Council to focus on residential growth Simon Bloomberg
Nelson MP Nick Smith believes the Tasman District Council has been caught “flat-footed” by the increased demand for sections after a report shows that its long term plan underestimates residential growth around the district by more than 300 per cent.
The report, to be discussed by council’s engineering and services committee on Thursday, shows that 555 sections are now coming on stream around Richmond, Mapua and Wakefield. However, that’s still nowhere enough to meet demand and developers are asking council to fast-track capital projects so they can keep
up with the “frantic pace” of the residential growth. The report concedes that council’s failure to accurately predict the rate of residential growth has resulted in a “limited number of lots on the market in a period of very high demand” which has “contributed to escalating section prices”. Although Nick, who
is also the Housing Minister, agrees that predicting residential growth can be challenging, especially when “you get a market turning as quickly as you have in the housing sector”, he says council should have seen that the demand for sections was about to skyrocket. “The challenge for councils is to
try and predict the number of sections that are needed in the future so they can build the sewer and water and roading infrastructure. But if you look over the last four years, the number of houses being built in New Zealand has gone from 12,000 a year to 30,000

were issuing 50,000 people with residency each but we also had 40,000 people leave the country each year. But now, we not only have the 40,000 who have stopped leaving but we also have 30,000 coming home..so we’ve gone from a population growth of 10,000 to 100,000 a year.” Nick has just introduced a national policy statement on urban development that puts a strong legal directive on councils to free up more land “so they don’t get caught in a tight spot like this.”

We ring around and keep an eye out to see what’s available - obviously not everyone has a litter of puppies we can borrow so it takes a bit of organising.” Sonja says the piglets, reptiles and puppies are usually the most popular animals in the nursery
because the piglets have a lot of character, the puppies are supercute and reptiles like Rodney the Bearded Dragon are a novelty. The show runs from 9am to 5pm on Saturday November 19 and from 9am to 4pm on Sunday November 20. Tickets can be purchased at the gate for $15 for adults, $25 for families, $5 for children five to 16.

Anna Batty and Laura Bingham have been virtually inseparable since they started Waimea College in the same year nine class in 2012 and they couldn’t be separated again last Friday when they were named as joint-duxes at the school’s senior academic prize-giving. It was only the third time that two students have shared the college’s top academic award with Anna and Laura’s exceptional academic achievements only separated by 0.2 per cent. are destined to remain together for another year at least as they both plan to study health science at Otago University next year. “We’ve known each other for ages,” Anna says. “We both went to Waimea Intermediate and we started here at Waimea College in the same year nine class. “We’ve been in the same classes pretty much all the way through and now we were going to Otago together.” Anna says she is hoping to gain admission into medical school while Laura says she wants “to see where health sciences takes me and what I enjoy” before she decides on her academic future. Anna and Laura both say their academic success at Waimea College can be attributed to

Top business award for tax refund company Simon Bloomberg It has already been a great year for Nelson online tax refund business MyTax.co.nz, and it got even better on Friday when it won the Supreme Award at the Nelson Pine Industries Chamber Business Awards at the Rutherford Hotel. MyTax.co.nz was founded by chief executive Lester Binns in 2008 and is now one of the country’s leading online tax refund businesses, employing up to 40 staff. Earlier this year, it won a Canstar Blue Consumer Satisfaction Award and the judges at Friday’s NPI Chamber of Commerce Awards also rated MyTax.co.nz highly, saying it is “a game changer in its sector” and “has exciting potential for global success”. Misplaced cones are causing confusion on Queen St. New classrooms for Stoke: On Wednesday, the government announced that it will spend $800,000 to create three classrooms in Nelson, two at Stoke School and one at Birchwood School. Nelson MP Nick Smith says there is strong population growth in Stoke and the government needs to ensure it matches it with investment in schools. The Stoke School funding will be used to purchase and re-purpose the school’s empty onsite playcentre, converting it into two new entrant classrooms.

