Seasonal weather changes are inevitable. As we move from summer into fall, we can expect the temperatures to dip and the leaves to change colour. But even with those expectations, the details can vary. It’s much the same in the homebuying landscape. From month to month and year to year, the forecast can change.
Happily, there is some good news on the housing horizon. Certain variables — specifically the progressive decreases in interest rates, increased inventory and a more robust pre-sale market — are turning the tide for homeowners, in a positive direction.

Being approved for a mortgage is about more than having enough funds for a down payment. For the process to be successful, lenders consider various aspects such as your income, employment history, credit history and the property you wish to purchase, to name a few.
ENSURE IT ALL GOES SMOOTHLY
You have finally saved enough money for a down payment, and you are excited to buy a property. You have spent a considerable amount of time looking for the right home and your mortgage has been approved. However, before the purchase actually goes through, any significant changes to your finances can affect your mortgage approval.
A lender can revoke your mortgage approval any time before the closing date if there are changes to your financial circumstances.
Most lenders will request credit bureau reports to be pulled within 30 days of the approval and they might even request a new one between the mortgage approval and the funding date, especially when there is a long period of time between the two.
To ensure a smooth process from the time you have been approved for a mortgage to receiving the funds for your mortgage, keep these helpful tips in mind.
• Avoid purchasing a new car or upgrading to a more expensive lease/loan, as the higher car
payments could increase your debt servicing and affect your mortgage eligibility.
• Avoid quitting your job or switching jobs, even if the new position pays you better, as you may be on a probationary period at the new job. If you are in doubt, call your mortgage expert to determine if this could jeopardize your approval.
• Steer clear of changing industries, deciding to become self-employed or accepting contract positions, even if it’s in the same industry. These changes could potentially jeopardize your mortgage approval.
• Be cautious about transferring large sums of money between bank accounts, as the lender may view it as borrowing money. Be prepared to provide documentation for cash transactions of transferred funds.
• Keep paying all your bills in a timely manner, even if you are disputing some of them. A lender may pull your credit bureau rating prior to closing and if a collection or a delinquent account appears, the best hope is that they ask you to make a payment prior to the lender funding your mortgage. It’s best to address these issues before the closing to avoid last-minute complications.
• Avoid opening new credit cards or applying for additional credit until after your funding date.
• Don’t co-sign a loan for someone else. You may completely trust the person you are co-signing for and you know they can make the payments. However, as a co-signer, you are legally responsible for making the payments and if the person you co-signed for defaults, it can affect your ability to make your mortgage payments.
• Properly document any cash gifts, including those from wedding proceeds, before depositing them. Give your mortgage expert a call for guidance if you have a significant amount of cash to deposit before the funding date.
• Delay purchasing furniture on deferred payment plans, as
these purchases will be reported on your credit bureau rating and could impact your debt service ratios, especially if your mortgage approval was tight from the beginning.

Buying a home and getting approved for a mortgage is not meant to be a difficult process. It is important to do your due diligence and know as much as possible and make informed decisions on your path to homeownership. If you are in doubt, it’s always best to call a mortgage expert before making a move that could jeopardize your approval.

HONOURING A RESPECTED LEADER IN OUR INDUSTRY
It is with great sadness that the Homebuilders Association Vancouver (HAVAN) announce the passing of Ron Rapp on July 18, 2024, following a 10-month battle with aggressive Acute Myeloid Leukemia.
Ron was a visionary leader, widely recognized across Canada for his experience, reputation and kindness. As a member and later CEO of HAVAN, he was frequently asked to participate on boards, committees, panels and workshops at regional, provincial and national levels, including with the Canadian Homebuilders Association and other key stakeholder organizations.

