The move was intended to mostly impart a slight cooling on Canada’s hottest and most expensive real estate markets – Toronto and Vancouver. But the federal government’s recent decision to raise the down payment requirement for new insured mortgages from five per cent to 10 per cent for the portion of the house price above $500,000, could well have other unintended consequences. In particular, Edmonton is among those markets that these new rules

could inflict additional cooling upon, at a time when conditions are already chilly enough. Prospective buyers have a few choices: buy before the new rules take effect Feb. 15, 2016; find a way to increase your down payment; or look at properties of less than $500,000. Find a way to protect yourself from this additional chill, until later in 2016 and 2017 when the Edmonton economy and housing market is expected to begin warming up.

LIGHTING MISTAKES TO AVOID BY C. MARIE HEBSON

1. Relying on Only One Light Source. The key to good lighting is layering light at different heights. Don’t rely on one kind of light source, mix a variety of overhead, floor and table lamps. Warm ‘pools’ of light draw people in and create intimacy. 2. Not Thinking About Wattage. Mood is everything, and who wants to dine in bright light? 60 watts for the dining room, brighter when reading, 75 to 100 watts for the living room. Keep overhead lights to 75 watts, with 60 watts on each side. For bathrooms - the best lighting is at eye level, not overhead, which creates shadows. And the best light is diffused light from a white or off-white lampshade. 3. Don’t Go Overboard With Recessed Lighting. Use recessed lighting sparingly. Too many fixtures turn your ceiling into swiss cheese! Be mindful of where you place that kind of lighting. Limit overhead can lighting to functional areas such as bathrooms, closets and laundry rooms — the light is too harsh and flat for your living areas, unless you go to smaller halogens. 4. Overhead Lighting That’s Too Bright. There’s nothing worse than bright lights that make you feel like you’re onstage. Use dimmers and soft white bulbs in every room, including bathrooms.

5. Forgetting About Dimmers. Lighting is everything. It creates atmosphere, drama, and intrigue in a room. The easiest way to accomplish this is with a dimmer switch, best places for dimmers are living, dining, theatre, master bedroom and your ensuite. 6. Light Switches Placed in the Wrong Place. I prefer to locate light switches about 36” above the floor. That way they stay out of the way of the art on our walls. Switches should be about 1½” to 2” off the side of the door casing. 7. Neglecting Your Closet. Your closet needs attention, too. I prefer recessed lighting and/ or track lighting in walk-in closets. The recessed lights stay clear of moving clothes in and out, undermount puck lights are key in lighting up (or down) lighting on shelving. Having good lighting in your closet is essential.

8. Using same collection throughout. Don’t pick a collection and put that everywhere in your home, that is so boring! Find your inspiration fixture that sets the tone then find complimentary fixtures for each key area that relates to that space. EG: Dining Room, Foyer, Kitchen Nook, Kitchen Island, Master Bedroom etc. 9. Thoughtful mix of finishes: You don’t have to match you can mix your finishes - within reason. Be aware of your preferred metal colours and the combination of finishes you want to use. By mixing thoughtfully, the end result can be very sophisticated.

Making the right real estate choice By Jim Rivait

WONDERING WHETHER THIS IS THE RIGHT TIME for you to buy a home?

Every homebuyer has doubts, but a new report from Mortgage Professionals Canada shows that purchasers – regardless of whether they bought their home back before Nirvana was leading the rise of grunge music to today’s Auto-Tune generation – are overwhelmingly positive about their decision after they take the plunge. People who bought a home before 1990 and had the benefit of plenty of time to assess their decision were most certain they made the right choice. A total of 95 per cent were happy, and none of the buyers in the survey regretted their decision. Buyers across all generations shared those views, with more than 90 per cent saying they’re happy they bought a home, and just three per cent expressing any regrets. Satisfaction with their home purchase isn’t the only thing homebuyers from different eras share – they also tend to see a home the same way. Whether they are 18 to 34, 35 to 54, or in the 55 years-plus category, buyers see their homes around 75 per cent as a place to live and 25 per cent as an investment.

Where we start seeing a real difference between generations is among those who do not own a home. Almost half the 18 to 34 age group says they need extra time to save for a down payment, and more young people report they are still establishing their financial and employment stability. Young people are also far more hopeful that they can guess the right time to enter the housing market, with 28 per cent waiting for home prices to decrease, compared to only 13 per cent in the 35 to 54 age bracket. Balanced against the concern about market timing – even among the youngest potential buyers – is widespread confidence in the long-term value of a home purchase; only four per cent say they don’t believe homeownership is a good investment. Thinking about owning a home also stresses out a lot more young people, perhaps because older generations have had more chances to observe how people manage the responsibilities of home ownership. There’s no doubt that repair costs are a big concern for first-time homebuyers. When the Canada Mortgage and Housing Corp. conducted its annual survey, unexpected costs for major repairs worried a majority of first-time buyers. More than a third found those concerns were real when they found themselves on the hook for the cost of immediate repairs after they took possession. One way for first-time buyers to relieve stress is to consider purchasing a new home. The many advantages of new homes are a confidence booster when making such a big investment. So is a 10-year warranty that provides assurance you’re still covered even if an issue arises long after construction. Ottawa moves to raise minimum down payment requirement By Wayne Karl

