LOVING LIVEABILITY The ongoing pandemic may be leading to some uncertainty in the economy and real estate markets, but it’s also causing Canadians to better understand what’s important to them – what they really love when it comes to their homes and communities. “Since the start of the pandemic, spending more time at home has allowed people to reflect on the kind of lifestyle they want, which has impacted liveability,” says Toronto-based ReMax Ultimate Realty Inc. broker and owner Tim Syrianos. “People want more space and access to local stores. Access to parks and increased walkability, while always important, are also becoming increasingly in demand.” These are among the key sentiments in the 2020 ReMax Liveability Report. A survey conducted by Leger analyzed regional data to determine the most liveable neighbourhoods across the country based on factors most crucial to Canadians, including increased access to greenspace, more walkability and more options for public transit. These are not necessarily new loves, but given the challenges of COVID-19, we’re all rethinking where we live, work and play, and it’s no surprise simple pleasures are climbing up our lists of priorities.

GTA NEW HOME MARKET SHOWS HUGE SALES INCREASES IN AUGUST The GTA new home market saw an unusually busy August, according to the Building Industry and Land Development Association (BILD). A total of 4,539 new homes was sold in August, up 217 per cent from August 2019 and 119 per cent above the 10-year average, according to Altus Group, BILD’s official source for new home market intelligence. It was the highest number of new home sales for August since Altus Group began tracking in 2000. Sales of new single-family homes, including detached, linked, and semidetached houses and townhouses (excluding stacked townhouses), with 1,930 units sold, were up 355 per cent from last August and 139 per cent above the 10-year average. Condominium apartments, including units in low, medium and highrise buildings, stacked townhouses and loft units, accounted for 2,609 new home sales, up 159 per cent from August 2019 and 106 per cent above the 10-year average. “The GTA housing market has seen a strong summer, but, with the 18 HOMES Magazine | OCT. 24–NOV. 21, 2020

resurgence in COVID-19 cases, the coming months are full of uncertainty for all of us,” says David Wilkes, BILD president and CEO. “What is certain is that residential and non-residential construction has played a key role in kick-starting the economy in our region and in Canada, and will continue to do so.” “With the record sales activity and unusual number of project launches we saw in August, it is becoming clear that the COVID-19 pandemic delayed consumers’ housing purchase decisions as well as builders’
project openings,” says Ryan Wyse, Altus group’s manager, analytics, Data Solutions. The benchmark price for both single-family homes and condominium apartments dipped slightly in August compared to the previous month but was still up yearover-year. The benchmark price for new condo apartments in August was $972,859, up 15.7 per cent over the last 12 months. The benchmark price for new single-family homes was $1.17 million, up eight per cent over the last 12 months.

NO SIGNS OF SLOWDOWN IN HOME PRICE GROWTH Not even a second wave of the pandemic is enough to put the brakes on price appreciation in Canadian real estate markets. This, according to the latest Royal LePage House Price Survey and Market Survey Forecast. And Ontario, as has been the case for most of the year, continues to be the star performer. Royal LePage expects the housing market to hold onto gains achieved this quarter, and that prices will end 2020 seven per cent higher than in 2019 – including an 8.5-per-cent hike in the GTA. The aggregate price of a home in Canada increased 8.6 per cent year-over-year to $692,964 in the third quarter, as high demand and low inventory continued to fuel a sellers’ market. When broken out by housing type, the median price of a standard two-storey home rose 10 per cent year-over-year to $819,906, while bungalows increased seven per cent to $570,701, and condominiums 5.3 per cent to $510,365. Price data includes both resale and new build. “Typical consumption patterns have been disrupted in 2020 as the pandemic has driven the household savings rate to levels not seen in decades,” says Phil Soper, president and CEO of Royal LePage. “Most Canadians have sharply reduced spending on discretionary goods and services involving a great deal of human interaction, and with mortgage rates at record lows, many have refocused on housing investments, be it renovations to accommodate work-from-home needs, a recreational property or a new property better suited for the times. “In urban centres across Canada, housing inventory has failed to keep up with household formation,” Soper says. “Chronic under-supply has created a robust pipeline of potential
buyers that currently far outsizes the number of homeowners who may need to sell as a result of COVID-19 related job loss. greater toronto area
The aggregate price of a home in the GTA increased 11 per cent year-overyear to $922,421 in the third quarter of 2020. When broken down by housing type, the median price of a standard two-storey home increased 12.2 per cent to $1.08 million, while bungalows rose 10.6 per cent to $887,156 and condominiums 6.8 per cent to $599,826.
Similar strong home price gains were seen in Toronto, where the aggregate price of a home rose 11.1 per cent year-over-year to $975,980. Standard two-storeys increased 15.5 per cent to $1.48 million, while bungalows rose 11.3 per cent to $974,295 and condominiums 4.9 per cent to $644,903. The detached home market is outperforming condos, but condo demand is still considered healthy. Condo sales were up 15 per cent in September 2020 compared to September 2019.

