OntariO’s inclusiOnary Zoning regulAtions Will nOt Make a Dent in

Housing AffordAbility Dave Wilkes Those who follow the ongoing discussions on housing affordability in the GTA will sometimes hear the term “inclusionary zoning” being referenced in the debate as if it is a cure-all to addressing this challenge. The unfortunate reality is that housing affordability is an extremely complex issue and Ontario’s version of Inclusionary Zoning (IZ) as structured in present regulation is deeply flawed and will likely do more harm than good. IZ is not a new idea. It is a planning tool that is in place in a number of jurisdictions across North America. Its basic premise is a partnership between developers and builders and municipalities to encourage the building of affordable housing units that would not otherwise be built. The lynchpin of this partnership is that in exchange for building units to sell for below market rates, builders and developers are provided with incentives or concessions (for example higher density) that helps to offset the costs. IZ works well as a planning tool, when these types of partnership frameworks are in place from the beginning. Ontario’s IZ regulation was passed in the twilight of the previous provincial government and in the lead up to what

was anticipated to be a tough election challenge. On April of 2018 the government brought forward the Inclusionary Zoning Regulation under the Planning Act. Most notable in the final regulation was the absence of a framework to guide the partnership between

IZ is not a new idea. It is a planning tool that is in place in a number of jurisdictions across North America.

municipalities and builder/ developers, instead the regulations leaves this to the discretion of municipalities. While this may seem like a minor omission, it is actually a critical flaw. In essence this means is that those who approve the building of new homes (low-rise and high-rise) also get to dictate the terms for number of homes, location, and price built under IZ at the risk of not getting new projects approved. In its July 17 report, Action Plan for Improving Housing Affordability in the Greater Golden Horseshoe, Ryerson’s Centre for Urban Research and Land Development (CUR) as part of seven comprehensive recommendations calls for the delay in implementation of IZ until better regulations are

developed. The rationales cited are that current regulations will have an “adverse impact” because they “do not require municipalities to consider market conditions and impact” and because the partnership referenced above “is not integral to the Ontario scheme”. A mismanaged IZ can dramatically alter the financial viability of a building project. The implications of the omission of a provincial partnership framework are that fewer than anticipated units will be built under IZ, purchasers of market rate units will be subsiding below market rate units or building of new units will slow further, negatively impacting supply and affordability of new homes. Although Ontario’s IZ regulation is a provincial matter, it has great municipal implications, where BILD members are key to any potential affordable housing implementation. Warranties can be complicated especially for big-ticket purchases you make

The warranty that comes with every new home or condo built in Ontario is no exception. Tarion’s Construction Performance Guidelines (CPG) are a good way to take the guesswork out of trying to determine if something is covered under the warranty. The CPG is an online guide as to how Tarion will decide disputes between you and your builder about the most commonly encountered kinds of defects in new home construction. Tarion has recently developed a new interactive tool – called Home Explorer – that makes it easier for homeowners and builders alike to find a potential defect and learn about whether it is or isn’t covered under the warranty. Home Explorer provides you with a simulated home or condominium unit and allows you to browse for your potential defect. So, let’s say you discover after move-in that a light switch in your bathroom isn’t working. How do you know if your warranty will cover this? All you have to do is go into Home Explorer on Tarion.com and make a series of choices: type of home, interior or exterior, and then the room in which the apparent defect appears.

Once you choose “bathroom”, a picture of a bathroom will appear. You can either hover over the lights, the outlet or light switch in the diagram and click or simply click on “electrical” in the menu on the side. The screen will immediately identify the potential defect – “Electrical Outlets or Switches Don’t Work”. The information on the page will provide you with further detail, including: • Electrical outlets and switches must be installed in accordance with manufacturer’s specifications and the Ontario Electrical Safety Code; • Electrical systems and components are covered for up to two years under the warranty; • The builder is obliged to repair them if they are not meeting the acceptable performance guideline; • Damage resulting from improper maintenance or additions, deletions or alterations made by the homeowner is excluded from the statutory warranty So, if you are wondering whether an issue in your home or condo is covered under your warranty, use Home Explorer at Tarion.com. The more you understand about how your home is constructed and the warranty that covers it, the better equipped you’ll be to work with your builder to resolve any defects.

