The South Asian media – fed up with the blatant racism of the ‘Keep the RCMP in Surrey’ against South Asians – finally exposed the group and the RCMP for allowing the MISUSE of the RCMP logo on their twitter account and forced them to drop the logo last week. There has been NO COMMENT on this shocking scandal from the three
blind mice of Surrey Council. What a bunch of hypocrites!
AS this newspaper wrote last week in a stinging rebuke (even as the white mainstream media has kept mum about this scandal): “How can residents of Surrey expect Surrey RCMP Assistant Commissioner Brian Edwards and his officers to protect them when they didn’t even notice that their sacred logo was being used illegally by the “Keep The RCMP In Surrey” group so blatantly all this time to lobby for the force?” Following the South Asian media’s exposure of this scandal, the RCMP’s
top brass apparently ordered the group to remove the logo from their twitter account. But we pointed out last week: “However, the group is still using an RCMP cruiser with the RCMP logo on their twitter and Facebook accounts.” As a result, the RCMP cruiser was also removed from the logo / social media account image. Now they actually have a sign in Punjabi also! If they had been intelligent enough, they would have carried that right from the beginning - and also avoided racist remarks (which is what put me off personally).

licity stunts and racist elements in an attempt to derail and politicize the City of Surrey’s provincially approved transition to a progressive and modern municipal police service. “Contrary to the NPF’s claims, the Surrey Police Board will be presenting a police service budget to the Surrey City Council by November 30, in accordance
with legislated requirements. Importantly, the SPS financial framework is separate and distinct from the City’s police transition budget, and is overseen by the provincially-appointed, citizen-led Surrey Police Board. The Board is only responsible for the development of the SPS budget and will table budgets as per legislation. The in-

SOUTH Asian MLAs are painstakingly avoiding any comment on Provincial Health Officer Dr. Bonnie Henry’s decision last week to close down all standalone banquet halls – which are owned and run primarily by South Asians, mostly in Surrey – even as members of the BC Banquet Hall Association express their anger and frustration at being singled out for what they say is discrimination. The Ministry of Health emailed the following to The VOICE on Thursday when asked whether the NDP government was going to compensate the owners of these banquet halls: “This is obviously tough news for banquet hall owners and workers. Dr. Henry doesn’t make these decisions lightly. The situation in B.C. continues to evolve and we’re going to continue to monitor needs as we work through this together. Federal income supports remain in place for workers, including their new Employment Insurance program coming soon. Applications for the Provincial Emergency Benefit for Workers also continue to be open.” That provides no comfort to the owners who have lost tens of thousands of dollars already and say they can’t pay mortgages and property tax. owners weren’t even warned about the shut down. “Ninety-five per cent of the banquet halls are located in Surrey. Why are we being treated like this?” wonders Mann. “We have been following the rules and have been practicing operating our venues with COVID-19 rules. We have had zero COVID-19 cases at our banquet halls. We don’t have a reason for being shut down,” he adds. “Why are we connected with night clubs? We are in the bylaw as “restaurants” – why do we have
different rules?” he argues. It should be noted that these banquet halls are spacious and have the capacity to ensure safe distancing. There are also inspectors who keep a check on them. The closing actually affects the social life of South Asians who hire these halls for weddings, birthdays, anniversaries, you name it. And they can do it while adhering to COVID-19 rules. Meanwhile, the local NDP MLAs will have to face the music.

Life in prison for Tejwant Danjou for murder of common-law partner Rama Gauravarapu TEJWANT Danjou, 71, of Surrey was sentenced to life in prison without parole for 12 years on Monday by B.C. Supreme Court Justice Allison Beames for killing his common-law partner, Rama Gauravarapu, 56, in a West Kelowna hotel room on July 22, 2018, by striking her with a wine bottle. Last month, Beames on ruled that the former Surrey real estate agent had the intent to be convicted of murder in the death of Gauravarapu, who was a financial

Mr. Danjou’s actions – before, during and after the offence – were purposeful and goal-directed.”Danjou, who was charged with seconddegree murder, had caught everyone by surprise when he insisted in court at the start of his five-week trial last February that he was guilty. But the very next day his lawyer instructed the judge that her client wanted to withdraw his guilty plea. The court allowed Danjou to do so. During closing arguments
last month, the Crown said Danjou was an abusive and violent man, while the defence asked for a manslaughter conviction, describing Danjou as suffering from delusions about his partner’s fidelity. Beames said the only thing for her to decide in the trial by judge alone was whether he was guilty of manslaughter or second-degree murder, the difference being “intent.” The judge noted the cause of Gauravarapu’s death was
listed as blunt force trauma, but she had 52 areas of injury. She suffered injuries to her face, had defensive wounds on her arms and hands, and had a 20-centimetre cut to her neck, CBC reported. On the day of the murder, the couple spent hours at a winery, which ended in arguments and Danjou getting a separate room at the hotel. The judge said: “There is abundant evidence that shows Mr. Danjou acted with purpose and foresight.”
She noted that Danjou also showed intent after he fled the hotel room and travelled a considerable distance on foot before hiding in a dumpster, where he was caught, CBC reported. Although the defence said he was intoxicated, Beames said: “I am satisfied Mr. Danjou was not intoxicated or impaired to the degree that it affected his ability to understand and foresee the consequences of his assault.” Danjou was convicted of second-degree murder.
Breach of trust and fraud charges laid against former Ontario MP Raj Grewal in RCMP criminal investigation THE RCMP’s National Division Sensitive and International Investigations has charged Rajvinder (Raj) Singh Grewal, a former Liberal Member of Parliament for the federal riding of Brampton East (Ontario), with four counts of breach of trust and one count of fraud over $5,000. It is alleged that Grewal failed to report his receipt of millions in personal loans to the
Ethics Commissioner, in circumstances that constitute a criminal breach of trust. It is further alleged that Grewal solicited loans for his own personal benefit in connection with the use of his public office, and that he administered his government-funded constituency office budget for his own personal benefit, under circumstances which constituted a criminal fraud or

breach of trust. The RCMP said this concludes an extensive criminal investigation which first began in September 2017, after the RCMP received proactive disclosures from the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) regarding suspicious transactions involving Grewal during his time in office.

