It’s more affordable than you first thought

uch like that bank commercial that says, “You’re richer than you think,” a new home may be more affordable than you originally thought. Perhaps you need only to change your definition of “home” to get into the market.

While a detached home is the traditional choice for many, highrise and lowrise suites, lofts and townhomes have become a prime choice among first-time buyers and empty nesters in the market for new place to call home.

Not only does townhouse and condominium living afford you the opportunity to live in a prime neighbourhood at a great starting price, when it’s time to move you can often opt to remain in the same neighbourhood, since many communities offer a mix of designs and sizes, which allows families to relocate easily without having to change jobs or schools.

Proximity premium

Being close to transit, highways and other infrastructure more important than ever

T

he ongoing debate over transit expansion – and more importantly, how to pay for it – continues to be a contentious issue.

Metrolinx, the Ontario government agency charged with integrating the modes of transportation in the GTA and Hamilton areas, recently recommended its investment strategy to fund the improvements.

The revenue tools, as proposed, are bound to impact us all: a one percentage point increase to the HST; a five cent fuel and gas tax; business parking levy; increase in development charges; road tolls; and transit parking fees.

Bodies representing the home building industry have weighed in with their views (see page 60), and the potential impact on homebuyers.

Indeed, no one relishes the thought of rising costs.

Meanwhile, a recent survey from BMO Bank of Montreal shows that being close to public transit and having a short commute are among the top features people look for when buying a home.

Do you see the predicament? Proximity and access to transit and amenities are critical for buyers and builders alike. New-home communities close to existing infrastructure – or committed expansions – are at an increasing premium. Prospective homebuyers should note this fact as they scout about for their new home location.

At the time there were very few who specialized in managing the décor process on behalf of new-home builders. Geranium Homes was one of the company’s first clients and is still working with them today. Capelaci’s team of professionals assist new-home buyers with the important process of selecting their entire interior finishes for their home.

Today, Capelaci divides her time between her clients in Toronto and her business in the Los Angeles area where for 10 years she has been designing multi-million-dollar homes. In addition, the merchandising services (similar to home staging) offered through her company Designsflo have helped clients with the sale of their residences. Sharing her knowledge and experience with people is a happy by-product of an interesting career and Capelaci has created a series of topical workshops Geranium will be presenting this fall.

For her custom home clients, Capelaci designs a furniture plan early in the process, which also then becomes a foundation for the lighting plan. If a client has purchased their home before calling Capelaci, she suggests they start immediately. To get the ball rolling, she begins with a thorough customer interview. She first needs to understand how her clients will actually use each room. This is an important step and takes into consideration all sorts of factors, from the age of the occupants to the amount of sunlight a room receives. “The most common mistake people make is buying or keeping furniture that is too large for their new home.

We also see a tendency to over crowd rooms. Today’s trend is towards less cluttered spaces; rooms feel more spacious and we feel better in a home with less stuff,” says Capelaci.

A plan starts with each room’s focal point; ensures space is allocated for navigating around and through areas; establishes scale and proportion for furnishings and creates rooms that are open and inviting to residents and guests. If a particular room is to serve multiple functions for the family, then Capelaci often suggests using built-in furniture with lots of storage to alleviate clutter.

Capelaci sees a further benefit to having a furniture plan when you shop for new items. “Knowing what will fit in your next home, may result in a much easier and more pleasant moving experience,” she adds.

As a certified interior designer, Capelaci keeps abreast of new and popular materials.

“For instance, flooring is one of the most visible finishes a buyer will choose and two of my current favourites are wood for its beauty and versatility and large format porcelain tile, there are excellent options that look like actual stone,” she explains.

Just for fun, Capelaci suggests adding a touch of sparkle to a home’s interior. “This is particularly effective in an area that is quite masculine in appearance.”

INDUSTRY CALLS FOR CHANGES TO ONTARIO BUILDING CODE THAT WILL RESULT IN SAFE,

AN EXTENSIVE REPORT ADVOCATING FOR AN

Ontario Building Code change that will result in the construction of safe, affordable homes was released recently by the Building Industry and Land Development Association (BILD), the Residential Construction Council of Ontario (RESCON) and the Canadian Wood Council.

“It’s good urban planning, it’s safe and it’s good for future homebuyers in the GTA and across Ontario,” says Bryan Tuckey, BILD president and CEO. “We’re calling on the Ontario government to change the Code to allow for six-storey woodframe construction to help unlock the immense potential in neighbourhoods that have underutilized land on major avenues and corridors.

“Our report shows that these lands are often well-served by existing infrastructure and transit, and midrise buildings can help to meet the demand of the increasing population of our region, offering a variety of sizes and design features for people of all ages.”

Currently, the Ontario Building Code limits woodframe construction to four storeys. The building industry is advocating for a change to the Code to allow for up to six-storey woodframe construction, which will result in the affordable construction of midrise buildings.

“Building midrise housing becomes more expensive when you go above four storeys because you have to use materials like concrete and steel,” says Leith Moore, president of the Ontario Home Builders’ Association and vice-president, development, at Sorbara Development Group.

