hen only a new home will do, those in the market will be pleasantly surprised by the exceptional value and attention to detail a new home offers. When you buy new, you don’t inherit somebody else’s worn carpeting, personal taste in kitchen appliances or paint colour preferences. You get a fresh, clean space that’s waiting for your personal imprint. If you’ve always fantasized about buying a brand new home, here are a few tips that can help you make the process a pleasant one: ›› Shop the mortgage market to see what you can afford before you start your hunt; ›› Obtain a lawyer who is willing to review your offer as well as help you close the home; ›› Don’t be persuaded by high pressure sales tactics while you’re out shopping; ›› Determine which options and upgrades you want as part of your offer and ensure your lender will finance what’s required, if needed; ›› To save money, consider which upgrades you could purchase and install yourself after the sale closes. Some upgrades such as rough-ins and wiring inside the walls are easier to do before construction. Factors such as the cost of the home, neighbourhood, lot size and special features play a big role in your final decision. Determining which features your new house absolutely must have, and which features you could live without, should be among your first steps in the home-buying process. Resolve to plan carefully in 2013 Still-low rates provide homebuyers with an opportunity to buy, but not at any cost

T

he last couple months of 2012 were certainly interesting – simultaneous talk of slowdowns and soft landings in some markets, increases, upticks and value gains in others. Indeed, now more than ever, housing and economic conditions serve as reminders of how local real estate is. What’s going on in one part of the country or province or in a specific property type, may be completely different from another. On the positive side are interest rates that are still at or near historic lows, with the next Bank of Canada rate announcement to come Jan. 23. Many experts don’t expect rates to begin rising until mid-year at least, while cautioning that Canadians should not confuse cheap money – if they qualify – with free money. The BoC continually keeps a close eye on household debt and other signposts for any warnings we’re taking on more debt than we should. Your best strategy as a prospective homebuyer? Meet with your broker or banker to see how you can take advantage of these opportunities, without getting in over your head.

Choosing the right builder for

your new home is an important decision. You will work with this builder for many months while your home is under construction and live with the results for years after taking possession. Here are some key questions to ask before you choose a builder. 01 Are you experienced? Builders should be proud of their track record and willing to tell you about their background, training and experience. They should be able to detail their strengths and what sets them apart from others in the industry. They will be honest with you about what they have done for customers in the past and why they believe they can handle your project. They should be focused on your project and not see it as a sideline they can work on part-time when they have spare time. 02 How do you keep up to date with new rules? Building codes and standards are constantly being updated and revised so you need a builder who is dedicated to knowing the latest rules. Ask how they monitor new rules and give examples of how things have changed. 03 What do previous clients think of your work? Contact people who bought from

the builder in the past to assess how satisfied they are with their new home. Ask if the project was completed on budget and on time, whether the builder was easy to talk with, understanding, helpful and readily available when issues arose. 04 Can we visit current work sites? Tour a home under construction and meet the site crew. The building site offers a preview of what your experience will be and clues to how the company operates. Check whether the site is kept clean and orderly and that materials are stored properly. 05 What after-sales service does your company provide? Professional builders stand behind their homes with an after-sales service program. Ask the builder to explain the program in detail, including what’s covered, how to request service and the typical response time. A key issue is whether your new home will be covered by a warranty. The Alberta government has approved legislation requiring warranties on all new homes but it won’t be in effect until this fall at the earliest. Skimping on warranty protection now could leave you exposed to serious problems later. All CHBA - Alberta members provide coverage though the Alberta New Home Warranty Program. 06 Are you a member of the Canadian Home Builders’ Association – Alberta? Membership in CHBA - Alberta is a strong indicator that a new home builder is a professional who is in the business for the long term. Members agree to the CHBA’s Code of Ethics, which is based on principles of fairness, integrity and consumer satisfaction. Members have access to resources that help them stay informed about technological advances, regulations, products, materials, financing and design innovations. Home building takes the skills, expertise and cooperation of many suppliers and trades. Builders who belong to the CHBA have access to a network of professional companies and individuals providing services to the residential construction industry. Building a new home is a complicated business and these days it requires a lot more than a little experience, a few tools and a pickup truck. Spend time picking a builder who has proven themselves in the past and is dedicated to satisfying their customers. Then you can move on to exciting stuff – like picking the fixtures and finishes that fit your style – with confidence that you will be happy with the final result. The Estates at Waters Edge