The RCMP thanked Peel Regional Police Service for their contribution and assistance throughout the course of this investigation. The RCMP’s National Division Sensitive and International Investigations section focuses on criminal activity that poses a threat to Canada’s government institutions, public officials, the integrity of the Crown, or that imperils Canada’s political, economic or social integrity. Grewal is expected to appear at the Ottawa Ontario Court of Justice on October 6. In November 2018, the Prime Minister’s Office announced that Grewal resigned from the
Raj Grewal Liberal caucus and as MP because of a gambling addiction and substantial debts.
“Mr. Grewal told us that he is undergoing serious personal challenges, and that he is receiving treatment from a health professional related to a gambling problem that led him to incur significant personal debts. Based on these circumstances, we agreed that his decision to resign as Member of Parliament for Brampton East was the right one. We hope he receives the support he needs,” the PMO announced. But Grewal changed his mind about resigning as MP and he was kicked out of the Liberal caucus. He sat as an Independent and did not run for reelection in 2019.
Male shot in Surrey in targeted incident SURREY RCMP received calls of shots heard in the area of 194th Street and 34th Avenue on Thursday at around 8:15 p.m. and frontline officers were immediately dispatched to the area. Officers located a male in the area suffering from gunshot wounds. The victim was transported to a regional trauma hospital where he is being treated for his injuries. The investigation is still in its early stages. Officers are conducting neighbourhood canvassing and speaking with several wit-
nesses to obtain further information. At this time this incident does not appear to be a random act, but rather targeted at this male, police said. Muslim organization appreciates clarification of Erin O’Toole’s position on Bill 21 THE National Council of Canadian Muslims said on Tuesday that it was disappointed to see the Leader of Canada’s Official Opposition, Erin O’Toole, appear to take a pro-Bill 21 stance in an interview in French on Monday. Bill 21 is the piece of legislation in Quebec that bans Muslims, Jews, and Sikhs who wear religious symbols from getting certain public sector jobs (such as being a teacher or a prosecutor). In October of this year, the NCCM and a number of other civil liberties groups will be continuing a constitutional challenge against Bill 21 in court. The NCCM said that after it and others engaged with O’Toole’s office, they appreciated the
Erin O’Toole clarification that followed, where it stated clearly that he was “personally opposed” to Bill 21. “It is critical that every leader in Canada, regardless of where they fall on the political spectrum, take an active role in opposing Bill 21,” said Mustafa Farooq, CEO of the National Council of Canadian Muslims, “Last year, anti-Bill 21 mo-
tions were passed from coast to coast by governments who believed in standing up against second-class citizenship in Canada. We urge Mr. O’Toole to take a similarly active stance in opposing Bill 21 by clearly and consistently condemning one of the most significant attacks on the civil liberties of racialized and religious communities in a generation in Canada. Anything less is to leave some Canadians behind – just because they happen to be Muslims, Jews, or Sikhs.” The NCCM also called on the leaders of the other federal parties, including Prime Minister Justin Trudeau and NDP Leader Jagmeet Singh, to consistently and clearly condemn Bill 21 in the same vein.

PICS Diversity Village, operated by Progressive Intercultural Community Services Society (PICS), will be open to all seniors in need of long-term care and will provide culturally sensitive services to people who identify as South Asian. “Across our province, our senior’s population continues to grow, which is why investments into services such as long-term care beds are so important,” said Adrian Dix, Minister of Health. “With the addition of these new beds in the Fraser Health region, we are ensuring services for seniors are in place to support people for many years to come.” PICS Diversity Village will be located at 6471 175A Street in Surrey. It will provide a total of 125 publicly funded beds and feature unique neighbourhoods to facilitate community building with other residents, family members and staff, and will be able to provide care for a full range of complex care residents. The beds will be resourced at an average of 3.36 direct care hours per resident day in keeping with the provincial target. “As our population continues to age, we are continuing to bolster the resources we provide seniors living in our region, including long-term care beds,” said Dr. Victoria Lee, Fraser Health President and CEO. “While we want to ensure we are supporting people to live independently in the community for as long as possible, we are also working to make long-term care beds more accessible to seniors if and when they need that level of support.” While all beds will have the capacity to provide culturally sensitive care to the South Asian population, any senior who meets the criteria to be admitted into long-term care can list PICS Diversity Village as their preferred facility, regardless of their ethnic or cultural background. “PICS has been serving the community

Interpretation and translation business leader Harsh Thakkar one of 2020 RBC Top 25 Canadian Immigrants MULTICULTURALISM is one of the things Harsh Thakkar loves most about Canada. But it comes with its share of challenges, like language barriers, which can keep newcomers feeling left out. That might explain why Thakkar, head of DIVERSEcity Interpretation and Translation Services in Surrey, is so passionate about communication across cultures. “Language should never be an obstacle for anyone in a country as diverse as Canada,” says Thakkar, who is one of this year’s RBC Top 25 Canadian Immigrant Award winners. Thakkar oversees a team of more than 300 interpreters and translators who help clients communicate, especially in the health care and court systems, in more than 88 languages. He has grown the business to include rare languages, Indigenous languages and even American Sign Language (ASL). “We are proud to be a designated provider for provincial and municipal government interpretation and translation needs,” he says. And the kicker is that it’s all for a good cause. DIVERSEcity Interpretation and Translation Services is a social enterprise, certified by Buy Social Canada. That means

The most important attribute that helped me achieve my goals is my personal drive and ‘can-do’ attitude and maintain enthusiasm even when things get tough.” The same lessons apply in business. Professionally, Thakkar developed a reputation as a charismatic, optimistic leader with organizations like the Vancouver International Marathon Society before coming to DIVERSEcity. Thakkar, who also manages DIVERSEcity’s
CELPIP Language Testing Centre, says he wants to continue to grow in his current role and take every opportunity to support newcomers to Canada, including mentoring international students in his personal time. “As immigrants, we are surrounded by a lot of challenges, but don’t let those stop you from moving forward,” he advises. “A positive mindset is what’s going to allow you to succeed in your goals in Canada. $10-million mark surpassed by Surrey Makes PPE manufacturers SINCE launching in late April, Surrey Makes PPE program has made significant inroads in producing personal protective equipment (PPE) to help Canadians combat COVID-19. The program’s goal is to ensure that critical PPE is produced, sourced and are readily available to Canadians. In less than six months, Surrey Makes PPE manufacturers has surpassed $10 million in sales. “As we head into fall, it is crucial that we have our own domestic manufacturing sector producing PPE in Canada for Canadians,” said Surrey Mayor Doug McCallum. “Surrey Makes PPE allows us to be self-sufficient in this vital area, so we don’t have to rely on external suppliers for critical PPE supplies. Surrey manufacturers have pivoted to meet the needs of our health-care professionals, frontline workers, and essential businesses and are now expanding to produce N-95 masks.” The City of Surrey has helped three Surrey companies that are retooling to make N-95
masks. In one instance, a building permit was expedited and approved in less than three weeks to speed up the establishment of a 13,000-square-foot N-95 manufacturing facility in Campbell Heights. The first N-95 masks to be made in Surrey are expected to roll off the production line next month, with a projected capacity of 800,000 N-95 masks produced each month. SURREY RCMP said on Tuesday its General Investigation Unit (GIU) is investigating a Monday night shooting in Newton that they say is tied to gang activity. On September 14 at approximately 10:15 p.m., Surrey RCMP responded to a 911 call reporting a shooting in the 12900-block of 65A Avenue. Officers located an uninjured adult male who had been the target of the shooting. Surrey RCMP GIU took conduct of the investigation and found evidence confirming that the shooting had occurred. Early indications are that the male victim had been pursued by two men at the time of the shooting. The parties involved in the shooting are believed to be known to one another and associated to the Lower Mainland Gang Conflict. The investigation is ongoing as officers seek to identify all parties involved. “While there is no indication of any ongoing risk to the public, when this shooting took place it put community members in danger,” said Staff-Sgt. Abbotsford Police officer shoots suspect after being pepper-sprayed and physically assaulted ABBOTSFORD Police responded to a theft in progress at Cabela’s at 1818 McCallum Road on Friday at 3:16 p.m. Two suspects who were leaving the store were challenged by the responding officer. One suspect fled while the other suspect peppersprayed the officer and then ran from the area. But moments later the same suspect returned and sprayed the officer again and began physically assaulting them. The officer then “discharged their firearm, striking the suspect,” police said. Both suspects are in custody and police say the public is not in any danger. The officer “received injuries related to the pepper spray and confrontation,” police said. Both the officer and the suspect were transported to hospital for treatment. Police said all aspects and circumstances of this incident will be the subject of independent investigation and verification by the Independent Investigations Office (IIO) of B.C.