250 year old prayer book back with Every family A 250-year-old Book of Prayers that featured in last week’s Waimea Weekly was sold to decendants of its original owners. The book was one of thousands sold at an auction of rare books and samplers which were owned by John and Cynthia Savage. The book had been passed down through the generations of the Every family who relocated to New Zealand from England at the end of the nineteenth century. John Savage bought it at an auction in Nelson in the 1960s and was the first non-Every to own it. Lipscombe’s owner Warwick Savage told the Weekly last week that he would love to see a relative bid on the book. “We were contacted by two members of the family and there was quite steady bidding on it, but they did end up purchasing it.” The book sold for $2350. It was a record auction for Lipscombe’s with over 1000 people viewing the collection during the week, as well as a record number of registered bidders, totalling over 200. Two of the biggest individual sales were an 1843 sampler which went for $2350 and an 1877 book featuring illustrations of New Zealand by C. D. Barraud which went for $1600. Overall 95 per cent of the 604 lots were sold, the remainder of the Savage’s collection will now filter into Lipscombe’s antique auctions.

Church ticks boxes for elderly Anglican Churches are reaching out to help senior citizens around Nelson and Tasman understand and overcome the challenges of ageing. The Anglican Diocese has been running a number of activities as part of its Senior’s Outreach programme and is now expanding that to include a series of seminars entitled Ticking the Boxes starting next Wednesday. The seminars will be held at Anglican Churches around the region and feature guest speakers covering a range of topics relevant to the elderly, including down-sizing, healthy eating, home aids and funeral planning. St Barnabas Stoke Church senior’s Outreach coordinator Kathy King says the churches have organised the seminars because they want to do something for the community. She says they decided to run the Ticking the Boxes seminars because “people we are meeting and work with have concerns about these issues and it is one way we can help reduce their fears and worries”. “We wanted to share God’s

love and do something to reach out to the community and also meet the needs of the community,” Kathy says. “We initially looked at holding just one seminar but realised it was too big for one session.” The first seminar will cover down-sizing which is a common issue for elderly and will feature speaker Diane Taylor from Summit Real Estate. “Moving out of the family home is a big step and quite often it happens when one of the partners has passed away so it can be very traumatic,” Diane says. “But the process doesn’t need to be difficult and I’m looking forward to the opportunity to talk about it at the seminar.” The seminars will also cover legal facts, positive ageing services, a balanced view of retirement and life without a car. The series concludes with a seminar entitled Getting a Promotion which discusses death from a Christian perspective. However, Waimea senior care
co-ordinator Nicola Berthelsen says the seminars will offer more than just useful information. The churches will be providing free food and refreshments and an opportunity for people to socialise and meet new friends. “The elderly can become really isolated so the social aspects of these seminars will be important too,” Nicola says. “We’ll be able to pick people up and bring them to the seminars and provide them with lunch and a chance to socialise - we’ll let them know there are people out there to help them.” Kathy says all the seminars are free and people can just turn up to all, except one at St Barnabas Church on March 15 next year, without booking. Ticking the Boxes will feature 10 seminars starting with Down-sizing at St Barnabas Stoke Church starting at midday on November 16. Unemployment falls to new low Nelson and Tasman’s unemployment is the lowest in the country at 2.8 percent as the national rate fell below five per cent for the first time since December 2008. Average incomes within the region have also improved over the last year by nine per cent to $1008. This is the largest annual increase in 20 years and is at a time of record low inflation of 0.2 per cent. It is also the first time that average wages across the region have topped $1000 a week. Nelson MP Nick Smith describes
the latest Labour Force Survey data as the best ever for the region. “The number of people employed in the Nelson, Tasman, Marlborough and West Coast region has grown by 3800 over the last year to 92,700,” says Nick. “This is the highest number of people employed in the region on record.” Nick says these economic results are a reflection of the strength of Nelson’s regional industries like horticulture, tourism, building and forestry.

