India’s National Investigation Agency files chargesheet against Surrey’s Hardeep Singh Nijjar THE IANS and other Indian media report from New Delhi that on Thursday India’s National Investigation Agency (NIA) filed a chargesheet against Hardeep Singh Nijjar, originally a resident of Jalandhar in Punjab, now residing in Surrey, Canada, for his alleged involvement in terrorist activities in India. He was chargesheeted under the Indian Penal Code and the Unlawful Activities (Prevention) Act before the NIA Special Court in New Delhi. As reported in The VOICE previously, Nijjar has said several times over the years that he has nothing do with terrorist activities and is only exercising his right to freedom of speech in Canada. In 2018, the Sikhs for Justice organization in North America said that lawyer Gurpatwant Singh Pannun would defend Nijjar. Pannun tweeted at the time: “SFJ To Defend – Nijjar is termed as “terrorist” and framed in false criminal cases only because he is engaged in a political campaign for a referendum in Indian occupied Punjab. “We will defend Nijjar against any attempt to extradite him to India.”” (According to legalservicesindia. com, “A charge sheet is distinct from the First Information Report (FIR), which is the core document that describes a crime that has been committed. It usually refers to one or

He is also associated with ‘Sikhs For Justice’ and has been trying to radicalize the Sikh community across the world in favour of the creation of ‘Khalistan’. He has also been accused of trying to incite Sikhs to vote for secession, agitate against the Government of India and carry out violent activities, through various posts, audio messages and videos posted on social media. Kamloops dentist Bobby Rishiraj permanently banned from sedating patients, fined $25,000, reprimanded DENTAL surgeon Dr. Bobbly (Bob) Rishiraj, who owns and operates Kamloops Oral Surgery and Implant Centre, has been permanently prohibited from providing any level of sedation services in any dental facility in B.C. following an investigation into the centre. He has been fined $25,000 and has to pay $4,000 to the College of Dental Surgeons of B.C. (CDSBC) towards the costs of the investigation. He has also been reprimanded. However, he has been allowed to continue to act as operator or director of the centre, but only in relation to non-sedation issues. Rishiraj was previously disciplined in 2015, when he had to pay a fine of $50,000 and costs of more than $50,000 after a patient went into cardiac arrest and subsequently sustained a severe brain injury while under deep sedation. His facility was not approved as a deep sedation facility and he was not approved to provide deep sedation to patients. According to the CDSBC publication notice posted on November 17, “Dr. Rishiraj has admitted to professional misconduct in that he provided
Dr. Bobby (Bob) Rishiraj sedation services at the facility when it was not operating in compliance with CDSBC’s standards and guidelines.” Additionally, he failed to: adequately maintain sedation records for his patients, and perform and record required pre-operative assessments or record the patient’s level of consciousness; adequately maintain the medication and equipment in the facility’s emergency mobile cart; ensure the facility staff that assisted with moderate sedation were appropriately qualified and/or trained to do so; conduct mock emergency drills as required; and adequately store and log restricted drugs.

More than $1.4 million raised for Surrey’s Guru Nanak Diversity Village project
PICS Society’s Gurpurab Day 13hour radiothon and telethon jointly organized by Connect FM and Sanjha TV has raised $1,425,238 for the Guru Nanak Diversity Village, a 125-bed long-term care facility that will provide culturally sensitive care to seniors. Funding for the Guru Nanak Di-
versity Village was announced by the provincial government in September 2020 and PICS Society was asked to fundraise $5 million from the community towards the $82.5 million project. “On behalf of PICS Society, I want to thank and commend all the volunteers, guest speakers, staff, man-
agement and Hosts of Connect FM and Sanjha TV, as well as the PICS staff and the organizing team for the success of this Radiothon & TV-telethon,” said Satbir Cheema, President and CEO of PICS Society. “I also want to express my sincere thanks to all the donors for their contributions, especially Premier

REGULATION of Canada’s immigration consulting profession is changing significantly with the launch of the College of Immigration and Citizenship Consultants. This new regulatory college has enhanced powers for licensing, oversight, investigation and enforcement of immigration and citizenship consultants in Canada and abroad. “It is the dawn of a new era in regulation of the immigration consulting profession,” said John Murray, President and CEO of the College. “This is the culmination of months of research, consultation and preparation in addition to an Act of Parliament.” The college’s federal mandate stems from the College of Immigration and Citizenship Consultants Act. As a regulatory college, it sets educational, professional practice and ethical standards for its licensees. This ensures competent, ethical advice and service for immigrants and citizenship applicants to Canada and demonstrates that licensed immigration consultants are worthy of their trust. The regulator will uphold their mandate by: * Licensing immigration and citizenship consultants providing services for immigration to Canada or for Canadian citizenship. * Providing resources, ongoing education and development for Regulated Canadian Immigration Consultants (RCICs) and Regulated International Student Immigration Advisors (RISIAs). * Ensuring simple access for immigrants and citizenship applicants to RCICs and RISIAs around the world, through an upto-date Public Register of licensees. * Disciplining RCICs and RISIAs who breach their Code of Professional Conduct. * Undertaking public awareness to promote their role and the regulation of the profession to the public, the media and to stakeholder organizations across Canada and abroad. * Working with the federal government to continually strengthen regulation in the

