Timely tips for

new-home buyers by MURRAY MAZZA

WHEN PURCHASING REAL ESTATE IN ONTARIO,

you should obtain the services of a real estate agent. The real estate agent will give you the following useful suggestions as you proceed through the process of purchasing. 1 | Always obtain a building inspection for both residential and commercial properties. 2 | Obtain a copy of the zoning by-law for both residential and commercial properties but more importantly where the purchase is that of a duplex or triplex. 3 | If you are purchasing vacant land for the purpose of building, visit the Building Department in your area to determine if there are any unusual requirements such as setback and height requirements. Be particularly careful in rural cottage areas where municipalities have some unusual local requirements. 4 | Ascertain what the cost of obtaining a building permit will be and whether there are any unusual levies, development charges or park dedication.

5 | Purchasers should know that they will need insurance when buying property that contains a building. It is also a good idea to buy liability insurance when purchasing vacant land wether it be residential or commercial. You may be able to extend your personal residence liability insurance to the vacant land. 6 | When you are selling property, you are required to obtain utility readings and cancel your insurance. When cancelling insurance, make the cancellation the day after closing unless the closing is on a Friday. If insurance cancels at midnight and there is a fire and you are still the owner you will be without insurance. If the closing is scheduled for a Friday, request the cancellation for the following Monday or Tuesday in the event of a statutory holiday in case the transaction does not close on the intended closing date.

Where should we live?

Choosing a location Location is a critical factor when shopping for a new home. After all, a home with everything you need – but in the wrong location – is still not likely going to be the right home for you. Here are some things to consider about location: » D o you want to live in a city, a town or in the countryside? » How easy will it be to get to where you work? What are the commuting costs? » Where will your children go to school? How will they get there? » Do you need a safe walking area, or recreational facility, such as a park, nearby? » How close would you like to be to family and friends? Sustainable neighbourhood You also may want a “sustainable neighbourhood” that meets your needs, while protecting the environment. Homes in a sustainable neighbourhood are located near shops, schools, recreation, work and other daily destinations. This helps reduce driving costs and lets residents enjoy the health benefits of walking and cycling. Land and services, such as roads, are used efficiently. Sustainable neighbourhoods also feature a choice of homes that are affordable. In your search for a sustainable neighbourhood, here are some key questions to ask: Easy transportation » Are stores, schools, recreation facilities, restaurants and health services within walking or cycling distance? Will your children need to take a bus to school? Can they walk to the park? Can you do most of your shopping without a car? » Are there nearby bus stops and cycling lanes? How long is the bus ride to work, or school? Can you safely bike? House size and features » Are the homes compact with shared walls to reduce heating costs? » Are homes reasonably sized with lots requiring less upkeep? » Are there different dwelling types (such as single-detached, semi-detached, townhouse and apartments) in the neighbourhood? » Are the lots modestly sized? Roadways narrow? Driveways/parking areas small?

Do natural drain ways lead to streams and storm water ponds or parklands? Is there native vegetation and streams with woodland edges? “Look and feel” » Do the buildings have a friendly face to the street? Are the community centres, shops and meeting places welcoming? » Are there trees lining the street? Do you find the homes interesting to look at? Do the building sizes feel comfortable to you? Are the roads easy to walk along or cross? Safety » Do the homes have “eyes on the street”? (In other words, are there people around who might watch out for you? Is there somewhere to go in an emergency?) » Is there adequate street lighting? » Are there safe places for children to play? » Are the streets safe for cyclists and pedestrians? » Is traffic slow moving and light? Choosing the mortgage term that’s

