Trudeau slams RCMP for ordering bearded officers off the road THE VOICE on Wednesday was the first to report that RCMP sources had told us that “all bearded officers – and that would include Sikh and Muslim officers who keep beards as part of their religious beliefs – have been taken off the road and moved to desk jobs.” The next day, the World Sikh Organization reacted to the news, saying that they had been contacted by affected Sikh officers back in April. And federal Public Safety Minister Bill Blair’s spokesperson told The Globe and Mail that the matter had been raised with the RCMP, and it was expected that it would be rectified as quickly as possible. On Friday, CTV reported that Prime Minister Justin Trudeau said: “The presence of diverse Canadians in our police forces and in all our systems of authority is something extremely important for all Canadians, and it is something that I certainly hope the RCMP rectifies quickly and it shouldn’t have happened in the first place.” He added: “I was very disappointed to hear of this issue with the RCMP because I do know

More importantly, a significant minority (35%) of those voters who intend to vote BC NDP in this current election are opposed to the idea of an early election, but that includes only 7% who are strongly opposed. As expected, the vast majority of BC Liberal voters (77%) and BC Green voters (73%) are opposed to the election being called early.

ALTHOUGH intentions to vote BC NDP have declined slightly since June 2020 (when 47% intended to vote BC NDP), the party still remains firmly in the lead. If an election were held tomorrow, 42% of decided voters would vote BC NDP, compared to 29% who intend to vote BC Liberal. A further 16% would vote BC Green, and 12% intend to vote for the BC Conservatives. Currently the undecided vote stands at 20% of intended voters, and when asked which way they are leaning, voting intentions are led slightly by the BC NDP (20%), followed by the BC Liberals at 17%, the BC Greens at 9% and the BC Conservative Party at 6%; the remaining 46% are truly not sure at this point. As Insights West found in their last voter intention poll in June, there is a measurable advantage that the

BC NDP has in that they are leading in every demographic category from males (38%), females (46%), and voters of different ages (48% of 18-34 years, 42% of 35-54 years , and 38% of 55+ years) and every region in the province as well. Voter certainty is a significant factor in actual election outcomes, and at this point both the BC NDP and BC Liberal parties enjoy equal levels of certainty in the number of voters in each camp who are very certain they will vote for the party they’ve chosen – 61% of those who intend to vote BC NDP are “very certain” and 65% for the BC Liberals are “very certain”, while the sample size is too low for decided voters for BC Green and BC Conservatives to draw conclusions. A further 31% BC NDP voters are “somewhat certain”, and 29% of BC Liberal Voters are “somewhat certain”, and both parties have only a handful who say they might change their mind come election day. IN terms of potential election platforms that voters will listen to the leaders closely on in the weeks to come, there is no surprise that COVID-19 remains firmly entrenched as the number one issue on voter’s minds as 38% say it’s the number one issue facing our province today (up 3 percentage points since June). The economy and jobs together are also a key issue (15%), as are housing prices (14%). Sev-

eral other issues could also surface as a potential election issues, including the environment (7%), healthcare (5%), homelessness (4%), and the opioid crisis (4%). BC Liberal voters place a much higher priority on economy and jobs (29%) compared with BC NDP (8%) or BC Green (7%) voters. Even with the early lead in the election campaign, election night itself could have an interesting twist because at this early stage because our poll indicates that BC Liberal voters are more likely to cast a ballot in-person (58%), while BC NDP voters are more likely to send mail-in ballots (54% mail-in versus 46% in-person), suggesting that if the election is close, we might not know the results until days after election night. Currently half of total voters in British Columbians (52%) indicate that they are planning to vote in person and just under half intend to vote by mail (48%). It is not clear that voter sentiment indicates a change in government in BC is needed, as only 48% of decided voters feel that we need a change in government, and a similar number that disagrees (43%). A large number of decided voters (82%) feel that Horgan is calling an election because he feels he can win a majority yet at the same time many agree that calling an election early will enable the BC NDP to have a stronger mandate to help govern during the pandemic

(41%). Most (61%) of BC residents believe an election can be held without compromising the safety of voters, but that leaves a large minority who disagree (31%). “In the early stages of this race, it appears that despite public opposition to the snap election, voter intentions have not shifted dramatically” says Steve Mossop, President of Insights West. “Approval ratings for Horgan are among the highest of any sitting premier, and our previous government report card (June) indicated that his government has received top marks for its handling of COVID-19 as well as many other government files. The question is whether Horgan will be forgiven for calling an early election, and whether COVID-19 infection levels are able to be contained during the election period. However, many elections have been lost or won during an election campaign despite early public polling numbers, and we still have a long way to go before the final ballots are tallied.” Results are based on an online study conducted from September 22 – 23, 2020 among a sample of 1000 BC residents. The margin of error—which measures sample variability—is +/- 3.1 percentage points, 19 times out of 20. Discrepancies between totals are due to rounding. Shooting in Surrey’s Cloverdale THE Surrey RCMP General Investigation Unit (GIU) is investigating a shooting which occurred on Thursday night in Cloverdale. On September 24, shortly before 10:30 p.m., Surrey RCMP received reports

of shots heard in the 19000-block of 64th Avenue. Officers found evidence confirming a shooting had occurred. The suspect(s) fled the area prior to police arrival and there were no signs of anyone being injured as a result of

the shooting. Police said that early indications are that this shooting was a targeted incident and there is no ongoing threat to the public. Anyone with information or dash-

Premier John Horgan: Surrey Police transition is up to municipality PREMIER John Horgan on Thursday in a statement said: “Public safety and policing is a critical issue for people in Surrey. They deserve to feel safe in their community, and I and everyone in my caucus take this issue very seriously. That’s why we’ve invested in public safety and crime prevention programs such as those that target guns and gangs in Surrey, and across the province. “Two years ago, Surrey City council voted to end their contract with the RCMP and transition to a municipal police force. The law in our province is crystal clear: large cities like Surrey have the right to determine how police services are delivered and we are acting in accordance with the law. “Andrew Wilkinson and The BC Liberals are now trying to play politics but their Surrey MLAs have repeatedly acknowledged that this decision is up to the municipality. Our responsibility in government is to ensure any change is done in a way that prioritizes public safety. That’s what we’ve focused on.”

all know that the city of Surrey unanimously decided, as a council, that they wanted to change their police force about a year and a half ago. We now know that the government has done the right thing here” (Feb 13, 2020 Hansard) MLAs Stephanie Cadieux and Tracy Redies said: “We don’t want to comment on the merits of a municipal force over the RCMP or vice versa. We do want to say thank you to the men and women in uniform that keep us safe and contribute so much to our community. We respect that this is by statute, a municipal decision to move forward.” (July 6, 2020 Facebook) The NDP said: “Andrew Wilkinson and his BC Liberals can’t have it both ways. His Surrey MLAs say one thing, he says another. The people of Surrey deserve better than this dishonesty

1. Surrey Mayor Doug McCallum and seven of his Safe Surrey Coalition members won the election fair and square on the pledge that they would form a Surrey police force to replace the RCMP. In fact, all the eight new Councillors, including the lone one from Surrey First, voted to ditch the RCMP at the very first Council meeting. 2. The Police Act says that any city with a population of more than 5,000 can decide what type of police force they want. So, when the City of Surrey approached the Provincial Government with its proposal, the latter had no option but to give the go-ahead. In spite of three Councillors ditching McCallum’s group, the mayor still controls the majority vote in Surrey Council. 3. Among the tactics that the proRCMP forces started resorting to was the call for a referendum on the change in policing. However, legally, only the City can authorize such a referendum – the Province or the federal government cannot. Yet despite this fact, the RCMP bosses have been apparently inciting their supporters to carry on with that demand.