College licensees will be required to complete annual Continuing Professional Development (CPD) requirements and an annual practice assessment. College entry-to-practice requirements include the successful completion of a new Graduate Diploma Program being offered by the Faculties of Law at Queen’s University and the Université de Montréal. In addition, anyone wishing to represent clients at the Immigration and Refugee Board of Canada (IRB) tribunals will be required to have the RCIC-IRB class of licence, as of July 2022. “The Government of Canada works to protect the integrity of our immigration system. As such, we will be taking our concerns to the Provincial Government. “I will not tolerate efforts to undermine confidence in policing in this city and disrespect to our members while I am in charge. “To my officers and employees, I will reiterate that you have my full support. Through your dedication and professionalism, you have driven down crime, including violent crime and gang violence through our targeted enforcement efforts. All of this with no increase to our establishment since 2018, and in the midst of a pandemic and stressful policing transition. The results speak for themselves. “While we continue towards the policing transition, I can assure the public, the Surrey RCMP will maintain its leadership role, of providing stability and safety in Surrey.”

New hospital moves forward in Surrey A request for qualifications (RFQ) has been issued for the new Surrey hospital and cancer centre, the province announced on Wednesday. “Our government is delivering on its commitment of a new hospital for people in Surrey and we are moving forward with procurement now underway,” said Adrian Dix, Minister of Health. “This is the first stage of the procurement process and invites teams to express their interest and qualifications for designing and building the hospital, which will help meet the public health-care demands of the fastgrowing community.” Through the RFQ process, Fraser Health will identify a short list of up to three qualified proponents who will be invited to participate in the next step of the competitive selection process, the request for proposal (RFP) stage. That determines which proponent will be chosen to lead the design and construction of the project.
The RFQ process is expected to be finalized in early 2022, followed by the RFP process. Construction is expected to start in 2023 with the facility being ready for patients in 2027. “We are excited to take this next step forward in the development of a new hospital for Surrey, and, in partnership with BC Cancer, the addition of a fourth cancer centre to
PAID sick leave will be standard for workers in British Columbia beginning January 1, 2022, with a minimum of five paid sick days each year. B.C. becomes the first province in Canada to legislate this level of paid time off for workers who fall ill. This new workplace protection applies to all workers covered by the Employment Standards Act, including part-time workers. “Beginning in the new year, workers will no longer lose pay for making the responsible choice of taking a sick day,” said Premier John Horgan on Wednesday. “The pandemic has highlighted that when workers don’t have paid sick leave, it’s bad for them, it’s bad for their co-workers and it’s bad for their
employers.” During a two-month period at the height of the COVID-19 pandemic, workplace outbreaks led to nearly 200 businesses being shut down in the Fraser Health region alone. Workplaces with pre-existing paid sick leave policies saw less workplace transmission. The Province consulted with workers and employers around B.C. to find out what currently exists in the way of paid sick leave and to gather feedback on three options – three, five or 10 days of paid sick leave – to come into effect in the new year. More than 60,000 people participated in the engagement. Feedback from the workplaces that already provide paid sick leave found that most workers take be-

our region,” said Dr. Victoria Lee, Fraser Health President and Chief Executive Officer. “The new Surrey hospital and cancer centre will be a fully digital community hospital within Fraser Health’s integrated regional smart system of care and, by providing a virtual first, responsive environment at the new hospital, we can better support patient-centred care while increasing access for patients and their families, closer to home.” People will benefit from things such as increased training and employment opportunities for Indigenous people and other underrepresented groups (such as people of colour, women, youth and people with disabilities), more apprentice hours, and promotion of Indigenous culture, which will be achieved through enhanced procurement and contract terms. The new hospital will significantly expand the availability of healthcare services for people in Surrey and is designed to serve the lo-
cal community now and into the future. It will have 168 in-patient beds, a surgical/perioperative suite with five operating rooms, four procedure rooms, an emergency department with 55 treatment spaces, and virtual care options in all clinical service areas. The facility will also have a medical imaging department, including three computed tomography (CT) scanners and two magnetic resonance imaging (MRI) machines, pharmacy, laboratory and academic space. Additionally, there will be a dedicated area for spiritual care and family gatherings that support cultural diversity and spiritual practices. The new integrated cancer centre will include an oncology/ambulatory care unit with 50 exam rooms, 54 chemotherapy treatment spaces and room for six linear accelerators for radiation therapy to provide care and support for people diagnosed with cancer. “By 2030, we expect that almost 40,000 British Columbians will be
diagnosed with cancer every year, with one of the largest increases in the Fraser Health region,” said Dr. David Byres, President and Chief Executive Officer, Provincial Health Services Authority. “Through our partnership with Fraser Health, we’re building our provincial capacity, ensuring British Columbians continue to experience some of the best cancer outcomes in Canada. BC Cancer provides an invaluable service improving these outcomes and providing the support patients and their families need.” The project also includes a child care centre and approximately 730 parking spots, which consist of 375 surface spaces and 355 underground. The total project cost is estimated at $1.66 billion and is currently funded by the Province. Fraser Health and the Provincial Health Services Authority are working with the Surrey Hospitals Foundation and BC Cancer Foundation to explore potential funding opportunities.

