The end of February brings promises of spring, more daylight hours and the shedding of winter apparel. But this year, spring brings us something more – hope on the home-buying front with a welcome change to the federal government’s mortgage stress test. The stress test was introduced in 2016 to ensure potential homebuyers could still make mortgage payments if the rates increased. Though well-intentioned, it prevented many Canadians from qualifying for a mortgage. Owning a home remained out of their grasp, still a dream rather than a reality. The new changes are coming April 6. Check out page 26 to find out if it will boost your home-buying power. If you’ve already qualified for a mortgage and are actively looking for a new home, you may want to consider the value of smart-home technology. Industry expert Irina Popova has all the latest on new-home tech, its benefits and why you should think about having it installed in your home. You can find Popova’s column on page 12. BUYING AND SELLING SEMINAR A HIT Cardel had a full house for its seminar series at the Devonshire 2 model home at 106 Westphalian, with speakers offering advice and answering questions on the topics of mortgages, how to get ready to sell your home, what the market looks like, the top five strategies to take into the design centre, and more. The evening was interactive and provided valuable information for those in attendance. If you missed it, you’ll have another chance. A seminar is scheduled for Tues., March 10 featuring RBC mortgage specialist Jennifer Blier, Orlene Campbell from Re/Max Hallmark Realty, and a design centre representative. Pathways at Findlay Creek All hands were on deck Feb. 22 for a new eQ Homes townhome lot release at Pathways at Findlay Creek. James, Jennifer, Lucie and Cody were there to greet excited potential new-home owners. The line-up began at 5 p.m. on Thursday, Feb. 20, and by Friday afternoon, it numbered 15. eQ Homes provided handwarmers and pizza to those in line on Friday and by the time doors opened at 10 a.m. on Saturday, there were more people than available townhomes. The result? The release sold out by early afternoon. 8


Lawn chair season? It was busy for HN Homes on Sat. Feb. 22 with a townhome release in Riverside South at 622 Summerhill, and a release of towns, semis and singles in Cowan’s Grove, 154 Shuttleworth. Doors opened at 10 a.m. at both locations, first come, first served. A few potential new-home owners braved the cold and camped out for three nights in Riverside South so they could choose have first dibs.

Grand opening of executive towns Minto opened its new townhome models and offered up snacks, drinks and cupcakes at the Barrhaven Sales Centre, 4005 Strandherd Drive. Plenty of staff where available in the sales office to answer all questions, with Jan and Gaby from the Minto head office in the model homes to answer all queries. ‘GET SMART’ TECHNOLOGY TRENDING IN NEW HOMES

In 1876, Alexandre Graham Bell invented the telephone. In 2007, we were introduced to the first smart phone, Apple’s iPhone, which at the time seemed like an out-of-this-world invention. Today, more than 70 per cent of Canadians own a smart phone and couldn’t imagine their lives without it. And now, consumers are able to monitor and control their homes directly from their phones. From dimming the lights and temperature control to locking the door – smarthome technology is becoming an integral part of our lives. A large majority of new-home builders have recognized that smart-home technology is more than just a passing fad, and now offer it to homebuyers either as an upgrade or included in its basic packages. Although this technology has been around for a long time in various forms, it has gained new-found popularity in the last few years. This is mainly due to increased awareness, lower costs associated with installation and maintenance, and the rising interactivity and connectivity of our everyday lives. Smart homes are a concept that now appeals to all age groups and types of purchasers. For example, a service that’s great for 12

snowbirds and frequent travellers is leak-detection technology. It can remotely shut off water supply upon detecting moisture around the furnace or sump pump, as well as send in a technician to the home right away to take care of the problem. If you are a landlord, you no longer have to rely on your tenants to notify you of an issue with the heating system. Instead, you can sign up for a 24-hour furnace monitoring service. If you own a multi-family property, you can also reduce the heating and electricity costs of common areas by controlling those remotely from your phone. Insurance companies love this, and homeowners can now enjoy peace of mind. If you are purchasing a new home, I certainly recommend choosing the smart-home technology option through the

builder or contacting a third-party company to do the installation after your purchase. If you are already a homeowner, all of the systems can be installed on your existing equipment. This will help you make your home more sustainable, lower your utility costs, and also improve your resale potential in the future. Soon enough, homebuyers will be expecting to see smart-home technology in every home on the market – new-build or resale. It will no longer be perceived as a bonus, but as an essential. Builders and developers put a great deal of effort into planning a community that will work well for the intended residents. In a neighbourhood development, common facilities like parks and community centres are part of the plan. In condominiums, a wide range of common amenities can be included, from health clubs and pools, to roof-top terraces and party rooms. Ask what is planned for the community or condominium development you are looking at. ONGOING SERVICES

