BUYING A PRECONSTRUCTION HOME? YOU NEED A BUDGET When we were in the pre-construction stages of building our home, I loved visiting the design centre, sitting at a table and pairing up various cabinet styles with different countertop materials. It’s easy to get caught up in the novelty of selecting your colours, getting lured into the appeal of trading out your standard features for the more luxurious options. You will very quickly find that you’ve added in a couple of thousand dollars in upgrades you hadn’t totally banked on. And while you should invest in putting in upgrades that would be far too taxing on your patience to do later on, you need to keep one thing in mind: you need a budget. Yes, I know, this advice sounds obvious. Although I was an obnoxious saver while preparing to close on our home, there were still costs I hadn’t anticipated until after we took possession - ones that would have been a little less painful to shell out for had we been more aware during design time. Where we live, the water comes in from a well. While it’s perfectly safe to drink, it’s laden with mineral deposits that are extremely hard on the skin. Within two days, my knuckles were splitting and bleeding; $4,000 later, we had a water softener. Then there’s the windows. As a writer, I suffer from a terrible people-watching affliction, but when the light from the rising sun pours into your curtain-less windows on a Saturday? Well, you’re kicking yourself for not factoring in that hey, a new house doesn’t come equipped with window coverings and you need to cough up another $2,000 you hadn’t anticipated spending. Had I known then, what I know now, I would have cut back on some upgrades at the design centre and dedicated a portion of our savings to all those ‘surprise’ costs. Budget for the unexpected–you’ll be grateful you did.

THE IVY UPSCALE BROOKFIELD CONDOS ADD CLASS TO UNIVERSITY DISTRICT When 30-something-year-old partners Jason and Mathew went looking for a new home, they had a pretty good idea what they wanted. Mathew, a registered nurse, wanted something close to the hospital. Jason, a pilot, wanted a reasonable commute to the airport, but didn’t want to live right next door to it. With both working shifts, the condo lifestyle made sense for the couple, who formerly rented in the beltline area. with their dog Charlie, moved in this past May. “It’s a great functional layout for the price,” says Jason of their Viridian floor plan with its private two-car tandem garage. “We quickly decided to purchase in The Ivy development as there was nothing else that offered the same. We also liked the location and future plans for the area.” Indeed, with its proximity to the Foothills and Children’s Hospitals, University of Calgary, Market Mall, Nose Hill Park, McMahon Stadium and planned retail for the area, including a Main Street with shopping and professional services,

the University District takes full advantage of one of the last big pieces of undeveloped inner-city land left in town. Pricing starts in the upper $400,000s. The Olivine also features a two-bed, two-bath floor plan, but in a significantly larger footprint and with a double

attached garage. Prices for this model start in the high $500,000s. The Reseda has an option for a third bedroom in a 1,700-square-foot plus layout, with prices from the upper $600,000s. All units feature estate level finishing, says MacDonald, with hardwood flooring throughout the main living areas, quartz countertops, undermount sinks and Bosch kitchen appliances all standard. Many homes have large outdoor living spaces, some overlooking the common courtyard. BROOKFIELD RESIDENTIAL WORKS TO KEEP

CONDO FEES LOW Not all condo fees are created equal. In fact, there can be wide disparities in condo fees from one project to another in terms of the literal cost and what the fees cover, says Justin Castelino, marketing manager at Brookfield Residential. With most builders offering some form of multi-family housing option these days – and the economy, local market pricing and OFSI stress test conspiring against would-be first-time homebuyers – understanding condo fees has become more important than ever. Indeed, if you’re going to add a couple of hundred dollars to your monthly housing expenses, you definitely want to know exactly what’s covered in your condo fees, and what’s not, says Castelino. 18  New Home + Condo Guide  |   July 26–Aug. 23, 2019

