We are deep into spring, usually the busy season in real estate, and while there are signs of a typical spike in activity, there are also indications of apprehension.

The key signpost many prospective homebuyers – and some builders, too, for that matter – are waiting for, is a drop in interest rates.

The Bank of Canada’s most recent interest rate announcement on April 10 failed to provide the boost many were hoping for, in the way of a decline in its influential rate target. BoC again held its overnight rate at five per cent.

With no announcement scheduled for May, all eyes are on June 5, when many experts believe the Bank will cut rates for the first time since its last hike in July 2023. If that happens, the rate relief could unlock the pent-up demand that has been building for many months.

Both the new and resale markets may be cautious at the moment, with buyers waiting till just the right moment. But on the plus side, buyers who are ready have more choice in both markets.

In the meantime, all levels of government continue to tackle the supply conundrum by addressing housing policy, by proposing changes to land supply, purchase, development and approvals. These improvements may be slow in coming, but they are happening. Finally.

If interest rates do come down on June 5, to combine with stabilized inflation and employment, the conditions for renewed growth in the GTA real estate market are ripening just in time for the rest of spring and into summer.

For prospective buyers who have been preparing, doing their due diligence and waiting for just the right time, these coming weeks represent your window of opportunity. More choice, improving conditions and soon, we hope, a favourable rate environment.

MARCH STATS SHOW OPPORTUNITY FOR NEW-HOME BUYERS: BILD

GTA new home sales in March extended the slow start to 2024, with all three months of the first quarter having set record lows for new home sales, according to the Building Industry and Land Development Association (BILD).

There were 1,125 new home sales in March, down 16 per cent from March 2023 and 66 per cent below the 10-year average, according to Altus Group, BILD’s official source for new home market intelligence.

“GTA new homes sales for March came in at a record low as buyers remained on the sidelines,” says Edward Jegg, research manager with Altus Group. “Builders have responded with fewer new launches until sales begin to recover.”

Condominium apartments, including units in low-, mediumand highrise buildings, stacked townhouses and loft units, accounted for 601 units sold in March, down 38 per cent from March 2023 and 73 per cent below the 10-year average.

There were 524 single-family home sales in March, up 38 per

cent from March 2023 and 51 per cent below the 10-year average. Single-family homes include detached, linked and semi-detached houses and townhouses (excluding stacked townhouses).

Total new home remaining inventory decreased compared to the previous month, to 19,508 units. It included 16,318 condominium units and 3,190 single-family dwellings. This represents a combined inventory level of 13.5 months, based on average sales for the last 12 months. This remains one of the highest inventory levels for new homes seen in the last decade and, when combined with the decrease of 16 to 18 per cent in the benchmark price since the peak in 2022, this provides a unique buying opportunity for prospective newhome buyers. With ample choice due to high inventory levels, purchasing a pre-construction home today will allow buyers to lock in a price now, while benefiting from lower interest rates that may be on the horizon, when they close.

“While the current situation is very beneficial for prospective new-home buyers, it is a period of increased jeopardy for builders and developers that is becoming more critical with every passing day,” says Justin Sherwood, senior vice-president of communications and stakeholder relations at BILD. “At the very time when builders should be ramping up production, they cannot, due to a combination of high interest rates, elevated construction costs and slow demand. This is becoming a very concerning situation and persistence of these market conditions risks future housing supply.”

Benchmark prices increased in March for single-family homes and for condominium units compared to the previous month. The benchmark price for new condominiums was $1.05 million, down six per cent over the last 12 months and 16 per cent from the 2022 peak. The benchmark price for new single-family homes was $1.5 million, down 11 per cent over the last 12 months and 18 per cent since the 2022 peak.

APRIL RESALE ACTIVITY AFFORDS MORE CHOICE FOR HOMEBUYERS: TRREB

April 2024 resale home sales were down in comparison to April 2023, when there was a temporary resurgence in market activity, the Toronto Regional Real Estate Board (TRREB) reports. New listings were up strongly year-over-year, which meant there was increased choice for homebuyers and little movement in the average selling price compared to last year.

GTA realtors reported 7,114 sales through the TRREB MLS system in April 2024 – down by five per cent compared to April 2023. New listings were up by 47.2 per cent over the same period. On a seasonally adjusted monthly basis, sales edged lower while new listings were up compared to March.