BILD AWARDS CELEBRATE YEARS OF BUILDING EXCELLENCE The Building Industry and Land Development Association (BILD) recently recognized 40 years of building excellence, architectural design, marketing savvy, customer service, and industry leadership at its annual awards program. Great Gulf Homes was the big winner, taking home both Home Builder of the year Lowrise and Home Builder of the year for Mid/Highrise. Concert Properties Ltd. (Concert) took home the prestigious Stephen Dupuis Humanitarian award for its unique approach to corporate social responsibility (CSR). Concert is involved in charitable activities and events such as Covenant House, Youth Without Shelter, Scotiabank Toronto Waterfront Marathon, Bubble Hockey for Sick Kids Foundation, Ride to Conquer Cancer and the Scott Street Mission. The coveted People’s Choice Award, determined by members of the public through online voting, was
awarded to Acorn Developments for its Lookout on the Knoll project. Acorn Developments also won Best SemiDetached/Townhouse Design for Lookout on the Knoll, The Cedar, and Green Builder of the year, Lowrise. Tridel came out on top for the Green Builder of the year Mid/ Highrise. Tridel also took home Best Highrise Building Design for Tridel at the Well and Best Customer Care award. Brightwater, a new community located along the shores of Lake Ontario in Port Credit, won Best New Community, Planned/Under Development. This development is a joint project by BILD members Diamondcorp, Dream Asset Management Corp., Fram Building Group and Kilmer Nostrand’s. Since the beginning of March, the Bank of Canada’s overnight rate has been on a steady decline, hitting a record low of 0.25 per cent. This rate drop has led to a large decline in interest rates for mortgages, which has increased home affordability among Canadians and spiked considerable activity in the marketplace. With more buyers entering this hot market, it’s important not to lose sight of the financial responsibilities that come with making this investment. If you’re in the process of looking for a home, one of the best ways to be prepared is to understand all of the costs associated with making this purchase. first, how do interest rAtes impAct home AffordAbility?
Interest rates impact housing affordability because they dictate how much you can actually borrow for a mortgage. With interest rates as low as they are, this has increased the purchasing power and overall housing affordability among buyers and homeowners in Canada. While this is an opportunistic time in the market, there are many other cost factors that need to be considered. mortgAge prepAyment penAlties
Before you decide on a mortgage, be aware of the prepayment penalties associated with the various products. Every lender has different terms and conditions when it comes to prepayment penalties and privileges.
These penalties come into play when a homeowner decides to either refinance their mortgage or make a larger payment that exceeds their privileges. Depending on the lender you choose, these penalties can amount to tens of thousands of dollars, making this a key cost consideration during your home search. If paying off your mortgage early is a goal, understanding these details is key and can lead to substantial cost savings. closing costs
Often overlooked, closing costs are a collection of expenses applied on top of your home’s purchase price. These fees are important to consider at the start of your home search because they can impact your overall affordability. Closing costs typically account for 1.5 to four per cent of a home’s purchase price and vary depending on the city or province you’re buying in. Some of these costs may include home inspection, property taxes and insurance, land transfer tax, lawyer and appraisal fees, and more. cmhc insurAnce
If you’re buying a home with a down payment that’s less than 20 per cent, you’ll be required to pay mortgage default insurance. This is used to protect lenders in the event that a borrower is unable to make their mortgage payments. This insurance can be paid in a lump sum or added to your monthly mortgage payment, and will vary based on the size of your down payment. For example, if you put five per cent down on a $425,000 condo ($21,250), you will be required to
pay a four per cent premium, or $16,150. However, if you put 11 per cent down ($46,750), your premium lowers to 3.1 per cent, or $11,726. The larger your down payment, the less insurance you are required to pay. Another hidden cost to consider is the provincial sales tax associated with the insurance, which is due at the time of closing. homeownership costs
Once you move into your home, there are costs that will come with ownership. This includes annual costs such as property taxes, but also maintenance costs, heating and electrical and home furnishings. Be prepared to keep savings available for the home once you move in. If you’re in the market to buy a home, taking these additional costs into consideration will make the home shopping process easier and ensure you’re prepared to make this investment over the long term. Buying a home is a very exciting milestone, but it also involves great responsibility. It’s paramount that you take these additional costs into consideration. If you do have questions, work with an unbiased advisor to ensure you are making the right decisions. Getting pre-approved is a great starting point.

