Get it in writing The saying “get it in writing” has never been more important in the case of the new-home purchase, since such a document outlines everything your home will have in it, on it and around it. Otherwise known as the Agreement of Purchase and Sale, the contract spells out the terms and conditions between you and your builder. Without it, if there is a misunderstanding or disagreement, it’s impossible to prove what was agreed upon.

Before you sign a contract, review it carefully with the builder. Ask questions. Fully understand what it contains. Then take it to a real estate lawyer and have it reviewed. Once it is signed, it becomes a legal document and an agreed-upon contract, so seeking the services of an experienced real estate lawyer is an important step toward ensuring that your dream home becomes a reality. When the Ontario Divisional Court in June ruled in favour of the Hamilton-Halton Home Builders’ Association, over the Region of Halton, homebuyers and owners in the Eastern Ontario likely didn’t notice. But perhaps they should have. At issue was the Region’s heretofore practice of disproportionately charging new-home buyers who purchased smaller units, the same fee as larger units. The result? Additional strain on affordability. “This will force the Region and other municipalities to take fairness and reasonableness into account,” Suzanne Mammel, executive officer at HHHBA, told New Home & Condo Guide. “A municipality will not be able

to negatively affect a specific group my collapsing charges into broader categories to ease administrative issues. It takes the issue of affordability, which is entrenched into provincial planning documents, and gives it weight relative to a regional or municipal policy decision.” Translation? More and more people entering the new home market are buying smaller units, and until now in Halton, they were paying the same development charges as those buying larger, more expensive units. While this development doesn’t apply to Ottawa, it sets an important precedent for similar situations facing other builder associations and municipalities.

First-time homebuyers 3 steps required to get into the market By Alyssa Furtado

PURCHASING A HOME will be one of the biggest investments you’ll ever make. If you’re just starting to look, there are a few steps you’ll need to take before you can buy a home.

Determine how much you can afford First, you have to determine what you can afford. Your affordability is based on your household income, your current monthly debt payments and the costs associated with owning a home (such as property taxes, heating costs, and condo fees). A lender will also look at two ratios to figure out how large your mortgage can be. The first is called the gross debt service ratio. Your monthly housing costs for (principal and interest, taxes, and heating costs) shouldn’t be more than 32 per cent of your gross income. The second is called the total debt service ratio, which includes your housing costs as well as any loan expenses (such as credit card and line of credit payments, and car loans or leases). This ratio shouldn’t be higher than 40 per cent of your gross income. You also have to come up with enough money to make a down payment. You’ll need to have a minimum of five per cent. If you’re able to come up with a down payment of 20 per cent or more, you won’t need mortgage loan insurance. And you should also have money saved for closing costs, which could be between 1.5 and four per cent of the purchase price of your property. C4 YPNEXTHOME.CA

Dip into savings Once you’ve determined how much you’ll need, you’ll have to find a source for your down payment and closing costs, one of which can be your RRSP. Under the Home Buyers’ Plan, you can withdraw up to $25,000 from your RRSP on a tax-free basis as long as the funds have been in the plan for more than 90 days. If you’re purchasing a property with a partner who’s also a firsttime buyer, you’ll each be able with withdraw $25,000. Keep in mind that the money has to be paid back starting the second year after you make the withdrawal and you have up to 15 years to repay the amount. If you don’t make an annual payment, you’ll have to declare it as taxable income on your tax return for that year. If your RRSPs or other savings aren’t enough, your family may be able to help you. In fact, an April 2015 BMO survey found 42 per cent of first-time buyers expect their parents or relatives to help pay for their first home.