Their experiences have shown the cost increases for most business were less than expected. They also experienced significant benefits, including increased productivity and retention of trained staff, reduced risks of injury, improved morale and increased labour-force participation.

Government slammed for silencing debate, ramming through controversial legislation THE BC Liberals on Tuesday said that following weeks of criticism over a controversial Freedom of Information (FOI) bill and little time to debate or thoroughly review a substantial 80-page forestry bill, the NDP government moved to silence debate and ram through all legislation this week. “This is a heavy-handed push by the NDP to limit the voices of Opposition and push through their agenda. British Columbians expect their elected officials to thoughtfully review and debate all legislation. What we saw from the government today is disrespectful to people in every corner of our province,” said MLA Peter Milobar, BC Liberal House Leader. “Last month, this government spent weeks essentially filibustering their own miscellaneous stats bills because they had no serious legislative agenda. Then all of a sudden they’ve dropped large, substantive bills, and decided to ram them through without proper democratic reviews. It’s an outrageous and shameful political stunt.” The time allocation invoked by the

Vancouver Elementary School Teachers’ Association calls for reconsideration of vaccine mandate decision than two weeks after school boards were provided with guidelines for consideration from BCPSEA on implementing a vaccine mandate. It is also concerning that trustees chose to have all discussions on this matter in camera rather than at a public board or committee meeting where stakeholders and the public could provide input or at a minimum listen to the debate. We understand that districts were given the choice whether or not to implement mandates in the absence of the Provincial Health Authorities mandating them across the province, however, we feel that this is a missed opportunity to provide an additional layer of protection for all staff and students,” VESTA said. It added: “We are asking the trustees to reconsider their decision not to implement a vaccine mandate in Vancouver. We are prepared to discuss and work with the district on any exemptions that may need to

