By the time you read this issue of HOMES, the provincial election will have passed and we will have re-elected the Conservatives, or chosen to go in a new path with a different premier. However Ontarians voted, it’s clear that housing will be part of the province’s agenda for years to come, and rightly so. Perhaps you’re an experienced homeowner who has benefited from years of homeownership, and are now in a position to downsize, right-size, or you’re a first-time buyer taking your inaugural step into the housing market. Some of the most pressing issues facing the housing industry in Ontario – namely supply and affordability – may or may not affect you too directly. But they absolutely do impact the homebuying wishes and abilities of your kids, grandkids and other future generations. Indeed, the issues matter to them, to you, to all of us. Mike Collins-Williams, CEO of the West End Home Builders’ Association, explains the extent to which these issues are hurting all of us. “One-and-a-half million homes,” he writes. “That’s how many homes need to be built over the next decade, just to keep up with Ontario’s expected population growth. At our current rate, we are simply not building enough to keep up with that demand.” The numbers – not just the amount of homes we need to build, but the price growth that has resulted from our housing policy to date – are staggering. GTA NEW HOME MARKET SLOWS IN APRIL The GTA new home market showed signs of slowing in April, from the exceptionally strong pace of the past year, the Building Industry and Land Development Association (BILD) reports. Total April new home sales of 3,645 units were down 29 per cent from April 2021 though still six per cent above the 10-year average, according to Altus Group, BILD’s official source for new home market intelligence. Single-family homes, including detached, linked and semi-detached houses and townhouses (excluding stacked townhouses), accounted for 571 units sold, down 47 per cent from last April and 54 per cent below the 10-year average. Sales of new condominium apartments, including units in low-, mid- and highrise buildings, stacked townhouses and loft units, with 3,074 units sold, were down 24 per cent from April 2021, but 40 per cent above the 10-year average. It was the fourth highest number of condominium apartment sales for April since Altus Group started tracking in 2000. “The unpredictability in construction costs, the supply chain disruptions
and the strikes our industry is currently experiencing are expected to impact housing supply in the GTA in the coming months,” says Dave Wilkes, BILD president and CEO. “Combined with the factors affecting the larger economy, we are likely to see some volatility in the housing market in the months ahead.” “New condominium apartment sales are down from last year, but would have been viewed as robust in the pre-COVID world,” adds Edward Jegg, research manager at Altus Analytics, Altus Group. “The headwinds of rising interest rates and soaring inflation are starting to
act as a drag after an exceptional 16 months. Meanwhile, singlefamily sales continue to languish as affordability issues persist.” The benchmark price for new singlefamily homes in April was $1.78 million, which was up 28.1 per cent over the last 12 months. New condo units rose to $1.19 million, up 12.3 per cent over the last 12 months. Due to a number of new project openings in April, total new home remaining inventory increased, compared to the previous month, to 9,327 units, comprised of 7,936 condominium units and 1,391 singlefamily lots.

MAJORITY SUPPORT EXPANDING INFRASTRUCTURE TO SUPPORT MORE HOUSING: POLL New public opinion research by IPSOS, released by the Building Industry and Land Development Association (BILD), demonstrates that 71 per cent of those surveyed agree with expanding municipal boundaries to enable more housing to be built at the periphery of GTA municipalities. Similarly, 78 per cent of those surveyed support the building of more roads and highways to support residents and growth in the GTA. “It is not a question of choosing between building more homes to accommodate a growing population and protecting the environment,” says Dave Wilkes, president and CEO of BILD. “While those opposed to taking the necessary steps to accommodate the GTA’s present and future growth like to present these as stark ‘either-or’ decisions, the reality is that with modern land development, building techniques and regulatory requirements, we know it is possible to balance both.” The survey found that less than half of GTA residents (44 per cent) are aware of the regulatory framework that governs the environmental aspects of building new homes and that only onethird of GTA residents (35 per cent) felt that building a new housing community is bad for the environment. When these groups were made aware of the regulatory requirements and industry environmental practices, more than a third were less likely to believe building homes harms the environment and this rose to over half when informed of the energy efficiency of new homes. “There is a clear disconnect between perception and reality,” says Sean Simpson, senior vice-president,

