Buying made easy

Three simple steps to success

S

hopping for a home online is a great way to narrow your search, but there’s nothing like visiting the sites, models and sales offices to get down to the nitty-gritty. Before you venture out, here are some pointers: First, be clear about what you want and expect in a new home and in your builder.

Remember, the range of prices in the new-home market generally reflects differences in location, features and home styles. There’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, finishings, features and service. Make sure that the price you are paying will deliver the quality you want.

Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options.

Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail – then take it to a lawyer before it’s finalized.

Getting a jump on spring

By calendar if not by temperature, this time of year signals change and opportunity

T

he cover date of this issue is March 16 – a few days into Daylight Savings Time and less than a week before the official start of spring – and Mother Nature has already teased us with a sign of warmer things to come.

Indeed, spring is always busy season in the housing market, and despite some recent “cooling” in some areas and housing types, this year should be no different. Fair weather and still-favourable mortgage rates should point to the sales pace continuing in the coming weeks and months.

Need proof? Take advantage of the nicer weather and get out there and visit some new-home sales centres and model homes. A combination of factors – including land availability and affordability – is restricting supply of single-detached homes, in particular, at the moment. You may be surprised at just how quickly new lowrise developments are snapped up by homebuyers.

We’re also betting you’ll be impressed by how new-home builders in Southwestern Ontario and elsewhere are responding to such challenges, by offering more variety of home options. Gone are the days when the main choices were simply lowrise and highrise.

Today’s buyers want variety – townhomes, semis, singles, freehold and condominium ownership – and developers are delivering in spades.

en years or so ago, if you were asked to describe Burlington, you might have thought of it as just west of Oakville, lots of land space, a bit of a bedroom community between Toronto and Hamilton, with some big box retail outlets.

These days, Burlington still shows those classic characteristics, but is increasingly earning a reputation as a city on the rise, with a progressive local government and economic development office helping to build a selfsufficient economy. Blessed with good natural location north of Lake Ontario, with easy access to major Canadian and U.S. cities, Burlington shines in business as well as

culture, recreation and leisure.

Located toward the southwestern end of Lake Ontario, this growing city is close to one of the largest consumer and industrial markets in Canada.

Proximity to large industries and communities in Hamilton, the GTA and the U.S. borders, plus a strong and improving transportation infrastructure, are central to the prosperity that Burlington has enjoyed in recent years.

The city has a clear vision of its future. Core economic strengths focus on advanced manufacturing, software development, financial services, biotechnology, environmental and logistics enterprises. For example, the city is expanding its partnerships with nearby post-secondary institutions, including McMaster University and Mohawk College, in emerging fields of technology, research and skills training.

In addition, Mayor Rick Goldring says the Burlington Economic Development Corp. is one of the city’s top priorities in 2013. City Council has endorsed aggressive growth targets and has formally asked BEDC to take a more direct and active role in the short- and long-term development and marketing of Burlington.

gional, national and international transportation networks, the city is also the beneficiary of recent investments in infrastructure to improve highways and mass transit, to facilitate business growth and community development.

The city has enjoyed substantial growth recently. By 2006, the population topped 160,000 and continues to grow; development is spreading north, with farmland north of Dundas St. (formerly Hwy. 5) increasingly giving way to suburban housing.

BEDC has a very clear and ambitious plan for the city. With a mission statement “To promote a healthy environment and prosperous community by facilitating opportunities for economic growth,” BEDC is positioning Burlington as a globally competitive community.

Currently in Burlington, a disparity exists between local jobs and the skill-set of residents, says BEDC. Residents have to commute outside the city to find work, particularly in professional services. As a result, approximately 55 per cent of Burlington residents commute to jobs in Oakville, Mississauga and Toronto. In the manufacturing industry, the opposite occurs, as Burlington imports labour from outside the city.

BEDC’s strategy is to create the right job opportunities for residents to live and work in the same community, improving their quality of life.