THE Vancouver Elementary School Teachers’ Association (VESTA) on Tuesday called on the Vancouver School Board to reconsider their decision not to implement a vaccine mandate for employees. It pointed out: “BC continues to see cases of COVID-19 across the province as we are now in our third school year impacted by the pandemic. While the vaccine rate in Vancouver is high, we want to see the employer implement as many layers of protection as possible against COVID-19 in schools to keep staff and students safe.” VESTA sent an email communication to the VSB Board Chair and interim Superintendent on October 12 urging trustees to advocate for a provincial COVID-19 vaccine requirement; and in the interim to proceed with a mandatory vaccine requirement for all employees, other than for those with verified medical exemptions, as well as for any volunteers within schools. “We are disappointed with the Vancouver School Board’s decision on November 4 to not implement a vaccine mandate for all employees. The National Advisory Committee on Immunization (NACI) advises that children receive a two-dose series of the vaccine with an interval of eight weeks or more between the first and second dose. The pandemic has had a significant impact on young children who have missed out on school and other important social activities. While children are at lower risk of severe disease from COVID-19, it can still result in hospitalization or have long-term impacts. Getting vaccinated will help families get back to many key activities in their communities. Parents and guardians who have registered their child with Get Vaccinated will begin receiving invitations on Monday, November 29 to book appointments. Registration ensures parents are notified by text or email when it is time to book their child’s appointment. Dr. Penny Ballem, Executive Lead of BC’s COVID-19 Immunization Program, said: “Parents and guardians can feel confident that immunizers in our clinics are trained in vaccinating children, providing a positive experience for children and families.” Some health authorities are hosting clinics dedicated to children in certain communities. Surrey RCMP Constable Zubair Mohammed Hassan charged with assault and uttering threats THE BC Prosecution Service (BCPS) announced on Wednesday that charges of assault and uttering threats have been approved against Surrey RCMP Constable Zubair Mohammed Hassan in connection with their
involvement in the arrest of a suspect on December 9, 2020. An information charging Hassan with one count of assault and one count of uttering threats was sworn on November 24 under
Surrey Provincial Court file number 246961-1. The first appearance on this matter is scheduled for December 13 in Surrey Provincial Court. The charges were approved by an experi-
enced Crown Counsel with no prior or current connection with the officer. As this matter is now before the court the BCPS said it will not be releasing additional information or commenting further at this time.
Witnesses sought in November 11 shooting in South Surrey SURREY RCMP are seeking witnesses and dash camera footage from a shooting earlier this month in South Surrey. On November 11 around 10 p.m., shots were heard in the area of the 16700-block of 17A Avenue. Officers attended and searched the area, but were not able to locate evidence that a shooting had taken place. There were indications of fireworks being set off in the same
vicinity. However, the following day a resident in the area noticed damage to their garage door along with evidence of a shooting and made a report to police. Surrey RCMP’s General Investigation Unit has conduct of the investigation and have obtained video of a possible suspect vehicle (see photo). “The shooting caused minor property damage
Male shot in South Surrey ON Thursday, November 25, at approximately 12 p.m., Surrey RCMP responded to a report of a shooting in the 2900-block of 160 Street. One man was shot in the driveway of a residence. The victim was taken to local hospital with what is believed to be non-life-threatening injuries. The suspects fled the area in a white SUV, possibly with Washington licence plates. The investigation is in the very early stages and the motive is not known, police said. Based on the
initial information, the shooting does not appear to have any connection to the Lower Mainland Gang Conflict. Police are actively searching for the suspect vehicle and will be in the area conducting further investigation. Five men from Surrey and Langley stabbed in Vancouver’s Yaletown VANCOUVER Police are investigating after at least five people were stabbed during a violent altercation in Yaletown on Sunday night. “This level of violence in such a populated area is unsettling,” said Sgt. Steve Addison. “Fortunately, our officers responded quickly and identified the people involved, and we don’t believe there is an ongoing risk to the public.” Several people called 9-1-1 around 8:30 p.m. on Sunday after a large fight broke out near Davie Street and Mainland Street in Yaletown. Several people were stabbed during the fight and suffered serious wounds that required hospitalization.
“It appears this was an altercation between two groups of intoxicated men who had come to Vancouver to party,” said Addison. “We know at least five people were seriously hurt, however it’s possible there are more injuries we don’t know about, because many of the people fled without speaking to police.” The five victims, all men from Surrey and Langley, suffered a variety of stab wounds, including injuries to their faces, stomachs, backs, and legs. The injuries are not life-threatening. Two suspects in their 30s, also men from Surrey, have been identified but are not currently in custody.

Officers found a portable washroom fully engulfed in flames. A short distance away, a 28-year-old man was discovered suffering from severe burns. The man has since passed away in hospital. The Abbotsford Police Department Major Crime Unit has taken over the investigation and is in the early stages of determining if this

Disturbing racial disparities in policing activities revealed in B.C.’s Human Rights Commissioner’s submission B.C.’S Human Rights Commissioner Kasari Govender on Wednesday released her submission to the Special Committee on Reforming the Police Act (SCORPA), which she says makes recommendations to address a disturbing pattern of discrimination in policing in this province. BC’s Office of the Human Rights Commissioner’s (BCOHRC) written submission, “Equity is Safer: Human rights considerations for policing reform in British Columbia,” includes expert analysis of data from five police jurisdictions that reveals disturbing racial disparities in policing activities across B.C. The submission makes 29 recommendations for reforming policing in B.C. to reduce systemic discrimination and improve safety. The Commissioner’s recommendations centre on: * realizing B.C.’s obligations to Indigenous peoples * implementing a human rights-based approach to the collection of disaggregated data * reforming the practice of street checks * de-tasking the police * improving police accountability The report also includes expert analysis of data from the Vancouver Police Department, the Nelson Police Department and the Surrey, Duncan and Prince George RCMP detachments, which were selected to represent different communities with varied demographic populations in distinct parts of the province. Among the findings: * Indigenous people are highly overrepresented in arrests or chargeable incidents in all five police services studied. For example, in Vancouver, Indigenous men are 17.3 times more likely to be arrested than their presence in the population would predict. * Black people are highly overrepresented in arrests or chargeable incidents in three of the five jurisdictions examined: namely, Vancouver, Surrey and Nelson. Hispanic and Arab/West Asian people are also overrepresented in many police jurisdictions. * People with mental health issues have

