PROFESSIONAL AND BUSINESS SERVICES IN GREATER WACO

Greater Waco and its economy have been growing for a number of years. Between 2001 and 2021, the Waco Metropolitan Statistical Area (MSA – McLennan and Falls counties) added 46,000 residents to its population and nearly 36,200 workers to its total employment.
Like the state and nation, business activity in the area is increasingly services oriented. This outcome is not surprising given the sophisticated nature of the industrial base; it’s a pattern common to every highly developed economy.
At the most basic level, you can think of privatesector industries as falling into two major categories – goods-producing and services-producing. Goods-producing sectors include manufacturing, construction, agriculture, and mining (which encompasses oil and gas extraction). Services is everything else.
Twenty years ago, services comprised approximately 63% of employment and almost 55% of real gross product (RGP) in Texas. In 2021, we estimate that it had grown to 69% of employment and about 60% of RGP. Twenty years from now, our projections indicate that it will be nearly 73% of employment and still about 60% of RGP. The Waco area is following this general trend, with services representing 61% of jobs in 2001, 65% in 2021, and projected to be over 68% twenty years hence.
As a side note, the reason that the services share of RGP is lower than for employment is simply because it is possible to create a lot of output in some goodsproducing industries with relatively few workers. In an automated manufacturing facility, for example,
a few people can monitor equipment producing many products. Similarly, a relatively small number of employees can maintain massively valuable oil and gas production once a well is completed. By contrast, many jobs in services firms are person-to-person in nature, while others don’t lend themselves to automation.
The services sector includes a diverse set of industries. Healthcare is included, as is the entire wholesale and retail trade segment. Education, transportation, amusements and recreation, hospitality, restaurants, and financial services are also significant components. Professional and business services involve fields such as, among others, accounting and law firms, engineering and consulting companies, and advertising agencies. (More about that in a moment.)
Some of the fastest growth at the state level has been experienced in transportation and warehousing, where employment is up almost 62% over the past twenty years. Several categories of financial services have also expanded by 60% or more, including insurance carriers. Professional and business services, education, waste management and remediation, ambulatory health care, and social assistance have also seen strong gains.
Professional and business services jobs have recently taken the spotlight as a leading source of employment growth and within this sector are additional categories. Among these are the professional, scientific, and technical services segment, one that may include workers in the legal, architecture, or computer services fields to name a few. Other categories include the management of companies and enterprises sector (usually in-house management

and strategic positions within a non-government establishment) and the administrative and support and waste management and remediation services sector (support staff ranging from janitors to groundskeepers to security guards).
Employment in professional and business services in the Waco MSA expanded from approximately 9,100 to 14,900 over the past 20 years, representing growth of over 63%. Currently, about 29.5% of total jobs in this sector fall in the professional, scientific, and technical services category; 3.1% in management of companies and enterprises; and 67.4% in administrative and support.
Looking ahead, we are projecting that the professional and business services category will be a significant source of job growth in the Greater Waco area. Our latest forecasts indicate that the total number of people in the Waco MSA who work in this industry will expand by about 10,700 over the long term, reaching 25,600 in 2050. The distribution of jobs within the sector’s detailed categories during this same period is forecast to remain relatively stable.
Over time, the jobs will continue to be created at a more rapid pace in services-producing industries. The composition of occupations will certainly change as the economy evolves and technology alters the character and skills requirements of every job, but the overall pattern is well established. Professional and business services will be a key source of opportunities for individuals and firms in the Waco area and beyond for decades to come. n

The Greater Waco community is a place where businesses (and people) can succeed. With a thriving, diverse economy and strong talent pipeline, the area is ripe for individuals in all stages of their careers, from those entering the workforce for the first time to seasoned professionals interested in advancing their craft. This community is a place where talented individuals, with the skills to succeed, can find a place that ignites their passion.
Greater Waco has a vast pool of talented professionals employed in professional and business services: financial service organizations, insurance providers, accounting agencies, human resource providers and staffing agencies, mortgage lenders, creative design professionals and more. Using the location quotient (LQ), a measure of an industry’s relative size in a region compared to its average size in the nation, we can see that Greater Waco has an incredibly high rate of individuals who perform professional and business services. In fact, professional service careers including office and administrative support, sales associates, and managers,
administrators and executives make up 66% of the jobs in the community.
Traditionally, an accountant might work for an accounting firm. To be sure, Greater Waco has plenty of independent pathways for professionals. However, Greater Waco’s diverse industry base provides many choices for professionals in embedded teams. For instance, a manufacturing or distribution operation employs about 15% of its staff to perform operations including finance, marketing, engineering, and management.