Ipsos Public Affairs. “The majority of GTA residents clearly favour the addition of more housing supply and transportation infrastructure. Of the minority who believe that building homes is bad for the environment, a large percentage (56 per cent) are not aware of the regulations and practices already in place to protect the environment, and many report that their opinion shifts when presented with the facts.” The research found that a majority of GTA residents (92 per cent) agree that we are in the middle of a housing affordability crisis. Four in five also agree that we are in the middle of a housing shortage crisis (81 per cent) and that we must balance environmental regulation with the need to build more homes more quickly (81 per cent). However, local opposition to adding housing supply within existing communities remains strong, with more than half
(55 per cent) of residents opposing the construction of a highrise condo within a half-km of their residence, and slightly less than half (47 per cent) of residents opposing a midrise building within a half-km of their residence. “There is almost unanimous agreement that the GTA is suffering from a housing supply and affordability crisis and that adding supply is the solution,” says Wilkes. “This must be done by adding gentle density in existing communities and enabling new, denser, more land-efficient development at the peripheries of GTA municipalities. “This research demonstrates to our leaders that the public supports the idea that growth and environmental protection can be balanced. By taking action now, a legacy can be created to meet the needs of a rapidly growing population and preserve our collective quality of life.”

REALTORS CALL ON ALL PROVINCIAL LEADERS TO SAVE THE DREAM OF HOMEOWNERSHIP Leading up to the June 2 provincial election, Ontario realtors were calling on all party leaders to prioritize housing policies that will ensure future generations have a shot at owning a home. Released by the Ontario Real Estate Association (OREA), the 2022 Election Housing Platform: A Home for Everyone puts forward solutions to save the dream of homeownership in Ontario. “As of March, 10 out of 36 real estate markets in Ontario had an average home price over a million dollars, and six others are on the verge of breaking the million-dollar mark,” says OREA CEO Tim Hudak. “High prices are driving young families right out of the province to find a home they can afford. Ontario stands to lose its edge as one of the most attractive places to raise a family or start a business because of the runaway cost of housing. For a political party to win in June, they need to show voters they have the solutions for Ontario’s housing affordability crisis.” OREA’s platform offers eight bold solutions to address Ontario’s housing affordability crisis, including: • Doubling the Land Transfer Tax (LTT) Rebate for First-Time Home Buyers: To keep pace with the rapid increase to housing prices, the LTT should be indexed to inflation and doubled from $4,000 to $8,000. • Ending Exclusionary Zoning: Local zoning rules continue to hold back much needed starter homes that people can afford. The Province should use the Planning Act to implement as-of-right zoning in Ontario’s highest-demand urban neighbourhoods to allow for the building of duplexes, triplexes and fourplexes on lots traditionally zoned for single-family housing.

• Getting dirty money out of Ontario Real Estate: The government of Ontario should create an Ontariomade public beneficial ownership registry that would require home purchasers to identify themselves to land titled authorities to reduce instances of money laundering through real estate. “What used to be a GTA issue, is now a province-wide problem,” says OREA President Stacey Evoy. “Smaller, more rural communities are seeing rapid increases in housing prices unlike any other time in history. The housing affordability crisis will not fix itself. We are at a turning point and Ontario needs significant leadership from the government to ensure more
Ontarians can find a great place to call home.” Limited housing supply, pandemicrelated factors and changing demographics have resulted in skyrocketing housing prices across the province. Ontario home prices have tripled in the last 10 years, OREA says, but average household incomes have increased only 30 per cent. According to a recent affordability report from the National Bank of Canada, it would take 26.5 years – or 318 months – for a Toronto resident (making $195,000) to save a down payment on an average priced home in the city. WHY BUY PRE-CONSTRUCTION? HERE ARE SEVERAL GOOD REASONS TO BUY NEW OVER RESALE

Why buy a pre-construction home or condominium? This is possibly the number one question I get from first-time buyers and investors alike. My opening response is always the same: When you purchase new, you choose the lot you want your home built on or the floor in the condominium building that fits your needs. There’s no bidding – the price is the price, and you know right away whether the residence you want is available. Think of the headaches and stress that eliminates. And speaking of price, purchasing new means you can take advantage of competitive deposit structures rather than having to be “close-now ready” with resale. You have anywhere from two to four-plus years to save for the down payment, and in that period of time, the value of your new residence will likely have gone up. You can buy at today’s prices and move into tomorrow’s value. It’s easier to plan for the future with this flexibility. Keep in mind that when you buy resale, you may think you know where you stand financially, but you never know what kind of unforeseen problems you may have – especially if you purchase without a home inspection. We’ve all heard horror stories about problems that arise after taking possession of a resale home. 22 HOMES Magazine | June 4–July 2, 2022
Also keep in mind that “new” is the only form of real estate that comes with a warranty. Ontario’s Tarion protection coverage comes with a seven-year warranty, and it provides protection regarding deposits, delayed closings and substitutions of finishes and materials. Last year, Tarion increased several of those coverage limits for even more protection. SHOULD YOU WORRY ABOUT THE CONDO DOCS WHEN BUYING?

