Affordability is on everyone’s mind The cost of housing is a hot topic of conversation around boardroom and dining room tables alike. How can first-time buyers afford to buy a home? Perhaps a bigger question should be, what’s your definition of “home?” High-density housing in the form of condos, stacked towns and urban townhomes are much needed. What the Canadian Home Builders’ Association refers to as the “missing middle”, which includes condos, stacked towns and urban townhomes, is an important housing option that offers more affordable solutions for everyone. The caveat? Housing supply is drying up. More about this important issue, and what the building industry is doing to

You’ve got questions about development in the GTA... by DAVE WILKES With 1,500 member companies, the Building Industry and Land Development Association (BILD GTA) is among the largest local home building associations in Canada, and the level of residential and commercial construction occurring across the region has been incredible. Attached to this growth is the number of questions I get from members of the public about development and home building in the region. Residential and commercial construction is highly visible, cranes dot the skyline from Mississauga to Pickering, and so it’s only natural that residents want to know what’s happening in their communities and why change is occurring.
They have questions, such as, “Is all this development necessary?” (Yes, we have a housing shortage in the GTA), “Who decides what gets built where?”, “Why in my neighbourhood?”, and perennially, “Why is new development so dense?”. BILD GTA answers every inquiry that comes We’ve in to the best of our ability. of the nearly seven million residents of the region. We use this information in our communications, newspaper columns and interviews as it’s an opportunity to make sure the perspectives and questions are more broadly shared. In fact, we often reflect these perspectives in our interactions with municipal and provincial governments. The second is in our responses we are able to provide answers and information. The development and construction process is complex, lengthy and highly regulated, and more often than not these inquiries are informed by perceptions and information people have gathered through the “grape vine”. Following our interactions, BILD GTA frequently receives a follow-up thanking us for the response, indicating we provided information that was not previously known. While the interaction may not change the concerns that gave rise to the inquiry in the first place, it always leads to a more informed discussion and debate. The reality is that while the pace of development will ebb and flow year to year with economic cycles and other factors, the long-term trajectory will be for more residential and commercial development across the region. With the population of the GTA expected to grow 40 per cent by 2041 or approximately 115,000 new residents every year, providing places for all these new residents to live, work and play will require a concerted and prolonged 16 Condo & Home Builders’ Annual 2019
development effort. This will require unprecedented levels of co-ordination and partnership between all levels of government, the industry and residents, and key to that is informed discussion and debate. To answer all the questions that GTA residents have about development, in 2019, BILD GTA launched a brand new campaign called Building Answers. The campaign answers common questions from residents of the GTA publicly, openly and factually. To enable this we engaged IPSOS to survey member of the public across the GTA to identify their top questions. Based on these questions we have, with the help of industry representatives, written answers to the top 24 questions which are being made available to all by visiting www.BuildingAnswers.ca To drive awareness of this new campaign we will be deploying a fully integrated communications campaign across key media in the GTA. Members of the public will be able to visit the site, review the questions and ask questions of their own. Our objective is to inform and educate member of the public on the opportunities and challenges of building new communities across the region and to facilitate a common understanding of the generational challenge we are facing. Through this common understanding we can help facilitate the partnerships required to make sure we can provide all the new residents of the GTA with places to live, work and play.

Some of these value metrics are easily quantifiable, such as the price per square foot, while some are more difficult to quantify such as proximity to transit, highways, building amenities and lifestyle destinations. Balance between space and price may also be found by considering markets outside downtown Toronto; there are gems to discover. For example, there is still excellent value in Burlington — which is one of the main reasons we choose to build there — where you can travel to downtown via GO Train in 50 minutes with multiple trains every hour, yet still enjoy local life. As you shop, get to know the developer and find out if they offer any incentives or programs to make your homebuying experience easier and more attainable. Remember to be responsible and realistic. Firstly, do your math and set your budget and do not overextend yourself. That’s where so many homebuyers can get into serious trouble. They become blind by the thrill of possible homeownership. Secondly, factor in all costs of homeownership such as property taxes, utility costs and maintenance fees.Payments don’t just stop at the monthly mortgage payment. Thirdly, I encourage purchasers to read up on the builder’s experience, reputation and customer service; choose one who is wellrespected and known for excellent customer service. Lastly, research your neighbourhood. What is being planned there? What is on the horizon for local development and transit? You can get this from the City or better still, speak to the local councillor. Knowledge is power and knowledge is key in every point I’ve made.

