VVOB: Partner for Quality Education VVOB has over 30 years’ experience in improving the quality of education systems. VVOB opts for structural solutions, strengthening the capacity of governments to offer quality education. To this end, VVOB supports local education authorities, such as departments in the Ministry of Education, teacher training colleges and inspection services.

VVOB: Results-oriented Results are a priority for VVOB. The results achieved over the past few years clearly indicate that VVOB’s approach guarantees positive changes in education systems in the South. VVOB’s choice to support teacher training colleges and the training of school leaders shows its impact in the practice of teachers and, ultimately, the well-being and learning outcomes of the child. VVOB’s interventions are in line with long-term education policy, and are not only effective, but also extremely efficient and sustainable. VVOB is presently active in ten countries: Cambodia, DR Congo, Ecuador, Kenya, Rwanda, South Africa, Suriname, Vietnam, Zambia and Zimbabwe.

In Cambodia, over 100 lecturers in provincial teacher training colleges were trained to teach life skills and science subjects in a more learner-centred way. Over a period of 3 years, these lecturers trained over 1,100 new teachers. In practice this means a potential impact on 162,000 pupils.
Rwanda
3,000 school principals
300,000 pupils
In Rwanda, over 3,000 school principals and employees were trained in ‘School management and School Leadership’. This resulted in an improvement of the quality of education for over 300,000 pupils.
Suriname
1,000 education 5,000 teachers 35,500 pupils professionals The programme in Suriname has led to a professionalisation of the education system in the country. Over 1,000 education professionals were trained in action-oriented didactics. They reached over 5,000 teachers and thus at least 35,500 pupils in primary schools – half of all primary school children in the country – now enjoy a better education.
Vietnam
30 principals of 200 trainers 3,500 student teachers 505 lecturers teacher training colleges In Vietnam, VVOB trained 30 principals of teacher training colleges and over 200 trainers in ‘active teaching and learning’. They, in turn, trained 505 lecturers resulting in the preparation of over 3,500 student teachers to use active teaching and learning in the classrooms.
Our Vision on Quality Education VVOB believes that education leads to empowerment. Quality education is a crucial factor in combating poverty and inequality in society. In quality education, VVOB distinguishes six dimensions that all interventions of the organisation meet.
Equity Quality education must be accessible to all children, irrespective of their social, economic or cultural background. VVOB gives special attention to gender equity.
Contextualisation and Relevance Quality education can not be based on a blueprint that can be applied in all situations. Solutions and adaptations of education systems must be based on the real needs of a country.
Balanced Approach Quality education must develop a balanced set of competences (social, economic, societal) in children.

Child-friendly Teaching and Learning Quality education is relevant to the children’s reality and aimed at helping them reach their full potential. Quality Education requires children’s active participation.
Sustainability Education systems do not benefit from temporary solutions. Enhancing the capacities of local education authorities will result in the institutionalisation of change processes.
Learning Outcomes After completing a certain level of education, children must have developed a minimum standard of skills. Quality education requires a results-oriented approach.
High-level Expertise Requires Focus and Specialisation The education sector is a very broad domain. In order to offer its partners high-level expertise, VVOB specialises in three objectives and three education components. The identification of these objectives and components is based on the most important education needs as
identified in international research, and, on the education strategies and priorities of the partner countries. Research shows that ‘teacher development’ and ‘educational leadership’ are the most effective and efficient components for achieving education change.

A Fundamental Principle VVOB firmly believes that quality education can only be achieved if equity, and particularly gender justice, is achieved within the education system.
Our Partners Ensure Sustainability VVOB believes in education interventions that are driven by the local education authorities. Therefore, VVOB makes the conscious decision to build knowledge and strengthen capacities of these actors. In order to achieve this, VVOB has teams of local and international experts in educational change in ten countries. In addition to this, VVOB works with an extensive network of Flemish education partners – Flanders gets high recognition for its quality of education in OECD analyses – who then make their expertise available to the organisation.

VVOB: Recognised Partner for International Donors The quality of VVOB’s interventions has convinced several donors in the past years to provide financial support to VVOB’s work. As an ‘official ngo’, VVOB receives structural financial support from the Belgian and Flemish governments, but is authorised to develop its policy independently from these governments and can enter into collaboration agreements with other partners.

Some Examples of Present Partnerships zz The Belgian federal government is VVOB’s main donor, providing an annual support of EUR 9.5 million. VVOB uses these funds to finance programmes in ten countries: Cambodia, DR Congo, Ecuador, Kenya, Rwanda, Suriname, Vietnam, Zambia, Zimbabwe and South Africa. zz The Flemish regional government supports VVOB’s general operations with EUR 300,000 a year. They also finance a specific programme in Suriname, as well as programme activities in Flanders. zz As of 2013, the EC co-finances a VVOB programme in Zambia (EUR 1,000,000) that focuses on improving the quality of teachers in community schools. zz As of 2013, VVOB executes the programme ‘Coaching School Leadership to achieve high level learning outcomes’, which is supported by ‘Innovation for Education’, a partnership between the Governments of Rwanda and the UK for an amount of GBP 325,588. zz Between 2006 and 2010, various programmes have been carried out in Zimbabwe focusing on in-service training of teachers on child-centred teaching methodologies for life skills, HIV/AIDS, livelihoods and health education, with an average budget of EUR 400,000 a year, financed by UNICEF and executed in collaboration with FAO and Save the Children.
VVOB, the Flemish Association for Development Cooperation and Technical Assistance, is a non-profit organisation that implements development programmes in the education sector. Our core business is to provide technical assistance in education programmes. This way VVOB supports local capacity building as a means to stimulate sustainable development and poverty reduction.