It’s best to begin with a basic definition, starting with the word condominium. According to Marc Bateman, president of Acclaim Condominium Management Services and a two-time past-president of the local chapter of the Canadian Condominium Institute (CCI), when most people think condominium, they think of an apartment or townhouse-style home. However, condominium is a term that refers to the legal ownership of the property, not the type of building. Condo buyers own their unit as well as a proportionate share of the total common property in the project. This is known as a resident’s ‘unit factor’. This unit factor is then used to calculate condo

fees, which are set at the time of construction by the builder/ developer. Therefore, who the builder is can make a big difference, says Bateman. In theory, everyone living in the same size unit as yours will pay the same condo fee. Keep in mind that if you pay property tax on it, it counts towards your unit factor. So, if you own two parking stalls and your neighbour in an identical unit only has one stall, you will pay more in fees. Condo fees are those monies paid above and beyond one’s mortgage in order to provide certain services and/or amenities at a given condo community. Most people understand that their fees go towards basic maintenance like lawn mowing,


landscaping and garbage and snow removal. “Condo fees help to have a convenient lock it and leave it lifestyle,” says Castelino. “Fees also go towards insurance coverage on the exterior of the building so that you’re only responsible for what happens within your unit.” Of course, if the building has amenities like a library, swimming pool, billiard room, fitness centre, community kitchen, etc., you can expect to pay for it in the form of condo fees. A portion of the fees also goes into a Reserve Fund, a separate account maintained by the Condo Board to prepare for regular repairs required due to general wear and tear as well as to

respond to emergencies. Some condo fees cover things like water and heat, while some don’t, so it’s important to know what you’re getting into says Bateman. For example, if you’re a single, do you really want to pay the same for water as the family of four next door? Maybe you’d prefer to just pay for what you actually use. Or maybe your neighbour keeps their thermostat set at 20 and you keep yours at 15 – it’s almost like you’re helping to subsidize their heating bill. Not so at Brookfield Residential, says Castelino. “The fact that our condo fees don’t include utilities in our townhomes helps to keep costs low as your monthly fees won’t go to cover a portion of your neighbour’s water or heating bills.”

Like condo bylaws, he says, condo fees play an important role in sustaining the value of your home by ensuring that the exterior of every single home in the community is professionally maintained. “Of course we’d prefer you buy a Brookfield home,” says Castelino, “but no matter what condo you’re looking at, make sure you know exactly how much the fees are, what they cover, if they’ll ever go up and if there are any special assessments pending. Brookfield works closely with the condo management company to ensure we are accurately forecasting expenses. STRESS TEST JIM ZANG

As a local Editor-at-Large, I talk to lots of people and hear lots of stories and while I try to accentuate the positive, sometimes reality can’t be ignored. Such is the case with the Office of the Superintendent of Financial Institutions’ (OSFI) mortgage ‘stress test’, introduced to prevent a mortgage bubble crisis such as occurred in the U.S. a few years ago. While the rules do prevent some folks from taking on mortgages at the extreme limits of their financial 22  New Home + Condo Guide  |   July 26–Aug. 23, 2019

resources, many feel the rules are too strict and prevent some legitimate homebuyers from realizing their dream. On June 10, the OSFI published an information sheet for its B-20 guideline, which covers residential mortgage underwriting practices, stating, “The revisions to B-20 are working; strengthening mortgage underwriting across Canada and improving the resilience of the Canadian financial system to future shocks. While improvements have been made, OSFI will continue to monitor lender practices, particularly in the area of income verification, and will be proactive with lenders when it identifies areas requiring attention.” OSFI said the updated

guideline is intended to tackle growing risks amid low interest rates and housing market imbalances, but the stress test has faced pushback from the real-estate industry and concern from some politicians. BILD CEO BULLISH ON CALGARY

High School. After attending the University of Portland on a soccer scholarship, he returned to Calgary, landing a job as a labourer with Springer Construction. Little did anyone know that Hahn would come full circle. After a 30-year stint with ATCO Group and taking a run at an Olympic bid as GM of the Calgary Bid Exploration Committee, Hahn was retired and volunteering at the Alberta Adolescent Recovery Centre when he got word of the opportunity at BILD. “The people involved in the local home building industry are totally ‘switched-on’ in terms of giving back to the community,” he says of BILD’s 685-plus members. “This is an industry that’s done much, much more for Calgary than just build homes. Calgarians are ‘take charge’ folks, there’s always challenges – it’s how you meet, with enthusiasm and a can-do attitude, then that creates opportunity.” As for the current state of the local housing industry, “We’re not

completely out of the woods yet, in terms of economic recovery, but there is a sense of optimism and some rays of sunshine are starting to peek through.”

