Justin Trudeau wouldn’t be the first Prime Minister to break an election promise. During what some dubbed the “housing election” last fall, Trudeau included a number of initiatives on this topic in his campaign platform. Now, several months and one inaugural budget later, we get a better sense of how important it is to him. While his plan to “modernize” the Home Buyers’ Plan (HBP) was nowhere to be found in Budget 2016, it’s apparent the Canadian housing landscape is fixed in his sights. Indeed, a commitment to develop a National Housing Strategy, and
heavy spending on affordable housing, are good indications he’s paying close attention to a topic that is important to Canadians. Wisely, though, he stopped short of imposing new tools or regulations that could hamper the housing industry – which is key to the Canadian economy. As for the HBP, whether not addressing this program or others in this budget qualifies as promises broken or merely delayed, remains to be seen. One thing is clear – his focus on housing will likely sharpen in the months and years ahead.

particularly those in expensive markets — thought they had a powerful friend in Prime Minister Justin Trudeau. Leading up to the election last fall, one of Trudeau’s campaign promises was to modernize the federal Home Buyers’ Plan. The plan as it stands now allows first-time buyers to withdraw up to $25,000 from their RRSP to put toward a down payment on a home. They then have up to 15 years to repay the funds. In 2009, then Prime Minister Stephen Harper raised the withdrawal limit to $25,000 from $20,000. In his own 2015 re-election campaign, Harper was proposing to increase it further, to $35,000. Trudeau had proposed to bring the HBP up to 2016 standards to allow Canadians impacted by sudden and significant life changes to buy a house without tax penalty. He said this would ease the burden on Canadians facing job relocation, the death of a spouse, marital breakdown or a decision to accommodate an elderly family member. However, in his inaugural budget — Budget 2016 tabled on March 22 — here’s what Trudeau’s first financial plan included for first-time homebuyers: absolutely nothing. No update or revision to the HBP was to be found. It would have been welcomed news to first-time buyers. Housing costs are rising (which is a good thing, once you own a home, as it’s an indication of market health). But saving and otherwise obtaining the funds to take that important first homebuying step are becoming increasingly difficult. This is especially true in Toronto, where 20 YPNEXTHOME.CA

Compatibility testing Finding the builder who rings your bell

YOU PROBABLY ALREADY suspect this,
but random guesswork really isn’t the best method of choosing a builder. (Just remember how long it’s taken you to find the right hairdresser.) So, how can you go about ensuring that you’re putting your eggs in the right basket? First of all, you can narrow your options fairly quickly by looking at your list of must-haves. Publications like this one are terrific for zeroing in on possible builders according to neighbourhood, housing type and budget. Some builders specialize in features you may be looking for, such as wide lots, green technology or R-2000 construction. The Internet is another excellent tool for locating builders who meet your requirements. But making the shortlist is the easy part. When it comes to actual research, the most important piece of advice I give my clients is this: don’t be afraid to be nosy! In your day-to-day conversations with friends, acquaintances and coworkers, dig around. You may not realize it, but you have a network of important contacts at your disposal – even if no one in your immediate circle has had recent experience with a builder, they all know someone who does. When you speak with a builder’s sales representative, work from a list of prepared questions: for instance, how open is the builder to adapting their plans to suit your personal needs? What is the builder’s rating
for after-sales service with the Tarion Warranty Program? Ask for references from previous clients. When you tour a model home, inspect every nook and cranny: if the model can’t withstand the closest scrutiny, you can be fairly sure that your home won’t, either. If there are no models, request a tour of a customer’s home. As wonderful as the plans may look on paper, you need solid evidence of good workmanship. Talk to people in your prospective neighbourhood. If you’re too shy to knock on doors, stop and chat with people on the street. You’ll find that most people are glad to share their stories, whether they love their builder to bits or encountered
issues. Be sure to speak with more than one owner. And remember: whatever may have happened to the cat, there are some situations where curiosity pays!
