How best to select a builder? A little extra research pays off with peace of mind

ou’ve agreed that a new home is the way to go and you’re making headway, but you still have another big decision to make – choosing your home builder. It pays to check the reputation of the builder/developer before you sign on the dotted line. You can start by finding out how long the company has been in business by asking the sales representative or visiting the company’s website. Find out if previous purchasers are happy with their homes. Drive around an existing community built by the company and talk to anyone you run into anyone during your tour. Naturally, you should spend some time visiting several different sales offices

and model homes. Get a feel for each company and the staff employed there. Ask a lot of questions and expect to be treated with consideration and respect. No question is too “dumb.” Think twice about any development where the salespeople push you to make a decision you’re not ready for, or where they are not happy to provide you with the information you request. There are certainly many other builders and salespeople out there who pride themselves on putting the customer first. When you do find the right home and the right company, making that big decision will be a whole lot easier and enjoyable.

Saving for retirement outranks reducing debt in 2014 for Canadians: RBC poll

Reversing last year’s rankings, more Canadians are citing saving for retirement as a top financial priority compared to those who are prioritizing paying off debt, according to the 24th Annual RBC RRSP Poll.

More than half (52 per cent) are now focusing on increasing their retirement savings, with 48 per cent placing a priority on debt reduction, compared to 44 per cent and 54 per cent respectively in last year’s poll. This reversal of financial priorities is even more marked among middle-aged Canadians – those 35 to 54 years old – with almost two-thirds (62 per cent versus 52 per cent last year) focusing on saving for retirement ahead of reducing debt (52 per cent versus 56 per cent). 20 New home & Condo guide eastern Ontario | feb 22 - Mar 8, 2014

“These findings indicate Canadians are more comfortable with how they are managing their debt and this is allowing them to focus more strongly on retirement savings this year,” says Bill Hill, national retirement planning consultant, RBC. “To help ensure those savings will support the retirement they have in mind, we recommend they review their lifestyle and financial goals with a financial advisor as early as possible.” The annual RBC poll also found that RRSP ownership among those aged 35 to 54 has jumped to 68 per cent from last year’s 58 per cent. In addition, one-quarter (26 per cent) of middle-aged Canadians has determined they will need to save, on average, $545,000 for a comfortable retirement. “This is the age group that needs to be planning now for the lifestyle they want to have in retirement,” Hill says. “As Canadians who have already retired know, there is so much more to your retirement years than just the money you think you’ll need. The beginning of each new year is a good time to sit down with a financial advisor to explore all aspects of a successful retirement – you may well find you have more options than you are aware of today.”

Group promotes national approach

to elevating consumer understanding of mortgage risks The Mortgage Broker Regulators’ Council of Canada (MBRCC) is helping consumers across the country gain a better understanding of the risks and responsibilities related to obtaining a residential mortgage. The organization has developed a pamphlet, as well as educational content for its website, to ensure that Canadians in all provinces have access to practical information and important considerations about mortgages.

Know Your Mortgage Risks & Responsibilities, the materials developed by the MBRCC, are part of the organization’s efforts to improve mortgage consumer education. “It is important that borrowers understand the key considerations and implications when agreeing to a mortgage,” says MBRCC Chair Kirk Bacon. “Educating consumers helps them make more informed decisions. This is true regardless of the province they live in.”

The information was developed for use in all MBRCC member provinces. The educational materials and the types of information borrowers received on mortgage risks and responsibilities vary from province to province. “Given the differences, we felt it was an area in need of further collaboration from the provincial mortgage broker regulators,” Bacon adds. The MBRCC developed the pamphlet as a disclosure tool for mortgage brokers to provide to their clients during their initial discussions. It is designed to ensure that borrowers are knowledgeable from the outset, as well as to help stimulate discussions with the broker. “Brokers play a critical role in educating borrowers. Their clients look to them for information and advice. We appreciate their help in getting this information to the public,” says Bacon. The pamphlet introduces readers to mortgage risks and responsibilities and points them to the MBRCC website for further information. The pamphlet is also available on their website for brokers to download and print at their convenience.