Should you have a professional review the status certificate and other supporting documents before making an offer on a condominium unit? Or should you make the offer conditional on a satisfactory review? While this notion might seem like a luxury in a sellers’ market, with a great deal of pressure on buyers to purchase quickly and waive conditions, note that with rising interest rates and an inflationary spiral, it seems the market is more balanced than it has been in a long time. Understanding what you are getting into is critical to your future. You are not buying minor consumer goods such as a toaster, and what you do could affect the rest of your life. Lawyers and accountants with specialized practice experience in this area can often offer valuable insight into the presence or absence of financial warning signs, restrictions or rules you might not notice, and a myriad of other matters that you may not understand. There may be rules precluding pets, or worse, only small dogs and you have a beautiful 80-pound golden retriever that cannot move in with you. Or perhaps there are no rules about noise, and your condo is located beside a heavy metal band member who practices all night. What kind of financial warning signs? in any major lawsuits? Is the current owner of a unit you’re considering up to date on fees owing? If it’s an older building, what repairs may be needed? It is the longer-term management of reserve funds and repairs that could represent the largest financial implications and issues with respect to these matters. There could be significant implications for the monthly fees associated with ownership in a condominium, as well as the possibility of special assessments (one-off requirements to pay a sum of money to the condominium corporation to help it cover a shortfall or ongoing repair costs), something that’s more likely where a reserve fund has been poorly managed. What is a reserve fund? All condominiums must have at least one reserve fund account where the funds collected from a portion of the maintenance fees owners pay are banked and held in reserve to finance the major repairs and renovations of the common elements of the condominium corporation. Items such as exterior walls and roofing, hallways, elevators, reception, pipes, plumbing, conduits, electrical rooms, security or recreational facilities; all these will have to undergo major repairs and replacement at some point. When you buy a condominium unit, you are also committing to contribute a share of the funds necessary to keep those common element assets in safe and working shape. This includes not only their current operation and upkeep, but also the cost of their future repair and replacement. That can amount to a
significant portion of your monthly fees, perhaps even the majority, particularly where governing boards of the condominium corporations have sought to delay the cost of fund accumulation disproportionately onto future owners. While your share of that obligation as an owner is limited, the total dollar figure it could represent has no limit. The forecasting of those major projects and the accumulation of the funds necessary to finance them are essential to the long-term viability of the condominium, and to ensuring that the burden of those projected costs is spread as evenly as possible over time. Pertaining to the documents received, the package is called a “Disclosure Statement,” and there is much more than the Status Certificate. There is the Declaration, and all the attachments, such as Bylaws and Rules. Most packages are in the 60- to 80-page range. There is so much information, that you really need to consider retaining someone to review it all, so you at least get the highlights. You need to read them yourself as well. In our 2022 Builders’ Annual, you said you saw 2022 still as a year of homebuying opportunities for new-home buyers. With recent developments (inflation, rising interest rates…) how would you characterize things now? We see a levelling out for a few months, and it will be very challenging for new-home buyers, especially first-time homebuyers. However, due to short supply, we still foresee strong demand outstripping supply. What new-home buying opportunities does Flato have in the pipeline? We have new projects coming online where there will be exciting opportunities for buyers. We plan

to launch a new project called GreyStone Village in Owen Sound, a master-planned community with singles, traditional towns and backto-back towns, commercial buildings and rental apartments. What is it about your company or projects that differentiates you in the marketplace, that you’d like to stress to prospective buyers? Flato is a community builder, we build communities. The projects we focus on are all master-planned communities, which include multiuse products, such as residential, commercial, and adult lifestyle rental buildings. We do not just look at the homes we build, we look at the potential growth of the communities. We offer different products to make sure people can live, work and retire in the community. Flato also supports all different types of charities, activites and events in the communities where we build to make sure we are deeply involved there. A recent example is the Fleming College campus in Lindsay, where we donated $1.2 million to support the education in the area. How is your company addressing the affordability issue? Flato always strives to increase affordability for homeowners. We always offer a unique and affordable bite-sized monthly payment structure

