended that the phrases ‘sexual intent’, ‘touches’ and ‘physical contact’ have not been defined in the POCSO Act. However, the explanation to Section 11 states that any question which involves ‘sexual

intent’ shall be a question of fact. Luthra contended that since ‘sexual assault’ is defined under the POCSO Act, the definition of the words ‘assault’ or ‘criminal force’ contained in the IPC cannot be imported into the POCSO Act, though permitted under Section 2(2) of the POCSO Act. The bench said Luthra’s submission that the expression ‘physical contact’ used in Section 7 has to be construed as ‘skin-to-skin’ contact cannot be accepted. The top court said that it cannot be oblivious to the fact that the impact of traumatic sexual assault committed on children of tender age could endure during their entire life, and may also have an adverse effect on their mental state. “The suffering of the victims in certain cases may be immeasurable,” it added. The top court said: “The word ‘touch’ has been used specifically with regard to the sexual parts of the body, whereas the word ‘physical contact’ has been used for any other act. Therefore, the act of touching the sexual part of body or any other act involving physical contact, if done with ‘sexual intent’, would amount to ‘sexual assault’ within the meaning of Section 7 of the POCSO Act.” The bench said that restricting the interpretation of the words ‘touch’ or ‘physical contact’ to ‘skin-to-skin’ contact would not only be a narrow and pedantic interpretation of the provision contained in Section 7 of the POCSO Act, but would also lead to an absurd interpretation of the said provision. On September 30, the Supreme Court had reserved its judgment on appeals challenging the Bombay High Court verdict, acquitting a person under the Act, after he pressed a girl’s breast over her dress, on the ground that there was no skin-to-skin contact.

Karnataka: Dead snakelet found in hostel’s breakfast, 56 students ill Yadgir (Karnataka) (IANS): As many as 56 students fell sick after consuming breakfast allegedly cooked with a snakelet in Yadgir district of Karnataka on Thursday. The dead reptile was found in the vessel used to cook ‘upma’ as breakfast. All the students of eighth and ninth grades are undergoing treatment at a hospital. Supreme Court appoints former judge of Punjab and Haryana High Court to monitor Lakhimpur Kheri case
New Delhi (IANS): The Supreme Court on Wednesday said it is concerned about guaranteeing an impartial and fair investigation, as it appointed justice Rakesh Kumar Jain, a former judge of Punjab and Haryana High Court, to monitor the Lakhimpur Kheri violence probe. The top court also reconstituted the SIT (Special Investigation Team) investigating the incident and appointed IPS officer S.B. Shiradkar as its head. During the hearing, a bench headed by Chief Justice NV Ramana said: “We appoint Rakesh Kumar Jain (retired judge of Punjab and Haryana High Court) … to ensure absolute impartiality in the investigation of the case.” The bench, in its order, said: “This court is equally concerned about guaranteeing an impartial, fair, just and thorough investigation into the incident which has resulted in such a tragic loss of lives of protesters as well as some other persons.” The bench, also comprising justices Surya Kant and Hima Kohli, expressed its disapproval of the slow pace, manner and outcome of the investigation conducted so far, as well as the composition of the SIT charged with investigating the matter. The bench noted that the Supreme Court and high courts are the “sentinels of justice” that ensure that the rule of law and constitutional guarantees of a fair and impartial investigation into alleged criminality are upheld. The bench said it is appointing justice Jain, to monitor the ongoing investigation so as to ensure transparency, fairness and absolute impartiality in the outcome of the investigation in the Lakhimpur Kheri incident, which is to be conducted in a time-bound manner. “We thus deem it appropriate to reconstitute the SIT hereinafter to preserve the faith and trust of people in the criminal administration of the justice system,” said the top court. It further added: “We, therefore, deem it appropriate to direct reconstitution of the SIT infused with directly recruited IPS officers who do not hail from the state of Uttar Pradesh though are allocated to UP cadre.” The short-listed officers of the SIT are S.B. Congress MP asks Punjab Chief Minister to ensure quota to Mazhabi Sikhs, Balmikis New Delhi (IANS): Congress MP from Anandpur Sahib Manish Tewari has fired off a letter to Punjab Chief Minister Charanjit Singh Channi to ensure reservation to Mazhabi Sikhs and Balmikis. In a three-page letter written on November 8, Tewari said, “I am requesting Punjab Chief Minister Charanjit Singh Channi to kindly ensure 50 per cent reservation granted to Mazhabi Sikhs & Balmikis out of 22.5 per cent way back in 1975, is upheld when matter comes up before a 7 or 9-Judge Bench of the Supreme Court when constituted shortly.” The matter pertains to a Punjab government circular of 1975 which says 50 per cent reservation will be granted to Mazhabi Sikhs and