South Asian Bar Association North America mourns U.S. Supreme Court Justice Ruth Bader Ginsburg THE South Asian Bar Association of North America (SABA) on Sunday said that it joins the nation in mourning the loss of U.S. Supreme Court Justice Ruth Bader Ginsburg. Justice Ginsburg passed away Friday evening after a long battle with cancer. SABA extended its deepest condolences to Justice Ginsburg’s family and friends. “Justice Ginsburg was a historic trailblazer, fighting for equality and justice, until her dying day,” said SABA President Rippi Gill. “While we deeply mourn Justice Ginsburg’s passing, we also celebrate her life and indomitable impact on our society. She paved the way for so many of us. She was a pioneering advocate for women’s rights and became the outspoken voice for so many without one, always demanding unequivocal equal protection under

the law in every respect. It is with heavy hearts that we now say goodbye to a titan, but we will carry Justice Ginsburg’s legacy with us and never stop fighting for what is right.” “Justice Ginsburg led an exemplary legal career. Among her prodigious accomplishments before her tenure on the U.S. Supreme Court, Justice Ginsburg is most known for being instrumental in launching the Women’s Rights Project of the American Civil Liberties Union. She was appointed a Judge of the United States Court of Appeals for the District of Columbia Circuit in 1980. President [Bill] Clinton thereafter nominated her as an Associate Justice of the U.S. Supreme Court, and she took her seat in 1993. In doing so, Justice Ginsburg became the second woman to serve on the highest court in the land.

IRCC speeding up processing for spousal applications MARCO E. L. Mendicino, federal Minister of Immigration, Refugees and Citizenship, on Thursday announced the speeding up of spousal application processing. He said: “We understand that the last few months have not been easy for those who are far from their loved ones in these difficult times. This is why we are accelerating the approval of spousal applications as much as possible. Our government will continue to find new ways to keep families together.” Immigration, Refugees and Citizenship Canada (IRCC) has increased the number of

decision makers on spousal applications in Canada by 66% to process spousal applications more quickly and reduce couples’ wait times. IRCC is leveraging new technology in a pilot to digitize paper applications so they can be processed more efficiently by IRCC employees working remotely and at various worksites. In addition to implementing facilitative biometrics measures, IRCC will be piloting, in the upcoming weeks, technology to conduct interviews with applicants remotely, in adherence with public health protocols. With these initiatives, IRCC

aims to accelerate, prioritize and finalize approximately 6,000 spousal applications each month from October until December. Combined with processing to date, this rate will lead to about 49,000 decisions by the end of this year. Sikh, Muslim and other bearded officers demeaned by clueless RCMP leadership CONTINUED FROM 1

THE VOICE’S REPORT ON WEDNESDAY RCMP sources told The VOICE on Wednesday morning that all bearded officers – and that would include Sikh and Muslim officers who keep beards as part of their religious beliefs – have been taken off the road and moved to desk jobs. We called the Surrey RCMP and the BC RCMP media section multiple times and informed them why we were calling, but they seemed at a loss about what to say. We were told that Sikh, Muslim and other officers are extremely disturbed about this racist move – the excuse is reportedly about wearing masks in a safe manner. But the shocked of-

ficers want to know why other police departments and other outfits across Canada have not done this. Former solicitor general Kash Heed lashed out at the RCMP, wondering if London’s Metropolitan Police was following the same policy. He said if this is COVID-19-related, why aren’t the RCMP taking direction from Canada’s Chief Public Health Officer Dr. Theresa Tam or B.C. Provincial Health Officer Dr. Bonnie Henry? “We have air force pilots, military personnel, crowd control officers, firefighters and police all over the world that have beards related to their faith that wear masks. Why is the RCMP so unique?” he added. This appears to be just another blunder by RCMP Commissioner Brenda Lucki and the senior RCMP management and is bound to lead to more racism against Sikhs and Muslims by racists who just need any excuse to attack others. Following The VOICE’s report on our website voiceonline.com on Wednesday (September 23), other media also started reporting on this and the World Sikh Organization responded on Thursday. THE RCMP, after much internal discussion, responded on Wednesday afternoon sending the following email to The VOICE: “You are correct that members who have shaving exemptions for medical or religious reasons have been impacted by our need to wear Personal Protective Equipment (PPE) in response to COVID-19. The health and safety of our employees is a top priority for the RCMP. Safeguarding their well-being is an essential obligation as an employer and is critical to the safety of the public. “We have heard the concerns of our members regarding the lack of safe facial Personal Protective Equipment (PPE) members with beards. As a direct result of these concerns, we have assessed a number of possible alternative PPE options that would not require a clean shaven face. “Unfortunately, there is presently no evidence of a safe and proven alternative to the currently approved PPE that meets the unique uncontrolled setting in which our front-line members operate and that adheres to occupational health and safety regulations. “That being said, we are concerned that our members are unable to serve in the capacities

Kash Heed: Lashing out at the RCMP. they wish to, and we will continue to explore options as they arise. “We value the dedication and commitment that all of our members have for our organization, and we are striving to ensure these officers are reassigned to meaningful work with other units. “We believe that all roles provide value to the organization and to the communities we serve, particularly in the wake of this global pandemic.” WSO REACTION ON Thursday, the World Sikh Organization of Canada said it is disappointed by the RCMP’s refusal to accommodate bearded Sikh officers. The officers have been removed from frontline policing duties since March 31 due to their religiously mandated facial hair. The affected officers have been placed on desk duty for almost six months as the RCMP says that the N100 mask does not seal with facial hair. The wearing of the mask, however, is not mandatory and left to front line officers’ discretion and only necessary after an assessment of risk factors. The WSO was contacted by affected Sikh officers in April 2020. The officers reported that they had been reassigned to administrative duties which many find less than meaningful. No attempt has been made to accommodate Sikh officers with alternative PPE that would work with their religiously mandated facial hair.