While today’s market might be accessible to those who already have built up equity in an existing home, saving for a down payment is a difficult task for first-time buyers. It’s an issue that concerns us deeply at Flato Developments, which is why we’ve collectively brainstormed and
innovated a first-time homebuyer’s program in our Edgewood Greens, Dundalk, community to specifically address this issue. The overall framework of our first-time homebuyer’s incentive involves you needing to invest less money up front, and making gradual, bite-sized payments up till the time of possession, to keep that hard-earned money in your savings account longer. We will also be offering cash back at multiple junctures in the process, providing you with extra cash infusions that can be used toward some of your future down payments. By the time this interview publishes, we will have wrapped up the provincial election, and housing supply and affordability were central parts of all the major parties’ platforms. What are your views on how well government can influence change in these areas?
Government needs to speed up the process and issue permits in order to address the shortage of supply. In addition, government needs to address the lack of trades and open immigration to bring in people who can work in the industry. If you had the opportunity to speak directly to the Premier of Ontario on this topic, what would your advice be? I can’t speak for the premier, but I do know that he or she would do all in their power to help address the chronic shortages in the construction industry. Flato is doing some great things in Dundalk and other locations. What’s next for the company? Flato has exciting developments coming in Beeton, Lindsay and Owen Sound. flatogroup.com

4 SIGNS IT’S TIME TO REFINANCE YOUR MORTGAGE

The days of record-low interest rates are almost behind us and you’re probably wondering what the impending rate hikes will mean for you and your current mortgage. With inflation and prices rising across the board, you’re likely seeing your monthly expenses inch higher, too. If you’re looking for ways to access additional funds, pay down some debt or lock in a lower rate while they’re still available, it might be time to consider refinancing your mortgage. A mortgage refinance occurs when a homeowner breaks their mortgage before the end of their term (such as year three of their five-year term) to secure a new one. Or, if at the end of their term, they decide to change their mortgage, such as by borrowing more or increasing their amortization period. This can be done with your current, or a different one altogether. Most homeowners will look to refinance for any of the following reasons: TO LOWER YOUR MORTGAGE PAYMENTS
With prices of fuel and food rising, you have likely noticed a spike in your monthly household spending and are trying to budget better as a result. One way to take the burden off your monthly expenses is through a mortgage refinance. Doing this allows you to change the terms of your mortgage contract and increase the length of your amortization, which can help to lower your monthly mortgage payments. 34 HOMES Magazine | June 4–July 2, 2022
For example, let’s say you have 14 years left on your mortgage with a balance of $593,000 remaining. If you want to lower your monthly mortgage payments, you can simply increase your amortization to 25 years. At a 3.7 per cent fixed rate, this will reduce your payments from $4,527.87 to $3,032.68. This saves you $1,495.19 per month and increases the amount of interest you pay over the remainder of your mortgage term.

If interest rates have dropped since you first bought your home, you may want to consider a refinance to lock in a better rate. I have said it before, but it bears repeating: When it comes to shopping for a home or condo, buy new, and buy sooner rather than later. Buying new or preconstruction means you enjoy a multitude of advantages, such as coverage by Ontario’s Tarion Warranty Corp. (tarion.com). The one-, two- and sevenyear coverages protect buyers, depending on the type of defect. Tarion regulates home builders by administering the Ontario New Home Warranties Plan Act. In addition, new homes and condos today have to be constructed according to the standards set out by the Ontario Building Code, so you get the most advanced residence with regard to quality and energy savings. Just think of the money you would likely have to spend to bring a resale home up to these standards. Then have a look at location, which is at the top of most buyers’ must-have lists. Nowadays, newhome builders and developers are selecting properties that are close to amenities and are near to, or even on, public transportation routes. As we emerge from the pandemic and people return to their workplaces, this adds to the appeal of buying new. Buying new also means you reap the benefits of the very latest in architecture and design. On the outside, developers create beautiful facades that may evoke the character of traditional, contemporary, modern
or even avant-garde. And inside, today’s designers make clever use of space, so even the most compact residences “live” larger than their square footage. You can select the home or condo that speaks to your aesthetic sensibility. Of course, buying preconstruction also means you get to choose the colours, features and finishes that satisfy that same sense of aesthetics, as well as the functionality, you require. Your choices truly transform your house or condo suite into your home. Even today’s standard features are more elegant and well made than they were a decade or two ago. Buying pre-construction also typically means you have a few years before occupancy to save toward your down payment. Buyers tend to make use of this period to evaluate what possessions they will take with them and what they might need to purchase. As a bonus, buyers are likely to earn equity even before taking possession. This is an important point, whether you buy purely as an investment or you intend to move in. Either way, owning real estate is a terrific addition to your portfolio. Also, consider the feeling of walking into a brand-new home or condo suite as a big attraction. Like sitting in a new car, you can breathe in that “never-been-used” smell of pristine, freshly painted surroundings. Despite the naysayers who love to predict doom and gloom, the new home and condo market across Toronto and the Greater Toronto Area is strong and steady. This is why I suggest purchasing sooner rather than later. Just look at how properties have increased in value over the years. With immigration

