hen only a new home will do, those in the market will be pleasantly surprised by the exceptional value and attention to detail a new home offers.

When you buy new, you don’t inherit somebody else’s worn carpeting, personal taste in kitchen appliances or paint colour preferences. You get a fresh, clean space that’s waiting for your personal imprint.

If you’ve always fantasized about buying a brand new home, here are a few tips that can help you make the process a pleasant one: ›› Shop the mortgage market to see what you can afford before you start your hunt; ›› Obtain a lawyer who is willing to review your offer and close the deal; ›› Don’t be persuaded by high pressure sales tactics while you’re out shopping; ›› Determine which options and upgrades you want as part of your offer and ensure your lender will finance what’s required, if needed; ›› To save money, consider which upgrades you could purchase and install yourself after the sale closes. Some upgrades such as rough-ins and wiring inside the walls are easier to do before construction.

Factors such as the cost of the home, neighbourhood, lot size and special features play a big role in your final decision. Determining which features your new house absolutely must have, and which features you could live without, should be among your first steps in the home-buying process.

What’s in a development charge?

Future homebuying ability could be at risk if fees continue to rise unchecked

I

f you’re a regular – or even new – reader of New Home Guide, you’re likely becoming more familiar with this term – development charges. Indeed, a number of industry voices are speaking out on the matter, in increasingly vocal fashion.

But just what are development charges, and why, as a prospective new-home buyer, should you care? In short, the fees are those applied by various levels of government when new homes are built, to pay for new infrastructure such as roads, transit and other necessities.

The answer to the second question is more important: you should care because the fees are rising exponentially, have been for years, and they’re occupying an increasingly high portion of new-home costs.

So, what can you do about it all? Aside from joining the industry’s lobbying for government to wrestle control of the increases, buying sooner than later will help you avoid higher development charges. That, and educating yourself on the issue as you go through the homebuying process.

Calgary among the top cities in economic performance

After growing by 4.3 per cent in 2012, real GDP in Calgary will increase by 3.3 per cent this year and improve slightly to 3.4 per cent next year.

Saskatoon and Regina are forecast to be

the fastest growing census metropolitan area (CMA) economies in Canada this year, but Calgary is right up there, according to the Conference Board of Canada’s Metropolitan Outlook, Autumn 2013.

“Saskatoon and Regina continue to sizzle. In 2013, both economies are expected to grow about three times as fast as the overall Canadian economy,” says Mario Lefebvre, director, Centre for Municipal Studies. “Vibrant job markets in Saskatoon and Regina are attracting newcomers from all over Canada and abroad, boosting population growth and spurring demand for housing.”

Thanks to strength in the goods producing sector, Saskatoon’s economy will expand by a significant 5.2 per cent in 2013, before easing to a still-strong 3.5 per cent in 2014. The city’s employment, which rose a robust 4.7 per cent in 2012, is expected to grow by an even stronger 6.1 per cent this year.

Following real gross domestic product (GDP) growth above five per cent in two of the last three years, Regina’s economy will also continue to expand at a brisk pace.

Regina’s economy will grow by five per cent this year and 3.9 per cent in 2014.

Meanwhile, energy-related investment in Alberta continues to drive gains in Edmonton’s construction, primary and manufacturing sectors. Edmonton’s economic growth is expected to come in at a solid 4.2 per cent in 2013.

Calgary’s economy will moderate in 2013, mostly as a result of the floods that hit the region this past summer.

Even so, healthy gains in the goods sector will make up for an anticipated slowdown in the services sector. After growing by 4.3 per cent in 2012, real GDP in Calgary will increase by 3.3 per cent this year and improve slightly to 3.4 per cent next year.

Real GDP in Vancouver is expected to increase by only 2.2 per cent this year, due to slowdowns in both the manufacturing and construction sectors.

A decline in manufacturing and a weak services sector will limit Toronto’s real GDP growth to 1.6 per cent in 2013. In 2014, improved global economic conditions will drive demand for manufactured goods, boosting the economy by 2.7 per cent.

Winnipeg’s economy is expected to expand by a modest 1.4 per cent in 2013, hampered by weak growth in manufacturing and slow employment gains. oct 11 - nov 8, 2013 | New home Guide 09

he most award-winning community in Calgary this year just got even better with the addition of new Villas that combine luxury living with breathtaking views of the mountains.

The Villas at Watermark is the newest offering in Watermark at Bearspaw being crafted by Macdonald Development Corporation and consisting of 101 bungalowstyle walkout villas.