“If the Ontario Building Code allowed for six-storey woodframe construction, costs would go down and options for new homebuyers would go up.”

Strong planning and economic rationales are outlined in the report, Unlocking the Potential for Mid-Rise Build-

ings: Six Storey Wood Structures, commissioned by BILD and authored by former City of Toronto Chief Planner Paul Bedford.

In addition, BILD and the Residential Construction Council of Ontario (RESCON) commissioned a complementary report, Midrise Combustible Construction in Ontario – Building Code Issues, to investigate fire safety issues related to an increased use of combustible material in construction.

“The number of fire incidents does not increase just because buildings have more combustible material. Our study found that data collected by the National Fire Incident Reporting System doesn’t show that fire incidents are related to the type of construction, rather to the use and occupancy of the building,” says Richard Lyall, president of RESCON. “As well, the National Fire Code and regulations in Ontario’s Occupational Health and Safety Act contain many provisions for construction projects that address potential fire hazards and provide solutions to reduce risks.

Woodframe buildings have to meet the same standards as those built using other materials,” adds Marianne Berube, executive director, Ontario Wood Works, Canadian Wood Council.

The changes to the Ontario Building Code would be similar to changes made to the British Columbia Building Code in 2009, which had an immediate impact on the local economy. With BC as a case study, Ontario can expect increased job creation, increased tax revenue from the addition of new residences, more affordable options for new homebuyers and a minimized carbon footprint in the construction of these buildings.

t’s a humid May morning and Liaquat J. Mian, president, LJM Developments, is hard at work in the Burlington sales office of Appleby Gardens, phone in hand, juggling details on four construction projects happening at the same time. THE METROLINX BIG MOVE INVESTMENT STRATEGY WAS

recently announced, and the Hamilton-Halton Home Builders’ Association is alarmed to see a disproportionate amount of the funds coming from new-home buyers.

T he proposed revenue tools, which include increasing Development Charges and an additional one per cent added to the HST, will erode affordability of new homes in the Hamilton region.

While the HHHBA supports t h e Bi g Mo v e pl a n a nd understands the need for a funding strategy, the association does not believe new-home buyers should be unjustly targeted. In order to reach its $2-billion objective, Metrolinx intends to use new revenue tools that would equate to an “average cost of $477 per Ontario household.”

However, the Metrolinx numbers don’t add up. Today, the average cost of DC’s for a single-detached house in Hamilton is $28,445. Raise DC’s by the proposed 15 per cent and you’ve increased the cost of a home by $4,266.

Additionally, with the average new home in Hamilton priced at around $500,000, a one per cent increase to the HST would cost a new-home buyer an additional $5,000. The total impact of the Metrolinx funding strategy

would mean more than $9,000 per newhome buyer in Hamilton.

That is a far stretch from the $477 estimate made by Metrolinx – 20 times the amount, actually. Increasing DCs for the GTHA would not only increase the price of properties in Hamilton, but it would also encourage purchasers to go outside the metropolitan area to save this fee. The result would be a reduction in the use of public transit and increased urban sprawl. This is a clear contradiction to the fundamental ideas behind the Big Move plan, which were to increase the usage and development of public transit and reduce gridlock caused by sprawl.

Although the Big Move plan is necessary to relieve congestion, the current funding strategy places an unacceptable burden on the back of new-home buyers.

T he f inancial impact of increasing the HST by one per cent equates to $240 million per year on the back on newhome buyers. Now, add the extra $100 million f rom increased DCs, according to the Metrolinx forecast, and you have new-home buyers paying roughly $340 million, or 17 per cent, of the $2 billion yearly target.

In Ontario every year, roughly one per cent of the population buys a new property.

This means that Metrolinx plans to generate 17 per cent of the funding from one per cent of the population.

This illustrates that the Big Move plan will be financed disproportionately by new-home buyers – and that is simply unacceptable.

The government of Ontario recently released the 2013 budget, revealing some interesting numbers for surrounding municipalities, especially regarding transportation.

Woodstock Taking root for a healthy future

I

f you haven’t been to Woodstock recently, you’re in for a bit of a surprise. This self-proclaimed Dairy Capital of Canada, located along Hwy. 401 between Kitchener-Waterloo and London, still holds to its roots in agriculture and manufacturing, but like any forwardthinking municipality, it also knows the importance of modernizing for future economic growth.

Take a trip through downtown Woodstock and you’ll see gorgeous treelined streets, century-old Victorian homes, abundant parkland, friendly citizens – and even an immortalized Holstein.

But more on that later.

The town’s history is not only preserved in its museum and county courthouse, it is the only municipality in Ontario to still have all of its original public buildings. Combine that with modern amenities such as schools, medical facilities, recreational centres and plenty of greenspace, and you’ll understand why Woodstock is also a town with a bright future.

With a population of about 36,000, Woodstock is the largest municipality in Oxford County in Southwestern Ontario, about 122 kilometres southwest of Toronto, just north off Hwy. 401 along the historic Thames River.

