clarity in the days to come.” Now that you have had another 24 hours to familiarize yourself with the situation, I hope you are able to provide more answers. We have complete faith in Elections B.C. to investigate whether the campaign’s instructions were acted on and if any illegal activity actually took place. But regardless of whether the plan was successfully carried out, ask yourself: are you comfortable endorsing a candidate if he either participated or was complicit in planning this illegal activity? I genuinely hope the answer is no. ON Wednesday morning, the NDP said that British Columbians on Tuesday learned that a campaign organizer for Thind was soliciting personal information of voters to request mail-in ballots “over the internet” to “gather [a] good number of voters.” (Global News) Requesting a ballot or voting on someone’s behalf violates the corrupt voting provision of the Elections Act. But the BC Liberals’ dismissal and quick denial doesn’t add up, said the NDP.

The NDP had fired off a complaint to Elections BC with a copy to B.C.’s Information and Privacy Commissioner, Michael McEvoy on Tuesday. Elections BC in a statement on Tuesday said: “At this stage we have no evidence to suggest that requests for vote-by-mail packages were actually made on a voter’s behalf.” It added: “We have contacted [Garry] Thind’s campaign and the BC Liberal Party, who have denied the allegations and stated that no voter information was received and no requests for vote-by-mail packages were made on behalf of voters.” Kahlon pointed out there was no need for any candidate to be collecting a person’s social insurance number and their health care card number, adding that you would collect these things if you were trying to get a ballot. He said he found it hard to believe that Thind did not know about the message that was sent to close

to 100 people in a group chat in which he was one of the administrators and asked a raft of questions, including: There are two administrators in the group: the organizer who made the request, and Thind. What exactly did Thind tell the BC Liberals about his involvement in and knowledge of this activity? Did Thind immediately correct [Baldeep] Jhand and instruct his volunteers not to engage in this activity? Did any of the other 95 people in the group instruct volunteers not to engage in this activity? Will the BC Liberals release the full chain of Whatsapp messages? Will the BC Liberals immediately provide the names and contact information for all members of the group to Elections BC? What is Jhand’s role in the campaign? Was he fired? Have the BC Liberals spoken directly with everyone in the group? If not, how can they claim that no volunteers have engaged in this activity?

THIND finally responded to media inquiries on Wednesday afternoon, saying in a statement that he and his campaign team have been cooperating fully with Elections BC’s questions regarding “a supporter who improperly asked volunteers to submit vote-by-mail requests on behalf of voters.” Thind added: “The supporter in question did not have a formal role in my campaign and will not be involved in my campaign going forward. All candidates must abide by election laws. My campaign team and I take this matter very seriously and are working with all our volunteers and supporters to ensure they clearly understand that all voters must submit their own ballot requests personally.” He said: “We will continue to work with Elections BC on this matter and will not comment further until their review is complete.”

British Columbians are not looking for change: Ipsos poll The NDP has a 23-point lead in Metro Vancouver: 55% NDP vs. 32% Liberals A new Ipsos poll conducted using a dual online and phone methodology shows the NDP with substantial leads in voter preference, leadership and issue management. There are, however, a larger number of undecided voters compared to the start of previous BC elections.

It’s not close. The NDP start the campaign with an 18-point lead over the BC Liberals. Currently, 51% of decided voters say they would be most likely to support or lean towards the New Democrats. The BC Liberals are next at 33% support, followed by the Greens at 12%. Total ‘other party’ support is 4%. These results exclude the 31% of British Columbians who are undecided or express no preference.

A sizable pool of voters is undecided about whether it is time for change CONTINUED FROM 3 re-election. As with vote, the good news for the other parties is that there is a sizable pool of voters that is undecided about whether it is time for change (27% today vs. 16% in first poll of 2017 campaign). Best Premier BC Liberal leader Andrew Wilkinson and newly elected Green Party leader Sonia Furstenau need to use the first part of the campaign to raise their profiles. John Horgan, at 44%, has a huge lead over both Wilkinson (14%) and Furstenau (6%) as the leader who British Columbians think would make the best Premier of the province. Again, the number of undecided voters is large, at 36% (vs. 31% in first poll of 2017). Best on Issues John Horgan and the NDP own most issues. They are well ahead on the top 5 campaign is-

There is no pervasive anger at the decision by John Horgan and the NDP to hold an election now instead of waiting for the planned fixed election date in October 2021. Just less than half (46%) of British Columbians say they disapprove of having an election now, while 32% approve of the decision. The current NDP lead in vote intention is the best sign that voters are not yet planning to punish John Horgan and the NDP for calling a snap

Seven-in-ten (70%) residents say they feel either ‘very confident’ (38%) or ‘somewhat confident’ (32%) that they will be able to safely cast a vote in this election being held during the COVID-19 pandemic. Nearly two-in-ten (18%) feel ‘not very confident’ (11%) or ‘not at all confident’ (6%) about voting safely, while 12% are undecided. These are the findings of an Ipsos poll of 1,251

British Columbians conducted September 24 to 28, 2020. The poll was conducted on behalf of Global BC and CKNW using a blended methodology, including 1,001 online interviews via the Ipsos I-Say Panel and 250 telephone interviews (live interviews, mix of landline and cell). These data were statistically weighted by region, age, gender and education to ensure the sample composition reflects that of the actual BC population according to Census data. The precision of Ipsos polls containing online data is measured using a credibility interval. In this case, the overall poll is accurate to within +/ – 3.2 percentage points, 19 times out of 20, had all eligible voters been polled. Some of the questions were asked only of online respondents. The result for these questions is accurate to within +/ – 3.5 percentage points, 19 times out of 20, had all eligible voters been polled. The credibility interval will be wider among subsets of the population. All sample surveys and polls may be subject to other sources of error, including, but not limited to coverage error, and measurement error.

