New speed limit rejected A recommendation to reduce the speed limits on Queen St and Sundial Square by 20km/h has been put on hold. Family of 12 wins free meal
The region’s largest families have been found. More than 40 entries were sent to Waimea Weekly for the competition which sees the three biggest families offered a free meal at Café Olive in central Nelson. There were several entries of families with
14 children but they were from either outside our distribution area or most of the siblings were over 18, ruling them invalid for the competition. But the overall winner was the Curry family, who have ten children ranging in age from 19 to 2. The family has won dinner for them all at Café Olive, with the Dunne family winning lunch for finishing second and the Azizullah family winning breakfast for Nelson finishing third. Steve Dunne – whose family featured in the Weekly a fortnight ago Ltd – says he’s rapt about getting lunch for his family, which includes eight children. grateful and excited about the meal. “We are very happy, this is very nice of Café Olive to do this.” Michael Curry and his wife Kimberline moved to Richmond three years ago so he could take up a job as an aircraft engineer at Air Nelson. Michael was stoked to hear his family, who had been nominated by someone at their local church, had won the free meal. “It’s hard for us [to go out for dinner],” he says. “To be honest we’ve never gone out since we’ve came to Nelson. First of all it’s because of finance to go out for a birthday or anything so we just have a simple celebration at home. Secondly, me and Kimberline can’t go out either because it’s really hard to get someone to look after the kids.” The eldest son, Michael junior, is leaving Nelson in three weeks to do an aeronautical certificate in Blenheim, so the family
will use the free dinner for his going away party. “We were planning on doing something like a family outing so this is absolutely perfect. We’re so blessed. Whoever nominated us, we’d like to thank that person and also thank the people behind this competition. It’s perfect timing for us.” Café Olive’s Hakan Aslankilinc came up with the idea for the competition, noting how difficult it is for a large family to go out for dinner. He says he’s been thrilled the number of entries to the competition and can’t wait to meet the winners. “I was very pleased and surprised to find that there were such large families living here in Nelson. For a small town, there are a lot. It’s not something you would notice until you do something like this. I’m so excited to meet the winners and look after them in the café.”

A Richmond mother is devastated after the two scooters she bought her children for their birthdays were stolen in the night, and she’s warning others against leaving valuables unlocked outside. Helen Barnett bought the two scooters, valued at $180 and $120, for her two children Katie, 9, and Archie, 5. Archie got his for his birthday last month while Katie had been given her one on Saturday, less than 24 hours before it was stolen from the front porch of the William St home. “They were definitely there at half past eight on Saturday night,” says Helen. “Katie hadn’t even ridden it. We don’t have heaps of spare cash that we can just go spend on another one so it’s a bit gutting really. These were their birthday presents.” Helen believed the scooters were out of sight on the porch, but once they were stolen, she went out onto the road and then realised they were in fact visible. “The neighbours use to have a big tree there which blocked it but yeah you could see them.” The spot on the porch where the scooters were taken from was also close to one of the children’s bedrooms, which was another huge concern for Helen. “It’s a bit scary. Both gates were locked but they’ve came in and been right by his room. They must

editorial@waimeaweekly.co.nz A gray’s beaked whale that died at Tahunanui Beach last week has joined six others at a marine mammal burial ground on Rabbit Island. While the burial ground is really just a large pit previously used as an area for extracting sand, the task of getting a five tonne whale there is no easy feat. Dirk de Vries, of the Department of Conservation, says this practice of burying dead marine animals has been going on for a long time and estimated the Rabbit Island site, which is on land managed by PF Olsen, as about eight years old. “Last time we had to get a ten tonne digger in and get a decent sized truck just get it there,” says Dirk. “Local iwi gave it a blessing and then it is taken away. If we need any samples then it is done at the burial site.” When a whale is stranded on a beach and dies in an area with high foot traffic, DOC recommends that it is buried. DOC consults the local iwi first and if the green light is given then genetic samples are taken before the animal is shifted to the burial ground on Rabbit Island. “With their approval we take some genetic samples, which is basically a one