More and more often, I’m meeting male clients who toss the term “man cave” around when listing the features they’re looking for in a home. For some, the man cave is meant to be a retreat from the hustle and bustle of family life – a place to crack open a beer and watch the game in peace. Others are more interested in a place to entertain their buddies, where Superbowl parties and poker games reign supreme. For reasons of space and noise containment, man caves tend to be located in the basement. New homes are ideal for this purpose, as today’s basements offer great head clearance; as well, there’s no better way to customize a space than from the ground up. There are all sorts of gimmicky man caves featured in magazines, with décor chosen along a specific theme: golf, for instance, or vintage cars. That’s great, if it makes you happy. But I’d like to address a few of the features that will give your space real staying power: » If watching sports and movies is important to you, talk to your builder about installing an in-wall audio system and wiring the room for your wall-mounted television or projector. » Lighting should be plentiful. While an overhead light can be useful, you’ll likely get more use from pot lights on a dimmer switch, combined with floor and table lamps. Consider appropriate fixtures above a pool table or bar. » Wall colours are traditionally deep and warm; this is a place to be cozy and relaxed, not hyper-alert. Carpet underfoot should be plush, with a great underpad. » Consider how you’ll entertain. If asked, most builders will install a bar, or an in-wall fridge for beer or wine. The more work you can hand over to your builder, the sooner you can tilt back that recliner and soak up the manly vibe.

ment requests direct input and in previous years it has been treated seriously. Given that the residential construction industry in Ottawa employs more than 25,000 men and women and contributes more than $3 billion to the local economy, one would think that government might be interested in learning as much as it could about how to not only keep the housing industry healthy but also how to properly nourish and support it. This is especially true in Ontario where only days before the pre-budget consultations were held the national employment numbers where released and out of 45,000 jobs lost in Canada that month, 39,000 were in Ontario. More than 50 people attended the consultations, but the results ended up being rather discouraging. The official moderator announced that everyone would have two minutes and 30 seconds to present their information. There were immediate grumblings throughout the room. The Minister of Finance Sousa from Toronto left us wondering if meaningful consultation was being invited or muted. Ministers Chiarelli and Naqvi from Ottawa sat at either end of the head table and appeared rather uncomfortable and embarrassed. The Home Builder representative had time to provide his name and introduce the presentation topic before being cut off by the moderator who invited the next presenter to the microphone. Given that the provincial government wouldn’t provide due opportunity to hear the industry’s highest level concerns, we thought they might be of interest to Ottawa residents: The constantly increasing level of taxation on housing in Ontario has reached the point where it is having a serious negative impact on the wealth creation and economic development activities throughout the province. Unless the government recognizes the serious structural economic problems that now exist in Ontario and takes appropriate action to mitigate against them, we will continue further down the path of a “have-not province,” and become increasingly dependent upon the rest of Canada to support us. It’s hard to believe that less than 25 years ago, prior to the introduction of GST, PST, Provincial Land Transfer Taxes and Development Charges, the total government fees, charges, taxes and levies on a new home amounted to only three per cent. Today, that total is 23 per cent and rising rapidly. In Ottawa, that 23 per cent tax on a new home converts into approximately $100,000 that new-home purchasers must include in their mortgage and pay for over the next 30 years. So, these

homebuyers are paying more than $400 per month more than buyers 25 years ago just to cover government taxation. This is $400 per month of disposable income that would otherwise be available to young families. Ontario has the highest Development Charges in Canada and so its new-home buyers are being put at a serious disadvantage compared to other provinces. This is a massive financial burden to be placed on the shoulders of young families who are just starting out in life. This money could be used to put their children through university or invested in the economy or used to create a new business’s generating much-needed new jobs. The province should take immediate action to : 1.) Reduce its taxation on new homes through building materials, components and the Land Transfer Tax 2.) Prevent municipal governments from implementing any further increases in Development Charges using the Provincial Development Charges Act 3.) Open discussions with the federal government to implement indexing of the GST on new homes which was promised at the time GST was created but was never implemented. Immediate action is required in Ottawa because the City is currently in the process of undertaking its five-year Development Charge review and is also supporting proposed legislative changes that could potentially implement substantial increases in June of this year. Premier Wynn is talking about new Development Charges for public transit and hospitals. If the government of Ontario cannot get its spending addiction under control in time to deliver a spring budget, we fear the housing industry could be the next engine of growth to run out of gas and start adding to the unemployment lines.