“Listings were up markedly in April in comparison to last year and last month,” says TRREB President Jennifer Pearce. “Many homeowners are anticipating an increase in demand for ownership housing as we move through the spring. While sales are expected to pick up, many wouldbe home buyers are likely waiting for the Bank of Canada to actually begin cutting its policy rate before purchasing a home.”

The MLS Home Price Index (HPI) composite benchmark was down by less than one per cent per cent year-over-year. The average selling price was up by 0.3 per cent to $1.15 million. On a seasonally adjusted month-over-month basis, the MLS HPI composite was up by 0.4 per cent and the average selling price was up by 1.5 per cent compared to March.

“Generally speaking, buyers are benefitting from ample choice in the GTA resale market in April,” adds TRREB Chief Market Analyst Jason Mercer. “As a result, there was little movement in selling prices compared to last year. Looking forward, the

expectation is that lower borrowing costs will prompt tighter market conditions in the months to come, which will result in renewed price growth, especially as we move into 2025.”

“All levels of government have announced plans and stated that they are committed to improving affordability and choice for residents,” says TRREB CEO John DiMichele.

“However, more work is needed on alignment to achieve these goals, whether we’re talking about bringing enough housing online to account for future population growth or finding the right balance between government spending and combatting inflation. We can’t have policies in opposition. Housing policy alignment is key to achieving sustained, tangible results.”

KYLEMORE BREAKS GROUND AT ANGUS GLEN SOUTH VILLAGE IN UNIONVILLE

To celebrate the start of construction at Angus Glen South Village in Unionville, Cailey Stollery, CEO, and Frank Spaziani, president, along with the Kylemore team, In2ition sales team, two families from among the first purchasers and special guests were joined by Markham’s Mayor Frank Scarpitti and Councillor Amanda Yeung Collucci. Sales of this highly anticipated master-planned community launched in fall 2020, and the recent official ground-breaking celebration kicked-off the building of hundreds of new homes.

The construction is another milestone in the creation of Kylemore’s prestigious new neighbourhood which comprises 132 acres of developable area, more than 96 acres of open space, and will ultimately have more than 1,000 residences, including midrise condos, plus retail and office space. WEHBA WELCOMES HAMILTON’S DECISION TO CONTINUE TO SUPPORT HOUSING INVESTMENT IN DOWNTOWN

The West End Home Builders’ Association (WEHBA) welcomes the recent vote of the City of Hamilton’s Audit, Finance and Administration Committee to continue supporting investment in housing in downtown Hamilton. Last December, council considered fully removing investment incentives for new housing from Hamilton’s downtown. However, in early May, council members, following their expert staff advice and consultation with the community, changed course and voted to continue supporting much needed investment in new housing supply in Hamilton.

This decision builds on a growing recognition at all levels of government that new housing supply will significantly help to alleviate housing crisis. The vote is a decision to blunt the impact of taxes on new development in downtown Hamilton in alignment with council’s priorities. While Hamilton is still increasing development charges (a charge that is passed on by developers and paid by new-home buyers), WEHBA says it appreciates council’s recognition that there needs to be a balance

on how growth is funded – noting development charges can represent nearly 10 per cent of the cost of a new home.

WEHBA says it welcomes the vote in favour of the continuation of a 40-per-cent development charge exemption for one year. “The cost of development charges has a significant impact on housing affordability,” says CEO Mike Collins-Williams. “The committee’s endorsement of continuing the exemption program signifies Hamilton is taking the housing crisis seriously. Recent reports from Urbanation identify that the market for new condo construction is the worst it’s been since the 2009 financial crisis. Digging ourselves out of the housing crisis is a monumental task that requires collaboration and investment from all three levels of government and the private sector. (This) decision indicates a willingness on behalf of the City to do (its) part.”

OHBA APPLAUDS PROVINCIAL COMMITMENT TO SKILLED TRADES

The Ontario Home Builders’ Association (OHBA) applauds the recent announcement by the Ontario government, in collaboration with the Ministries of Education and Labour, Immigration, Training and Skills Development, of the Focused Apprenticeship Skills Training (FAST) program. This initiative is designed to bolster the skilled trades workforce by integrating high school students into the trades starting in grades 11 and 12.

OHBA says it is optimistic about the enhanced cooperation among ministries, which is crucial to overcoming the challenges associated with the skilled trades

sector. This comprehensive strategy aims to spark both interest and engagement among youth to consider careers in the trades early in their educational journey.

The program has the potential to be a tangible part of the solution to achieving the government’s commitment to building 1.5 million new homes by 2031.