Surrey Board of Trade receives $50,000 in funding for business economic recovery services MELANIE Joly, Minister of Economic Development and Official Languages, has announced a $50,000 contribution through Western Economic Diversification Anita Huberman Canada to support the Surrey COVID-19 Pandemic Business Centre in delivering business economic recovery services. This contribution will help maintain the ongoing operation of the Surrey COVID-19 Pandemic Business Centre and support the design and delivery of more training, virtual events and economic development services for businesses. This project will serve to benefit all employers and industries in Surrey, as well as the regional economy. “The Surrey Board of Trade is honoured to have received this funding from the federal government to deliver results on economic recovery for Surrey businesses through this pandemic,” said Anita Huberman, CEO, Surrey Board of Trade. “Through this funding, the Surrey Board of Trade will be hiring a temporary Economic Development Coordinator. “Small and medium-sized enterprises (SMEs) need help to survive during this economic uncertainty. Surrey Langley SkyTrain continues to move forward with third round of public engagement THE Surrey Langley SkyTrain project continues to move forward with a new round of public engagement that started on Friday. This round of public engagement offers a look at new station designs and seeks feedback on construction management plans. Engagement runs between September 18 and October 4. “The Surrey Langley SkyTrain is a key priority for the region to help manage future planned growth so it is important that we get the project shovel-ready,” said TransLink CEO Kevin Desmond. “While we deferred this round of public engagement from spring to fall due to COVID-19, we are keen to resume this work and forge ahead safely. That is why we are working with senior governments to prepare for project approval so that we can then start the procurement process to secure a project contractor for construction.” The Mayors’ Council and TransLink’s Board of Directors endorsed the project’s business case in January 2020, which is currently under review by senior governments. TransLink
is moving forward with this step now as it continues to evaluate its financial position and determine when procurement can commence. With approximately $1.63 billion in available funding, subject to business case approval by senior governments, the full line could be constructed in stages. This round of public engagement seeks feedback on how TransLink can: * Minimize construction impacts on local traffic. * Effectively communicate with businesses and residents. * Incorporate the character of surrounding neighbourhoods in public art opportunities at the new SkyTrain stations. THE B.C. government on Wednesday announced the release of a new report as part of its ongoing review of the off-dock sector to improve competitiveness for licensed truckers and to drive fairness in the sector. “We are committed to ensuring fairness and stability throughout the container-trucking sector,” said Claire Trevena, Minister of Transportation and Infrastructure. “That’s why I’ve asked the B.C. container-trucking commissioner to consult with companies and workers in the ongoing review of the off-dock sector.” The commissioner will meet with industry to discuss the findings of the new report on offdock drayage. The report provides several important insights on the state of off-dock drayage and potential opportunities to realize efficiencies and provide more flexibility for companies and how they deploy their fleets. Based on the report findings, the consultation will look at opportunities to make targeted adjustments to rates, policy and regulation to ensure fair and equitable working conditions that support a stable, efficient and competitive container-trucking sector. It is expected that the commissioner will prepare recommendations by this fall. Under direction from the minister, the ministry partnered with the Office of the British Columbia Container Trucking Commissioner to take a closer look and consult with industry on offdock trips. They will also look for opportunities to enhance efficiencies, competitiveness and promote fairness in the Vancouver gateway. Cascadia Partners was tasked with preparing a report intended to help better understand the flows of off-dock container movements that support containerized shipping throughout the Lower Mainland to help inform policy and decision making. This report builds on the work government has completed over the last three years. In May 2018, government increased trip rates and hourly wages by 2.6% for licensed container-truck drivers at the port. The minimum daily call-out rate was raised from $200 to $300. In July 2019, base rates were again increased across the board by 2% and a $25 positioning move rate was implemented to improve incomes for truckers. The government also enhanced the commissioner’s powers to implement changes to rates and remuneration, while continuing to ensure drivers were being appropriately paid. “We heard clearly that more needed to be done to help improve conditions for truck drivers,” Trevena said. “That’s why we’ve worked to put more money in the pockets of drivers. Trudeau announces Safe Restart Agreement investment details PRIME Minister Justin Trudeau on Wednesday shared the details of the investments that will be made through the Safe Restart Agreement, saying that this will provide continued support to Canadians, as we safely restart our economy and build a more resilient Canada. Through the Agreement, reached earlier this summer, the Government of Canada announced over $19 billion in federal funding to help provinces and territories safely restart the economy. Provinces and territories were asked to outline in a letter how these funds would best be allocated within their jurisdictions, based on their priorities. The premiers have now submitted the letters and the federal funding will be transferred to the provinces and territories. The Safe Restart Agreement supports measures to increase testing and contact tracing to protect Canadians from future waves of the virus. It will help support the capacity of the health care systems, including through services for people facing mental health challenges. It will also provide municipalities with funding so they can quickly deliver essential services, like public transit, that Canadians rely on every day, and secure a reliable source of personal protective equipment for essential workers. The Agreement will also provide direct support to Canadian workers, including safe child care to help parents returning to work. It will also provide income support for people without paid sick leave, and takes steps to protect the most vulnerable, like Canada’s seniors. The government said that as we continue to deal with the health and economic challenges of the pandemic, it will continue to invest in Canadians. Trudeau said: “Fighting COVID-19 and safely restarting our economy requires a Team Canada approach. We will continue to work together with provinces and territories to keep Canadians safe and healthy, and to build a more resilient Canada.” Dominic LeBlanc, President of the Queen’s Privy Council for Canada and Minister of Intergovernmental Affairs, added: “Today marks a milestone in our fight against COVID-19. Shooting at Richmond gas station AT approximately 11:35 p.m. on Thursday, Richmond RCMP responded to a report of shots fired at a gas station near the intersection of No 3 Road and Blundell Road. The occupants of two vehicles, one black and one white, reportedly exchanged gunfire before departing the location at a high rate of speed. Police said that at this time, this matter appears to be a targeted incident. Fortunately, no bystanders were injured in the event. One vehicle was last seen eastbound on Westminster Highway, while the other was last seen northbound on No 2 Road. Police are asking drivers who may have been in the area at this time to review their dash cam video to see if they may have captured the vehicles involved. prepared. B.C.’s total provincial response to the COVID-19 pandemic exceeds $8.25 billion. “As British Columbians, we’ve been through a lot recently. We know our recovery won’t happen overnight, but by focusing on people and taking care of each other, we will ensure there are better days ahead for all of us,” said Horgan. “The steps we are taking now will improve health care, get people back to work, support B.C. businesses and strengthen our neighbourhoods and communities.” British Columbia entered the pandemic as an economic leader in Canada, making it among the best-positioned provinces to support a strong recovery. Since moving forward with a safe restart plan in mid-May, B.C. has had stronger-than-expected consumer spending, housing activity and employment gains. As of August 2020, almost 250,000 jobs had been restored, equal to 62% of the total jobs lost due to the pandemic. “When COVID-19 first hit, we acted quickly to keep people safe and support those in need. While we are now starting to see hopeful signs of recovery, we know many people are still
struggling and there is a lot of work left to do,” said James. “British Columbians are pulling together, and we’ll be there to support them every step of the way. Our province has a strong foundation to build a recovery that creates opportunities for all.” The next steps in B.C.’s recovery plan will help build a stronger, more resilient economy for everyone. * Making health care better by hiring 7,000 new front-line health-care workers. This includes thousands of health-care aides to manage outbreaks in long-term care homes and 600 contact tracers to help stop further spread in the community. The plan will also increase support for mental health care in the workplace and introduce a new Hospital at Home initiative that will allow patients to receive medical services in their own home from a team of health professionals. * Creating jobs and opportunities by investing in targeted and short-term training in the skills people need to get work in high-demand fields, including for those who want to move into new, front-line health, child care and human-service positions. The plan will also expand Indigenous skills training and accelerate the creation of affordable child-care spaces so that more parents, particularly women, can get back to work. It includes investments of over $100 million to support tourism-related businesses and communities. * Helping businesses grow and rehire with a 15% refundable tax credit based on eligible new payroll. It will also introduce a small- and medium-sized business recovery grant to support approximately 15,000 hard-hit businesses, while protecting as many as 200,000 jobs. Tourism operators will be eligible for a special top-up. The plan will also provide a temporary 100% PST rebate on select machinery and equipment to make it easier for eligible businesses to make the kinds of investments that will allow them to grow and become more productive. * Supporting strong communities by investing over $400 million to revitalize community infrastructure and support local governments to provide the valuable services people depend on. This includes $100 million in infrastructure grants for shovel-ready projects that will create jobs right away. The plan also earmarks over $1 billion in provincial and federal investments to help keep people moving, whether by transit, TransLink or BC Ferries. An additional $540 million in combined federal/provincial funding will help B.C. communities address other local challenges impacted by COVID-19. The plan includes $1.5 billion in economic recovery spending measures that respond to immediate needs. This money was earmarked for recovery spending in the spring. It is in addition to $660 million in tax measures and more than $1.86 billion in federal and provincial restart funding for municipalities, transit and education. It also builds on B.C.’s record $22-billion investment in public infrastructure over the next three years. Those capital projects are estimated to create 100,000 direct and indirect jobs over the life of the projects. The next steps in B.C.’s recovery plan build on the progress it has made with new investments to support programs that will help expand CleanBC, reduce air pollution and tackle climate change, while preparing for its impacts and creating good, new jobs. In developing the plan, B.C. engaged nearly 50,000 British Columbians in every region of the province, to hear their priorities and ideas through online surveys and virtual or telephone town halls. Horgan and James also convened a series of meetings with business, labour and Indigenous groups, economists, youth, green technology experts, faith leaders and many more. The plan reflects what the Government of B.C. heard during these extensive public consultations. The BC Green Party caucus was consulted on the development of this plan, which builds on shared priorities in the Confidence and Supply Agreement, including creating jobs, acting on climate change and building a sustainable economy that works for people. B.C. Liberals: Horgan fails to put forward recovery plan, opts for thinly veiled election platform BRITISH Columbians expected an economic recovery plan, but instead got Premier John Horgan and the NDP’s re-election plan, said the B.C. Liberals on Thursday. This comes nearly seven months after the Legislature, unanimously, approved $1.5 billion in spending to deal with the impact of the pandemic. “We’re in the middle of a global pandemic with case counts rising, record unemployment, and an economic crisis. The NDP blowing through the $2.7 billion surplus left by the BC Liberals hasn’t helped the situation either. British Columbians have had to rely on the federal government for much-needed supports while John Horgan cooked-up plans for an unnecessary snap election,” said BC Liberal Leader Andrew Wilkinson. “Thousands of people are out of work and countless small businesses are struggling to stay open and all they’re getting is an NDP election scheme in disguise.” Wilkinson said that the NDP’s half-baked recovery scheme features no long-term plans to help people facing the end of federal supports and can’t find work or the small businesses who are fighting to keep their doors open. It also features no long-term plan to ensure our communities stay healthy and safe, and that people have hope that there
B.C. Teachers’ Federation files application with Labour Relations Board to address outstanding concerns B.C. Teachers’ Federation President Teri Mooring in a letter to BCTF members on Thursday informed them that the federation had filed an application with the Labour Relations Board to address their “many outstanding concerns.” The letter stated: “First and foremost, I want to recognize how difficult the last two weeks have been on all of you. As I wrote in my letter to the Minister of Education this week, the employer is taking advantage of your professionalism, the high expectations you put on yourselves, and your caring for students. I know many of you feel unsafe and the government is failing to ensure school districts are doing everything they can to ensure you and your students are as safe as you can be. “The BCTF continues to push every available strategy to address the inequities of working conditions, the haphazard implementation of health and safety measures, and confusing changes in government messages and documents. “As part of our strategy, the Federation’s lawyers have been hard at work analyzing British Columbia’s legislative framework to see what we can do from a legal perspective to force changes. Today, the BCTF filed an application with the Labour Relations Board under Section 88 of the BC Labour Relations Code. It is a rarely used provision that we believe can compel the government into a labour relations process to address our many outstanding concerns. Our hope is to get the government to address the many communication, process, and health and safety problems of their restart plan. Critically, our application seeks to enhance the enforcement measures to ensure school districts take all possible actions to keep teachers and students safe. “We have asked the Labour Relations Board to address our concerns and application as quickly as possible.”