Shop for a mortgage It can pay to shop around. If you and your partner go with the first mortgage rate you find, you could end up paying a lot more. Let’s assume the following: you plan on buying a $500,000 home with a $400,000 mortgage, your amortization period will be 25 years, and you have a five-year fixed rate of 3.5 per cent. That means your total mortgage payment will be $1,997 a month. But if you do a little research, you could save some money. If you’re able to get a mortgage with a fiveyear fixed rate of 2.5 per cent, your payments will be $1,792, a difference of $205 a month or $2,460 a year. That’s why you should look for the best mortgage rates. You need to be ready financially before you’re able to purchase a property. The changing face of housing By John Herbert

CANADIANS OFTEN talk about the accelerating

pace of change in today’s world and speculate about where it’s all going to end. The integration of mobile phone technology and computers is probably the best example to date, and the next big one could well be driverless cars. Although these advances bring greater convenience and efficiency, they also confirm the “law of unintended consequences” by generating social change with the long term impact not always readily apparent. We can easily see the immediate benefits of a technical advance in speed or power, but the social impacts may not become apparent for years or even decades. There have been some dramatic changes in Ontario’s housing system over the past few C12 YPNEXTHOME.CA

decades, and the implications on our society are only now being recognized as profound and quite disturbing. Most major news services include at least one article a day on the affordability crisis facing Canadians, as if this was a new phenomenon. The federal and provincial levels of government are finally talking about the problem, but it has now become so complex there are no easy answers. Housing is such an integral part of the Canadian fabric that changing any single factor can send financial ripples from coast to coast. Over the past 10 years, the national, provincial and local home building associations across Canada have dedicated a vast amount of time and resources to try and draw the attention of elected officials at all three levels of government to the rapidly accelerating affordability crisis, with limited success. Not only have some governments such as that in Ontario been unable to grasp the problem, but they have worsened it by constantly …continued on page C14

adding new, inappropriate and expensive requirements. So what have industry experts been telling elected officials for more than 10 years? There are many factors that affect affordability, some more so than others, but we can say with certainty that anything which restricts supply in the face of continuing demand will result in price increases. Restrictions in supply can be the result of geography or government policy. Vancouver and Toronto are the two most obvious examples of this. Vancouver is confined by the Pacific Ocean on the west and south, and the mountains on the east, so its ability to grow efficiently is severely restricted. In addition, the demand for housing at almost any price being driven by Chinese investors has created a serious housing shortage, resulting in significant price increases – 30 per cent in 2015 alone. In Toronto, the housing shortage has been driven by environmental policy at any cost. By implementing a greenbelt and continuing to expand it, government policy has restricted the supply of land. This has limited the supply of all lowrise housing types and resulted in dramatic ongoing price increases for this housing form. Residents must increasingly opt to buy housing types such as small highrise condos because that is all they can afford. Similar developments have occurred in other jurisdictions, such as Ottawa, where a greenbelt has existed since the C14 YPNEXTHOME.CA

mid 1950s, resulting in artificially high housing prices relative to demand. This was exacerbated in 2003 when the City adopted a policy of intensification. This immediately restricted the supply of land and has since increased suburban land prices by 300 per cent. At the same time as government policy has been restricting housing supply, it has also implemented dramatic tax increases. Since the late 1980s, government tax on a new home has increased from about three to 25 per cent. All three levels of government have participated in this tax increase. At the federal level, it was the introduction of the GST. At the provincial level, it was introduction of the PST and Land Transfer Tax. At the municipal level, it was the introduction of Development Charge taxation. DCs were designed to shift 90 per cent of the cost of new infrastructure away from property tax payers at large, and focus it solely on new-home buyers. In Ottawa, the average price of a new starter single-family home is about $450,000, of which $110,000 is tax in one form or another. The problem that federal and provincial governments now have, is that most of this tax revenue is being spent on important social programs such as health and education. It is therefore highly unlikely that they would willingly reduce taxes on new housing, because in order to do so, they would have to decrease social spending or increase deficit spending. Municipal governments face a similar dilemma; if they were to

reduce development charge taxation, they would have to either reduce infrastructure spending or revert to the original system of charging all property tax owners a little more and risk their ire come the next election. What all of this means for the millennial generation is that homeownership levels in Canada have likely peaked, and will now trend downward as demand for rental housing increases. Historically low interest rates have masked the affordability crisis for years, but even those are no longer sufficient to maintain the illusion. As we move forward, increasing numbers of millennials will become long-term or lifelong renters because salaries have not kept pace with new home price growth. Increasing numbers of millennials will retire without the benefit of having built equity in a home, and will have to increasingly rely on government support as they age. There is a certain irony in the Ontario government’s recent push to have the Trudeau government expand CPP on the grounds that it would strengthen Canadian’s future retirement prospects while at the same time taxing them in much greater amounts through new home purchases.