“We’re really excited about the Villas and grand opening of our showhomes (on Sept. 14) that went exceptionally well; we had over 500 people go through the showhomes on Saturday and Sunday,” says Matthew Jones, associate vice-president of sales and marketing.

tered their interest in the Villas on our website,” he says.

“Over the summer, we allowed those who had been patient for the last five years to purchase, so by the time of our grand opening we were already 60 per cent sold in the first phase of 32 homes.

“We’re now up to 75 per cent sold, so the response has been amazing and we anticipate that soon we’ll be in a position to release the second phase,” Jones says.

Situated on a gradual slope in the hillside on the eastern end of Watermark, the Villas at Watermark location allows for spectacular, panoramic views of the Rockies from every home.

“The biggest attraction is the tremendous views,” Jones says. “All the Villas have been oriented to maximize the views and they all have large picture windows and big decks so everyone can enjoy them.”

Hard hit flood communities receive trees in recognition of 75th anniversary One hundred days after being devastated by floods, the community of Hampton Hills in High River will look greener and brighter, as it becomes the home of 75 seedling trees.

On Sept. 27, employees from the Alberta credit union system planted trees in recognition of the 75th anniversary of the Alberta credit union system, and to aid in the recovery of the community and lift the spirits of its residents.

Hampton Hills was one of the last communities to re-open after the June floods, with water and sewage remaining in the area for three weeks.

High River is one of three communities where Alberta credit unions are planting 75 seedlings and a commemorative tree in each town centre. Banff and Okotoks are also receiving the tree donations, as part of Alberta credit unions’ post-flood recovery efforts and their 75th anniversary.

The tree plantings took place during National Tree Week, Sept. 23 to 27.

The Alberta credit union system has been around for 75 years – creating opportunities for more than 648,000 members, promoting growth in local communities and encouraging the cooperative model in Alberta.

Alberta Central is the central banking facility, service bureau and trade association for Alberta’s credit unions. The organization is an advocate of the financial cooperative model, and provides leadership and support to the 33 credit unions and more than 200 branches it represents.

HST would restore Alberta advantage: REPORT

THE THOUGHT OF PAYING ZERO PROVINCIAL income taxes may seem like fantasy to Albertans. But, if the province were to implement a Harmonized Sales Tax (HST), it could be reality for a large portion of the population.

In a recent report published by The School of Public Policy, authors Jack Mintz and Philip Bazel examine the effects that introducing a provincial HST of eight per cent (combined with the five per cent GST) would have for Alberta’s citizens, government revenue and the province’s business environment.

“It would enable the province to raise the income-tax exemption from $17,593 to $57,250, making it possible for couples to earn up to $114,500 free of any provincial income taxes,” the authors write. “In addition, the province could lower income tax rates for income over that amount from 10 to nine per cent as well as introduce a low-income sales tax credit.”

Mintz and Bazel argue that Alberta currently relies far too much on corporate and personal income taxes rather than consumption taxes (like an HST) and that this is detrimental to the economy because it makes the province less attractive to investment.

“With the revenue from the HST, Alberta would have the capacity to lower its general corporate income tax from 10 to 8.43 per cent, reducing taxes on investment,” the authors write.

Meanwhile, the prospect of capturing the HST associated with non-resident tourism is another benefit for all Albertans. HST associated with non-resident consumption currently represents forgone revenue for the province of around $800 million. This revenue could be used to fund public services along with a $1.3 billion transition payment from the federal government.

The idea of an Alberta sales tax has been floated before, with many politicians taking a fi rm stance against it. One possible counter-argument is that there would be a high cost of implementation. However, Mintz and Bazel quash this concern, arguing that an HST could easily be administered using the same collection mechanisms already in place for the GST. “The task of persuading the public must fall to bold politicians,” they write. “But if provincial legislators truly value tax fairness, competitiveness, and the future fiscal stability of the province, they have a duty to convince voters that an HST is the right choice for Alberta.”

Bridges at Williamstown

offers distinctive collection of townhomes

A

distinctive collection of three stylish townhomes surrounded by lush greenspace and within walking distance to a new elementary school is making the Bridges at Williamstown in Airdrie a popular choice with new-home buyers.

Vesta Properties is crafting the Bridges townhomes in the heart of Williamstown, offering an exclusive mix 81 homes that has proven so successful the Urban Collection released in June sold out in just two months, and sales are going well in the 3-Storey Collection and the Classic Collection, which both opened new showhomes in September.

“We had a great response to the grand opening of our new showhomes, with a large crowd of people going through them over the weekend,” says sales manager A. J., noting the showhomes feature Hampton and Forest in the 3-Storey Collection and Dover and Ellington, the two styles available in the Classic Collection.