Academics call for retraction of “vitriolic” Khalistan report by former CBC journalist A group of almost 50 academics, who work closely with the Sikh community or in the area of Sikh studies, has co-signed a letter calling for a retraction of the Macdonald-Laurier Institute (MLI) report titled “Khalistan: A project of Pakistan”. The report, authored by former CBC journalist Terry Milewski with a foreword by former Conservative political staffer Shuvaloy Majumdar and former B.C. premier Ujjal Dosanjh, was released by the Institute on September 9.
The academics are sounding alarm bells around MLI’s decision to publish “such a poorly researched, unfounded and uncritical analysis of a significant issue”. The letter goes on to highlight that the report “contains a litany of conclusory statements and allegations without any substantiation”, “casts wide aspersions on a highly visible, racialized community, engaged in legitimate advocacy”, and that “the “reference” section is one-sided, showing a lack of literature review or ef-

fort to triangulate claims.” The controversial Milewski report, which attempts to probe the link between the Khalistan movement and Pakistan, has been criticized as lacking “adequate academic rigour, journalistic neutrality, and balance”. The letter has been signed by professors and academics from across North America and the United Kingdom, including four chairs of Sikh studies. The letter in its entirety is reproduced below and can be seen here (https:// www.sikhscholarsresponse.com/): To the board of the Macdonald-Laurier Institute, We are writing to you with regard to a report recently published by your Institute under the title, “Khalistan: a project of Pakistan.” We are asking that you reevaluate your decision to publish such vitriolic content under your institute’s name. As academics who work closely with the Sikh community, we are concerned to read a report that contains a litany of conclusory statements and allegations without any substantiation. We are particularly concerned with the manner in which the report casts wide aspersions on a highly visible, racialized community, engaged in legitimate advocacy. The report maligns all Sikh-Canadians engaging in advocacy as extremist and foreign-influenced actors. This is especially concerning as so many of these advocates and activists are rigorous critics of both India and Pakistan’s record regarding minority rights. The report also damages the credibility of the Macdonald-Laurier Institute as it lacks adequate academic rigour, historical and contextually-based journalistic analysis, and balance. As academics, writers, and professors, we regularly evaluate work for peer review and have our own work assessed for accuracy as well. The report is sparsely referenced and the few claims that are made seem to not have been factchecked. The “reference” section is one-
sided showing a lack of literature review or effort to triangulate claims. While the writing is presented as objective policy analysis, it actually reads as a scattered collection of opinions and vague allegations; it is a simplistic and single worldview. The report is shockingly un-Canadian in every aspect, from a lack of respect for free speech to a parroting of a foreign, Indian government narrative on Khalistani activism. Without any critical analysis, the author completely disregards the valid grievances and grassroots advocacy of the Sikh community. Mr. Milewski misses the opportunity to provide a meaningful policy analysis based on facts that would further the Institute’s aims of making “poor quality public policy in Ottawa unacceptable.” The following are some examples. 1. The very introduction to the report sets the tone for what is to follow by callously characterizing Sikh advocacy as a “steady and predictable drumbeat of victimization, persecution and genocide commemoration, presented as steps to assist a community in need of healing.” Since when are political grievances of a community, the commemoration of mass atrocities, or the advocacy for human rights and justice, proof of something sinister? That too in a country with unique genocide legislation. 2. The report’s characterization of the Khalistan movement is also surprisingly simplistic and incomplete. The author’s narrative completely erases the political context in which the Khalistani struggle for self-determination took place in the 1980 and 1990s—a struggle no international group, including Amnesty International, Human Rights Watch, Physicians for Human Rights, cast aside as simply “terrorist.” Instead, like all militant movements and armed conflicts across the world, serious questions under humanitarian law and human rights law were raised. 3. The report neither cites nor explains that simply holding a political opinion for “Khalistan” is not illegal even under India’s own laws that allow demanding