Resources Officer Gail Johnson in a statement on “Personal Protective Equipment (PPE) and bearded members” came up with a lengthy explanation. She said: “The issue of personal protective equipment (PPE) and impacts on RCMP members with facial hair during the pandemic has been a topic of public debate the last few days. I share the frustrations of our police officers across Canada who are personally affected. While these dedicated and valued members have been

accommodated for medical or religious reasons in response to the COVID-19 pandemic, over the last few months they have not been able to serve Canadians on the front lines as we worked to find equipment and operational solutions.” Then followed a lengthy technical explanation. Johnson in the end said: “Calls for service will be triaged from call centres, with bearded members being assigned to respond operationally only if the risk of exposure is low or multiple responding officers will be present. At no time will we accept putting

our officers or the public at any undue risk. The decision to return to active operational duty is based on the risk assessment carried out by the Commanding Officer however, the decision to return to operational duties will always rest with the affected members. Should they prefer to be assigned to other policing duties as a safety precaution, we will continue to make that accommodation. Each case will be assessed on an individual basis and in cases where we find accommodations were not appropriate, we will address them

through internal processes.” She added: “Ensuring the health and safety at work of all employees is an essential obligation as an employer and is critical to the safety of the public. Together, we will continue the important work of finding longer-term solutions that fully accommodate all bearded members. The RCMP values the dedication and commitment that all RCMP members have for our organization. We are committed to resolving this issue as quickly as possible in order to help us further advance the important work that is

ongoing in the RCMP to enhance diversity, equity, accountability and trust.” The World Sikh Organization of Canada welcomed the RCMP’s decision and noted that it had been advocating on behalf of the affected RCMP officers since April 2020. It said: “Bearded Sikh RCMP officers were removed from frontline policing duties in March 2020 as the RCMP required that all officers be fitted with N95 masks. N95 masks do not form a proper seal with facial hair. The wearing of the mask however, was not mandatory

and left to front line officers’ discretion and only necessary after an assessment of risk factors. “The use of the N95 mask is only necessary where there is an aerosol generating medical procedure (AGMP). Regular medical masks are sufficient in every other situation. BC Provincial Health Officer Dr. Bonnie Henry had said she saw little reason police would need to wear the N95.” However, it was only when The VOICE made it a big issue, that things started moving rapidly.

PICS names its long-term care facility as ‘Guru Nanak Diversity Village’

PROGRESSIVE Intercultural Community Services Society (PICS) on Wednesday announced that it had decided to name the upcoming 125-bed, long-term care facility for South Asian seniors after Guru Nanak Dev Ji. Guru Nanak is one of the greatest religious, political and social reformers who appeared in the middle of the fifteenth century and, as many scholars have observed, ushered in a new era of renaissance that began to dawn upon the Asian continent. Guru Nanak initiated a movement to champion for human rights with a mission to denounce discrimination and espouse the doctrine

of ‘Sewa’, meaning ‘selfless service’; which involves acting selflessly and helping the underserved without any reward or personal gain. This year is the 550th birth anniversary of Guru Nanak Dev Ji. The PICS’ Board has passed a special resolution to name

the building as ‘Guru Nanak Diversity Village’ to dedicate the facility to his ideals of “equality of all human beings, irrespective of birth, gender, caste or colour” and his universal message that “there is one God and one human race.” The new name was announced at

the PICS’ AGM on Sunday, September 27 and was unanimously acclaimed, approved and adopted at the meeting. “We asked everyone at the AGM to make pledges to name rooms within the ‘Guru Nanak Diversity Village’ building in the names of their loved ones and within five minutes we received pledges for more than $250,000,” said PICS President and CEO, Satbir Singh Cheema. “PICS, in its service to the community for over three decades, has strived to create a more inclusive and respectful society. it is a matter of immense pleasure and honour for us to name the PICS Diversity

Village after Guru Nanak to symbolize our rededication to the commitment to continue to tread the path shown by him. I believe that ‘Guru Nanak Diversity Village’ is perhaps the biggest project to be built outside of the Indian subcontinent to commemorate Guru Nanak’s 550th birth anniversary.” ‘Guru Nanak Diversity Village’, located at 6471 175A Street, is a partnership between the Ministry of Health, Fraser Health and PICS, it will be a threestorey, 125-bed residential care facility that will provide culturally sensitive long-term complex care to seniors with a South Asian