The refusal of the RCMP to accommodate Sikh officers is particularly concerning given that Sikh officers serving in other police forces across Canada continue to serve on the frontlines and have not been removed from their duties. It is unclear as to why the RCMP is requiring members to be fitted for the N100 when medical professionals have been advised both by the provinces and federally that regular medical masks will suffice, unless they are involved with an aerosol generating medical procedure (AGMP), in which case an N95 will be needed. There is no apparent reason as to why the RCMP requires a more stringent standard than medical professionals. The WSO wrote to federal Public Safety Minister Bill Blair and RCMP Commissioner Brenda Lucki in early June requesting that they intervene to resolve the situation. WSO has also written to Public Services and Procurement Minister Anita Anand and Innovation, Science and Technology Minister Navdeep Bains requesting their assistance in resolving the situation. No response was received from the ministers’ offices. In a response to the WSO dated July 1, 2020, Gail Johnson, Chief Human Resources Officer for the RCMP, confirmed that bearded Sikh officers remained on desk duty and that the RCMP “value the dedication and commitment that Sikh members have for our organization and regret that members find the duties they have been temporarily assign to in the wake of COVID-19 unfulfilling”. WSO President Tejinder Singh Sidhu said: “The RCMP are the only police force in Canada that refuse to accommodate bearded Sikh officers. Sikh RCMP officers have patiently waited for almost six months to be returned to active duty however, there has been no desire on the RCMP’s part to address this situation. There is no reason that the RCMP should require a higher standard of PPE protection than any other police force in Canada or even medical front line workers. Sikh officers continue to serve in every other police force in Canada. “Taking Sikh officers off the front lines is inappropriate and constitutes discrimination. “We have tried for months to assist the affected RCMP officers and advocate on their behalf but with no success and no response from the federal government. The discrimination against bearded Sikh officers must end immediately.”

complete, on average. “Our government is committed to ensuring that regardless of your immigration status, if you’re working in B.C., your rights and protections are the same as any worker,” said Harry Bains, Minister of Labour, on Sunday. “These important protections for vulnerable workers in our province are long overdue and will ensure they are not taken advantage of.” B.C. has created the registration requirement to ensure fair working conditions for all workers in the province. This means people from abroad who come here are paid for the hours they work, have a job description that matches the work they perform and ensures their rights and safety are protected while on the job. “Temporary foreign workers are integral to our agricultural sector and B.C. relies on them for important jobs like harvesting the crops we depend on for our daily meals and to build our province’s food security,” said Lana Popham, Minister of Agriculture. “The new registration requirement for employers will help ensure foreign workers are fairly treated.” The registration requirement will allow the Province to identify which employers hire temporary foreign workers and will enable inspection of those

Until now, there has not been a system that registers and certifies employers who hire workers from other countries. “Caregivers arriving in B.C. as foreign workers have sacrificed so much to care for our children and our loved ones. This employer registry is a powerful step forward in ensuring that they are protected, valued and continue to thrive here,” said Marla Brock, CEO of Kidcoover, a child care agency. “For all that these workers do to move our economy forward, we must always champion initiatives that raise awareness of their rights and protections and keep their employers within the sightlines of government.” This employer registry is the final step in implementing the Temporary Foreign Worker Protection Act, passed in fall 2018. Last year, B.C. established a

licensing requirement for recruiters of foreign workers and launched the recruiter registry. Approximately 150 recruiters in B.C. are licensed and in good standing. These actions, like the Temporary Foreign Worker Protection Act, the recruiter registry and the employer registry provide transparency into recruiting, hiring and employing foreign nationals. These changes strengthen the protections government has put in place, make it easier to find employers who mistreat workers and level the playing field for lawabiding employers. Quick Facts * When in force, an estimated 5,000 employers are anticipated to require an employer’s certificate of registration to hire temporary foreign workers in B.C. * With this new process, B.C. joins other provinces in Canada that have registration requirements for employers of foreign workers, including Manitoba, Saskatchewan and Nova Scotia. * Under the federal government’s Temporary Foreign Worker Program, employers can hire foreign workers to fill temporary labour and skills shortages.

Woman arrested after stabbing in East Vancouver parking lot

VANCOUVER Police have arrested a woman in her 30s after an attack in an East Vancouver parking lot that injured three people. At around 12:15 p.m. on Sunday, a 47-year-old woman and her husband were walking in the Safeway parking lot near East Broadway and Commercial Drive when she was suddenly stabbed. The woman’s husband,

along with a customer and two Safeway staff members, were able to hold the female suspect until police arrived minutes later. The stabbing victim was rushed to hospital with what is now believed to be non-life-threatening injuries. Two of the men who helped out also received relatively minor injuries. “Based on the initial investigation, the suspect did not know,

or have previous contact with any of the victims,” said Constable Jason Doucette. “We are very thankful for the brave actions of those who intervened to stop this woman from escaping.” The suspect, a 38-year-old Vancouver woman, is currently in hospital being medically assessed. The investigation into the incident is ongoing.

My name is Gulzar Cheema and I’m your B.C. Liberal candidate from the riding of Surrey-Panorama, where I not only live with my family but also have been operating my medical practice for over twentyfive years. I am also a Clinical Assistant Professor for the Department of Family Practice at the University of British Columbia. After studying medicine in Punjab, I moved to Canada and worked towards my license to practice medicine. Surrey RCMP seek witnesses or dash-cam footage in connection to Thursday shooting THE Surrey RCMP Serious Crimes Unit (SCU) is asking anyone with information about a suspicious circumstance to come forward. On Thursday (September 24) at approximately 5:45 p.m., a man

suffering from a gunshot wound attended a Lower Mainland hospital for assistance. After determining a nexus to a residence in Surrey, RCMP were called to investigate shortly after 11 p.m.

There were no victims on scene and police were trying to figure out what happened. Friday, September 18 * Shots were fired in the area of 212th Street and 42nd Avenue in Langley shortly after 5 a.m. Officers identified two injured victims: one, a 35-year-old man, appeared to have been assaulted and the other, a 29-year-old man, appeared to be suffering from gunshot wounds. The victims were transported to the hospital. Police say this is not believed to have been a random act. * Shortly after 7:30 p.m., the Richmond RCMP received reports of gunshots at the Manzo Itamae Japanese Restaurant at 9020 Capstan Way. Two men sustained gunshot wounds with one of the victims, 44-year-old Jian Jun Zhu, dying of his injuries. The second shooting victim, a man in his fifties, was treated for non-life-threatening injuries and has since been released from hospital. Media reports said that Zhu was allegedly a target in the province’s biggest money laundering investigation, and the person who was wounded is reportedly his associate Paul King Jin. Thursday, September 17 * At approximately 11:35 p.m. on Thursday, Richmond RCMP responded to a report of shots fired at a gas station near the intersection of No 3 Road and Blundell Road. The occupants of two vehicles, one black and one white, reportedly exchanged gunfire before departing the location at a high rate of speed. Police said that the incident appeared to be a targeted. * Surrey RCMP received calls of shots heard in the area of 194th Street and 34th Avenue on Thursday at around 8:15 p.m. Officers located a male in the area suffering from gunshot wounds. The victim was transported to a regional trauma hospital. Police said it appeared to be a targeted incident. Media reports said that a burned-out vehicle was found nearby, but police have not said if it was connected to the shooting. Wednesday, September 16 * 23-year-old Vancouver resident, Iqubal Grewal, was murdered on Wednesday evening. He was found dead in front of a house near Knight Street and East 64th Avenue near 7:30 p.m. Investigators believe Grewal was targeted. Vancouver Police ask for public’s help in Iqubal Grewal homicide VANCOUVER Police are looking for dashcam video from the public in a new area of interest related to the murder of Iqubal Grewal last week. “Investigators are making progress in this case and

are thankful for the video they have received from the public so far,” said Constable Tania Visintin on Friday. “Their investigation has led them to ask for additional video in a new area.”

