Rules & Information
- No Entry Fees
- Open Class Poultry may enter the fairgrounds starting at 1:00pm. to 5:00 p.m. on Wednesday the 24th . All birds must be vet checked during this time. You may still register your birds on Thursday only if they have been Vet checked on Wednesday.
- Pen Judged immediately following the 4-H Poultry show- which starts at 8:30 a.m. on July 25th .
- Exhibitors are encouraged to bring their own wire cages.
- 4-H Rules Apply.
- Open show exhibitors may leave immediately following the show. Poultry exhibited in the 4-H show may not leave until Sunday July 28rd at release time.
- Please do NOT bring straw bedding for your birds. Use wood shavings if you have it. There will be wood shavings provided if you don’t have it.

Rules & Information
-$3 Entry fee. Entries will be made payable to EOT Fair and turned into the superintendent. Round entries will be limited to 6 birds. An exhibitor can only enter one rooster in the contest.
-The rooster having the most crows within the half hour designated wins the contest for that day. An individual rooster can be a winner or reserve winner on one round only. Only roosters winning first and second in contests will be eligible in the finals. The number of crows that the birds have on their winning round will be added to the number of crows in the finals. The bird with the largest totals for two days wins the championship.
-Any ties will be “crowed off” by rules set up by the committee. Any special cases not covered by rules will be acted upon by the general committee in charge of the contest.
-Judges will be selected by the superintendent. These qualified recorders will be assigned to record the number of crows during the specified time.
-Roosters will be penned in individual coops and handlers may use any method to get their exhibit to crow without touching the bird and cage (talk, clap hands, throw food, whistle, etc.). All coops will be partitioned off.
-Finalist will not be allowed to take the rooster home. They must be kept in the Poultry Barn.

THURSDAY JULY 20TH TO SUNDAY JULY 23RD
Kids are invited to do the ‘Agriculture Scavenger Hunt’ at this year’s East Otter Tail County Fair. The program, sponsored by the Minnesota Farm Bureau, provides children of all ages an opportunity to learn about agriculture as they enjoy the sights and sounds of exhibits and livestock shows.
Children participating in the activity will learn about products grown and raised on Minnesota farms and made from Minnesota commodities while viewing displays. Children can pick up an activity sheet at the fair office. The activity sheet contains agricultural questions. As children tour the fair exhibits, they will find specially placed posters containing the information necessary to complete the 10 question activity sheet. Once completed the sheet should be returned to the starting location.
The goal of the projects is to help children gain a better understanding of farming and agriculture and its importance to Minnesota. Submitted Activity sheets will receive a prize.

Get ready for a whole lotta shakin’ going on at the fair!
Brad Boice started his Elvis Tribute in 2005 almost by mistake. He was attending a musical impersonator show with his wife Julann and friends. After watching the two “Elvis” impersonators perform that night, one of his friends said “Brad, you can sing Elvis better than that!” and left to talk to the band. Within moments, Brad was on stage singing “Can’t Help Falling in Love”. The crowd loved it! Since that night he has entertained thousands of people in many different venues across the United States. From his home state of Minnesota to Las Vegas, Nevada, Branson, Missouri, Cozumel, Mexico, San Juan, Puerto Rico and many points in between. Brad has also been a featured performer multiple times on both Royal Caribbean and Carnival Cruise lines.
Brad and his beautiful wife Julann have been married 30 years. They have two grown children, Mitch and Matti. When not on stage Brad is a Public Works Supervisor for the City of Eyota, MN and Julann works in General Service at the Mayo Clinic in Rochester, MN.

Katie Baker is a Star Lake native with a double-dose of music in her blood lines. With a variety of influences, her style ranges from country to rock and alternative. Katie's mom found the catalyst to Katie's musical life when Katie was 13: an acoustic guitar. She then went on to start a jam band named Barricade and then gig with fun groups such as Whiskey Business and Kenny Junction. Although her career as a 5th grade educator takes up most of her time and energy, she plays music at many local Christian events, gigs with her duo partner (Sam Babler), and writes music. Katie is proud to keep live music local!

Entry Days are Tuesday, July 23, 2024, 3-8 PM. and Wednesday, July 24, 2024, 3-8 PM. Exhibits in Main Building may be removed after 6 p.m. on Sunday, July 28, 2024.
ADMISSION
The gates will be open from 9 a.m. to 10 p.m. each day.
All persons remaining on the grounds over night must provide themselves with proper admission for the following day. There will be no pass out checks.
-Admission into the fair is FREE.
-There is parking available on the Fairgrounds for $5.00 per car.
-Admission is charged for Grandstand events only.

