How best to select a builder?
A little extra research pays off with peace of mind
Y
ou’ve agreed that a new home is the way to go and you’re making headway, but you still have another big decision to make – choosing your home builder. It pays to check the reputation of the builder/developer before you sign on the dotted line. You can start by finding out how long the company has been in business by asking the sales representative or visiting the company’s website. Find out if previous purchasers are happy with their homes. Drive around an existing community built by the company and talk to anyone you run into anyone during your tour. Naturally, you should spend some time visiting several different sales offices and model homes. Get a feel for each company and the staff employed there. Ask a lot of questions and expect to be treated with consideration and respect. No question is too “dumb.” Think twice about any development where the salespeople push you to make a decision you’re not ready for, or where they are not happy to provide you with the information you request. There are certainly many other builders and salespeople out there who pride themselves on putting the customer first. When you do find the right home and the right company, making that big decision will be a whole lot easier and enjoyable.

I
f you’re in the market for a new home, you may be wondering whether now is a good time to buy. Interest rates have inched up for some mortgage products, lowrise new-home sales are down, and prices continue to rise in some housing categories and are relaxing in others. All of this leads some consumers to wonder if they should buy now or wait. Wait for what, we’re not sure. Indeed, land supply and other challenges specific to the home building industry are what’s causing lowrise new-home prices to rise – certainly not a lack of appetite among consumers. Do the math: reduced supply plus continued or growing demand equals higher prices. However, it isn’t just market performance causing lowrise prices to climb; a key contributor – development charges – continue to increase and are becoming even more significant. These fees, by the way, are passed right on to you, the new-home buyer. Still think it’s better to wait?

The Alberta government is set to launch its program
requiring warranties for new homes built in the province on Feb. 1, 2014, but that doesn’t mean buyers have to put their plans on hold until then. The mandatory program will standardize and expand coverage limits, but the reality is most new homes sold these days have warranty protection. The Canadian Home Builders’ Association - Alberta (CHBA - Alberta) estimates that 90 per cent of homes built today are covered by existing warranty programs. We have long believed that figure should be 100 per cent. All members of CHBA – Alberta provide warranty protection as a condition of membership. The Association was a pioneer in this area of consumer protection, offering the first new home warranty program in Canada starting in 1974. It made sense to our members back then to ensure the most expensive purchase most people will likely ever make is covered by a warranty. It makes even more sense now with the average price of a new home in Edmonton topping the half-million dollar mark and coming equipped with hightech systems not even dreamed of back in the year when the first products with bar codes first hits grocery store shelves. Innovative thinking on warranties is just one example of how CHBA – Alberta members are leaders in the residential construction industry. As you evaluate prospective builders, it is worth considering whether you want to put your faith in an industry leader or a followers. Our members agree to the CHBA’s Code of Ethics, which is based on principles of fairness, integrity and consumer satisfaction. They have access to resources that help them stay informed about technological advances, regulations, products, materials, financing and design innovations. Many of our members at our recent BUILD 2013 conference took advantage of the opportunity to be briefed on the details of regulations for the new mandatory warranty program. That’s because they have an ongoing commitment to understanding how new programs will affect home buyers – their customers. The new mandatory program provides 10 years of coverage on the major structural components of a new home, five years of protection on the building envelope with the option to add another five years of coverages, two years on defective materials and labour related to delivery and distribution systems, and 24 New home Guide | oct 25 - nov 22, 2013