With more than 45 years in the construction and real estate development industry, Ron began his career in Ontario, before moving west to Alberta and then British Columbia. Before his time at HAVAN, he served for 15 years as vice-president of construction at Morningstar Homes, overseeing the planning, design, delivery and customer service for more than 10,000 homes.
Ron’s expertise spanned a wide range of housing, including lowand high-rise multi-residential, seniors’ housing, long-term care facilities, subsidized housing and industrial and commercial projects. His comprehensive experience
encompassed land acquisition, planning and development, product design, site planning, sales and marketing, construction and aftersales service.
As a long-standing member and former board member with HAVAN, Ron took on the role of CEO in 2020. He was committed to working closely with local industry and municipalities, alongside CHBA BC and CHBA National, to advocate for all levels of government to collaborate in addressing the housing industry’s challenges, such as zoning restrictions, density limits and NIMBYism.
Respected by peers, staff, members, media and government
alike, Ron’s leadership was characterized by his ability to inspire and unite. His strategic vision, relentless passion, and deep-seated belief in the power of collaboration were instrumental in elevating the homebuilding industry’s profile among elected officials and policymakers. Under his guidance, HAVAN reached new heights and fostered a community built on integrity, innovation and excellence. Ron’s contributions are woven into the fabric of our industry’s history, and his influence endures, reminding us of the profound difference one leader can make. His memory will always be cherished, and his impact remembered with great respect.
During his time in the VGH Bone Marrow Transplant ward, Ron received exceptional care from the dedicated nurses and physicians. Surrounded by the love and support of his partner Jill, family and friends, he was able to find comfort even during the most challenging times. It was his wish to help others undergoing similar treatment by providing items to make their journey more comfortable, such as noise-cancelling earplugs, arm sleeves for showering, pajamas, slippers, games, gift cards for phone apps and long-distance phone cards for those confined to bed.
FALL MARKET FORECAST
WHAT HOMEBUYERS NEED TO KNOW
As the real estate market shifts from the quiet summer months to the bustling fall, homebuyers in the Lower Mainland are presented with a mixed outlook. The summer of 2024 was characterized by subdued activity, with both homebuyers and investors remaining cautious amid market uncertainties. However, with the recent interest rate cuts by the Bank of Canada and the launch of
new high-rise projects in key areas, there are signs of positive change. This fall is expected to offer a favourable environment for homebuyers, with increased inventory and potential policy shifts playing significant roles. Yet, challenges remain, and buyers and investors will need to navigate these carefully as they assess their opportunities in a gradually evolving market.
A MUTED – AND COMPETITIVE – SUMMER MARKET
This summer saw homebuyers and investors largely staying on the sidelines, resulting in a quiet pre-sale
market. Same-month absorption rates dipped below 20 per cent for two consecutive months, a low not seen since 2020. Despite steady launch activity, particularly in the Fraser Valley, sales velocities remained sluggish due to broader market hesitancy. However, July saw a slight shift, with absorption rates rising to 25 per cent from 16 per cent, driven by projects in Langley and West Coquitlam.
Developers continued to struggle with sticky costs and stagnant prices, especially in areas such as Metrotown and Surrey City Centre. As the summer progressed, market activity remained modest due to
seasonality and market uncertainty, with new launches delayed. The landscape began to shift with two 0.25 per cent rate cuts by the Bank of Canada, which improved lending conditions and consumer sentiment, creating a more favourable environment for buyers. By August, the market showed signs of renewed interest, with new high-rise projects in Brentwood and other areas adding significant inventory, positioning the fall as a potentially more active period as buyers and developers adjust to the changing conditions.
FORECASTING A PROMISING FALL
The fall outlook is cautiously optimistic. Inventory and sales are expected to pick up in October, with approximately 42 new pre-sale projects launching in the second half of 2024, bringing the total for the year to around 110. While this represents a 17 per cent increase from 2023, it remains below the activity levels seen in the more robust years of 2021 and 2022.
Sales are expected to remain slow, with extended sales campaigns becoming the norm. The average same-month absorption rate is expected to hover around 35 per cent, indicating a market that is
still finding its footing, but showing signs of improvement. The recent interest rate cuts, including the one this month, could boost buyer sentiment and affordability. However, a broader recovery is likely to be delayed until late 2025 or 2026, when more substantial rate improvements are projected.
MARKET MOVEMENTS TO WATCH FOR
Several key policy changes and market trends will play a crucial role in shaping the pre-sale home market this fall.
• Bank of Canada rate cuts: The recent rate cut on Sept. 4 lowered the policy interest rate to 4.25 per cent. This follows the two earlier cuts in June and July, which have already improved mortgage affordability and increased buyer purchasing power. A further reduction could stimulate more buying activity, particularly among those who have been waiting for more favourable conditions.
• Capital gains tax inclusion rate increase: The increase in the capital gains tax inclusion rate to 66.67 per cent from 50 per cent that came into effect on June 25 will likely have significant
implications for those investing in the real estate market. This tax hike is expected to discourage longterm property owners from selling, complicating land assembly for new developments and reducing options for homebuyers.
• Market shifts toward buyers: The Vancouver real estate market has gradually shifted in favour of buyers, with active supply outpacing demand. This trend is expected to continue into the fall, with more pre-sale projects launching and adding to the growing inventory. For buyers, this presents an opportunity to take advantage of stabilizing prices, increased seller flexibility and significant incentives from developers.
BROADER RECOVERY ANTICIPATED
This autumn, the pre-sale market is set for cautious but active engagement. Slow sales velocities, extended campaigns and additional interest rate cuts will likely create a favourable environment for those seeking to purchase a primary home. Those looking to invest in property, while still benefiting from these market factors, will need to consider the impact of the capital gains tax increase before moving forward. Both types of homebuyers will need to carefully assess the evolving landscape, balancing short-term opportunities with long-term considerations. The remainder of 2024 is likely to set the stage for the broader recovery anticipated in the coming years, making this fall a critical period for all market participants.

rates. In recent months, we’ve seen a downward trend and one that’s expected to continue. Understanding how these rate drops impact the market, both in the short and long term, can help homebuyers, especially first-timers, strategically plan a way to finally make their entrance.
SHORT TERM: THE CURRENT BUZZ
Let’s first talk about the here and now. Yes, interest rates are dropping, which
is great news. However, it’s important to keep in mind that while rates are lower than they’ve been in recent times, they’re not quite as low as they were pre-COVID.
More inventory, more choices
One of the good things about the current market is the sheer amount of inventory available. There are plenty of homes on the market right now, which means buyers have a lot more choices.
Buyers are feeling ready

Every single rate drop means more people might decide to jump into the market. So, if you’re ready to make a move, it might be wise to act sooner rather than later. More buyers can mean more competition, and while that’s great for the market, it means you’ll need to be sharp and ready to act fast on the home you want, and that home prices could rise again.

A lot of people who locked in low rates a few years back have renewals coming up in 2025, 2026 and 2027. For those with variable rates and fixed payments, this could call for

This could be good news for first-time buyers, as it means a more stable market and potentially more affordable options down the line.
Hope for stability
The gradual decline in rates could lead to a more stabilized market. This is what we’re all hoping for because a stable market is a healthy market. It could mean that new buyers, like you, have a better shot at finding a home that fits your budget without the crazy price spikes we’ve seen in the past.