Surrey Gang Enforcement Team traffic stop leads to seizure of high-end vehicle, cash and suspected stolen property A Surrey Gang Enforcement Team (SGET) traffic stop in Whalley last week on Friday resulted in a significant seizure of cash and a high-end vehicle. Shortly after 6 p.m. on September 11, SGET officers were conducting patrols in the 10000-block of King George Boulevard, when they pulled over a suspicious vehicle. Police observed one of the vehicle occupants sitting in the lap of another in the front seat of the two-seat black 2019 Corvette. The driver was issued a violation ticket under the Motor Vehicle Act for having too many passengers. As the investigation advanced, police located numerous bundles of cash, estimated to be more than $50,000, and packages of suspected steroids, inside the vehicle. All three individuals, who are known to police, were arrested for pos-
session of property obtained by crime. All three were released at scene and no charges have been laid at this time. The vehicle was seized and the investigation is ongoing. This is the third time in as many weeks that SGET members have made substantial cash seizures of crime-related prop-
erty as a result of vehicle interdiction. Previous traffic stops on August 31 and September 6 led police to seize more than $10,000 in cash. “Seizures like this help reinforce the importance of continued pro-active traffic enforcement,” said Staff-Sgt. North Vancouver RCMP endure weekend-long episode of “The Price Is Right” LAST week on Wednesday, North Vancouver RCMP issued a press release seeking the owner of a large sum of cash turned in to the detachment by a Good Samaritan. Over the weekend, officers were able to identify the rightful owner of the $2,600, but it took some doing. Call centre operators
first had to wade through more than 50 cash-hungry contestants. “We were really happy to hand the money back,” said Sgt. Peter DeVries. “Unfortunately for our call takers, this weekend was like a marathon episode of ‘The Price Is Right’.” “Did 50 people lose large sums of cash in North Vancouver recently? I don’t think so,” added DeVries.

139 new COVID-19 cases in B.C.; three more deaths HEALTH Minister Adrian Dix and Provincial Health Officer Dr. Bonnie Henry on Friday announced 139 new cases of the novel coronavirus (COVID-19), including seven epi-linked cases. They added: “We are also reporting 40 historic cases that were tested between August 11 and September 16 for people who did not have personal health numbers. All these cases have been previously investigated and managed by Vancouver Coastal Health, but had not been entered into
the data system. This brings our total to 7,842 cases in British Columbia.” There were three new COVID-19-related deaths; the total number of deaths now stands at 223 deaths in the province. There are 1,803 active cases of COVID-19 in the province, 3,075 people who are under active public health monitoring as a result of identified exposure to known cases and 5,797 people who tested positive have recovered.
Currently, 59 individuals are hospitalized with COVID-19, 20 of whom are in intensive care. The remaining people with COVID-19 are recovering at home in self-isolation. Since the start of the pandemic, there have been 2,817 cases of COVID-19 in the Vancouver Coastal Health region, 4,007 in the Fraser Health region, 196 in the Island Health region, 492 in the Interior Health region, 244 in the Northern Health region and 86 cases of people who reside out-
side of Canada. There have been no new health-care facility outbreaks and the outbreak at Royal Arch Masonic Home long-term care facility (second outbreak) has been declared over. In total, 10 long-term care or assisted-living facilities and five acutecare facilities have active outbreaks. There have been no new community outbreaks, although there continue to be community exposure events.

B.C. families in 35 communities will soon have access to thousands of quality licensed child care spaces as the Province marks a new milestone in its Childcare BC plan. “The momentum of our Childcare BC plan continues to build despite the challenges British Columbia has been facing over the past months,” said Katrina Chen, Minister of State for Child Care, on Friday. “We have now funded more than 20,000 new spaces in the past two years, and we remain committed to giving families better access to inclusive, quality affordable child care as we rebuild our economy.”
Since July 2020, when the Province announced a child care milestone of nearly 16,800 new licensed spaces funded through Childcare BC programs, an additional 3,634 new licensed child care spaces have been funded through the New Spaces Fund. Since July 2018, the Province has funded about 780 new spaces each month on average. The YMCA of Greater Vancouver is getting funding to create 77 spaces at the Sprouts Child Care Centre, which will be located on the third floor of the Sprouts Early Childhood Development Hub in the Capstan Village neighbourhood of Richmond. This facility will
be part of a larger housing development by Pinnacle Living Lands, which will transfer ownership to the City of Richmond upon completion. The centre is expected to be open for families in spring 2021. An additional 4,110 spaces, funded through the 2017 Budget Update and the Early Learning and Child Care agreement with the Government of Canada, takes the total to more than 24,500 spaces since July 2017. THE British Columbia Real Estate Association (BCREA) reports that a total of 10,172 residential unit sales were recorded by the Multiple Listing Service (MLS) in August 2020, an increase of 42.8 per cent from August 2019. The average MLS residential price in BC was $771,309, a 12.7 per cent increase from $684,093 recorded the previ-
ous year. Total sales dollar volume in August was $7.8 billion, a 61.1 per cent increase over 2019. â&#x20AC;&#x153;Very strong provincial home sales continued in August,â&#x20AC;? said BCREA Chief Economist Brendon Ogmundson on Monday. â&#x20AC;&#x153;While pent-up demand from the spring is driving much of the increase, we anticipate a sustained strong level of sales through the fall.â&#x20AC;? Total provincial active listings are still down more than 10 per cent year-over-year, with some markets even more under-supplied as the pandemic continues to keep listings low. As a result, prices are sharply rising around the province. Year-to-date, BC residential sales dollar volume was up 15.8 per cent to $40.4 billion, compared with the same period in 2019. Residential unit sales were up 4.9 per cent to 53,336 units, while the average MLS residential price was up 10.4 per cent to $757,504.

