The Bank of Canada’s recent announcement to hold interest rates is good news for home shoppers.

There are many excellent mortgage products available from banks and brokers that will suit your individual needs, and some are even lower than posted bank rates. With a pre-approval in hand, you’re protected if rates rise, and if they go down, you’ll likely get an even lower rate. A pre-approval can be a winwin situation for shoppers since it means you don’t have to wait to get financing approval on a home when you put in an offer. This is an

especially good tool to have in hot markets. Removing the “conditional on financing” clause could mean your offer is accepted first, since you already have your financing in place.

So, when will rates rise? Recently, we’ve been hearing that rates may not see an increase until next year at least.

The Bank will make its next scheduled rate announcement on May 29 – but don’t wait to get preapproved for a mortgage. It can take a few days. Many lenders now offer online pre-approvals to make the process easier.

I was very interested to see the Bank Of Montreal Psychology Of House Hunting Report on May 2 as it reveals many “important purchase behaviours” that drive our housing markets.

The report noted Canadian home buyers spent an average of five months house hunting and during that time visited an average of 10 homes. The survey includes both used home and new home shoppers.

These numbers correlate closely with CSG’s own market intelligence for the new home market that people shop four to five months and visit 12 show homes before finally selecting a builder and model.

It’s reasonable to think Alberta’s performance would be faster than national results due to the robust economy.

44% purchased a home because they thought it was a good investment and 37% because they felt it “was a good time to get into the market”.

Surprisingly, 80% of respondents stated they knew the home was right for them as soon as they stepped inside it. Wow, that says something about either previewing homes online or how important first impressions are if you are selling a property. Less positive was 33% of experienced home buyers and 39% of first time buyers stated they felt rushed to make a purchase which lead to “buyers remorse”.The greatest fears people had were 71% thought there would be something wrong with their home after purchasing it (a good reason to buy new) and 55% were worried prices would fall.

What really stood out to me in the survey was the transformational shift in motivation to purchase a home. 44% purchased a home because they thought it was a good investment and 37% because they felt it “was a good time to get into the market”. Both motivations emanate from economic considerations and maybe that’s why there’s so much angst before, during and after the purchase.

While certainly a home must be viewed as a core financial asset for any purchaser, that consideration must be balanced against what a home, any home, delivers to a person’s quality of life and happiness.

Government and Bank Of Canada’s constant harping about people buying homes as if they were wild eyed real estate speculators hell bent on creating an “asset bubble”. Of course the rhetoric makes for good publicity and talking heads can point at the US housing melt down as sure fire proof it could happen here. Basically this is fear mongering of the lowest ilk. This sort of round the clock publicity and its framing of a home purchase as the equivalent of buying a “penny stock” has obviously skewed people’s motivation more to financial outcomes and thus the appropriate stress that comes from investing for profit.

What’s not given “proper” weighting in the coverage is the far more positive outcomes of home ownership.

The independence people feel owning a home, their connection to community and pride of ownership are some of the most progressive social drivers in society.

Home ownership stabilizes the future, creates a sense of predictability and comfort for growing families, fosters opportunity and improves personal situations.

It nurtures confidence and creates pride in our communities, cities and country. Most importantly, if you’re purchasing a home to live in and hold for an average length of time it’s still the best financial investment you can make.

So, if you’re deciding whether it’s time to buy a new home make sure you consider its positive lifestyle benefits to the same degree as financial issues.

Though there are financial consequences those can be managed and mitigated through prudent consumer research, honestly reviewing your situation and taking your time in making the purchase.

Alberta economic growth

among leaders in Canada

After growing 3.9 per cent in 2012,

Alberta’s economy is expected to expand a more modest 2.5 per cent this year – still among the Canadian leaders – according to the latest BMO Blue Book from BMO Capital Markets Economics and BMO Commercial Banking. Much like the U.S. Federal Reserve’s Beige Book, the BMO Blue Book combines the expertise of BMO’s economists with information on current business conditions provided to BMO’s commercial bankers by local businesspeople.

“The main trigger for softer investment activity is the lower price received by Canadian producers of heavy oil relative to WTI,” says Robert Kavcic, senior economist, BMO Capital Markets.

The good news is that the discount has narrowed, partly due to seasonal demand for bitumen, completed refinery maintenance and more pipeline capacity linking Cushing and the Gulf Coast.”

Kavcic added that despite the challenge, oil production in the province was still up a solid 16 per cent year-overyear in 2012 Q4, led by 21 per cent yearover-year growth in bitumen output.

