NOW WHAT? WOULD SMALLER MUNICIPALITIES HELP OR HINDER? Doug Ford has been Premier of Ontario for slightly more than a month. Now what, besides his plan to reduce the size of city governments? With municipal elections a little more than two months away, these are important times. “Housing affordability has become a significant challenge in our region – not enough new housing is being built to meet demand in the GTA,” the Building Industry and Land Development Association (BILD) said recently in kicking off its 2018 Build for Growth Campaign. “Municipal governments play a significant role in setting the conditions that make it possible to add new housing, and update and renovate homes. If they do not take steps to correct this problem, housing costs could become even more of a challenge for many residents of the GTA.” Smaller, leaner municipal governments could result in quicker building approvals. Or they could be overloaded. And what might the resulting costs be? See pages 16 and 31 for some insights.

TIME TO REVISIT THE GTA WEST CORRIDOR
DAVE WILKES
My work day has me driving across the GTA to attend meetings with stakeholders, and I often find myself sitting in traffic on Hwy. 401 going nowhere fast. While there have been some infrequent improvements and upgrades, the western part of the GTA has seen no significant new highway addition since the 407 nearly 20 years ago. A recent Metrolinx study notes that traffic congestion will cost GTA residents and businesses $7 billion a year by 2031. Something must be done to improve traffic congestion in our region. Transportation infrastructure is vital to each and every one of us, as it links people to where we live, work, shop and play. Earlier this year, the Ontario government decided on the advice of an advisory panel’s recommendation not to go forward with the GTA West Corridor; instead, one that is about one-third the size of the analysis area of the environmental assessment will be protected from development, while the province assesses what infrastructure will be needed to support the growing region. The land in York, Peel and Halton regions will be protected from development while the assessment takes place. Where does the cancellation leave the residents of the GTA? The GTA Corridor West was 16 NextHome.ca
not just a proposed highway. It was a means to unlock both commercial and residential land for development. Its central location, running from Hwy. 400 in Vaughan, across Caledon and Halton Hills and connecting to Hwys. 401/407 in Milton, would have been a pressure relief for existing highways.
The economic benefits of the corridor would have been enormous. In Peel Region alone, $1.8 billion in goods are moved to and from the area every day. Furthermore, four-in-nine jobs there depend on the movement of goods. The corridor would connect urban growth centres, facilitate the growth of new employment and business areas and create greater economic competitiveness. Much of the recent development in the Town of Milton happened around Hwys. 401 and 407. The GTA West Corridor would have had the same economic growth potential, bringing new housing to the GTA that will see its population grow to 9.7 million by 2041. Good development requires adequate
infrastructure. We need to prepare for the future now. BILD strongly supports a transportation network such as the one the GTA West Corridor would enable. It plays a significant role in sustaining the type of development that is in line with the province’s intensification policies. It would allow us to plan and create complete communities within the area, which is needed to meet future population growth. During the 2018 provincial election campaign, the new provincial government made a commitment to revisit the environmental assessment for the GTA West Corridor. It is important for the residents of the GTA that they make good on this promise. As the municipal elections approach, we are encouraging voters to talk to their candidates about ways to bring new housing to market that people can afford to buy. Designer Jo Alcorn shares tips to make the inside of your cottage as desirable as the outside LOVING THE LIVING ROOM
When the rain is pouring, or the bugs are buzzing, you want to escape to an indoor retreat. When it comes to creating a cosy cottage living room, remember, seating is a priority. Make sure there is enough room for everyone to sit comfortably. Look for durable, easy-to-clean options. You also need storage. In this space, I included a shelf behind the sofa. It’s ideal for cottage living: it offers easy storage for throws, board games or great cottage reads. It also doubles as extra counter space when entertaining. 22  NextHome.ca
a gorgeous five-ft.-long, woodtopped raw table, a perfect fit for cottage decor, plus it’s long lasting. COTTAGE-CAVE
This cottage has access to a walkout basement; a wonderful under-used space that was naturally cool because the cottage is built into the Canadian Shield. Instead of covering up the natural rock, I kept it exposed and it became part of the decor. I added a great, durable sofa from Urban Barn (urbanbarn.com), which fit the space perfectly, and side chairs that could be moved around. Again, we selected a raw-edge table to really enhance the cottage feel. Accessories were added from Bouclair (bouclair.com) to really top off the woodsy feel. OUTSIDE ENTERTAINING