But the American Journal of Preventive Medicine reports that a study of 1,566 people who exercised for one hour a week for four years had decreased knee pain compared to those who
were relatively inactive. Increased creativity, mood, and stress reduction Who does not feel better when walking a scenic path or a trail in the woods? Several studies show a reduction in cortisol, the hormone produced in response to stress, among people who walk in the woods. If you want to get creative, the Journal of Experimental Psychology suggests “give your ideas some legs.” But how much walking? Years ago, a Japanese report suggested that 10,000 steps a day was the magic number for maintaining good health. This figure is easier to achieve during good weather months. Harsimrat Badal resigns from Union Cabinet in protest against farm bills New Delhi (IANS): The Bharatiya Janata Party (BJP) failed to stop Harsimrat Kaur Badal from exiting the Narendra Modi-led NDA government, even as it had roped in its key strategists to prevent the exit of the lone Akali Dal minister. This is the first resignation in Modi’s second term. Badal, who was the Minister for Food Processing, belongs to Shiromani Akali Dal (SAD) -- one of the oldest constituents of the BJPled National Democratic Alliance. In a tweet, she said: “I have resigned from the Union Cabinet in protest against anti-farmer ordinances and legislation. Proud to stand with farmers as their daughter and sister.”
She called the agriculture-related bills introduced in the Monsoon Session of Parliament “anti-farmer”.
Harsimrat Kaur, in her resignation submitted to Prime Minister Narendra Modi, described her party and farmers as synonymous with each other, and that it could not compromise on the interests of farmers. Even as the BJP was constantly trying to convince Harsimrat Kaur and the SAD, it did not succeed. In a press conference on Wednesday, BJP President J.P. Nadda had said that the party had held talks with the SAD over the agriculture-related bills and that confusion is being spread over the bills. He also said that party is in talks with its ally and all the confusion would be cleared.
However, on Thursday, Harsimrat Kaur walked out of the cabinet as the bills were introduced in the Lok Sabha. The SAD was opposing all three bills related to agricultural reforms right from the beginning. Its Rajya Sabha Chief Whip Naresh Gujral on Wednesday had directed the party MPs to vote against them. BJP sources told IANS that talks were on between the party strategists and the SAD over the issue, and that the party had engaged a leader of its Punjab unit for negotiations along with its ally. Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Thursday dubbed Harsimrat Kaur Badal’s decision to quit the Union Cabinet as part of the “long chain of theatrics” being enacted by the Shiromani Akali Dal (SAD) which has still not quit the ruling NDA despite the slap on their face by the central government over the farm bills. Questioning SAD’s decision to continue to remain a part of the BJP-led NDA coalition at the Centre, the Chief Minister said even Harsimrat’s resignation was nothing more than a gimmick to befool the farmers of Punjab. “But they (the Akalis) will not succeed in misleading the farmers,” he said, calling it a case of “too little, too late.” Harsimrat’s resignation from the Union Cabinet has come too late to be of any help to Punjab and its
farmers, said the Chief Minister. Had the SAD taken a stand earlier and supported his government against the ordinances, the situation might not even have come to such a pass, and the Centre might have thought 10 times before introducing the ordinances and pushing the anti-farmer legislations in Parliament, he added. Many engaged in confusing farmers: Prime Minister Modi New Delhi (IANS): Amid the row over three agriculture reform bills that led to one of his Cabinet colleagues quitting on Thursday, Prime Minister Narendra Modi assured farmers that the system of MSP and government procurement will continue. Commenting on the opposition his government is facing over the bills, the Prime Minister said “many powers are engaged in creating confusion among the farmers”. “The passage of historic agrarian reform bills in the Lok Sabha is an important moment for the farmers and agriculture sector of the country. These bills will truly free the farmers from middlemen and all obstacles,” Modi said in a series of tweets. “This agrarian reform will provide new opportunities for farmers to sell their produce, which will increase their profits. This will give our agriculture sector the benefit of modern technology, while empowering the farmers. “There are many power trying to confuse the farmers. I assure my farmer brothers and sisters that the system of MSP and government procurement will continue. This bill will actually provide many more options to the farmers. They are truly empowering.”
Narendra Modi Modi’s statement comes amid Shiromani Akali Dal leader Harsimrat Kaur Badal’s resignation as Union Minister. Harsimrat Kaur was the Minister for Food Processing. Her party is one of the oldest constituents of the BJP-led National Democratic Alliance. In a tweet, she said: “I have resigned from the Union Cabinet in protest against antifarmer ordinances and legislation. Proud to stand with farmers as their daughter and sister.” She called the agriculture-related bills introduced in the Monsoon Session of Parliament “anti-farmer”.

India borrowed from Beijing-headquartered bank month after Galwan clash New Delhi: Even as the External Affairs Ministry blamed the Chinese for the flareup on the Line of Actual Control (LAC), the government again confirmed that it had taken loans from Beijing-headquartered multilateral banks after the Galwan Valley clash on June 15. One of the loans was taken over a month after the clashes, according to official social media posts of the Union Finance Ministry. The Finance Ministry had stated on June 18 -- three days after the Galwan Valley clash—that India had opted for a $750 million loan from the Beijing-headquartered Asian Infrastructure Investment Bank (AIIB) to strengthen its response to the adverse impacts of COVID-19 on poor and vulnerable households. The government can claim that the processing of the loan took place before the clashes. But it has also come to light that the Centre also signed a $ 500 million agreement with AIIB on August 24 to improve the network capacity of Mumbai’s suburban railway system. Despite the bad blood with China, India’s borrowing programme proceeded on a
parallel track. Finance Minister Nirmala Sitharaman attended the annual meeting of the AIIB Board by video conferencing where the Chinese President was the star speaker. AIIB is the brainchild of Chinese President Xi Jinping and was set up in 2016 as an alternative to the World Bank and the Asian Development Bank, dominated by the US and Japan. It is aimed at mainly promoting the One Belt and One Road (OBOR) Initiative but now has a wide membership base of 103 countries, including India which has 8 per cent stake in the venture. India has also borrowed from the Shanghai-based New Development Bank (NDB), promoted by the BRICS countries. In May, India had taken a $ 500 million COVID-19 project from AIIB and had also borrowed $ 1 billion from NDB. In rupee terms, the two China-led banks have so far lent India Rs 17,000 crore to fight the aftereffects of COVID-19. Opposed by the US, the AIIB has approved loans to about 20 countries, including Nepal and Bangladesh in India’s neighborhood.
Mumbai-Ahmedabad bullet train project to create more than 90,000 direct, indirect jobs New Delhi (IANS): Prime Minister Narendra Modi’s ambitious 508-km Mumbai-Ahmedabad high speed rail project, popularly known as ‘bullet train project’, will create more than 90,000 direct and indirect jobs during the construction phase. National High Speed Rail Corporation Ltd (NHSRCL) spokesperson Sushma Gaur said, “The Mumbai-Ahmedabad high speed rail project will create more than 90,000 direct and indirect jobs in various categories during construction phase of the project which would lead to growth and prosperity of the country.” She said that more than 51,000 technicians, skilled and unskilled workforce will be required for various construction-related activities. “NHSRCL is already exploring possibilities for providing training to unskilled labourers in various construction-related disciplines like bar bending, tile laying, construction, electrical works, concreting, plastering, etc. to improve their chances of employability and better earn-
ings,” she said. She further said that the specialised training required for track laying will also be arranged by NHSRCL to the contractors’ employees. “More than 34,000 indirect employment opportunities will also be generated during the construction phase of the bullet train project,” she said. Gaur also said that 7.5 million MT cement and 2.1 million MT steel is expected to be consumed for creating 460 kms of viaducts, 26 kms of tun-
nels including a 7 km undersea tunnel, 27 steel bridges, 12 stations and many more supporting superstructures. “These industries will provide employment opportunities in various categories, linked supply chain and allied services,” she said. The NHSRCL official said that some important construction-related tenders are expected to be opened and finalised in next couple of months, which will give a boost to the economy of the nation. “These tenders are for design and construction of civil and building works involving viaducts, bridges, maintenance depots, stations (Vapi, Bilimora, Surat and Bharuch) and Surat depot, design and construction of civil and building works involving viaduct and bridges, crossing bridges, maintenance depot and station (Anand/Nadiad), and procurement, fabrication, check-assembly for 33 bridges for high speed rail corridor for crossing roads, rivers and other structures.
Gaur said that more than 64 per cent land has been acquired for the project which includes more than 82 per cent in Gujarat and Dadra and Nagar Haveli and the rest in Maharashtra. Modi and then Japanese Prime Minister Shinzo Abe on September 14, 2017, had laid the foundation stone for the ambitious Rs 1.08 lakh crore ($17 billion US) project. The initial deadline to complete the ambitious project was December 2023. The bullet trains are expected to run at 350 kms per hour covering the 508-km stretch in about two hours. In comparison, trains currently plying on the route take over seven hours to travel the distance, whereas flights take about an hour. Earlier this month, Railways CEO V.K. Yadav said that the bullet train project was progressing well but the real timeframe for the completion of the project can be gauged within the next three to six months when the status of land acquisition will be ascertained.