Meanwhile, employment growth has cooled to just 1.7 per cent year-over-year in March, down from a 2.6 per cent pace for 2012. “The labour market, however, still remains tight with the jobless rate at 4.8 per cent – the second lowest in Canada – and average weekly earnings rising 6.1 per cent year-over-year in the first quarter of 2013,” says Kavcic.

Housing markets in Calgary and Edmonton have not succumbed to slowdowns as seen in Vancouver and Toronto, with sales up 3.4 per cent year-over-year and 6.3 per cent year-over-year, respectively, in the first quarter of 2013. “With in-migration strong, incomes rising and lower supply, Calgary’s MLS Home Price Index was up eight per cent year-over-year in March and within 6 per cent of 2007’s record,” says Kavcic.

“The economy in Northwestern Alberta is being fuelled by expansion and growth in the oil and gas services sector and also the oil and gas construction industry,” says Lynda Taylor, district vice-president, commercial banking, Northern Alberta and NWT, BMO Bank of Montreal. “In particular, construction companies in the Northwest are bidding on new work coming from major liquid gas players in the market.

Am I Doing Enough?

I

attended an evening informational session put on by a local organization two weeks ago. The session was centered on sustainable building (residential mostly).

There was a huge panel of local experts and I was pleased to see that there is so much expertise in our Capital Region. There were experts in design (architecture, landscape, and community development), Engineering (mechanical systems, solar electric design, building envelope), and a couple of builders/developers (including yours truly).

We were all speaking about what we do and how it is important in the quest for sustainable development. In attendance we a number of people from all age groups but particularly well represented were people with young families.

The panel was moderated (thankfully) and each panelist was allowed some introductory remarks followed by an opportunity to respond to three questions. The first was something like “How does your company’s product/service contribute to sustainable development?” Pretty easy, we all got through that one quite well. The next one was along the lines of “What are some of the important considerations for a homebuyer looking at purchasing a new home?” We all extolled the virtues of our chosen fields (it’s a good thing there was a 3 minute time limit because I can go on for hours on this). It was during this questioning that I had what Oprah calls an “A-ha moment”. As the speakers went on, I noticed some eyes glazing over, some worried looks coming across people’s faces, and an overall sense of being overwhelmed on the part of our audience. And it struck me….

We (the sustainability people) are making this way too complicated for you the consumer. We make you feel that, unless you do everything we suggest, you are not contributing enough to the solution. Nothing could be further from the truth. So I’m proposing a different train of thought. Do what

you can. There are almost endless choices out there, look at the ones you can afford to do and do them. It all helps.

I realize that there are certain market expectations with a new home purchase. People expect nice things in their new home purchase. Oddly enough, good design choices contribute to sustainable development. Having a home that people will want to live in without renovating is a good thing. But I would ask that you set aside a bit of your budget to invest in some things that give back to (or take less from) the environment. If you upgrade your counters to granite for example for $4000 (just to use a number) allot $400 toward something energy or water effi cient. This will pay off. And don’t think that you have to do everything, or do it all at once. There are many choices you can make in your day to day living that have a positive effect as well. Most people aren’t doing anything, so by doing something, you’re helping.

There’s an old idiom “Cut your coat according to your cloth”. Simply said, don’t buy more than what you can pay for. It serves nothing if you spend all your money on doing the right thing and have to live like a hermit. Additionally, if you don’t have a good experience in a sustainable home, for whatever reason, how likely are you to do it again with your next purchase.

I am a firm believer that we can have it all. In a choice between “A” or “B”, I’m always looking for a “C”. I hope you do too.

Organize your photos in a fun, family-friendly way. Gather your supplies now and make the next rainy day your family’s photo-organizing day. You’ll need several acid-free photo boxes, some plastic “dollar store” baskets (about 10), “sticky” notes and a few markers. Gather the family around the kitchen or dining room table, put some music on and have a predetermined break time.

Begin by labeling each basket with a broad category using your sticky notes and markers. Then use the baskets to start sorting the collection of photos you’ve gathered. Categories should be broad and relevant to your photos.

Examples can include: pets, holidays, parties, school, friends, family celebrations, etc. Once the photos are sorted, transfer them into photo boxes and use the index cards which often accompany the boxes to identify the categories. If you have hundreds of photos under one category, simply label the outside of the box with the topic.

QUICK TIPS ON ORGANIZING YOUR Home office Organize your business cards.

Throw a clothes swap. With the seasons changing, it’s a perfect time to

clean out your closets. Pull out any summer items you didn’t wear last year and any winter items you passed on last year. Plan a neighbourhood clothes swap party to trade your cast-offs for other treasures. Donate any unclaimed threads to a local charity.