enjoying the summer sun! There are those of us who beat the heat in the comfort of our air conditioned homes and then there are the lucky ones who enjoy splashing around in an inviting backyard pool. Which begs the question: Is installing a swimming pool a sound investment? I’ll give you the bad news first. From a purely financial standpoint, I’m afraid the answer is “probably not.” As desirable as a swimming pool seems during the dog days of summer, I can tell you that many buyers perceive pool ownership as a bigger hassle than a perk. Homes with pools often take longer to sell, because they eliminate some potential buyers right out of the gate. While pools may be the norm in the wealthiest neighbourhoods, and in warmer climates, this isn’t the case in typical Ontario communities. According to the Appraisal Institute of Canada, you’re not likely to recover more than 25 per cent of the money spent on pool installation when you sell your home. C16 YPNEXTHOME.CA

However, there are always exceptions to the rules: I have worked with clients who placed a swimming pool near the top of their wish list. And, as someone who lives to see happy homeowners, I wouldn’t discourage anyone from creating the home they truly want. As long as you’re going in with realistic expectations about recouping your investment, you should absolutely go for it. and not sure where to begin? Here are six homebuying tips to help you prepare. 1 | Get with the programs There are various government programs available to help you buy a home. Home Buyers’ Plan (HBP): The HBP allows first-time buyers to withdraw up to $25,000 from their RRSP to put toward a down payment on a home. You have up to 15 years to repay the funds. First-Time Home Buyers’ Tax Credit (HBTC): Eligible first-time buyers can apply for the FTHB to help offset the costs associated with purchasing a home, such as legal fees, disbursements and land transfer taxes. The credit can provide up to $750 in federal tax relief. More information on these programs is available at cra.gc.ca 2 | Explore your options First-time buyers can buy a home with as little as five per cent of the purchase price as a down payment – as long as the property is less than $500,000. Anything higher than that, and the minimum down payment for the portion of the price higher than $500,000 is 10 per cent. So, assuming your price range is at that threshold, you’ll need to come up with at least $25,000. At that purchase price, depending on the market you’re in, this could mean you’d then be looking at a townhome, semi-detached or even a condo, instead of a detached home. 3 | Check with the bank of mom and dad If your parents are baby boomers who have had the good fortune of building equity over the years as they paid down their mortgage while the 24 YPNEXTHOME.CA

JULY BEGAN with hot weather and heated discussion about potential changes in mortgage regulations and housing policy. Again. Only this time, the changes could have some real teeth to them. The table was set in June when federal Finance Minister Bill Morneau announced a joint federal, provincial and municipal working group to study the housing market. “It’s important to understand that while the federal government has some levers it can pull, we don’t have all of them,” Morneau said in announcing a group of officials from the federal, Ontario and BC governments, and the cities of Vancouver and Toronto, would study the state of the Canadian housing market and provide policy recommendations.” The group will meet throughout the summer months to review the broad range of factors that affect supply and demand for housing, the issue of affordability and stability in the housing market. “The issues surrounding homeownership are a shared responsibility, with provincial governments and municipalities having the ability to act locally. By collaborating even more closely with our provincial and municipal partners, we will ensure a coordinated approach, and make use of the best available evidence to arrive at the right conclusions.” What are the issues he refers to? Try skyrocketing house prices in Toronto and Vancouver, despite recent changes to mortgage regulations intended to cool those markets; affordability increasingly stretched there; firsttime buyers there being pushed upward, as in to condos, or out of town completely; and the growing influence of foreign buyers. 26 YPNEXTHOME.CA

Morneau also said the federal government will continue to evaluate whether further steps can be taken to protect borrowers and lenders to help maintain a stable and secure housing market for Canadians. The trick will be to examine initiatives that address the stresses in those two markets, but don’t further hurt others already in some pain, such as Calgary, Edmonton and other areas in Canada. Meanwhile, Vancouver mayor Gregor Robertson recently announced he will move forward with an “empty house tax,” designed to discourage foreign buyers from purchasing investment properties, letting them sit vacant and cashing in on the value appreciation later.