Having grown up in Markham my whole life and currently living just down the street in the Angus Glen community with my family, it was the perfect location. I love the area and the fact that the homes are very modern – I purchased the West Coast contemporary design. My fiance is moving here from Los Angeles, so it was important for me that the home is in a nice neighbourhood, close to Unionville’s nearby attractions and not too far from the city. The designs in this neighbourhood remind us of the modern contemporary homes in West Hollywood/Los Angeles, which we love. For such an exclusive community in Markham, I found the price point to be reasonable, as well. I also love the renderings of what the neighbourhood will look like when completed – with parks, a town square and many beautiful trails with greenery.

She never missed a beat. Sitting, preparing her remarks at a recent groundbreaking event in Toronto, Barbara Lawlor greeted an oncoming visitor she hadn’t seen for ages… Without hesitating, she stood, extended a smile and an appropriately socially distanced warm welcoming, and chatted for a few minutes. Then back to reviewing her speech – for an opening attended by the deputy mayor of Toronto and other dignitaries, no less. No pressure. It all comes with the territory for the president of Baker Real Estate Inc., a Toronto-based brokerage specializing in the sales and marketing of new master-planned communities, condos and other properties. When you’re used to dealing with some of the leading developers, not just in the GTA but elsewhere in Canada and even in Shanghai, a brief interruption is but a minor challenge. Awards, Lawlor shares her insights into the new home industry – and how she expects it to excel during these challenging times. How do you see the new home business these days? It’s certainly an interesting time, to say the least… Yes, talk about a unique set of circumstances – and I am proud to say that our industry has risen to the challenge. We did a great job coping with COVID-19 by going virtual, which was a big difference from 2008 and 2009. Back then, sales came to a standstill; in 2020, we applied ourselves through technology and sold homes and condominiums throughout. Then, in July and August, sales came roaring back. Overall, for those of us who were around during the 2008-09 crisis, this pandemic was a completely different experience. A lot of it has to do with the new construction condominium business
model. End-users and investors know they can put their money down today and watch their equity grow over the next few years. People also have tremendous confidence in Toronto and the GTA. Once immigration is back to its normal pace, we will see areas grow again. Toronto is a young international city, which is poised to continue attracting new residents. You must have seen a ton of changes in the business over the years. What would you say are some of the most significant? Technology! It has been the biggest game-changer in my career. Technology has brought the world closer together in terms of conducting business, which we can now do at press of a button. Money can be wired internationally, and a deal can be signed online. Baker has always invested heavily in our proprietary technology, and we will continue to do so in 2021. We have
sophisticated virtual presentations helping us to continue to sell. Any changes you’re glad happened… the end of the high interest rates of the late 1980s, improving product quality or innovation, something regarding policy…? I have to say, our Canadian banking process has risen to economic challenges. A few years ago, our conservative procedures and policies kept us from the quagmire the U.S. found itself in, with people obtaining mortgages who could not afford them. I am proud of our Canadian banking system. In addition, the Bank of Canada has recognized what was, and is, needed to keep the economy afloat, and our historically low mortgage interest rates have had a massive positive effect on real estate. At the moment, the popular five-year rate is below two per cent. This is unprecedented, considering the times. Some sources are saying buyers may increasingly favour lowrise homes with more room, larger lots and work-fromhome spaces, given concerns about COVID-19. What are your thoughts on this ‘trend’? Historically, people have always been attracted to cities. That’s not going to change, even with the pandemic. There is a reason people gravitate to
cities – the social aspects of living close to others, lifestyle options, amenities, activities, events and the like, all within easy reach. With public transit so available, it is possible, and popular, for city-dwellers to not own a gas-guzzling vehicle. That alone saves thousands of dollars every year in insurance, maintenance, repairs and gas. Once our health crisis has been averted, people en masse will want the convenient lifestyle of condos in urban areas again. Also, this is about price. Lowrise homes on larger lots usually cost more. Not everyone can afford to increase their housing spending. We have seen an increase in seasonal vacation homes, but those are typically with the top 10 per cent of the population – those who have the resources to afford them. Working from home will have a larger place in the big picture, but a new norm will emerge. What other longer-term affects might we see as a result of the pandemic? Once the health aspect is resolved, I don’t see the trend toward moving out of our cities continuing. There is a certain creative dynamic that is missing when people don’t meet face to face. However, homebuilders and condo developers are already making strides in designing flex spaces that can serve as home offices.
What would you say are some of the best homebuying opportunities these days? I’ve always believed you should buy in the best location you can afford. To me, that means as close as possible to a transit hub in the city you are considering. When the market shakes, it shakes from the outside in. That hasn’t changed. Proximity to a transit hub still rules. Affordability is a growing concern, particularly for first-time buyers. What advice would you have for these would-be buyers? Explore every avenue and get into the market as soon as possible, while mortgage interest rates are historically low and prices keep going up. Do whatever you can to buy the most you can. Check what government help is in place in the form of tax credits, RRSP withdrawal allowances and GST/HST rebates. Find out about potential incentives from developers. Can your family help with the down payment? Might you co-purchase a suite or home with a friend or relative? And remember, even if your first home purchase is a compact condo because of affordability, even the most compact suite designs “live” larger than their square footage. And isn’t living in a studio layout at a good address better than paying someone else’s mortgage with rent?
on a personal note My biggest inspiration in this business is: People! They are everything. I am inspired by the many groups who cross my path in sales, marketing, architecture, heritage, creative agencies, developers and brokers. Communication across all levels is critical in our great industry, and from experience, I know that listening is more important than talking. When we work together, great things happen. If I wasn’t in new home marketing and sales, I would be: An architect. I am fascinated by architecture, and I have enjoyed traveling the world and seeing various architectural styles in our great cities. The idea of how buildings are conceived and designed fascinates me. When I’m not at the office (real or home), I am: Walking my Siberian Husky, Rocky, on the Nipissing Ridge Trail. He’s been with me for 12 years – an old guy, but still as handsome as ever. That forested trail is one of my favourite walks.