The community was first settled in 1800 after Sir John Graves Simcoe, governor of what was then known as Upper Canada, determined the area would make a good townsite. Early settlers were American immigrants from New York state and then from Britain in the 1820s. In 1902, Woodstock petitioned the provincial legislature to be incorporated as the City of Woodstock.

Downtown Woodstock houses the city’s banks, administration buildings, retailers and several restaurants – with the majority of buildings a century old. With free two-hour downtown parking, locals appreciate it’s a great place to shop, work, play and dine. In the 1990s, the city undertook

an extensive makeover of the main street, adding gardens and cobbled sidewalks, which now host numerous retail promotions and entertainment in the summer.

CULTURE Woodstock doesn’t come alive only in summer, however. Several popular attractions are held throughout the year, including the Canadian Farm Show in September and the Woodstock Wood Show in October – both a nod to the city’s roots in agriculture. Then there’s the Woodstock Fair held at the end of August at the fairgrounds, which comprises a midway, contests, concerts and other events.

For entertainment of a different variety, Woodstock is also home to OLG Slots, a harness race track and the seven-screen movie theatre, Gallerie Cinemas.

For parklands, Southside Park offers everything from a playground to baseball diamonds and soccer fields, along with a network of walking trails. At the North End of the city is Roth Park, stretching along the Gordon Pittock Reservoir, which also boasts a playground and several kilometres of walking, running and biking trails.

Community Complex at the south end of the city, and one at the fairgrounds in the central region. Woodstock Soccer Club has an indoor and outdoor soccer park at the north end. For the aquatically inclined, there are two indoor swimming pools – Southside Aquatic Centre and the YMCA – and the outdoor Lions Pool.

EDUCATION Schools are an important part of any community, and Woodstock has five high schools, including one catholic and one French: Woodstock Collegiate Institute, Huron park Secondary School, College Avenue Secondary School, St. Mary’s Secondary School (catholic) and Ecole Secondaire Ste-Marie (French catholic). Fanshawe College also operates a campus at the south end of the city, and plans to expand to almost double its current size.

ECONOMY Given Woodstock’s proximity to the U.S. border in Detroit, it shouldn’t come as any surprise that its economy relies on the automotive industry.

In June 2005, Toyota announced plans to build a new $1.1-billion plant on a 1,000-acre undeveloped site in the northeast end of the city – the first new auto assembly plant to be built in Canada in two decades. Initially, it was to employ 2,000 people and begin full production of the Toyota RAV4 SUV in November 2008, with a capacity of 150,000 vehicles per year.

Today, Toyota’s plants in Woodstock and down the 401 east at Cambridge employ about 6,500 people.

Other auto companies are also important to the local economy. Hino Motors Canada Ltd., a Toyota Motor Co. subsidiary, operates a truck plant at the former General Seating plant in the Pattullo Ridge Business Park near Hwys. 401 and 59. General Motors operates its National Parts Distribution Warehouse, the largest of its kind in Canada, and there are a number of other parts suppliers active in the area.

DIVERSIFICATION Realizing that a diversified economy is important to stability, growth and protection from the vacillations of any one industry, manufacturers recently announced participation in the local Interactive Manufacturing Innovation Network (iMiN), part of the Excellence in Manufacturing Consortium (EMC).

The Oxford Region iMiN that will involve Woodstock is designed to be a fully meshed network of manufacturers, industry sectors, community partners, academic institutions and other stakeholders, which will grow to become a province-wide series of manufacturing networks that facilitates and promotes awareness, excellence and innovation.

TRANSPORTATION As with any growing community, Woodstock is also paying attention to improving transportation in the area through a Transportation Master Plan (TMP), under the Municipal Class Environmental Assessment process.

The objective of the TMP is to develop a comprehensive plan that will: » Review existing transportation and traffic operations and downtown parking facilities » Review future transportation system improvements to accommodate urban growth in the city, and » Develop an implementation strategy to satisfy short-term and longer-term transportation needs.

INTERESTING FACTS

> Woodstock is home of the Springbank Snow Countess – a Holstein cow that set a world record lifetime butterfat production of 9,062 pounds. The Countess is forever commemorated by a life-sized statue located downtown at the corner of Dundas and Springbank. > In 2008, the City of Woodstock enacted a comprehensive outdoor smoking bylaw that restricted or banned smoking in parks, recreational fields, transit environments, downtown patios and doorways. A study conducted by the University of Waterloo showed the policy was effective at reducing smoking in regulated environments, helping some smokers to cut back and supporting smoking cessation.

HOUSING It should come as no surprise that there’s growing demand for new home developments.

Multiply this figure by the amount you need to borrow.

Divide by 1,000.

Add to this your estimated monthly heating costs and monthly property taxes.

Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice.

(Most first-time buyers take the 25-year amortization.)

If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream home.

Bear in mind that this is a rough estimate. If you have several other large loans already, you may qualify for less.

Also, banks and trust companies vary in their policies. The best way to know what you can afford is to go to the lending institution of your choice and get pre-qualified.
