hopping for a home online is a great way to narrow your search, but there’s nothing like visiting the sites, models and sales offices to get down to the nitty-gritty. Before you venture out, here are some pointers: First, be clear about what you want and expect in a new home and in your builder. Remember, the range of prices in the new-home market generally reflects differences in location, features and home styles. There’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, finishings, features and service. Make sure that
the price you are paying will deliver the quality you want. Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options. Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail – then take it to a lawyer before it’s finalized.

Tax time – embrace it Preparing for this unsavoury topic earlier helps reduce the sting at deadline time

e’re deep in a February freeze – a period we often associate with blahs, but also a month worth celebrating, given that it’s the shortest of the year, and March and spring soon follow. And while the deadline for 2014 Registered Retirement Savings Plan contributions isn’t until March 2, and April 30 for filing your 2014 income tax return, perhaps we need to start thinking of February in a different light altogether. Indeed, in our Tax Time Tips content in this issue, the idea was to explore this topic in advance of filing deadlines, to help readers learn about
opportunities to take advantage of while they still can. But, heeding the advice of experts, perhaps “tax time” should instead be a year-round task. From making regular RRSP contributions to comparing RRSPs and tax-free savings accounts to learning of the various credits available, tax planning for some is as necessary as the inevitable taxes themselves. Preparing as best you can throughout the year might help minimize the sting come deadline time – and help you learn to embrace the opportunities to save, not just fear what you have to pay.

As a realtor, I can’t help but notice the distinct decisionmaking processes my clients face depending on whether they’re buying a new home or a resale home. The differences are striking. Clients looking at resale homes generally wait to fall in love with a specific house on a specific lot, or a specific condo in a specific building. They need to develop the ability to see past the (often unfortunate!) decorating choices of previous owners, and to envision how possible renovations might make the place more suitable for their own needs. Those of you in the new home market face entirely different decisions. Your options are far greater, which is wonderful; of course, this also means that you have more decisions to make. Rather than making the best of another family’s choices, you’re able, in essence, to create the home in which you want to live – from layout to finishes to exterior appearance. In addition, you’re able to place that home on the site of your choice, whether it’s an extra-deep lot, a cul-de-sac or a south-facing location on the eleventh floor. Shopping for both new and old homes requires creativity and vision, but new homes provide the advantage of a clean canvas from which to work. As so many television programs demonstrate, just about any older house can be transformed into a beauty with the help of some dramatic renovations – but those same shows are often honest in their depictions of the dust, headaches and unforeseen difficulties that can be encountered. There’s no doubt that the

results are rewarding, but even minor renovations require patience and determination. A new home is a gift to those of us who simply don’t have the time and energy to expend on such projects, or who have children running underfoot. On occasion, I encounter clients who have been pounding the pavement for months – or even years – before finally coming to the realization that their list of “must-haves” can only be met by purchasing new. Once they’ve found the right builder, they begin to become excited by the range of possibilities and the degree of control they have over the ultimate appearance of their home. Consider this: a choice as basic as the colour of exterior brick is an expression of your personal taste, and it will stand for a hundred years. That’s an inspiring thought. As another new year begins, some of the most common resolutions people make revolve around personal finances. You may want to get out of debt, save more money or even buy your first home. If you’re thinking about the latter, a plethora of new financial tasks awaits you in 2015. You’ll need to get your down payment ready, hire a home inspector and a real estate lawyer, and, of course, find the home you want to buy. But before you can do any of that, you need to get pre-approved for a mortgage.
To ensure you’re not strapped for cash and become house poor, try to buy something at a lower price point. Once you’ve been pre-approved, remember that this is the absolute maximum amount a bank or mortgage broker would be willing to give you – and the mortgage payment at that top price is often outside of people’s comfort zones, when it comes to their personal budgets. Finance officials and economists have said an interest rate hike was on the horizon for years, but all signs point to it finally happening in 2015. It’s predicted that our prime rate could go up by as much as 1.25 to 1.50 per cent, though, which would affect anyone who had a loan attached to prime (variable mortgage, bank loan or line of credit). If you’re thinking of taking advantage of a low variable mortgage rate this year, you should fi rst run the numbers to see if you could afford this potential increase. According to the Canadian Real Estate Association, the average home price in Canada is slightly more than $413,000. If we plug that number into a mortgage calculator, put down 20 per cent and choose the current best five-year variable rate in Toronto (2.09 per cent), your monthly mortgage payment would be $1,413. Now, if prime went up by 1.50 per cent, so would your mortgage rate. If yours went up from 2.09 per cent to 3.59 per cent, your monthly mortgage payment would go up to $1,665 – that’s $252 per month or $3,024 per year extra that you’d need to find in your budget. Imagine how difficult that would be to come up with, if you’d already purchased something at the top of your max budget. And fi xed rate mortgage holders won’t be immune to the interest rate increase, either – those will likely go up, too, but you’d be protected from that until your mortgage came up for renewal. Still, I wouldn’t be surprised if we saw more people go fi xed this year, in light of this potential interest rate increase. Even if it weren’t on the horizon, it’s always best to stress test a mortgage before you buy. A good rule of thumb: if you can’t afford a two-per-cent interest rate hike, you may want to look at a home within a more appropriate price range.