Police are asking for drivers to come forward with dashcam video from September 16, captured between 7 and 8 p.m., in the area of Westminster Highway between Knight Street and Nelson Road

in Richmond. Twenty-three-year-old Grewal was murdered on September 16. He was found shot dead in front of a house near Knight Street and East 64th Avenue. Police believe his

murder is related to gang activity. Police have determined, and previously indicated, that a burned out GMC Terrain found in Richmond, shortly after the murder, is related to the

case. Anyone with additional information or dashcam video from the specified area at the specified time, is asked to call investigators at 604-7172500.

Investigating Officer Constable Buhrig subsequently issued the trio with multiple violation tickets under the COVID Related Measures Act totaling nearly $700 in fines, and the group was promptly escorted off the premises. Port Moody Police noted that as a public safety agency, as it relates to COVID-19, their first priority is to educate the public about social distancing, and other reported COVID-related concerns. “However, in this unfortunate instance, the irresponsible actions of the patrons most certainly necessitated the issuing of fines, under the COVID Measures Act,” they added.

Serious assault in Vancouver’s Strathcona Park VANCOUVER Police are investigating a serious assault in the Strathcona Park encampment and are making a plea to residents in the area to come forward with information. An unresponsive man was found in the park on Monday evening by BC Ambulance Services after an unknown person called 9-1-1. According to a witness, the man had been laying there for some time before paramedics were called. Police were alerted to the assault by hospital staff after the man was transported to hospital. “The victim is in critical but stable condition,” said Constable Tania Visintin on Wednesday.

“This is a disturbing case considering how seriously the victim was assaulted and the length of time he was laying on the ground injured without any help.” At this point, police believe the injured victim may have been on ground for up to 12 hours before the 9-1-1 call was made. The victim is believed to be in his late 20s. He has dark hair and a beard on his chin. He may be white or Indigenous. Anyone with information about the identity of the victim or the assault is asked to call VPD detectives at 604-717-2541 or Crime Stoppers anonymously at 1-800-222-8477.

ON September 19, at approximately 10 p.m., several officers from the Port Moody Police Department were dispatched to attend a local eatery at the request of restaurant staff due to the erratic and belligerent behaviour of three unwanted patrons in the establishment. Horgan announces October 24 election PREMIER John Horgan on Monday officially announced that the election will be held on Saturday, October 24. Horgan told the media that British Columbians “are worried about their future, they are worried about the impacts of COVID-19 and they want to make sure that their government is secure and stable and focused 24/7 on their needs and their hopes and their aspirations.” He said: “None of us thought this is how we would spend 2020 when it started nine months ago, but the COVID-19 pandemic has changed everything. We are in unprecedented times with challenges we could have never imagined. I want everyone to know that I have struggled mightily with this decision and it did not come easy to me. “I understand that families are concerned about their loved ones and their livelihood. I know people are uncertain and worried about the future. I understand that full well. But I want to share with you why I believe in my heart that now is the time to have an election. British Columbians have worked hard to get on the right side of the COVID-19 pandemic but we are far from out of the woods. We are not at the end of COVID-19; we are at the beginning. This pandemic will be with us for a year or more and that’s why I believe we need to have an election now. “We can either delay that decision and create uncertainty and instability over the next 12 months – more speculation, more talk about what might be or we can do what I believe is always the right thing and ask British Columbians what they think. I believe the best way forward is to put the politics behind us. Let’s address the differences we may have now so that we can all come together after the 24th of October focused as we should be on the needs of all British Columbians. “I firmly believe that this is not a 12-month exercise. We have four years ahead of us where we all need to work together, and for 12 months, to wait for the next election seems to me to be time wasted when we could all be rolling up our sleeves and focusing on the things that matter most to British Columbians. I believe the choice in this election is quite clear. The Opposition will focus as they have in the past on the wealthy and the well-connected at the expense of the people that I represent here in Langford. “I believe to stay on the right track, we need to focus on the things that got us here. The past three and a half years have led to positive changes in British Columbia and I am proud of what we have been able to accomplish working with the Green Party to bring back investments in health care and schools, building transit, housing, child care spaces, eliminating medical services premiums, the largest middle class tax cut in B.C.’s history, as well as the most ambitious climate action plan in the country. And, of course, we are the only province to have enshrined in our Legislature the rights of Indigenous peoples, the first peoples of British Columbia… I believe the future together is very, very bright, but the present is extremely challenging. We have done much; we have much more to do. And last week I outlined some of the plans we have to respond to the COVID pandemic, making sure that we are getting resources to people, to businesses and communities so that they can prepare for the challenges ahead. And over the next 32 days people will have an opportunity to look more at the plans that we are going to be putting forward and the plans of other parties here in British Columbia. “Like in everything these days, this election will be unlike any other. But I do believe that it can be conducted safely. [Provincial Health Officer] Dr. [Bonnie] Henry and Elections BC have worked very, very hard to make sure that British Columbians will not be putting themselves at risk. Just as we are going to work, just as we are going shop-

ping for groceries, we can vote safely. “There will be ample new opportunities through advance voting as well as mail-in ballots to ensure that people can participate in our democratic process from the comfort of their own home. But like thousands of work places across B.C., thousands of businesses, our campaigns will fully comply with public health directions. I believe we are going to need to be innovative and creative in how we can engage with people, but I know we can do it. “For the next few weeks I look forward to engaging with British Columbians to talk about the things that matter most to them and despite the difficulties we face as a result of the pandemic, I take comfort every single day in the ingenuity and the creativity of the people of British Columbia. NDP: BC Liberals attack people who voted to get rid of tolls BC Liberal candidate Ellis Ross recently dressed down a Surrey voter for “thinking about yourself ” for voting for Premier John Horgan for promising to get rid of tolls, says the NDP. At a virtual town hall held just 12 days ago, Ross said: “Why did you vote NDP? ‘Well, because I cross that bridge two times a day.’ Man, that is so shortsighted. That is not thinking about BC. That’s not thinking about your kids’ future, your grandkids’ future. B.C. Liberals: What’s John Horgan’s excuse today? B.C. Liberals said on Wednesday that on the first day, Premier John Horgan said the government was unstable — but they said ‘we know that’s not true.’ B.C. Green Party Leader Sonia Furstenau has confirmed she explicitly told Horgan she would support the budget. Then Horgan said it was about ending partisanship while dealing with the pandemic, which is weird because Health Minister Adrian Dix has consistently praised the opposition parties for working cooperatively, the B.C. NDP: Horgan’s plan will get people the care they need close to home PREMIER John Horgan and the BC NDP will keep British Columbia moving forward by building on the progress already made in improving health care for people, the NDP said on Tuesday. A re-elected BC NDP government will build 10 more urgent and primary care centres by

the end of 2021, with a focus on the communities that need them most. Horgan made the commitment alongside North Vancouver-Lonsdale BC NDP candidate Bowinn Ma, a strong advocate for the North Shore Urgent and Primary Care Centre. “People want to be able to

get the health care they need closer to home, without waiting for hours in an emergency room,” said Horgan. “Our plan means building UPCCs in every community that needs one, so we can keep moving B.C. forward – for all of us.” North Shore is one of 21 UPCCs opened or under con-

struction by the BC NDP government. These centres will include 1,300 new doctors, nurses and other health care workers. So far, UPCCs have helped more than 300,000 people. “I’m proud of what a BC NDP government has accomplished for people in North

Vancouver-Lonsdale, but there’s much more to do,” said Ma. “The BC Liberals’ plan would help the wealthy and well-connected, while everyday people pay for it with cuts to things we all count on, like health care. We can’t afford that.” The BC NDP plan to deliver

better care for people also includes hiring 7,000 more health care workers. Horgan will continue putting people first by supporting businesses and communities, helping people get back to work, and building a recovery that works for everyone – not just those at the very top, the NDP said.