Balmikis out of 22.5 per cent in the reserved category of the Scheduled Caste. The circular was struck down by the Punjab and Haryana High Court in 2006 and an SLP (Special Leave Petition) was dismissed by the Supreme Court in 2008. The matter is pending before the Supreme Court in the larger bench. The Congress MP wants that the matter be taken seriously as Channi is himself from the Scheduled Caste. The state has highest population of the Scheduled Caste in the country. But Tewari raising the issue has political ramification ahead of the Punjab elections, where the Congress is eyeing Dalit votes. Supreme Court dismisses pleas against appointment of Punjab DGP Dinkar Gupta New Delhi (IANS): The Supreme Court on Tuesday dismissed petitions against the Punjab and Haryana High Court order, which upheld the appointment of Dinkar Gupta as Punjab Director General of Police. A bench comprising Justices L. Nageswara Rao, Sanjiv Khanna and B.R. Gavai dismissed the petitions filed by IPS officers Siddharth Chattopadhyay and Mohammad Mustafa, challenging February 7, 2019 order appointing Gupta as the Punjab DGP. The top court had reserved the order in the matter in September this year. Additional Solicitor General Aman Lekhi, representing the Union Public Service Commission, had submitted that 2009 draft guidelines were legal, binding and in conformity with the Prakash Singh judgment. The counsel, representing Chattopadhyay, had argued that his client was considered unfit, since Suresh Arora, the then DGP, being the ex officio member of the empanelment committee for the selection of the post of DGP
Dinkar Gupta had reason to be biased against him. Mustafa’s counsel had argued that the appointment process for Gupta was tailor-made.
Kejriwal indulges in blame game on pollution: Punjab Minister New Delhi (IANS): Slamming the Aam Adami Party (AAP) for wrongly blaming the Punjab farmers for Delhi pollution, Punjab Industries Minister Gurkirat Singh on Monday said that the Arvind Kejriwalled Delhi government has indulged in the blame game to save its own skin as it has completely failed to control pollution in the national capital. Talking on industrial growth in Punjab, the Cabinet minister said the state government had taken several steps for creating ease of doing business and ensuring stable growth of the industrial sector in Punjab. He said that the Congress-led Punjab government has brought investment of over Rs 1 lakh crore [Rs 1 trillion] in the state, which has not only given a much-needed boost to the economy but also generated employment.
The minister said that the government recently organised a two-day Progressive Punjab Investors’ Summit during which renowned industrialists reiterated to further invest in the Punjab to expand their businesses. He said the state government has set up the Punjab Bureau of Investment Promotion as the single point of contact to facilitate investors. The new industrial policy with detailed schemes and operational guidelines was implemented with the sole motive of becoming the number one destination for investors and business in the country. The new policy covers extensive reforms focusing on eight key strategic pillars of change -- infrastructure, power, skill, MSMEs, start-up and entrepreneurship, ease-of-doing business, fiscal and nonfiscal incentives and policy.

Punjab waives income limit on pension of Olympians Chandigarh (IANS): Acceding to a long-pending demand of former Olympians, Punjab Sports and Youth Affairs Minister Pargat Singh on Monday announced to waive the condition of income limit on pension of medal winner international players. An announcement to this regard was made by the minister during an interaction with former players held here regarding formulation of new sports policy. He said instead of big stadiums, the major thrust will be laid on establishing coaching centres. Pargat Singh said, in order to streamline sports in the state, a 20-member committee comprising of players of various games is being constituted so that benefit can be taken from their vast experience and expertise in field of sports. The minister said the government is in process of formulating a policy wherein the services of the players recruited under sports quota will be taken by the department. He exhorted such government officers to voluntarily opt for this scheme to uplift the level of sports in the state. He advocated that at level of coming into service these players must give preference to department only. The minister also called upon the players to render services to the Education Department so that foundation of sports can be laid at early age. He said that the department has set a target

Most Canadians expect home prices to keep rising: Yahoo/Maru poll By Jessy Bains Even though home prices have jumped to new highs during the COVID-19 pandemic, Canadians think real estate still has room to run. A new Yahoo/Maru poll found 68 per cent of respondents expect home prices to keep rising steadily over the next year or two. The expectation is strongest in Québec (75 per cent), followed by those living in British Columbia (72 per cent), Ontario (68 per cent), Atlantic Canada (62 per cent), Manitoba/Saskatchewan (58 per cent), and Alberta (57 per cent). The majority surveyed (84 per cent) say prices have gone up in their community. Of this group, 49 per cent say they have risen steeply while 35 per cent say prices have risen steadily. A small group (15 per cent) say prices have stayed relatively the same while one per cent believe they have dropped. Bank of Canada Governor Tiff Macklem has repeatedly said extrapolative expectations, when people expect home prices to keep going up, are a worrying signal about the housing market. He says he’s seeing early signs and it isn’t a major worry but has expressed concern about Canadians taking on too much mortgage debt. “What’s striking about these findings is that Canadians believe there is still a lot of horsepower to the escalating home prices and a potential bubble burst for the majority is not on the horizon any time soon,” said Maru’s executive vice-