OHBA says it is committed to collaborating with the ministries to maximize participation opportunities within the homebuilding industry, saying its efforts will extend to aiding the development and implementation of the new job bank matching system.

MUNICIPAL ACTION TO TACKLE HOUSING

AFFORDABILITY

The dream of homeownership is slowly slipping further out of reach for countless Canadians. While all levels of government play a role in addressing this housing crisis, much of the responsibility lies with municipalities to expedite the construction of much-needed housing supply with the financial support of the provincial and federal governments.

The Greater Golden Horseshoe (GGH) needs more homes, fast. Innovative solutions are critical to unlocking the potential for accelerated housing builds. The emergence of modular and prefabricated housing is an opportunity to expedite the building process, but developers face regulatory challenges. Modular construction is a faster and costeffective option that will help Ontario meet its housing targets. Introducing much-needed density into areas with underutilized infrastructure is critical to help restore affordability. By streamlining the process, cutting red tape and embracing standardized designs, municipalities can pave the way that meets the demands of a growing population.

A major contributor to the rising cost of housing units are development charges and taxes which add up to 31 per cent to the price of a home, and are passed down directly to homebuyers and renters.

There is also a need to relieve the stress test on mortgage renewals for uninsured mortgages. While the new

Canadian Mortgage Charter is helping address this concern for insured mortgages, most homeowners still face the uncertainty of unaffordable mortgage renewals. The City of Toronto and other GTA municipalities must advocate for changes to the Charter to ensure homeowners have access to fair and competitive mortgage rates.

Zoning restrictions, angular plane requirements and restraints on maximum unit allowances, are limitations that reduce the amount of housing that are built on a given piece of land. Taking advantage of pre-approved standardized designs for garden suites, multi-unit and midrise housing can give major cities across the GGH new opportunities to increase housing supply.

A notable win coming out of the recent Ontario budget is a commitment to develop an attainable housing program, which will include investments in modular construction. While there is more that can be done to support municipalities with their efforts to reach municipal housing targets, this is a step in the right direction.

The federal government has committed to provide more funding to provinces and municipalities as part of the 2024 Federal Budget through the recently announced investment of $6 billion to the Canada Housing Infrastructure Fund for increasing housing supply. Financing for new purpose-built rentals as well as investment to stimulate the uptake of modular and factorybuilt construction techniques are promising. TRREB encourages the provincial and federal governments to work together and implement policies that better equip municipalities to build housing and access funding.

By prioritizing the expansion of housing supply, embracing innovative construction methods, and dismantling regulatory barriers, they can begin addressing the housing crisis more effectively.

HOMEBUYERS CAN PREPARE FOR THE 2024 SPRING MARKET

The spring housing market in Canada is finally beginning to show signs of life. With rates held steady once again in an effort to stabilize the market, there is optimism that the warmer weather will bring more activity. Adding to this optimism, the Canadian Real Estate Association reported an increase in new listings and sales at the end of March into April, signaling a potential upturn as we head into the spring season. For first-time buyers, this might be an opportune time to make a grand entrance into the market once and for all.

WHAT CAN FIRST-TIME BUYERS DO TO PREPARE THIS SPRING?

1. Budget beyond purchase price

If you’ve saved for your down payment – that’s great news. However, heading into the spring, you’ll want to make sure you’ve budgeted beyond the purchase price of the home. For instance, closing

costs, which make up 1.5 to 4,0 per cent of a home’s purchase price, need to be taken into account. There are also additional expenses like a home inspection, furniture or even potential renovations that may be required in your new home. These can easily add up and are important to factor into your overall budget.

2. Get pre-approved for a mortgage

With greater activity potentially on the horizon, a mortgage pre-approval has many benefits, especially for first-time buyers. First, a lender (either directly, or through a brokerage such as ours at Homewise) will confirm how much you’re able to borrow, which will give you clear parameters of what you can and can’t afford. Second, it’s leverage. Spring is likely to bring more buying and selling activity and thus a more competitive market. In this type of environment, a pre-approval gives buyers an “edge” in the event of a bidding war. It shows sellers that you are a serious buyer and can help to expedite the closing process. Further, it lets you know exactly what you can afford, so you can determine how aggressively you will bid on a home.

3. Consult the right experts

Finding the right real estate and mortgage experts is especially crucial given the current market conditions. Although more activity is expected this spring, Canadians are navigating a higher cost of living and higher rates, which means there’s a lot more to consider when making a decision. A team of experts can also help you understand market trends and what they might mean for you, inventory levels, and how to discern what the right move is for you and your future.