Waco is the location of more than 200 headquarter operations and growing. These companies include Texas Farm Bureau, Blackhawk Aerospace, Neighborly, Time Manufacturing, Dakota Premium Hardwoods, Foamtec, Merrick Engineering, among others. Recently, Envases Group, a Mexico-based manufacturing company, announced Waco would not only be the home of its first U.S. aluminium can production facility, but the site will also serve as the U.S. headquarters for the division. HQ operations bring unique professional service jobs to the community.
With a steady supply of highly trained professionals graduating from the toptier educational institutions in Waco, the community, and its professional services industry, is poised for continued growth. Throughout this section of the magazine, you will find highlights about specific sectors that are vital to the Waco community’s ongoing success. The Greater Waco community has one of the highest concentrations of banks in the United States. With a variety of financial institutions in Greater Waco, each of which has its own specialty when it comes to services. Read on to learn about two Greater Waco Chamber members that pride themselves on longevity in the community and quality customer services.
Since 1889, Waco’s Businesses Have Always Had a Friend in TFNB.
TFNB’s promise to serve small businesses began when they first opened their doors in McGregor, Texas in 1889. While they didn’t know where their new venture would lead them, the bank’s founding fathers understood two things: the significance of economic prosperity and the importance of bettering the community. Founded in 1901, Texas Life Insurance Company is one of the longest-standing employers in Waco and is the oldest life insurance company domiciled in Texas, holding insurance charter number 1 from the state of Texas. The company was founded and owned by the Mayfield family until 1988, when Metropolitan Life bought Texas Life. In 2009, Wilton Re purchased Texas Life from Metropolitan Life and continues to be the parent company today.
Texas Life focuses on providing permanent life insurance that is sold in the worksite as a part of an employee benefits package. But the word “temp” can feed the misconception that staffing agencies are nothing more than stopgap solutions—that they’re simply there to plug holes. Nicole Oates, owner of Job Link Personnel Services, Inc., has been successfully altering that perception in the Waco community for more than 25 years. Since opening in 1997, Job Link has had the objective of creating “perfect matches” between job candidates and prospective employers. Job Link is in the business of finding longterm solutions for its clients.
“We want our candidates to have a forever home with a great company, a place where they can thrive,” Oates said. “One of the most rewarding things for me is to see our job candidates get hired, promoted, and then continue to grow with the company.”

Upon graduating from Texas Tech University with a business degree, Oates moved to Fort Worth with her husband, David. After sitting for what she describes as her “first real job interview,” Oates was hired the next day to work at a staffing agency. When they were given the opportunity to return to Waco, Oates and her husband, a local home builder and owner of Oates Construction, LLC, decided to open Job Link. She started off running the business by herself, getting occasional help from her mother.
“My mother worked in human resources at the Veterans Administration Regional Office, and she would help me whenever I needed her,” Oates said. “I think we share the same desire of genuinely wanting to help people in their career search.”
Oates’ enthusiasm for helping her clients—and her love of the Waco community—is evident in her frequent in-person visits to the local businesses Job Link serves.