The crisis we’re facing is a supply issue. Municipalities need to find a way to enable growth to occur and streamline the approval process. Timing from acquisition to market is extremely important for affordability. By building near transportation hubs, for example, we increase density without adding excessive load to current infrastructure. It also currently takes far too long to gain the necessary municipal approvals, which result from the lack of efficiency in operations at the municipal level. Delays increase the building construction and financing costs the developer incurs.

We believe that when it comes to making homeownership attainable, there needs to be both education and opportunity. Education starts with workshops and information sessions, like our Homeownership 101 Seminars we host for a variety of our
communities. Lastly, creating opportunity means programs and partnerships that allow for homes to be priced affordably or achieved in a much more attainable way. The most challenging aspect of attaining homeownership is putting down a deposit, and it doesn’t help that most developers require 20 per cent. But this can be an obstacle of the past with impactful partnerships and programs. For example, at FirstHome Markham Sheppard in Scarborough, we offer a First Home BOOST program that enables qualified purchasers to take advantage of an interest-free, paymentfree loan for an additional 10 per cent of the purchase price. As well, at many of our Regent Park communities, we offer our Daniels Gradual Deposit Payment Plan. The housing crisis could be alleviated by significantly reducing the red tape surrounding the rezoning and approval process for development as well as reducing the financial burdens that all levels of government place on new housing. Re-zoning and obtaining approvals for a redevelopment now takes an average of 24 to 36 months, whereas it used to be 12 to 18 months. What the public does not know is the amount of money the government takes with new construction. For example, a three-bedroom townhome worth $1 million will have more than $260,000 of government fees, taxes, etc. Construction costs have also skyrocketed over the past several years, adding to the high cost of new homes. These costs have contributed significantly to the rising cost of housing, making it unaffordable for many. We are now seeing the government identifying a number of their land holdings in the GTA with an eye to building more affordable housing on them. This makes good sense and perhaps we should also see if there are any other areas such as unused buildings/land that could be utilized in the same way. 30 Condo & Home Builders’ Annual 2019

If obstruction were to be reduced by approving bodies, that would help increase the available inventory to the market which would help with affordability as well. Making land more easily accessible, specifically as it related to the green belt, I believe would go a long way as well.
Participating in an open dialogue between different levels of government, homeowners and other builders and developers so that real solutions can be discussed. It’s no question that the government’s role is a key consideration, particularly in the Ontario housing market where government policy dictates the speed and volume of the housing construction process. As land prices, interest, government fees and timelines, labour shortages and tariffs make development more expensive, builders and developers need to rethink their development models and investments to be able to deliver an affordable, well-built product to the market that meets the current demands.

The faster the process, the more product will be out there and no shortages will mean that the prices will not be driven up out of reach. Housing is no different than any other product. Fundamental economics hold that the more a supply is restricted, the greater the demand and therefor the price. In places where the demand is not high, it shows that the price is not high either. Affordability only happens when the average person can purchase without jeopardizing their ability to survive. By reducing processes and timelines, market forces will dictate the industry instead of shortages.

