Scheme Extent


Dun Laoghaire Rathdown County Development Plan 2016 - 2022 • ‘encourage greater footfall into the Town Centre from the surrounding villages and hinterland, building on a growing culture of cycling and walking, will help create a unique identity and ambience for Dún Laoghaire’.

Traffic Surveys – Rat – Running Routes • A – B: Maximum 41 Veh/hour between 16:00 & 18:00 (Ave 24 Veh/hour). 30% via Cross Avenue/Tivoli Terrace East. • C – D: Maximum 24 vehicles/hour between 09:00 & 12:00 (Ave 11 Veh/hour) .

Option Development 4 options developed with the principle difference between each being the treatment of Cross Avenue between Mulgrave Terrace & Patrick Street. Each option seeks to: • Improve the ‘Place’ function of the area; • Reduce vehicle speeds through the area by reconfiguring the streets; • Eliminate rat runs through the area; • Prevent illegal parking in the area; • Redirect HGV vehicles away from unsuitable residential streets; • Improve facilities for pedestrians throughout the area; and • Improve street furniture/signage in the area.


Common Proposals Common proposals among all options in areas away from Cross Avenue including: • Increased footpath widths, improved road surface & landscaping features along Cross Avenue between Tivoli Terrace East and Wolfe Tone Avenue; • Reduced road widths along Tivoli Terrace North, South and East to reduce vehicle speeds and increase footpath widths. • The use of landscaping (trees) at various intervals along Mulgrave Terrace to enclose the road width and induce lower vehicle speeds.


Common Proposals • The provision of a raised table to induce lower vehicles speeds at the following Cross Avenue junctions: Convent Road, Patrick Street and Mulgrave Street. • Staggered parking along Mulgrave Street, Patrick Street, Convent Road and Tivoli Terrace North, South and East to induce lower vehicles speeds. • Replacement of faded, damaged and misleading road signs throughout the study area. • The implementation of a 30km/hour speed limit throughout the study area.


Common Proposals • The use of bollards to prevent illegal parking by HGVs and LGVs. A loading bay will be provided outside Homevalue Hardware on the opposite side of Patrick Street • The use of bollards to prevent illegal parking outside Veterinary Clinic and Adare House on Patrick Street and also HGVs overrunning kerbs. • Kerb builds outs at Cross Avenue junctions to curtail vehicular speed. • It is also proposed to build out the kerb at the slip lane on Convent Road to prevent vehicles exiting Convent Lane. • Provision of formal crossing at School on Convent Road

Option Development Options appraised against DTTAS Common Appraisal Framework criteria and also the following: • • • • • •

Transportation benefits; Traffic impacts; Car Parking; Land Ownership; Cost; Scheme Objectives.

• Option 4 (One Way Westbound between Patrick Street and Convent Road) is the emerging preferred option

Library Road Options • The closure of Library Road warrants serious consideration primarily to provide an attractive urban space and public realm whilst also eliminating the safety issues associated with occurrence of rat running by vehicles

• This option may encourage the use of more sustainable modes of transport to access the amenities provided in Dun Laoghaire. • The proposal aligns well with the objectives of the emerging County Development Plan (2016 – 2022).


Next Steps: • Non Statutory form of Public Consultation including a public meeting. • Phased implementation of the proposals if accepted

One way section on Cross Avenue to reduce rat running

Staggered car parking and improvements on Patrick Street & Tivoli Terrace East to reduce speeds

Improvements to Mulgrave Terrace to reduce speeds

Road markings and signage on Northcote Avenue to create the one way system

Improvements to Convent Road (outside of school term) to improve safety for the warden and reduce illegal movements

Cross Avenue Upgrade (ideally outside of school term also) public realm elements

Improvements to Tivoli Terrace South & North to reduce speeds and to introduce widened footways

The proposed scheme on Library Road subject to approval.