Membership in CHBA – Alberta is a key indicator that a new home builder is a professional who is in the business for the long term. These companies will work hard to satisfy their customers because they have a stake in this community and know their future success depends on their reputation. Building a new home is a complex business. Changes to warranty programs are just one example of how builders must continually upgrade their skills to meet the demands of their customers. Dealing with an inexperienced builder – or trying to build your own home – could be the most expensive mistake of a lifetime. If you are in the market for a new home right now, talk to builders about warranty programs. We can guarantee CHBA members already have you covered. AWARDS RECOGNIZING ALBERTA INDUSTRY LEADERS
At the Canadian Home Builders’ Association – Alberta Annual Conference the Industry Leaders Awards were presented to a group of noteworthy volunteers. These awards recognize leaders in the residential construction industry for their commitment to a better industry.
INDUSTRY LEADER AWARDS HALL OF FAME AWARD RALPH HUTCHINSON | DAYTONA HOMES MASTER BUILDER EDMONTON The highlight of the program was induction of Ralph Hutchinson, founder of Daytona Homes Master Builder, into the CHBA – Alberta Hall of Fame. Mr. Hutchinson got his start in the industry with NuWest Homes in 1971, the company started by industry pioneer Ralph Scurfield, who encouraged his employees to pursue their own entrepreneurial dreams. In 1993 Mr. Hutchinson started Daytona. The company has grown to become one of Alberta’s largest home builders with operations in Edmonton, Calgary, Lethbridge, Grande Prairie and Saskatoon. The newest Hall of Fame member generously offered his energy and expertise to serve the industry, including as President of CHBA – Alberta in 2007. That tradition of service extends to the wider community, where his family’s efforts were recognized with the 2012 St. Albert Philanthropy Award.
GEORGE FRIESER AWARD DON DESSARIO | NORR ARCHITECTS & PLANNERS CALGARY This award is presented to a volunteer who has served the association for a number of years at the highest levels. It is the highest award that can be given at the provincial level. This year’s recipient was Don Dessario of NORR Architects & Planners in Calgary. Mr. Dessario served as President of CHBA – Calgary Region and his tremendous knowledge of technical issues has been a vital asset to CHBA – Alberta over the years. He now serves as chair of Urban Council at the national level. Donna Moore accepting on his behalf
KLAUS SPRINGER AWARD WADE PILAT | UNIQUE HOME CONCEPTS GRANDE PRAIRIE This award is presented each year to a builder member who has provided excellent service at the provincial level of the Association. This year the award goes to Wade Pilat, owner of Unique Home Concepts in Grande Prairie. Mr. Pilat has been a strong advocate for housing affordability in the community and has served the Association for many years, both as CHBA – Grande Prairie President and Director on the CHBA – Alberta Board.
MAPLE LEAF AWARD PATRICK ADAMS | NEARCTIC GROUP EDMONTON This major award is given to a general member who has demonstrated leadership and dedication for work at the provincial level. This year’s recipient is Patrick Adams, an architect who has worked in a series of progressively senior jobs in the industry while also making a significant contribution to the Association through his volunteer efforts. He served as President of CHBA -- Edmonton Region at a time of global economic upheaval and for four years as CHBA – Alberta Treasurer helped steer the Association through a significant transition phase.
INDUSTRY LEADER AWARDS LOCAL HBA LEADERSHIP AWARD CHBA–CALGARY REGION CHBA – Calgary Region was honoured with the first-ever Local HBA Leadership Award. CHBA – Calgary has been a leader, innovator and mentor organization for locals throughout Alberta, and indeed the country for many years. Under the leadership of CEO Donna Moore and her strong team, they have pioneered many initiatives, such as Vote Calgary. After June floods, CHBA – Calgary Region raised funds, coordinated volunteers, organized resources, and provided information to those who are rebuilding their homes and lives. They have also been leaders on safety initiatives, mentored smaller local associations, hosted national events and been a strong partner with CHBA – Alberta.