Robertson also reached out to BC Premier Christy Clark, asking for the province to support a speculation tax. So, with the Bank of Canada set to make its latest interest rate announcement and Monetary Policy Report on July 13, expectations are that change is coming. One move might be that raising the minimum down payment requirement to 10 per cent. Currently, first-time buyers can buy a home with as little as five per cent of the purchase price as a down payment – as long as the property is less than $500,000. Anything higher than that, and the minimum down payment for the portion of the price higher than $500,000 is 10 per cent.

“A move like this would indeed be aimed at Toronto and Vancouver, and the affected group will primarily be the younger, first-time homebuyer,” Alyssa Furtado, founder and CEO of ratehub.ca, a mortgage rate comparison site, told YPNextHome. “The housing market has kept growing through all of the past rule changes, and today’s low mortgage rates are keeping housing relatively affordable for Canadians, even in our most expensive cities. These changes are meant to cool the housing market, so first-timehomebuyers might find themselves moving into the condo market, renting for a longer period of time or taking longer to save for a down payment, borrowing from family and friends or considering other options to finance their home purchase.” James Laird, president of mortgage brokerage CanWise Financial, says it’s possible that these two cities could be facing market-specific legislation to address the local issues. “Will we see more policy aimed only at those two cities? The markets in oil producing regions, Quebec and the east coast of Canada, are flatter than Toronto and Vancouver, so policy changes will need to take those areas into consideration as well. We could see a higher land transfer tax within those municipalities, perhaps on more expensive homes. We could see a graduated system, where more expensive homes are more aggressively targeted and the more affordable housing is not impacted as severely. “We think it’s a reasonable prediction that more changes will come to Toronto and Vancouver.” For its part, Canada Mortgage and Housing Corp. tried to spark some discussion on June 29, promoting a new website and sending the following Tweet: “Housing matters. IN A WIDELY circulated meme, two friends argue about where to spend Saturday night. One wants to go downtown for the action. The other wants to go to a kid’s birthday party in Barrhaven with no alcohol, but plenty of cake! This dilemma sums up the area; it will cost $50 to take a cab and the bus will take him two hours. Yes, this is ‘Farhaven.’ Vibe Barrhaven is the family mecca of Ottawa. From the many parks and splash pads, to the abundance of family-friendly restaurants, Barrhaven is geared toward children and their families. The unofficial mode of transportation is the mini-van, sharing the road amicably with cyclists and foot traffic on local sidewalks. Meet the neighbours Many first-time homebuyers take the drive out to Barrhaven because it’s a better value than downtown

neighbourhoods. Once you move to Barrhaven, you may never want to leave. With this one-way migration, there’s a mix of first-time homeowners, young families, families with teenage kids and empty-nesters. Retirement homes are on the rise, as the senior population want to be close to their children and grandchildren. In the area This is the type of neighbourhood where you can spend $6 for a latte at Starbucks or $2 for a double-double at Tim Horton’s. Either way, residents don’t judge you based on your financial situation. Restaurants tend to be average in price because they cater to the younger families. Planes, trains & automobiles Yes, “Farhaven” is far, but as residents say, it’s a drive you get used to. Within minutes you have access to the 416 and 417. There is also a Via Rail station on Fallowfield. Barrhaven is also only a few

minutes from the Ottawa International Airport. With the new bridge connecting Strandherd to Prince of Wales, getting around the city has never been easier. Real estate The good? Everything you need is right at your fingertips. The bad? Most people need to make the commute to work each day since there isn’t much in terms of industry in Barrhaven. Other than the retail, restaurant, or medical businesses, all other residents need to make the drive downtown. This can make for some heavy congestion getting in and out of Barrhaven.
