YOUR TIME WILL COME AGAIN The idea of buying a home in a challenged economy can be nervewracking. Softening demographic fundamentals, declining prices and potential oversupply can strike fear into the hearts of even the most prepared homebuyers. For some, however, it means one thing: opportunity. There’s no hiding the fact that the Edmonton economy and housing market have seen better days, but this is conducive to affordability. In its latest Housing Trends and Affordability report, RBC Economics Research Housing notes that affordability remained at neutral levels in Edmonton in the second quarter of 2016, unchanged from the first quarter. (To underline just how important affordability – or lack thereof – can be, spend some time researching the topic in the context of Vancouver or Toronto.) But conditions are showing signs of picking up. “The housing market in Edmonton continues to experience relative stability, with increased sales and steady prices year-over-year for October,” says Steve Sedgwick, chair of the Realtors Association of Edmonton. “We typically see the market slow during the colder months, so it is encouraging to see us moving into late fall with strong numbers.” So, prospective homebuyers in Edmonton – conditions are still in your favour. Alberta has been there, done that, when it comes to weathering economic storms. If you look at long-term price performance in the city, you’ll see this latest slowdown could be a pause that cracks open some windows of opportunity. Take advantage while you can.

Young homebuyers – welcome to Alberta by STEPHANIE MACDONALD
THEY SAY THAT THE UPSIDE to a down economy is increased affordability. So should young homebuyers be looking to buy in Alberta? Between weak oil prices and giant wildfires, Alberta has had a bad couple of years – to say the least. Unemployment is up and consumer confidence down, but for people secure in their employment and who may have been waiting to get into the real estate market, this could be your time. Research institutions such as the Conference Board of Canada and the Alberta Government Treasury Board are predicting a modest improvement in Albertan prospects in 2017. There are a few factors that could assist improving Alberta’s economy, one being the massive construction effort that will be needed to rebuild Fort McMurray “as displaced residents return to their Fort McMurray homes and as oil production resumes,” says the Conference Board’s June report. “Rebuilding will get under way, and we expect to see only a small negative impact on the economy for 2016 as a whole but a positive and bigger impact in 2017.”
“Unemployment is up and consumer confidence down, but for people secure in their employment and who may have been waiting to get into the real estate market, this could be your time.” Other factors contributing to modest growth may be the foreign investors wishing to avoid BC’s new 15 per cent tax, and the predicted gentle rise in the value of oil worldwide. The Alberta Government Treasury Board and Finance Report says despite weak demand and rising inventories, home prices have been resilient. “The New Housing Price Index has remained relatively unchanged for the last nine months to May and the Alberta average resale home price has declined five per cent from the November 2014 peak to June 2016. By comparison, between July 2007 and March 2009, the average resale price fell by 12.5 per cent. The price stability is partly a reflection of the balanced housing market leading into the current recession. Price levels in
Alberta have remained relatively subdued compared to sharply rising prices in Toronto and Vancouver.” Some industry insiders also don’t see foreign investment putting new pressure on Alberta real estate, but that’s a good thing. “Port and waterfront cities have always appealed to foreign investors,” explains Sherilynn Milsom, an investor in Edmonton. “Prices can soar in such cities even when the economic fundamentals don’t seem to support higher values. I don’t think foreign investors will ever look at a prairie city in the same way they view a port city. This suits me fine because I don’t want to be in competition with a sea of cash-rich buyers”. “We want our homes to be the best they can be... and build what our customers dream.” ong before Sergio Pompei founded Pompei Homes, he already had a strong appreciation for and skills in woodworking. He had learned the fine art of furniture making in his native Italy, and after immigrating to Canada in the early 1960s, he gained experience in all areas of home building. Armed with his knowledge and experience, he built a home for his family in 1967. A few years later, he built another home to accommodate his growing family. A friend was so impressed that he asked Sergio to build a home for him. Word soon got out, and Sergio ended the year with seven more homes under his belt. In 1972, Pompei Homes officially opened for business, and today, the second generation of Pompeis is involved in running the family-owned and operated firm. They passionately and proudly carry on the tradition of building quality custom homes in the Edmonton area. 17