This puts TransLink on pace to be the first transit agency in Canada to fully integrate Interac Debit contactless payments across a regional transit system. Tap to Pay offers casual transit riders and tourists a convenient way to pay; allowing users to pay with Interac Debit directly to ride without pre-purchasing a Compass Card and without having to use an in-station Compass
Vending Machine. The addition of Interac Debit will further broaden options and convenience for customers, says TransLink. Over 5,000 Compass readers across TransLink’s expansive network will need to be upgraded to ensure compatibility with debit cards enabled with Interac Debit contactless payments. TransLink, Interac, and Cubic Transportation Systems – the company that designed and built TransLink’s Compass system – are working to upgrade the readers over the next year. Once integrated, customers will be able to pay at Compass readers by using Interac Debit, in addition to other already available contactless payment options like Visa,
Mastercard, American Express, Apple Pay, Google Pay, and Samsung Pay Wallet. TransLink reminds customers to tap their card or smartphone when paying for transit and not their wallet, to avoid card clash when paying. Report shows overwhelming toll COVID-19 pandemic is having on nurses FINDINGS from a recent survey conducted during the height of the third wave of the COVID-19 pandemic, are offering a sobering look at just how difficult working conditions have become for nurses providing care to British Columbians during these incredibly difficult times, says the BC Nurses’ Union. The report, The Future of Nursing: Impacts of the COVID-19 Pandemic and the Nursing Shortage in British Columbia, compiles responses from BCNU members on a series of questions related to staffing and workload, access to PPE, and their experience of workplace violence amid the pandemic. The conclusions are disheartening; many nurses reporting that they have now reached the point where emotional and physical toll of the pandemic has become too much to manage, notes the BCNU. “Thirty-five per cent of nurses surveyed said the experience of the pandemic has led them to consider leaving nursing altogether. 13th anniversary of 26/11 Mumbai attacks that were the tipping point in Indo-Pak relations Islamabad (IANS): November 26, 2021 marked the 13th anniversary of the worst ever terror attack in India, which changed the dynamics and relationship between India and Pakistan for an indefinite time. Today, as India looks towards Pakistan and demands punishment to the culprits, Pakistan continues to deny all the allegations. In November 2008, 10 terrorists entered into India from Pakistan via the sea route and opened fire indiscriminately, targeting multiple important locations in Mumbai. The multi-targeted attacks killed at least 166 people, including at 18 security personnel besides injuring several others. Since then, India has been claiming that the terrorists were members of Lashkar-e-Taiba (LeT) and the attacks were masterminded from Karachi. India has backed up its claims by sharing dozens of dossiers with Pakistan, demanding action against the terror groups and their leaders, including Hafiz Muhammad Saeed and Zakiur Rehman Lakhwi, who they say were the masterminds behind the attacks. Pakistan, on the other hand, has been rejecting India’s claims, stating that the members of the proscribed organisations have been probed by Pakistani courts, which have repeatedly given a clean chit to them, that too after consideration into the dossiers that India claimed had irrefutable evidence. While Pakistan has been maintaining that the matter is being heard and investigated by the Pakistani courts, any decision on it would have to come from the courts, which it insists require evidence to

back the claims of involvement of the individuals and the Pakistani military establishment. Over a decade after the ghastly attacks, memories of the day still haunt the families of those who lost their lives. It will not be wrong to say that 26/11 Mumbai terror attacks changed the overall approach of both countries towards each other, as India accused Pakistan, while Pakistan continued to reject all the accusations.
Both countries have now drawn a red line, demanding prior steps to see through the possibility of any opportunity for both to sit across the table and negotiate. Pakistan keeps the Kashmir dispute on top of its agenda, while India demands punishment for the masterminds of the 26/11 terror attacks as its top priority. Both Pakistan and India, since 26/11, have seen bloody clashes along the Line of Control (LoC)
and the working boundary, while both sides have accused each other for supporting, harbouring and facilitating militant outfits to carry out terror activities in each other’s countries. With no hope of any normalcy between the two nuclear-powered neighbours, and with both sides refusing to take the first step towards confidence building, those who lost their loved ones continue to await justice.

Results provide evidence for effectiveness: Bharat Biotech on Covaxin study New Delhi (IANS): The Hyderabad-based vaccine manufacturer Bharat Biotech on Thursday said that the recent study on Covaxin provides ‘evidence for effectiveness’ of India’s first indigenous vaccine against Covid-19. Reacting to a real-world assessment, which said that Covaxin is 50 per cent effective against symptomatic Covid-19, Bharat Biotech said, “These results provide evidence for effectiveness for Covaxin in real life settings.” The vaccine manufacturer said, “Bharat Biotech commends the investigators from AIIMS on the BBV152 study published in Lancet Infectious Diseases.” The firm further said, “An effectiveness result of 50 per cent achieved during the peak Covid-19 Delta variant wave in India, in a high-risk study population of physicians and healthcare workers, in a health-related environment, and who are challenged repeatedly with high viral loads, provides insights into the efficacy and effectiveness of Covaxin.” In a study published in the journal The Lancet, earlier this month, Bharat Biotech demonstrated Covaxin to be 77.8 per cent effective against Covid-19, and 65.2 per cent against Delta variant. However, in the latest study researchers at AIIMS acknowledged that the vaccine effectiveness is lower than the efficacy reported by a recently published phase-III randomised control
study of BBV152. Of the 2,714 employees in the study population, 1,617 people tested positive for SARS-CoV-2 infection, and 1,097 tested negative. The adjusted vaccine effectiveness against symptomatic Covid-19 after two doses of BBV152 with the second dose administered 14 or more days before undergoing RT-PCR testing was 50 per cent. On the Delta variant, Bharat Biotech noted, “These results compare well with the 65.2 per cent efficacy obtained during the controlled Phase 3 clinical trials of Covaxin conducted among the general population.” Covaxin shot developed by Bharat Biotech in collaboration with the Indian Council of Medical Research (ICMR)-National Institute of Virology (NIV), in July announced the final results of its Phase-III clinical trials.

