and everyday Canadians, the report is meant to help shape a National Housing Strategy, which the government is to reveal next year. As for next steps, “The hard work continues. Broad consultations indulge peoples’ expectations, as they should. However, policy makers must balance these against fiscal constraints. Our objective will be to develop a NHS that employs finite government funds to maximum effect, yielding the best outcomes,” the report says. “We will work with our partners on a housing strategy that is national in nature but that recognizes regional housing conditions.”

Calgary and Edmonton economies set to bounce back in 2017: Conference Board THE ECONOMIES OF CALGARY are

expected to end 2016 contracting for the second year in a row, but are poised to rebound in 2017. According to The Conference Board of Canada’s Metropolitan Outlook: Autumn 2016, low oil prices continue to cause widespread economic pain across most cities in Alberta, including Calgary and Edmonton. However, 2016 should mark the end of this latest recession, as both metropolitan economies are expected to start recovering next year, in line with gradually rising crude oil prices. Calgary’s economy is expected to contract by 2.1 per cent in 2016, before rebounding by 2 per cent in 2017. Similarly, Edmonton’s economy is on track to post 1.4 per cent decline this year, followed by growth of 2 per cent next year.

Vancouver, Toronto and Halifax are expected to be among the economic growth leaders this year, the Board says. Vancouver will be the fastest growing metropolitan economy in the country this year and next. “Vancouver is on track to boast the fastest-growing metro area economy for the second straight year in 2016, as the region’s housing market remains one of the metro area’s key engines of growth,” says Alan Arcand, associate director of the Board’s Centre for Municipal Studies. “While Vancouver’s economy is forecast to slow next year, partly due to federal and provincial government measures directed at cooling the overheated housing market, the pace of growth still will be strong enough to maintain the metro area’s first place ranking.” Vancouver’s economy is on track to

expand by four per cent this year, on the heels of a 4.1 per cent gain in 2015. Thanks to record-level housing starts and many non-residential projects, the construction sector will be Vancouver’s top-performer in 2016, with the finance, insurance and real estate sector not too far behind. However, federal and provincial governments’ actions to cool the overheated housing market will take some steam out of the economy over the near term, leading to slower growth in construction and in finance, insurance and real estate. This suburban restaurant is a favourite for residents of communities such as Auburn Bay, Mahogany and McKenzie Towne. Starbelly’s menu items are largely made from scratch using local ingredients, while the contemporary and comfortable atmosphere is great for parties of all sizes. What the new mortgage rules could mean for you By Wayne Karl

home, listen up: the new mortgage rules that took effect in October will likely make it more difficult for you to get into the housing market.

Here we go again

What does this mean?

The federal government has changed mortgage eligibility rules five times between 2008 and 2015. This latest round was intended to stabilize “overheated” housing markets, mostly in Toronto and Vancouver, slow home price growth and keep mortgage indebtedness under control. All good things. What the changes also do, though, is make it more difficult for young Canadians to take that important first homebuying step. As of Oct. 17, homebuyers who apply for a high-ratio mortgage (meaning, they have less than 20 per cent as a down payment) now have to undergo a mortgage “stress test” by qualifying at a rate they don’t even actually have to pay. Yes, you read that right. This stress test is intended to assure lenders that you, Mr. and Ms. Homebuyer, could still afford the mortgage if interest rates rise. For example, says Alyssa Furtado, founder and CEO of ratehub.ca, a website that compares mortgage rates across Canada, the best mortgage rate in Ontario at time of writing was 2.29 per cent. However, the Bank of Canada’s qualifying rate for applicants is 4.64 per cent.