Town Wi-Fi nears closer
Getting free wireless internet up and running in Richmond’s CBD is one step closer, although the company behind the project could not confirm an exact completion date. Richmond Unlimited confirmed two months ago that it was pushing for wireless internet in the town, which would enable people with laptops and most mobile phones to access the internet for free at their finger tips. Justin Wells, who is the general manager of Thepacific.net, has confirmed the locations of the three hotspots that will give coverage to different areas of Richmond. Those include Thepacific.net offices on Queen St, Sundial Square and the eastern side of the Richmond Mall, covering the car park area. “The phone is the most limiting device because they don’t have big aerials and lots of power. You can draw a 200 meters circle around these hotspots with a laptop but only about 80m with a cell phone. This is just the first stage from here we can look at coverage for other areas and see where we need to fill in.” Thepacific.net was involved in setting up free wireless internet in Picton, Blenheim and the Nelson Airport and Justin says the feedback from those projects had been very good. “People get to use it while they’re waiting for an airport and the same thing in Picton, it was aimed at travellers and people were really happy with it.”

Changes made to council’s annual plan

More than 400 submissions and recent weather events have resulted in just eight changes to Tasman District Council’s annual plan. The annual plan for 2013/14 sees a general rates increase of 1.38 per cent with targeted rate rises ranging from 1.59 per cent to 2.38 per cent in some areas.
The major changes include bringing forward funding to improve the Champion Rd stormwater works, extra funding for maintenance at the ASB Aquatic Centre, funding for seismic assessments of council buildings, increased forestry dividend, and adding $45,000 to upgrade the fire damaged Moutere Hills Community Centre, amongst others. Tasman mayor Richard Kempthorne be-
lieves the small number of changes are a direct result of councillors and staff indentifying ways to be more efficient in the current economic climate. “The success of the Richard internal review is reflectKempthorne. ed in the low rise in rates we are asking of our residents and ratepay-

Around 40,000 voter packs will be delivered in Tasman and Nelson by the end of tomorrow in an effort to confirm voter details before this year’s local body elections. The packs were delivered by NZ Post from Monday and should be all delivered by Wednesday. They aim to encourage voters to confirm their details ahead of the postal council elections this October. Registrar of Electors, Marie Elliott, says with the boundary of two councils being in the middle of Richmond and Stoke it’s important that people update their addresses. “We have a lot
of people moving from Tasman to Nelson and vice versa so people need to make sure their address is right or they won’t be able to vote for the candidates in their community.” At the last local body elections in 2010 only 51.38 per cent of registered voters cast their vote in Nelson. Although low, figures show it was higher than the 49.84 per cent in Tasman District. Marie says it’s important people update their voter details and send back letters sent to the wrong address. “We rely on people doing this right so they can vote.”

Combined concert to kick off art week A combined schools concert will kick off Waimea College’s arts week on Thursday. Lining up at the concert are Waimea Intermediate School’s concert band, Wakefield School band ‘Stage Fright’, the St Arnaud Brass Band as well as Waimea College’s jazz octet, orchestra and brass emsemble. Music teacher Martin Emo says the idea to stage a combined schools event was to get more of the community involved. “Getting local schools together to perform and we wanted to give them a chance to see what
our school’s groups can do as well,” he says. “We’re quite lucky at Waimea that we can have a 30-something piece orchestra.” The concert will be held in the Waimea College hall on July 4 at 7pm. Entry is by gold coin donation. The school’s arts week runs until July 12 and also includes a year 12 drama production, performing arts competitions, a dance showcase, living art exhibition and a daytime variety concert. Unwanted chemicals ready for collection Farmers and growers are being urged to get rid of expired or unwanted agrichemicals at an upcoming Agrecovery collection. In its last financial year, Agrecovery collected and safely disposed of more than 11,500kg hazardous agrichemicals through nine collections across the country, chemicals that might have otherwise been left in sheds, posing an increasing safety risk, or contaminated land and waterways. At the last collection held in Nelson and Tasman in May last year, Agrecovery collected and safely disposed of over 1300kg of agrichemicals. The booking deadline for people wanting to safely dispose of horticultural, agricultural and veterinary chemicals through Agrecovery is August 9. Many agrichemicals are eligible for free disposal through the support of over 55 brand owners who participate in the programme, others are subsidised through central government and some regional councils, and some are paid for by the user. Anyone with unwanted agrichemicals can book them with Agrecovery at www.agrecovery.co.nz/ chemicals or phone 0800 247 326 to request a booking form. Each booking is assessed for available funding and customers are advised of collection costs (if any) and are given the option to accept or decline all or part of their collection, which occurs at a later date. Those with unwanted household or garden chemicals should contact their local council as these chemicals are not subsidised under the Agrecovery Chemicals programme.