Even in this five-by-eight-ft. space, I created a huge impact. The secret was to use every square inch, including the vertical space. I used amazing artwork from an online store called Posterjack
(posterjack.ca), I enhanced the feature wall with cottage-inspired decor like stag heads from HomeSense (homesense.ca). The most important piece of all is the table – it’s where you gather and make lasting memories. I chose
This is where the magic happens at a cottage. This cottage had a small concrete slab that was considered a patio. I used EON Deck and Patio Tiles from The Home Depot (homedepot.ca) that the homeowners simply clicked into place. To have a great dinner party, you need a great table; this table is from The Home Depot, seats six, has a sleek and stunning design, is comfortable for long conversations and fits the space perfectly. The chairs even stack for easy winter storage and have removable bottom cushions. No outdoor party would be complete without a barbecue. The homeowners love to cook so I chose this stunning gas grill from Weber (weber.com) which is ideal for entertaining; it has a multitude of features and a fuel gauge so you never run out middinner party. IS NOW THE TIME TO BUY A NEW SINGLE-FAMILY HOME?

In early 2017, the average asking price for a new single-family house in the Greater Toronto Area increased by a whopping 45 per cent annually. I think everyone in the industry was wondering what was going on, because the values didn’t make sense in comparison to the resale market, despite the decadelow number of units available.
As market prices bubbled up, the Ontario government decided it was time to intervene, announcing a 16-point Fair Housing Plan in April 2017. The plan included a nonresident speculation tax among the 16 new rules that were intended to stabilize the market. The impact on new single-family transactions was almost immediate, as buyers and especially investors (who had recently increased their interest in suburban properties) became more 30 NextHome.ca
cautious. The implementation of the new housing measures resulted in prospective buyers adopting a waitand-see attitude. Sales have been flat for new single-family homes since, with just 342 sales in May, according to a release by BILD GTA. The release also noted that “the benchmark price of new single-family homes, including detached, linked and semidetached houses and townhouses (excluding stacked townhouses), at $1,144,191, was down 6.4 per cent over the last 12 months.” The resale market in the GTA didn’t experience as big a jump
in average values in 2017 as the new home market, but fell much further, declining more than 20 per cent from the peak. With new single-family sales so far below the long-run average, why aren’t new home prices declining further?
to catch up to 2017 values. The supply of single-family houses is so low (a quarter of what it was 15 years ago), developers don’t want to fire-sale their inventory to move product this year. So, what does that mean for you and a future new home purchase? Perhaps you’re waiting for the resale market to stabilize. Well, June figures from the Toronto Real Estate Board indicate the worst is behind us, and average values are now trending upward. If you’re waiting for developers to drastically lower their prices, most are not taking that approach. In conclusion, you’re not likely to see any big increases in new single-family house prices, and you’re not likely to see any big decreases in new single-family house prices. So, ask yourself: Do you want that new house now or later? Remember, buy for the long term, buy what you can afford, and do your own research. Good luck.