The Perham Agricultural Society Incorporated reserves to its board the final and absolute right to interpret these rules and regulations, and arbitrarily settle and determine all matters, questions and differences in regard thereto, or otherwise arising out of, connected with, or incident to the fair.
Your annual Fair will be held at the East Otter Tail Fair Grounds in Perham on Thursday, Friday, Saturday and Sunday, July 25, 26, 27, and 28.

1. The management reserves the right to add to these rules as they, in their judgement, may deem advisable.
2. Nothing that has been previously shown at this fair, except livestock, shall compete for a prize.
3. Entries for premiums in the individual lots of grain, field seed, fruits and forage shall not be permitted to appear as part of collections.
4. No article or animal shall compete for more than one premium, except in livestock groups.
5. Stock must be entered in the name of bona fide owners, and grain, vegetables, fruit, dairy products, flowers and household arts division must have been raised by owners during the past year.
6. Only one entry in any one lot may be made by one family or from one farm.
7. Every article in competition must correspond in number, size of sample and description with the premium list and be in its proper class in order to obtain premiums. No change or alteration will be permitted after the books are placed in the hands of the judges.
8. Each entry tag shall be securely attached to the entry itself, or to the stall, pen, or receptical in which it is shown.
9. Entry Schedule - Tuesday, July 23, 2023, 3-8 PM and Wednesday, July 24, 2023, 3-8 PM.
10. Exhibitors are urged to bring their animals or articles as early as possible on entry day so that everything will be in readiness. You can assist the management a great deal by promptness and also secure for yourself the most prominent place for your exhibit.
RELEASE OF EXHIBITS
11. Exhibits in the Main Building are to remain on display until 6 PM. the last day of the Fair.
12. Livestock owned by exhibitor residing beyond 20 miles from Perham may be released by 4 p.m. the last day of the Fair.
Livestock owned by exhibitors residing less than 20 miles from Perham may be released at 4 p.m. the last day of the Fair.
13. Premiums will not be paid on articles or animals removed from exhibition without the approval of the Secretary.
ARRANGEMENTS OF EXHIBITS
14. Grain and field seeds shall be shown in clear fruit jars and unless otherwise designated shall consist of two quart jars by measure.
15. Exhibition of articles not competing for premiums must be arranged for at the Secretary’s Office, and will be arranged as far as possible in conformity with the wishes of the exhibitor.
CLAIMS
16. Persons having claims against the Society must present them to the Secretary within fifteen days after the last day of the Fair.
NOT RESPONSIBLE FOR LOSS OR DAMAGE
17. The Society will take every precaution in its power for the preservation of the articles and stock on exhibition, but will not be responsible for any loss or damage that may occur in the delivery, exhibition, or removal of exhibits.
AWARDS
18. The Superintendent of the division or some other person appointed shall assist the judge as clerk and shall keep a record of the awards made. This record when completed shall be signed by the judges and returned to the Secretary.
19. The awards on entries will be designated as follows: 1st premium, blue; 2nd, red; 3rd, white; sweepstake, purple.
20. All awards shall be made by competition of the individual merits of the entries.
21. Any interference by exhibitors to influence or dictate the decision of the judges shall be sufficient cause for excluding his or her entry from competition and should be reported to the Secretary through the Superintendent.
22. No appeal for the decision of the judges shall be allowed. An exhibitor shall make protest to the Superintendent of the division at the time of award, who may then require the judges to give reasons for such placing.
23. No judge shall award any discretionary premiums. Whenever articles of superior merit are exhibited for which no premiums have been offered, the judges may enter same as “commended” on the book of awards, so the Secretary may report them to the board for future action.
24. Premiums will not be awarded to articles or animals of inferior merit although there may be no competition. Where the number of competitors in any lot is less than the number of awards, the judges may, at their discretion, award lower prizes, omitting the higher ones.
25. Where a sum of premium money is to be paid out pro rate, the apportionment shall be according to the merits of the individual exhibits.
26. Special premiums may be offered by interested persons for entries which conform to the general classification of the Society.
27. Premium checks must be cashed within 30 days of issue, or they will become void.