Lions looking for group to donate to After handing over a cheque for $10,000, the Nelson Lions Club are preparing for the latest edition of their popular golf day fundraiser. The club handed over the money to the Nelson Surf Lifesaving Club last week, proceeds from last year’s golf tournament. But now that last year’s money has been donated the Lions turn their attention to this year’s event, which will be held in November. The tournament, which is run in conjunction with Southpine, has been held for 19 years running and Lions president Colin Borcovsky says it’s the local community that benefits. “Over the years we’ve do-
nated more than $250,000 to local groups and for any non-profit organisations that would like to apply for the money raised, now is the time.” To apply for funding, groups can email club member Mike McBride at mcbride.team@xtra.co.nz. Applications close on July 29. Surf Lifesaving club captain, Ed Steenbergen, says the money is a huge help for the club. “It’s massive, it allows us to buy more rescue equipment. We’ve already bought two rescue boards and we’re looking at getting another oxygen kit for the beach. We’ve also bought extra rescue tubes and other bits and pieces.”

Another cycle trail milestone Another “significant milestone” has been reached on the Great Taste Cycle Trail now that the coastal segment to Mapua is fully opened. A temporary bypass route forced cyclists onto Lower Queen St while bird nesting occurred in the Waimea estuary. But the trail’s engineering team were pleased cyclists could now enjoy one of the most scenic parts of the ride which runs behind Nelson Pine Industries and Ravensdown. “It’s fantastic to achieve this part. Not only have we got the trail open, we’ve got around 1600 plants planted here; we’ve done a lot of weed control around the estuary and cleaned up a lot of the rubbish,” says Bill Gilbertson. “It’s
now open for people to view, look back at Nelson and admire the bird life here.” Project manager Stuart Hughes was pleased that opening up the coastal segment would keep cyclists off the busy road. “That’s the main thing. Yesterday there were 20 people coming through quite late and they all said it was magic. They didn’t feel safe on the road.” Dugald Ley used the word “serenity” when describing the segment. “There’s just no noise.” The team wanted to thank Chambers and Jackett, Steve Rolston, Gilbertson Contracting, Fulton Hogan and the local rotary clubs for their efforts in the segment.

Gearing up for American cruise Own an American vehicle? You may want to read on. After the success of last year’s inaugural Independence Day Cruise, the Nelson Hot Rod Club is organising it again and it’s inviting all American vehicles to take part. The cruise will be held on the Sunday after Independence Day in the United States – July 7 – and will see close to 100 motorbikes, hot rods and classic cars drive from Tahunanui to Riwaka and back. Organiser Ian Jones says the day was a huge success last year and the club was keen to build on that. “We had 85 vehicles last year which was really good, if we can get that again, plus a few more, that would be good.” Last year the cruise went to Kaiteriteri but Ian
says that put off a lot of motorcyclists as the roads were icy on the hill over there, so they’ve shortened it in an effort to attract more bikes. A $5 entry fee for each vehicle will be donated to the Nelson Hospice and Ian says the day is a great opportunity to check out other cars and meet other people with similar interests. People will begin to meet at the Suburban Club on Tahunanui Dr from 9.30am with the vehicles to leave at 11am. They will then go down Nayland Rd to Whakatu Dr and through Gladstone Rd in Richmond. They will continue on State Highway 6 to Brightwater and drive through Waimea West and down the Moutere Highway to Riwaka. For more information about the cruise, give Ian a call on 027 442 3890.

Two years ago if you would have told Peter Owen that he’d have a village of guinea pigs and write a book about them, he’d probably think you were crazy. But within the space of 12 months, Peter has managed to do both. “It is a big part of my life now because every morning and every evening it’s guinea pigs,” he says. The owner of Eyebright has just published “Too many guinea pigs”, a “dark humour” book aimed at all ages. He says it was the first book he had published, having previously worked on one for ten years
Just a thought... Have you ever thought about the power of words? I don’t think we fully realise the power and impact of the words we speak or the words that have been spoken about us or over us. In fact for most of us, our lives have largely been shaped by words. Words that build up or words that cut down, words that heal or words that harm. Unfortunately many people live with deep wounds caused by hurtful words that have contributed to low self-esteem, broken relationships, mental illness or even suicidal thoughts.
The book of Proverbs says: “Rash or reckless words pierce like a sword but the tongue of the wise brings healing.” Prov. 12: 18. Despite being written almost 3000 years ago the book of Proverbs has many wise sayings that give instruction on the power of words. Someone else said that “Words are the most powerful thing in the universe. They are containers. They contain faith or fear and they produce after their own kind.” What kind of world are you creating with your words? What kind of relationships are you cre-