Students win Kapa Haka competitions Jessie Johnston Te Kura Kaupapa Maori o Tuia te Matangi is extremely proud of its Kapa Haka students who recently won both the regional and South Island Kapa Haka competitions. Held on Saturday, October 29, at Nayland College, the two events were amalgamated with the Richmond Maori immersion school’s winning performance also qualifying them for the national competition in Gisborne next year. The group of 24 ranges from five to 12 years old and were entered in the junior section of the competitions, going up against 16 other junior groups. Their whole performance was created from scratch with the help of their tutors and others in the community, taking inspiration from stories from the top of the South Island. “We use Kapa Haka as a format to extend students learning so the songs that we wrote were also projects that we were developing in our classroom curriculum,” says tutor, Arana Tamepo. “Last term we spent a lot of time looking at the different stories from around this area. We went to Onetahua and visited some historical sites there. One of our songs was about a common Taniwha from that area, we also had people from that area come in and talk to us about it. It was about learning the legends and maintaining the areas’ oral histories. Putting it into a Kapa Haka format just helped consolidate the stories that the students had been learning about.” Time wasn’t on their side when preparations began for the competitions in week five of the last term but hard work, including Saturday practices, saw students gain the top spot amongst . They are now looking forward to incorporating the rest of the school for their performance at nationals. “I’m over the moon for them because they did work hard, it did take quite a bit of time to get them to that competition level. When we do sing at school it’s purely for entertainment for us because we enjoy it, so it was a shift from entertaining to competing,” says Arana. “I

Raeward sausage earns top marks A Nelson butchery has won a silver medal for its take on a South African favourite. Raeward Fresh won the medal in the Continental Fresh category of the Devro Great New Zealand Sausage Competition for its boerewors. It’s the second time Raeward Fresh in Richmond has won a medal at the awards and owner Justin Blackler says he is thrilled to win again. “We’ve put a lot of effort into our butchery since we took over a few years ago and we’ve built up a reputation for quality meat.” Butchery manager
Pierre Marquet says the boerewors is made with a South African spice mix. He says it is popular with local South Africans. “All have their take on it, but all have told us it’s the best they’ve had in New Zealand.” The Richmond sausage was one of 500 entered in the national competition, with all sausages examined, pulled apart and tasted by a panel of 24 judges made up of chefs, food writers and industry heavyweights. The top sausage was a chicken, lime and lemongrass creation made by the Mangawhai Meat Shop, in Northland.

Hospice gets second car donation Simon Bloomberg Five years ago, the Nelson Tasman Hospice Trust received a cheque for $20,256 after a retired Nelson couple and Nelson Rotary got together to run a fund-raising raffle with the prize of a beautifully restored 1958 Morris Minor. Peter and Peggy Jack had donated the Morris Minor to the hospice after Peter had spent four painstaking years restoring the classic car to its original condition. And last week, Peggy joined forces with the Rotarians again to hand over a further $15,500 to the hospice after donating a second car for a fund-raiser. However, the latest donation was tinged with sadness because Peter had subsequently passed away and it was one of his dying wishes that their car be donated to the hospice. Peggy happily honoured his wish, contacting Rotary’s Chris Page who helped organise the raffle for the Morris Minor, and asking him to sell the car and donate the proceeds to the hospice. “Peter was keen on restoring cars, and when he finished the Morris I said ‘what are we going to do with it’, and he decided to give it to the hospice,” Peggy says. “So I suppose it’s only natural that he wanted to give this car to the hospice as well - that’s the kind of thing he did.” Chris, whose wife Margaret stayed in the hospice before passing away a few years ago, says it’s been a privilege to help out the Jacks with both their donations. He says Nelson Rotary sold 4000 tickets and received donations for the first fund-raiser and enlisted the help of car dealer Paul Kelly to sell the second car. “When we were selling the raffles, we’d tell people it was for a Rotary fund-raiser and they were supportive,” Chris says. “Then we’d tell them the proceeds were going to the hospice and they’d say how many tickets can we buy. “The hospice is such a great cause and the people who work there are amazing. I always say they aren’t staff, they’re angels.” Hospice fund-raising and marketing manager Pamela White says the Jack’s latest donation is generous and timely, with the hospice due to start fund-raising to develop its new facility in Stoke. “The Jacks have been incredibly generous and Rotary have always been a good supporter of the hospice.”

