With a new puppy at home, it seemed like a no-brainer to get a camera to check up on her while we are out of the house. There are dozens of at-home security systems with service charges, but we preferred a camera system that provided us with the features we wanted without the outrageous monthly fee. We ended up buying two: one for our puppy, and one to keep surveillance on the front of our home. The app sends notifications to our smart device when it detects motion, and also keeps a feed saved to an SD card. I didn’t realize how important this camera would be until three months after we bought it. I was home alone one evening and about to take a shower when I realized I had left the towels downstairs. When I turned the hallway light on, I stopped dead in my tracks as I thought I heard someone in the house. My blood ran cold and my fight-or-flight response went into overdrive. I took quick steps backwards and sent a flurry of panicked texts to my partner and best friends. I tiptoed back into the bathroom and sifted through our camera feed. Two shadowy figures loomed by our front door before taking off down the porch steps when I turned on the light. Now I wasn’t just afraid, I was livid. I stormed downstairs with my hairbrush in tow (in hindsight, not the smartest weapon of choice,) turning every light on in my path. I blanched when I got to the front door. Stuck in the door seam was a flyer advertising window treatments. A mix of elation and anger swept over me as I let out a squeak of relief. I wrestled the pamphlet out of the door frame, re-creating the sound that had scared the wits out of me 10 minutes earlier. The camera had given me the confidence I needed to get my body down the stairs and the evidence to confirm the departure of the night-time delivery guys. Had it not been for the camera, I would have called the police – and been totally embarrassed by what ended up as nothing. Thank goodness for these small, inexpensive contraptions. It provides homeowners with peace of mind, inside and outside of the home.

ARENA DEAL The city of Calgary, Calgary Sports and Entertainment Corporation (CSEC) and Calgary Exhibition and Stampede Ltd. have agreed to fundamental terms and conditions for the development and construction of an event centre in east Victoria Park. The $550-million cost will be split 50/50, with the city retaining ownership of the new building. Groundbreaking slated for 2021, opening date to be announced.

ELLA – Kelowna’s first true ‘skyscraper’

Cardel Shawnee Park Down in Shawnee Park, the 2018 BILD Calgary Community of the Year and Best Show Home Parade winner, Cardel, construction activity is well underway in the new Phase 7 along with the new park, says area manager Jon Mortier. Deep servicing and sidewalks are now complete, he says. Cardel is hoping to complete landscaping in late October, early November – weather permitting, of course. ”You will likely see home construction starting in late
September, early October, on the two lots that are currently sold,” says Mortier. Phase 7 includes 23, 40-ft.-pluswide, single-family lots. “These are good opportunities for bungalows and even a few lots are available for the Addison triple-car garage model,” he says. “It is the last opportunity within the entire project to own a front attached garage home along the beautifully landscaped Shawnee Boulevard.”
It’s no secret Calgarians love Kelowna, with many owning property or timeshares in the area. Mission Group, the Okanagan’s leading real estate and development company, poured the final concrete July 30 for ELLA, an upscale condominium tower in the heart of downtown Kelowna. Wonderful windows! Is there anything more welcome in a room? From a designer’s perspective, I doubt it. Windows become the natural focal point of any given space, as the source of light and views. In fact, when you ask people what they want most in a home, “windows” and “views” will often top the list. It’s easy to understand why. Let’s start with the obvious. Naturally lit spaces are more functional and “warmer.” Everything looks more vibrant and alive in the light of day. When you’ve got great windows, rooms appear larger – which bodes well for compact spaces. A window or two completely transforms even a small room. Windows these days come in a wide variety of shapes, sizes and designs. Here are some things to think about to highlight your windows.
Finishing touches Think of the window trim as the frame containing a beautiful piece of art. You want something that will complement the view, but also be a feature piece on its own merit. A contemporary trend is painting the trim work in a dark shade of grey or black, as an alternative to the traditional white baseboards, window and door frames. Also, consider your window dressings. DON’T GET CAUGHT IN A REAL ESTATE
INVESTMENT TAX SCHEME
The Canada Revenue Agency (CRA) sent out a warning in June to flag tax schemes involving professionals such as tax representatives and tax preparers, who are claiming to offer individuals tax write-offs through limited partnerships hinging on real estate investments. WHAT THE HECK IS A TAX SCHEME?
Tax schemes are arrangements that are designed to deceive taxpayers by promising to reduce the taxes they owe, for example, through large deductions or promises of tax-free income. A scheme can also include other creative ways to convince people they could pay less taxes. CRA’S OUTLINE OF HOW THIS REAL ESTATE TAX SCHEME IS DELIVERED

