Taking advantage while you can Use low interest rates to your benefit
T
he Bank of Canada’s latest announcement to hold its interest rate target at one per cent does not come as a surprise. The rate has been holding at that level since September 2010, which is good news if you’re in the market for a mortgage. There are many excellent mortgage products available from banks and brokers that will suit your individual needs, and are likely lower than posted bank rates, which are currently hovering around three per cent for a variable rate. With a preapproval in hand, you’re protected if rates rise; if they go down, you’ll likely get an even lower rate. A pre-approval can be a win-win situation for shoppers, since it means you don’t have to wait to get financing approval on a home when you put in an offer. This is an especially good tool to have in markets that are hot. Removing the “conditional on financing” clause could mean your offer is accepted first since you already have your financing in place. So, when will rates rise? It’s anyone’s guess, but most experts agree it’s unlikely there will be much movement until early 2014. The Bank will make its next scheduled rate announcement on March 6. Don’t wait until then to get pre-approved for a mortgage. It can take a few days. Many lenders now offer online pre-approvals to make the process faster and easier.

New-home buyers in Ontario should take comfort in knowing every home is backed by Tarion
I
magine buying a new car, TV or other big-ticket item without first inquiring about the manufacturer’s warranty. You wouldn’t dream of it, would you? But when it comes to buying a new home, many consumers are not always as diligent. Perhaps it’s a matter of some people being so excited about buying a new home that they’re more interested in choosing finishes than reading the fine print of a sales agreement or warranty. Or maybe they assume all builders are created equal, and that certain things are covered, when in fact they may not be. Or it might be a lack of awareness of just how new-home warranties work in Ontario. Welcome to Tarion Warranty Corp. – a non-profit, private company designed to protect the rights of new-home buyers and to regulate new-home builders. With four main responsibilities – homeowner education, warranty enforcement, builder licensing, and identifying and prosecuting illegal building – it is, unfortunately, a necessary but extremely valuable body. It is also one you should get to know. That’s why, beginning next issue, we’re going to run regular content on Tarion, to help educate readers on what the organization does and how it can help. Just like for cars or electronic devices, all manufacturers and products are not created equal. Learning about your new-home builder and warranty is a crucial part of the homebuying process.