Since the beginning of the year, John and Sandi Hawke have been fully immersed in the construction of their commercial premises on Gladstone Rd, finally moving in to the brand new site last week. It’s a sign of their expansion as the owners and operators of Ultimate Roofing, Ultimate Garage Doors and Roofingsmiths Nelson. It also shows dedication to their clients by offering them a purpose-built showroom where they can comfortably discuss their roofing options. Although construction began in January, Sandi and John have owned the site for two and a half years. With a reception and showroom area greeting people as they enter, the building also contains an office space and a workshop. “People are making a large purchase with us so we just wanted to make them feel special,” says John. “The showroom offers people somewhere to sit down and relax and take their time with the decision. They’re also pretty special products that we sell and we wanted to have them in a place where they can be properly displayed.” “From the road, the roof of a house takes up one third of

We even have a monitor with a range of pictures showing different roof styles, to give them a really informative experience,” says Sandi. Their previous location offered none of these benefits with only just enough space to fit John and Sandi. “It was a shed and when people are coming in and they’re planning their life time dream home, they need to be in the right place to make those good choices,” says John. “We purpose-built this for our growing business which means having that private space where

Ultimate Roofing owners John and Sandi Hawke have had a full-on year project managing the construction of their new, purpose built site.
Snapper have arrived in big numbers throughout Tasman Bay over the past couple of weeks. Lots of snapper, ranging from just legal through to almost 90cm in size, have been caught by Dawnbreakers Fishing Club members recently, with Rabbit Island proving to be the go-to place for those extra-large models around 20 pounds. At the recent Dawnbreakers ‘Take-A-Mate Fishing’ Day, the snapper proved elusive for a number of club boats, while others had more success landing some nice reds, gurnard and kahawai. The fish of the day however was definitely the Barracuda, with all boats reporting high numbers of the Cook Strait sailfish cleaning out tackle and lures, and schools of them visible right up on the surface. For those heading out targeting snapper, stray-lining bit baits out the back of the burley trail has been the method producing the big fish, so give it a go.

Unintended consequences of euthanasia Currently in New Zealand there is much discussion about allowing someone the legal right to take their own life. What is being discussed is a deliberate intervention specifically intended to end a person’s life for the purpose of relieving distress. Rather than the broad term physician assisted dying, it is more accurately known as physician-assisted suicide. This is where the drug is prescribed by a physician and administered by the patient, or euthanasia where the drug is administered by the physician or someone else. Legislation that allows assisted-suicide and euthanasia will change our society forever impacting the rights of us all, especially the vulnerable. We need to think through the possible unintended consequences of such legislation. One unintended consequence as international evidence shows, is that wherever such legislation is introduced there is an incremental lessening of assessment and extension of criteria over time. This includes a gradual shift from voluntary to involuntary euthanasia - for example in dementia patients. If death is seen to be a right, then it is a right and a benefit for all, not just for some in society.
InterChurch Bioethics Council and others identifies that physician-assisted suicide or euthanasia has no equivalent in language or practice in Māori and Pacific people’s practices. Is the current debate including voices from the different cultural viewpoints in our communities? University at Groningen Ethics Professor Theo Boer, who also spent nine years as a Netherlands Regional Euthanasia Review Committee member, says, “The very existence of a euthanasia law turns assisted suicide from a last resort into a normal procedure — don’t make our mistake”. — Rev Dr Graham O’Brien