RECREATIONAL LAKEFRONT PROPERTY HAS LONG BEEN THOUGHT

There is, however, a new development in Alberta that offers year-round lakeside living. Additionally, residences come complete with a 10-year Progressive Home Warranty to ensure home construction quality. Homes are designed so that the living areas take full advantage of the great lake views. Plans can be customized to make the layout and room sizes suit each individuals needs. All designs are done in-house by the Waters Edge Architecture lead design team, so the turnaround time for consultation and final design plans is very fast. Most home builders charge a fee with any changes to their plans, while this is part of a service that is provided to an owner who chooses to build with Waters Edge. Owners can also choose to buy the lot and bring their own builder. The proposed design just has to fit within The Estates at Waters Edge architectural and landscaping guidelines.

Upgrades are also available to the homes, including granite countertops, gas fireplace, central vac system and a detached or attached garage. The interiors of these homes come in a variety different high-quality finishing packages, with energy-efficient designs and six low-energy appliances. R-20 insulation is used in the walls and R-40 in the ceilings. Use of high efficiency furnaces provides that the homes are built to high efficiency standards and save on utilities. A monthly maintenance fee ensures maintenance of all the common areas (such as clubhouse, marina, playground, beachfront recreation area and boat launch). The fees also include water, sewage and a full-time on-site manager. There are lawncare and winter snow shoveling services also available. The area surrounding Waters Edge offers a healthy list of amenities. A convenience store and gas station are a few blocks away. Onoway and Alberta Beach offer retail services including grocery and liquor stores, restaurants, gas station, public library, hair salon, dollar store, hotel and golf course. Schools are nearby and the Barrhead and Stony Plain hospitals are only 25 to 30 minutes away. The proximity to Edmonton is a major selling point for The Estates at Waters Edge. A short drive can get you to your lakefront home in no time. Many of the purchasers, however, are not from the Edmonton area. Residents include people from Peace River, Fort McMurray, Whitecourt and Calgary. 10. REFRESH. What do you need to do - replace old worn furniture, update light fixtures? Try a new area rug or purchase a piece of wall art. Tie in your colours from that new purchase with accessories and toss cushions. Don’t forget wallpaper – has huge impact on refreshing any space.

7. TAME THE GARAGE. I’ve found with garages they are either sparse and well organized, or completely out of control! If your the later, edit out all the old and organize the must keeps. Reduce your energy bills and greenhouse gas (GHG) emissions by improving your home’s insulation, and inspect your gas fireplace to ensure it is clean and working properly. Check your local area for inspectors that offer energy audits in your area, or call the City of Edmonton at 311 to see if they are offering any rebate programs.

A Rental Market Report from CMHC in late 2012 provides interesting insight into what may occur in the new home market in 2013. Why this report matters is because rental dynamics are the basis of a real estate market. When those numbers move, either way, it’s usually a harbinger of activity in the resale and new home markets. Edmonton’s rental numbers definitely made a move in 2012.