New home construction is no easy business – especially these days. Housing policy, planning approvals, skilled trades, building supplies… the list of challenges is long.

But so are the opportunities.

That’s why GTA new-home builder Geranium, with a vision to create communities that are well planned and executed, also focuses on land acquisition, planning, engineering, servicing, design and construction to become a fully integrated land development and building company.

We spoke with Andrea Kelly, vicepresident, land development, to learn more about Geranium’s vision, and how, ultimately, it delivers.

You recently joined Geranium as vice-president of land development. How did this come about, and what is your mission at the company?

I’ve known members of the Geranium team for a very long time. Over the years, we’ve worked on joint projects, as well as those where our interests diverge, all with the greatest of respect. In 2022, Geranium had a need for a project manager on a contract basis to cover a maternity leave, and I was keen to return to the private sector. Following this stint, the role evolved into a more permanent position.

And what is your vision?

My goal for my time with Geranium is to work diligently to bring exquisite new residential communities to fruition for the families who will call them home. To accomplish this, I plan to mentor and support my colleagues, to share what I have learned over 32plus years in the industry working with government and community partners, and continue with the practical, solutions-oriented approach in place.

You previously worked with the City of Barrie. How does that experience benefit Geranium?

After 25 years in the private sector, I spent five amazing years in Barrie, initially as planning director and then as general manager of infrastructure and growth management. My time there helped me to understand and appreciate the inner workings of municipal processes, timelines and how recommendations and decisions are made.

Today, I am applying this experience and bringing a distinct perspective to Geranium’s wide portfolio of current and future extensive developments, spanning across several regions in Ontario, with a view to ensuring our team continues to deliver ample opportunities to existing neighbourhoods in which we plan to build.

What would you consider your greatest achievement while working for Barrie?

Mentoring and helping to develop a team of leaders who continue to deliver outstanding work for the City of Barrie. I feel privileged to have shaped departments and encouraged colleagues to grow and shine, so that they can tackle all that continues to come their way.

The other thing I am proud of is establishing a collaborative approach toward a solutions-oriented environment. Often in this industry, we face a “no, but” mindset, and during my time at Barrie, I helped to highlight that a “yes, and” approach has so much more to offer all stakeholders, including landowners/ developers, residents and the municipality or city.

I have seen this same collaborative approach through Geranium’s leadership, and that’s one of the things that attracted me to my current role with the company.

What about Barrie’s planning department might municipalities in the GTA learn from?

That there’s a benefit to integrating planning and development engineering to have a seamless process from concept to construction. To value the professionals on staff,

accept their credentials, ensure that they are empowered and to remember that they are working in the best interest of the municipality. Invest in technology to streamline processes.

What opportunities do you see at Geranium?

Geranium undertakes complex development projects that require us to find creative and innovative solutions to achieving approvals. We have a talented and eager team, supported by an organization that’s invested in a “can do” culture. We’re excited to plan more residential communities, make a positive impact on the communities we build in and continue to act as industry leaders.

For example, Allegro in downtown Aurora was a former underused

private golf course surrounded by more than 400 existing homes. After many consultations with the Town of Aurora, all levels of government, ratepayers and local community members, Geranium is successfully bringing to fruition new homes compatible in size to the neighbourhood, with an abundance of greenspace and a large central park, while preserving a significant number of mature trees and maintaining the neighbourhood’s character.

Years down the road when you look back at your time at Geranium, what would a successful tenure look like?

Many beautiful communities that deliver the added touches, such

as revised parking standards that reflect the reality of emerging communities, integrating diversity in built forms within neighbourhoods and linkages to widen access to open space, that we worked hard together to get approved.

I’m enthusiastic about Belwood Estates in the Fergus-Elora area, where we’ll soon be launching sales. How do you spend your time away from the office?

on housing policy, what would you tell them?

We need the financial investment and technical expertise to deliver the municipal services required for housing, or housing targets and permissive planning policies are invalid. The infrastructure gap is real, and it needs to be addressed. It’s a long and complex process to deliver housing; duplication, conflicting policies and delays make it more difficult.

I’m trying to become a better golfer… it’s a work in progress. I like walking and spending time with family and friends. Baking calms me — I just need to find more people willing sample the fruits of my labour.

Who or what is your greatest inspiration?

I have often used this Steve Jobs quote, “Your work is going to fill a large part of your life, and the only way to be truly satisfied is to do what you believe is great work. And the only way to do great work is to love what you do. If you haven’t found it yet, keep looking. Don’t settle.”