Beyond affordability, we’re seeing a change in the demographic of buyers as well. People place value on being close to urban centres and are willing to sacrifice on space for a good location. In this interview, Adi touches on how the company differentiates its condominium communities across the GTA. Tariq Adi: One of the main things that distinguishes Adi is our company’s core values. Our No. 1 priority is our customers and we do make them our main focus, thinking about them first in everything that we do. We ask ourselves, ‘how will our customers actually live and use the spaces?’ It’s equally important to make that journey toward home ownership easy by looking at more ways to build attainable housing for everyday people. I believe that with the
direction that prices are going, Adi is focusing on delivering an attainable product. Other core philosophies that Adi has always followed is to offer great design and better finishes — and we do that at a competitive price, so there’s real value for the customer. Architectural integrity has been key for us and to achieve great design we work with renowned architects, such as New York-based CetraRuddy, for one of our Toronto projects. We place equal importance on our interiors. If you look at any of our condos in the context of their markets, they are always a slice above. From the quality of the finish to the materials that we use, we consider the building’s
TA: I’ll tell you how; they are not in Burlington. It will likely be the first car-share program in the GTA’s suburbs. We’ve witnessed a lot of young people moving into our buildings, many who do not own a car. Burlington is a city designed for vehicles and we decided to provide our condo residents with access to this service. The car-share is an extension of the city’s current transportation network offering bus and GO Transit. We are aiming to provide an economically priced option that’s right at the doorstep of any Adi community. We’re going to test it first in the suburbs. When are you planning to launch the car-share program?
Valera in Uptown Burlington to wood-frame buildings, which some believe is more economical but it really is not. We’ve designed a Mies Van der Rohe-inspired modernist building with beautiful floor-toceiling windows, no stucco. Speaking of architecture, we see that Adi was one of the first development companies to bring ‘urban’ architecture to Burlington. Why do you think it was so successful there?

TA: We are big proponents of design – creating communities that we would personally want to live in and would enjoy. We saw an opportunity to provide forward-thinking architecture to buyers who would otherwise have to move to Toronto or Mississauga to find this, so we went for it. The response was huge. The buildings are now finished and look phenomenal; really different than anything else in Burlington. Adi buildings do retain value.
How are you able to design a highquality building while also remaining cost-sensitive for the buyer?
When planning a new development, what are the most important aspects you consider?
TA: We are serious about quality and choose great materials. We’re proud of the excellent relationships we have with our suppliers and trades and have been able to find ways to reduce costs, passing this on to our buyers. We have a good team who understands that quality standards means it doesn’t have to be expensive. For example, our Valera condominium launched last fall was almost sold out in two days. It is a concrete build in a market that’s accustomed
TA: Definitely livability and understanding who our buyer is and how they live, and catering to that. Secondly, enhancing the neighbourhood that we’re in. I think we’ve successfully done that. We enhance not only the physical landscape, but also lift the property values surrounding our development. One program you are planning to roll out is a car-share program. How will you compete with other car-sharing services such as Zipcar or even Uber?

TA: We’re currently under construction at Station West, which is our master-planned community at the Aldershot GO Station. This will be the first community where we’ll offer our car share, later this fall or winter. Do you have any advice for buyers looking for a new condo in the GTA? TA: Yes. Do your homework and really gain a deep understanding of the price versus space conversation. Today’s reality is that buyers may have to sacrifice on space when looking at price. And keep other municipalities in mind; there are gems outside of Toronto. Don’t stretch yourself as far as your financing goes. Don’t go spending 90 per cent of your wealth or income on buying a home. Also, research the builder as well to learn about their philosophy, reputation, and check their track record. There is still great, great value in places like Burlington where you can travel to downtown via GO Train in 50 minutes yet still enjoy local life - biking, hiking, beautiful parks, waterfront, great dining, shopping, etc. What’s on the horizon for Adi Development Group? TA: Massive growth. In 2019 we’ll be starting over a million square feet of construction. The company is growing and we are adding to our team. We have a great culture and we’ve got great values that drive us to deliver for our customers. So, new acquisitions and new launches. We are poised to keep going and growing.