Looking at starts by area, there are a couple of things that jump out right away. For one, there were zero apartment or row starts downtown in June. None. And only one single-family home, likely an infill, and one duplex – which counts as two homes. The beltline, on the other hand, saw 137 apartment starts to go with one single-family build, which is about what one would expect. Seems downtown has slowed down. Meanwhile, other areas are all over the map as far as newhome starts and type of dwelling. The southwest boasted 216 total starts, with 30 single-family and 159 apartments. This speaks to the number of condos being developed in the quadrant. In the northwest, starts are spread out fairly evenly between single-family, semi-detached, townhomes and apartment dwellings. In the northeast, not as many starts are happening, but a far greater percentage are singlefamily. These numbers are handy for providing a snapshot of what’s being built and where. Looking at the overall numbers for June, although the year-todate totals still lag behind 2018 by about 20 per cent, June looked pretty good compared to last year and last month, thanks to some new townhome starts. Summer is traditionally a slower time, so it will be interesting to see what July and August brings. Better weather would definitely help.

HOUSING STARTS

Rather than just looking at the raw June housing start numbers from the Canada Mortgage and Housing Corp. (CMHC), I thought it might be interesting to look at where most new-home building activity is in Calgary. It’s always fun to see if expectations are supported by reality. And, of course, I like to compare starts to last month’s and last year’s numbers as well.

AVOID THE DREADED

‘BUYER’S REMORSE’ LINDA PALFI

It’s not that buying a condominium home is so fraught with risk. But even in a rising real estate market, with good homes selling for reasonable prices, buyers can buy inappropriately — or worry that they might have. When it happens, new homeowners can have ‘buyer’s remorse’. The key to avoiding buyer’s remorse is to apply pre-purchase, nonemotional analysis to your needs and to your budget. A thorough review of the new and resale home options in the marketplace should follow that. By the time you reach the deposit stage, you should be clear about why you are buying the home you are buying, and why you are paying the price you are paying. An objective condo-specialist realtor will be a great help in this process. Clarity and information equal a good investment decision, a good home choice and thus no ‘buyer’s remorse’. Here are some of the issues to consider before buying a future condo home: • Am I financially able to buy it and am I stable enough for the long-term ownership approach to housing? • If yes, do I buy a new home or a resale condo home? • Ground floor or upper floor? • Age-restricted or open to all? • Concrete construction or frame? • Highrise or lowrise? 24  New Home + Condo Guide  |   July 26–Aug. 23, 2019

• Near downtown or in the suburbs? • Outward- or courtyard-facing? • Southern or northern exposure? • Upgrades or simple finishings? • And, in most of these cases, is it worth spending more, or how much more, to obtain any of these preferences? That’s quite a list, yet it’s not even complete. There are also market considerations in your decisions. Even if you’re sure about what you want, you need to know what it’s worth before you write your deposit cheque. Otherwise, prepare for after-purchase uncertainty, and thus possible buyer’s remorse. It’s helpful to draw up a twocolumn list with housing musthaves on the left and want-tohaves on the right. At the top, write your personal budget ceiling. Stick to your budget if possible. Lay alongside this list the MLS city district map that many realtors will provide, and outline your preferred home areas with a felt-pen.

Then see if condominium homes matching at least your “must-have” criteria are available in your chosen areas and within your budget. Such a methodical process is the only way to arrive at a purchase decision with clarity and confidence. And be sure, the common issues of home ownership will arise. But you won’t be rattled if you know exactly why you bought your home at the price that you paid. You won’t need a cure for the dreaded buyer’s remorse. HOW TO MOVE PIANOS AND POOL TABLES

CHUCK RESNICK When it comes to moving households, handling large, bulky items is a challenge, especially if you decide to do it yourself. Certain items are best left up to the pros. Here is a bit of professional insight into what it takes to move pool tables and pianos safely and successfully, without damage. POOL TABLES

A pool table must be taken apart before moving it. Depending on the age of the table, you may or may not have the original documentation on how it was put together and how to take it apart. Usually, the side rails and pockets come off, and the felt must be carefully removed. Depending on the size of the table, it will be composed of up to three large, heavy pieces of slate that comprise the playing surface. These slate surface pieces are often held into place on the frame with screws covered with bees wax. You have to know to look for these; otherwise you can do damage. Each section of slate has to be wrapped in moving blankets. The slate pieces should not be laid flat in the truck, as being jostled during the trip will create stress points that could cause cracks. The slate pieces should be secured vertically at the sides of the truck and should not come into contact with anything else during transport.