Shaane on the track to international success Waimea College’s Shaane Fulton has realised her dream of representing New Zealand in track cycling. The 16-year-old sprinter has been picked in the Cycling New Zealand under-19 team for the Oceania Championships in Melbourne next month. Shaane says it is something she’s wanted for a long time. “I’m struggling with my words and to describe how I feel. This is something I’ve wanted since I was eightyears-old.” Shaane put herself firmly into the running for New Zealand selection by winning the national Under-17 women’s sprint title earlier this year. More medals followed and she knew she was on the cusp of cracking the team. “I’ve been really consistent and I knew I was on the ra-

dar to be picked but there’s a difference when you see it written down. She has also done it without a quality velodrome in Nelson to train on. Shaane splits her time between road racing and training on the old velodrome on the outside of the Trafalgar Park pitch. She says she’s anticipating the completion of the Saxton Velodrome at the end of the year. “I believe you never stop improving on a good velodrome. “I notice a difference when I’m on the ones in Southland and Cambridge.” Shaane says she was inspired by her mum to try the sport after the family had moved
to Nelson. “I went to what they called Junior Trackies (at age five) and raced around on my pink bike. “At nine I was racing and then came my first nationals and I just fell in love with the sport.” Shaane says she loves training and seeing the improvement in technique and times. She also loves the adrenaline of being in a bunch of riders before she makes her claim for victory. Shaane has a training camp in Cambridge on November 24 before another one in Melbourne on December 3 with racing starting four days later. She says the 2018 Gold Coast Commonwealth Games are her next big target, with the Tokyo Olympics in 2020 being the major target.

Local axemen compete in international wood chop Jessie Johnston Skilled axemen put in a hard day’s work during the annual International Woodchopping Event at Speight’s Ale House on Sunday. Over 50 people took part in the event including members of the Nelson Axemen’s Club, axemen from around New Zealand, as well as several from Australia and Canada, many of whom also competed at the Blenheim A&P Show the day before. The Nelson event has been running for around six years and was established in support of the Blenheim A&P Show when the Blenheim club was struggling for numbers. “People don’t travel for a one day meeting like they do for two days,” says New Zealand Axemen’s Association president Dave McEwen. “Travel expenses are the same but you’re only getting one day chopping so
we did it really to support them and then, by default just about, it made a circuit out of it for the guys travelling so they do Blenheim, Nelson and then head to Christchurch for the Canterbury A&P Show where over 100 axemen will be competing.” Dave says the reason he loves the sport is because of the camaraderie. “If you play rugby for instance, you might play JAB rugby, you’ll go through the grades until you’re 25 or 30 maybe and then you’re gone. In this sport, you can start as soon as you’re big enough to hold an axe and there’s a guy here today who’s over 70 and still competing. You’re only competing against yourself, it’s you and one piece of wood, the more you put into it the more you’ll get out.” The International Woodchopping Event featured several cat-
egories from single and double saw, to underhand, standing, a three-man team event and the International Teams Race which saw the Speights Invitation Team take on the International Invitation Team. While those from out of town took out most of the top places, local standouts were sixteenyear-old Garin College student, Owen Wratt who placed second in the 250mm open standing event and helped win the threeman team event, alongside Ross Birchfield from Stoke. It was a tight competition in the International Teams Race with Speights leading until the second to last log where the International team overtook, winning the race by two hits. Organisers would like to thank Speight’s Ale House, Mitre 10 Mega and Goldpine, whose sponsorship makes the event possible.

Lap record in big night for Brett Nicholls Jody ‘The Professor’ Scott Brett Nicholls continued his early season form at the opening round of the Hanmer Holiday Homes Super Stock Series at Milestone Homes Top of the South Speedway on Saturday night. Brett, in the No 48n car, picked up the feature win and is leading on points going into round two in Christchurch this weekend. A win and three second placings, including the shoot-out, saw him off the front grid in the feature. He got the jump off the start to lead the race, but soon found he had no brakes. The race proved hard work and he was being caught when ne-
gotiating lap traffic in the dying stages, but held on to win from Woodford Glen’s Jamie Hamilton, and Alex Bright. Nelson’s national champion Shane Harwood finished fourth, but will sit second on points in the series. Brett also broke the lap record, going round in 15.74 seconds. The stock cars saw the return of Adam Hall who will hopefully provide the numbers to get the Thunder team to Christchurch this weekend, Shane Brooks earned his first race win for the season. The Youth Ministocks snuck in four races with the spoils being shared by Hamish Carter and Brayden Nell.