B.C. Liberals: Horgan’s failure of leadership on school safety exposed B.C. Liberals say that while Premier John Horgan was busy plotting an attempted power grab, he failed to show leadership on schools and now parents and students are paying the price.

On Monday, Horgan even bragged about it: “Safe operations of our schools is not the responsibility of the Premier.” “Actually, it is your job, John Horgan,” said Karin Kirkpatrick, the BC Liberal candidate

in West Vancouver-Capilano, on Tuesday. “But because he was putting himself first we now see the impact of Horgan’s inattention, with rising COVID case numbers in schools and a West Vancou-

ver teacher recently exposed and not being told. This dereliction of duty falls squarely at the feet of Horgan and it’s why people have lost confidence that he is putting their health first.”

The BC Teachers’ Federation has also applied to the Labour Relations Board in an attempt to get the NDP to make the health and safety of students, teachers and parents a priority.

“We need to be restoring confidence, rebuilding the trust that John Horgan has broken, and making sure that our health and our economic security are priorities,” said Kirkpatrick.

NDP: Wilkinson would scrap childcare fee reduction he complained is “very expensive” B.C. Liberal Leader Andrew Wilkinson has consistently opposed John Horgan’s Childcare Fee Reduction Initiative that has reduced costs for parents of 63,000 kids, the NDP said on Thursday.

When Horgan introduced the initiative in Budget 2018, Wilkinson complained to Global News that the fee reduction was “very expensive” for government. (Global News Facebook Live, 29:30,

April 28, 2018) The NDP said that at the same time, BC Liberal Maple RidgePitt Meadows Candidate Cheryl Ashlie campaigned against the program, calling it “the end of for-profit child-

care” and criticized the BC NDP for “requiring [operators] to cap their fees.” (Cheryl Ashlie Op Ed, April 14, 2018) While Wilkinson was calling childcare fee reductions “very expensive,” he was at-

tacking Horgan for asking the wealthy and big corporations to pay a little more. Wilkinson called for the cancellation of the EHT, the speculation and vacancy tax, and the income tax hike on the richest 2%

(people making more than $150,000 a year). Wilkinson and Ashlie would cancel the fee reduction initiative and drive up childcare fees for parents of 63,000 kids, said the NDP.

B.C. Liberals blame NDP approach for massive increase in overdose deaths B.C. Liberal Jane Thornthwaite in a statement on Wednesday, following the latest update from the B.C. Coroner’s Service on overdose deaths in British Columbia, said: “It’s clear from these numbers — a 71 per cent increase in year-over-year overdose death numbers — that the NDP approach is continuing to

fail British Columbians. “More youth under the age of 19 died in August than in all of 2019 combined and, additionally, Northern Health Authority had the highest death rates on record, ever. “Sadly, it’s not that surprising as [Premier] John Horgan has been all talk and little action on

the issue, even going so far as to say addiction was a choice. “The choice he’s made is to fund the political staff in Premier’s Office at a higher level than the entire Ministry of Mental Health and Addiction. “Each month, first responders are having to respond to more overdoses than the last,

families continue to plead for treatment options, and the NDP continue to stall to invest in meaningful treatment and recovery and services across the province. “John Horgan has shown he can’t be trusted to deliver an effective mental health and addictions system. A BC Liberal

Election Day will be Saturday, October 24, Elections BC announced on Monday. “Our main focus is ensuring a safe and accessible voting process during the pandemic,” said Chief Electoral Officer Anton Boegman. “We have been working with [Provincial Health Officer] Dr. Bonnie Henry’s office to develop our safe voting plans and make sure that voters don’t have to choose between safeguarding their health and exercising their right to vote. All voters have the option of voting in person with protective measures in place, or voting by mail.” Voting safely and COVID-19 Elections BC is implementing a number of measures to help voters cast their ballot safely in person. Pandemic voting protocols have been developed in consultation with the Office of the Provincial Health Officer. Safe voting practices for voting places are

available at elections.bc.ca/safevoting and will include: • P hysical distancing • C apacity limits • Election officials wearing personal protective equipment (such as masks and facevisors) • P rotective barriers • Ha nd sanitizing stations • Frequent cleaning of voting stations and frequently touched surfaces Elections BC encourages voters to wear a mask when they vote to help protect others. Voters will not be asked to remove their mask to vote. Voters will be asked to sanitize their hands before and after voting. To prevent close contact, some familiar voting procedures may be different. For example, voters will make a verbal declaration of their eligibility to vote instead of signing a voting book. Voters also can bring their own pen or pencil to mark their ballot. Voting in person

Voting in person will be available during the advance voting period from Thursday, October 15 to Wednesday, October 21, and on Election Day, Saturday, October 24. Advance voting places will be open from 8 a.m. to 8 p.m. local time. There will be seven days of advance voting, up from six in 2017. The additional advance voting day has been added to give voters more options and help reduce numbers in voting places. The advance voting period includes two weekend days, Saturday, October 17, and Sunday, October 18. Voting places will be open on Election Day, Saturday, October 24, from 8 a.m. to 8 p.m.

Pacific time. Voting places and the dates they are open are being confirmed and will be available on Elections BC’s website as soon as possible. They will also be listed on Where to Vote cards sent to every registered voter in the province before the start of the advance voting period. Voters should stay home if they are feeling sick or self-isolating and request a vote-bymail package instead. Voting by mail Voters don’t need a special reason to vote by mail. It’s an option for all eligible voters, and a good option for voters who are not comfortable voting in person because of the pandemic. To vote by mail, voters need to request a voting package. Voting packages can be requested now on the Elections BC website at elections.bc.ca/ovr or by phone at 1-800661-8683. The vote-by-mail package will be mailed to the voter with instructions on how to complete it and return it to Elections BC. Voter registration Voters can register or update their information online at elections.bc.ca/ovr, or by calling 1-800-661-8683. Voter registration by phone closes at 8 p.m. (Pacific time) on Saturday, September 26. Voter registration online closes at 11:59:59 p.m. (Pacific time) on Saturday, September 26. Eligible voters can still register or update their voter registration when they vote, but it will make the voting process longer for them. Elections BC encourages voters to make sure their information is up to date now so they can vote faster, help reduce lineups at voting places and support physical distancing. Election official jobs Elections BC is recruiting election officials to work at advance voting and on Election Day. Visit elections.bc.ca/jobs for more information. Candidate nominations Prospective candidates can submit completed nomination packages to Elections BC’s head office in Victoria until 4:30 p.m. on Wednesday, September 23. Completed packages can be submitted in person or electronically. Beginning at 9:00 a.m. on Thursday, September 24, completed nomination packages must be submitted to the district electoral officer for the district the candidate intends to run in. Candidate nominations close at 1 p.m. (Pacific time) on Friday, October 2. The final list of candidates will be posted online at elections.bc.ca as soon as possible after nominations close. 98 new COVID-19 cases in B.C.; one new death DR. Bonnie Henry, B.C.’s provincial health officer, and Stephen Brown, Deputy Minister of Health, on Friday announced 98 new COVID-19 cases, including one epi-linked case, for a total of 8,641 cases in British Columbia. Unfortunately, there was one new COVID19-related death in the Vancouver Coastal Health region; the total number of deaths now stands at 230 in the province. There are 1,349 active cases of COVID-19 in the province, 3,533 people who are under