In an uncertain economic climate, consumers and families are putting off buying a first home or upgrading to a larger house
A recent news story predicted a 10-per-cent jump in new home sales in Ottawa for 2015. Regardless of what people read or experts forecast, the Greater Ottawa Home Builders’ Association does not believe that a 10-per-cent increase in 2015 new home sales in Ottawa is realistic. When you consider Ottawa’s record of new home starts, the city’s employment picture and the challenges facing first-time buyers, Ottawa’s home building industry is optimistic that in 2015 new home sales will remain at 2014 levels. Given the influence of statements about projected increases in new home sales on buyers, builders, city planners and decision-makers, it’s important to set the record straight. DROP IN NEW HOME STARTS IN 2014
The best indicator of new home starts is new home sales. New home starts are the number of new single- or multi-family housing units begun each month. New home starts are calculated according to the number of permits issued for residential construction. Economists view new home starts as a critical indicator of economic strength. In 2014, there were 5,255 new home starts in Ottawa. This represents a 20-per-cent drop from 2013, when there were 6,560 starts. Even when you take into account the cyclical nature of home building, new housing starts have not grown in any substantive way since 2010, when there were 6,446 new home starts in Ottawa. Given the past housing start numbers, home builders find it difficult to foresee a double-digit increase in new home sales in 2015. So, why are new home sales in Ottawa stagnant? The answer lies in Ottawa’s uncertain employment market, the challenges facing fi rst-time homebuyers, and the impact of government policies and taxes on new-home buyers.

PUBLIC SECTOR LAYOFFS CONTINUE TO CAST A SHADOW OVER OTTAWA’S CONFIDENCE
Over the past four years, the federal government has cut nearly 26,000 public sector jobs in an effort to cut federal spending. In Ottawa, where public sector jobs account for 20 per cent of the city’s workforce, government job losses strike a considerable blow to job security and consumer confidence. The government’s reputation for keeping tight-lipped on potential job cuts has created an environment where many public sector workers are cutting back on household spending and shying away from making big purchases. In an uncertain economic climate, consumers and families are putting off buying a first home or upgrading to a larger house for fear that their job could be next up on the chopping block. THE CHALLENGES FACING MILLENNIALS AND FIRST-TIME BU YERS
Millennials, aged 25 to 34, left high school believing that, Internet and iPhone aside, their life would follow a similar path to their parents. They would graduate from university or college, get a job in their chosen profession, quickly pay off their student debt, settle down and then purchase their first home. Unfortunately, the growing cost of education combined with a slow job market has created a different reality than expected. Thirty years ago, tuition fees at an Ontario university were less than $1,000 a year! Today, the average Ontario student will be have accumulated $28,000 in school debt upon graduation. Millennials are finding it difficult to find stable, wellpaying jobs. Estimates based on Statistics Canada data suggest that one in three Millennials are underemployed – working at jobs that do not require their level of education. Now in their early-to-mid-30s, this generation is struggling under the financial pressures of student loans and the rising cost of living, compacted by the challenges of saving for a down payment on a first home.
THE IMPACT OF CITY OF OTTAWA POLICIES AND TAXES ON NEW HOME STARTS
Increases in land prices and new-home buyer taxes are contributing to the tepid pace of new home starts in housing in Ottawa. Policy decisions made by our municipal government are driving up the price of new homes in Ottawa and negatively impacting new home starts. By promoting growth inside the Greenbelt and limiting the supply of land for new homes, Ottawa’s intensification policy has made land in Ottawa very expensive. Today, an acre of land in Ottawa can sell for upwards of $300,000. It has also created the unfortunate situation where landowners and builders have borne the brunt of serving as agents of change in established communities throughout the city – but that’s another story. The “growth must pay for growth” policy has created a situation where Development Charges for new semi-detached or single-family homes have increased by more than 30 per cent since 2013. Today, the municipal tax on a new single-family home is almost $40,000. While making new-home buyers pay for the cost of infrastructure and services is understandable, it’s important to keep in mind that previous generations bought homes when governments paid most, if not all, of these costs. We need to find a better balance between past and present practices, where new-home buyers and government each pay their fair share of new municipal infrastructure costs. GETTING NEW HOME STARTS BACK ON THE GROWTH TR ACK
A big part of the solution to restoring growth in new home starts will require focus and collaboration by all three levels of government. For now, here’s how Ottawa’s newly-elected municipal government can help: • restore a balanced approach to land use in Ottawa – less intensification and more land for building outside the Greenbelt; • give first-time homebuyers a break on new-home buyer taxes; and, • reduce costly permitting and approval delays for all businesses, not just home builders.