The Flato team believes in giving back and makes it part of what the company does every day. With the COVID-19 pandemic affecting so many families this year, the team decided to look for ways to help, and committed to supporting local food banks including Shepherds Cupboard Food Bank, Daily Bread Food Bank, The Mississauga Food Bank and others in Beeton, Alliston and Shelburne. Flato has also donated about 24,000 surgical masks and more than 5,000 KN95 masks to hospitals, senior care homes and local communities throughout southern Ontario.
Dundalk’s need for a new health clinic presented the company with the chance to make a real difference in residents’ lives. In May, Flato donated $1 million to build a stateof-the-art interdisciplinary health clinic that will provide primary care, mental health, social and home care services to residents of Grey and Bruce Counties. “We see this as an extension of building complete communities and are proud to help found the new health clinic that will deliver expanded services to the residents of Dundalk and nearby communities,” Rehmatullah says.
This incredible gift is just one way the company has continuously supported the communities where Flato builds and operates. In Shelburne, Flato donated $100,000 to help build a home for an organization that creates multidisciplinary arts programs for youth. Launched three years ago, the Streams Community Hub has served more than 250 kids from around Dufferin County, and the Town of Shelburne has designated a space beside the Centre Dufferin Recreation Complex for the group’s future home. Vaughan is a city on the move – quite literally, and in more ways than one. APPROVAL DELAYS FOR NEW HOUSING COST ALL HOMEBUYERS

As President and CEO of one of the largest local home builders’ associations in North America, I am often asked: “Why are new homes so expensive in the GTA?” This seems like a simple question, but the answer is actually very complex. When it comes to new housing, the GTA is an undersupplied market. Virtually every year since the introduction of the Growth Plan for the region in 2006, the supply of new homes has fallen short of demand. When federal immigration levels increased in 2015, provincial Growth Plan targets for the number of new homes were not updated and the supply deficit grew to nearly 10,000 units per year. In any market, including the housing market, when demand perennially exceeds supply, there’s inflationary pressure.

This naturally leads to the question: “Well, why don’t you bring more housing to market?” The industry’s goal and business objective are to supply the required housing. However, because of the way new housing developments are regulated, it simply takes too long to bring new housing to market and for supply to catch up with demand. From start to finish, it takes on average 10 years to complete a highrise project in the GTA and 11 years to complete a lowrise project. A soon-to-be-released study conducted by Altus Group for BILD demonstrates that it can take three years or longer just to receive the required municipal approvals in some GTA municipalities, and this is for projects that municipalities agree with. Projects that require appeals to the Local Planning Appeal Tribunal (LPAT) take a lot longer. Lengthy approval timelines not only slow new supply to market, but also add costs. The same study identifies that each month of delay adds indirect costs of $2.21 per sq. ft. for a unit in a highrise building and $1.46 per sq. ft. for a lowrise home. So, a delay of three years adds more than $100,000 to the cost of a typical 2,000-sq.-ft. lowrise home. Lastly, all levels of government add fees, taxes and charges to the cost of a new home. From HST and Land Transfer Tax, to development charges, educational development charges, parkland charges and planning fees, these costs add up to almost 25 per cent of the cost of a new home in the GTA. Another study conducted by Altus Group for BILD in 2019 found that the cumulative government fees, taxes and charges added to new homes in the GTA are

among the highest in North America. The present provincial government has taken positive steps to address many of these issues through its Housing Supply Action Plan and should rightly be applauded. BILD looks forward to working with its municipal partners to see these changes implemented to the benefit of future generations of homebuyers in the GTA.