Edmonton among the top cities in economic performance
Meanwhile, energy-related investment in Alberta continues to drive gains in Edmonton’s construction, primary and manufacturing sectors. Saskatoon and Regina are forecast to be
the fastest growing census metropolitan area (CMA) economies in Canada this year, but Edmonton is right up there, according to the Conference Board of Canada’s Metropolitan Outlook, Autumn 2013. “Saskatoon and Regina continue to sizzle. In 2013, both economies are expected to grow about three times as fast as the overall Canadian economy,” says Mario Lefebvre, director, Centre for Municipal Studies. “Vibrant job markets in Saskatoon and Regina are attracting newcomers from all over Canada and abroad, boosting population growth and spurring demand for housing.” Thanks to strength in the goods producing sector, Saskatoon’s economy will expand by a significant 5.2 per cent in 2013, before easing to a still-strong 3.5 per cent in 2014. The city’s employment, which rose a robust 4.7 per cent in 2012, is expected to grow by an even stronger 6.1 per cent this year. Following real gross domestic product (GDP) growth above five per cent in two of the last three years, Regina’s economy will also continue to expand at a brisk pace. Meanwhile, energy-related investment in Alberta continues to drive gains in Edmonton’s construction, primary and manufacturing sectors. Edmonton’s economic growth is expected to come in at a solid 4.2 per cent in 2013. Calgary’s economy will moderate in 2013, mostly as a result of the floods that hit the region this past summer. Even so, healthy gains in the goods sector will make up for an anticipated slowdown in the services sector. After growing by 4.3 per cent in 2012, real GDP in Calgary will increase by 3.3 per cent this year and improve slightly to 3.4 per cent next year. Real GDP in Vancouver is expected to increase by only 2.2 per cent this year, due to slowdowns in both the manufacturing and construction sectors. A decline in manufacturing and a weak services sector will limit Toronto’s real GDP growth to 1.6 per cent in 2013. In 2014, improved global economic conditions will drive demand for manufactured goods, boosting the economy by 2.7 per cent. Winnipeg’s economy is expected to expand by a modest 1.4 per cent in 2013, hampered by weak growth in manufacturing and slow employment gains.

Finding a new home builder you trust When you decide to buy a brand new home,
choosing the right builder is as important as choosing your home. When you purchase a home, you also “buy” the company that will build it. Your satisfaction will depend on their experience, their skills and their commitment to customer service. An important part of the home-buying process lies in determining that you are dealing with a builder who has these qualifications and is able to meet your needs and expectations – for the home and for the buying experience. What you want to know There are thousands of builders in Canada, ranging from small companies building a few houses a year to large builder-developers constructing thousands of homes annually. Whether you live in a large urban area or a smaller community, you will have a number of builders to choose from. Each company may offer a different selection of homes. Some may focus on specific market segments or neighbourhoods. Others may specialize in particular types of homes or have certain distinctive expertise, such as adult lifestyle design or energy efficiency. And every company does business in its own unique way. As you look at homes and communities, also think about the company behind them. Before choosing which one to buy from, take a close look at each builder you are considering and ask these questions: » Who are they? » Do they build a quality home? » What are they like to buy from? » What is their after-sales service like? » What’s their reputation, what do others say about them?

If you don’t, it can be difficult later to remember the details of a particular home or discussion, or to recall which builder said what. You may also want to bring a camera along. When you keep track, it is easier to remember to collect the right information from every builder you visit. Before you call, make a list of questions you would like to ask, such as: » In general, what was the builder like to buy from? Was it a good experience? » W hat particularly did they appreciate about the company? What did they not like about it? » Did they run into any problems, and if so, were the problems solved to their satisfaction? » Was the home completed on time and on budget? If not, what were the circumstances? » Were there missing or incomplete items at the time of possession, or items that had to be fixed? » Were all of their colour selections, upgrades and extras done as requested? » How was the company’s after-sales service? » A re they happy with their home? If not, why? » Would they buy from the company again? » Would they recommend the company? You may also want to do a random check of past customers. Visit communities on a Saturday morning and talk to people who may be outside doing chores, “I’m considering buying a home from such and such builder. Can I ask you a few questions about your home and the community?” Most people are happy to talk about their experiences and offer their opinion and advice.
Who is who in home building? The type of builder you will be looking for depends on the area you live in, and the home you want. Here is a general overview of different types of home building companies. Developers are responsible for getting large tracts of land ready for building. This can involve infrastructure and services (utilities, roads, sewers), community layout and design, including recreational spaces – whatever it takes to turn the land into a neighbourhood. Developers may also construct the homes, or the lots may be sold to individual home building companies. Large building companies specialize in building homes in bigger developments. These companies generally offer a selection of homes designed specifically for the development. Minor customization by homebuyers is usually permitted, but there are usually limits to the amount of change possible. Most will also have a set process for all aspects of the purchase, from the contract signing to the pre-delivery inspection. Medium-sized companies range from 10 to 50 homes a year, depending on your region. Medium-sized companies can be quite diverse – building in developments as well as on individual lots; constructing single-family dwellings as well as townhouses and other low-rise buildings. Small-sized companies build less than 10, and often less than five homes a year. Custom builders build one-of-a-kind homes, each one usually designed and built for a particular customer who may or may not already own the lot. The custom building process allows for complete flexibility, within the limits of municipal regulations and what’s possible technically. Construction contractor is another term for builder. Most commonly, it is used for companies who are contracted by purchasers to build a home on land they already own. Manufactured housing builders construct homes in a factory and bring them to the building site as panels, modules or fully completed units. The amount of work required on-site to complete the home depends on the type and size of the building, the type of foundation and the customization required.