For example, a couple with a combined income of $100,000 has saved $40,000 for a down payment and they qualify for a mortgage rate of 2.29 per cent. We’ll assume their monthly property taxes will be $400, and their heating costs $150 a month. Using RateHub’s mortgage affordability calculator, they’ll be able to afford a property costing up to $521,041 because of the new mortgage rules. “Under the old rules, however, they would have been able to spend $635,700,” she says. Cha-ching: a difference of $114,659. On average, according to Calgary mortgage broker Jason Eldridge, by having to qualify for mortgage financing using the five-year Canadian benchmark rate, the maximum purchase price will drop by approximately 21 per cent, given existing five-year contract rates. Now imagine the situation in Alberta, where the economy has already been hammered by the prolonged oil and gas slump. If you were looking to buy a home there, your buying power will now take a 20-per-cent hit – on top of the economic uncertainty you may be

feeling. Those in Alberta looking to sell a home, meanwhile, will now be trying to sell to many whose homebuying power has just been reduced. Hello, double-whammy. There were other rule changes announced last month that come into effect on Nov. 30. For those looking to restructure or refinance an existing mortgage or purchase a property with at least a 20-per-cent down payment, similar qualifying rules will apply in many cases. Lenders who use portfolio insurance and other discretionary low loan-to-value ratio mortgage insurance will now have to meet the eligibility criteria that previously only applied to high-ratio insured mortgages.

The bottom line The rule changes will make it harder for some first-time buyers to get into the housing market. And they may also face higher mortgage rates. Advice for building a backyard rink Q: Can you give me some advice on how to build a backyard skating rink? A: “Before you even start to build a backyard rink you need to first locate where the utilities are buried on your property especially if you plan to build the rink out of wood,” says Dan Wannamaker, landscape and project manager with Scotty’s Rentals and Landscaping, which does landscaping for Shane Homes. “The second most important thing is the grade of the property,” he says. “You need to make sure the ground is level because if it slopes to one side the water will drain off and you don’t want that.” Wannamaker also recommends ensuring there is a proper drainage path for when the ice melts, which should always be away from your home. Why you should use a mortgage broker By Jason Eldridge FOR YEARS, people wishing to purchase or refinance a home have always gone to the same place… their bank. Is this the best option for everyone? Not necessarily, but it is the one alternative that most people have been aware of, or felt obligated to use... perhaps until now. In the past, mortgage brokers were often called upon in cases where the client(s) did not qualify under traditional criteria, or they needed money quickly, and hence had to borrow from alternate sources. While mortgage brokers still assist clients with bruised credit or other qualifying challenges, the vast majority of our clientele is made up of clients with good job stability, and excellent credit history. So what are the advantages of working with a dedicated mortgage professional? Firstly (and perhaps the biggest reason for most clients), is the interest rate that can obtained. When you go to your bank, more often than not, you will be put into the uncomfortable situation of having to negotiate with your banker for a better rate. When you work with a broker, if you qualify for the best rates (based on your credit history), you automatically get the best rates. No tied selling. No moving all of your other banking and investments to the new lender to get the better rate. And the best part…it doesn’t cost you a thing. There is no charge for our service (when working with a chartered bank or regular financial institution. Even a 0.25-percent reduction in your interest rate, can save you thousands of dollars in unnecessary interest costs. Secondly, you have more lenders and options to choose from. When you go to your own bank, you only have access to their mortgage products. Mortgage brokers have access to over 30 lenders, including many of the chartered banks, so 40 YPNEXTHOME.CA

we have access to a vast array of mortgage options to suit your particular needs and goals. While there can be subtle differences, something as simple as better prepayment privileges may be a reason for choosing one institution over another. Thirdly, mortgage brokers cater to your schedule, not the other way around. Don’t you enjoy the process of calling your bank and then you are told that they can’t see you for a week or so because they are already “booked up” with appointments? Mortgage brokers will meet with you where and when you prefer, or at the very least offer you the convenience of arranging your financing via phone, fax and email. Generally speaking, you can be pre-approved for mortgage financing the same day you apply. Finally, mortgage specialists are able to offer their clients a more relaxed qualifying process. If you don’t happen to meet all of your banks’ criteria, they will often turn you

away, whereas a broker will continue to source your application to as many lenders as required to find you the financing you require based on your personal situation.