active public health monitoring as a result of identified exposure to known cases and 7,036 people who tested positive have recovered. Currently, 62 individuals are hospitalized with COVID-19, 19 of whom are in intensive care. The remaining people are recovering at home in self-isolation. Since the start of the pandemic, there have been 3,127 cases of COVID-19 in the Vancouver Coastal Health region, 4,412 in

the Fraser Health region, 204 in the Island Health region, 522 in the Interior Health region, 289 in the Northern Health region and 87 cases of people who reside outside of Canada. There has been one new health-care facility outbreak at the Peace Portal Seniors Village and the outbreak at Surrey Memorial Hospital has been declared over. In total, 10 long-term care or assisted-living facilities and four acute-care facilities have active

outbreaks. There have been no new community outbreaks, although there continue to be community exposure events. Public alerts and school notifications are posted on the BC Centre for Disease Control’s (BCCDC) website, as well as on health authorities’ websites, providing details on where the potential exposure occurred and what actions to take - whether to self-isolate or monitor for symptoms.

B.C. amends law in effort to address skyhigh condo and townhouse insurance VICTORIA -- The B.C. government has announced regulatory changes aimed at bringing more transparency to condo insurance premiums that have risen by as much as 40 per cent. The Finance Ministry says effective Nov. 1, insurers or insurance agents will be required to give 30 days’ notice to condo or “strata� corporations if they intend not to renew a policy or to make any changes. It says that would ensure stratas have advance warning of cost increases in order to seek other insurance options if they wish. Referral fees to strata property managers from insurance transactions are also prohibited, effective immediately. The legislative amendments also mean insurance agents will be required to disclose their commission amount, or a reasonable estimate, to the corporations. Those who fail to meet that requirement face penalties of up to $25,000 for an individual or $50,000 for a corporation. The changes will “help strata corporations maintain their financial stability by providing them with the information they need to make informed decisions about their insurance needs,� the Finance Ministry said in a release.

Punjab Chief Minister Amarinder Singh slams Union Agriculture Minister for spreading ‘lies’ on farm bills Chandigarh (IANS): Expressing shock at Union Agriculture Minister Narendra Singh Tomar’s “atrocious lies” over Punjab’s and the Congress party’s stand on the controversial farm bills, Punjab Chief Minister Amarinder Singh on Thursday said the Union minister had clearly shed even the “pretense” of fairness and honesty in pursuit of the BJP’s agenda. “In his desperation to promote the BJP-led NDA government’s conspiracy to ruin farmers, Tomar has thrown all propriety to the winds, spreading disinformation against the Congress in general, and me in particular, by peddling shameless falsehoods,” said Amarinder Singh in a statement. Reacting to Tomar’s latest remarks on the issue, the Chief Minister termed it a “pack of outrageous lies”. On Tomar’s question as to why he (Amarinder Singh) had stated in his manifesto that APMC will be changed, the Chief Minister said it was obvious that the minister had not even read the Punjab Congress 2017 manifesto. The manifesto had clearly promised that “[updating] of the APMC Act will be done to ensure direct access of farmers to the national and international markets through digital technology without tinkering with the existing MSP

system and the government of India will not be allowed to tinker with the existing MSP system.” “Instead they will be pursued to effectively implement MSP for other crops, i.e., maize, pulses also. Further, it had stated that agriculture marketing will be upgraded and digitised with a complete ban on utilisation of Mandi Board Funds for purposes other than agriculture marketing.” Amarinder Singh noted that there was a difference between changing the APMC for the better, which the Congress manifesto clearly promised in detail, and destroying the tried and tested APMC system to benefit a few corporate cronies, which the BJP-led government’s new farm Bills were designed to do. Even the Congress’ 2019 Lok Sabha poll manifesto also

categorically stated that MSP would be protected at all costs and that thousands of markets and ‘mandis’ would be set up by the state governments to provide easy access to farmers for profitable sale of their produce, the Chief Minister pointed out. “Tell me one place in which your three bills have made any such promise to the farmers,” he dared Tomar, slamming the minister for spreading lies in an attempt to befool the farmers. Contrary to Tomar’s allegations, there was no question of going back on the Congress promises, either at the national or state level, because at no point did the party make any promise to ruin the farmers, either in 2017 or in 2019, the Chief Minister said. The only freedom which the central government, including Tomar, was pleading for the farmers was from their livelihood, said Amarinder Singh, adding that the wellestablished market system in Punjab had, for decades, given the farmers total security and protection from greedy and monopolistic private traders. By tearing the fabric of this system apart, the BJP simply wanted to give the lucrative agriculture trading business to their capitalist friends in the corporate world, just as they had already done in some other key sectors of growth, he added.

Prime Minister Modi raises red flag for India’s 60 districts New Delhi (IANS): Prime Minister Narendra Modi on Wednesday raised a red flag about 60 districts of the country spread across seven states regarding their handling of the COVID-19 pandemic. He emphasised the need for better communication and staying alert against those spreading rumours. “There are more than 700 districts in the country. However, only 60 districts in seven states are a cause of worry,” Modi said. He suggested the Chief Ministers present in Wednesday’s virtual meet to hold a virtual conference with people at the district or the block level for seven days. “We have to learn from best practices from across states,” he added. Highlighting the importance of communication amid the pandemic, Modi said effective messaging becomes all the more essential because most COVID-19 infections are asymptomatic. “In such a situation, rumours may rise. It might create doubts in people’s minds that testing is bad,” He said, he also warned against scenarios in which because of lack of communication, people may commit the mistake of underestimating the severity of infection. Continuing with his thrust on testing and contact-tracing, Modi reiterated, “We have to increase our focus on effective testing, tracing, treatment, surveillance as well as clear messaging.” He added that states need to work together to see that the supply of life-saving medicines reach from one state to another easily. These account for 65.5 per cent of the total confirmed cases and 77 per cent of the total deaths in India, a statement had said earlier.