The Starbucks Effect Spotting the next ‘it’ neighbourhood by SONIA BELL The “Starbucks Effect” has become a
well-known real estate phenomenon. The premise is that if the popular coffee shop opens its doors in a neighbourhood, it’s a sure sign that the area has arrived. But does Starbucks really have this kind of effect, or is it all the other factors that come before it that attracted Starbucks in the first place? In other words, Starbucks isn’t symptomatic of an area on the rise, it’s the final stamp of approval. And, if this is the case, the key to a good real estate investment is to get in before Starbucks. Realtors often say that a good investor will “follow the money.” According to Shannon P. Murree, sales representative at ReMax Chay Realty Inc., Brokerage in Barrie, Ont., “It’s always better to get in before the Starbucks because you want to be ahead of the game – before the numbers or the market catches up.” If an investor buys into a market prior to Starbucks, chances are, the money has started to come, but hasn’t yet peaked. The evolution of a neighbourhood involves a multitude of factors, including population, employment and wage growth, infrastructure improvements and land and housing development. One way to foresee an increase in such factors is the arrival of large retailers; these organizations select locations in a meticulous fashion based on data, research and demographic information. “(Retailers and builders) that are going to be developing in that area have already done all the market research to make sure it’s worth their while before making that kind of investment,” says Murree. Such retailers enter a neighbourhood because their research – insight into city planning and economic development, for example – indicates the economy and employment there are expanding. The presence of major retailers is an important part of the selection process for builders and developers. “The absolute truth in land acquisitions is that there is an ordering to how we pick locations (neighbourhoods),” says Brian Johnston, chief operating officer at Mattamy Homes, Canada’s largest home builder, with lowand highrise communities in Ontario and Alberta, as well as in the U.S. “Generally, the neighbourhood picks us, as opposed to the other way around. “As an example, we may want to build townhouses in tony Forest Hill in Toronto.
However, it is likely that the best we will find is a highrise site on the periphery of that neighbourhood. Sites get brought to our attention and we vet the opportunity. We assess things such as schools, parks, transit, roads and shopping to determine whether the opportunity is a viable one. There are vast differences in the availability of services and amenities when comparing greenfield communities on the urban fringe, compared to infill sites, but this is reflected in the selling price of the homes.” One way developers maximize their proximity to retail is by developing “mixed-use” condominiums, where retail is located within the building itself. Take, for example, Ice District in Edmonton. Once complete, the ripple effect will ensue. People will want to live in the development to have direct access to the amenities. It’ll also bring foot traffic from other nearby areas, which will spark more development from retailers who also wish to be near that increasing traffic. Of course, these communities take time to develop. But once they’re complete, buyers who get in at the right time could be rewarded with price appreciation, as well as an attractive product for renters.

New era for energy efficiency by DONNA MOORE THE ENERGY EFFICIENCY of homes is
getting plenty of media attention these days as the provincial government focuses on reducing greenhouse gas emissions. At a recent news conference, Municipal Affairs Minister Danielle Larivee highlighted the transition to new construction codes for buildings. “A more energy efficient home is a comfortable home, one that keeps the heat in, the cold out and money in your pocket. These new requirements will ensure that Alberta continues to be a leader in the fight against climate change and a competitor in the carbonconstrained economy,” Minister Larivee told reporters. Changes included updating or adopting a half dozen codes, including building, energy and electrical standards. Alberta’s buildings of all types – residential, commercial, industrial and institutional – are responsible for about seven per cent of greenhouse gas emissions. For new-home buyers, this will mean more energy efficient windows, lighting, building envelope, insulation, heating, service-water heating, ventilation and air-conditioning. In addition to lower energy bills, homes will be more comfortably and evenly heated. Tighter air sealing will have another benefit – quieter homes that screen out more noise from outdoors. While the code changes may be news to Albertans, they come as no surprise to CHBA members who make it a priority to stay on top of changes in the industry. Builders have been getting ready for the recent energy efficiency code changes for the last couple of years and many were already exceeding the new code requirements when they took effect on Nov. 1. Development of new energy codes starts with the National Research Council and includes a procedure that gathers input from all three levels of government, the construction industry and the public. 30 YPNEXTHOME.CA
It’s a rigorous process that dates back to development of the first National Building Code in 1941, when construction technologies and techniques were vastly different from today. To ensure that the latest innovations are applied safely, a new edition of the national code is published about every five years. That means new codes are always coming down the pipe for adoption by individual provinces. For example, updated natural gas and private sewage codes kick in on Jan. 1 and a new round of energy efficiency changes is already in the works that will continue to raise the bar for new homes. Construction codes are just one of the increasingly complex challenges involved in putting up a new home these days. CHBA members in Edmonton meet monthly to hear expert presentations to help them keep ahead of the curve. The annual Residential Construction