He says they started pre-selling the 3-Storey Collection, which consists of 32 homes, in July and were already 50 per cent sold by the showhome opening. “The 3-Storey Collection is really popular with buyers because they offer attached two-car side-by-side or tandem garages and an ex38 New home Guide | oct 11 - nov 8, 2013

Homes are sized from 1,426 to 1,500 sq. ft. and present bright open floorplans, a choice of two- and three-bedroom layouts, rear decks, and all back onto a landscaped central courtyard. The homes feature the garage as the first level with no basement, but the Forest offers additional space on the garage level that can be developed.

The townhomes present upgraded interior features such as granite countertops, nine-ft. ceilings, maple cabinetry, large islands with breakfast bar seating, full-height backsplashes, fireplaces, laminate flooring, four appliances, full-tile walk-in showers in the ensuites and blinds. Buyers can also personalize their homes by choosing from three designer selected finishes and colour schemes.

There are 38 townhomes available in the Classic Collection, and 10 have already been sold. “The big appeal to the Classic homes is they offer larger square footages, full basements that people can develop, and half are walkouts backing onto an environmental reserve,” A. J. says.

The 1,569-sq.-ft. Dover and 1,707-sq.-ft. Ellington boast modern open floorplans with oversized windows, spacious three-bedroom plus loft plans and two-car garages priced from $325,000 to $360,000. They also offer the same great interior specs as the 3-Storey townhomes.

“We really focused on having different products available to appeal to a wide range of buyers,” A. J. says. “The 3-Storey townhomes appeal to young couples and families, while the Classics draw larger families who want the additional space.”

He says a major draw to the Bridges is Williamstown itself, located just off Veteran’s Boulevard in north Airdrie and providing a family-friendly

atmosphere with a small town feel that “offers a safe environment where kids can play,” A. J. says.

Residents can connect with nature, as nearly 60 acres are dedicated to parks, playgrounds, pathways and open greenspace, including a 45-acre environmental reserve that features a tranquil setting, Nose Creek, an extensive trail system, pedestrian bridges and benches.

There is a new K-4 school, Herons Crossing, open in the community, which it’s expected to eventually expand to Grade 8, and a vast array of shops, services, restaurants, recreation facilities and many more amenities all close at hand in Airdrie.

Williamstown is also ideally located just minutes from CrossIron Mills mall, and it’s a short commute to the airport and downtown Calgary.

CHBA–Alberta Awards of Excellence in Housing Winners The Canadian Home Builders’ Association – Alberta (CHBA – Alberta) is proud to announce the winners of the 2013 Awards of Excellence in Housing. For the first time in the history of the event, CHBA – Alberta presented Builder of the Year Awards in three categories: large volume, small volume and multi-family.

Homes by Avi was named the winner of the Ralph Scurfield Builder of the Year Award in the large volume category, sponsored by RBC Royal Bank. White Eagle Homes received the Builder of the Year Award, sponsored by RBC Royal Bank, in the small volume category. The winner of the award in the multi-family category, sponsored by the Alberta New Home Warranty Program, was Qualico Group of Companies for projects by Pacesetter Homes and Streetside Developments.

In addition, awards were presented in 22 other categories to Alberta’s top builders, renovators and developers. Edmonton builders won 14 of the awards, Calgary won six, and one builder from both Red Deer and Lethbridge took home an award. Homes by Avi won four awards, White Eagle Homes earned three, while Landmark received two awards. Indeed, proximity and access to a variety of amenities and essentials – from transit to health care to schools to shopping to recreation – are critical determining factors for builders and buyers alike, for lifestyle and comfort while living there, as well as resale potential down the road.

It’s an important topic we’ve written about before in Fundamentally Speaking and elsewhere in New Home Guide.

Consider, for example, that development charges imposed by some local and regional municipalities can reach more than $60,000 per home – costs that are passed directly on to new-home buyers – before a shovel even hits the ground.

The latest federal budget provides some hope in this regard, in that it contains measures to increase support for national infrastructure.

Says Deep Shergill, president of Prominent Homes, Calgary, and the current president of the Canadian Home Builders’ Association (CHBA): “It’s an opportunity to restore fiscal integrity at the municipal level and fairness for younger generations. At present, many municipalities are financing community infrastructure by transferring the costs into the mortgages of new-home buyers, amounting to more than $5 billion a year.”

Municipalities across Canada are lobbying Ottawa to make sure they get their share of available funds to address road and transit needs.