‘Farm Laws Repeal Bill, 2021’ cleared by cabinet
New Delhi (IANS): The union cabinet on Wednesday cleared ‘The Farm Laws Repeal Bill, 2021’ that will repeal the three contentious farm laws, as announced by Prime Minister Narendra Modi on November 19. The Bill will be introduced to repeal the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020; the Farmers (Empowerment and Protection) Agreement of Price Assurance, Farm Services Act, 2020, and the Essential Commodities (Amendment) Act, 2020.
The Lok Sabha Bulletin on Tuesday had already listed ‘The Farm Laws Repeal Bill, 2021’. Modi’s announcement had come after more than a year-long farmers’ agitation where they have been demanding the repeal of the three laws along with the legal backing for Minimum Support Price among other things. The Parliament had cleared the three farm bills last year but the Supreme Court had stayed them this January.

Modi laid the foundation stone of the UP’s fifth international airport in at Jewar. This greenfield airport will be India’s first pollution-free one. Mamata urges Modi to withdraw extension of BSF’s jurisdiction in Bengal
Kolkata (IANS): West Bengal Chief Minister Mamata Banerjee met Prime Minister Narendra Modi in the national capital on Wednesday, and urged the latter to withdrew the decision to extend the territorial jurisdiction of the Border Security Force (BSF) in Bengal. The Trinamool Congress supremo also invited the Prime Minister to inaugurate the Bengal Global Business Summit scheduled in April next year. The Ministry of Home Affairs (MHA) recently extended the jurisdiction of BSF up to 50 km inside the international borders in West Bengal, Punjab and Assam. The West Bengal Assembly had on November 16 passed a resolution against the Centre’s decision, becoming the second state after Punjab to oppose the move in the state legislature. “I have told the Prime Minister that there is no need to increase the territorial jurisdiction of BSF, because it will come in direct conflict with the law and order of the state. Recently, the BSF killed three people and there are several cases when the BSF troopers opened fire on the villagers. I have told the Prime Minister that if they
(BSF) need any help, we are ready to provide it, but the Centre must withdraw the extension of the territorial area of BSF,” Banerjee told the media after the meeting. However, notwithstanding the Centre-state conflict over a range of issues, Banerjee invited the Prime Minister to inaugurate the Bengal Global Business Summit (BGBS) scheduled next year. When asked what the Prime Minister said about the invitation, the Chief Minister said, “He has accepted the invitation.” Banerjee also said that the nearly Rs 96,655 crore [1 crore = 10 million] is lying pending with the Centre, including funds for relief measures for cyclones Amphan, Yaas and Foni. “The Centre is not releasing the funds for the central projects and also the funds that the state government spent during the natural calamities. I have asked the Prime Minister to look into the matter, otherwise the states cannot prosper,” she said. Punjab Police foil possible terrorist attack, one held Chandigarh (IANS): With the arrest of a highly-radicalised operative identified as Ranjit Singh of Tarn Taran, linked with foreign-based terrorist entities, Punjab Police on Wednesday claimed it foiled another possible terrorist attack. The police have recovered two Chinese made P-86 hand grenades and two pistols along with cartridges, besides a black Royal Enfield motorcycle from his possession, said Director General of Police Iqbal Preet Singh Sahota here. He said acting on intelligence inputs about the presence of Ranjit Singh in the area of Amritsar, special teams were sent to the specified area to spot the suspect and Ranjit Singh was apprehended.
This development comes at a moment when Punjab has been witnessing huge inflow of hand grenades and tiffin bombs along with other weapons. Recently, the state has also seen a couple
of grenade blasts, including the cantonment area in Pathankot, besides the recovery of an unexploded hand-grenade from Zira area. The DGP said during investigation, Ranjit Singh revealed that he had formed a group
named “Kaum De Rakhe” to collect funds on the pretext of social work and through this group, he got in touch with various radical and terrorist elements based in the UK and other countries through social media. He said recently Ranjit Singh had received a consignment of arms and explosives, and was planning to carry out a terror strike to create an atmosphere of fear and lawlessness in the border state. The DGP said Ranjit Singh was part of a group, which had vandalised statues of folk dancers installed at the heritage street leading to the Golden Temple in Amritsar on January 15, 2020. Arrested in the statue vandalism case, he was presently on bail, he added.