One of the reasons that Willow Film Company is based in Waco is the vibrant environment in which young entrepreneurs can chase their passions and succeed. As a young entrepreneur and creative, the fact that owner, Will Aker, can run his business, grow every year, and support his family doing what he was made to do is truly remarkable. Willow Film Company currently recruits talent from Austin or Dallas, as the video production industry in Waco is still young, but in recent years, crew availability and collaborators have grown significantly. BUILDING FORWARD-THINKING INFRASTRUCTURE IN TEXAS

Infrastructure is a critical aspect of every community. Whether it is the water we drink, the roads we drive, the broadband that we continually use, the gas we pump, or the cybersecurity we trust to keep our data secure, infrastructure is always all around us. Not only is our infrastructure system paramount for our everyday lives, it is, also, the foundation of a healthy, thriving economy. Robert Puentes of the Brookings Institution furthers this point when he states, “Cities, states and metropolitan areas throughout America face unprecedented economic, demographic, fiscal and environmental challenges that make it imperative for the public and private sectors to rethink the way they do business. These new forces are incredibly diverse, but they share an underlying need for modern, efficient and reliable infrastructure. Concrete, steel and fiber-optic cable are the essential building blocks of the economy. Infrastructure enables trade, powers businesses, connects workers to their jobs, creates opportunities for struggling communities and protects the nation from an increasingly unpredictable natural environment. From private investment in telecommunication systems, broadband networks, freight railroads, energy projects and pipelines, to publicly spending on transportation, water, buildings and parks, infrastructure is the backbone of a healthy economy.”
In many ways, we take for granted our state and national system of infrastructure that we expect to always work and evolve over time. A modernized, reliable infrastructure system does not happen by accident though. It requires consistent investment, innovation and proactiveness.
On November 15, 2021, President Joe Biden signed into law the $1.2 trillion Infrastructure Investment and Jobs Act which authorizes $550 billion in new infrastructure spending over the next five years across the country. This federal investment into infrastructure is the largest public investment into infrastructure since President Dwight D. Eisenhower’s Federal-Aid Highway Act of 1956 which introduced the interstate highway system and revolutionized the American economy and way of life. The
Infrastructure Investment and Jobs Act presents a timely opportunity for not only a large public investment but for an increase in public-private partnerships to build the most modernized, reliable, safe and intelligent infrastructure system in the world.
Texas can lead the way in our nation by building a forward-thinking infrastructure system in our state that is fully equipped for a rapidly expanding and evolving economy. It will require thinking beyond traditional infrastructure and re-imagining a system that is fully interconnected and intelligent in the way it is built and operates. Texas organization Texas 2036 estimates by the year 2036 that the Texas population will grow by 10 million people. As our state’s growth is clearly not slowing down, we must be intentional in building a system of infrastructure that allows Texas to continue to be the best state to work, invest, and live.
Recognizing this opportunity, the Greater Waco Chamber introduced a new public policy event called Building the Texas of Tomorrow – A Greater Waco Chamber Infrastructure Summit with presenting sponsor, Bowman. At this full-day summit, we discussed the future of infrastructure in Texas and what is needed to future-guard our infrastructure system that will allow our businesses and communities to compete and thrive at the highest level for years to come. What an incredible summer to jump on a surfboard to “Catch the Waco Wave”! The 2022 Total Resource Campaign, Catch the Waco Wave, was a gnarly success thanks to many epic Chamber volunteers working tirelessly on behalf of the Greater Waco Chamber this past summer. Many seasoned and surfer newbies jumped on their boards to surf the streets and sidewalks across the Greater Waco area to share the Waco Chamber message and present sponsorship opportunities to local businesses.
Our leadership team led by example taking the first bomb wave. Thank you to my chair-elect, Debbie Keel, a seasoned TRC surfer, along with Matt Reynolds (Tejas Logistics), Dan Ingham (The First National Bank of Central Texas) and Peggy Jezek (StayBridge Suites) for contributing their time and talent to make this year’s campaign a success.
Nancy Gupton, our rad TRC surfer girl provided all the surf campers the necessary materials while motivating us throughout the campaign. Her passion for the Waco Chamber’s initiatives is contagious as she worked tirelessly to help us exceed our personal goals!
Dude! Did you know, the annual Total Resource Campaign raises approximately a third of the Chamber’s entire annual budget? We raised $1.6M, exceeding our goal of $1.45M! With that, our campaign efforts lead the way to the success of the Chamber’s economic development work welcoming new industries to our community and retaining our current businesses, all the while keeping that party wave going!
In addition to sponsorships, the Waco Chamber’s memberships are the surfboard deck of our organization. Representation of small, medium, and large businesses are an important asset to the everyday success of your Chamber’s work. During the 15-week campaign, our volunteers signed up 99 new members who want to invest in the Chamber’s mission!