Faced with such infrastructure and funding challenges, municipalities typically are also considering other options – including new taxes, road tolls and other fees – to help pay for what’s needed.

For homeowners and prospective new homebuyers, then, it is clear that proximity to existing infrastructure and amenities is becoming more important than ever.

With continuing immigration, general growth and construction expansion – all happening at a quicker pace than infrastructure improvements – our highways and transit systems will all be tested until everything catches up.

As you’re out there shopping for your new home, look around to see how far you are from the nearest highway or rapid transit system that affords you a reasonable commute; and how close you are to health care, schools, shopping and recreation. These communities will be at a premium, now and in future.

How consumers can take steps to

protect their goods in transit The Canadian Association of Movers

(CAM) recommends that consumers learn about the respective liability of movers and consumers during a move and take the necessary steps to protect their property.

Moving a home filled with furniture and fragile property to a destination without any scratches, breakage or loss is the sign of a reputable mover. But damage to a customer’s goods can occur even with the best-trained movers. Now, imagine what happens to goods if they are moved carelessly by untrained, scam operators using poor equipment, without insurance.

Who is responsible for loss or damage is the most hotly-contested issue in moving complaints. Consumers need to recognize the risks, understand who’s liable and take steps to protect themselves.

Homeowner’s insurance probably does not cover your household goods in transit. It’s important that consumers understand what the mover will do in the event of a problem. The consumer must ask important questions and get the answers in writing. Ask what happens if a chair is broken, the contents of a box that you packed are damaged, the contents of a box that the mover packed are damaged or your fine artwork is lost.

The liability for loss or damage is shared between the consumer and the mover. In law, a mover’s liability is only $0.60 per pound per article moved and the consumer assumes the remainder of the risk. This means that for a 50-pound TV, the mover’s liability is $30. This coverage is generally not sufficient to protect the customer. Household goods, on average, are worth $10 per pound or more.

A reputable mover will offer to accept the customer’s risk for a fee or include this coverage in the price of the move. The fee may be based on either the value that the customer declares for the goods or the $10 per pound average.

The mover is not liable for loss of or damage to contents of customer-packed boxes unless there is negligence by the mover. If the consumer has to file a claim for lost or damaged articles, it’s the mover’s option whether to arrange for repair or replacement within limits of the mover’s liability.

A mover is only required to replace or repair the lost or damaged piece or pieces of a set – not the complete set. The mover is not liable for damage to mechanical, electronic or other operations of articles such as radios, clocks, appliances and musical instruments, irrespective of who packed or unpacked them, unless the mover performed or arranged for servicing and preparation of these articles prior to the move. Neither is the mover liable for deterioration of or damage to perishables like food or plants. Remember that your computer is replaceable but the data it contains is not. So back it up and, at minimum, carry the backup with you if not the entire computer.

Movers are liable only for goods that are disclosed to the mover on the face of the contract – the Bill of Lading. If items are carried by the mover without knowledge and the customer claims loss or damage, the mover cannot be held liable.

Consumers should not put jewelry, money, stocks/ bonds and important documents in with the household shipment, but should carry these themselves. Items of extraordinary value should be appraised before shipping to ensure that their valuation is understood by both the mover and consumer.

Remember that you must ask for an explanation of your risks and the steps the mover will take to reduce the risk of loss or damage. It’s easier to fix a problem before it happens than to try to get compensation after the fact.

Get all your agreements with the mover in writing.

And finally, your best protection in reducing your risk is to hire a reputable mover. WHEN IT COMES TO UPGRADES BIGGER IS BETTER Q: What are some of the more popular upgrades to consider when buying a new home?

A: “When it comes to upgrades it seems bigger is better … bigger garages, bigger kitchens and bigger ensuites are all the latest trend,” says Lyle Faas, manager of drafting and design for Shane Homes.

“Everyone wants a bigger garage if there is room on the lot to increase the size. Garages are typically 19-feet wide, but people want at least 20-, 22- and even 24-feet.” Faas says.

“The majority of people are also choosing upgraded kitchens and super kitchens, which offer more space, and deluxe features such as 42-inch cabinets, crown moulding, island back panels and standalone chimney hood fans, which are really popular upgrades,” he says.

Some popular items that come with upgraded kitchens include built-in wine racks, cook tops, built-in wall ovens and built-in microwaves. “And people prefer large fridges,” Faas says.

While on the subject of kitchens, huge flat surface island tops have become the norm with raised breakfast bars falling out of popularity in recent years. “People want to make their islands as large as possible, even in smaller homes it’s become really popular,” he says. “The kitchen is the heart of the home and the

kitchen island is the hub.”