Taking the reins: Today’s woman in real estate by Marnie Bennett
I love introducing women to the world of real estate.
Since I began my career, the opportunity has been arising more and more often. The fact is, more single women are buying homes today than ever before. This can be chalked up to several factors. Many younger women are choosing to focus on their careers rather than getting married and starting families in their twenties. Such financially independent women see no reason to postpone home ownership. On the other side of the coin, it’s the unfortunate truth that approximately 50 per cent of marriages lead to divorce, leaving many women to house hunt solo for the first time. Finally, women live seven to ten years longer than men on average, which translates to a significant number of widows finding themselves in the market for a smaller home. This adds up to a lot of women who are faced with making crucial financial decisions about matters such as mortgages, insurance and investments, for the first time in their lives. Having been raised by a single mother, this is an issue that’s close to my heart. I watched my mom struggle financially and long ago decided that, married or not, I would take control of my personal finances; for me, real estate investment was key. I strongly believe that engaging with the real estate market can be an excellent way to leverage your current funds. Many people give their savings over to financial advisors, acquiring paper assets; but such investments give them little control over their own finances. Property investment, on the other hand, gives the owner complete control: real estate can be leveraged, improved or rented out as you see fit. Interestingly, 15 per cent more single women are buying homes as compared with single men. This may be connected with a nesting instinct, with a heightened desire for security, or with a preference for investing in something tangible as opposed to paper assets. When women overcome their initial apprehensions about investing, they tend to do very well; in fact, studies have shown that allwomen investment clubs regularly out-perform all-men investment clubs by as much as 20 per cent. The reason for this? I believe that, just as women are more willing than men to ask for directions, they’re not afraid to ask questions when it comes to learning something new. They’ll listen to professionals and weigh in all the factors, whereas men are more likely to want to do things their way. Women are also often more moderate risk-takers; having succeeded, they’ll take their money and move on to the next endeavour. Applied to real estate investment, these traits stand women in good stead. Unlike some career ventures, I believe there is no glass ceiling in the world of real estate investment. Given the motivation and the proper know-how, there’s nothing holding women back from finding significant financial success through property ownership. 2013 Official Plan review process by John W. Herbert Most residents of Ottawa are fortunate in never having to become involved with Official Plans, because they can be extremely complex and open to a range of interpretations. For anyone interested in urban growth, however, an intimate knowledge of the Official Plan is compulsory. Every city in Ontario must update its Official Plan under the Provincial Planning Act every five years in order to ensure that it remains current and keeps government, industry and residents all working together towards common objectives. An Official Plan is the highest level road map for growth that a city requires, and must be synchronized with a Comprehensive Zoning Bylaw in order to facilitate orderly development. The Official Plan needs to be conceptual in nature in order to facilitate creativity and unique solutions that recognize special circumstances. Conversely, a Zoning Bylaw needs to be more prescriptive in order to define how an Official Plan can be implemented. Some Official Plans are game changers in that they chart a completely new direction for urban growth, while others are simple course corrections. Ottawa’s 2003 Official Plan implemented an “intensification” strategy that attempted to direct future grow into the city centre and limit suburban growth. The 2008 Official Plan continued with the intensification theme, but the negative impact on housing choice and affordability had become so great that industry felt it had no choice but to appeal the matter to the Ontario Municipal Board, and fortunately for new buyers, ended up winning a major victory. The suburban land shortage created by Ottawa’s intensification strategy has dramatically driven up the cost of housing and caused a high number of what would otherwise be Ottawa taxpayers to seek opportunities and more affordably priced housing in smaller outlying communities. This results in a double negative for Ottawa in that it causes a significant increase in the number of commuters who must use Ottawa’s roadway network more extensively than ever before, but they pay the development charge on their new home to another jurisdiction so that it is not available to Ottawa to construct and maintain roadways. This increase in commuting traffic also contributes to environmental problems, particularly during peak hours when vehicles are backed up and idling on the Queensway. The 2013 Official Plan policy objectives are rather thoughtful and in many ways represent a unique approach in proposing some solutions to past problems, while openly raising the issue of affordability when it comes to making various choices related to future growth. Where past documents ignored the economic impact of proposed strategies, this Official Plan puts the issue front and centre. Some purists might suggest that an Official Plan should not concern itself with such mundane issues as cost, but we believe that most tax payers would feel otherwise. This Official Plan challenges us to make decisions based on what we believe the future holds when it comes to issues such as transportation. The City openly states that it intends to spend less money on roadway maintenance and new construction and more on various means of mass transit. right direction, while others believe it is naive and that the automobile will always be with us and pretending otherwise will create massive future inefficiencies that will put Ottawa at a serious competitive disadvantage. On one hand, the documents suggest that our transportation infrastructure needs to be utilized more efficiently in the future, but then goes on to state that more dedicated bicycle lanes will be built. Following the 2003 Official Plan, the Greater Ottawa Home Builders’ Association began asking for a Comprehensive Zoning Bylaw in order to implement it. This never happened, and the disconnect that has existed ever since has caused increasing conflict between builders who have no clear idea about where highrise structures will be approved and residents who are increasingly upset with the manner in which intensification is transforming their neighbourhoods. Depending upon how it is implemented, the City’s announcement that the 2013 Official Plan process will include the development of a Comprehensive Zoning Bylaw to implement it is good news for builders and residents alike. Councillor Peter Hume has been the driving force behind this approach to the Official Plan review, and he should be congratulated for the innovative direction taken to date. Residents who are interested in some of the higher level urban growth issues dealt with in this review should take a few minutes to review the preliminary proposals and complete a survey that is available at ottawa.ca/liveableottawa