Ontario’s new government for #Homebelievers by JOE VACCARO If you’ve been listening to the conversations at a municipal, provincial and federal level, it is very clear that housing is a priority each level of government. As the Minister of Municipal Affairs and Housing for Ontario, Steven Clark has reinforced at almost every announcement that, “we’re trying to build the right type of housing in the right places at a price that Ontarians can afford”. This is a government that wants to work with all industries, professionals and local communities to build and create the neighbourhoods and homes Ontarians want and prices and locations that work for them. The Ontario Home Builders’ Association (OHBA) started a campaign last spring before the provincial election to engage the government about the importance of home ownership. The #homebeliever campaign was designed to be a conversation starter with all governments, focusing on how housing supply and choice can create more affordable communities. As Minister Clark’s words indicate, this is a #homebeliever government. Since taking office, this government has pushed through a number of consultations, policies and changes that will help open doors for Ontario #homebelievers. This is clear through government initiatives like the Housing Supply Action Plan, proposed changes to the home warranty system, the Growth Plan for the Greater Golden Horseshoe as well as a renewed commitment to Ontario’s skilled trades through modernized apprenticeship ratios. OHBA and its members want families and #homebelievers in communities across Ontario to achieve their dream of homeownership. Our members want to build homes and communities that Ontarians want to live in, and can afford. OHBA knows that one size does not fit all, we know that regionally costs vary. 40 Condo & Home Builders’ Annual 2019
Planning needs to be unique for each community. Beyond the campaign, OHBA continues to support evidence-based research to support the needs of Ontarians. Most recently, OHBA commissioned a report with the Ontario Real Estate Association (OREA) through the Ryerson Centre for Urban Research and Land Development which calls on the government to take bold action when it comes to housing by implementing provincially as-of-right zoning along transit hubs. The report shows that there are 200 transit sites existing with significant unmet development capacity that would be prime locations to build multi-purpose development. By pushing this forward at a provincial level, we can avoid NIMBYISM neglect that sometimes happens at the municipal level. Making it easier to build along transit corridors would create more supply and choice at prices that Ontarians can afford while keeping them connected to work and recreational activities. This is a solution we need and a direction that will put us on a path to the great Canadian dream of home ownership. Home ownership is still a valuable dream for many Ontarians who want to find a community in which to work, live, and play. Our members take pride in helping #homebelievers reach their dream.

Where do you see the GTA pre-construction market headed this year? The condo market is headed toward a nice, steady rise. It’s being driven by demand for “affordable” housing stock, low supply, large immigration and low interest rates. Prices have appreciated significantly every year for the last five years. We anticipate a continued demand.

What’s hot in the world of pre-construction real estate this year? There has never been greater selection, options and innovative design ideas than in today’s pre-construction new-home marketplace. Today’s design teams are thinking differently about smaller spaces and are on point with two-bedroom plans under 800 square feet with two full bathrooms and shared living spaces, where the master ‘suite’ can be basically separated from the rest of the home. This is perfect for a roommate scenario or even for a multi-generational family.
Where do you see the GTA pre-construction market headed this year? Looking forward to 2020, the fundamental elements are still there to support growth in the market. Population growth remains very steady, and leading lenders do not anticipate further Bank of Canada rate hikes – this should provide some level of comfort to new-home buyers. The new policies in the proposed federal budget should help raise homeownership in certain price points for select segments as the Home Buyers’ Plan (HBP) extends beyond first-time homebuyers to other segments, along with increased thresholds. New-home builders and developers are bringing creative product to the market with many new projects in development, creating great choices for consumers.
If you were buying today, what would you purchase?

A purchase decision in today’s market is an exciting prospect for anyone! Without hesitation, I would purchase a new condominium home in a building that offers the most in terms of connectivity to the community in which it is located. For me, it comes down to access and connection, so I would look for a location that offers ease of access to not only the city core but the rest of the GTA, a strong community feeling, and then I would look for a development that has views that have a strong chance of being preserved – lake or park views – that will never disappear!

What’s hot in the world of pre-construction real estate this year? It’s been a cold winter in many ways, but look for a lot of hot new projects that were designed over the winter and appearing this spring. With affordability being an ongoing issue, look for the small two-bedroom condos to become a home of choice for many. These are homes that people won’t grow out of too fast, and allow for family expansion without having to move as soon as kids appear on the scene. Condos are ideal for cohabitants who require their own place to sleep while sharing common utility and living/dining areas. These small two-bedroom suites will find themselves in both apartment-style condos as well as stacked [townhome] product; something that will continue to grow popular, providing sleeping areas and living areas on different floors, similarly offering entry into a market where house prices are likely prohibitive to many.
Where do you see the GTA pre-construction market headed this year? The pre-construction market will remain steady and active this year. It’s year 21 of the proverbial seven-year cycle. Six-figure immigration, lowmedium single-digit interest rates and a competitive marketplace will keep prices reasonable for many of the buying public. Highrise prices have risen significantly in recent years, largely due to construction cost and development cost spikes, narrowing significantly the gap between condo and detached pricing. I think condo prices will stay flat for the next year or so as a result of their new-found highs. Similarly, I see a return to a stronger detached market and the bottoming, and likely rebounding, of pricing in this sector of the market.
If you were buying today, what would you purchase?