Organize cosmetics and toiletries for easy retrieval. Take advantage of the height in cupboards under bathroom counters by using plastic storage drawers to store cosmetics and toiletries. Sterilite makes this item, and you can find it at most department stores. Usually it comes with three drawers, but if you have the height, you can stack a second unit on top. Store items in broad categories and label each drawer. Categories may include: dental products, facial and hair products.

Memorabilia without mess. If you have bits and pieces of memorabilia piling up all over your home, it’s time to create a memory box. Purchase or repurpose one container for each family member; choose plastic bins, photo boxes, hat boxes, vintage suitcases or old-fashioned picnic baskets to store precious mementos. Be selective about what goes inside, and when the containers are full, remove one item before putting another item inside.

Dispose of old medication safely. When purging expired medication, please refrain from flushing the pills down the toilet. This has been found to contaminate municipal water supplies. Check with your local pharmacy to see whether you can drop them off for environmentally safe disposal.

Alternatively, inquire whether your municipality offers drop-off points similar to those for hazardous and electronic waste.

Round up your recipes. Are your recipes cluttering up your kitchen counters or stuffed in your drawers? Organizing your favourite recipes makes retrieval quick and easy. Purchase a plastic accordion file in your favorite colour with at least 10 slots. Use the labels included to write out specific categories. Categories may include: desserts, appetizers, salads, poultry, beef and seafood. File recipes at the front of the corresponding category and get cooking!

Take 15 minutes to go through the stacks of business cards you’ve collected over the year and toss the ones you will never refer to again. To have easier access to the ones you keep, scan them using business card software or staple them to your Rolodex cards alphabetically (use the bigger format cards). If you have several hundred cards, I don’t recommend filing them in the clear plastic sheets because it’s difficult to keep them in alphabetical order, and too time consuming to find the card you need.

QUICK TIPS ON ORGANIZING YOUR LIFE Stop “shoulding” on yourself.

Do you feel your life is so “crazy busy” that you never seem to find time for fun? One way to make space for the things that matter most is to re-evaluate what you’ve committed your time to and consider letting go of some obligations. Think of three activities you are doing because you feel you “should” even though you don’t really want to. It could be committees you sit on, volunteer activities you participate in or events you’ve reluctantly agreed to attend. Choose one to let go of for now, and replace it with an activity that brings you joy. Now watch and see what happens.

HOW TO BORROW SMARTLY

for Canadians as they navigate through expenses that range from the unexpected to buying a house. In fact, a recent TD Canada Trust survey found the top three credit options used by most Canadians within the past five years are bank-issued credit cards (92 per cent), department store cards (48 per cent) and mortgages (42 per cent).

TD Canada Trust’s Farhaneh Haque, director of mortgage advice, and Stephen Menon, associate vice-president of credit cards, have teamed up to outline the popular credit products available and provide Canadians with tips on how to borrow responsibly.

CREDIT CARDS According to the survey, credit cards are the most widely used personal credit product. More Canadians applied for a credit card in the past year (29 per cent) than any other personal credit product. Two-thirds of Canadians (66 per cent) agree that setting up pre-authorized bill payments on a travel rewards credit card is a good way to maximize the travel rewards earned and manage your finances.

“When used correctly, credit cards can help manage and track your spending and build your credit history,” says Menon.

ACCESS TO CREDIT IS AN ONGOING NEED

Seven in 10 Canadians (70 per cent) say they have never used a home equity line of credit, even though 82 per cent correctly believe that a home equity line of credit can be a lower-cost option than a personal loan for financing a home renovation.

“Many homeowners have the option to use the equity they’ve already built in their homes to finance upgrades which may improve their home’s resale value,” says Haque. “A Home Equity Line of Credit could allow you to use up to 65 per cent of the lesser of the appraised value or purchase price of your home, with a lower interest rate than most alternative forms of unsecured credit.”

Mortgages The majority of Canadians think a mortgage is “good” debt (88 per cent) and understand that weekly mortgage payments, versus monthly, will help reduce the mortgage amortization period (84 per cent).

BMO report shows safety, quiet street and good neighbours are top priorities for homebuyers

While there are a number of factors to consider

when deciding on the right location to buy a home, Canadians view the safety of a neighbourhood to be the most important (63 per cent) feature of a home’s location, according to a new BMO Bank of Montreal survey.

The survey, conducted by Pollara, also found that living on a quiet street (43 per cent), having good neighbours (30 per cent), having a short commute to work (28 per cent) and being near family and friends (25 per cent) rank high on Canadians’ list of location priorities when buying a home.

“Everyone has a unique set of personal and financial priorities, so it’s important that those particular needs are considered when deciding on the right location to purchase a home,” says Laura Parsons, mortgage expert, BMO Bank of Montreal. “Taking a practical approach to home buying is the key to preventing yourself from getting ‘swept away’ by the bells and whistles of a house.