Technology on the move » by Chuck Resnick Let’s face it, your electronic devices make the world go ‘round. Being in the moving business, we realize how important those items are to families.

One of the most common questions we get is how to transport electronics safely, especially big-screen TVs. During a move, whether it’s across town or across Canada, it is important to give these items special treatment so they arrive in one piece and in good working order. The best advice we have for accomplishing this goal requires some forethought: keeping the original boxes and foam spacers the electronic items came in. That is truly the safest method for moving them. Of course, people rarely keep these boxes, so there are specialty boxes and crates designed specifically to move big-screen TVs safely. People who do their own packing and moving should be aware of how easy it is to damage one of these units. Spending a few dollars extra to purchase or rent one of these special boxes can make all the difference. Another thing to remember is that most of these television sets are mounted on wall brackets, and moving companies are reluctant to disassemble the wall mounts or assemble them at the other end. Usually, if something is going to go wrong, that’s when it will happen – and again, people rarely keep the installation instructions for the brackets. It’s far too chaotic on moving day to try and find instruction manuals. The best plan when preparing for your move is to take the TVs off the walls yourself ahead of time and have them ready to be packaged properly. Here’s a tip for anyone disassembling electronics for a move: Get your digital or phone camera and take photos of the wiring connections on the backs of the TVs, cable boxes, DVD players and the like. When it comes time to reassemble them, it will be much easier to reference how they were set up originally, saving time, stress and frustration.

The same goes for stereos and gaming systems. Many teenagers leave their entire gaming systems hooked up until moving day. It’s up to them to disassemble their systems and hopefully place them into their original packaging. If not, the best thing to do is wrap consoles in anti-static bubble wrap and place them into appropriately sized boxes so they won’t move around during the trip. In fact, this is the best way to treat most electronics items. That includes computers – especially desktop units. We have specialty boxes designed specifically for them that can be bought separately. If you choose not to go that route, then surround the unit with anti-static bubble wrap and place it into an appropriately sized box. And here’s a handy tip: pack the associated hardware with the electronic item. For instance, Place your computer’s mouse, keyboard, power cord, scanner and printer cables into the same box. When these items all arrive together at your new digs, you’ll be very glad you did!

The first question to ask yourself when choosing investments for your RRSP is, “When am I going to use this money?” explains the overlap between retirement savings and other types of savings that take place within an RRSP. The first question to ask yourself when choosing investments for your RRSP is, “When am I going to use this money?” If you’re using a portion of your RRSP savings as your emergency fund, then keep that portion of the RRSP assets fairly liquid so you can access the money in an emergency. If you’re tapping into your RRSP to buy a home, you’ve got a short- to medium-term investment horizon and must choose investments that suit. So you’ll have to forgo equities in favour of a more-conservative investment portfolio. Since you don’t have the time to wait out the bumps in the road that are part of the equity-investment experience, you have to settle for less return. Being clear on how you plan to use your RRSP dollars is especially important when those dollars are being contributed to a spousal plan or the contributing spouse could find money withdrawn from that plan taxed in his or her hands. The rules for withdrawals from a spousal RRSP state that if money is taken from a spousal plan within three calendar years of a contribution, that money could be taxable at the hands of the original contributor, defeating the original income-averaging strategy. Make spousal contributions by the end of the calendar year as opposed to in the first 60 days of the new year, since spousal contributions are measured on a calendar-year basis. If you delay your contribution, you’ll end up extending the withdrawal period by another calendar year. Perhaps the toughest part about using your RRSP for myriad purposes is keeping track of which of your RRSP dollars is for what. Here, consolidation may work against you. Instead, consider opening a separate RRSP for each of your