markets already experiencing a slowdown are among the cities expected to feel additional cooling by the federal government’s new minimum down payment requirement. In December, Finance Minister Bill Morneau announced changes to the rules for government-backed mortgage insurance, intended to contain risks in the housing market, reduce taxpayer exposure and support long-term stability. Effective Feb. 15, 2016, the minimum down payment for new insured mortgages will increase from five per cent to 10 per cent for the portion of the house price above $500,000. The five-percent minimum down payment for properties up to $500,000 remains unchanged. The move represents a graduated approach to increasing the down payment requirement proportionally to the cost of a home. “The government’s role in housing is to set and maintain a framework that is equitable, stable and sustainable,” Morneau says. “(These actions) prudently address emerging vulnerabilities in certain housing markets, while not overburdening other regions. They also rebalance

government support for the housing sector to promote long-term stability and balanced economic growth. “This measure will increase homeowner equity, which plays a key role in maintaining a stable and secure housing market and economy over the long term,” he adds. “It also protects all homeowners, including many middle class Canadians whose greatest investment is in their homes.” Morneau also highlighted the increases in guarantee fees for Canada Mortgage and Housing Corp. (CMHC)-sponsored securitization programs, announced by CMHC. So, what might all this mean for consumers? For those in Calgary and Edmonton, the move could have the unintended consequences of imparting additional cooling on already chilly markets. CIBC Deputy Chief Economist Benjamin Tal says the largest impact will be felt in Calgary, due to the large share of high-ratio mortgages. In this city, the new measures could impact about 10 per cent of new sales, while in Toronto the figure is five per cent; in Vancouver, just 2.5 per cent. “It will only affect a small number of buyers,” James Laird, president of mortgage broker CanWise Financial, told New Home Guide. “People in the affected group may need to rent a little bit longer until they save the extra down payment required. They may still buy where they’re planning

to by getting help from family. Or they may still buy right away, but buy a slightly smaller home than they were planning to.” “The other thing to think about is that it really shouldn’t affect non-firsttime homebuyers. Presumably, they’d be selling their previous home to buy another home, and there’d be enough equity in their home.” Mortgage broker and wealth planner Calum Ross expects a spike in activity before the deadline. “Unexpected changes to the market that make access to capital more difficult historically have had a significant short-term impact, followed by an adjustment,” he told New Home Guide. “Expect market activity to go up substantially on homes priced between $500,000 and $1 million through until the deadline. Personally, the only surprise part of this announcement is why they didn’t do this sooner. The fact people were able to do five per cent down beyond $500,000 was ridiculous to begin with. Different coloured islands continue although wood choices are moving from maple to cherry and even to walnut for a more lux feel. Island colours such as black, ebony, grey and charcoal have become more popular, as homeowners look for creative but classy alternatives to chocolate brown. 5) Hardwood flooring a top seller in new homes Change is underway in both colour and finish, however. With a nod to softer palettes, lighter hardwoods have begun to gain traction with pale grey-blond floors and even ashcoloured oaks popping up here and there. Wider plank flooring is still more interesting than long thin strip flooring and the glossy finishes of just a few years ago are on the decline. Look for more wire-brushed and hand-scraped finishes as they provide surfaces that are less likely to show wear and scratches than traditional dark, glossy hardwoods.

It is smooth and clean with a modern edge. This has become a staple in master bathrooms and front foyers and given some layouts, even kitchens and mudrooms. Most tiles today are larger and are made from porcelain, which is more durable overall than ceramic.

3) Larger trim work and ceiling details for the main floor Rooms where we see this trend include the family room, dining room, foyer, office and living room. Be prepared to look at baseboard that is seven to 10 in. in height from the norm of five just a few years ago. More elaborate ceiling details such as tray, coffered or waffle applications continue to grow in popularity, as well as crown molding in wood or plaster. There are more trends out there in new home construction, but this summary reminds us that the underlying current of dominant design ideas shape what we subconsciously select in the long run. It is important to understand what has staying power and what doesn’t, so you make sound choices when selecting materials and finishes for your new home. It’s hard to think too far ahead, it’s possible that these finishes may surround you and your family for a lifetime. So, do some research before you make final selections to ensure you know what you want and where design trends are heading.

What the new mortgage rules mean for Canadians home price is $454,976 in Canada, it’s $630,876 in Toronto and $947,334 in Vancouver, according to the Canadian Real Estate Association. Although the changes are meant to slow two of the country’s hottest real estate markets, the rules will apply across Canada. The changes will apply to new mortgage loans where a mortgage insurance application is received on Feb. 15, 2016 or later. First-time homebuyers who planned on making a five-per-cent down payment on a property that costs between $500,000 and $1 million will be affected the most. That could lead them to do one of the following:

IF YOU INTEND on buying a property in the future, you may need to come up with a larger down payment because of recently announced new mortgage rules. In early December, Finance Minister Bill Morneau announced changes to the mortgage rules. Starting Feb. 15, 2016, there will be extra down payment requirements for properties costing between $500,000 and $1 million. The current five per cent minimum down payment for the first $500,000 will stay the same, but there’ll be a 10 per cent minimum down payment for the portion of the home price above $500,000. For example, someone buying an $800,000 property would need to make a down payment of five per cent on the first $500,000 ($25,000) and 10 per cent on the remaining $300,000 ($30,000). That would be equal to a total down payment of $55,000, or 6.9 per cent of the total purchase price or an increase of $15,000. The five per cent minimum down payment for properties up