right for

you by Calum Ross

Almost every time that I arrange a mortgage for one of my clients, they ask me whether they should go with a shorter or longer term. My answer: for some people, having a long-term mortgage makes a lot of sense; for others a short-term mortgage will best meet their needs. Of course, there is no one right ­answer, but here is an important list of things to consider. When you are selecting the term for your ­mortgage, it is important to recognize that ­generally, the longer the term of your mortgage, the higher the interest rate. A good way to think of the difference between a short- versus a long-term rate is as an insurance premium. The financial i­nstitution generally wants to be compensated by you in order to guarantee the rate of your m ­ ortgage over a longer period of time. What you have to decide is whether the insurance ­premium (difference between short- versus long-term rates) is worth paying in your circumstances. Many people have heard the theory that you are better off continually renewing with short terms and paying down your mortgage. This philosophy has held true in the past, provided that the extra amount saved from selecting a short term is ­applied to r­ educing your principal mortgage ­balance outstanding. There is potential to gain by using this method, but you are also exposed to the risk that rates could be substantially higher by the time you have to renew. Some consumers in today’s market are buying homes with five per cent down and extending their debt servicing to extreme levels. While I believe that the dream of home ownership is a very ­fulfilling and worthwhile pursuit, I caution that you should do your financial planning carefully. It is important to realize that interest rates today are at near historical lows. Many people who can afford homes today would never have been able to make such a purchase at the interest rates five years ago. It is critical that you understand the ­following: You repay very little of your ­principal ­balance over the first few years of your mortgage. This means that people who expect to see a very ­little pay increase over the next few years should definitely consider

the ­consequences. Over the last 30 years, the average five-year mortgage rate has been approximately 11 per cent. Ask yourself this question: if mortgage rates are at 11 per cent, when it’s time to renew, will you be able to afford to keep your home? If your answer is a comfortable “yes,” then I suggest you choose the term with which you feel happiest. If your answer is even possibly “no,” then find as long a term as possible. By the time a 10-year term comes up for renewal, you will at least have paid off a larger portion of your principal, and may be able to extend your financing over a longer term in order to make your payments more affordable. If the property you are financing is being used, or is going to be used, as an investment property, then again, the longer-term mortgage product makes sense. It offers you peace of mind and the opportunity to do fairly accurate projection of r­evenues and expenses for the term that you choose. Remember, there is no mortgage product that can be all things to all people. Make sure you are informed and find the product that best meets your needs. explain why now is a great time to buy You would expect homebuilders to say

it’s always a good time to buy a home so it comes as no surprise that our panel of experts agree that now is a great time to buy. But they’re not just being yes-men to the industry. The experts say the time is right – and here’s why. Even though he bought his first home when interest rates were entering double digits about 20 years ago, Branthaven’s Steven Stipsits was in the market, and he urges others to do the same, especially now. “Buying now at today’s rates means the carrying costs are much lower than rent. You’re building equity and paying down your mortgage, rather than spending it on rent which you’ll never see.” New home sites, and Stipsits is preparing to launch two this spring, offer introductory pricing so benefits begin to mount almost immediately as prices rise once construction begins. “Buy at pre-construction prices and you save and gain value right away.” Historically, real estate has an average increase of about 10 per cent a year, making it less volatile than the stock market and offering a better return than a savings account. “People that bought new from us in the last year are already seeing an increase in value,” says Stipsits. Others that bought from us in Burlington or Waterdown in the last year or two are seeing $50,000 to $100,000 gains.” He is quick to point out that when this is a primary residence, these gains are tax-free. And whether you’re cautious with a fixed 34

interest rate and a five-year term or want to ride out a variable rate, “you can’t lose either way at these low rates.” Today’s interest rates offer much more buying power, putting Branthaven’s $198,000 towns in Grimsby’s Bravo within easy reach of first-time buyers. He urges buyers to ask their builder to work with them and often they can put together a deal that works for both. Stipsits has witnessed previous buyers assisting with financing to introduce sons and daughters to home ownership. “They want them in the market, getting a return on

their money and some stability that comes from ownership. They know if you don’t buy a ticket, you can’t win the lottery.” Another observation by Stipsits is that land in Ontario is growing scarce for the building industry. He says it’s simple economics. “When supply goes down, prices go up.” One more reason he advocates now as a good time to buy before land becomes so limited that prices rise to an unaffordable height. There’s never a bad time to buy a home… when you need to take care of personal housing needs, says Jeff Paikin, president of New Horizon Homes, pictured above with business partner Joe Giacomodonato. Like Warren Buffet, Paikin prefers the long-term approach to homebuying that involves evaluating needs and requirements and then satisfying them. Says Paikin, “You find what you want, work towards it and buy it. Follow the plan.” He calls today “a solid time to buy,” saying the cost of money and the quality of the product will be reflected in long-term benefits. “Today’s homes are top-notch, much better than we saw in the ‘80s and early 2012 Home Builders’ Annual