Owning versus renting by GAIL VAZ-OXLADE THE HOUSING MARKET has had its ups and downs, with people panting for good investment opportunities. Slow down and consider all the angles before you dive into homeownership.
THERE’S SOMETHING ABOUT MONEY
Did you see that? The issue has shifted from “shelter” to “profit.” That’s because people believe that a home is a good investment. While money is a key consideration, it shouldn’t be the only consideration. If you’re going to make the move from renting to buying, look at the dollars and cents. First there’s the straight calculation that compares the cost of carrying your own home (your principal and interest payments and property taxes) with the cost of renting one. Renters aren’t responsible for maintenance. Homebuyers also need to consider closing costs which include legal fees, land transfer tax, and other miscellaneous expenses that you avoid by renting. First and last months’ rent is also a ways smaller than the typical down payment on a home. Of course, when you own, no matter how small the principal portion of your mortgage is (and it’s minuscule in the early years), as long as the market is stable, and you’re not looking to make a quick sale, homeowners are building equity and increasing their net worth with every mortgage payment. And when you sell your principal residence one day, the money earned is tax free.

You’ve also got to look at the emotional rewards and challenges of each alternative. I’ve been a renter and I’ve been an homeowner, and overall I like ownership more.

more to celebrate than just a new arena and a hockey team on the rise. A recent report suggests the city could be in for a bit of a boom, as such new sports facilities actually boost surrounding real estate values. The one key proviso is that tax increases to help foot the bill can’t be part of the plan. The Impact of Stadium Construction on Real Estate Values, from the Real Estate Investment Network (REIN), explores the effects – positive and negative – new arenas, such as the newlyopened Rogers Place in the Ice District in Edmonton, have on real estate values. 42 YPNEXTHOME.CA
• An arena’s positive impact on housing values can be felt most within a five-km radius and has the largest effect when appealing architecture, community plazas, park landscapes, retail, commercial and entertainment spaces, and the stadium’s construction itself are incorporated into its design. • A negative effect on property values is felt when the costs of a proposed stadium necessitates the increase of property taxes. • Homes in neighbourhoods close to new stadiums, on average, have premiums ranging between three and 15 per cent, depending on the different types of housing, parking options and the distance from the facility. • Housing values increase on average 1.75 per cent for each 10-per-cent decrease in distance from a stadium, with the positive price increase being highest for homes closest to the stadiums and decreasing gradually outwards within the fivekm radius. When a stadium is located outside the downtown core, and is not connected to any other economic development activities or urban redevelopment program, residential properties around the facility will still see a positive increase in value. However, this increase will not be as dramatic as those that are built in, or with nearby accessibility, to the Central Business District. …Continued on page 46

