The big decision

A little extra research pays off with peace of mind

Y

ou’ve agreed that a new home is the way to go and you’re making headway, but you still have another big decision to make – choosing your home builder. It pays to check the reputation of the builder/developer before you sign on the dotted line. You can start by finding out how long the company has been in business by asking the sales representative or visiting the company’s website. Find out if previous purchasers are happy with their homes. Drive around an existing community built by the company and talk to anyone you run into anyone during your tour. Naturally, you should spend some time visiting several different sales offices and model homes. Get a feel for each company and the staff employed there. Ask a lot of questions and expect to be treated with consideration and respect. No question is too “dumb.” Think twice about any development where the salespeople push you to make a decision you’re not ready for, or where they are not happy to provide you with the information you request. There are certainly many other builders and salespeople out there who pride themselves on putting the customer first. When you do find the right home and the right company, making that big decision will be a whole lot easier and enjoyable.

warranty protection for condo conversions Tarion Warranty Corp. is studying the

feasibility of providing warranty coverage for condominium conversions. Harry Herskowitz, the chair of Tarion’s board of directors, made the announcement recently during Tarion’s annual public meeting in Toronto. “While we’re proud of the warranty coverage we provide to new condominium owners, we would like to do more, if possible, to level the playing field for consumers purchasing so-called condo conversions,” he says.

Tarion President and CEO Howard Bogach adds, “We’ll be doing extensive research to determine the feasibility of providing statutory warranty coverage for homes in converted condominium buildings. At Tarion we are committed to always looking for better ways to serve Ontario consumers.” Tarion expects to be able to report its findings and recommendations to the minister this fall. Tarion Warranty Corp. is a private corporation established in 1976 to serve as the regulator of the new home building industry in Ontario. In this role, Tarion licenses all new home and condominium builders pursuant to provincial legislation. This statute requires new home builders to provide purchasers with warranty coverage that is guaranteed by Tarion. Tarion also establishes minimum time standards for after-sales service and adjudicates issues between homeowners and builders. As of the end of 2012, more than 381,000 homes in Ontario were protected under warranty.

As the Tarion warranty program was conceived as a new home protection plan, Tarion at present cannot provide warranty protection for such conversion projects. These are condos that may have started life as a commercial property, a hotel, an apartment or a schoolhouse. With varying degrees of refurbishing and new construction, they are turned into condominium units and sold to new owners. Another common homebuyer mistake is not being prepared for all the closing costs involved: lawyer fees, land transfer taxes, utilities, insurance, and home inspection and appraisal fees and insurance. All of these costs add up, and ultimately should factor into your overall home-shopping budget. Where do you want to live? This question is becoming more important for a number of reasons, though influenced primarily by where you work, how much of a commute you want and whether your transportation options include mass transit or only driving. Indeed, especially with gas prices on the rise, proximity to mass transit is something more and more people are looking for in their new home location. It may not be as simple as choosing to live in the city, suburbs or small town. What type of home do you want? Once you have determined your options for cost and location, you can then assess what types of homes are available in your price range and desired neighbourhood: Single-family detached, semi-detached, townhome or duplex? Some many questions, so many choices. The good news is, home builders today are in sync with customer preferences for location and amenities, and with market realities with regard to pricing and needs for energy efficiency, so your options for new-home product have never been better.