Sisodia urges Punjab not to make assistant professors unemployed Chandigarh (IANS): Aam Aadmi Party (AAP) leader and Delhi Deputy Chief Minister Manish Sisodia on Wednesday urged the Punjab government not to make 1,000 guest faculty assistant professors unemployed as they have been handling the education system in government colleges for years. Sisodia, who was on Punjab visit and met guest faculty professors, termed the attitude of the Congress government towards them “inhuman and unjust”. On the deepening crisis in the education department of Punjab, Sisodia raised questions on the promise of ‘Ghar-Ghar Rozgar’ of the Congress government. He said this promise will be fulfilled only when the Charanjit Channi-led government would make a one-time settlement of 906 guest faculty assistant professors serving in government colleges on priority without any test-condition on a ‘dying cadre’ basis. He said earlier the Shiromani Akali Dal and the Captain government and now the Channi government of the Congress, despite being in power for about 15 years, did not take any care of the

He said it was the other way round, as it was Channi who had connived with and capitulated before the Badals to save his brother in the Ludhiana City Centre case. “It is a classic case of pot calling the kettle black,” Amarinder Singh said, adding, “It is not me, but Channi who had pledged his support and conscience to the Badals to save his brother.” Responding to Channi’s accusations, Amarinder Singh said, “Although I did not want to join the issue, his (Channi’s) frequent false accusations have forced me to reveal his capitulation before Sukhbir Singh Badal in 2007 to save his brother, who was an accused along with me in the Ludhiana City Centre

Amarinder conniving with Akalis, BJP: Punjab Chief Minister Chandigarh (IANS): Punjab Chief Minister Charanjit Singh Channi on Tuesday slammed former Chief Minister Amarinder Singh for ‘conniving’ with Akalis and the BJP to harm the interests of the state. Addressing a gathering in Banga town, Channi said that during his tenure as Chief Minister, Amarinder Singh had secured the interests of the Badal family and Narendra Modi by jeopardising the interests of Punjab. He said that due to this, Congress MLAs unitedly ousted him from the chair of Chief Minister. Channi said the new party floated by Amarinder Singh is also aimed at benefitting the Akalis and the BJP, thereby ruining the state. Accusing the Akalis of ignoring the interests of the Schedule Castes, the Chief Minister said the Akalis have had an unholy alliance with the BSP, deliberately allotting them weak seats. Channi said that on these seats, the Akalis will benefit the BJP to win. The primary motive is to ensure that the interests of the SC community are harmed, he added. The 1.8L engine is up to the task, but it won’t offer Toyota Supra - like performance! The hybrid system has three drive modes: Normal, ECO and Power. Normal mode
is the best default mode offering decent everyday running around performance. Power mode offers a shade more speed but seems to tax the engine with a louder note. In contrast ECO Mode slows the cars performance to a notable degree. The hybrid/gas power train combination works well and the transition between the two power sources is seamless. Handling is fine – no vices here and the steering is well sorted making the Corolla a safe, predictable car to drive. The Corolla hybrid in common with other hybrids does have regenerative brakes that also charge the battery when applied. They can be a bit abrupt and jerky until you figure out how much modulation to apply. Our one week driving stint with the Hybrid approximately confirmed the 4.5 L/100 km combined fuel economy which is very good – comparable to and beating other Hybrids in its class. films, especially those of the trendsetting trailblazing 60s. To coin a multi-generational iconic song maybe the times they are a changing. Or blame a glorified rookie t.v. director who also co-wrote this movie. Where are Sam Mendes and Martin Campbell when you really need them? Something like four or five writers helped work on the script which clocks in at just 2 hours and 43 minutes. Sure No Time to Die is about James Bond’s relationship with a woman ( or two), Yes, there are some nice dramatic moments. Long gone is the escapist uplifting fun flare of the earlier movies. What we’re left with is a wounded man which to some may perfectly reflect the times we live in. Also this movie relies heavily on a song and theme from a particular 1969 movie ( that at least had a thrilling ski chase or two, a riotous demolition derby, engaging toboggan catch me if you can moments and a perilous gondola journey - and all this without Sean Connery! But Bond will be back! Bet on it.