background. The facility will employ diverse staff to communicate with the residents in their mother tongue. The residents will be served familiar food. They will be able to practice their religion and celebrate their cultural events, and they will freely enjoy their normal activities as if they were living in their own homes. SURREY RCMP have arrested a man in connection with a fatal stabbing that took place inside a residence in the Whalley area. On October 1, shortly after 10 p.m., Surrey RCMP responded to a report of an assault with a weapon at a residence in the 10900-block of 128A Street. Officers attended and arrested an adult male who surrendered himself to police. Police located a critically injured man inside the residence. BC Ambulance Service attended and provided treatment and care to the man; however, he succumbed to his injuries and was pronounced dead at the residence. The initial indications are that this incident stemmed from a dispute between parties known to one another. The suspect remains in custody at this time. No charges have been laid as the investigation is ongoing. The Integrated Homicide Investigation Team (IHIT) has been called in and will be working in partnership with the Surrey RCMP. Police are currently in the evidence-gathering phase and no further information will be provided at this time. DELTA Police responded to multiple reports of a drive-by shooting that occurred around 2:30 p.m. on Monday. “Gunfire was apparently exchanged between occupants of two vehicles near 120th Street and 82nd Avenue in North Delta,” said Delta Police spokesperson Cris Leykauf. “Police have recovered numerous bullet casings.” Police said they were not aware of any victims, and had not received any reports of injuries in relation to this incident. Police interviewed witnesses. They did not release information about the specific vehicles involved. quickly and securely. The government is also strengthening compliance and enforcement efforts. C u r r e n t l y, some 100 designated screening officers at Marco E. L. Mendicino a call centre make approximately 4,300 live calls and 3,500 automated calls daily to travellers entering Canada, for a total of nearly 1 million contacts since March 2020. The Public Health Agency of Canada is working with Service Canada to further increase these numbers. These calls are followed up by law enforcement if any individual cannot be reached, or if a traveller is suspected of not complying with quarantine requirements. Law enforcement authorities, such as RCMP or provincial police officers, have full authority in jurisdictions that have signed on to the Contraventions Act ticketing regime to issue fines of up to $1,000 and may ticket an individual again in the presence of repeated instances of non-compliance, resulting in multiple fines. Where the non-compliance is not addressed through a contraventions ticket, an individual could face fines of up to $750,000 and up to six months in prison where charges are laid for an offence under the Quarantine Act. Willfully or recklessly contravening the Quarantine Act could also result in fines of up to $1 million and three years’ imprisonment. With these robust protections in place, processes are being introduced to support greater family reunification, entry for compassionate reasons, and the safe and gradual entry of some international students. More specifically, these processes will provide for the entry of * certain extended family members of Canadian citizens and Canadian permanent residents, including those in an exclusive dating relationship of at least 1 year and their dependent children, as well as adult children, grandchildren, siblings and grandparents * foreign nationals for compassionate reasons in specific circumstances, such as life-threatening illness, critical injury or death, with potential limited release from quarantine * international students, starting October 20, 2020, if they will be attending a designated learning institution that has been identified by their provincial or territorial government as having a COVID-19 readiness plan in place Detailed information on who may qualify as an extended family member and the process and requirements to be eligible to travel to and enter Canada will be available on the Immigration, Refugees and Citizenship Canada website on October 8. There will be a robust process in place for extended family members, and each traveller will need to apply for and be issued an authorization before they can travel to Canada. Information on eligibility and the process for travel and entry to Canada for compassionate reasons will be available on October 8 on the Public Health Agency of Canada’s website, canada.ca/coronavirus. Travellers should not make any travel plans until they have met all requirements and obtained all necessary authorizations to qualify to come to Canada under the new rules. The government said its top priority remains stemming the spread of COVID-19 and protecting the health, safety and security of Canadians. These new measures will bolster the effectiveness of Canada’s travel restrictions, while recognizing additional specific circumstances where a foreign national’s presence in Canada will be beneficial and can be safely accommodated. Most of the refugee claimants were found not to be convention refugees and were removed from Canada. Both of the accused are scheduled to appear in Surrey Provincial Court on October 6. of persecution. Trying to ‘game the system’ by falsification and misrepresentation of information is not only illegal, but delays the processing of genuine refugees in need of protection. SURREY RCMP are looking for your help to identify a man who sexually assaulted a woman in Newton this summer. During the morning of July 14, 2020, a woman was sitting at a bus stop at 144th Street and 78th Avenue when an unknown man sat down beside her and groped her. When the woman confronted the man, he fled on a bicycle. The woman was physically uninjured and reported the incident to police. A photograph and a composite sketch have been obtained and, after other avenues of investigation have been unsuccessful, police are asking the public to help identify the suspect.

The suspect is described as a South Asian male, 25 years old, with a round face and no facial hair. He was wearing black jeans, a black windbreaker, navy blue socks and a black helmet. Trump will now have no choice but to remove himself from the campaign trail for a prolonged period. Trump has mild symptoms of the virus, a White House official told CNN. According to people who interacted with the President Thursday, he appeared tired, but was not displaying major symptoms. Even if he and the first lady are not seriously affected, medical advice suggests that they should isolate for at least 10 days after symptoms appear -- nearly half the length of the time remaining in the presidential race. Trump’s positive test is a political disaster for his campaign -- given that he is lagging behind Biden in many swing states and already seemed to need a game changer event in his favor to come from behind in the limited time remaining. The next presidential debate -- following Trump’s tantrum-filled performance last week -- is in particular doubt. The clash is scheduled for October 15 in Miami. And though Vice President Mike Pence tested negative for the virus Friday morning, he has been around top aides and the President in a White House that is now a virus hotspot, so there must be doubts that his showdown with Democratic vice presidential nominee Sen. Kamala Harris of California can go ahead as planned on Wednesday night. The staggering news of Trump’s plight -which he communicated in an overnight tweet -- means that Biden -- another elderly man vulnerable to Covid-19 complications, who was across an indoor stage from a shouting and venting President for 90 minutes at their debate on Tuesday night, will probably also have to be tested for the coronavirus which can spread through airborne droplets. The image of the Trump entourage ostentatiously removing their masks in the audience before the debate is now especially resonant. And another top Republican official, Ronna McDaniel, the chairwoman of the Republican National Committee, has tested positive for coronavirus, an official told CNN Friday.