When it’s time to reassemble the table at the other end, it’s important to know just how heavy it is and place the sections of it carefully, realizing that its weight can have an effect on floorbearing capacity. Ideally, pool tables should go into a basement on a concrete floor. PIANOS

It takes a minimum of three people to move a piano. The process begins with removing the pedal system, which must happen in a systematic way for the number of bolts that hold it onto the instrument. Pad wrap everything with moving blankets and stretch wrap each piece for added protection. The process for dismantling the rest of the piano depends on the type. Usually, one leg has to be lifted and unbolted to come off. Leave the bolting system attached and pad wrap and stretch wrap each leg so nothing is lost. At this point, lower the piano gently on its side onto a special piano sled. Remove the second leg while at least two people are supporting the piano. Then, shift the piano to an upright position at the edge of the sled, which has an indentation to accommodate the lid overlap so the piano does not touch the floor. It sits on a cushioned blanket and is secured to the sled to prevent pressure points while being moved. Then it becomes easy to remove the final leg. The piano body is pad wrapped and stretch wrapped and then eased onto a special dolly and wheeled out the door. The piano

should remain on the dolly, which becomes part of it during transport. It’s strapped it to the side wall of the truck, halfway between the two wheel bases, for the least amount of jostling. Once it is reassembled in the new home, it is critical that the owners have the instrument re-tuned, as there will be some unavoidable changes from the move. Whether it is a pool table or a piano, consider hiring a professional moving company to these transport items. Neither you nor an inexperienced mover should be learning the process while handling your large, bulky possessions. EXAMINES IMPACT OF MORTGAGE STRESS TESTS The federal government is getting more heat about its mortgage stress test, this time from Mortgage Professionals Canada (MPC), the national mortgage industry association representing mortgage brokers, lenders, insurers and industry service providers. A report from MPC Chief Economist Will Dunning released in May 2019 outlines in detail how stress tests have contributed to a decline in housing activity in Canada, including the construction of lowrise homes, which are now in the process of a downturn. “Each housing start that is lost has an economic impact that is 10 times greater than for each lost resale transaction,” says Dunning. “The adjustments for new construction occur quite gradually. The economic impacts have barely

begun, will develop slowly, and won’t be fully experienced until the second half of 2021.” MPC said in a news release that the report is a plea to the federal government to start considering changes quickly to avoid the consequences. “For some time, our association and others have emphasized that the major defect within the stress tests is that they fail to consider the income growth that will be experienced by the mortgage

borrowers,” says Paul Taylor, president and CEO of MPC. “At two percentage points above the actual contracted rates, the stress tests on insured and uninsured mortgages are causing serious and undue negative impacts to the Canadian economy and to the housing market. First possessions in Block 6 are scheduled for March 2020, while the last two buildings are expected to be completed by the end of 2020. There are also currently 16 homes complete and ready for immediate possession, says Chu. Technically, she says, four different floorplans are available but different layouts are available in different buildings. For example, she says, single garage plans are all sold out and there are only two Ashbury plans left. Of course, with a difference of just a few square feet between the various plans, it’s really a moot point as the main difference is the size of the balcony – they’re all a good size, but the Ashbury has the largest outdoor living space,

complete with a natural gas hook-up. Both show suites feature the Ashbury model – one standard but with the dual master bedroom and ensuite option, and the other with all the upgrades, but with three bedrooms on the upper floor. “So far,” says Chu, “it’s been pretty much a 50/50 split between the two-bedroom and three-bedroom options. It’s such a diverse market of buyers out here in terms of ages, cultures and lifestyles. I’ve never seen such a wide variety of people at different stages of life. The thing they all have in common is they want to be on the west side and they want a very residential feel to the community.”

For starters, when you enter the double garage it’s on the ground floor, not underground, meaning residents have a full basement under their home and the upper floor is a true third storey level. What the two show suites have in common is a large, bright entry level with an extra room that can be used as a mudroom, storage space, an office, gym or, in a pinch, a guest bedroom. Both come with a full array of appliances, including a gas stove and stacked washer/dryer. The standard show suite has Whirlpool, while the upgraded home has built-in KitchenAid appliances. Things that might be considered upgrades with some builders are standard for Trico, like quartz countertops, ceramic tile flooring in the entry way and bathrooms, and luxury vinyl plank flooring in the living spaces. Upgrading moves you into engineered hardwood floors, a modern hexagonal ceramic tile kitchen backsplash, hood fan and dark maple wood stair railings.