purposes and file your statements based on what you’re trying to accomplish. Separate accounts will not only help you stay focused on the purpose for which you are saving, it will allow you to keep your time horizon in perspective. While the money in your RRSP is yours and you decide how to spend it, don’t sacrifice your long-term goals for short-term ones. It’s easy to get focused on a single objective to the exclusion of all others. To be balanced, look at what you want your savings to do for you long-term, medium-term and shortterm. If you’re saving for a home, instead of putting this year’s total RRSP contribution into your “Home Ownership RRSP,” consider dividing it equally between home ownership and retirement. It will take a little longer to get into your dream home, but when you do, you won’t be behind in terms of retirement planning.

financing decisions for first-time homebuyers to consider: down payments (20 per cent is the goal), mortgage options (it’s not just about the lowest interest rate possible) and accelerated payments (pay down more than you need to). “Homeownership is a major goal for many Canadians, and in today’s market it is especially important that prospective buyers understand home financing options in order to manage their overall monthly costs, assess the flexibility they will need, and help plan for the future,” says Farhaneh Haque, director of mortgage advice at TD Canada Trust.

The following tips can help first-time homebuyers structure their mortgage so that it works best for them before signing on the dotted line:

Down payment: how much and how to finance? There are many benefits to a larger down payment. For example, homebuyers with a down payment of greater than 20 per cent do not have to obtain mortgage default insurance, the premium for which is calculated as a percentage of the mortgage and is paid up front or by adding it to the principal portion of the mortgage. So, the larger the mortgage balance, the higher the monthly mortgage payments. Eliminating or decreasing this premium can result in significant savings. Haque suggests that first-time buyers can take advantage of the government’s Home Buyers’ Plan and use savings in their RSP to bolster the down payment. “Homebuyers can also consider withdrawing up to $25,000 from an RRSP to put towards the down payment on a first home,” says Haque. “While this


can be a huge help upfront, among other conditions it must be repaid within 15 years, so make sure to factor in the repayment schedule into the monthly budget.”

Mortgage options: fixed or variable interest rate, open or closed term, flexible payment features? A low interest rate isn’t the only factor to consider when choosing a mortgage. A mortgage specialist can help you navigate options like flexible payment features, and discuss monthly payment amounts in the context of your overall cash flow and future home-buying plans. “Buyers choose a home because it fits their lifestyle needs,” says Haque. “A

Once you find the best option for you, look for opportunities to realistically accelerate repayments.” Fixed vs. variable interest rate:
With a fixed interest rate mortgage, the interest rate and monthly payments do not change throughout the term of the mortgage and it’s clear upfront how much will be paid off at the end of the term. With a variable interest rate mortgage, the interest rate may fluctuate during the term. If interest rates go down, more of the monthly payment is applied to the principal, helping to pay off a mortgage faster. If interest rates rise, more of the monthly payment is applied toward interest. In

addition, with a variable interest rate mortgage, you may be required to revise your payment arrangements at certain times. “This choice usually comes down to whether homeowners are comfortable with the possibility of paying more money toward interest and less to principal some months as a trade-off for potential interest savings other months, or if they prefer the stability of a fixed interest rate mortgage,” says Haque. Open vs. closed mortgage: 
With a closed mortgage, a homeowner agrees to a term anywhere from six months to 10 years. There are conditions that limit when a closed mortgage can be renegotiated or refinanced and there may be a prepayment charge for renegotiating early or paying off the mortgage prior to the end of the term. Often negotiated for a shorter term, an open mortgage can be paid off at any time without prepayment charges. While it offers greater flexibility in terms of repayment, the interest rate for an open mortgage may be higher than for a closed mortgage. Flexible payment features: 
Some mortgages offer features that give homeowners added flexibility to react to changes in their financial situation. For instance, flexible mortgage options may allow homeowners to make prepayments on their mortgage when they can and then reduce their monthly mortgage payment or take a payment vacation for a short period of time when they need to. “Until it’s paid off, a mortgage will become a part of a homeowner’s life. Homebuyers need to ensure the terms of their mortgage match their plans, now and for the future,” says Haque.