From October 2011 to October 2012 the rate dropped across the Edmonton Census Metropolitan area to 1.7% from 3.3%. What’s most significant about this new rate is it’s the lowest we’ve seen in these parts since values of 1.1% and 1.5% in 2006 and 2007. The most dramatic change was in the apartment vacancy rate across the city. From October 2011 to October 2012 the rate dropped across the Edmonton Census Metropolitan area to 1.7% from 3.3%. What’s most significant about this new rate is it’s the lowest we’ve seen in these parts since values of 1.1% and 1.5% in 2006 and 2007. Of course, this should not surprise anyone given our city’s a migration mecca for job seekers from BC, Ontario, Quebec and the maritimes yet again. And, these people overwhelmingly become renters while they settle and get established in their new locale. So with 20,000 new people arriving in Edmonton last year, making it Canada’s second biggest migration market, it may be a bit more surprising the number wasn’t even lower. Oh wait a minute, it could be. Upon closer examination that 1.7% figure is probably far too generous. In fact the city’s most popular sectors have vacancy rates of between .7% and .8%. Of 19 regional sectors, 17 saw vacancy rates decline with 6 of them at 1% or below. That is basically “no vacancy” in these highly sought after sectors including most of south Edmonton, some west Edmonton locations and St. Albert and Leduc. Compounding the issue of extremely low vacancies are the quality of accommodations. Suites above $1,200 per month (let’s assume that is the highest quality rentals) are below 1% while the only price category growing in availability is below $600 per month. So, it would be fair today to assume that anyone wanting a good place to live in 2013 is going to have a tough time renting and therefore the impetus will be to try and purchase. 56 NEW HOME GUIDE | JAN 18 - FEB 15, 2013

What Is The Rental Market Telling Us About Buying?

The tightening that occurred in 2012 will be further exacerbated by a projected 18,000 new migrants coming to town in 2013 and the fact that at the end of 2012 the universe of rental properties dropped 353 units to 57,588 due to conversions and demolitions. While new purpose built rental properties are appearing again for the first time in almost a decade, these developments have just started and will not impact the market until late 2014. So, for now we appear to have a demand and supply problem. Of course, anyone out there renting knows that rents are on the rise and selection is extremely limited. These increasing rents will force more renters to consider purchasing as today’s resale and entry level new home prices offer opportunities to purchase without significantly increasing monthly cash flows. But wait! Remember that little policy change last July by the Fed’s to force larger down payments? That’s making it harder for renters to move up to ownership and will ensure continued rental for a longer period for many, and so rents will continue to rise. This confluence of rental dynamics will inevitably force those who can to seek out ownership as fast as they can. This will begin to raise housing prices in both the resale and new home sectors. So, if you’re thinking 2013 might be the year to make a move, I think you can see that little voice in your head saying buy your home today is absolutely correct. Today’s great interest rates and relatively good prices in the new home market for condos, duplexes and townhomes offer tremendous entry level access for renters, and will provide great dynamics for existing owners to realize more equity from their resale properties and move up to the new home of their dreams.

There is so much buildup at the end of the

year that it can almost feel like a race to the finish line. Then Jan. 1 arrives, the social calendar calms down and the cocooning begins as you prepare to ride out the rest of the winter. Before you jump right back to everything you were doing before the holidays, take some time to look around and decide what needs to change. Not that you have to go making grand resolutions for the new year – unless that’s your thing – but look at it as an opportunity to free yourself of things that weren’t working for you. Try new methods that may improve your life in little, noticeable ways. Get clear on the year ahead If setting New Year’s resolutions is not your thing, there’s another way of defining what you’d like your life to look like – create a vision board. Get some magazines, glue and a poster board and start cutting and pasting images that you feel drawn to or that represent something you’d like to be or have in your life. Make your ‘someday’ a reality How many times have you wistfully said, “Someday, I’d like to…” It’s interesting how we often procrastinate on doing the things we most want to do. We continue to put it off because something more pressing always seems to come up. But life is short, and habitually putting off doing those meaningful things that bring us joy can literally suck the life right out of us. One thing that I personally find very effective is to catch myself when I say I’d like to do something, and immediately pull out my calendar and schedule it in, even if it’s not for another month or two… or even six. The trick is to allow enough time to prepare for the event in advance and, once the date approaches, treat it as you would any other appointment you’ve booked with someone important – keep it. Make decisions fearlessly Clutter often represents unmade decisions. Many people struggle with indecision because of the fear of making a mistake (especially perfectionists). It may seem easier to avoid making the decision, but by doing so, you are deciding to procrastinate and stay stuck. Whenever possible, make decisions as you go along, before they accumulate. Although there’s no guarantee you will make the right decision, you will be taking the option that appears to be the right thing to do at the time. Avoid berating yourself if the outcome is less than you had hoped, and besides, there’s usually some recourse. See it as a great learning experience and move on. One effective decision-making technique is to ask: “What’s the worse thing that can happen if I make the wrong decision?” and “Can I live with that consequence?” This usually puts the decision into perspective and helps you make it confidently.

