THE GRASS IS GREENER ON MY SIDE After months of looking at mounds of dirt, fishing our puppy out of pools of water sunk into our uneven terrain, and dealing with an otherwise barren wasteland with no sign of green for nearly two kilometres – we are finally getting the finishing touches to our neighbourhood: grass. It goes without saying that after nearly a full year without colour, the sod is a welcome respite. “You need to water that grass every day if you want it to take,” says my partner’s father after I announce our builder is laying down our sod. I harrumph in a noncommittal kind of way as if I already know that. However, despite being born and raised by Portuguese-Canadian parents whose greatest pride and joy was their lawn and garden bed, I do not have a green thumb. If anything, I’m the ‘green reaper.’ I’ve replaced three flower planters in two months. Suddenly, the excitement I felt at the arrival of sod quickly turned into trepidation. If I managed to kill sod before it rooted, I would never hear the end of it. To cull my anxiety, we planned ahead. We’ve invested in two garden hoses and two sprinklers – all the new sod really needs is a little TLC. Most first-time homebuyers underestimate the amount of attention required to encourage sod to root. Between the watering (but not too much), and mowing, the next couple of weeks will be pivotal to ensure the grass stays green on our side until the first signs of winter arrive. If all else fails, my partner has reassured me that we’ll hide the evidence and re-sod again. My horticulturist family need never know.

If you’ve never been down south to the new community of Wolf Willow, it’s time you did as there’s lots of things going on in terms of new homes and condos – including the luxury Bow 360 condo project by Cove Properties. FIRST-TIME BUYERS OF NEW HOMES GET MORE OF AN INCENTIVE Details regarding the federal government’s First-Time Home Buyer Incentive Program (FTBIP) were announced recently, and it seems there’s more help available for first-time buyers of new builds than for Canadians considering the purchase of resale residences. The program, which will take effect on Sept. 2, 2019, is designed to help Canadians with incomes of up $120,000 buy their first home by reducing their monthly mortgage payments without having to increase the amount money they put down. The bonus for purchasers of newly constructed homes is an incentive amount of between five and 10 per cent, while the

incentive for resale purchasers is set at five per cent. How does the FTBIP program work? Read on. Like all loans, the First-Time Home Buyer Incentive needs to be paid back eventually. In this case, the incentive can be paid back in full at any time without no penalty. As well, the homeowner can choose not to pay anything back for 25 years, or after the property is sold, whichever occurs first. The amount of the incentive that needs to be paid back is calculated using the property’s fair market value at the time of repayment and is to be repaid whether the property value increases or decreases. No interest is accumulated on the incentive.

EXAMPLE OF A NEW-HOME PURCHASE:

John wants to buy a new home for $400,000 and has saved the minimum required down payment of $20,000 (five per cent of the purchase price). Under the Incentive, John can apply to receive $40,000 in a shared equity mortgage (10 per cent of the cost of a new home) through the program. This lowers the amount he needs to borrow and reduces his monthly expenses. As a result, his mortgage is $228 less a month or $2,736 a year. • Canada’s First-Time Home Buyer Incentive to help qualified first-time homebuyers purchase their first home will launch on Sept. 2, 2019, with the first closing on Nov. 1, 2019. • The incentive will allow eligible first-time homebuyers who have the minimum down payment for an insured mortgage with CMHC, Genworth or Canada Guaranty, to apply to finance a portion of their home purchase through a shared equity mortgage with the government of Canada.

• No on-going repayments are required, the incentive is not interest bearing, and the borrower can repay the incentive at any time without a pre-payment penalty. • The government shares in the upside and downside of the change in the property value. • The buyer must repay the incentive after 25 years, or if the property is sold. • The incentive is available to firsttime homebuyers with qualified annual household incomes up to $120,000. At the same time, a participant’s insured mortgage and the incentive amount cannot be greater than four times the participant’s qualified annual household income. • The property must be located in Canada and suitable and available for full-time, year-

The program is a complement to another first-time homebuyer incentive change made earlier this year, which increased the RRSP withdrawal limit to $35,000 from $25,000. CONDO EXPERTS HAVE ‘GOOD NEWS’

When it comes to new condos in Calgary, nobody knows the market quite like the experts at Urban Analytics – a Vancouver-based research and advisory firm that tracks construction and sales of

multi-family projects and purposebuilt rental buildings in Calgary over 15 units. So, when they say the local market is showing ‘signs of life’ in their second quarter report released the last week of July – believe it. After a typical slow start to the year in quarter one, says the report, it appears buyers are re-engaging in the market says Kimberly Poffenroth, Urban Analytics’ VP of Business

Development for Calgary, noting “there was a 16 per cent increase in sales over the second quarter, and any increase is always good news.” Compared to last year, she says, sales are down about 13 per cent to-date, but that’s to be expected simply because there are fewer projects for sale in 2019. There were 11 new project launches during the second quarter of 2019. Most sales have been in the outer


North communities (45 per cent of all units sold in the second quarter) mainly because of the lower price points, both in terms of available land for developers and the actual condominium sale price which is passed along to the consumer. The outer South was a distant second at about 21 per cent, for most of the same reasons. The University District and Marda Loop are still really hot areas for condos right now, too, says Poffenroth. The only new downtown launch in the last couple of years, she says, is Nude, by local developer Battistella. Other than that, she says, most of the remaining downtown inventory has been around for a while. “A lot of the cranes you see on buildings downtown right now are for purpose-built rental buildings, because downtown is where landlords can bring in the highest rental rates. Urban Analytics also tracks what type of condos are selling. “There’s been a modest but steady rise in developer and consumer confidence that is having a positive effect on the marketplace. The provincial election made a difference, as could the upcoming federal election. Also, we’re really curious to see what the results of the release this fall of CMHC’s First Time Home Buyer Incentive will be. It should be beneficial for price-sensitive projects.” There are still lots of buyer incentives out there, says Poffenroth, and even some room for negotiation for savvy buyers. “It’s still a buyer’s market, purchase prices probably won’t go any lower from here and rental rates are on the rise. Foot traffic is always slow at show homes in the summer, always has been. Folks are on holidays and, unless they’re on a tight time frame, people just find other things to do, especially if it’s nice out – given our short season. This year proved to be no different, according to CMHC’s July housing start numbers, with total starts significantly down from both last month and July of last year. See Chart B. For those who thought the new provincial government in Alberta would make an immediate impact, the result has been ‘not so much’. But then, these things take time. The big wheels of political machinery move slowly and, as the saying goes: Rome wasn’t built in one day. And neither was Calgary. Will a change in federal government in the fall make an impact? It depends on who you ask. Most of the people I talk to are optimistic that it will, with most in the home building industry never shy to share their opinion. One thing every single person I spoke to this month did mention was the new CMHC First Time

Home Buyer Incentive program launching in September. In fact, many are attributing Poffenroth this summer’s slow sales to the probability that many potential buyers are waiting for the monetary assistance program to kick in. It’s really just another loan that eventually needs to be paid back. It’s not a gift by any means – but if you’re a first-time buyer and don’t have the cash on hand for a down payment, it’s quite possible your only path to homeownership.