Designer Jo alcorn kicks up the drama factor in a small bathroom

HAve yOu eveR HeARd that you can’t use a dark colour in a small space? Well, I love breaking design rules. Current design trends are leaning toward dark wall colours, so I decided to test it out on a small bathroom. Case in point: I took on this once-blah bathroom and transformed it into a dramatic, functional space. First things first, the wall colour. Yes, it is black. I went with a matte finish for a bit of drama. Black cabinets and walls are on the top trend list this year, so I wanted to see what all the fuss was about and now I get it. I love the bold and beautiful element it adds. Next, I found this white gloss Canadianmade vanity from Cutler Kitchen and Bath (cutlerkitchenandbath.com), which offers tons of storage. I also love that the vanity floats, which exposes more of the floor— always a great trick to make a small space seem larger. I love a good DIY project. I spray-painted the handle that came with the vanity to have a vintage brass finish, in keeping with the room’s colour scheme. If you can’t find the exact piece or finish, don’t be afraid to alter something to make it perfect for your design concept. The crème-de-la-crème in this space is the Delta Vero champagne bronze-finish faucet (deltafaucet.ca) with the matching wall towel rack. It truly is the jewelery of the bathroom, and it was the perfect starting point for introducing brass and gold as the accent colours within this small bathroom. I tied in more of the brassy gold colour along the vanity wall with a pendant light, and vintage brass wall-art birds from Etsy (etsy.ca). The round mirror added a different dimension and twist to the hard lines of the room. I always like to add round elements for character and interest, plus it softens the harshness. Artwork is a great way to bring a boring space to

life and an ideal way to tie in your own interests and add a very personal element a room. Here, I used a photograph of a swan, printed through PosterJack (posterjack.ca), to add uniqueness. This image also connected to the birds on the wall—bringing all the elements together for a single cohesive design. Changing out the curtain rod to a dark brass finish and adding a white shower curtain from Bed Bath and Beyond (bedbathandbeyond.ca) balanced off the white vanity and toilet on the opposite wall. Overall, the contrast of white and black makes the room seem bigger and adds interest to this small room. Who knew such a boring space could be so dramatically changed by the use of colour? The bathroom’s footprint stayed the same; however, it looks entirely different and the best part is, it didn’t break the bank!

Wonder’s ambitious design includes one of Toronto’s largest structural heritage preservations in situ, converting and adapting the existing form into hard lofts and commercial space within a new 8-storey residential condominium. “We knew that Diamond Schmitt were the right architects for this development,” says Neil Pattison, Graywood’s VP of Development, Project Management. “They know how to break down the built form of a large building to achieve a human scale, to fit contextually within the existing residential neighbourhood.” To anchor the building, the architects retained the masonry that is central to the identity of the factory and the Leslieville area. “We had to pay homage to the industrial past of the building,” says Lead Architect Don Schmitt. “But we also had to make sure

This heritage element affords one-of-a-kind features and amenities for residents, from the gym to the co-working lounge and the multipurpose family room. The convivial co-working lounge on the ground floor is designed to speak to the many creatives, makers and entrepreneurs in Leslieville offering a space for residents to meet and collaborate. Designer Linda Mazur chats about the timeless luxury of clawfoot tubs Clawfoot tubs have been around since the mid-1800s, and this classic design continues to be a popular choice for bathrooms. Offering a traditional style with a distinctive look, practical functionality and the ability to provide a long, hot soak, the clawfoot tub is a great piece for elevating your bathroom’s aesthetic. Should You JoIn the

YIMBY MoveMent? Ben Myers The average sold price of a new single-detached and semi-detached home that was completed in the Toronto Census Metropolitan Area in July 2018 was $1.19 million. The average asking price for a new singlefamily home is over $1.3 million. Most people will tell you that those prices are very high and unaffordable. To make matters worse, the average asking price for a new condominium apartment has spiked to approximately $775,000 in 2018, a 25 per cent annual gain. With those numbers in mind, you might think it’s strange that there is a group pushing for more new housing to improve affordability? It is likely that many of you reading this article will think the opposite would occur, adding more units at above average prices would pull average values up. Some of those new homes would be replacing less desirable, but affordable, residential properties. Lastly, some of those new homes would replace vacant and dilapidated commercial space, improving the perception of the area, attracting affluent buyers, and driving values even higher. In many instances, all of those scenarios do apply, but the crux of the YIMBY, or Yes In My Back Yard movement is the simple fact that population continues to grow at a staggering pace in the Greater Toronto Area (GTA), and we need to continue to build housing of all types to accommodate that 30  NextHome.ca

