EDITOR’S NOTE

NEW HOMEOWNER INCENTIVE OR ELECTION PLAY? If you haven’t already heard, the Federal Liberal government and the Canada Mortgage and Housing Corporation (CMHC) announced that starting Sept. 2, first-time homebuyers with the minimum down payment required to qualify for a home, and with a household income of up to $120,000, will be eligible for a five per cent loan on a resale home or a 10 per cent loan on a newly constructed one. CMHC will provide a hand-out of sorts to increase a firsttime homebuyers’ downpayment and help give them the edge they need to enter the market. There’s no doubt that this new initiative will help some firsttime homebuyers, but at what cost? Well, the loans are interest-free and need to be repaid within 25 years or when the house is sold — but CMHC will benefit from the eventual appreciation of the real estate. So, that 10 per cent they helped you out with on a $280,000 home (Translation: $28,000 deposit) may very well turn into a $30,000-plus repayment come resale time. On the other hand, should the home depreciate in value, the CMHC would also experience a loss. They anticipate the program to cost $1.25 billion over the course of the next three years. The timing for the launch is interesting, given Canadians head to the polls on Oct. 21. One can’t help but note that this incentive comes across as a little tone deaf given the current affects of the stress test. Is this new incentive just a distraction to the bigger issues first-time homebuyers are facing? Well, time will tell. Till then, we sit and wait.

VESTA LAUNCHES NEW TOWNHOME

SHOWHOMES IN COPPERSTONE Buyers can get their first inside look at Vesta Properties’ stylish townhomes at Copperstone in Copperfield with the grand opening event of two new showhomes. “We’ve been seeing a lot of interest in the townhomes, so we’re really excited to host a grand opening of the showhomes on July 20,” says Vesta sales manager AJ van der Linden, noting the showhomes showcase the largest model, Alden, an end unit, and Bennett, an interior home. “These showhomes are in our first phase, which consists of 8  New Home + Condo Guide  |   June 28–July 26, 2019

CAUTIOUS OPTIMISM AND PATIENCE RULE OF THE DAY FOR MARKET NUMBERS

This month, May starts were down 15 per cent from April and more than 50 per cent from May of last year. However, when you look a little closer, more than half 18  New Home + Condo Guide  |   June 28–July 26, 2019

of last May’s starts were in the apartment category, skewing the data somewhat with the start of a handful of big projects. It’s not necessarily a bad thing that the over-saturated apartment condo market is self-correcting a little bit as builders respond to the demand-and-supply curve. What really needs to happen is the major rebounding of the

Alberta economy, which the new provincial UCP government has as its mandate. A relaxation of the OFSI mortgage stress test would be a big step in the right direction, too. Things tend not to happen overnight, however, when governments are involved so, for now, cautious optimism and patience are still the rule of the day.

However, if you’re going to get a comment on the local new-homes market, there’s no better place to get it than from the reigning Builder of the Year. With its 13th honour earlier this year, no home builder has won the award more than Morrison Homes, one of the Calgary area’s top builders. As a former employee of the Alberta New Home Warranty Program, and currently the marketing lead for the multi-family division at Morrison, Robert Toth knows a thing or two about the local market and, he says, right now it’s all about ‘the burbs.’ Today’s suburbs are more like their own self-contained small towns, he says, offering most of the necessities of life within the community. He says true masterplanned communities incorporate a mix of residential and retail, plus lifestyle amenities right from the beginning, placing equal priority on all the ingredients that go into designing the perfect community. It seems like a win-win-win situation for everyone: retailers have built-in customers, the condo builder has a prime location

to build on, and homebuyers get the lifestyle they want. “It’s more of a partnership these days,” says Toth, “between the developer, the City, and the condo builder. It brings business and vitality to the suburbs and helps create a healthy work/life balance. It’s actually possible now to live in the suburbs and not be vehicle reliant. You don’t have to live downtown to live in a walkable, amenity-rich community anymore.” Plus, he adds, the ‘burbs come with a greater feeling of community and security, but at a much lower price point. “Calgary is a pretty amazing place compared to other big cities,” says Toth. “There’s not a lot of downside to buying here, especially right now. If the economy starts humming again, there’s lots of upside potential.” For today’s homeowner, it’s really all about finding their ‘happy place’ – something leading land developers and home builders like Morrison Homes Multi-Family are making easier than ever. Not so long ago, friction was the order of the day between the City

of Calgary and local land developers and home builders, particularly with regard to approving new suburb development. More recently, the City is realizing the industry needs a more streamlined development approval process, not more hoops to jump through, and, the housing industry is coming to the realization that today’s suburbs need to meet different standards than yesteryear – especially with regards to what’s the proper single-family, multifamily, retail and greenspace mix. The end result is actually a good thing, as most people would agree that Calgary’s new master-planned communities offer a wide variety of consumers the housing option that fits their lifestyle. HOW TO GET ALONG MANNERS OUTWEIGH CONDO LAW

The details of condominium law are not nearly as important as the family politics of simply getting along in a condo community. While a few Boards and owners tie themselves up in legal knots, it’s actually good human relations and good behaviour that will more often prevent or solve occasional problems among condo neighbours or between owners and their Board. Most people, of course, get this right. Considering the many thousands of condominium corporations that exist in Alberta, not to mention in Canada, remarkably few issues arise. Yet, those few tend to come to my attention, as the province does not provide even an information office, much less an advisory service or a dispute resolution service to condo owners and corporation boards. It’s fascinating to hear people tell a long story of interpretations of the Condominium Property Act, of the regulations, and of their own condo bylaws. A few tell of legal bills yet have no solution to show for the expense. Usually, it’s pretty easy to see why. They don’t really have a legal problem, but rather, a political one. This news can come as a revelation to those who hadn’t looked up from the Act to see the very human faces in front of them. 20  New Home + Condo Guide  |    June 28–July 26, 2019