If priced reasonably, a home will sell in a reasonable amount of time, making it easier for my clients who can avoid bridge financing for a new home. Paul Phelps

It’s a solid time to make this decision for the right reason.” For those who are tired of watching their investments rise and fall at the whim of the stock market, real estate offers “a stable, secure long-term investment. You only have to care what it’s worth when you sell it.” Paikin notes that a property purchased for $300,000 can drop to $200,000 “but if you’re not selling, why worry?” It can then rise to $400,000. “But what do I care? It’s only when you ask, ‘What’s my plan?’ that it matters. “If your plan is to buy now, then buy. The time is right when you’re facing low interest rates, job stability and Canada’s strong hold in the economic world like we have now. Looking at real estate in the long term is always a wise decision. If you take the long-term approach, it’s not money in the bank until it’s money in the bank.” Of course the time is right to buy a new home, says Paul Phelps, president of the Niagara homebuilding company that bears his name. Low mortgage rates are undoubtedly a factor, but beyond typical new home financing that one might expect. Many of the Phelps Homes buyers are third and fourth time buyers, often executives or empty-nesters with their own resources but with an existing home to sell. Low interest rates make the resale market very attractive, especially when partnered with strong supply and demand. “If priced reasonably, a home will sell in a reasonable amount of time making it easier for my clients who can avoid bridge financing for a new home.” Buy now and you’ve got more choice of prime locations, says Phelps, who builds in west Niagara, including smaller communities of Grimsby, Beamsville and Smithville which are bordered by greenbelts. Development land is becoming scarce, as restrictions are put in place to protect the greenspace. Limited land in the Golden Horseshoe means a decrease in the choice of prime sites available. “Buy now and you have more choice.” The value of a new home overshadows a resale beyond price. Phelps notes that

with new requirements for energy efficiency in new construction implemented earlier this year, new homes are being built better and better, making them more cost-effective to run in the long term. Commodity pricing is another plus for new-home buyers. With the slowdown in the US economy, Phelps says the simple economics of supply and demand come into play. US buying power is down keeping lumber and other commodity prices low in North America and globally. “It’s showing signs of picking up, so when it does, it will drive new home prices back up, so buy now,” he says. Since Losani Homes started building homes 37 years ago, home builders have been consistently improving their community planning efforts. This means more schools, parks, shopping, greenspace and other amenities all located within the master plans, explains Lino Losani, president of Losani Homes, shown above in front of the very first home he ever built. “That means living in one of our new communities is more convenient and fulfilling by design. We planned it that way.” “The growth in local economies that follow our new communities quickly increases the desirability of each location, right from opening day.” Buying a new home right now is the first step toward generating home equity without the need for costly home improvement, says Losani. “It’s just easier, and this is always more evident for the first owners of the home.”

GIVING BACK TO THE COMMUNITY Phelps Homes continues to be a part of the community and to give back in many different ways, from team sponsorships and hospital donations to donating a Gazebo to a local park. On Oct. 13, 2011, the ribbon was cut on the final component of the Grimsby 1812 Bicentennial Peace Garden. Phelps Homes was pleased to offer a completely designed and commissioned gazebo to sit in the Garden in commemoration of the War of 1812 and Phelps’ own 35th Anniversary. With a desire to incorporate historical elements in the overall design of the gazebo it was fashioned after the layout of Fort George as it appeared in the early 1800’s. Staff of Phelps worked diligently to construct the Gazebo, which looks out onto Lake Ontario. On the north bastion of the gazebo rests a cannon ball found by Paul Phelps’ grandfather. Legend has it the American cannon ball was abandoned when the Americans retreated 200 years ago.