growth, ignoring average home prices altogether. There are lots of affluent residents in the GTA, or at least people getting financial assistance from their family, and new homes are very popular. Who doesn’t like the latest interior features and finishes, the ability to customize your suite, and a new-home warranty? However, without enough new homes to buy, these well-off residents purchase in the resale market, overbidding for properties that would have sold to folks with middle-class incomes. Those mid-market buyers instead scoop up the affordable properties in the market, which forces prospective first-time buyers and cost-conscious future purchasers to delay buying, move out of the GTA, or over-leverage themselves just to “get in.” A lack of new homes drives people out and drives prices up. Economics 101: If there is more demand than supply, prices go up. YIMBYs have been fighting against local residents that oppose new housing units because they might negatively impact their housing values by creating unwanted shadows, and causing more traffic. New housing is often opposed because the new residents might be loud students and single people, renters, visible minorities, or anyone with a low income. YIMBYs also like to point out that the new housing and renovation industry in Toronto employs thousands of people, and new home buyers often spend generously on furniture, appliances, area rugs, window coverings and paint at local shops

YIMBYs have been fighting against local residents that oppose new housing units because they might negatively impact their housing values by creating unwanted shadows

and establishments, supporting local businesses. New housing can be scary to existing residents, it can change the character of their neighbourhood with glass buildings and modern architecture, it can inject an unfamiliar demographic into their established communities. However, if you side with the people opposing housing, there is something that definitely won’t change, and that’s our worsening affordability.

the perfect fish To this day, probably the question I’m asked most is, “How do I cook fish properly?” I certainly understand the intimidation factor – quality fish is expensive and often something we cook for guests, so we want it to land on the table slightly crispy on the outside, and perfectly tender in the centre. LOSE THE FEAR You have more control than you think. As with any other piece of protein, you can always go from rare to medium to well-done. But, you can’t go in reverse. If a fish recipe calls for 10 minutes of cooking time, slide in a sharp knife at six minutes and take a peek inside. If it’s done to your likeness, great – if not, keep going. LESS IS BEST I’m referring to cooking times. The older the recipe, typically the longer the cooking time. Our parents used to cook fish like they were roasting a leg of lamb. Not anymore. It’s OK to enjoy your salmon with zero pink in the centre – but beyond a certain point it becomes dry and loses flavour. LET IT REST You hear chefs preaching this constantly with regard to red meat. Same for fish. All animal proteins continue to cook after they are removed from the heat source. Removing a salmon fillet from your pan at medium rare means it will be closer to medium by the time it hits your eating time. It’s useful to factor this in.

Grilled Mackerel with toMatoes, capers, Garlic and parsley One of my all-time favourite fish dishes. Mackerel is delicious and, when fresh, it’s not fishy tasting at all. And because it’s an oily fish, it’s forgiving to cook and is not easily overcooked. INGREDIENTS • 1 cleaned Spanish mackerel (approx. 2/3lbs) • 1 cup cherry tomatoes • 3 tbsp. drained capers • 3 cloves garlic, finely chopped • 1/2 cup rough chopped parsley • Zest and juice of 1/2 lemon • 1/2 tsp chili flakes (to taste)

INSTRUCTIONS » Place your fishy on a baking tray. Every inch cut a slash across him and down to the spine, turn and repeat. Drizzle liberally with olive oil and season with salt/pepper. Be sure to get salt/pepper into the grooves. » Turn oven broiler onto high, slide tray in oven, leave oven door cracked slightly. Let broil for eight minutes or until he begins to brown. Remove tray and gently turn fish over, cook on the other side for an additional five to eight minutes, or until skin is browned and crispy.

» Meanwhile, in a med/high heat pan add a good whack of decent olive oil, cherry tomatoes (cut larger tomatoes in half) and a good pinch of salt. Once tomatoes begin to soften and wilt (approx. two to three minutes) add garlic, capers, zest/juice of half lemon, chili flakes and salt/pepper. Continue to sweat off for another two to three minutes or until garlic browns a tad. » Remove fish from oven and cover with warm tomatoes, garnish with parsley and another drizzle of good olive oil. Serve with lemon and pretend you’re somewhere on the Mediterranean!