Temporary chlorination of Richmond’s water

Work on water supply pipelines in the Champion Road area has taken a little longer than expected, so we will be carrying out another round of temporary chlorination of Richmond’s water supply between Friday 11 November and Monday 14 November. Our apologies for any inconvenience this may cause – this is a short-term measure to safeguard your drinking water while we carry out work on major supply pipes. Once the work is finished, we will stop chlorination and the water will continue to undergo ultraviolet (UV) treatment as usual. Will my water be affected? The Richmond water supply covers the Wakatu Industrial estate and ENZA in the north, residential houses on the northern side of Champion Road (in the Nelson City Council area but serviced by Tasman District Council water supply) and all of urban Richmond, including the Beach Road area and as far south as Haycock Road. If you live in this area you will receive chlorinated water for this time.
To control woody weeds and riparian pest plants growing along our rivers, we operate a spraying programme November to April. We target broom, gorse, buddleia and wilding willows that, if left, will block river channels over time. Due to regular spraying since 2012 there are only relatively small areas within flood channels to control this season, so efforts will be focused on controlling pest vines in selected riparian areas (species such as old man’s beard and chocolate vine). Areas to be targeted for this work include the Waimea and Wai-iti Rivers, the Sherry and Motupiko Rivers in the upper Motueka catchment, and the Lower Motueka near the township. Techniques will include backpack spraying, motorised pressure sprayers and cutting and painting as appropriate. If a river adjoining your property is to be sprayed, a contractor will contact you.
Get your summer event licence sorted Are you planning a one-off summer event that includes the sale of alcohol? If so, you will need to apply for a special licence. A special licence will allow you to sell alcohol at a one-off occasion or event, such as a food and wine festival or a quiz night. Licensed premises can also apply for a one-off extension to their hours or area for a special occasion or event. If your event will be held between 20 December 2016 and 7 February 2017, you need to apply for your special license by 22 November 2016. Temporary reservation and speed-limit uplifting for waka racing in the Kaiteriteri/Marahau area The Motueka Waka Ama club has applied to the Tasman District Council to run an event within the coastal marine areas of Kaiteriteri and Marahau on 11 and 12 November. Other users may not use the area at this time. Please take extra care if you are in the area. The planned races will have competing craft and support vessels passing through and occupying the Kaiteriteri swimming and water ski areas at the start and finish of each event. The racing course will be between Kaiteriteri Bay, Sandy Bay and Fishermans Island. Pursuant to the provisions contained in the Navigation Safety Bylaw, the Tasman District Council’s Harbourmaster has granted a temporary reservation of the Kaiteriteri swimming and water-ski areas and a uplift of the 5 knot speed restriction for those involved in the annual ‘Waka Te Tasman’ event, between the hours of 2.00 pm and 7.30 pm on Friday 11 November and 8.00 am and 5.00 pm on Saturday 12 November 2016, (backup day of 13 November, 8.00 am – 5.00 pm). The effect of the temporary reservation will be to prevent other activities including water skiing and swimming from occurring within that area within the time specified. Event marshals have the authority to require other users to vacate these areas as required, but may allow limited use when racers are well offshore. An uplift of the 5 knot speed restrictions has also been granted to Waka Ama and support vessels directly involved in the event between Anawera Point and Guilbert Point, including Fisherman Island but excluding Otuwhero Inlet and Little Kaiteriteri. A number of conditions have been imposed on the organisers of the event, and these conditions may be viewed by contacting the Motueka Waka Ama Club, or Tasman District Council’s Harbourmaster on Ph. 03 543 8400 during office hours.