He tweeted Friday morning wishing the President and first lady “a swift recovery.” Unless he is incapacitated, Trump will still be able to use his Twitter feed to keep his increasingly desperate antics in front of Americans and will likely have an open line to conservative media during his confinement. In such circumstances, Biden may be loath to curtail his own visibility after a campaign in which he spent long periods self-isolating at home and holding virtual events. But as the candidate who is in the lead as more and more states begin early voting, he may accrue some political advantage from a frozen campaign given the President’s inability to campaign outside Washington. Trump’s condition now also seems to play into Biden’s argument that the President has been criminally negligent over the pandemic for the entire year. There may also be some discussion about the timing of the Senate GOP’s breakneck push to confirm Amy Coney Barrett as Trump’s third Supreme Court pick. The judge was with the President and others in a White House where few were wearing masks as recently as Saturday and may have to take measures to selfisolate if proper medical protocols are being followed. Continuity of power It now seems likely that the West Wing will have to shut down entirely and continuity of power precautions will need to be taken to secure Pence, who may already also have been exposed to the virus. In an apparent attempt to project a sense of calm, the President’s physician Navy Commander Dr. Sean Conley put out a memo. “Rest assured I expect the President to continue carrying out his duties without disruption while recovering, and I will keep you updated on any further developments,” he wrote. There will also now be a premium on transparency and honesty from a White House that has trashed the truth at every turn for nearly four years. Officials have failed to offer the

traditional visibility into the specifics of the President’s health. There is still a mystery for instance over Trump’s unscheduled trip to Walter Reed hospital in November 2019. According to a recently published book by New York Times reporter Michael Schmidt, Pence was put on standby to assume temporary presidential powers in the event Trump needed to be anesthetized. The President added to the intrigue with an unprompted assurance that he had not suffered a “series of mini strokes.” As the days go by, especially if the President does not develop serious complications from Covid-19, there will be increasing discussion of his recklessness amid a crisis that has killed more than 200,000 Americans. His conduct not only endangered himself and those around him. It is causing uproar around a presidential election -- the most important symbol of American democracy.

B.C. Liberals commit to immediate elimination of PST for one year B.C. Liberal Leader Andrew Wilkinson on Monday announced that to rebuild British Columbia’s struggling economy, a BC Liberal government will immediately eliminate the PST for one year, followed by cutting it to three per cent in year two until the economy recovers from the COVID-19 pandemic. “British Columbians have lost confidence in the direction of the province and the weak economic record of the NDP. B.C. families and small businesses need help now, which is why a BC Liberal government will immediately eliminate the PST for one year — saving you money right away, getting more people working, and bringing investment back to B.C.,” said Wilkinson. The B.C. Liberals said that as John Horgan and the NDP continue to hide the fact that this risky pandemic election is just an attempted power grab, they have introduced the first major pillar of their economic plan focused on helping all British Columbians get through the biggest economic challenge in generations. “Countless people are still out of work, small businesses are facing bankruptcy, and the public health

What is the estimated cost? Year one: $6.881B Year two: $3.932B How will this help people? A family of four earning $60,000 per parent will save: Average of $1,714 in year one $979 per year thereafter A single parent earning $60,000 will save: Average of $924 in year one $528 per year thereafter Impacts on income inequality As a flat tax, the PST targets lowincome families’ spending much more than higher-income families. PST relief lessens the regressive effects that the tax has on a low-income family’s disposable income. PST tax savings will make life more affordable for all of us. Impacts on housing affordability The Urban Development Institute estimates that PST relief will save $9 per square foot on wood frame construction and $12 per square foot on concrete construction.[1]

This could save up to $6,000 on the cost of a 500 square foot apartment and almost $19,000 on an average-sized home.[2] Because construction costs are passed onto renters and buyers, this will allow for the construction of homes at lower prices, which will improve affordability. Impacts on tourism Currently, PST is applied at 8% to hotel and other short-term accommodation sales in B.C. Providing a price break for tourists will aid the ailing tourism sector that has been all but ignored by John Horgan and the NDP. B.C. would forgo the roughly $1.8 billion in PST that is currently generated by the tourism sector, money that can flow back into the economy and encourage local tourism.[3] Given that we have almost no foreign tourism expected in the coming months, this will encourage Canadians, and especially British Columbians, to visit B.C. Impacts on natural resources, manufacturing, and other industry Real business investment is forecast to fall 10.8% in the 2020 fiscal year, which means B.C. needs a plan to promote investment.