In 2012, Burlington City Council approved a BEDC

employment land strategy, with five districts that have the potential to increase the city’s non-residential tax levy revenues by two per cent per year. This should generate more than $600,000 or about 87,000 square metres of non-residential construction, annually.

All of this is important news for prospective new-home buyers looking to buy in and around Burlington. These plans mean more local job opportunities, which leads to employment and average wage growth – key determining factors to support new housing and increasing real estate values.

Developers catering to this demand include: Branthaven Homes, with two- and three-storey luxury townhomes in downtown Burlington, released last fall; Tobyn Park Homes, which is building ParkCity, a condominium also in the downtown area; and Adi Development Group is building Mod’rn Condominium, in the heart of the city.

Residents can enjoy a variety of cultural and local attractions in Burlington, from the famous Royal Botanical Gardens to the Burlington Art Centre, home to the world’s largest collection of contemporary Canadian ceramics.

This is the second consecutive year Gary has been awarded this honour.

The award for EnerQuality’s R-2000 Builder of the Year, which

recognizes best-in-class energy efficient new home construction under NRCan’s National R-2000 program, was presented to Steve Snider Construction.

Commitment, leadership, advocacy and innovation were all recognized in award categories that included Industry Partner of the Year, which went to Owens Corning Canada; and Evaluator of the Year, presented to John Harris. The Hall of Fame Award honoured Stephen Dupuis, former President and CEO of the Building Industry and Land Development Association (BILD) who died unexpectedly in 2011.

Stephen was a consummate professional and worked tirelessly on behalf of the residential construction industry and BILD. A prolific and effective communicator, Stephen was dedicated to ensuring Ontarians continue to be among the besthoused people in the world and as such he was a strong supporter of EnerQuality and encouraged BILD members to embrace sustainable and energy efficient building.

HOUSING AFFORDABILITY NOT A BARRIER FOR THE

typical buyer in most regions: BMO Economics ACCORDING TO A REPORT FROM

BMO Economics, affordability is not a major problem for the median-income family seeking to buy a detached home in three-quarters of Canada’s housing market or a condo in Toronto, and should not become one even when rates normalize.

“Nationwide, mortgage payments on the average-priced house consume a moderate 28 per cent of household income – 23 per cent for people living outside Vancouver and Toronto,” says Sal Guatieri, senior economist, BMO Capital Markets. “T his matches the long-run norm of 28 per cent, suggesting that rising income and falling mortgage rates have largely offset the deterioration in affordability caused by higher prices.”

However, Guatieri notes that the same cannot be said for Vancouver, Toronto and Victoria.

“A typical family striving to purchase a single-family house in Vancouver would have to spend four-fi fths of their income on mortgage payments, which explains why they can only dream of

buying a detached house in Vancouver,” says Guatieri.

“In Toronto, a hefty 43 per cent of median income is required to service a mortgage on an average singlefamily home, up from 40 per cent eight years ago.”

Guatieri adds these cities are vulnerable to a material correction if income or rates move adversely. He also stated that, while affordability may not be a big problem for most of the country, policymakers should remain vigilant. “Elevated valuations, combined with record household debts, could prove troublesome in the event of a recession or interest rate shock.”

However, Guatieri still expects that concerns over a national housing bubble should begin to deflate. “If interest rates remain low, income continues to rise, and prices stabilize this year – as we anticipate – fears of a deep housing correction should recede.”

Sameh Elrefaei, head of mortgage products, BMO Bank of Montreal, cautioned that, while the report gives reason for potential buyers in most regions to be optimistic, Canadians should continue to make responsible home fi nancing decisions.

“Recent data show that the best way to ensure longterm housing affordability is by locking into a longer-term fi xed-rate mortgage with the lowest amortization period possible,” says Elrefaei. “For years now, BMO has been proactively promoting the benefits of choosing a shorter amortization and will continue to actively encourage Canadians to do so.”

RBC anticipates the BoC will leave the rate unchanged through 2013 and gradually begin to increase it in early 2014.