Also on the top of the list of popular upgrades is the deluxe ensuite, as more buyers desire the luxury of dual sinks, soaker tubs, oversized walk-in showers, make-up counters and even a coffee/juice station.

Simplicity appears to be the way to go in the past year in some areas, as people are choosing to use their walk-through pantries for storage rather than taking up space with spice kitchens or home management centres, which were popular in the past.

“One of the biggest upgrades is with the fireplace,” Faas says.

“Modern Cosmo fireplaces are popular and in demand, which are more rectangular and look like they’re floating in the wall rather than the traditional style fireplace.”

Wet bar areas in the bonus room is another popular choice, as are IT centres, especially in lofts to maximize space, “but they’re also being incorporated into smaller office areas on main floors,” Faas says.

“Generally, we’re seeing homeowners choosing larger kitchens and ensuites and adding more width in their garages to maximize the space.”

How Can You Combat

Increasing mortgage rates?

With recent positive economic news coming out of the

U.S., combined with rather stable markets north of the border, we have seen increased pressure on the banks and financial institutions to raise their interest rates across the board. Whether this is the beginning of a continuing trend, or just a short term increase remains to be seen.

Although rates have been creeping upwards, they still remain well below those of a few years ago, so the opportunity to get mortgage financing at very reasonable rates still exists. Deeper discounts to the adjustable/variable rate mortgages are also proving to be an attractive option for many borrowers looking for additional flexibility with their mortgage.

While uncertainty about the economy both north and south of the border has been a cause for concern both now and in recent years, the potential for interest rates to climb above 2007 levels remains a distinct possibility. So, with that in mind, this may be a great time to take advantage of payment frequencies and prepayment privileges that will help you pay down your mortgage faster and save you thousands in interest costs, as well as reduce the overall time it takes for you to pay off your mortgage completely.

As many people are paid on a bi-weekly basis, paying your mortgage in this same manner will reduce your amortization and save you money.

For those who are paid once or twice a month, if you can budget for the two months out of the year that you would have a third bi-weekly payment, you would benefit from this same payment frequency.

Beyond how often you make your regular scheduled mortgage payments, you can also take advantage of the prepayment privileges that each of the financial institutions offer. While not all lenders offer identical prepayment options, taking advantage of the annual lump sum payment limits and/or increasing your regular mortgage payment amount by up to the annual maximum each year will also shave years off your mortgage and reduce your total interest costs significantly.

While we don’t know where rates will be from week to week, it is probably a fair assumption that rates will be higher in three to five years than they are now.

Calculate the combined monthly before-tax income of you and your spouse.

Multiply this figure by the amount you need to borrow. Divide by

1,000.

Divide by three. This figure is the monthly payment you can afford to make on your home.

Add to this your estimated monthly heating costs and monthly property taxes.

Take the total price of the home and subtract the amount of money you expect to make as a down payment.

This is the money you will have to borrow.

Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice.

(Most first-time buyers take the 25-year amortization.)

If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream home.

Bear in mind that this is a rough estimate. If you have several other large loans already, you may qualify for less.

Also, banks and trust companies vary in their policies. The best way to know what you can afford is to go to the lending institution of your choice and get pre-qualified.

Mortgage Types All mortgages are of two basic types: Conventional The buyer can borrow up to 80% of the purchase price or the value of the property, whichever is less.

The buyer has to pay 20% down.

A conventional mortgage cannot exceed 80% of the value of the property.

Insured or High-Ratio: A buyer can borrow up to 95% of the purchase price or the value of the property, whichever is less. The down payment can be as low as 5%.

Mortgage OPTIONS You can choose any of these mortgage options which fit into the two basic mortgage types.

Lenders may even customize these options to suit your needs.

Open mortgage: Allows borrowers to repay all or part of the total amount of their mortgage at any time without penalty.

Because of flexibility, this is ideal for borrowers who plan to sell their homes in the near future or who want to switch from a shortterm mortgage at high interest rates to a longer term when mortgage interest rates fall.

Closed mortgage: Usually has the lowest interest rate available but lacks the flexible features of other mortgage options.

A good choice for those who want the security of knowing their monthly payment is fixed for a longer term.

Prepayment options are available but they are subject to conditions.

Portable mortgage: Flexibility if borrowers move.

Borrowers can take the mortgage to their new home or can transfer it (usually with the consent of the lender) to the purchaser of their old home. This is an attractive option if the rate on the existing mortgage is lower than current rates.