We’ve all heard how slow the building approvals process in the province is, but the extent of the problem is becoming alarming. “Toronto is 54th out of 190 countries assessed by the World Bank in terms of the efficiency of its approvals process for routine building projects,” says Richard Lyall, president of the Residential Construction Council of Ontario (RESCON). “This ranking isn’t for an 80-storey mixed-development highrise – it’s for the most basic of buildings such as a warehouse. We are a G7 nation – 54th for Toronto, Ontario and Canada isn’t acceptable.” Indeed, the housing supply chain in the GTA is mired in red tape. The report, Streamlining the Development and Building Approvals Process in Ontario: Good Practice Concepts and a Guide to Action, says streamlining the development and building approval process would be low-hanging fruit for the new Conservative government. CONDO APPROVALS WORSE
Just where would Canada rank for a highrise condo project? “In the case of an 80-storey, mixed-use condo building, those delays would likely be longer,” Lyall told NextHome. A 2013 Bousfields Altus study reported timeframes for residential
projects of well beyond a year in many cases, he says. Other studies have shown condo approvals often took two years. “Even if the 80-storey building complies with the Official Plan, it is almost certain that zoning is out of date, which means that rezoning is needed, as well as associated consultation, which will result in further delays. Even though zoning should be updated within three years of a new Official Plan, this rarely happens, especially in Toronto. A zoning amendment should take nine months under the Planning Act but actually takes much longer.”
faster approvals and less red tape. Yes, even in 2018, most Ontario municipalities rely on in-person permit applications involving pen and paper. In 2017, for example, most of the more than 180,000 building permit applications Ontario municipalities received were made in person. “A few (municipalities) are making significant efforts to modernize and move to e-permitting systems – but these are not state-of-the-art systems,” Lyall says. Many large architectural and engineering firms use 3D Building Information Modelling, but this has not yet become part of the permitting process in Ontario.
TRANSLATION?
“We must do something about this ranking within the next three years,” says Lyall. “Delays on this scale cost the Ontario government, industry and consumers billions of dollars. If this is not addressed, we will lose out on potential international investors.” RESCON’s recommendations for the Ontario government include: Pass a Transparency Act to improve timelines and support a transparency checklist. Establish a common data/file platform for electronic permitting to move Queen’s Park and its 444 municipalities to a state-of-theart system and out of the world of pen and paper. Require a coordinating professional and supportive documentation to ensure all professional submissions are complete and accurate, leading to

GULLIVERS’ TRAVEL TO KINGSTON LEADS TO STONE & SOUTH ON THE RIVER Joan and Gary Gulliver enjoy riding their bicycles around south Whitby, and on the waterfront trail where they have lived for 36 years. This year, Gary participated in his eighth Ride to Conquer Cancer benefiting the Princess Margaret Cancer Centre in Toronto, which raised an impressive $18.3 million. Joan is his fundraiser and cheering section leader. Little did they know their other recent travels would open the door to a new biking adventure for the future. Recently, the couple stopped in Gananoque to spend some time before driving on to Kingston. Three things happened. They saw the signs for Stone & South on the River, CaraCo Development Corp.’s community of exclusive dockside residences on the St. Lawrence, went into the Discovery Centre to look around, and purchased a condominium suite on the spot. “It was love at first sight,” Joan says. “The floorplans and renderings are attractive and just what we’ve been looking for. Years ago, I had family visiting from England, and we took them on a boat trip to the Thousand Islands and we all loved the beautiful area and experience. From our

In the Greater Toronto Area, the city has spread out beyond Whitby. We’ll be happy to move away from the sprawl.” Both Gary and Joan are retired. Joan was a school teacher and principal in Durham Region; Gary sold real estate. He knows a great homeownership opportunity when he sees it. The couple purchased the 913-sq.-ft., two-bedroom Heart Island Suite I, which has a spacious balcony. “I am an avid gardener,” Joan says, “so I look forward to growing plants in containers on that outdoor space. Our Whitby home is on the lake, so we enjoy water views as part of our daily lives.” Gary adds, “We’re snowbirds, so with the condominium setup, we’ll be able to go south in the winter and not worry about