This unprecedented cut to PST will enable capital-intensive businesses to make record investments and create good, well-paying jobs. Businesses are often required to pay PST on investments like computers, vehicles, certain machinery, and other infrastructure; these costs are a deterrent to economic activity. Groups like the BC Business Council [4], Canadian Manufacturers & Exporters BC [5], and the BC Chamber of Commerce [6] all agree that the high-cost of PST is one of the major factors inhibiting new investment in B.C. BC Liberals say they’ll restore public safety and help most vulnerable

BC Liberals said on Thursday that a BC Liberal government will work to end tent cities in urban parks. The NDP’s first new promise of the election, courtesy of NDP cabinet minister Melanie Mark, is a plan to make tent cities permanent. Several mayors disagree, communities disagree, and the BC Liberals disagree – it’s only John Horgan and the NDP who think permanent tent cities are a good idea, they added. “In cities across B.C. people are getting fed up with growing street

crime and the increase in violent incidents. We’re all appalled at hearing stories of people being chased, harassed, or attacked. This is wrong, and it needs to be fixed,” said BC Liberal Leader Andrew Wilkinson. “Today, we’re putting forward ideas to make our communities safer. NDP will cut health care wait times by investing in 4 new MRI machines

NDP Leader John Horgan on Monday promised to build on the BC NDP’s progress to cut health care wait times by investing in four new MRI machines. “Ensuring British Columbians have faster access to quality health care has never been more important,” said Horgan. “[B.C. The NDP said Horgan and the NDP government took decisive action to help people with a new tower for the Richmond Hospital, moving forward with a plan to build a new state-of-theart emergency department and intensive care unit. NDP: Horgan to make life more affordable for more students by expanding BC access grants

BC NDP Leader John Horgan said on Thursday that a re-elected BC NDP government will ensure more middle-class and low income students have access to as much as $4,000 a year to help them pay the cost of tuition, textbooks, and supplies. “While [BC Liberal Leader] Andrew Wilkinson wants to hand multi-millionaires a tax break on yachts, our focus is on making life more affordable for the people who need it most,” said Horgan. “We will continue

SOMEWHERE there’s a homeowner in Delta, Surrey or perhaps New Westminster or Richmond, with a major renovation underway, who might recognize some illegally dumped debris. It’s a growing problem in Delta, and it’s already cost taxpayers and private residents about $50,000$60,000 in the past two weeks, say Delta Police. “We’re hoping by releasing pictures of this dumped debris, that someone might recognize items from their renovation and contact police,” said Cris Leykauf, spokesperson for Delta Police, on Friday. They’re asked to call 604-946-4411 and quote file #20-22163. Large dump truck or bin sized loads of renovation waste, potentially from more than one project, has been dumped in farm areas and off rural roads in north

Delta Police hoping for tips regarding illegal dumping and south Delta. The mixed renovation waste includes uncontained drywall, lumber, insulation, glass, plumbing pipes, flooring, and some residential household waste. The drywall poses an environmental and health hazard as at least one of the dump sites that tested positive for asbestos content required specialized cleanup and disposal methods. The cost to City of Delta can reach or exceed $10,000 per dump site. “As contents appear to be mixed, officers believe they have come from various locations,” said Leykauf. She noted that the investigation is ongoing, but police hope to obtain new information by releasing photos of the debris. “Our residents enjoy the many open and green areas in Delta, and illegal

dumping directly impacts everyone,” said Leykauf. “While at least in one case the costs of cleanup have had to be directly born by the property owner, all Delta residents are unfortunately going to be paying for this.”

Depending on circumstances, penalties may include bylaw offences and fines and criminal mischief charges. With hazardous waste, penalties can be up to $100,000 under the Environmental Management Act, and six months in jail.

Surrey RCMP seize drugs, over $200,000 in cash and firearm from Guildford residence

SURREY RCMP seized a significant stash of drugs, over $200,000 in cash, and a firearm after a search warrant execution at a residence in Guildford. On September 6, shortly after 1:30 a.m., Surrey RCMP were called to a report of a break and enter in progress at a residence in the 10600-block of 140th Street. The suspects had fled prior to

COVID-19 outbreak at Surrey Memorial Hospital

FRASER Health on Friday declared an outbreak at Surrey Memorial Hospital after evidence of transmission in a medicine unit. One patient and one staff member tested positive for COVID-19. The outbreak is limited to one unit, which is temporarily closed to admissions. Fraser Health said it immediately implemented enhanced infection prevention and control precautions, including enhanced cleaning, as well as contact tracing to pro-

tect the health of all staff, medical staff, and patients. Fraser Health has notified all patients on the affected unit about the outbreak, and in addition, has informed the families of patients who are unable to share this information with their loved ones. IN partnership with the Abbotsford Division of Family Practice, the City of Abbotsford, and the University of the Fraser Valley, Fraser Health has relocated its Abbotsford test collection centre to a new location in Abbotsford that will increase the testing capacity by almost five times. This expanded test collection centre will

