Message from the Premier

I am pleased to welcome current and future community leaders to Melbourne for the 2016 combined program day of the Victorian Regional Community Leadership programs.

We are also empowering communities to identify local priorities and bring them straight to the heart of government decision-making through nine new Regional Partnerships.

Victoria's Regional Community Leadership Programs bring community members together and builds the skills needed to foster vibrant and sustainable regions. Our regions deserve leaders who understand the unique opportunities and challenges faced by their local communities, and possess the skills to drive real change.

I thank you for the work you do and your commitment to regional Victoria. I wish you all the best for an enjoyable event.

The Victorian Government is committed to growing regional Victoria. We have invested $500 million in the Regional Jobs and Infrastructure Fund. This fund will generate growth in the tourism industry, improve water security and infrastructure, boost investment in transport infrastructure, and promote regional sustainability. In addition to this, the Victorian Government has committed $200 million for the new Regional Health Infrastructure Fund, and $68 million of extra funding to support our regional schools and students.

VRCLP Secretariat Welcome In 2014 Victorian Regional Community Leadership Programs Secretariat (VRCLP) launched our 10th program across rural and regional Victoria, we welcome Rivers & Ranges here today for their first combined program day. This means our programs cover all Local Government Areas across regional Victoria, with some participants joining programs who live in Southern NSW. Today we have participants from Alpine Valleys Community Leadership Program, Leadership Great South Coast, Leadership Ballarat + Western Region, Fairley Leadership (Goulburn Murray), Rivers & Ranges Community Leadership Program and Leaders for Geelong joining us for this our third combined program day. We also have representation from other programs in attendance including Gippsland Community Leadership Program and Loddon Murray Community Leadership Program. Please make the most of the day and ‘GROW’ your networks beyond your own program. We now have over 3000 graduates of our programs who are representative of their rural and regional populations. As part of my role I seek to understand the collective impact our programs have on an annual basis where I gather information from all programs as well as surveying our graduates, you can expect this survey at the conclusion of your program. I encourage you to participate.

Our Collective Impact in 2015 •

Participants visited 96 regional Victorian locations

All programs spent time in Melbourne

6 programs had the opportunity to see our Federal politicians at work in Canberra

16 Regional Themes were presented/discussed and debated across the state including but not limited to youth, arts, law/justice, economic development, transport, agriculture Stunning Stats •

903 speakers presented to the 2015 cohort

95 mentors/learning partners provided valuable feedback to participants

75 masterclasses or alumni events were delivered

1,776 program hours equating to 233 days were delivered (average of 23 per program)

3,179 in-kind hours were provided to programs equating to 418 days

68 Community projects were delivered

The value of our collective alumni voluntary activity to regional Victoria’s economy equates to more than $13m per annum.

Since 1998 the Alpine Valleys Community Leadership Program (AVCLP) has inspired and assisted almost 350 people to develop their leadership skills, knowledge of the region, and their network of senior management contacts. AVCLP encourages and develops leaders across North East Victoria and Border regions that have the capacity to build and contribute to their communities and industry sectors. AVCLP drives community leadership at a local level and helps create opportunity across the region by strengthening leadership capacity across all industry sectors. Each year a diverse group of up to 24 current and aspiring community and industry leaders complete the highly regarded 10-month intensive experiential learning program. The Program takes them across the region and beyond to experience first-hand “best practice” in the factors that contribute to sustainable communities, the innovative projects that are being implemented in our region, and the individuals that drive them.

Participants are selected for their motivation and potential to make a difference within their organisations and community. Their backgrounds and ages are diverse and they have a wide range of skill levels, from those stepping out into public life for the very first time, to those who are highly skilled and experienced in many areas. All have demonstrated a commitment to use their skills to make a difference in their communities both now and in the future. The program covers the following Local Government Areas: •

The Fairley Leadership Program is now in its 20th year with more than 500 graduates, provides an opportunity for people to develop leadership skills across the Goulburn Murray region, explore the major issues facing the region and assist positive change.

offering emerging leaders an intensive annual program that explores the major issues and opportunities for the Goulburn Murray region;

Over the 11 months of the annual program, participants attend a launch and graduation, two weekend retreats, 15 seminar days, several dinners and study tours to Canberra and Melbourne. Participants are exposed to more than 120 leaders from all sectors including politics, business, industry, sport, not-for-profit and community. In doing so, they explore issues and opportunities for the region and consider leadership styles and attributes ethics and values.