“limited partnership”, the scheme is usually heavily promoted as a product with a significant tax advantage and limited liability for the investor. The scheme’s promoter is promising a tax writeoff for more than double what the taxpayer invests. The claim of a significant tax write-off being received is because of costs expensed in the initial year of the project. The example given in the CRA press release is when an “investor has invested $5,500 and is advised that they can write it off on their taxes for $12,500 due to financial services, lease enhancement and tenant improvement costs expensed in the first year.” This is not the case, says CRA. “Limited partnerships are unique arrangements that provide investors with certain benefits similar to partnerships and corporate entities. However, different than general partnerships, the investor’s liability is restricted to the amount they invested.
Therefore, they cannot claim a higher tax write-off than invested.” SERIOUS CONSEQUENCES
Through increased audits of such promoters, improved information gathering and informing taxpayers on how to recognize tax schemes, CRA continues to identify and shut them down. Those who choose to participate in these schemes, as well as those who promote them, face consequences such as penalties, court fines and even jail time. When my partner and I first embarked on our journey towards homeownership, we spent the majority of our time walking in and out of open houses with his parents in tow. Sometimes, our shoes hadn’t had time to cool before our feet were back in them and we were scurrying out the door with our laces still undone. Open houses can be as exciting as they are stressful. Some homes just didn’t have the ‘wow’ factor we were looking for when navigating the resale home market. At the 36 New Home + Condo Guide | Sept. 20–Oct. 18, 2019
same time, the ones that did go over the top were asking top dollar. After seeing almost 50 open houses, we knew we needed to reassess what our priorities were when looking for our first home. MANAGE YOUR EXPECTATIONS
This is kind of obvious, but for me, it was a face-palm worthy feeling when I discovered the number of people who forget about their self-imposed buying guidelines when they find the ‘one’. My partner and I had a budget in mind
when we were initially shopping for a resale home, but that quickly got thrown out the window when we set our sights on a barely livedin six-month-old townhome with gleaming white quartz countertops and expensive upgrades like a stainless steel undermount sink. We put in a conditional offer that was tentatively accepted. When the bank had the appraisal performed, we learned that while it was under asking, the comparables in the area were not selling for that price. This meant we needed
to either come up with the difference in our down-payment (approximately $40,000) or renege on the offer – which we did. KEEP YOUR HEART OUT OF IT
If you’re the stoic and aloof type, this will be a moot point for you, but if you’re the kind who wears their heart on their sleeve, it can be hard to leave your emotions at the doorstep. This can cost you unnecessary grievance in the event the deal crumbles. I nursed a broken heart for nearly two weeks after our deal on the townhome failed. This could have been avoided had I not allowed myself to fall in love at first sight (and start planning where the Christmas tree was going to go.) CAN YOU AFFORD THIS?
Look, there’s the amount financially that the bank can give you based off the monthly costs, but only you understand what
your day-to-day looks like. If you buy at the top of your budget, this may mean you need to forego purchases in other areas of your life so as not to incur debt. (Which if you’re anything like me, that means fewer Winners and Sephora trips.) I CAN AFFORD IT, BUT IS IT THE FOMO TALKING?
We have all fallen into the FOMOtrap (fear of missing out). You know, the one where you end up buying something you don’t necessarily want, but think you need. The same occurs in real estate: make sure your investment is made from a financially sound place and not because you want to keep up with Joneses. WHAT IF I CAN’T FIND WHAT I’M LOOKING FOR?
There was no universe in which I envisioned a new construction home, but when we were too
exhausted to keep looking, too worn down to contend with other buyers and their bully offers, we popped into a new development’s sales office. This time, we were not only emotionally prepared, but mentally prepared. In fact, the sales agent turned us away three times before he would allow us to sign which in theory was a good idea as it forced us to keep evaluating our decision to buy a new home before committing to a deal that would be costly to get out of should we change our mind. In the end, our new-construction home provided us with exactly what we wanted, within our financial means. We were able to pick and choose what upgrades we wanted that fit our budget while creating a space we knew we both would love. While a resale would have given us the immediate movein date we wanted, it wouldn’t have provided us with the ability to customize it to our tastes. nexthome.ca 37