In fact, first-time purchasers continue to find ways – and the recent Federal Budget 2022 has kicked in some perks to help make it even more possible. Potential purchasers now have a Tax-Free First Homes Savings account that enables them to save up to $40,000 toward a down payment. That’s on top of the government of Canada’s Home Buyers’ Plan, which allows them to use up to $35,000 from their RRSPs. The First-Time Home Buyers’ Tax Credit has now been doubled to $10,000, which means qualified buyers who purchased homes after Jan. 1 of this year can claim that amount on their tax returns. This will bring a rebate of up to $1,500, instead of the previous $750. In addition, Canada Mortgage and Housing Corp.’s First-Time Home Buyer Incentive has been extended to 2025. This offers a great opportunity to take advantage of a shared-equity mortgage with the government of Canada, making the down payment more attainable and lowering monthly costs. Those who buy a new home may also qualify for a GST/HST New Housing Rebate to recover some of the GST, or the federal part of the HST paid on their primary place of residence. In Ontario, first-time buyers can also look into receiving a rebate on portions of their land transfer tax. All of this adds up. If, however, buying a first home is still a financial challenge, there are other options to consider, especially while mortgage interest rates are still low. First, get yourself pre-approved for a mortgage at a financial institution. Then, if you need to find more to make your down payment, you might be able to turn to what’s often
referred to as “the bank of mom and pop.” This form of gifting is becoming more common. According to a report by CIBC, about 30 per cent of first-time homebuyers received this form of financial help in 2020. We also see an increasing number of parents co-signing for their children’s mortgages. Having gone through the skyrocketing interest rates during the late 1980s and early 1990s, these parents realize how important it is to get into the market now before interest rates jump more. There is also the option of multiple ownership to help afford the down payment and monthly costs. This may involve family members co-purchasing or friends going in together to own a home or condominium. These buyers can be roommates until they decide to sell someday and split the profits. My main advice is do whatever you can to get yourself into the market. Buying new is ideal, as you avoid moving in and having all kinds of renovation headaches to deal with. Just ask anyone who has bought an older residence. The new budget definitely helps, but you can also do some creative thinking and planning to make your dream of owning a home come true. FEWER LOCKS, MORE DOORS PROVINCE MUST ADDRESS HOUSING CRISIS FOR TODAY AND TOMORROW

One-and-a-half million. Read that again. One-and-a-half-million. That’s how many homes need to be built over the next decade, just to keep up with Ontario’s expected population growth. At our current rate, we are simply not building enough to keep up with that demand. “We must dramatically increase housing supply and variety, to ensure everyone has a fair shot at attaining a home that works for their needs,” says Bob Schickedanz, president of the Ontario Home Builders’ Association. “Now is the time for political parties to commit to fixing the endless process, regulation and restrictions that have made it impossible to build more homes at the rate we need.” The numbers are staggering – and not just home prices. Ontario’s Ministry of Finance projects the population will grow by 2.27 million

people over the next decade, leading to approximately 910,000 net new households, primarily couples planning on having children. Of those households, it’s estimated that 195,000 of them will live in highrise units, while the rest will live in all other home types, at a time when Canada has the lowest amount of housing per population of any G7 country. Those are needs for 10 years from now, but if we look a decade back, the average price of a home in 2011 was $329,000. Today, you have to reverse the “9” and the “3” for an average 2022 price of $923,000. That’s a 180-per-cent price jump, while the average income has increased by only about 38 per cent. One can only imagine what it will be in another 10 years if we don’t build more housing, starting right now. “We won’t be able to regulate or tax our way out of this shortage; we’ll only be able to build out of it,” Schickedanz says. And he means not just detached homes for single families; it’s townhouses, duplexes and triplexes, so that we have the right mix of homeownership. Building more homes for the future will mean voting and governing to change red tape laws today, particularly around zoning regulations. For example, in medium-sized cities such as Hamilton and Burlington, a huge percentage of land has zoning restrictions limiting housing options to only singledetached homes. Combine those zoning rules, the average price
increase gaps between homes and wages, and it’s no surprise that between July 2019 and July 2020, 60,000 people left Toronto and Peel Region for other parts of the province, driving to qualify for family-friendly housing that met their needs. Now prices have increased in those areas outside of the GTA as well, and with demand only growing, all parties need to have housing as their top priority. “If you go back five years, about 100,000 people have left the Greater Golden Horseshoe to find homes elsewhere, and here is where the housing crisis affects everyone,” Schickedanz says. “Migration like that affects everything – employment, labour availability, the buying power of locals who are pushed out of the market.” The OHBA says the provincial election campaign marks a critical point in the crisis. All parties must show not only how they will increase supply to get those million homes built, but also that it is the right mix of housing, which will require addressing those outdated red tape regulations.