meet the needs of the community by providing timely access to COVID-19 testing for those who are experiencing symptoms. The new test collection centre opens on Wednesday. Located at 33844 King Road in Abbotsford, this new service will be located in parking lot #10 at the University of the Fraser Valley. This centre will operate using a drivethrough and walk-in model, and will conduct as many as 500 COVID-19 tests daily. The centre will be open seven days a week from 8:30 a.m. to 3:30 p.m. In partnership with local Divisions of Family Practice and local municipalities, Fraser Health supports 11 COVID-19 test collection centres across the region, including the TriCities test collection centre that will open on October 5. Surrey Sport & Leisure Complex indoor pool opens October 13 THE City of Surrey announced on Friday that Surrey Sport & Leisure Complex indoor pool will open to the public and aquatic sport teams on Tuesday, October 13 with strict health and safety protocols in place. Protocols include designated times for lane swimming and leisure swims with modified access to amenities, like diving boards and the hot tub. By the end of this century, Surrey’s coastline may be a metre or more higher than it is today. Understanding the importance of these changes, Surrey developed a Coastal Flood Adaptation Strategy (CFAS) to keep its communities safe, healthy, and resilient. CFAS identified the current and potential future impacts of climate change on Surrey’s coastal floodplain area and developed short-term actions and long-term strategic directions to reduce coastal flooding risks, now and into the future. In developing CFAS, Surrey followed an innovative, five-phase planning process which included value-based, community-driven decision-making, supplemented with sound engineering analysis. Protecting wetland habitats and riparian areas while seeking ways to enhance the natural environment was a key value. Developed over three years, CFAS engaged over 2,000 residents and stakeholders including First Nations, farmers, environmental groups, governments, and private industry. “This award is an illustration of Surrey’s commitment to partnering with the community in tackling difficult issues such as climate change adaptation,” said Vincent Lalonde, City Manager, City of Surrey. “Our comprehensive CFAS plan will ensure our communities, environment and key infrastructure are protected now and into the future. What are the buying costs of a home? Mortgage application Lenders may charge a mortgage application fee, which will vary depending on the lending institution. Mortgage insurance The federal government requires highratio mortgages with less than 20% down payment to be insured against default. The cost ranges between 0.60 to 4.50 per cent of the mortgage amount which is added to the mortgage principal. The federal government requires a 10 per cent down payment on homes valued at $500,000 - $1 million that need mortgage insurance. Homes valued at $1 million+ require a minimum down payment of 20 per cent. Mortgage insurance is not available for homes in this price range. Appraisal fees Before your lender approves your mortgage, you may be required to have the property appraised. Sometimes your lender will cover this cost. If not, you’re responsible. Some inspectors also charge an additional fee for an older home or a home with a secondary suite, a crawlspace, or a laneway home. Goods and Services Tax (GST) The GST on a new home is 5% of the price. A GST rebate equivalent to 36% of the GST paid is available for new homes priced up to $350,000 and a partial rebate on new homes priced up to $450,000. Buyers also pay the GST on fees for services from appraisers, home inspectors, lawyers, Notary Publics and REALTORSÂŽ. Provincial Sales Tax The PST is generally not payable on services except for legal and notary fees. Both the GST and PST are paid on legal and notary fees. Property Transfer Tax Home buyers in BC pay a provincial Property Transfer Tax (PTT) when they buy a home. Delhi Police detain Congress workers protesting against the Hathras gang rape. Lucknow (IANS): The National Human Rights Commission (NHRC) has taken suo motu cognizance of the Hathras incident of the rape and murder of a 19-year-old Dalit girl and has issued a notice to the Yogi Adityanath government. The Commission has directed the state government to provide adequate protection to the family of the deceased, keeping in view the gravity of the matter and also the aspect of the witness protection as there is apparent rift between two communities. The government has been asked to respond to the notice within four weeks. The Director General of Police, the top cop of the state, has been asked to look personally into the matter to ensure a speedy trial so that the culprits could be punished by the competent court without any further delay. The notice says that in the current scenario, it is necessary that the family of the deceased as well as other members of the SC community residing in the village are provided proper protection by the police. Both the authorities are expected to submit their report, within the stipulated time.

The 19-year-old girl belonging to Scheduled Caste was allegedly raped and brutalized on September 14 when she had gone to collect fodder. She was admitted to the Aligarh Muslim University’s Jawaharlal Nehru Medical College and shifted to the Safdarjung hospital in Delhi on Monday. She succumbed to her injuries on Tuesday. Inspector General, Piyush Mordia, denied that the girl had been raped and cited the postmortem report to prove his point. He said that she had been strangulated by the accused. He said that all the four accused named by the victim had been arrested. The incident drew national outrage when the police allegedly cremated the girl’s mortal remains on the outskirts of her village in the early hours of Wednesday. The family claimed that they were not allowed to see the girl’s face for the last time and hold the cremation as per tradition. The Chief Minister also announced a compensation of Rs 2.5 million for the family and a job for one member, besides a house. The Chief Minister has also set up

THERE have been protests all over India. The U.P. police stopped former Congress president Rahul Gandhi and general secretary Priyanka Gandhi Vadra on the Yamuna Expressway on Thursday afternoon. The two leaders along with Congress workers were marching towards Hathras to meet the family of the gang-rape victim before they were stopped before Jewar toll plaza. Police sources said they were detained under Section 188 of the IPC for violating prohibitive orders. When Gandhi told officials that he would leave his convoy behind and go alone on foot, it led to an impasse, and the police began pushing and shoving Congress workers. In the melee that ensued, Gandhi fell down and suffered bruises on the arm. He then sat down on a dharna on the Expressway. Congress interim President Sonia Gandhi in a video statement on the Hathras gangrape asked: “Is it a crime to be a daughter of a poor family?” She alleged that the issue was sought to be hushed up while

referring to the victim as “Hathras’ Nirbhaya”. “I want to say that Hathras’ Nirbhaya did not die. She was killed by an oppressive government, by its administration, by the indifference of the Uttar Pradesh government,” alleged Sonia Gandhi in a stronglyworded statement. She alleged that while the victim did not get justice while she was alive, she was not allowed to be handed over to her family even when she was dead. Gandhi, in an emotional statement, claimed that the “crying mother” was robbed of her chance to bid a “final goodbye”. The Congress chief called it an “utter sin”. “The girl’s body was cremated forcefully. A person has dignity even after death. Our Hindu faith speaks of it. But that child was cremated like an orphan by the force of the police. What kind of justice is this? What kind of government is this? You think you will do anything and the nation will just watch? Absolutely not. The country will speak up against your injustice,” remarked Gandhi. She said that she on behalf of the Congress party stands with the bereaved family with their demand for justice.