New Delhi (IANS): ‘Rail roko’ in Punjab, blockades in Haryana, agitations in Maharashtra and scattered protests in Uttar Pradesh -- India saw farmers question the recently passed three agricultural bills that they perceive as ‘anti-farmer’ which the Centre insists are in the farmer’s interest. With the sentiments of farmers resonating across India, the Chief Minister of Punjab, Amarinder Singh, said, “Maybe the distressing visuals of tens of hundreds of farmers out on the roads at hundreds of locations in Punjab, and in several other states, will touch the hearts of the Central leadership. Perhaps the Bharatiya Janata Party will now realise its folly.” In the bread basket states of Punjab and Haryana emotions ran high. Cutting across party lines, the day-long statewide protests by farmers evoked a huge response and normal life was disrupted. Chandigarh, though, was near normal. Activists of several farmer associations were seen asking traders at many places in the Congress-ruled Punjab to keep their shops and business establishments shut. Reports of shutdown of shops and other establishments were received from Punjab’s Patiala, Ludhiana, Bathinda, Moga, Hoshiarpur, Jalandhar and other places. Northern Railways cancelled three trains and curtailed the routes of 20 special trains, officials said on Friday. Shiromani Akali Dal (SAD) President Sukhbir Singh Badal, still technically an ally of the ruling BJP at the Centre, has demanded that the whole of Punjab be declared a ‘principal market yard’ for agricultural produce to ensure that laws based on the three passed agricultural Bills do not apply in the northern state. As the day progressed, thousands of farmers joined protests across Maharashtra too. The agitation has been supported by the Congress, the Nationalist Congress Party, the All India Kisan Sabha, the Swabhimani Shetkari Sanghatana, major farmers’ organisations, various national and state level trade unions and student unions. Spearheaded by AIKS President Ashok Dhawale from Palghar, in Mumbai, the protests were led by Sunil Kharpat in Thane, Subhash Dake in Beed, by Govind Ardad in Jalna, Sudam Thakre in Nandurbar and Arjun Ade in Nanded. In Kolhapur, Swabhimani Shetkari Sanghatana President Raju Shetti urged farmers in the state and all over the country to protest the laws with full vigour, and led an agitation in which a bonfire was made of the copies of the law. “These laws are detrimental to the very survival of the farming community. The government has pushed through these laws undemocratically and it was a black day when it was passed in Parliament. We will not tolerate the injustice meted out to the farmers,” he said. Uttar Pradesh also saw farmers blocking the Ayodhya-Lucknow highway for a few hours on Friday. Protesters also burnt stubble in the middle of the road and shouted slogans against the Centre, demanding withdrawal of the agriculture bills. Farmers blocked the Delhi-Meerut highway near Ghaziabad to protest the legislations. Farmers from the Lakhimpur Kheri district have also gathered in protest. Protests have also been reported from many districts in Uttar Pradesh, including Pilibhit, Sambhal, Ghaziabad, Sitapur, Baghpat and Barabanki. RJD leader Tejaswi Yadav turned it into a political event in poll-bound Bihar. A procession of around 50 tractors followed the Rashtriya Janata Dal leader, with his party supporters shouting slogans against the NDA government over the Bills. The protesters, without following social distancing norms, were headed towards the Governor’s House when a posse of police briefly stopped them for security reasons. They were, however, allowed to proceed towards Bailey Road. The Communist Party of India-Marxist (CPI-M) farmers wing ‘Sara Bharat Krishak Sabha’ and Trinamool-backed Kisan Khet Mazdoor cell activists took out rallies, held sit-in demonstrations and set the farm bills on fire in Kolkata. SFI activists also staged a road blockade in front of Kolkata’s prestigious Jadavpur University in the afternoon protesting against the farm bills.

In neighbouring Tamil Nadu, the protests were not even half as emphatic as in Punjab or Haryana. Led by Tamil Nadu Farmers’ Association President P. Ayyakannu, farmers held their protest outside the Collectorate in Trichy while carrying human skulls in their hands. They demanded that the Bills should not be made into law. Meanwhile, Agriculture Minister R. Doraikkannu said the bills will not impact the farmers in Tamil Nadu.

Farmers stage protests in Punjab, Haryana

Chandigarh (IANS): Farmers in the states of Punjab and Haryana last week on Sunday held protests on a call given by various organisations against the “anti-farmer” bills introduced by the Union government in Parliament. However, there was no report of violence anywhere in both the states. The reports were received

from Faridkot, Moga, Ludhiana, Ferozepur, Sangrur, Hoshiarpur and other places in Punjab and also many places in neighbouring Haryana. The protesting farmers, under the banner of the Bharatiya Kisan Union (BKU), said they imposed a blockade on movement of vehicles, including public transportation, from rural areas to cities and towns as

a mark of protest. They also burnt the copies of the farm bills. The farmers’ organisations were demanding, among others, continuation of the minimum support price to their produce. Haryana unit BKU President Gurnam Singh Charuni said the farmers were forced to start the protest as the Central gov-

Deputy Commissioner Priyanka Soni and Superintendent of Police Ganga Ram Punia reached the toll plaza to hold talks with the agitated farmers. Fearing a backlash from its alliance partner Jannayak Janata Party (JJP), the Manohar Lal Khattar-led BJP government in Haryana advised authorities to exercise restraint while dealing with farmers protesting against the central farm bills. In a communication to Deputy Commissioners and Superintendents of Police, Additional Chief Secretary (Home) Vjai Vardhan said the protesters should be dealt with “tact and patience”. In Punjab, Akali patriarch and five-time Chief Minister Parkash Singh Badal has expressed “immense satisfaction and pride” over the strong and principled stand taken by the Shiromani Akali Dal “to save the beleaguered peasantry and the country”.

“I am pleased and proud that when the hour of reckoning arrived, my party as always has held aloft the flag of justice for farmers and other exploited sections of society. This flag symbolises the identity of the Akali culture and movements and it is a great feeling to watch it flying high,” he said in a statement here. Badal said the farmers’ issue relates to the overall national interest. His party SAD, an ally with the BJP in Punjab, has appealed to all political parties to join the “struggle” against the proposed legislations. It has castigated the Congress and the Aam Aadmi Party (AAP) for what it called “backstabbing the farmers” by not

opposing the passage of the bills in the Lok Sabha. On the contrary, Punjab Chief Minister Amarinder Singh has asked opposition SAD leaders, including the Badal couple, 10 pointed and pertinent questions to nail the “lies” they have been allegedly perpetuating in the last few days to save face on the agriculture bills. Responding to the no-holds barred attack launched by both Sukhbir Badal and his wife Harsimrat Badal since the ordinances were ready for introduction in Parliament, the Chief Minister said the duo had been fabricating lies on the whole issue just to cover up their “muddied faces”, which had been completely exposed.

Border Security Force seize 13 kg heroin in Punjab’s Ferozepur Chandigarh (IANS): The Border Security Force (BSF) on Thursday said it had seized 13 kg heroin worth Rs 650 million in Punjab’s Ferozepur district. The recovery was made close to the international border with Pakistan. “Vigilant border men are relentlessly thwarting smuggling attempts from across the border,” BSF Punjab tweeted. During a search operation, troopers from 116 Battalion seized four plastic cans filled with 13 kg of heroin, it added.