Canadians relying on RRSPs for retirement but not necessarily contributing: Scotiabank Poll
With the RRSP contribution deadline just weeks away,
Scotiabank’s annual Investment Poll found that two-thirds of Canadians who plan to retire say their RRSPs will be their source of retirement funding (65 per cent), yet half of Canadians say they do not plan to contribute to their RRSPs this tax season (49 per cent). “We want to encourage as many Canadians as possible to consider contributing to an RRSP and take advantage of this important investment opportunity as part of their overall financial plan,” says Mike Henry, senior vice-president, retail payment, deposits and lending, Scotiabank. “It is a bit worrying that people might be relying on investments that they have yet to make. Even making small contributions every month or year can really help your plans down the line.” In addition to their RRSPs, top sources of retirement funding for Canadians include their savings (60 per cent), the government (57 per cent), work pension (52 per cent) and selling their home (22 per cent). Two-thirds of those who expect to retire say they are concerned about not having enough money to support their retirement (68 per cent). Four in 10 of those who expect to retire in the future (41 per cent) think they will need less than $300,000 for their ideal retirement. Over the past five years, Canadians say they have saved an average of $24,469 (this is down from the $31,824 they reported saving over a five year period in 2011). The study also found that four-in-10 Canadians who are currently saving for retirement (44 per cent) have been doing so for the past one to 10 years. As well, more people are setting aside less than $200 each month (43 per cent versus 34 per cent in 2011). “As I like to tell my pre-retirement clients, there is no one dollar amount that you’ll need for your retirement as every person’s idea of retirement is unique,” says Bev Moir, senior wealth advisor, retirement planning at
ScotiaMcLeod. “The key is to start investing early, invest regularly and stay invested. Having a financial plan in place to help you map out what you can do throughout the year is a simple way to stay on track and look forward to making that all-important RRSP contribution worryfree. From automatic contributions to your RRSPs to choosing financial products that help you save as you spend, a financial advisor can help you develop a plan to suit your lifestyle.” Additional findings from the study found that while many Canadians say they are optimistic about the future of the Canadian economy (46 per cent), a growing number of Canadians who have yet to retire say they have pushed back their planned retirement age because of the state of the economy (33 per cent versus 27 per cent in 2011). The majority of those planning to hold off on retiring say they have pushed their retirement back by five to nine years (58 per cent). A smaller group of Canadians say they plan to push it back by 10 or more years (27 per cent).

I had an interesting conversation with a colleague the other day regarding property values in Vancouver. He relayed me a story of a friend who had bought a house on the west side of Vancouver in the mid 1990s and it is now worth more than four times the amount he paid. In terms of equity, it was the equivalent of winning the lottery. We pondered the question, what will people be saying 20 to 25 years from now? Is it quite possible that a young 25-yearold couple today might look back in the year 2033 and say “If only we had bought that house back in 2013? Why didn’t we? Oh yeah, there were new mortgage rules and a lot of global uncertainty….” Here are a few things that I’ve learned about real estate 1 Real estate has peaks and valleys, but there has never been a future peak that is lower than the past one. Just give it time. 2 Time is your ally. Time can turn any bad real estate decision into a good one. 3 Equity is your safety net. It can supplement a pension and give you financial options in later years. 4 Your mortgage is a forced savings program.

Global uncertainty There is no doubt that we live in an age of global uncertainty and face the threat of financial chaos in Europe and a pending credit crisis in the U.S. However, this is not the first time our world has faced these challenges, and it won’t be the last. The key factor to look at is what you can control in your world. Ask yourself about your own employment options – your own employment future. The key to creating long-term wealth in real estate through equity is your ability to afford your monthly mortgage payments and making them consistently over a long period of time – regardless of what is happening on the other side of the world.