So here are some guidelines to avoid legal bills and disputes in condominium. Yes, you may need the Act, a lawyer or a mediator at some point. But better later, if at all. They cost money. Rule 1: Talk about it. It’s amazing

how many people will write letters of complaint or call their lawyer before any attempt at face-toface communication. Assign the Board Chair or another delegate to discuss noise or whatever it is with that owner, and report back. If you’re the owner who feels hounded by the Board, make an appointment to appear at the next Board meeting to state your case and to hear their understanding of the issue. Rule 2: Natural justice applies. Be fair, folks. A Board can’t come down hard on owners just because a grump chairs the meetings. Even in the most modest condominium community, perhaps self-managed, the Board must take a progressivediscipline approach, and let the

target party have a chance to respond, to know his accuser, and to have an opportunity to change his or her ways. Rule 3: If it’s not a rule, don’t

enforce it. It might be common sense to you, but if you don’t have “house rules” or Board policies that are posted, it’s hard to enforce ‘em. Sure, there’s discretion, like noise that disturbs other owners. But specific rules on parking lot speed limits, pets, garbage and limits on hours of use of patios need to be in your bylaws or in rules adopted by the Board and posted for all to see. Inglewood art contest finalists The three finalists in AVLI on Atlantic’s $40,000 art competition went on display for public feedback May 25 at the AVLI presentation centre at 1201 – 10th Avenue SE. The project asked Alberta artists to submit design concepts to create an artistic legacy for AVLI condominium owners and Inglewood residents to enjoy. Submissions were reviewed by an expert panel composed of Artists, Architects, and community members and are on display for public input.

The finalists (in no particular order) are as follows:

1. ‘Close at hand; in your hands’ by Kingmakers Collective – Edric Escalante, Adam Zhu and Elijah Escalante 2. ‘Materia’ by Cheka Creative Inc. – Sergey Ryutin & Alex Kwong 3. ‘Migration’ by Rhys Douglas Farrell AVLI on Atlantic itself is also a work of local public art. From the beginning, developer Brian Kernick engaged local design professionals, the award-

winning architects at Sturgess Architecture and Inglewood’s own celebrated interior designer Jerilyn Wright. Homes at AVLI on Atlantic start in the low $300,000s. Most of AVLI’s floor plans are custom-designed, ranging in size from 545 to 2,200 sq.-ft. The seven-storey development offers a unique mix of one and two-bedroom homes (plus den), including four live-work homes and seven penthouse suites. NUVISTA HOMES BUILDING HOMES THE WAY PEOPLE WANT “We’re a builder who customizes,” says Susan Sandberg, NuVista Homes’ area sales manager in Crestmont, located just west of Canada Olympic Park overlooking the Bow Valley. “We’ll change things almost entirely for the customer from what the model drawings show. We can move walls around, whatever it takes.” That being said, NuVista’s Kingsley show home in Crestmont checks a lot of homebuyer boxes just the way it is. At 2,147 sq.-ft., the three-bedroom, two-and-ahalf bath home is the smallest twostorey home the award-winning company is building in the area – and yes, they do build bungalows. “Nearly every second person we see these days is a downsizer asking if we build bungalows,” says Sandberg, “which we do.” The builder does not have their own design centre, and in this area, says Sandberg, “our customers really want to choose their own finishing’s, like flooring, plumbing fixtures and lighting, so we give them the opportunity to work directly with suppliers to make sure they get exactly what they want in their new home.” The show home features all the bells and whistles, such as an alarm system, central air conditioning and fully finished basement. The Kingsley’s appeal starts out front, where the exposed aggregate driveway and walk lead to a covered porch. The front entry is a functional space with a built-in bench and separated from the main living area by a large study/ den which could be converted into a formal dining room. The kitchen is highlighted by quartz countertops, Maytag stainless steel fridge, oven, range and dishwasher, built-in Panasonic microwave and Blanco undermount silgranit sinks, accented by a navy blue six by 18-inch ceramic tile backsplash. On the wall opposite, the living room has a floor-to-ceiling white ceramic tile fireplace surround. Upstairs, there is a full bath are two bedrooms and a family room. The large, practical laundry room has counters and a handy pocket door separates it from the master bedroom walk-in closet. The master ensuite has a gigantic freestanding tub and shower stall. The

commode room is tucked around a corner with its own door. The finished basement has a TV and games room, wet bar, a guest bedroom and another full bathroom with lots of tile. Another room has been decorated as a fitness room but, with a large window and closet, could easily be used as another bedroom. The Kingsley show home, as is, is listed at approximately $689,000, including lot, GST and basement development valued at just over $50,000. However, says Sandberg depending on the level of customization and upgrades, you can build this home for $591,675. “It’s a great opportunity to have a higher-end home in a new family neighbourhood,” she says. Sales have been steady this spring, with just over 20 lots remaining at time of writing. NuVista’s motto is, “It’s all about you”, and they mean it. “We build a great home,” says Sandberg. “It’s as simple as that.”

Do they specialize in multifamily, single-family, commercial or perhaps a few specific communities in Calgary?