Canada Post delivers a $200 tax to every new-home buyer

by John W. Herbert New-home builders’ and purchasers alike are constantly bemoaning the high cost of new homes. Regrettably, the rather dramatic increases we have seen over the past few decades are not the result of materials and labour, but rather the cumulative effect of fees, charges, taxes, levies and policies from all three levels of government. The thing that makes housing vulnerable to taxation is that there are so many places to attach increases or new taxes. It’s the complexity of the housing production system and the quantum of the total cost that makes housing such an easy target for government taxation. One of the first major increases in taxes for new homes was the federal government’s GST introduced on Jan. 1, 1991. This suddenly increased the price of a new home by seven per cent. Given that the total of all government fees charges taxes and levies up to that point had been about three per cent, the GST was a real game changer. The government of the day promised that the amount of GST on housing would be indexed so that government didn’t incur future windfall financial benefits as the price of housing increased but this never happened. The Harper government granted all taxpayers a generous break in 1998 when they reduced the overall GST rate to five per cent but it would be surprising if any further reductions were implemented in the near future. Another big tax bite on housing in Ontario was the Development Charge Act introduced in 1987. Until that date, city growth was financed primarily out of the general tax base with accelerated areas of development financed by new-home buyers. The provincial government of the day decided that henceforth, 90 per cent of the costs associated with new growth should be paid for by new-home buyers, and initially this was a manageable amount. When Development Charges (DCs) were first introduced, they were in the range of $2,500 per home, but they quickly increased. Today, they are between $25,000 and $30,000 depending on where you live and the type of home you purchase. All included, the fees charges, taxes and levies from all three levels of government now total between 20 and 25 per cent of the cost of a new home. Every new fee that is introduced is justified along the lines of “What’s another $200 in the cost of a new $400,000 home?” The only group that is aware of all the increases and their cumulative impact are new-home builders. Given that their primary concern is housing affordability and choice, it’s little wonder that they get grumpy when government introduces yet another new tax, which brings us to the case of Canada Post. On Oct. 23, 2012, the Canadian Home Builders’ Association (CHBA) became aware of a letter that Canada Post had sent to most Canadian mayors informing them of the corporation’s decision to implement a $200 fee on Jan. 1, 2013 for every new address that was created. Even though the CHBA had worked closely with Canada Post over many years, they were not consulted or even advised of the new tax by Canada Post. 24 New home & Condo guide eastern Ontario | may 4 - 18, 2013

The letter also referenced the fee “to developers” as if the development industry was going to absorb the cost and new-home buyers would be unaffected. As part of its justification for the fee, Canada Post explained that over the last five years, mail volumes have dropped almost 20 per cent per address. Most taxpayers own computers and mobile communication devices and are well aware of the transition away from hard mail that has been taking place over decades. It is therefore difficult to understand why Canada Post has failed to recognize that its historical operating model was broken and needed to be redesigned in order to remain relevant and profitable. Why did Canada Post fail to act until it incurred a $327 million loss in 2011? Fortunately, Canada Post also seems to have failed to recognize the legal and jurisdictional problems associated with collecting the new tax. The corporation initially assumed that it could simply ask municipal governments to collect from developers at the time of subdivision approval. But city governments are the children of provinces and that’s where the issue of responsibilities and authorities starts to become very murky. One province has already stated that they will not require their municipal governments to collect the tax and numerous cities across the country have publically stated that they also will not collect on behalf of Canada Post. The planning department in the City of Ottawa has not yet begun to collect the proposed tax, and we are hopeful that it will soon announce publically that it has no intention of doing so.

Working together with a plan beats the bejezus out of flying solo blind and bumping into each other. A budget can be a relationship-saver when one of you is a spender and the other is a saver, since by having a plan you can address both your needs. It’s particularly important when you are both spenders heading to the brink of bankruptcy. Knowing where you stand financially means you can make informed decisions about your spending without a huge debt hangover.

If your buddy needs help paying off the debt, you can do that without putting your name on the paperwork. “But he won’t be able to get a car if I don’t help him,” I’ve heard. Then he shouldn’t have a car. “But she’ll pay an outrageous amount of interest.” Then she shouldn’t take the loan. “We’re partners in everything.” Maybe that’s how you feel now, but how will you feel when (s)he doesn’t pull her/his weight on the debt repayment, and you’re on the hook for his or her past self-indulgence? As for blowing your brains out on a big wedding when you’re walking around with a ton of debt, give your heads a shake! Wedding mania, exotic honeymoons, and a houseful of brand new furniture is wonderful, providing you have the money to pay for it. Going into debt for massive self-indulgence is down right dopey. 05 Sweating the small stuff. If you’re going to spend your relationship getting your britches in a knot over every little thing, you’re going to be miserable. Or you’re going to get divorced. You have to figure out which battles are worth fighting, and when negotiation makes more sense. If the small stuff adds up to big problems it’s usually because you don’t have a budget and aren’t on the same page when it comes to your priorities. It’s not unusual for couples to spend $30 a month here, $25 a month there, $60 on this, $97 a month on that, and when it’s all added up, it’s a whopping amount of money. If you’re tracking your expenses, it’s easy to decide what has to go and when to stop shopping. One of the ways some couples deal with the money is to allot each partner a weekly or monthly “allowance” that can be used for anything that body desires. Since the allowance is part of the budget, the