JIM ZANG Elva Kim, executive vicepresident of sales and marketing with Anthem United, one of Western Canada’s largest and most active builder/developers with nine new communities and eight condominium projects currently on the go in Calgary alone, says pretty much the same as CMHC. to get through, with downward pricing pressures and an increase in promotional incentives being offered. “The opportunity for buyers is great. While the market absorbs the standing inventory, they have the luxury of choice and time. We are noticing more sales activity for certain product types and areas of the city that have more balanced fundamentals (around supply and demand). Cornerstone (N/NE market) is a good example of this.” Kim is hopeful CMHC’s New Buyer Incentive Program will make a positive impact, but adds the program is so new that both buyers and sales teams will need to be better educated on the
details before the benefits are truly felt. “In overheated markets, this incentive will help buyers who are struggling to qualify for mortgages where home prices are inflated. In softer markets, this incentive will have less of an impact, as market confidence is a larger barrier than then actual qualification. Calgary, and specifically new builds, will have a greater chance of seeing positive results from the CMHC incentive program, in comparison to Toronto and Vancouver; however, any results are expected to be minor. and those could tail off as the program continues.” Meanwhile, where political influences are concerned, Kim says the change in provincial government has had a positive impact on businesses, but these impacts have not fully trickled down to the individual homebuyer level. “We are starting to hear about a building of confidence and there has been a gradual increase in activity over the last 60 days. Some buyers continue to be hesitant as they are anticipating the true bottom of the market in Alberta. What drives home sales in this province is full time job growth and positive migration to metro markets. It’s not an overnight fix. As we attract business investment back to our province, the people and jobs will come.“ On the federal front, Kim
believes If the conservatives were to emerge with a majority government, there could be some new policy and old policy reversals that would support/stimulate economic development in the west, reigniting the market in Alberta. “As with the change in the provincial government,” she notes, “it will likely take 12-plus months to see any tangible improvements in the suppressed regional economy. We are optimistic that a change in the federal government will continue to support economic stimulus and buyer confidence in the Alberta market.” What really needs to happen, says Kim, is people need to move to Alberta and those already living here need to believe that the economy is improving. “In Calgary, single-family housing is very affordable, and we expect it
will continue to be a top housing choice for consumers. We do not expect another 2007 or 2014 again. There will be a new normal and we should begin to see a progressive upswing in the market over the coming years. We also need the federal government to reform the Stress Test. PRE-APPROVED CODY BATTERSHILL One of the most important steps in buying a home is getting a mortgage pre-approval. Whether you’re an experienced home buyer or are looking to purchase your first property, preapproval should be one of the first steps you take. Why is that? When browsing properties for sale, you’ll want to feel comfortable about the price range you’re looking in and allow yourself to move quickly on a home. A pre-approval shows you the maximum amount you can spend, and more importantly, will help you feel comfortable with your monthly payments beforehand if you do choose to buy. BROWSE FOR THE BEST RATES
Do your due diligence and shop around for the best mortgage rate. Don’t just go to your current bank and expect to get the best rate, either. An option is to use a mortgage broker when buying a home – many people do. This broker will negotiate on your behalf with various lenders and do their best to get you the best rate possible. COLLECT YOUR DOCUMENTS

identification • Bank account and investment statements • Proof of any assets: i.e. car, boat, house • Proof of income: i.e. pay stubs, a letter from your employer, notice of assessment • Current debt: i.e. student loans, lines of credit Having these ready to go always helps speed up the pre-approval process. DO YOUR DUE DILIGENCE
Once you’ve submitted your documentation, try to make sure you’re available to answer any questions your mortgage broker may have. That means being available via email and phone during most parts of the day. Assuming you get approved, you’ll also want to read the fine print of the pre-approval document. It will outline the
amount you’ve been approved for, along with the interest rate and loan term of that mortgage. Making sure that your comfortable with the details of your mortgage is a must! Don’t overlook any details whatsoever. ASK A REALTOR

CONDO BYLAWS LINDA PALFI The minutiae of good governance in a condominium can sometimes be found in policies or “house rules” that stand alongside the condo corporation’s bylaws. While Alberta’s Condominium Property Act gives condo boards the general authority to make such rules, most condo bylaws also have a more specific clause that allows the board to make rules for day-to-day living within the development. In a high-rise apartment condominium, for example, there is usually no bylaw that says not to use the garbage chute at 4 a.m. Yet for those who are not guided by common sense, a house rule may well prohibit the chute’s use overnight. Next door, in a building or a townhouse development where dogs are permitted, there may be board-created rules requiring the use of leashes and immediate removal of droppings. Again, a reference to the bylaws alone won’t tell you everything. Speaking of dogs, here’s a cautionary tale. Condo buyers who have a dog sometimes glance at bylaws and see that the board has the authority to allow pets, so they lay down their money and bring Fido to the door. Oops; it’s a surprise on possession day to learn that dogs are not being authorized by the condo board. In fact, some apartment-style condo buildings see a resolution passed at each annual general meeting prohibiting the board from authorizing any
dogs for the ensuing year. The Act is very clear that condominium boards are bound by direction given at annual general meetings. In high-rise condo buildings that allow small dogs, it’s also common for a rule to require that these pets be carried in hallways and lobbies. For those who think such a rule is silly and overly restrictive, I have a story to tell. I once personally saw an owner step off an elevator, while leashed “Fluffy” lingered in the elevator cab. Meeting a neighbour in the hall, madam did not notice the elevator door close on poor leashed Fluffy, who was immediately whisked off to another floor. The story had a happy ending, but just barely. At Christmas time, the house rules might well be checked for limitations on displays. While some people love a balcony draped with strings of blinking lights, their neighbours across the way might feel it looks more like the flashing neon sign for a cheap motel. And while some enjoy Christmas so much they’ll keep decorations up from October through March, most of us think that it’s reasonable to restrict seasonal balcony displays to December and January. Check the bylaws first, ask for house rules
or policies, and ask the property manager about further restrictions. Staying with the holiday season for a moment, it’s common in apartment-style condo buildings to see a rule prohibiting real Christmas trees. It’s not that the Grinch chairs the condo board, but that owners are shy of the fire hazard, of the mess in hallways of dried needles fallen from dragged-way trees, and of garbage bins overflowing with the enormous remnants of an otherwise happy season. Condo bylaws, along with policies or house rules, are there to make our condo lifestyle safe, quiet and enjoyable. Try to adhere to your corporation’s in-house rules, or become a member of your board so you can ensure those rules are reasonable and serve your little condo community.