I’d buy most things competitively priced at the beginning of a project, capitalizing on first choice and introductory pricing. I wouldn’t buy in a building loaded with investors. I like buildings or projects with permanent long-term residents coupled with some transient types or investors. The subway is key. A view is great. I’ve got a 180-degree view in my condo and there is nothing like it — the lake to the south, commercial and retail to the east, residential to the north. Each and all of those are great and make being home more enjoyable. Architecture is always important — whether a building or a home or anything in between — it’s your pride and joy.

What’s hot in the world of pre-construction real estate this year? The hottest trends have to do with practicality and luxury. The flex room is big right now. This space is larger than a typical den, so it can accommodate a pull-out sofa for overnight guests or serve as a junior two-bedroom rental. Amazing concierge stations. With the proliferation of online ordering, we are seeing concierge stations with facilities to receive large quantities of deliveries, including hot and cold storage for food ordered online, so residents can pick up their meals on their way home.
Where do you see the GTA pre-construction market headed this year? The new condominium market had a great start in 2019, and we are heading for an even greater year overall. Last year, we saw hesitation from potential purchasers, largely because of the ‘stress-test’ the government implemented, causing pent-up demand. Mortgage interest rates are still manageable, and there is talk of lowering them again. Then we have the federal budget, which makes provisions to help first-time buyers applying for insured mortgages. Things are definitely looking up. New construction condos are the strongest arm of the industry and are leading the charge once again.
If you were buying today, what would you purchase? I would certainly make sure that my financial portfolio included at least one new condominium suite, preferably a one-bedroom plus den or twobedroom layout for flexibility in the target rental market. In addition, I always buy in the very best location I can afford, which is something I and my team at Baker have been advising our clients for years. In a nutshell, I’d go CONDO!

‘Partnering’ with your builder is essential by JAYSON SCHWARZ L.L.M.
Many of our clients worry and ask us questions such as: Will my builder take advantage of me? Will my home be delivered on time? Will the quality of my home be as promised? Is the sales agent truthful, or will they deceive me later? What can go wrong? THE REAL ANSWERS ARE AS FOLLOWS: When purchasing a new home, the purchaser and the builder are really entering into a partnership, not in the legal sense, but on a moral and commonsense basis. Like life, there may be good and bad purchasers and good and bad builders, but on the whole, you have two distinct entities coming together for the accomplishment of a common goal. You, the purchaser, want your home to be completed on time and in accordance with the standards represented, while the builder wants the same thing. Not only does the builder not need the aggravation of missing a deadline, they want to maintain a good relationship with you. The builder is concerned about quality, too, both as a matter of pride in workmanship and from a referral standpoint. Builders also worry about labour quality and availability and cost increases, and hope the purchaser will have the money on time for closing. Keep in mind, every day the home does not close, a builder loses money on interest. YOU BOTH HAVE THE SAME GOAL — QUALITY COMPLETION OF YOUR HOME! So, what can go wrong? Some problems can arise over which the builder has no control. Problems such as trades not showing up or showing up late, labour 56 Condo & Home Builders’ Annual 2019
strikes, materials being delayed and a shortage of critical experienced people — these are matters that cannot be solved by waving a magic wand. All of these items can and do cause delays, and delays cost everyone. The builder wants your home or condo to be completed more than you do. Keep in mind the builder’s financing costs and deadlines. They make no money until your home is finished and is as perfect as possible. Even after closing, after-sales service is an additional expense to the builder. Today, the demand for trades in the highrise sector and the lack of experienced people may be problematic to some builders. Although a purchaser may deem this “not our problem”, the common sense answer should be it’s everyone’s problem. Aim to work with the builder, and after closing, explain any deficiencies to get them corrected. Generally speaking, material quality and workmanship quality are high, and builders really do care.