THE LEGACY AND INSPIRATION Stan Alldritt Sr’s vigorous work ethic, ingenuity and distaste for mediocrity continues to inspire the Alldritt Group to this day. The story of how the Alldritt Group began is not only interesting but also inspirational. Born in 1909 in a small town north of Dublin, Ireland, Stan Alldritt Sr. sought to stake his own claim in the new world. With a sense of adventure and a great work ethic instilled upon him by his family, Stan Sr. came to Canada in the early 1930’s. Upon arrival, Stan Sr. obtained a teaching degree from the University of Saskatchewan, followed thereafter by a degree in Geotechnical Engineering. He worked for many years in both fields, though as the 1930’s drew to a close, the possibility of war grew ever more real. The Canadian government sent out a decree seeking engineers to be trained to help with the war effort. Jumping at the opportunity to give back to his new found country, Stan Sr. was off to Ontario where he was trained as an Aircraft Engineer. Receiving top marks in his class, Stan Sr. was offered his

choice of posts. After settling in Edmonton, Stan Sr. worked at the aircraft repair division at the Edmonton Municipal Airport. Damaged aircraft would be sent in crates via ship from the war front to Canada, and then via rail to Edmonton. Once repaired, the planes were then flown back to Europe to rejoin the war effort. Interestingly, the government would hold regular salvage auctions. At such auctions, Stan Sr. would purchase wooden crates that the aircraft parts came in, taking them home and stockpiling the nails and wood in his spare time. In addition, he would scrape the solder from the stainless steel boxes (used to ship aircraft engines) which were obtained from the same auction, selling the lead back to the government to manufacture bullets for the front lines. With victory abroad nearing, war related aircraft work began to dwindle and the Edmonton based aircraft engineers were encouraged to seek post war opportunities. Knowing that day would come, Stan Sr. had amassed a sizable stockpile of building materials. With that ingenuity, vision and resources, the present day Alldritt Group was born. Beginning with the homes at the NW corner of Stony

While proximity to the stadium usually results in the largest price increases, the regular presence of fans may lead to a constant source of noise, incivilities, traffic congestion and a scarcity of parking. These are all factors with the potential to create a price depreciating effect. The conclusions are somewhat surprising, given previous perceptions that such projects yield little real economic boost, and that a city’s health depends mostly on its economic fundamentals and infrastructure. “The presence and subsequent impact on the value of infrastructure is quite unrelated to the economic fundamentals, which reign as having the most impact on real estate values in the short, medium and long term,” says Melanie Reuter, REIN’s director of research. The findings regarding arenas can be likened to the impact of transportation improvements such as LRT stations, she adds. “Think of the infrastructure findings (transportation and arenas) as a micro effect, compared to broader and deeper fundamentals. So, once you choose a place to invest based on strong fundamentals, give yourself an additional lift by investing around an arena or an LRT station.” In Canada, while hockey may be the number one sport, a project’s positive impact on real estate values is unrelated to the type of sport – or even whether a team is a winner. “Surprisingly, type of sport and whether a team is winning or losing has little impact on the results,” Reuter says. More important factors are proximity to downtown (positive), ample parking (poorly planned or non-existent parking can have a negative impact on values) and integration with the surrounding community. Incorporating mixed and constant uses – think bars, offices, shops, outdoor spaces – was also key, as was access to good transit. “Equally important is nearness to the arena,” says Reuter. “Properties within walking distance (one kilometre) saw the biggest price jumps, and the impact diminished the farther out one went, 46 YPNEXTHOME.CA
until there was no impact past four kilometres.” Edmonton’s Rogers Place, new home of the NHL’s Oilers which opened for the 2016-17 season, is a good example of a pro-sports facility with spinoff benefits to the local economy. It is being constructed in the heart of downtown Edmonton, has well laid-out urban design plans, and excellent links to public transportation, REIN says. By creating an entertainment district around the arena, hundreds of local amenities will be available for neighbouring residents. The list of planned projects for the Ice District is “staggering,” REIN says, with $2.5 billion in downtown development directly connected to Rogers Place. PROJECTS, ALL OPENING IN 2016, INCLUDE:

A similar downtown project is under discussion for Calgary. “As long as Calgary follows Edmonton’s lead, it should be a successful project for property owners around the project.”