I am learning to focus on calming my mind. Chanting the Tara Mantra is both calming and relaxing, and seeking guidance and reflection from Indigenous traditions.

What’s on your reading or binge watch list these days?

I only watch sports on television and I like the Blue Jays and NFL football. I enjoy audio books, maybe because I read so many reports for work and I just want someone to read to me. Lately, I’ve discovered an interest in books narrated by the author and recently finished Greenlights by Matthew McConaughey, which I really enjoyed. Delivered in his voice made it seem as if I was living life right along side him.

THE IMPORTANCE OF PREPARING A WILL

Many people think that they don’t need a Will because they own their assets jointly, or because they don’t have much.

But a Will is not just about financial transactions, it is also about how you leave your affairs for your loved ones to manage without family conflict. Who will care for your minor children if you die? You may think this is an easy answer, but you might be surprised to find that your siblings or parents or in-laws all feel entitled to raise your children. But if the issue is guardianship, why am I talking about a Will?

Having a Will that names your preferred guardian can prevent court battles over custody of children. In a dispute over guardianship of minors, the wishes of the parents are considered to be very important. As a formal legal document, a Will has a lot of persuasive power, or weight, as evidence of the parents wishes in the event of a dispute. In the eyes of the court, it is definitely stronger than a “she said/she said” argument about what other people say the parents wanted.

Another issue that can arise without a will is that your common law spouse will not have any automatic rights to your assets when you die. Without a Will, the only thing a surviving common law spouse can do is find the money to make a court application a part of the estate. And you can bet that the deceased’s family will contest that application

because, if successful, it would reduce the automatic inheritance of blood relatives when there is no Will.

This is why common law couples must have Wills if they want to save their surviving spouse the time, money and aggravation of trying to get any financial support at all, and so that they can leave something for their spouse when they die.

And one more issue to think about: If you don’t have a Will, you don’t get to choose the person who will step into your shoes and make decisions about your estate. That’s right, your estate trustee will be your closest blood relation as determined by law, regardless of your actual relationship with that person. In addition, if you’re an Ontario resident and you die without a Will, it’s expensive and sometimes impossible to have a nonresident of Ontario be your executor So, your executor might be an even more distant family member.

If you care about who will look after your children when they’re grieving your loss, if you care about family harmony, if you care about the financial security of your common

law spouse, and if you care about how your hard-earned estate is managed after you die, you absolutely need a Will.

When it is time to have a Will and Powers of Attorney prepared, please don’t try to do this yourself or have a lawyer who does incorporations try to help you. Check around and find a lawyer who focusses on Wills and estates and will be capable of providing the proper advice on how to structure your affairs. This can be one of the most important documents you need to prepare in your life. Protect yourself, your spouse, your children and ensure what you want gets effected when it needs to be.

RENOVATIONS CAN HELP HOMEOWNERS AGE IN PLACE

Recent research indicates that given the choice, the majority of older Canadians would like to remain in their homes as they age. Planning ahead is crucial to ensuring you have the ability to age in place – in your own home and within your community. Is your home suited to doing so? There are many modifications, large and small, that you can make to your home so that it meets your changing needs as you age. Your best bet is to start by having a conversation with a renovator, who will be able to guide you. I encourage you to choose a RenoMark renovator. These renovation professionals are required to abide by the RenoMark Code of Conduct and provide a detailed written contract, offer a minimum of a one-year warranty on all work and carry all required licences and

permits, as well as a minimum of $2 million in liability insurance.

While the entire home needs to support aging in place, bathrooms and kitchens are common areas where homeowners can begin thinking about modifications. Popular upgrades in the bathroom include raising the toilet seat and installing grab bars. Smooth transitions between floor finishes and slipresistant flooring can help prevent falls. A curbless or wheel-in shower provides easier access and more independence, as does seating in the shower and a hand-held shower head on an adjustable rod.

When it comes to the kitchen, the layout may need to be modified to allow for free, clear access. Faucets and appliances should be easy to operate. For storage within easy reach, you could speak to your renovator about installing drawers and upper cabinets that lower with a slight pull on a handle. Consider a varying-height kitchen island or counter to provide both seated and standing working surfaces.

Financial assistance is available to offset the cost of upgrades and renovations that increase accessibility. The Home Accessibility Tax Credit (HATC) offered by the federal government can be used to offset costs. More information is available from the Canada Revenue Agency at canada.ca.