Peter says the guinea pig village was an idea that came from a former employee and the motivating factor behind the book came from plaques he wrote on the village fence telling different stories of each animal. “For some people there is just tears in their eyes, they just love it. But then some people just don’t get it at all.” Peter admits the book has more words than a general children’s book but he says feedback had been great so far. So it’s little wonder that Mortimers Auto Upholstery has become the well known local business it is today. Based in the heart of Richmond, the team has had plenty of work on and with an ever growing customer base Caleb Hill and Ian Mortimer, owners of Mortimers Auto Upholstery, have recently welcomed a new apprentice to help cope with the expanding demand for their expertise. As the business continues to grow, both Caleb and Ian continue to come up with innovative ways to connect with their clients and use smart phones, email and other forms of communication to send photos and updates of projects. The BMG Mini will be raffled off for the Relay for Life this year and Caleb says the team are proud to be a part of such a good cause. Part of their motivation to help out is that everyone is touched by cancer in one way another. “We have all, in our own way, known someone that has been affected by cancer, so it’s just a really good thing to be involved in. We try to immerse ourselves as much as possible into the community and give back where we can too.” Four friends from Wakefield are behind the project which is also sponsored by the Bowater Motor Group. With panel beating complete on the BMG Mini and a fresh paint job drying, the team at Mortimers are now turning their

Wanderers fall short
A 78th minute try was too little, too late for Taylor’s Contracting Wanderers as the side’s unbeaten run ended at the worst possible time. Wanderers went down to Galbraith Nelson 18-13 in the Bayleys Tasman Trophy final at Trafalgar Park on Saturday. Despite dominating territory and possession, Wanderers were unable to capitalise on its opportunities and were forced to play catch up as Nelson ran
in two first half tries to James Lash and David Havili. With wingers Kerehama Barrett and Ryan Setefano looking deadly as ever during the free-flowing first half, Wanderers definitely didn’t go without their chances but handling errors and a resolute Nelson defence made sure the side would head into half-time with zero points on the board. When Sione Holani eventually scored for Wanderers, the team was still within
striking distance of victory. However, a late drop goal to Nelson’s playmaker James meant Wanderers would need to score two tries within the final minutes to win. So when Steven Soper scored in the 78th minute, the boys from Brightwater believed there was enough time left for one more go. But as Jackson Harvey’s conversion skewed wide, the referee blew full-time handing Nelson its second Tasman Trophy win in two years.

Nelson reps cruise past Marlborough
Nelson’s senior hockey teams got their representative seasons off to the perfect start, thrashing Marlborough 9-0 in the men’s game and 4-0 in the women’s match. The results mean Nelson retains the McCarthy Cup and the Ken Beach Cup, which are both up for grabs annually, while the men’s B team also got its hands on some silverware courtesy of a 2-1 win. With only one turf operating and Capital trials ongoing, Nelson’s build up to the rep games had been minimal but Craig Brett, who is the women’s coach, says it was the perfect way to the start the campaign. “With only one turf we haven’t really been able to get these teams together so they went out with an hour’s preparation, so it was good to get some great results,” he says. “The men’s result was quite surprising though considering how high scoring it was.”
Last year the men’s side won a thrilling match 4-3, but were far too good in 2013, with Junior Black Stick Jared Jones and Pat O’Connor-Leys having starring roles in the rout. “Marlborough is usually a pretty hard side to play so from our point of view we were happy with both of the main results. Returning player Ella Orr scored two goals in the women’s match while Hannah Climo and Bronie Edwards also got on the score sheet. “Bronie is only 16 but she’s got huge potential and played really well. Ella played really well too. She’s only just got back into the country and I think this was just her second game in six months.” In Sunday’s other match, the women’s B team lost 4-0. Both the men’s and women’s teams will be back in action this weekend playing against West Coast and Buller respectively.