of them broke even or lost money, which would you promote? The end result is that banks would like you to take a five-year fixed rate mortgage and are now making it more attractive for you to do so. By the numbers – changing spreads and changing guidelines Talking about the price of a five-year mortgage and the spread on the bond yields can be very confusing for the average Canadian. Since most people don’t understand it, the media tends to avoid writing about it. As a result, some glaring discrepancies go unreported and questions remain unasked. Let’s start with some basics: ›› A bond yield and a bond price have an inverse relationship. Don’t worry about trying to understand that – you simply need to know that if the bond price goes up, the bond yield goes down and vice versa. ›› Canadian banks and lenders use the bond yields to determine their “spread,” or profitability. ›› T hey like to keep the spread to a certain range. For example, five years ago, the spread would be between 90 and 130. That means you take the five-year mortgage rate (say four per cent) and subtract the current five-year bond yield (say 2.95) and the difference should be between 90 and 130. If the difference is below 90, then that is a signal for banks to raise rates. If it is above 130, then they would lower rates. In the above example, 4.00 – 2.95 = 1.05, so that would indicate the rate is within the comfort zone and therefore not likely to move. Now let’s look at the way things are today: ›› Let’s assume a five-year bond yield is 1.66 per cent ›› A nd a typical five-year published mortgage rate is 3.59 per cent ›› 3.59 – 1.66 = 1.93 Based on the numbers that were used five years ago by the chartered banks, a spread of 1.93 would be .63 over the comfort zone – meaning very profitable – and a signal to lower rates (arguably to as low as 2.96 per cent for a five-year term). However, lenders are no longer using the same model for spreads. In fact, due to (and I quote) “the uncertainty in the bond market is forcing a wider than normal margin until investors see some stability return” – the current range that lenders are going by is 1.75 and 1.95. As such, the spread of 1.93 for today’s interest rates is actually at the high end of the comfort zone, but still within range. Some lenders are offering a quick close special of 3.39 per cent, which puts the spread at 1.73 and therefore out of the comfort zone. Any increase in the bond yield will result in those rates increasing, not decreasing. Suffice to say, it would appear that the banks are making significantly more profit on five-year mortgages today than they did five years ago. But having said that – they also experienced the global credit crunch of 2008 and saw first hand the impact to global banks when liquidity in the markets disappeared. And although we complain about the profitability of the chartered banks, it was this very fact that made them the envy of the world when their counterparts in other countries suffered. With ongoing credit and financial issues in Europe and the United States, perhaps the Canadian banks are wise to shore up their coffers while they can. In the meantime, the more investors flock to safe harbours amidst turmoil and uncertainty in the global markets, the more bonds they will buy. go. Whether this will translate into lower mortgage rates for you is yet to be determined. And while we could argue that the long-term rates could go even lower or in fact that they should be lower, they are still the lowest they’ve been in a lifetime. So, whether you choose to take a variable with a lesser discount or today’s low long-term rate – one thing is certain: rates are low – if you have a mortgage or you’re planning to get one, take advantage of these low rates today and accelerate your debt reduction. Stability will eventually return to the markets and investors will eventually shift back to equities. When that happens, bond prices will drop, yields will rise and so too will your long term rates. In the meantime, enjoy them while they’re here.

PORTABLE MORTGAGE: Flexibility if borrowers move. Borrowers can take the mortgage to their new home or can transfer it (usually with the consent of the lender) to the purchaser of their old home. This is an attractive option if the rate on the existing mortgage is lower than current rates.