The Waco Young Professionals (YP) is an opportunity for professionals between the ages of 21 and 40, who call the Greater Waco area home, to network and develop professionally. Whether Waco has been home for years or just a few months, there is opportunity for anyone to forge new relationships within the organization.
Waco Young Professional members are ambitious future leaders of the business community of Waco. That is why mentoring is a crucial component of the Waco YP mission. Through the Executive
Mentoring Program, Waco YP members are paired with seasoned leaders in the community to be sharpened in their budding careers.
With the fifth cohort of the program that launched this fall, dozens of YPs have had the opportunity to sit down with leaders in the community to learn how they got to where they are and receive feedback on their own careers. In past cohorts, Waco YPs have negotiated higher salaries, planned future goals, and even pivoted
The mentoring program has been extremely formative for me as I continue to build my career. Learning from the experience and wisdom of my mentor is proving invaluable— not only now, but I expect it to pay huge dividends in the future, too.

THOMAS G. SALOME, JR. LEGACY AWARD RECIPIENTS RECOGNIZED AT MID-YEAR MEMBERSHIP LUNCHEON
In July, the Greater Waco Chamber hosted its annual Mid-Year Membership Luncheon and recognized the 2022 Thomas G. Salome, Jr. Legacy Award recipients. The award recognizes an individual or individuals for their work to strengthen and grow the Waco economy and make our community a better place to live. Three deserving Waco leaders, W. David Lacy and posthumously, Malcolm P. Duncan, Sr., and Mary Ruth Duncan, were honored with the Thomas G. Salome, Jr. Legacy Award during the luncheon.
David Lacy, and his family, have had a vital role in envisioning and building
Waco as we know it today. David Lacy’s resume comprises an impressive and extensive list of board appointments and accomplishments. His call to serve as his predecessors did is unyielding and admirable. His insight and input are well-respected and solicited by his peers. Among the important roles he’s undertaken is his dedication to serve the Greater Waco Chamber as Total Resource Campaign chair for the first two years. He chaired the inaugural Campaign in 2005 and came back for a second time in 2006. And, then led the Chamber as board chair the following year. Lacy proudly stands on the shoulders of those that
came before him, and the community is lucky to have his continued involvement and support.
Malcolm P. Duncan, Sr. and his wife, Mary Ruth Duncan, led substantive lives of service. Together, they championed the underserved and took action to ensure accessible healthcare for all in the community as well as the welfare of animals in Central Texas. Steadfast advocates for quality education, they believed that everyone deserves the chance to attend college and in 1995 created the MAC College Money Program with the Waco Foundation, which has awarded more than 11 million dollars to 14,000 students, who would have otherwise struggled to find the means.
To continue this effort, a $9 million Legacy gift will be used for the new Duncan Scholars program. The Duncans selflessly gave of themselves to the community in time, ideas, and financial support to positively impact Waco and guarantee their legacies live on in the good works that they accomplished in life and for many years to come.
Also during the Luncheon, attendees were provided an update on the Chamber’s work and successes and heard from special guests from AstenJohnson and Uzin Utz. Rick Tullis, 2020 Greater Waco Chamber Chair, conducted a short interview with Neil Johnson of AstenJohnson and Josh Nueberger of Uzin Utz North America that focused on each company’s decision to expand into Waco and their outlook on the future in the community.

High school and college students in the Greater Waco area recently underwent a rigorous interview process with the Greater Waco Aerospace Alliance’s Scholarship Selection Committee, and 15 of those students were awarded a total of $29,500 in scholarships.
Applicants are required to be enrolled for the upcoming fall semester and pursuing an aviation/aerospace or engineering related degree at Texas State Technical College (TSTC), Baylor University, McLennan Community College (MCC), Texas Tech – Waco, or Tarleton State University at Waco.