NEW BOARD OF ANIMAL HEALTH RULES
29. Cattle and Bison: Breeding cattle, rodeo cattle and all cattle for exhibition must be officially identified upon movement from the herd to another location, with certain exceptions. Records of cattle movements into and out of herds must be kept on the farm for five years.

Exhibition of Livestock in Minnesota
SUMMARY OF STATE RULES FOR 2024 EXHIBITORS
GENERAL REQUIREMENTS
Persons who wish to operate or conduct a public exhibition of livestock must obtain a permit prior to the start of the exhibition.
All animals must be examined by the official veterinarian on the day they are admitted to the exhibition and at least once daily during the exhibition. All out-of-state animals must meet Minnesota importation requirements. No animal may enter or be at a public exhibition that is showing clinical signs of any infectious, contagious or communicable disease, including ringworm and warts.

RESPONSIBILITIES
OF OFFICIAL VETERINARIAN
An official veterinarian must be present at each public exhibition of livestock for which a permit is required. The official veterinarian of an exhibition shall:
• Approve the cleaning and disinfection of the exhibition prior to the exhibition and during the exhibition if livestock are released and new livestock are brought to the exhibition premises.
• Inspect all livestock on the day admitted to the exhibition.
• Refuse admission of livestock showing signs of any infectious, contagious, or communicable disease, or of livestock not meeting the exhibition entrance requirements.
• Maintain ear tagging records to include: the characters on or contained within the ear tag; characters on or contained within other official ear tags on the animal; species, sex, age, and type of animal; date of application; and name of address of the premises where the animal was identified.
• Inspect all livestock at least once daily during the exhibition.
• Order the immediate removal to the quarantine facility or removal from the exhibition premises of any livestock with clinical signs of infectious, contagious, or communicable disease.
• Conduct any necessary tests.
• Submit to the Board a list of any animals that were quarantined or removed from the exhibition because of infectious, contagious, or communicable disease.
RESPONSIBILITIES OF EXHIBITION MANAGEMENT
• Retain the services of an official veterinarian.
• Comply with all orders of the Board or the official veterinarian.
• Clean and disinfect all building and exhibit areas for the use of livestock prior to the opening date of the exhibition and during the exhibition if livestock are released and new livestock are brought to the exhibition premises.
• Maintain the livestock and exhibition areas in a sanitary condition.
• Ensure that any livestock showing symptoms of infectious, contagious, or communicable disease are removed from the premises or quarantined in a separate facility.
• Maintain records which include the name and address of each exhibitor along with the species, class, and number of animals the person exhibited.
CATTLE
Cattle must be officially identified.
DEER AND ELK
1. Must be identified with official animal identification.
2. A deer and elk movement report must be submitted to the Board within 14 days of exhibition (including certificate of veterinary inspection, if applicable).
3. Animals must be confined in a manner to prevent escape.
4. Animals must be restrained in transit.
5.Animals must be confined in a manner to prevent commingling with any CWD susceptible livestock during exhibition.

6. Animals moved interstate for exhibition must meet interstate movement requirements and the destination state’s import requirements for farmed cervids.

SHEEP AND GOATS
Sheep and goats must be officially identified.
POULTRY
All chickens, turkeys, and gamebirds at exhibitions, except baby poultry, must be
individually identified with a leg or wing band with a number on the band. The band may also include other letters such as names/ initials. Hatching eggs and young poultry that are too small to band, can be exhibited as a group if the Hatchery Permit number or National Poultry Improvement Plan (NPIP) number is written on the cage, box or enclosure.
At exhibitions, all chickens, turkeys, game birds, and hatching eggs from these birds must be accompanied by a certificate or test chart approved by the board to show compliance with the following requirement:
• Pullorum-typhoid – originate from a hatchery or breeding flock that is classified U.S. Pollorum-Typhoid Clean under the National Poultry Improvement Plan (NPIP); or be negative to a pollorumtyphoid test within 90 days prior to the opening date of exhibition.
If a test chart is used to demonstrate compliance, the band number on the bird must match the test chart. Please see the exhibition requirements document for more information and for the list of certificates and test charts approved for use.