THE SMITH MANOEUVRE:

One of the largest expenses we have tends to be the mortgage on our home. Following traditional rules, we are limited to deducting, at best, a small percentage of the interest where we use a home office for business purposes. However, using non-traditional planning, we are able to deduct potentially 100 per cent of the interest costs. Your tax savings will vary based
on where you live in Canada, your income level and the amount of interest you pay. As a quick example, though, with a mortgage of $200,000 at 4.5 per cent, your tax savings could be approximately $3,000 per year. While this may not by itself create financial freedom, imagine receiving these savings year after year – with minimal effort required. Imagine the impact of a higher interest rate or larger mortgage. A popular nickname for describing some of the possible techniques is the “Smith Manouevre,” coined by Frasor Smith. A variety of versions of the plan exist, and vary in aggressiveness and implementation to suit your needs and comfort. With

Also, work closely with your mortgage advisor as you pay close attention to the features of the mortgage product that you use to ensure you have the required flexibility to accomplish your goals. a Supreme Court decision related in part to questions surrounding the appropriateness of interest deduction plans, tax advisors have largely been given the green light to help clients restructure their affairs in an optimal fashion. In its simplest form, these interest deductibility techniques allow homeowners the ability to convert the nondeductible portion of the interest on their mortgage to fully deductible over a period of time. The period is typically several years, however, your financial situation and aggressiveness may dramatically decrease this time.
A variety of versions of the plan exist, and vary in aggressiveness and implementation to suit your needs and comfort. A variety of mortgage products provide the ability to divide your mortgage into at least two segments, which allows you to track the interest expense on these segments separately. Your total mortgage will typically be set at 75 to 80 per cent of the value of your home. If you are permitted a total mortgage of $200,000 on your home, you may start with the “bad” portion (non-deductible) of the mortgage at this $200,000 and the “good” portion (deductible) of the mortgage at zero. As you make payments on the mortgage, your principal on the bad mortgage will decrease, leaving you additional room to borrow on the good debt. In other words, your total mortgage may still be $200,000, however, it is divided between good and bad debt. So, what do you do with this good debt? You invest. Traditionally, this was thought of as an excellent vehicle to acquire mutual funds and similar investments. However, this may be a great opportunity for you to go beyond that and
invest in your business. You may be able to shorten the conversion time of your bad debt where, for example, you have non-registered financial assets that can be sold and the proceeds used to pay down some bad debt. Tax refunds, inheritances, unexpected sources of funds, extra mortgage payments are further ways of speeding up the conversion. While restructuring must be done properly, your efforts will be rewarded. Talk to your tax, mortgage and investment advisors to determine whether such a plan can work for you and that you are comfortable with the full implications. Also, work closely with your mortgage advisor as you pay close attention to the features of the mortgage product that you use to ensure you have the required flexibility to accomplish your goals. There are significant differences between the products beyond the interest rates which command your attention.