A new condo project in the works is in the southside Ermineskin community, located off Calgary Trail and 23rd Avenue located close to transit and the LRT at Century Park and just minutes from South Edmonton Common. “We plan for ground breaking in spring 2017 on this four-storey, wood building which will have 88 suites, with the majority being 850- to 900-sq.-ft. two-bedroom twobathroom plans, which is our bread and butter.” Regency also plans to move ahead on 121 West Condos in 2017, which is located just west of downtown at 121st Street and 105th Avenue. Situated minutes from
the 124th Street community and steps from the Brewery District, a vibrant new commercial area, 121 West Condos will feature two 12-storey buildings consisting of 300 suites. Further, Regency recently submitted an application for the rezoning of land in Millwoods known as Tweddle Place, which will encompass two 12-storey buildings, “we hope it will go before council in the spring of 2017,” Dhunna says. Regency also plans to add a new jewel to its portfolio next year with its tallest skyscraper to date – the 45-storey Emerald tower at Jasper Avenue and 114th Street – and is targeting a start date in fall. heryl and Hank, are the proud owners of this gorgeous two story home in Trumpeter, they are a wonderful couple. Their life revolves around travel, business, family, grandkids and friends. In their leisure time they both enjoy cooking, fine wine, golfing and are always entertaining. They wanted a home that would reflect their tastes and enable their lifestyle. To live in the house of their dreams, Cheryl and Hank decided to get one built for themselves. This first build, however, was not an easy journey. Their first home had a great structure but the interiors were not styled to their liking, which left them disappointed. They were determined and made sure that their second attempt was not futile.

When you think about decorating your home, you probably think first about wall colour, furniture and accessories. What goes on the floor is probably the last thing you consider, but it’s an important surface and one that can tie all the decorative elements together. EDMONTON BUILDER AND DEVELOPER ANNUAL 2017 59
START WITH A NEUTRAL
Whether you prefer wood flooring, wallto-wall broadloom or tile throughout your rooms, it will provide a great neutral background for an area rug. Add one on top of almost any surface (with care) to provide another layer of colour, texture, comfort and style. It can tie a room together or separate out different zones in one space. RIGHT SIZE
Usually, I’m a fair and reasonable person who likes to work with people and their design ideas, but there is one thing that makes me put my foot down – area carpets that are too small. This is one design feature where bigger is always better. A puny area carpet makes a whole room look small, especially if it’s not connected to any furnishings. Don’t settle for a four-by-six-ft. rug when you need eight-by-10 ft. or bigger. All the furniture should be on top of the carpet, with room to spare. Local building centres offer area carpets, but in limited sizes and styles. Consider visiting a local carpet retailer or specialty store where you can see and feel the choices, ask questions and select the right size. CALM YOUR SPACE DOWN
If your room already has lots of pattern and you want to add a calming element underfoot, consider broadloom. It’s generally a long run of one pattern, texture and colour created on a broad loom in wide widths and used for wall-to-wall applications. But because of its versatility, such as choice of colours, textures and patterns, it can be custom-cut to fit your space and the edges bound to prevent fraying. The binding can also be custom selected to go with your personal decor. ADD AN ARTISTIC TOUCH
When you want to make a statement with your area carpet, the choices are virtually endless. Today, you can go into many carpet

stores and work with a textile specialist to have a one-of-a-kind piece made especially for your space. As design technology advances, so do your choices, especially with area carpets. Along with a vast array of beautiful floor coverings, companies like Weavers Art (weaversart.com) carry lines that are like fine art on your floor. QUALITY MATTERS
With area carpets, you will always get what you pay for. Man-made synthetic carpets such as polyester, nylon and olefin (also called polypropylene) are less expensive but may only last up to five years. Although the colours will last, the fibres may not feel as soft to the touch, will show wear quickly and
may not hold up well to foot traffic. Natural fibres such as hand-knotted wool and silk from the east set the standard for carpets throughout the centuries. The search for new, renewable fibres continues, as companies such as Elte (elte.com) recently introduced organic, natural fibres such as banana and bamboo silk into their carpet collections. Wool can seem like expensive choice, but it is practical because it’s a renewable, natural resource, it’s environmentally friendly, absorbs sound, is water repellent and retains its appearance for years. Companies such as Speers Road Broadloom (speersroadbroadloom.com) have developed a hardwearing wool carpet that is offered at a terrific value.