So, you’ve finally purchased a new home. Saved your pennies until they were dollars. Did the appropriate research to find an ideal neighbourhood with the right amenities. Worked through dozens of floorplans with a litany of builders. Negotiated the best deal possible. Borrowed enough money to get a queasy feeling in your stomach. Went back to the sales centre and signed the purchase agreement which is now approved and then – nothing. First nothing for days, then weeks and maybe a month or two.
Well, most builders follow very formalized building processes and as hard as it may be to believe, they generally are working on more than one or two homes at a time. Check with your builder to determine what their specific building process is...
After all that hard work by the buyer, there is kind of a natural expectation your builder will put every one of his staff and resources into building your home. After all, it’s a big deal - right! Well, most builders follow very formalized building processes and as hard as it may be to believe, they generally are working on more than one or two homes at a time. Check with your builder to determine what their specific building process is, but generally they follow similar steps. Those days and weeks when apparently nothing is going on with your house are indeed a busy time, in which the lot is being secured from the developer and registered if in fact the builder did not own the lot. I break the process down as follows and it might help in understanding why building a home can seem so slow, when in fact it’s probably not.
Stage 1 - The Paperwork The first part of building a home is preparation to build. This includes finalizing details of the home structurally and aesthetically. The home plan needs to be plotted onto the lot, a permit needs to be obtained from the city and all the trades need to be scheduled in advance to make sure they are available in an organized and cohesive manner. One major issue that happens here is obtaining the city permit. This is generated by a fairly small department that only has so many staff and during very busy periods (like spring or when the economy is booming) it can take extra weeks to get this vital piece of paper before any field work can begin.
for a week or two. Eventually they will pour footings and foundation walls and then – you guessed it – you wait for the concrete to set. This could be two weeks or more. The next sign of life is a framing crew creating floors, walls, stairs, ceilings and roof etc. This is an especially fun experience as your home rises from the ground (phoenix like) and becomes real. It is a time of tremendous pride for the owners. At this time you want to visit the site every day to watch the progress, but don’t. Framers will be moving around doing work on a few homes at a time so there will be some waiting periods for sure. Next are the windows and doors and then a period of waiting as the “specialists” arrive. These include electricians, plumbers, furnace installers, insulators and drywallers. You may have to wait a bit on each of them as they’re in high demand and depending on the timing and scheduling proficiency of previous steps they may be double booked by this point in construction.
Stage 3 - The Finish Following structural work, comes the interior and exterior finishing. Again, handled by specialists. Painters, flooring installers, carpet installers, tile setters, cabinet and countertop people, and finishing carpenters. Each follow the other in a timeline often impacted by some inconveniences that may add a day or even week to the finishing of your home. The point of this article is to allay fears that “no activity” on your home for a few days or even weeks, is not something to stress about. It’s almost predictable. Don’t call and harass the builder. Often, whatever is occurring is beyond their control and it is in their best interest to finish your home as fast as possible – because that’s when they get paid. Building a home is a complex transaction and some patience and a clear understanding of your builder’s process is a really good way to mitigate stress during those endless waiting periods.