St Paul’s were a well presented team with all the girls having their hair well groomed (a pet hate of mine when players spend time pushing their hair out of the eyes throughout the game). After a month of poor results and a lot of soul searching, Super Liquor Waimea Old Boys finally its season back on track and into the top four as a result, courtesy of a comfortable 45-0 win over Collingwood on Saturday. Waimea started the game well with a try
to stand out openside flanker and eventual player of the day Hamish Ballagh. When a Collingwood defensive scrum was put under pressure by the Waimea pack and the clearing kick from the Collingwood first five was charged down, Hamish regathered the ball and scored near enough to the posts for John Higgins to convert with ease.
This try set the tone for the match with Waimea using the blindside well and scoring two more tries before the break, to turn around 19-0 ahead. While Collingwood tried to respond to an effective Waimea effort, it wasn’t to be. Number eight Aaron Dron scored off a clean lineout take and a well executed 20 metre forward drive to the line to get
Waimea under way in the second half. Waimea eventually cleared out in the second half to put Collingwood to the sword by 45 points. Other try scorers were Sy Keelan, Luke Thelin, Lee McBrydie, Mitchell Bateman and a second to Hamish. The team head off to Riwaka this weekend. Riwaka are the current leaders in the Car Company division two competition.

Last chance to sign up for quiz night Waimea Old Boys are hosting their fundraising quiz this weekend and they want you to join them. The Jubilee Park-based club has three senior rugby teams and more than a dozen junior sides and money raised from the quiz night will be used to help run the club, at both the senior and junior level. Summary of statement of proposal to review the introductory bylaw – chapter 1 – 2006
Vegetation Control – Roadside Spraying in Rural Areas Registration of Non-Spray Areas
The Tasman District Council resolved to review the Introductory Bylaw – Chapter 1, 2006 pursuant to Section 158 of the Local Government Act 2002.
Summary of Information
Tasman District Council’s roading maintenance contractor is responsible for vegetation control within the road reserve. This includes the use of knock-down, residual and brushweed herbicides to remove vegetation growing in the roadway and around street furniture. The contractor is also responsible for control of pest plants and other noxious weeds such as gorse, fennel, hemlock, blackberry, broom, bracken, purple pampas grass and box thorn.
The Tasman District Council Consolidated Bylaw – Chapter 1 – Introductory section came into force in 2006. The Local Government Act 2002 requires all bylaws to be reviewed within five years of coming into force. Once this Bylaw has been reviewed, it will need a further review in ten years time.
Residents can request that their rural property frontage not be chemically sprayed and instead undertake the vegetation control themselves. On approval Council will mark the no spray area with red marker pegs.
The purpose of the Introductory Bylaw with regard to all Bylaws contained within the Tasman District Council Consolidated Bylaw is to:
Rural residents who choose the “no spray” option must control the vegetation growth along their property frontage to ensure road users are not impeded and all roadside signs and markers are clearly visible. Vegetation height should not exceed 300mm. Any stormwater drainage ditches need to be kept clear of excess vegetation. At intersections vegetation must be kept well clear to ensure good sight lines for traffic using the intersection.
In accordance with the Special Consultative Procedure provisions of Section 83 of the Act, the following Summary of Information is provided:
• Provide consistency in interpretation of terms used; • Deal with matters general to all bylaws, i.e. licences, serving of notices, removal of works in breach of bylaws, compliance waivers, discretionary powers and general offences; • Include some definitions in common with other bylaws. The main changes from the 2006 Bylaw are: The inclusion of an “Interpretation” section, as listed below, which defines commonly used terms in the Consolidated Bylaw: Council means the Tasman District Council. District means the district of Tasman District Council. Owner of any real property includes a registered proprietor, a trustee, and any person for the time being entitled to receive the rent of the property, land, building, or premises or who would be entitled to receive to the rent if the property were let to a tenant. Where any such person is absent from New Zealand, ‘owner’ includes his or her attorney or agent. Owner of any personal property includes the person having charge or the management of the property. Person or any other words applying to any person or individual, shall include a firm and also a corporation. Rates Records mean the rates records of the Council kept pursuant to the Local Government (Rating) Act 2002. Road shall have the same meaning as in section 315 of the Local Government Act 1974 and shall where the context requires include a street (excluding State Highways) and any place the public has access to, whether as of right or not. The removal of the “New Technology” section, viz: If, after the coming into force of any of these Bylaws, any person who wishes to install or use in the district any article or thing which had not been introduced into the district prior to the coming into force of these Bylaws and which, while not complying entirely with the provisions of these Bylaws, may in the opinion of the Council be properly installed and put into use, and which does not contravene the intention and spirit of these Bylaws, the Council may either generally or specifically authorise the installation and use of such article or thing, and may impose such conditions as it deems necessary. The section is now deemed to be irrelevant.