In August, the Greater Waco Chamber hosted its annual Kick Off Luncheon, with presenting sponsor Jim Turner Chevrolet. The event included a Q&A with Baylor University’s Head Football Coach, Dave Aranda as well as a preview of the high school football season. Emcee John Morris also facilitated a Q&A with former Dallas Cowboy, Ed “Too Tall” Jones.
During the event, the Chamber presented the annual Dave Campbell Award to Larry Weeks for his impact on football in Central Texas. A graduate of University High School and Baylor University, Weeks coached football at Tennyson High School, Reicher Catholic High School, and Valley Mills High School. He was an official in the Southwest Conference (1981-1995), Western Athletic Conference (1996), and Big XII Conference (1997-2001), before running the game clock at the Waco ISD Stadium full-time.
The Sports Luncheon Series continued with the Tip Off Luncheon in October and First Pitch Luncheon in January 2023. n

In July, the Greater Waco Chamber hosted its annual Olympic and Sprint distance triathlon, TriWaco. The Chamber welcomed more than 700 athletes and their families from around the country to Waco to compete as well as over 100
volunteers and more than 10 event sponsors, including presenting sponsor Bicycle World. While it was a hot, Texas summer day, athletes expressed excitement about competing and are looking forward to the 2023 TriWaco! n

C12 NORTH TEXAS APPOINTS NEW CHAIR
C12, the nation’s largest network of Christian CEO peer advisory groups, has named Shawn Yates of Waco, as a C12 Chair serving the North Texas market consisting of almost 200 business leaders in peer groups dedicated to “building great businesses for a greater purpose.”
Shawn will launch Business Forums in a new area for C12, adding to more than 350 Forums meeting worldwide serving over 3,000 members. Chairs like Shawn are Christian entrepreneurs with C-suite experience who help business leaders achieve excellence through facilitated peer groups.
WACO PLANT RECOGNIZED FOR SIGNIFICANT SAFETY ACHIEVEMENT
On August 18, 2022, Trane’s manufacturing plant in McGregor, Texas celebrated a significant safety milestone: employees accumulated two years — approximately 750,000 work hours — without a lost day away from work due to a work-related injury or illness. Approximately 200 employees work at Waco, where Trane has operated for 32 years. The facility is on track to reach 1 million hours without a lost time incident by March 2023.

Steve Surguy has been selected as the North Texas SBDC Network’s 2022 State Star Award recipient.
The SBDC State Star Award is the highest recognition for individual achievement, acknowledging and celebrating exemplary performance that has a significant and positive impact on advancing small business efforts.
Surguy has served as the director of the McLennan SBDC since January 2012. He holds a bachelor’s degree in finance from Southwest Texas State University and has over 35 years in the wholesale distribution industry, primarily in

WACO FAMILY MEDICINE ANNOUNCES FOUNDATION TEAM
Waco Family Medicine (WFM) consists of three branches: Waco Family Medicine – Center, a collection of 14 community health clinics; Waco Family Medicine – Institute, a Family Medicine Residency Program; and Waco Family Medicine –Foundation. The Foundation exists to manage and expand assets that support operation of the center and residency.
The recently created roles of the Foundation currently include President/CEO Tom Stanton, Vice President Alfred Solano and Chief of Staff Josh Carney. They will provide direction and leadership in achieving Foundation philosophy, mission, and strategic direction. The Foundation staff will work collaboratively with the existing Advancement Team to support the work of Waco Family Medicine’s Mission.
Tom Stanton, President of Waco Family Medicine Foundation, works closely with the Board of Directors and existing staff to manage financial and tangible assets of Waco Family Medicine.
In his role, Stanton will provide direction and leadership in achieving Foundation philosophy, mission, and strategic direction. This includes fostering relationships with key partners, assisting in ongoing capital projects, and providing philanthropic support to Waco Family Medicine. Stanton will work in collaboration with existing staff members including Chief Executive Officer Jackson Griggs, Chief Advancement Officer Dale Barron, and Development Director Carlos Hinojosa.
Griggs said Stanton was selected for this position due to a history of strong local foundation leadership and a proven track record in fundraising for capital at other organizations. Stanton previously served 15 years as Director of Rapoport Foundation, nine years as Athletics Director at Baylor University, and 23 years with Word Inc. He has also recently served as Co-Chair for Waco’s Behavior Health Leadership Team to develop and plan funding for MHMR’s Crisis Hub project and participated in fundraising efforts with WFM’s Capital Campaign Committee, a local group leading fundraising efforts for the construction of a new $61 million clinic facility at Waco Family Medicine.