How will new mortgage rules affect first-time homebuyers? by ALYSSA FURTADO IF YOU’RE A FIRST-TIME homebuyer, new
mortgage rules may make it more difficult for you to get into the housing market. As of Oct. 17, all homebuyers who get a high-ratio mortgage (down payment of less than 20 per cent of the purchase price) will now have to undergo a mortgage stress test by qualifying at a rate they don’t currently have to pay. This was something that only buyers getting a highratio mortgage with a variable-rate term or a fixed-rate term of less than five years previously had to do. The best mortgage rate in Ontario was 2.29 per cent (as of writing). However, the Bank of Canada’s qualifying rate is 4.64 per cent. First-time buyers – especially in housing markets where there aren’t many affordable single-family homes available – may be priced out of the market due to the new rules, says Gregory Klump, chief economist of the Canadian Real Estate Association. Let’s use the example of a couple with a combined income of $100,000 has saved $40,000 for a down payment and they qualify for a mortgage rate of 2.29%. We’ll assume that their monthly property taxes will be $400 and their heating costs will be $150 a month. When using RateHub’s mortgage affordability calculator, they’ll be able to afford a property costing up to $521,041 because of the new mortgage rules. But under the old rules, they would’ve been able to spend $635,700. That’s a difference of $114,659. The reason for the rule change is because there have been concerns about rising household debt levels in Canada. The country’s debt-to-income ratio reached 167.6 per cent in the second quarter of this year, according to Statistics Canada. What that means is households have $1.68 in debt for every dollar of disposable income. One 62 YPNEXTHOME.CA
government report noted that the country has recently experienced the largest increase in household debt relative to income since 2000. There were also other rules announced that come into effect on Nov. 30 that may affect smaller mortgage lenders – the ones that often cater to first-time buyers. Those lenders will no longer be able to buy portfolio insurance for certain types of mortgages they sell to investors. (Note that this is different than mortgage insurance and not something consumers have to purchase.) The smaller lenders won’t be able to sell those insured mortgages for funding. As a result, they won’t be able to issue as many mortgages and will likely have to raise rates.
THE BOTTOM LINE
The rule changes will make it harder for some first-time buyers to get into the housing market. And they may also face higher mortgage rates.

Talk to your mortgage professional to find out which option is right for you, and be sure to evaluate the impact of an increasing interest rate on your monthly payment.
Should I choose an open or closed mortgage?
With a closed mortgage, you pay the same amount each month for the entire term of the mortgage. Some flexibility to repay principal through lump-sum payments is allowed. Closed mortgages can be a good choice if you want a fixed payment schedule, and you don’t plan on moving or refinancing before the end of the term. An open mortgage allows you to make a lump-sum payment at any time. This type of mortgage can be paid off prior to maturity without penalty. An open mortgage can be a good choice if you’re planning to sell your home in the near future, or if you want the flexibility to make large lump-sum payments. An open mortgage generally carries a higher interest rate.
What about the term, amortization and payment schedule? The term is the length of time (usually from six
months to 10 years) that the interest rate and other conditions of your mortgage will be in effect. Amortization is the period of time (most first-time homebuyers choose the 25-year amortization) over which your entire mortgage will be repaid. Lastly, the payment schedule sets out how frequently you will make payments on your mortgage – usually either monthly, bi-weekly or weekly. Accelerated payments are also an option. These are available for weekly and bi-weekly payment schedules and are generally equivalent to one extra monthly payment per year. With accelerated payments the homeowner is able to pay off his/her mortgage faster while decreasing the overall interest cost.