Balrampur (Uttar Pradesh) (IANS): Even as the embers of the Hathras incident continue to smoulder, yet another incident of a Dalit woman being gangraped and killed in Balrampur district has taken place. According to reports, a 22-year-old Dalit college student was raped and brutalized in the Gaisari village of Balrampur on Tuesday. Two persons have been arrested in connection with the crime. The woman, a secondyear B. Com student, had gone to a college in a nearby town to pay her fees on Tuesday. According to the family, she also worked in a private firm. The girl did not return home till late in the evening and the family made several attempts to contact her on her phone. Later in the night, the woman reportedly came home in a rickshaw in a semi-conscious state. She

After Hathras, another woman raped, killed in Uttar Pradesh had a cannula injected in her forehand which indicated that she had undergone treatment. Family members said that the woman looked dazed and in a serious condition. The family rushed her to a nearby hospital, but she died on the way. The family has also alleged that the woman was lethally injected before she was raped. Balrampur Superintendent of Police, Dev Ranjan Verma, said: “The family said that the woman did not reach home on time on Tuesday. They tried to contact her but could not get in touch. After some time, she came home in a rickshaw with a glucose drip attached to her arm and she was in a bad state. The relatives took her to a hospital but she died on the way.” According to the mother of the victim, she was unable to speak when she came back home and could only manage to utter the

words, “I am in a lot of pain, I won’t survive.” “She had gone to get her admission done at 10 in the morning. We have the receipts. On her way back, 3-4 men forcibly put her in their car, injected her and raped her. The accused broke her back and her legs and sent her back in a rickshaw. She had no strength left to even walk,” the mother told reporters. However, the Balrampur Police, in a tweet, said reports about her limbs and waist being broken are not true and these injuries have not been confirmed in the autopsy report. Based on a complaint filed by the victim’s brother, the Balrampur police registered a case and arrested two accused, Shahid and Sahil, on charges of gangrape and murder on Wednesday night. The police also said that the victim was raped in the back room of a grocery store in the Gaisari village. The victim’s san-

dals were found outside the room and the owner of the grocery store is the alleged mastermind of the crime. Police investigations also revealed that the accused had tried to get the victim treated after raping her. They called a nearby doctor to come and see the victim but the doctor got suspicious of the situation and refused to treat her in the absence of a guardian. “A boy named Sahil came to call me around 5 pm. He took me to his uncle Shahid’s grocery shop. When I reached there, they told me to see a patient from their family. I saw that the room was empty and asked them who the woman was. They told me she is the daughter of a government secretary. I said I will not treat her until a woman or elder from the vicinity is present. They told me to go back to my clinic and said they will call the secretary and get the victim to my clinic.

I do not know where they went after that,” the doctor told local reporters. The doctor also confirmed that the victim did not have an IV drip attached when he saw her. Meanwhile, in what seems to be a replay of the Hathras incident, the Balrampur victim was also cremated in a hurry late on Tuesday night amidst heavy police deployment. The last rites were performed immediately after a post-mortem was conducted on the body. However, locals have said that the funeral was conducted with the permission of the victim’s family. Reacting to the incident, Samajwadi Party chief Akhilesh Yadav in a tweet in Hindi said, “After Hathras, a girl has been gangraped in Balrampur and she has now succumbed. The BJP government should not indulge in a cover-up like in Hathras and must immediately take strict action against

the culprits.” Balrampur District Magistrate (DM) Krishna Karunesh and Superintendent of Police Dev Ranjan Verma along with Mahant Mithilesh Nath Yogi of Devipatan temple at Tulsipur visited the family of the victim and consoled them. Mithilesh Yogi apprised the victim’s family about the prompt action taken by the police and the arrest of the two accused. The family members were assured that the accused would be punished without delay. A letter for compensation of Rs 618,000 was given to the victim’s family by Mahant Mithilesh. This compensation amount was to be deposited in the bank account of the victim’s mother by Thursday afternoon after completing due legal process. Any necessary help at the district and government level will also be provided to the victim’s family, the Mahant said.