JRBT recently announced James Beard, CPA, has been named a shareholder with the firm.

Stanton said that Solano was selected for this position because of a history of leadership and proven track record of creating broad based collaborative support to meaningful projects in Central Texas. From June of 2018 until recently, Solano served as the President of the Cen-Tex Hispanic Chamber of Commerce; prior to that, he worked in the business community for 36 years. He serves on several local boards including Prosper Waco, McLennan Community Investment Fund, Startup Waco, KWBU, McLennan Community College Foundation, Act Locally Waco, and the Hillcrest Healthcare System.
Josh Carney, Waco Family Medicine Foundation Chief of Staff, works with the team to expand support for the Building Waco Family Medicine Capital Campaign as well as for future capital needs.
Carney is a 2004 Graduate of Bethel University (St. Paul, MN) and a 2007 graduate George W. Truett Theological Seminary. Carney comes to the Waco Family Medicine Foundation after 15 years of serving as the lead pastor of University Baptist Church. He served with Texas Pastors for Public Schools and has recently been licensed to teach with Waco’s Leadership Plenty Institute. n

NEW ARTPRENTICESHIP MURAL
In 2021, the Waco community and Creative Waco mourned the passing of local visionary, philanthropist, and businessman, Terry Stevens. A longtime Waco resident, Terry played a visionary role for many local foundations and organizations — including Creative Waco. As one of Creative Waco’s founding board members, Terry was among those who strongly advocated to community partners for the launch of ARTPrenticeship in 2018. His passion for the arts, aerospace and entrepreneurship led Terry to be appointed by Governor Abbott to the Aerospace & Aviation Advisory Committee.
As you look at this year’s ARTPrenticeship mural, Reaching Beyond, you will see a collage of images representing human imagination and ingenuity that draws us higher, further, stronger, and deeper through technology, creativity, entrepreneurship, learning, and community, all things that Terry held dear. With support from this year’s partners Triple Win Waco, lead designer Natalie Ward, the artist mentors, and apprentices, Creative Waco dedicated Reaching Beyond in honor of Terry Stevens and in memory of his role in championing all things arts, aerospace, and entrepreneurship represented in this mural and in the ARTPrenticeship program.
Reaching Beyond represents the strides humanity has taken when we’ve had the courage and audacity to reach beyond our limitations into new possibilities of imagination and
innovation. On the right is a rocket blasting into uncharted space, as an astronaut surveys the future. The center depicts advancements in energy and mechatronics, with a turbine engine, wind turbines, and motor blueprint. To the left, biology meets technology, as a robotic hand sparks new possibilities in a strand of DNA.
The mural is located at Triple Win’s new facility designed as a “makerspace” for local creatives, and a fresh model for education, innovation, and entrepreneurship. In this place, students will experience practical learning in this repurposed warehouse filled with equipment and resources to empower future leaders through “STEAM”; science, technology, engineering, arts, and math.
Creative Waco’s ARTPrenticeship program connects aspiring young creatives from Waco area high schools with professional artists to earn real-world, concept-to-completion mentored work experience during the 8-week program. This year’s program hired 11 Waco-area creative high school students, three local professional artists, and three digital media specialists to bring this year’s mural Reaching Beyond and a short documentary to life. The new partnership between ARTPrenticeship and Triple Win’s apprenticeship program allowed the program to grow outside of Waco ISD and work with students from Rapoport Academy and Lorena High School. Local artist and educator, Natalie Ward, served as the lead designer for this project, and Triple Win partnered as client and mural host. n