Program Overview

The Leaders for Geelong Program is providing the region with inspired and well connected visionaries who are in a position of knowledge and prepared for leadership in their own organisations and in the community. Launched in 2006 with more than 250 graduates who come from large and small businesses, not for profit and statutory organisations. They form an alumni who understand the challenges and opportunities shaping the region, who engage with opportunities to address them, and who are connected in an enduring and rewarding network. Vision: To deliver Australia's premier community leadership programs. The program covers the following Local Government Areas: •

The Leaders for Geelong Program is a two year program that develops personal leadership capacity through a unique learning experience designed to address the current social, economic and environmental issues of importance to the Geelong region. Participants attend a minimum of 1-2 events per month where they are challenged and inspired by renowned leaders and subject matter experts, undertake 'behind the scenes' or on site visits. Full day seminar days cover a range of themes including social inclusion, education, Law and Order, Environment, Health and Wellbeing, science and technology. The evening sessions focus more on personal leadership development using a strengths based model, as well as hearing from leaders about reflective insights and experience. The second year of the program involves a focus on the community based Action Learning Project, where participants work on a project in a smaller group with their peers.

Our Vision: To maintain a global approach to fostering leadership opportunities which continue to enhance the profile of Gippsland. The program covers the following Local Government Areas: •

The annual leadership development program provides an enhanced understanding of the opportunities and challenges facing individuals and communities within Gippsland over a period of 11 months and involves first class facilitation by utilising a variety of learning and engagement techniques. The GCLP takes a prominent leadership role in providing a platform for Gippslanders to continue to collaborate and create highly functioning, dynamic communities within the region. By encouraging and supporting participation of their employees, Gippsland based organisations are fostering community interaction and regional development. This not only creates sustainable communities, it also connects people through new and existing networks and contributes to the greater benefit of the Gippsland region. The Program: Our annual leadership development program is aimed at emerging and new leaders sourced from the diversity of

business, government and community sectors within the region. Leadership Great South Coast is a challenging leadership program that focuses on the region's future and expands the knowledge, ethical decision making capacity and leadership ability of our leaders and emerging leaders. This program is designed to challenge your thinking, increase your knowledge in key areas and give you confidence to steer our region, your organisation, business or team through the challenges ahead. This program is intellectually stimulating and experiential. It has been designed to develop the skills and knowledge of aspiring leaders through direct contact with real community leaders in the context of live community issues. Participants are encouraged to establish a lasting set of personal and professional links across different sectors and within the Great South Coast region and beyond, develop a keener sense of leadership responsibility and and understanding and acceptance of diversity. To think laterally, examine problems systematically and find creative solutions, work with and lead community groups and establish a personal commitment to contribute to a network that offers expertise as a community resource.

Program Overview www.lbwr.org Executive Officer | Jennie Courtney Leadership Ballarat and Western Region Program is in its 11th year with more the 300 graduates, LBWR aspires to create a positive future, by inspiring people to lead and to create a more sustainable, connected and responsive community. Vision: To be recognised as a leading organisation that creates more effective and better equipped community leaders who are more actively involved in the region. To invest in the social, economic and environmental future of the region by providing a unique development opportunity that inspires and mobilises emerging leaders. Leaders Forum is an experiential learning program for emerging leaders from all sectors of the community. Participants listen, connect, experience, think, question and broaden their understanding of how they can lead in their community to achieve positive change. They are challenged to explore what leadership means. The program structure includes an opening and closing retreat (Feb & Nov), 8 program days (9am-5pm), 8 program evenings (5-9pm), community forums & events, program day pre-reading , reflective journal, external mentor and a visit to Federal Parliament. The program operates on soft borders with participants also coming from Hume, Cardinia, and Knox

Rivers and Ranges Community Leadership Program facilitates an increasing number of leadership initiatives that encourage, inspire and empower leaders to make a positive difference, drive change and to make progress on increasingly complex issues facing a region comprising of rural, peri urban and interface communities.

Rivers and Ranges Community Leadership Program currently operates a 10-month annual leadership program in which participants inner leadership qualities are refined, networks are developed and capacity to develop collaborative solutions to regional issues is increased. Experiential learning includes program day’s tours, stories, case studies, retreats, individual and group assessments and exposure to more than 100 leaders already making a difference in the region. Community topics include disaster resilience, economic development and tourism, health and wellbeing, interface issues and understanding the political system.