Bond is Back. We’ll sort of. Rest assured people our hero is out to save the day. For the fifth and final time Daniel Craig rises (?) to the occasion ( and more so perhaps) giving it all and then some as secret service agent James Bond in No Time To Die. Finally after a double delay007 returns for his silver anniversary as this MGM Universal Studios production hits the silver screens. Oh and guess what - after a little over a month in release it’s slated to appear on streaming services across North America. True Bond fans will find this prospect and the film itself intriguing to say the least. Casual fans and non -007 aficionados are likely to have a good time with this film. Make that a great time! Judge the movie for yourself as it is now still playing across British Columbia at Cineplex Cinemas and Landmark Theatres. And it deserves to be seen on the big screen since after all it still is a James Bond movie. The original action hero. This time the filmmakers have chosen a Covid-related plot before Covid arrived on the scene with Craig again trying to save the world. A brutally long dramatic opening sequence and a poetic (?) perhaps prophetic theme song symbolizes the general depressed tone of this movie. Some sparks do fly between a few fetching ladies but largely there is an overriding overarching tone to this movie that has sparse humour which was always been one of the hallmarks of the previous 24

CRIME OF THE WEEK HELP IDENTIFY SEXUAL ASSAULT SUSPECT On November 13, 2021, just after midnight, Surrey RCMP received a report of someone screaming in the area of 106 Avenue and 142 Street. Most BC Communities Lack Resources to Create, Maintain Floodplain Maps: Report VancouVer, Bc: BC’s REALTORS® have been mobilizing to help communities hit hardest by the recent flooding and historic rainfalls, from fundraising to support the Red Cross to partnering with helicopter companies to fill more than 16 helicopters with emergency supplies for Abbotsford and Merritt. The British Columbia Real Estate Association (BCREA) shares Realtors’ deep concern for the many communities and families who have lost their homes, loved ones and livelihoods due to recent catastrophic rains. As the voice of BC’s 23,000 Realtors, we have been advocating for better floodplain mapping and mitigation since 2015. In June, we published the 2021 BC Floodplain Maps Inventory Report in collaboration with the University of British Columbia Okanagan Campus (UBCO) and the Real Estate Foundation of BC.
Our report found that since 2015 only 38.5% of communities surveyed have created or updated floodplain maps. These communities pointed to a lack of funding and expertise as barriers to creating or updating floodplain maps. “Recent flooding and this summer’s unprecedented wildfires highlight that we can no longer delay in preparing our communities for the impacts of climate change,” says BCREA CEO Darlene K. Hyde. “BC Realtors have unique insights into homeowner concerns and the need for climate resilient communities.” “We invite all levels of government to consider the findings of our 2021 BC Floodplain Maps Inventory Report and ensure our communities have the resources they need to create and maintain floodplain maps and take other steps to mitigate flood risks.”

What’s wrong with hearing aids
PETER Drucker, the management theorist, who wore hearing aids later in life, famously remarked, “The most important thing in communication is hearing what isn’t said.” The hearing aid industry would be wise to listen in. For all the big noise about what can be heard when people with hearing impairment are fitted with aids, is an important message being missed? Hearing aids, in general, make life better for people with mild to severe hearing loss. But has the development of ever smaller technology made it needlessly difficult for people to enjoy the benefits? Does it seem as though the aids are designed to hide, for vanity’s sake, or worse, as if in shame, a hearing disability? The focus should be on ease of functionality, not the gimmicks that escalate the price for hearing aids beyond the range of reasonable. Manufacturing a hearing aid costs a few hundred dollars, but a single aid can retail at two thousand dollars each, with most people needing two of them. Companies market products based on attractive warranties, battery life, and connectivity with TV or phone. But use of hearing aids is often a hard sell, and the prices and high-tech complexities are not the only deterrents. A study in the International Journal of Audiology notes, “For a hearing-impaired person, a hearing aid is often beneficial, but noise and annoying sounds can result in non-use.” The study found that 91% of participants experienced annoying sounds daily when using hearing aids. Researchers concluded that “improved clinical fitting routines” may be the solution.
For some people, perhaps. But there is something wrong when the hearing aid industry ignores challenges people face as soon as they leave hearing clinics. Why, for example, must hearing aids be so ridiculously small? They are so small, in fact, that any senior with even minor arthritis in the hands struggles to grasp and place the teeny technology in the ear canal, while nudging the itsy speaker and retention wires into place, and fumbling to find on and off buttons and volume controls no bigger than a tiddle. Compounding the problem, given that seniors have ears that have grown larger with long life, these little bits readily fall out. How much anxiety goes into the search for expensive aids that easily get lost? Experts say stigma is associated with hearing impairment, making people hesitant to admit the problem. But this stigma stems from outdated societal perceptions that there is something bad about getting older and having hearing loss. It’s time for this to end. Let’s have hearing aids come to market that are better suited to people who could care less what their ears look like so long as they can hear the conversation. Make these new devices so big that they define new style, offer “bling”, or even, gasp, involve piercings to hold them in place! Hearing well has important health benefits too. People who suffer from hearing loss tend to develop problems with balance, leading to falls. The absence of mental stimulation from sound reception in the brain can also increase the risk of dementia. And the isolation that often ensues with the development of hearing impairment, especially later in life, is not good for health. Take the advice of Mihaly Csikszentmihalyi, a psychologist best known for his work on happiness, who died last month at the age of 87. He said, “It’s not the hearing that improves life, but the listening.”