Mortgage OPTIONS You can choose any of these mortgage options which fit into the two basic mortgage types. Lenders may even customize these options to suit your needs. Open mortgage: Allows borrowers to repay all or part of the total amount of their mortgage at any time without penalty. Because of flexibility, this is ideal for borrowers who plan to sell their homes in the near future or who want to switch from a shortterm mortgage at high interest rates to a longer term when mortgage interest rates fall. Closed mortgage: Usually has the lowest interest rate available but lacks the flexible features of other mortgage options. A good choice for those who want the security of knowing their monthly payment is fixed for a longer term. Prepayment options are available but they are subject to conditions. It’s not unusual to bring baggage into a new relationship,
and financial baggage such as a persistent credit card debt or lingering student loan is no exception. Interestingly, research from TD Canada Trust, shows one-in-five Canadian couples (22 per cent) admit they are not always 100 per cent honest with their partner about their spending and saving habits. No need to check into couple’s therapy yet – TD and dating guru Christine Hart have some advice to help start the conversation. “Financial baggage is not uncommon; we all have independent financial lives before we enter into a relationship and that can include old student loans, a tarnished credit rating or on the flip-side a healthy RSP or savings account,” says John Tracy, a senior vice-president at TD Canada Trust. “Opening up about finances can be hard, especially at the start of a new relationship, but it is vital couples have honest conversations in order to build a solid financial future together.” Dating expert Christine Hart agrees that couples need to be honest about any baggage – financial or otherwise – they bring into a relationship. 1. When to have “the talk” Money generally comes up in conversation around the third date, according to Hart. HST would restore Alberta advantage: report
The thought of paying zero
provincial income taxes may seem like fantasy to Albertans. But, if the province were to implement a Harmonized Sales Tax (HST), it could be reality for a large portion of the population. In a recent report published by The School of Public Policy, authors Jack Mintz and Philip Bazel examine the effects that introducing a provincial HST of eight per cent (combined with the five per cent GST) would have for Alberta’s citizens, government revenue and the province’s business environment. “It would enable the province to raise the income-tax exemption from $17,593 to $57,250, making it possible for couples to earn up to $114,500 free of any provincial income taxes,” the authors write. “In addition, the province could lower income tax rates for income over that amount from 10 to nine per cent as well as introduce a low-income sales tax credit.” Mintz and Bazel argue that Alberta currently relies far too much on corporate and personal income taxes rather than consumption taxes (like an HST) and that this is detrimental to the economy because it makes the province less attractive to investment. “With the revenue from the HST, Alberta would have the capacity to lower its general corporate income tax

from 10 to 8.43 per cent, reducing taxes on investment,” the authors write. Meanwhile, the prospect of capturing the HST associated with non-resident tourism is another benefit for all Albertans. HST associated with nonresident consumption currently represents forgone revenue for the province of around $800 million. This revenue could be used to fund public services along with a $1.3 billion transition payment from the federal government.
“With the revenue from the HST, Alberta would have the capacity to lower its general corporate income tax from 10 to 8.43 per cent, reducing taxes on investment.” The idea of an Alberta sales tax has been floated before, with many politicians taking a firm stance against it. One possible counter-argument is that there would be a high cost of implementation. However, Mintz and Bazel quash this concern, arguing that an HST could easily be administered using the same collection mechanisms already in place for the GST. “The task of persuading the public must fall to bold politicians,” they write. “But if provincial legislators truly value tax fairness, competitiveness, and the future fiscal stability of the province, they have a duty to convince voters that an HST is the right choice for Alberta.”