U.S. House resolution to name Houston Post Office for the late Deputy Sandeep Dhaliwal Washington, D.C.: This week the U.S. House of Representatives passed H. Res. 317, which would rename a post office in Houston, Texas, the Deputy Sandeep Singh Dhaliwal Post Office. The Sikh Coalition, which consulted with Dhaliwal’s family and worked with Congresswoman Lizzie Fletcher (Democrat – Texas) to honor Dhaliwal’s service, supports this bipartisan act and looks forward to the Senate hopefully passing the resolution by the end of the year.
Dhaliwal was killed during a traffic stop in northwest Houston on September 27, 2019. He originally joined the Harris County Sheriff ’s Office in 2009; in 2015, he secured a historic, first of its kind accommodation to wear his Sikh articles of faith while serving in uniform. “My son was beloved by all in his community, and performed his job and participated in seva (selfless service) with respect, dignity, and care,” said Pyara Singh Dhaliwal, Dhaliwal’s father. “He lived as a symbol of the strength that
comes from diversity and unity, and this building will serve as another permanent reminder of how much he meant to our family and the people of Houston. We are so thankful for this effort to honor his legacy and his commitment to our city.” For the past year, the Sikh Coalition has been working alongside Texas lawmakers, Houston community leaders, and the Dhaliwal family to recognize Dhaliwal’s legacy and impact on the Houston community. On October 28, 2019, a congres-
sional resolution was introduced in the House honoring him. The Sikh Coalition said it is also grateful for the hundreds of community members across the country who thanked their lawmakers for this and Congresswoman Fletcher’s resolution. “The recognition of Deputy Dhaliwal’s legacy by naming a federal building in his honor is a historic and deeply meaningful acknowledgement for the Dhaliwal family and Sikh community,” said Sim J. Singh, Sikh Coalition Senior Man-
ager of Policy and Advocacy. “We are grateful to work alongside Texas lawmakers in this year-long effort, and trust that this recognition will further help Americans appreciate that diversity and inclusion remain our nation’s greatest strength.” Following this successful passage in the House, this resolution is expected to now move to the U.S. Senate for a vote and ultimately to the White House for signature by the end of the year.
5 cases of illegal transfer of defence land in last 3 years being probed New Delhi (IANS): Five cases of illegal transfer of 36.30 acres of defence land have come to the notice of the defence ministry in the last three years, Minister of State for Defence Shripad Naik said in Parliament on Wednesday. The minister in a reply to Ravi Kishan and others in the Lok Sabha said, “Directorate General of Defence Estates (DGDE) has informed that 05 cases have come to notice, in the last three years (i.e. from 01.09.2017 to 31.08.2020). Total area involved is 36.30 acres.” In two cases pertaining to Haryana’s Narnaud Hisar (area 29.99 acres) and one pertaining to Punjab’s Muktsar, (area 6.05 acres), the respective state governments claimed the defence land. In all these cases the matter has been challenged by the Defence Estates Officer concerned and is presently sub-judice in the court of the respec-
tive divisional commissioners. In the two cases in the Union Territory of Jammu and Kashmir’s Badamibagh Cantt (area 0.26 acres) the illegal transfer of defence land by private persons through sale deeds has been challenged by filing a suit in the District Court by the Defence Estates Officer. Another instance has been noticed where an attempt was made to illegally transfer 11.10 acres of defence land in Bengaluru to the Bangalore Metro Rail Corporation. “Based on the FIR lodged in the case, the said transfer has been stayed,” the Minister said. He said that in cases of attempts of illegal transfer based on the nature and circumstances of the case, FIRs and criminal cases have been filed against the sellers and purchasers and the courts have been approached to set aside such transactions.
“Competent Revenue authorities have also been approached for not effecting mutation of such transactions. Such transactions are not recognised and no mutation in defence land records are effected,” he said. The minister stated that to prevent such incidences in the future, various steps have been taken. The defence land across the country has been surveyed by Defence Estates Officers and Chief Executive Officers to clearly demarcate defence land to enable the Services and users to physically protect it. “Matter has been taken up with the state government vigorously at all levels to mutate remaining defence land in the revenue records,” he said. Suggestions have been made by the Ministry to the Department of Land Resources for amending the Registration Act to make it mandatory for the Sub-Registrar to obtain a
‘NOC’ from the defence authorities prior to effecting registration of land located in Cantonments and Military Stations. Wherever such an incidence is reported, immediate legal action is taken to protect the interest of the Government. Computerisation of defence land records contained in General Land Registers (GLRs) and Military Land Registers (MLRs) with the use of Raksha Bhoomi Software has been done extensively. “Strengthening of defence land management by way of digitisation of land records, survey, demarcation and verification of defence lands and land audit,” the minister said. The computerization of defence land records under the project ‘Raksha Bhoomi’ was undertaken by the Directorate General of Defence Estates in association with the National Informatics Centre.
No plan to allow private sector in nuclear power, government tells Lok Sabha Chennai (IANS): The central government on Wednesday told the Lok Sabha that it has no plan to allow non-governmental/ private sector into nuclear power generation. The Centre also said that it had given administrative approval and financial sanction for building 12 nuclear power reactors in the country with an aggregate
generation capacity of 9,000 MW. Of these, 10 will be indigenous 700-MW pressurised heavy water reactors (PHWR) and two light water reactors (LWRs) with Russian cooperation, Minister of State for Atomic Energy Jitendra Singh told the Lok Sabha in a written reply. The 10 PHWRs will come up in Chutka in Madhya Pradesh (2x700 MW), Kaiga in
Karnataka (2x700 MW), Mahi Banswara in Rajasthan (4x700 MW), and Gorakhpur in Haryana (2x700 MW). The two 1,000 MW LWRs will come up in Kudankulam in Tamil Nadu. Answering another question, Singh said India currently has 22 nuclear power reactors with a total capacity of 6,780 MW. In addition, nine reactors, with a total ca-
pacity of 6,700 MW are presently under construction. The capital investment for the nuclear power projects is being funded with a debt to equity ratio of 70:30. The equity part is funded from internal resources of Nuclear Power Corporation of India Limited (NPCIL) and government budgetary support.