Punjab Chief Minister seeks Modi’s intervention on supply of oxygen

Chandigarh (IANS): Amid fear of oxygen shortages with rising coronavirus cases, Punjab Chief Minister Amarinder Singh on Wednesday urged Prime Minister Narendra Modi to direct urgent steps to ensure adequate supplies from other states, and also sought expeditious release of Rs 2,000 million the state had requested as the next tranche of central aid for COVID-19 management. With experts warning of possible aggravation of COVID-19 conditions due to stubble burning, the Chief Minister also reiterated his demand for fiscal aid by the Centre to farmers for defraying the cost on management of paddy straw. Though the state government is launching an aggressive media campaign to educate farmers and people in general, giving the linkage with COVID-19, it was imperative for the government of India to step in with the Rs 100 per quintal compensation the state has been seek-

ing for the farmers to manage the paddy straw. During a virtual meet with Modi, the Chief Minister further urged him to direct the Chief Controllers of Explosives, Nagpur, to clear the licence request for establishment of a liquid medical oxygen plant at Government Medical College, Patiala, by HLL India Ltd, under the PM Swasthya Suraksha Yojna (PMSSY). The meeting was also attended by Defence Minister Rajnath Singh and Union Health Minister Harsh Vardhan, besides the Chief Ministers of six other states. These seven states -- Maharashtra, Andhra Pradesh, Tamil Nadu, Karnataka, Uttar Pradesh, Delhi and Punjab - currently contribute 62 per cent of the total COVID-19 cases in the country. The Prime Minister, while promising to look into the Chief Minister’s requests, suggested that the state government should strengthen its COVID-19 awareness efforts by involving

‘Black laws’ will ruin farming community, says Sidhu Amritsar (IANS): Cricketer-turned-politician Navjot Singh Sidhu, who has been lying low since his resignation as Punjab Minister in July last year, on Wednesday hit the streets of his hometown to resume his connect with the people by launching a protest against the “black” farm laws passed by the Parliament. The Congress MLA slammed the BJP-led Central government over the three agricultural Bills, saying they would ruin the farming community. “Another draconian Bill is in waiting, which is the Electricity (Amendment) Bill of 2020,” he said. “Once it is implemented, it will be the last nail in the coffin and destroy Punjab’s agriculture model. The draft (of the Bill) is ready. They will now implement it,” Sidhu said. The passage of the Electricity (Amendment) Bill would empower the Centre to control the regulation of power, he said. “With the passage of the Bill, the Centre would scrap all the power subsidies extended to the farmers,” he claimed. Sidhu alleged that the Centre wanted to replace Punjab’s successful “mandi” model into the free market model like in the US and Europe. “The scrapping of the ‘mandi’ system would impact state’s revenue to the tune of Rs 4,000

crore [Rs 40,000 million] per annum,” he warned. Terming farmers “the pride and identity of every Punjabi”, Sidhu asked the farmers to prepare for a struggle against the government which has “snatched their rights”.

is curtailed. His government, on its part, was in talks with industry to convert industrial oxygen to medical oxygen. On the fiscal package, the Chief Minister said the government of India has released Rs 1,312.2 million from the COVID-19 Emergency Response Fund, and after submitting a utilisation certificate for the whole amount, the state had requested the government of India for immediate release of Rs 2,000 million, which is awaited. Updating the Prime Minister on the state’s COVID-19 situation, Amarinder Singh said the last three to four weeks had seen a surge in cases, and on an average in the past week, around 2,400-2,500 cases and around 55-60 deaths were reported daily. The main concern, he said, was the case fatality ratio, which remains high at 2.9 per cent despite some reduction in the past one week.

Haryana Police stops protesting Punjab farmers with water cannons Chandigarh (IANS): Haryana Police on Wednesday used water cannons to disperse farmers from Punjab, led by two Lok Insaaf Party legislators, as they were heading to Delhi to protest against the three agriculture Bills. The legislators -- Simarjeet Bains and his elder brother Balwinder Bains - were leading a bike rally from Punjab’s Fatehgarh Sahib town to Delhi. As a preventive measure, the Haryana government also sealed the inter-state border with Punjab at Shambhu village on the National Highway 44. Slamming the Congress government in Punjab for not supporting the farmers, Simarjeet Bains said Chief Minister Amarinder Singh should lead a march to Delhi where all like-minded parties and farmer bodies would follow him. He also slammed the Shiromani Akali Dal and former Union minister Harsimrat Kaur Badal for befooling farmers by resigning from the Union Cabinet. Last Sunday, hundreds of Youth Congress activ-

ists, led by party’s Punjab unit President Sunil Jakhar, were stopped from heading towards Delhi at the Haryana border near Ambala on Sunday with the police using water cannons to disperse them. They were protesting against the passage of the three agricultural bills. The protesters, including Youth Congress chief Barinder Singh Dhillon, were adamant on heading to the national capital to surround the Parliament to lodge their protest. “The Modi-led BJP government has ruined the business class with its anti-people policies and is now hell-bent to destroy the farming sector with the anti-farmer bills,” Dhillon told the media. Earlier, Punjab Police barricaded the road leading to Haryana. The protesters, who started their protest march from Dera Bassi town in Mohali district, also set on fire a tractor on which they were riding. Haryana Home Minister Anil Vij had said they would not allow the protesters from Punjab to pass through the state for Delhi.

the civil society even more aggressively and making announcements from gurudwaras and other religious places. He expressed confidence that Punjab would be able to reduce the positivity rate to less than 5 per cent and bring down the COVID-19 fatality rate (CFR). Noting that government and private hospitals in Punjab could end up facing shortage of medical oxygen supply due to the late surge of COVID-19 cases, Amarinder Singh informed the Prime Minister that with no manufacturers of medical oxygen, the state was dependent largely on three big manufacturers for liquid oxygen. Horsepower is rated at 181, an increase of 11 hp. Torque is increased by 6 lb.-ft. to 181 lb.-ft. The 2021 Rogue also features a new Rack Electric Power Steering with a quick gear ratio, helping minimize steering corrections. The new suspension design features a rigid mount (six mounting points) and a new multi-link rear. Braking is provided by standard 4-wheel disc brakes with Antilock Braking System. Top 5 Car Accident Myths

BY MEL CHAUDHARY Lawyer Simpson, Thomas & Associates THERE are many misconceptions when it comes to car accident injuries, ICBC claims, and personal injury lawsuits in BC. Here are the top five car accident myths and the facts you should know to protect yourself and your legal rights if you have been injured. 1. I feel OK at the scene, so I don’t need to see a doctor. You may think you don’t need medical attention because you didn’t suffer major injuries in the accident. The truth of the matter is that some injuries are not obvious, and it can be dangerous to leave such injuries untreated (for example, an internal injury or concussion injury). Surrey lawyers at our firm also regularly hear from clients that they did not initially realize how serious their injuries were due to adrenaline and shock after the car accident. Protect yourself and avoid legal trouble by getting checked over by a doctor. 2. All that matters is who the police or ICBC say is at fault for the accident. Did the police ticket you at the scene? Has ICBC said you are to blame for the car accident? Do not rely on what the police, ICBC, or anyone else says about who is at fault for the car accident – always consult a lawyer. It is possible to challenge ICBC’s determination of fault, and even if you are partly at fault, you are still entitled to bring an ICBC claim and receive compensation for your injuries. 3. If I don’t make a personal injury claim right away, I missed my chance. While it is true that a car accident victim has a limited window of time to notify ICBC of a claim and to sue for compensation, it is also true that some injuries take days or weeks to manifest. It may even take months or years for the full extent of an injury to manifest – this is particularly true of a head (i.e. brain or concussion) injury.