PEACE OF MIND ENSURE IT WITH CONDO INSURANCE

If you are thinking about buying a new condominium, be sure to do your homework on everything, including insurance. This goes for first-time purchasers of all ages. The parameters differ between lowrise residences and condo suites, and it is important to understand how. Of course, your declaration will outline what insurance coverage you need, and your sales representative and/ or lawyer will be able to explain anything you find confusing. In a nutshell, however, here is the situation. First, condominium corporations are usually guided by a rule-ofthumb that involves insuring from the suite walls out. Elements such as the roof, exterior, driveway, underground garage, amenities and other common areas are covered. This is by no means a blanket rule, so you need to check as to whether suite owners are responsible for the deductible on the policy that applies to the building. As this can be a substantial amount, it may affect your purchase decision. What about maintenance fees? Don’t they cover this? Yes, your maintenance fees should include the insurance the condo corporation takes out on the building itself. Typically, the amount is two per cent of the condo budget. Again, check
your declaration carefully, as this may differ between and among buildings. The opposite happens when it comes to you insuring yourself as a suite owner: Think from the walls in. Of course, you are responsible for arranging contents insurance for your belongings, including clothing and furnishings, as any renter does. Make a list of your belongings, including what you will place in your storage locker, because you need to insure the contents of that as well. Be sure to ask your insurance agent about specially designed Condominium Owners policies and additional riders. You might, for example, want a clause for additional living expenses if your suite becomes uninhabitable because of a loss. Arrange for personal liability insurance to cover your legal liability should someone visiting your suite suffer an injury or loss to his or her property. Now, here’s something interesting: As a condo owner, did you know that you also have to insure “attached” items in your suite such as counters, cupboards, vanities and the like (including any upgrades you purchased)? If these become damaged, suite owners are responsible for repairing or replacing them. If you are an investor and will be renting out your suite, all the more reason to be diligent in researching your obligations with regard to insurance. At the very least, your tenant(s) should purchase contents insurance for their personal items.
My advice is to deal with an insurance company that has experience with condominium requirements. Although your condo suite insurance takes effect when your unit legally closes, obtain a copy of the condominium declaration as early as you can. Show it to your insurance agent so he/she can help you determine exactly what coverage you need. Today’s condominium shoppers are more educated than ever before. Knowing where you stand on all aspects of the purchase is the best way to ensure happiness with your choice. Think of the blueberries as creating a thick, slightly sweet, slightly savoury gravy, draped over perfectly medium-rare steak. Salivating, yet? For light work, the blueberry component can be made ahead while you grill your steaks outdoors. BEEF, BLUEBERRIES & BURNT ONIONS The bright, bold freshness of blueberries dances beautifully with red meat. Toss over crispy charred onions and you got yourself a complete meal in every bite.
INGREDIENTS • 1 10- to 12-ounce flank steak • 1 medium white onion, thinly sliced • 1/2 cup blueberries (frozen is fine) • 1 tbsp. butter • 1 tbsp. Dijon mustard • 1 tbsp. balsamic vinegar • 1 tsp. brown sugar • 1 tbsp. fresh thyme
INSTRUCTIONS » In a medium/hot skillet or fry pan, add a splash of olive oil. Season steak heavily on both sides, sear for three to four minutes per side or until desired doneness is achieved (around four minutes per side for medium-rare depending on thickness). Remove and let rest for five minutes. » Meanwhile, in a dry fry pan over medium/high heat, add onions and a good pinch of salt. Turn occasionally until very well seared. » In a small pot on medium heat, add blueberries, butter, Dijon, vinegar, sugar, thyme and 1/4 cup of water. Formally a separate municipality, Stoney Creek amalgamated with the City of Hamilton in 2001. It begins east of the Red Valley Parkway, including the area from Lake Ontario up to Rymal Rd., and ends where Grimsby begins, at Fifty Rd./11th Rd. East. The area is popular with families, young urban professionals as well as seniors. THE VIBE
Most of the original settlement took place below “the Mountain” (aka the Niagara Escarpment), where you’ll find lovely Victorian and Edwardian enclaves, as well as more recent mid-century neighbourhoods, all very well maintained. But there’s been a recent housing boom in the formerly very rural upper town, where several new subdivisions have grown in the last decade, with many more on the horizon. MEET THE NEIGHBOURS