plan stays in place while the individuals have some personal freedom when it comes to how they’ll spend their personal money. Once you have a slush fund you can each spend as you wish without questions or recriminations; you can then agree that on purchases above a certain amount you’ll consult with each other before buying. 06 Failing to plan for emergencies. While no one likes to think about bad things happening, the fact is that bad things do happen to good people. If you don’t have a stash of cash at the ready to deal with whatever life throws your way, you won’t have the means to cope. One of the big upsides of joining up is that you’re able to act as a safety net for each other through life’s storms. But that doesn’t happen magically. And often couples overestimate their partner’s ability to take over the entire financial burden should one partner lose a job, someone become ill, or suffer some other disaster. It takes a plan. And part of that plan includes creating a pretty hefty emergency fund. Another part includes reducing your risks in whatever ways possible. Every couple should have enough money available to cover six months’ worth of living expenses. And each partner should make it a priority to get adequate insurance coverage. Communication and negotiation are the keys to dealing with money issues when you partner. Of course you also need some practical moneymanagement skills to actually pull the whole thing off.

of you. You relax there, you entertain there and you do your living there, from stressful moments to sweet serenity. But sometimes life can get busy, and the last thing on your mind is whipping your home into shape. However, you can live with disorganization for only so long. It ends up making the day more difficult when you’re always on the hunt for some misplaced item that needs urgent response, and it eats up too much time when you always have to clear up a space before you can actually take care of something that needs your immediate attention. It doesn’t take much to take control and reclaim your home. ›› Quick tips on organizing your home: Re-purpose your rooms. Rooms without a specific purpose tend to become museums or dumping grounds. If there are rooms in your home you seldom use, like a formal living room or dining room, consider converting the space into a home office, playroom, or craft and hobby room, depending on your current needs and lifestyle. Have a “to-do” zone. Most of us keep an on-going “to-do” list but what about the materials that are required for many of those tasks, like the gift you still have to wrap or the library book you have to return? They often end up strewn about in different parts of the house. It makes it much easier if all the physical items you need to take action on are located in one place. Consider designating a bookcase, shelving unit or an extra closet as your “to-do” zone to act as a temporary holding tank for work still in progress. 34 New home & Condo guide eastern Ontario | may 4 - 18, 2013

Create a homework centre. Create a study space conducive to doing homework. Find a location away from the TV. Some children like to do their homework in a central location like the kitchen, where Mom and Dad can help. Designate a cupboard or basket for homework supplies and stock it with scissors, glue, pencils, pens, paper and any other items your child will require on a daily basis. For those who prefer to do homework away from any interruptions, make sure there is a comfortable desk surface, adequate lighting, and comfortable seating in addition to homework supplies.

Assigning a specific day to tackle these minor aggravations gives you permission to do the seemingly insignificant things that you would normally consider


a waste of your time. The added bonus of having a regular catchup day is that you won’t feel guilty about not taking care of the task as soon as you stumble across it. Tidy doesn’t mean perfect. Organizing is not necessarily about how it looks; it’s about how it works. If you are not naturally neat, avoid storing everything behind closed doors. Not only can it make you feel ill at ease, it may also be virtually impossible for you to maintain that kind of system. Choose furniture pieces that provide visible storage instead, like a coffee table with shelves underneath. Keep the system low maintenance; if you never seem to get around to hanging your clothes on hangers, place some open bins in your closet. Keep rooms tidy in less than two minutes. Items that don’t belong in a room are the main contributors to visual clutter. Get into the habit of removing “move elsewhere items” when you leave the room and placing them on their way to where they do belong. For example, if something belongs upstairs, place it at the bottom of the staircase and take it to the proper room the next time you go up. You’ll be amazed at how effective this technique can be in keeping rooms tidy with minimal effort. ›› Quick tips on organizing your home office: Being comfortable means being productive. Anything that causes you discomfort at your desk will drain your energy and lower your productivity. Adding a glare screen/radiation filter on your computer monitor may prevent headaches and eyestrain. Placing something inspiring and uplifting on the wall facing you can spark your creativity. Add a plant to breath life into your workspace and absorb toxins in the air. Feng Shui experts suggest placing your desk in the “power position,” which means the position

Follow these steps to see if you’ll qualify for a mortgage on your dream home

Calculate the combined monthly before-tax income of you and your spouse.

Multiply this figure by the amount you need to borrow. Divide by 1,000.

Divide by three. This figure is the monthly payment you can afford to make on your home.

Add to this your estimated monthly heating costs and monthly property taxes.

Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers take the 25-year amortization.)

If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream home. Bear in mind that this is a rough estimate. If you have several other large loans already, you may qualify for less. Also, banks and trust companies vary in their policies. The best way to know what you can afford is to go to the lending institution of your choice and get pre-qualified.