Accelerated payments: how can a mortgage get paid down faster? Homebuyers can pay off their mortgage faster and save money on interest by choosing a shorter amortization period or setting up an accelerated weekly or biweekly payment schedule instead of a monthly payment schedule. Prepayments are another way for homebuyers to pay their mortgage faster without locking into a payment schedule that could make it a challenge to manage their monthly cash flow. Many lenders allow mortgage holders to make prepayments up to a percentage of the original mortgage amount each year. “It’s wise for homeowners to strive to be mortgage-free quickly; however it’s important they don’t stretch themselves too thin with the amount of their payments,” says Haque. “Beyond their mortgage, there are ongoing expenses that come with homeownership such as property taxes, utility bills and maintenance. It’s important that homebuyers budget for these expenses when deciding on the mortgage payment schedule they can afford. They need to be realistic and not put themselves in a position where they’re struggling to keep up with payments.”

Tax tips for the homebuyer Tax credits to ease the pain of this big-ticket purchase Buying a home is a big investment and a financial commitment – especially as a first-time homebuyer.

Many first-time homebuyers are generally recovering from the first year of moving into their dream home, and all the associated fees, unanticipated closing costs and expenses to maintain the home.

There are a couple of tax credits that homeowners should be aware of when filing their 2013 tax returns. The Home Buyers’ Plan (HBP) is a program that allows you to withdraw up to $25,000 from your Registered Retirement Savings Plan (RRSP) to buy a qualifying home for yourself or for a related person with a disability. RRSPs aren’t just for retirement anymore. This plan lets first-time homebuyers access their retirement savings tax-free, to increase their down payment and decrease their mortgage amount – and interest paid. The HBP withdrawal limit is $25,000 – tax-free – for each you and your spouse, for a combined total of up to $50,000 toward your down payment or other home-purchase related costs. In order to take advantage of this plan, your RRSP contributions must remain in the RRSP for at least 90 days before you can withdraw them under the HBP. Generally, you will be required to repay all the withdrawals to your RRSPs within a period 15 years to avoid paying tax on that sum. You will have to repay an amount to your RRSP each year until your HBP balance is zero. If you do not repay the amount due for a year, that amount will have to be included in your income for that year, and you will be taxed.

Do you qualify for the HBTC?

» Neither you, your spouse or common-law partner may have lived in a house that either of you owned in the year of purchase or any of the four preceding years. » If you are a person with a disability or are buying a house for a relative with a disability, you don’t have to be a first-time homebuyer to qualify. However, the home must be purchased to allow the person with a disability to live in a more accessible dwelling or in an environment better suited to their needs and care. » A qualifying home is a housing unit located in Canada that already exists or is being built. » A share in a co-operative housing corporation that entitles you to possess, and that gives you an equity interest in a housing unit located in Canada, also qualifies. However, a share that only provides you with a right to tenancy in the housing unit does not qualify.

Why the Home Buyers’ Tax Credit is good for Canada The federal government introduced the HBTC to give Canadians some much-needed tax relief. As part of the Government of Canada’s $62-billion economic stimulus announced in the Economic Action Plan, first-time homebuyers can get this non-refundable tax credit to help offset legal fees, disbursements and land transfer taxes. People with disabilities who move to a more accessible home may also qualify for the tax credit. The HBTC makes it a little easier to make one of the largest purchases of our lives – a new home.

If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream home. Bear in mind that this is a rough estimate. If you have several other large loans already, you may qualify for less. Also, banks and trust companies vary in their policies. The best way to know what you can afford is to go to the lending institution of your choice and get pre-qualified.