ation due to COVID-19, and the challenges before the state government to deal with the situation. We also held talks on the Central government’s ill-treatment of the state and non-payment of GST. Following this meeting, the Chief Minister and the state Congress chief have presented a memorandum to the Governor in which the issue of farmers and the Agri Bill which has been lying pending to be passed in Parliament were raised. Q: Punjab is a challenging state. There are three groups within the state: one is of the Chief Minister, the other is of Partap Singh Bajwa, the former PCC president, and (the third is of) Navjot Singh Sidhu. How will you manage them? Rawat: We are a democratic party. Captain (Punjab Chief Minister) is our tallest leader in the state, but all these individuals are strong pillars of the party. Navjot Singh Sidhu is an asset for the party, not just in Punjab but in the whole country. If there is any lack of coordination, I will sit and ensure there is a proper coordination between the party and the government. That’s the job of a party incharge. Q: You are an old political hand but the situation and the state is different as the leaders of the party are demanding the removal of the Chief Minister. Rawat: There is no such issue in the party. As to the question of differences, everyone would be taken on board to discuss the differences and resolve them. Q: During the campaign for elections, former Congress President Rahul Gandhi said that the drug cartel will be finished and now there is a sense in the party that these cartels are being protected from inside the party... such as the hooch tragedy. Rawat: The Chief Minister is very serious on this issue and those who are responsible will not be spared whether they are from the party or from the outside. And from what I understand, there is nobody from the party but whoever is responsible will be punished as they are enemies of the society, and our
Harish Rawat government will work against these people. Q: Will you be holding any meeting with party leaders such as Navjot Sidhu, Bajwa and others? Rawat: I have met Captain, and Bajwa in Delhi. I am looking forward to meeting more people in the coming days and you will see everybody will be working along. I will be visiting the state next week. Q: Ahead of the organisational reshuffle there has been a “letter controversy”. Your comments? Rawat: These are internal affairs of the party and there has been a long discussion in the working committee. There is now a central election authority which will conduct elections in the party. Q: Do you wish Rahul Gandhi to take over as party president? Rawat: Rahul Gandhi has been at the forefront in exposing the government and the party believes that he should take over the leadership. Though he is not the party president officially, he is the driving force against the government, and the face of the Opposition. He is asking the Narendra Modi-led government tough questions, and also has the capability to fight for the party. Q: You have become the in-charge of Punjab. What about Uttarakhand? Rawat: Everybody has his heart in his motherland but the responsibilities which I have been given by the party are also important and I will fulfil them.

Akalis trying to divert attention from farm bills: Punjab Congress Chandigarh (IANS): Slamming the SAD for its concerted attempts to divert the public attention from its failure to protect the rights and interests of the farmers, Punjab Congress leaders on Thursday said the party was totally in unison over the farm bills in sharp contrast to the Akalis. They were reacting to the statement of Shiromani Akali Dal (SAD) spokesperson Daljit Singh Cheema over the fact that the Chief Minister had led a delegation on Wednesday to submit a memorandum to the Governor on the issue ‘instead of directing his MPs to express solidarity with the farming community by voting against the agriculture ordinances’. “The Congress MPs have been fighting against these dangerous anti-Punjab ordinances from the outset and knew which way to vote, unlike those of the SAD, whose MPs were totally lost due to the total lack of clarity or direction from their leadership, which has been changing its
stance on key issues to suit their personal interests,” said Manish Tewari, himself an MP. He was joined by PPCC President, Sunil Jakhar, and Cabinet Ministers, Manpreet Badal, Sukhjinder Randhawa and Bharat Bhushan Ashu. The Congress MPs, not just from Punjab but around the country, had voted against the bills, which, unfortunately, the BJP-led NDA, of which the Akalis continue shamelessly to be a part, succeeded in passing through brute majority in the House by a voice vote, they said in a statement. The Congress MPs already had clear directions from the party leadership, including Amarinder Singh as well as the high command in Delhi, on the party’s stand on the ordinances, which the Akalis openly and clearly supported at the time of their introduction, they said. “Why would they need new directions, given that there had been no change in Amarinder’s or
Hundreds of farmers block highways in Punjab, Haryana Chandigarh (IANS): Angry over three agriculture-related bills, hundreds of farmers blocked major highways in parts of Punjab and Haryana on Wednesday to demand that the proposed laws should not be pursued in Parliament. “The MPs who support the farm bills in Parliament will not be allowed to enter the villages,” said Bharatiya Kisan Union (Lakhowal) General Secretary Harinder Singh Lakhowal. He said members of his outfit along with those from other farmers’ organisations blocked roads, mainly national highways, at several places in Punjab. There were reports of farmers blocking highways in Haryana also. In Punjab, a sit-in was started by protesters outside Chief Minister Amarinder Singh’s residence in Patiala town and also outside former Chief Minister and Akali Dal leader Parkash Singh Badal’s residence at his native Badal village in Muktsar district. Farmers from both the states also staged a protest at the Jantar Mantar in New Delhi against

Parliament, they added. “The Congress, with its principled stand on the issue all through, did not need to issue any such whip,” said the Congress leaders, adding that ‘these theatrics by the SAD would not help undo the damage they had already done to the farmers of Punjab and, in fact, the entire country’. “The Congress will continue to fight against these Legislations within and outside Parliament and will not get sidetracked by the SAD drama,” the ministers asserted.

A heavy police presence was seen at various places in Haryana and Punjab to maintain law and order in view of the protest by farmers. Punjab Chief Minister Amarinder Singh appealed to the farmers not to stop traffic or violate Section 144 of the CrPC (Criminal Procedure Code) in the state over the agriculture bills, but made it clear that no cases would be registered against them as “they are fighting for their lives”. FIRs already registered against farmers protesting in violation of Section 144 would be with-
drawn, said the Chief Minister on Wednesday. He was talking to media persons outside the Governor’s House after submitting a memorandum against the anti-farmer bills on behalf of the Punjab Congress. The ordinances would pave the way for ending the Minimum Support Price (MSP) regime, which will spell doom for Punjab, and in fact the whole nation, he added. Amarinder Singh urged the farmers to take their protests to Delhi, on the doorsteps of the central government, and assured them of Congress support in their fight.

Subtle Polestar script adorn the brake calipers and in the form of very discreet badges. Performance figures come in at around 0-100 km/h in a not too shabby 4.6 seconds. Note the: the V60 PE can reach speeds of up to 130 km/h on electricity alone. To sum up, $82,300 is a lot of money to spend on a wagon, but the Polestar Engineered is specification is pretty awesome with its key attributes of enhanced hybrid technology power, performance. Auto review By Veeno Dewan The 202 Ford Ranger is the Blue Ovals 2019 entry back into the compact truck segment – a fitting replacement for the much loved older version. Not many changes for 2020, the exterior styling on the Ranger is still a high point. Short overhangs, a high beltline, steeply raked cabin windshield, trapezoid black honeycomb grill, and big fenders complete a contemporary visage. Our tester looked fabulous in its shockingly bright, Rapid Red Metallic paint. All Rangers in Canada are 4×4 equipped. The Ranger model lineup features: XL 4x4: $29,993, XLT 4x4: $33,926, XLT 4x4 and the Lariat 4x4: $39,407. Options and stands alone extra’s will increase the price substantially. The XLT Lariat as tested had a five-foot box, five seats, and four conventionally opening doors. The engine powering the Ranger is the second generation Ford 2.3L twin scroll turbocharged Ecoboost four-cylinder, making 270 horsepower and 310 lb.-ft. of torque. It’s mated to a ten-speed automatic.—there is no manual transmission option. The Ranger can carry up to 1,650 lb of cargo with the short bed Crew Cab 4 x 4 configuration, and 1,560 lbs for the SuperCrew. All Ranger models have a maximum towing capacity of 7,500 lbs, (When properly equipped with tow package) which Ford says is best-in-class. The Ranger’s cabin design is neat and well organized. Kudos to Ford for ensuring there are proper button or knobs for major functions as well as a touchscreen. The dash is neat and uncluttered with nice big dials for stereo volume and tuning. The infotainment system is powered by the latest version of Ford’s excellent SYNC3 system with an 8.0-inch touchscreen. Apple CarPlay and Android Auto connectivity is also included. For off road performance, note, the 4×4 system is part-time and for less traction situations.