president John Wright. Housing market bubble The poll found 32 per cent believe home prices are a bubble that will burst and that when it does, prices will drop significantly. The view is most strongly held in Alberta (43 per cent) and Manitoba/Saskatchewan (42 per cent), followed by those living in Atlantic Canada (38 per cent), Ontario (32 per cent), British Columbia (28 per cent), and Québec (25 per cent). Of those in the bubble camp, 67 per cent think it will burst sometime in 2022. Rising interest rates can negatively affect home prices. Fixed mortgage rates have been on the rise. The Bank of Canada has signalled a soonerthan-expected hike to its overnight rate, which will mean higher variable mortgage rates. “The real question is whether the Bank of Canada decides to start raising lending rates in the spring. If that’s signalled, there may be a real rush by homebuyers to borrow cheap money and buy properties that will likely fuel demand and push prices higher,” said Wright. “It may also flush out homeowners who want to sell at a peak demand time, cash out and live somewhere else.” The survey of 1,509 Canadian adults was conducted on November 2, 2021 and has an estimated margin of error of +/- 2.5 per cent, 19 times out of 20. Start early in establishing healthy habits, and never stop. Anyone have a storyline to contribute to a Gifford-Jones children’s series of no nonsense bedtime reading?
THIS column, over 45 years, has begged people to make the lifestyle changes that will help them avoid the development of type 2 diabetes. Failing that, there’s mounting scientific evidence that natural supplements supporting glycemic control can help mitigate dietary obstinance and lack of exercise. And in the event diabetes takes hold, then give thanks to Banting and Best for their discovery of insulin 100 years ago. But is there one more opportunity for Gifford-Jones to get the “prevention, prevention, prevention” message out? How about the publication of a GiffordJones timeless classic for children? A book as good as Goodnight Moon. A story as meaningful as Ferdinand the Bull. Perhaps, a variation on The Very Hungry Caterpillar? A story of “moderation in all things”. How many grandparents would give the gift of a lifetime of health to their grandchildren by reading over and over and over again a story in which the doctor whispers, “Good night, …and stop it!” Type 2 diabetes is a lifestyle disease. It occurs when blood sugar (glucose), required to supply energy to cells, becomes elevated. Diabetics having a genetic defect experience a failure of the pancreas to produce enough insulin (type 1 diabetes). For others, the high sugar consumption associated with obesity results in elevated blood sugar that exhausts the ability of the pancreas to produce enough insulin (type 2 diabetes). There have been other delightful GiffordJones ideas to help people think through the behavioural changes they need to make. The “Gifford-Jones Stopper-Bopper” was one of them – a small hammer that could be used to knock sense into the head at the moment of an indulgent meal. The “Gifford-Jones Talking Scale” is another example of a product we think would yield results. How many times have you read in this column, “Make your bathroom scale your best friend.” Or, “The best advice is to step on the scale at least once a day. Doing so means you are never faced with surprises.” How much more effective might the scale be if you heard the admonishing voice of Gifford-Jones, “You’ve gained three pounds. Stop it!” Readers may have other ideas about what might work to convince people, young people in particular, to commit to a healthy lifestyle. We’d love to hear them. But this week, let’s play tribute to the remarkable research of Banting and Best. It was 100 years ago this week, on November 23, 1921, that Banting injected himself with an extract from a foetal calf pancreas, obtained from abattoirs in Toronto. What an ethics committee would do to halt such approaches today! But millions of people owe their lives to these intrepid researchers. The University of Toronto established the Banting Chair of Medical Research and the Banting and Best Department of Medical Research, housed from 1930 in a medical building named the Banting Institute. That location is being transformed into the currently rising Schwartz Reisman Innovation Centre, a research complex for artificial intelligence scientists and biomedical experts and home to an entrepreneurship network supporting student- and facultyled startups. But who will champion the simple things, like the nightly reading of a good children’s book with a short, clear message? “Don’t put too much sugar in your mush.” And when the scale talks back, don’t whisper