Services provided by communities to individual homeowners vary greatly, so be sure to ask for detailed information, including costs. In condominium developments, for example, security and most of the maintenance of areas outside of the individual homeowner suites will be professionally managed. In some neighbourhood developments, services such as gardening and snow removal are sometimes mandatory to keep the community attractive and safe. If you plan to commute by car, it can be a good idea to drive your commute route at rush hour to get a sense of the time involved. If you plan on using transit, find out about schedules and routes that will work for you.

TALK TO PEOPLE

Nothing beats talking with the neighbours to learn about a prospective community. If the development is already partially built and lived in, walk around to get a feeling for the community. Stop to chat with people on the street or try knocking on somebody’s door to ask a few questions. Most people won’t mind, and it can greatly help you to decide if this is the right community for you. City living is often characterized by compromises which we know translates into less living space. Most urbanites are well-versed with terms such as “micro,” “mini” and “minimal.” So, you can imagine my surprise when my clients wanted to combine two apartments into a single functional and fabulous dwelling. Aside from its ample square footage, this stunning apartment features a few other urban extras that take it to the next level. Here are some of my favourite highlights of this home. FRONT FOYER

This is the first impression of your home, so make it a grand one. In the apartment’s front entrance area, I opted for a glamorous look. Walls were finished in faux eel-skin wallpaper. Underfoot, soft white and grey vein cut marble tile. Brass-detailed furniture, and elegant glass sconces add rich, textural layers into the space. 20

BATHROOMS

Regardless if your home is large or small, if the space is shared with one or eight, one thing is certain – the need for enough bathrooms. This home design tackled demand right from the get-go. NEW MORTGAGE STRESS-TEST RULES WILL BOOST BUYING POWER by SUSAN LEGGE This spring, new qualifying mortgage rules are being put in place to help Canadians boost their home-buying power. Federal Finance Minister Bill Morneau announced that beginning on April 6, 2020, the benchmark rate used to determine the minimum qualifying rate for insured mortgages, also known as the stress test, will be calculated based using the weekly median five-year fixed insured mortgage rate from mortgage insurance applications plus two per cent. CHANGES TO AFFORDABILITY

Under current rules, a family with an annual income of $100,000 with a 10 per cent down payment and a five-year fixed mortgage rate of 2.89 per cent amortized over 25 years qualifies for a home valued at $511,424 under the 5.19 per cent qualifying rate, according to calculations using Ratehub.ca’s mortgage affordability calculator, Under the new stress-test rate of 4.89 per cent, they can now afford a home worth $526,632, 26

a difference of three per cent or $15,208 in this scenario. “As a result of Morneau’s review of the stress test, he has announced a change to the rate that will be used to stress-test insured and insurable mortgages,” says James Laird, co-founder of Ratehub.ca and president of CanWise Financial in a press release. “When the change takes place April 6, the stress test rate will be set at the average five-year fixed rate for mortgages applying for default insurance on applications received by CMHC in the past week. Prior to the change, the stress test rate was set at the average of the big bank’s five-year fixed posted rate. The old system gave the big banks too much control over mortgage qualifying and meant that the stress test rate did not change in correlation with underlying mortgage rates.” The department of finance press release says that overall mortgage standards are “working to ensure that homebuyers are able to afford their homes even if interest rates rise, incomes change, or

families are faced with unforeseen expenses.” This adjustment to the stress test, says the statement, will allow it to be more representative of the mortgage rates offered by lenders and more responsive to market conditions. EVERY LITTLE BIT HELPS

“For many middle-class Canadians, their home is the most important investment they will make in their lifetime. Our government has a responsibility to ensure that investment is protected and to support a stable housing market,” says Morneau. “The government will continue to monitor the housing market and make changes as appropriate. Reviewing the stress test ensures it is responsive to market conditions.” Laird expects the stress test will drop to about 4.89 per cent once the change takes effect, assuming current market rates. “Canadians who are getting insured and insurable mortgages can expect to qualify for a little bit more than what they can today.”