HORSES
Horses, except suckling foals accompanying a negative dam, must be negative to an official equine infectious anemia (Coggins) test conducted within 12 months prior to the opening date of an exhibition.
Racetrack Import Requirements
In addition to Minnesota Board of Animal Health equine import and exhibition regulations, the Minnesota Racing Commission requires the following for
horses entering Canterbury Park or Running Aces racetracks:
Health Certificates
All horses (including pony/outrider horses) entering the grounds for the first time must be accompanied by an original Certificate of Veterinary Inspection (health certificate) issued within ten (10) days of their arrival and a negative Coggins Test Certificate issued within 12 months of arrival. EHV-1 vaccination date and rectal temperature for each horse should be included on the health certificate. For those trainers shipping in and out, a copy of the health certificate valid for thirty (30) days will be available in the Commission’s veterinarian’s office upon request.
Vaccinations
Every horse entering the enclosure of the racetrack must have been vaccinated by a veterinarian with an FDA approved modified live or killed virus vaccine specific for EHV-1 not less than 14 days and not more than 4 months prior to date of entry. The specific product used and expiration date as well as the date the horse was vaccinated must appear on the health certificate.
Piroplasmosis
Horses with a health certificate originating from a state with suspect cases of Equine Piroplasmosis (EP) must also have a negative test for Babesia equi taken within the previous 12 months. Currently this includes Texas, but is subject to change. Documents must be attached in an email sent to the Minnesota Racing Commission prior to arrival.
DOGS
Dogs four months of age or older must be accompanied by a certificate of rabies vaccination documenting that the dog is currently vaccinated for rabies.

GENERAL RULES:
1. Open to FFA members state-wide.
2. Members must be in good standing with their FFA Chapter.
3. Pre Registration required for all entries by emailing Shell Tumberg at stumberg@perham.k12.mn.us by 11:59 pm July 13th.
4. FFA premiums will be awarded with blue, red, and white groups.
5. A faithful observance of all rules governing the exhibit will be required. When in doubt as to the application or meaning of a rule, the agriculture instructor in charge shall interrupt such a rule.
LIVESTOCK
1. Animals must meet health requirements set forth by the Minnesota Board of Animal Health.
2. Health certificates for the required tests are to be presented to the official veterinarian at the time of entry.
3. Livestock must be owned by the exhibiter or in partnership with his or her own family.
4. Beef, dairy, and swine animals must be owned by June 1 of the current fair year. Sheep must be owned by July 1 of the current fair year.
5. Only on entry may be entered in each lot by an exhibiter.
6. Livestock in breed classes may be registered or grade.
7. Animals entered in FFA classes may not be entered in 4-H classes.
8. The exhibiter must be present during the show. In case of illness and exhibitor may substitute another FFA member to show his/her entries. The substitute, however, must be approved by the agriculture instructor in charge.
9. Exhibitors must keep their livestock, stall, pens, and immediate area in a clean presentable condition.
10. No fee will be charged for entries, pens, or stalls.
11. Grand and reserve champion ribbons will be presented to the top male, female, and market animal in each livestock division. An exhibitor may show the animal of his/her choice for these awards.

1. Collection of 3 kinds of vegetables. The collection must contain small, medium, and large vegetables. You must have one large vegetable (cabbage, squash, melon, cauliflower, etc.), three medium vegetables of the same species (tomato, Onion pepper, cucumbers, carrots, etc), and twelve small vegetables of the same species (cherry tomato, green beans, peas in pod, etc). (Potatoes may not be included in this class).
2. Collection of six kinds of vegetables. The collection must contain small, medium, and large vegetables. You must have one large vegetable (cabbage, squash, melon, cauliflower, etc).

1. Cut Flower Display – These flowers must be grown by the member. Containers and flowers should be of the proper proportion (2/3 flowers and foliage and 1/3 container). Exhibits must be labeled with kind and variety name. No aluminum foil and no foliage below the water line. Minimum of three stems of flowers.
2. House plants – The container must have label with exhibitor’s name, chapter, and plant variety.
3. Terrariums – The exhibit should not exceed 24” in any dimension. Evaluation will be based upon plant selection, quality suitability of container, and design. Container must have a label with exhibitors name, chapter, and plant varieties. Terrariums must be started at least 2 weeks prior to the county fair.

Sponsored by United Community Bank, Superintendent Donna Gill Exhibitors may enter more than one specimen in a class, provided each entry is of a different named variety. Entries must be made Thursday, July 25 from 11 a.m. to 7 p.m. Or Friday, July 26 from 11 a.m. to 2p.m. and remain until 6 pm, Sunday, July 28. All flowers must be grown by exhibitor and dried material picked by exhibitor. Rules according to the Minnesota Horticultural Society refer to handbooks in Perham Area Library.