Granville Days A Weekend Celebration
The crowds came out for Granville Days on Sept. 28 and
29, which put the flourishing west end community on full display. The event allowed families to explore the beautifully developed community of Granville and all of the great features the neighbourhood has to offer, including two charming water features and plenty of greenspace with trails. Guests were treated to activities ranging from leisurely entertainment to high impact fun! A variety of great eats were presented throughout the community allowing attendees to taste flavours from around the world. Plus, multiple giveaways throughout the event offered the chance of going home with a fantastic prize! Granville Days included an array of activities for the whole family to enjoy. The highlight of the event was the helicopter ride which provided guests with a bird’s eye view of the neighbourhood. If a ride in the sky wasn’t your preferred mode of transport, Granville Days offered pedal boats to tour around its scenic lake. And, for all the land-lovers, a horse and trolley tour of Granville provided yet another way to travel throughout the community. How consumers can take steps to
protect their goods in transit The Canadian Association of Movers (CAM) recommends that consumers learn about the respective liability of movers and consumers during a move and take the necessary steps to protect their property. Moving a home filled with furniture and fragile property to a destination without any scratches, breakage or loss is the sign of a reputable mover. But damage to a customer’s goods can occur even with the best-trained movers. Now, imagine what happens to goods if they are moved carelessly by untrained, scam operators using poor equipment, without insurance. Who is responsible for loss or damage is the most hotly-contested issue in moving complaints. Consumers need to recognize the risks, understand who’s liable and take steps to protect themselves. Homeowner’s insurance probably does not cover your household goods in transit. It’s important that consumers understand what the mover will do in the event of a problem. The consumer must ask important questions and get the answers in writing. Ask what happens if a chair is broken, the contents of a box that you packed are damaged, the contents of a box that the mover packed are damaged or your fine artwork is lost. The liability for loss or damage is shared between the consumer and the mover. In law, a mover’s liability is only $0.60 per pound per article moved and the consumer assumes the remainder of the risk. This means that for a 50-pound TV, the mover’s liability is $30. This coverage is generally not sufficient to protect the customer. Household goods, on average, are worth $10 per pound or more. A reputable mover will offer to accept the customer’s risk for a fee or include this coverage in the price of the move. The fee may be based on either the value that the customer declares for the goods or the $10 per pound average. The mover is not liable for loss of or damage to contents of customer-packed boxes unless there is negligence by the mover. If the consumer has to file a 92 New home Guide | oct 25 - nov 22, 2013
claim for lost or damaged articles, it’s the mover’s option whether to arrange for repair or replacement within limits of the mover’s liability. A mover is only required to replace or repair the lost or damaged piece or pieces of a set – not the complete set. The mover is not liable for damage to mechanical, electronic or other operations of articles such as radios, clocks, appliances and musical instruments, irrespective of who packed or unpacked them, unless the mover performed or arranged for servicing and preparation of these articles prior to the move. Neither is the mover liable for deterioration of or damage to perishables like food or plants. Remember that your computer is replaceable but the data it contains is not. So back it up and, at minimum, carry the backup with you if not the entire computer. Movers are liable only for goods that are disclosed to the mover on the face of the contract – the Bill of Lading. If items are carried by the mover without knowledge and the customer claims loss or damage, the mover cannot be held liable. Consumers should not put jewelry, money, stocks/ bonds and important documents in with the household shipment, but should carry these themselves. Items of extraordinary value should be appraised before shipping to ensure that their valuation is understood by both the mover and consumer. Remember that you must ask for an explanation of your risks and the steps the mover will take to reduce the risk of loss or damage. It’s easier to fix a problem before it happens than to try to get compensation after the fact. Get all your agreements with the mover in writing. And finally, your best protection in reducing your risk is to hire a reputable mover. What’s for dinner? Avoid the stress and expense of last-minute dinner decisions with a little advance planning. Ask your family to list their favourite meals and create a revolving two-week dinner menu (with a grocery list to match). Post it on the fridge so whoever comes home first can start preparing it. Double the amount you make and freeze it for quick meals on the busiest nights.

If you find your “to do” list overwhelming and ineffective, consider approaching it differently. Rather than one long list, create several short ones based on the category of the task, i.e. errands, home, calls, computer, etc. Keep your lists together in a small notebook that’s portable and always easily accessible. Multi-tasking reduces productivity. Contrary to popular belief, multitasking may actually lower productivity. Switching back and forth from one task to another costs time and leads to frustration and feelings of overwhelm. As a result, stress increases and there is a greater chance of error. Although simple tasks can be done at the same time, like watching TV and folding laundry, important, complex activities require our undivided attention.
