Autumn is here — and crisp air, colourful leaves and plans for Thanksgiving dinners have emerged. I’m inspired by this beautiful time of the year, with its rich colour palette and the seasonal fruits and vegetables which signal the end of summer. Interestingly, the possible relocation of the Ontario Food Terminal (OFT) in Etobicoke, a wholesale market for farmers and vendors selling fruit and produce, was in the news just as we were about to go to press. If you’re not familiar with the facility, it’s a mammoth operation that sits on 40 acres of land nestled among older homes and new condominium residences at the corner of The Queensway and Park Lawn Road by the lake — it’s the biggest of its kind in Canada; open to wholesalers only and not to the public. Under review by the Ontario government, news that the OFT will be staying put was announced on the morning of October 8. Now designated as a Provincially Significant Employment Zone — an identification that protects lands that are critically important both locally and to the province for jobs and economic growth — the fact that employment is estimated to be around 100,000, and that over 5,000 businesses buy produce from the Ontario Food Terminal were among the reasons for the terminal’s classification as a protected employment zone. “As MPP for Etobicoke-Lakeshore, I know how important the Food Terminal is to our community,” says Christine Hogarth in a press release. “It is part of our past, and this designation will help secure its future and long-term prosperity for decades to come.” Whether you’re warming up the house with delicious dishes for fall or searching for a home in the location of your dreams, we hope you enjoy this issue, and the beauty that autumn brings.

The Winslow breaks ground at Yonge and Lawrence The Devron Developments team gathered with members of the Lawrence Park community earlier this month to celebrate the beginning of construction for The Winslow. The Hamilton–Halton Home Builders’ Association (HHHBA) received the Local of the Year Award at the Ontario Home Builders’ Association Conference that took place in Collingwood in September. The award is an acknowledgment of the hard work, ground-breaking changes and strategic initiatives put in place over the past year under the leadership of HHHBA CEO Suzanne Mammel and 2019

HHHBA President Nick Carnicelli, which included establishing a Women In Industry Committee to advance the level of support for women of all ages in the building industry. “There are some fantastic opportunities for women in the industry,” says Mammel. “As one of our pillars, we want to mentor and support women when they choose the industry, and we want people to stay in those roles and succeed.”

We’ve all seen them in the newspaper, on websites and in glossy magazines: beautiful renderings and images of building lobbies, amenities or stunning model suites for new condo towers to be built. Few of us, however, understand the detailed process and work that go into making this a reality. Dominic De Freitas, principal of the award-winning design firm FIGURE3, filled me in on the elements of inspired design. Achieving designs that stand the test of time, and exceed customer expectations, is more about a robust process and experience than individual moments of vision. Designers work as part of a cohesive and integrated team with other consultants and architects to deliver a unified product. a particular design esthetic but rather a design direction. The next phase is to translate the design direction into options that can then be presented to a builder and/or developer. This phase is about developing big design ideas and concepts that will then help to steer the project in an effort to further refine the ideas. The final phase of the creative process is ideation: where the results of the previous phases are brought to life in a project’s master plans. In this phase, designs are fully developed for all areas of the development, ensuring the master concept flows throughout all of the spaces in the building — such as in the lobby and other common-use areas, building corridors, across amenities, and in particular in the suites and the spaces within the suites — the kitchens and bathrooms, for instance. Extending the cohesive design into the residential character and feel of public spaces makes them feel like the residents’ own spaces. into creating the look and feel of a new condominium building? Technology has become increasingly important in residential design — especially the ways it integrates into our home lives. The increased desire for an enhanced lifestyle has led to an increase in services and amenities being incorporated in building concepts and designs. Whether this means including social clubs or programs that offer services like a boutique hotel, these types of features are being incorporated into new buildings that can enhance luxury, convenience and provide a resort-like feel. Another trend influencing condo design is a desire for more compatible living to accommodate how people

shop, commute, live and work. Purposeful lobbies, designed with room for waiting Uber customers, parcel deliveries and social/work spaces, is an example of how design meets this need. Good design is not something that just happens. Great plans

Connected Urban Living

Another year, another “Toronto Housing is Overvalued” newspaper article. This time the headline was due to Toronto being highlighted in UBS’ Global Real Estate Bubble Risk Index 2019. If you don’t know who UBS is, join the club, they are a Swiss bank (it is not lost on me that they have ‘BS’ in their name). Typically these international studies look at simplified measures like price-to-rent and price-toincome, but the results are only as good as the data they have, and their fundamental understanding of the market. I spend at least 10 hours a day looking at Toronto housing data, and I couldn’t tell you if Toronto is overvalued or not, so I’m pretty sure a Swiss banker has no idea either. Resale single-family house prices dropped pretty significantly in the second half of 2017, and there will be another price decline in the future, but be weary of the folks that claim to have predicted it. There will be people that say, “I told you so, prices don’t go up forever.” They are correct — pricing doesn’t always go up. However, in my search for the other side of the story, I came across an opinion piece in a major newspaper from early 2013. The author of the piece suggests renting for a while because prices are overvalued, and you might be able to buy in at a