Home buyers should make a list of needs versus wants

and prioritize them in order of highest to lowest importance.”

The poll also revealed that significant differences become apparent when comparing the national averages to first-time homebuyers. For instance: › Having a short commute to work is more important to first-time buyers than the average buyer (34 per cent versus 28 per cent) › Living near public transit (28 per cent versus 19 per cent) is also higher on the priority list for first-timers than repeat buyers However, living on a quiet street (30 per cent versus 43 per cent) and having good neighbours (21 per cent versus 30 per cent) are far less important to first-timers continued on page 67…

oing something for the first time is always more of a challenge, whether it’s the first day of school or a first date. Buying your first home is no exception.

Researching home prices, features and locations is exciting but can be time consuming. First-time buyers must also learn the rules for financing a purchase to understand how much they can borrow and the minimum down payment required.

Fortunately, there are handy tools available to help guide you through the steps. Check the CHBA - Alberta website for useful guides. Canada Mortgage and Housing Corp. and most banks offer mortgage calculators that allow home buyers to check how choosing different periods to pay off a loan or varying the down payment will change monthly payments.

FOR FIRST-TIME HOMEBUYERS More importantly, the long-established benefits of homeownership provide a powerful incentive to buy a home. Not only do you get to live in your investment and increase its value through home improvements, your mortgage payments build equity.

Members of Generation Y – born between 1980 and 1994 – are the most likely to be renters, but as Royal LePage noted in a recent report, those 19 to 33 years of age would overwhelmingly like to wave goodbye to the landlord.

More than 85 per cent of those surveyed disagreed with the statement that “I do not desire to own a property in my lifetime as renting is preferable to me.”

In Alberta, first-time buyers were expecting to spend $406,000 on their first home, according to a survey by BMO Financial.

Nationally, first-time buyers expect to pay off their mortgage in 20 years and are twice as likely to opt for a fixed-rate mortgage than a variable rate product.

Of course, saving enough for a down payment remains a challenge.

Many prospective buyers cut back on spending, with 63 per cent reporting they made lifestyle changes to sock more money away.

Laura Parsons, a mortgage expert at BMO Bank of Montreal, suggests people test what it is like to live within budget after buying a house.

“Determining what your mortgage payments and overall costs of homeownership will look like, and then living in that financial reality for a year before entering the market, can be an effective strategy.”

A quarter of Generation Y lives rent-free because of arrangements with family and friends – one strategy to help build savings for a down payment.

Another source of funds is money tucked away in RRSPs. The federal government’s Home Buyers’ Plan (HBP) allows withdrawal of up to $25,000 to buy a home. Annual payments are required to put the money back into the RRSP within 15 years.

A lucky few – 27 per cent, according to BMO – will get help from their parents or other family members to buy their first home.

When it comes time to close the deal, the federal government also has a program to help. The First-Time Home Buyers’ Tax Credit (HBTC) assists with the costs associated with the purchase of a home, such as legal fees, disbursements and land transfer taxes. The credit provides up to $750 in federal tax relief.

The reality is buying a first home is more challenging than just writing another cheque to your landlord. It requires research, planning and the courage to take a bold step forward on the path to prosperity.

And it’s a move that many young people regret delaying. BMO’s survey revealed that 59 per cent of first-time buyers wish they’d bought a home five years ago.

The Canadian Home Builders’ Association - Alberta represents more than 1,500 business members, including new home builders, renovators, developers, trade and supply companies, and professional services.

pring is the season of new beginnings. But it can be hard to appreciate if you’re stuck indoors trying to sift through the accumulation of winter clutter.

Fortunately there are some easy techniques to help you get a jump-start on spring cleaning. The following steps will help get your home organized and allow you to enjoy the new season, clutter-free.

Set aside a couple of empty boxes for donations or items to sell.

USE STURDY BOXES WITH DIVIDERS FOR PACKING BREAKABLES.

Make sure cardboard boxes are structurally sound. Dish-pack boxes with adjustable inserts that form individual cells are a great option for fragile items.

Sort out items no longer used or worn.

THINK GREEN.

Survey local recycling options to find the most convenient solution for recyclables. Organize recyclables by category: plastic, glass, aluminum, paper and cardboard.

CARE FOR HAZARDOUS MATERIALS.

Be conscientious about the materials being disposed. Toxic items such as paint, batteries, house cleaning products, automobile oils, pesticides, and fertilizers are dangerous to transport and should not be thrown away with nontoxic garbage. These items should be taken to specialized depots.

CONCENTRATE ON DISINFECTING SPACES.

Change air fi lters, rotate mattresses and vacuum under furniture.