Allahabad High Court issues notice to state government on Hathras incident Lucknow (IANS): The Lucknow bench of the Allahabad High Court on Thursday took suo motu cognizance of the Hathras incident and issued notice to the Uttar Pradesh government. The Uttar Pradesh government and the UP Police are under attack over the alleged gang-rape of a Dalit woman and the way her cremation was done by the Hathras administration in the dead of night. Meanwhile, the state government on Thursday said that the forensic report has revealed that the 19-year-old Hathras woman who succumbed to her injuries

at a Delhi hospital was not raped. Additional Director General, Law and Order, Prashant Kumar said the cause of her death is an injury on the neck and trauma resulting due to it, as per the forensic science laboratory (FSL) report. “The report of the FSL has come. It says clearly that samples did not have sperm. It makes clear that there was no rape or gang rape,” the ADG said. “Even the woman in her statement to police did not mention about rape but talked about ‘marpeet’ (beating) only,” he said. Last week, Additional Superintendent of

Police, Hathras, Prakash Kumar had told media persons that initially the accused were booked for attempt to murder under Section 307 of the Indian Penal Code. Later, on receiving more inputs, Section 376-D (gangrape) of the IPC was added to the FIR, he had said. ADG Prashant Kumar said some people presented wrong facts to disturb social harmony and create caste violence in the state. “Police took immediate action in the case and now we will identify those who tried to disturb social harmony and create

caste violence,” he added. Meanwhile, Hathras District Magistrate Praveen Kumar Laxkar has been caught on video issuing a veiled threat to family members of the 19-year-old Dalit girl whose death has sparked nationwide outrage. In a video that has surfaced, Laxkar can be seen telling the girl’s father: “Half of the media people have left today, the other half will leave by tomorrow. Only we will stand with you. It is up to you whether you want to change your statement or not.”

All acquitted in Babri Masjid demolition case New Delhi: A special CBI court in Uttar Pradesh this week held that the demolition of the Babri Masjid in Ayodhya on December 6, 1992 was not planned but involved “anti-social elements” who got agitated and caused the destruction. It acquitted all the 32 persons accused by the CBI of a conspiracy to bring down the mosque, including BJP leaders LK Advani, Murli Manohar Joshi and Uma Bharti. “The accused tried to stop the demolition,” the court said. “Anti-social elements brought down the structure. The accused leaders tried to stop these people,” said the special judge, whose term had been extended for this verdict. The court also held that the audio and video evidence produced by the CBI did not establish conspiracy charges. It further said that the audio of the speeches was not clear. “There is no evidence that the accused got together in common cause with anti-social Kar Sewaks to bring down the disputed structure. The leaders seated on stage and those near the Ram Chabutara, VHP leader Ashok Singhal and BJP’s Vijaya Raje Scindia, did not suspect that a section of the Kar Sewaks will get agitated and climb the disputed structure,” the judge said. The mosque demolition was preceded by a series of ‘Rath Yatras’ led by L.K. Advani, whose campaign for a Ram temple catapulted the BJP to the national spotlight. The CBI alleged that Advani, Joshi, Uma Bharti and Kalyan Singh, the chief minister of U.P. at the time, were present near the mosque and delivered speeches that instigated the crowds to carry out the demolition. The CBI will decide on filing an appeal against the special court verdict after consulting the legal department, its counsel said. “After a copy of today’s verdict is received, it would be sent to the CBI headquarters where it would be studied by the legal department and a decision on filing an appeal would be taken as per its suggestion,” CBI counsel Lalit Singh said. Interestingly, the CBI court’s verdict runs counter to the findings of the Justice Liberhan Commission, which probed the sequence of events that led to the Babri Masjid demolition and submitted its report to the then Prime Minister Manmohan Singh on June 30, 2009, 16 years after it was formed, and after holding 399 sittings. The Commission’s report held unequivocally that the events leading up to the demolition of the Babri Masjid were part of a planned conspiracy. This is a good time to recall some of its

Punjab lifts night curfew, Sunday lockdown as COVID-19 cases dip Chandigarh (IANS): Amid declining COVID-19 cases and deaths, Punjab Chief Minister Amarinder Singh on Thursday ordered a slew of relaxations, including lifting of night curfew and an end to the Sunday lockdown, while directing the Director General of Police to strictly enforce wearing of masks and other safety norms. Among the relaxations announced are increasing the limit for marriage functions and funerals to 100 in the state, in line with the Centre’s guidelines, as well as easing the limit of three persons in a car and 50 per cent capacity in buses, subject to the condition of windows being open.

Amarinder Singh, however, has directed DGP Dinkar Gupta to ensure strict adherence to COVID-19 protocols, with immediate action against those violating the mandatory masks condition. There should be no laxity, especially in view of the ongoing paddy procurement operations and the forthcoming festival season, he said. On the issue of reopening of schools and educational institutions, which the Centre had left to the states to decide post-October 15 under Unlock 5.0, the final decision will be announced after due deliberations between the Home Secretary and the Education Department, he said.

During a virtual meeting to review the COVID-19 situation in the state, the Chief Minister took note of the decline in the rising cases and deaths trend and said the restrictions imposed earlier by the state government had helped. However, he expressed concern over the increase in cases in rural areas, even though numbers in cities/towns were going down. Amarinder Singh also directed Chief Secretary Vini Mahajan to look into arranging for provision of vitamins, etc., to poor COVID-19 patients discharged from hospitals. In a brief presentation earlier, the state’s expert

health committee head, K.K. Talwar, said the positivity rate in the state had come down from 10.85 per cent on September 14 to 5.12 per cent on September 28. The number of deaths and patients on ventilators had also shown a decline during this period, he said. The state’s COVID-19 death rate currently stands at 2.9 per cent, with deaths per million at 112.5. The recovery rate has gone up to 82.1 per cent. Health Minister Balbir Sidhu underlined the need for motivation of doctors and other medical staff to keep the situation under control.