The average price of a resale home in the Greater Toronto Area (GTA) at the time that article was written was $540,000 and despite the 2017/2018 decline, the average GTA price in August 2019 was approximately $793,000. I wonder if that author is still waiting? Toronto is a major global market that attracts new immigrants on a daily basis. There is no glut of supply, in fact, we’re severely undersupplying the market (see the uproar over Airbnb reducing rental supply). Because of those two factors, we can suffer through periods of speculative purchasing behaviour by investors looking to make a quick buck — scarcity leads to speculation, regardless of the asset. These factors can lead to house price volatility, which is extremely scary for firsttime buyers. Unfortunately, it is impossible to time the market, and if you desperately want to own your own home, you’ll have to take some risks. Keep in mind, the higher the year-over-year price growth, the higher the risk (and higher the potential reward). All this being said, it doesn’t mean we ignore all of the warning signs and negative reports, we just need to understand why the data is moving in a certain direction before we ring the alarm bells on overvaluation. It is important to remember that the amount of land in Toronto is fixed, and the population continues to grow. Therefore, the only way to accommodate more people is to build tall towers. Tall concrete towers are expensive to build, and the price (or rent) per-squarefoot for these suites are much higher than suburban wood-frame housing construction. As Millennials decide they want urban living and reject the back-breaking commuter lifestyle (despite the higher prices per-foot in central, transit-friendly areas), this impacts the historical 26  New Home + Condo Guide  |  Oct. 12–26, 2019

My advice to anyone looking to buy is, make sure the home is somewhere you can see yourself living for five years or more, ensure that the price is well within your budget…

Despite the excitement of getting handed the keys to your new condominium, many new purchasers of new development condominiums are surprised to find out that title to their property may not be transferred at the same time. New construction condominiums in Ontario have two closings: The interim occupancy closing, and the final closing. INTERIM OCCUPANCY CLOSING

required to take possession before construction is complete on some of the units or after completion but before registration. This is called interim occupancy and it is governed by the Condominium Act (the “Act”). As buildings are ready for occupancy, the builder will advise you of your interim occupancy date. Once the interim occupancy date arrives, you must take occupancy. However, it is important to understand that you don’t own the unit until final closing; you are in effect a tenant in your soon-to-be-owned unit. Ownership can only be transferred if the condominium has been registered on title, which occurs once the majority

of units are occupied. Interim occupancy periods can be a few weeks or a month, or up to years. All is dependent on the completion of construction, and occupancy depends on how quickly construction is complete on all units. INTERIM OCCUPANCY FEES

During the interim occupancy period, you must pay your builder or seller an interim occupancy fee, whether you move into the unit or not. Construction can sometimes be unpredictable and this could result in delays in condominium development projects, and you may be unable to move into your unit as expected or close within the time frames set forth in the Agreement of Purchase and Sale (“APS”). Your APS must include a Tarion Addendum that sets out important dates for your agreement, including your occupancy date. dates. You need to determine when you are buying whether you are buying with a Firm or a Tentative Closing Date. There are two addendums available from Tarion: READ THEM CAREFULLY, as they set forth exactly what can happen and what delays can accrue if any. Delays can affect financing, accommodation notices, budget, etc. In this market, you need to be prepared to deal with the results if an extension occurs. If the builder complies with Tarion, you will have no remedy to compensate yourself for the inconvenience or the additional expense. The consequence of these delays can be quite upsetting. I recommend that everyone buying a new home prepare himself or herself when they make the original offer

and continuously thereafter, for extensive delays and that way, you face no surprises. Remember, most builders want to give you what you contracted for and will work with you to achieve mutual satisfaction. In the meantime, Ontario established the Places to Grow Act, which outlines intensification targets for developers, who responded by building “up” rather than “out.” Nowadays, we have wonderful high-rise towers going in close to transportation nodes and local amenities, and many even include retail and commercial venues on their ground floors. Then, along the way since I began in the industry, families came into the condo picture. They appreciate everything I have mentioned thus far, and they want the inherent safety that comes with living in a building with security measures. The concierge provides eyes on the street, which is a continual reminder to passersby that their activities are being observed. In addition, as their children become teens, these young people can hop onto a bus or train to attend activities, rather than mom or dad having to drive them everywhere. Nowadays with baby boomers retiring at an unprecedented rate, they are once again turning to condos for affordability, luxury and ease of living. Despite their dedication to saving for retirement, their funds will likely not carry them into the future in the way they had hoped. Savvy retirees are

purchasing condos and banking the money they earn from their equity in their low-rise homes. They can also move from their large houses and not give up luxury or livability, as modern condo suites are so well designed. Another part of the draw is the ability to lock the door, go travelling and trust the concierge to keep an eye on things, accept deliveries, etc. while they are gone. Adjustable-rate and fixed rate mortgages There are generally two types of conventional mortgages – a fixed-rate and an adjustablerate mortgage. An adjustablerate mortgage means the interest rate can change over the term of the loan. A fixedrated mortgage simply means that the interest rate stays the same through the entire term of the mortgage and is “locked in”.

In addition to the actual price of a home, there are also closing costs, which will typically make up about two to five percent of the purchase price, not including the down payment. Examples of closings costs include the mortgage processing costs, title insurance, and excise tax, and legal fees.

Freehold ownership

This is how much a home is worth according to a public tax assessor who makes this determination in order to figure out how much city or state tax the owner owes.

Closing refers to the meeting that takes place where the sale of the property is finalized. At the closing, buyers and sellers sign the final documents, and the buyer makes the down payment and pays closing costs. It is advisable to have a lawyer facilitate closing.
