You’ve decided to buy a new home this spring. As you zip along the Gardiner Expressway, or Hwy. 401, or the 427, or the DVP, you catch glimpses of yet another gleaming glass condo tower rising on the skyline. Seeing that is certainly motivation to get out there and stake your claim. But oftentimes, the real deals are to be found before the shovels even hit the ground. There are many benefits to buying your condo early in the development process. Purchasing in the pre-construction phase often means you’ll get a lower price, since builders are inclined to offer deals and sell more suites before breaking ground. (In order to get financing approval on their development, a certain portion of units must be sold, hence the pre-construction discounts.) By the time you move in, the condo will likely have appreciated in value. Beyond the equity you’ll gain simply by virtue of patience, the period between purchase and occupancy date (which can be a few years, in some cases) offers homebuyers a chance to save up a larger down payment. Mortgage interest rates are currently at historic lows, but we don’t know how long this will last. The larger the downpayment, the less you’ll need to borrow and the less interest you’ll pay. If you’re a first-time homebuyer, use the waiting period before occupancy to prime yourself for the costs of condo ownership. Set aside the equivalent of your condo fees every month to get accustomed to paying this bill. Then, put this money toward your downpayment. Add to this the rate of real estate appreciation in the city, and buying a preconstruction condo makes perfect financial sense. In this case, it really does pay to be the early bird.

There’s just something about a new home By Bryan Tuckey
I am proud to say that many of the homes built by BILD members not only meet strict requirements, but often exceed them. This is particularly true when it comes to building Green. It’s worth pointing out that many of these homes have won provincial, national and international awards in design, planning and customer service. Our members employ internationally renowned architects and designers, as well as a variety of local talent. New homes in the GTA rival some of the best in the world!
H
omeownership is a universal concept that symbolizes success and prosperity. It’s one of the reasons up to 100,000 people choose to make the GTA their home every year. But there’s a significant difference between buying new and buying resale, with new homes holding a number of advantages on several key fronts. First and foremost, new homes offer purchasers complete customization from a myriad of designs, patterns and finishes. Condo purchasers can choose how high up they want to live while those buying ground-related homes can even select the homes’ exterior. Things like flooring, cabinetry or countertops come in a variety of packages displayed in the sales centres, allowing purchasers to invest their money in whatever works best for them. It’ll all be there for the day they move in. Another distinct advantage of buying brand new is the fact that what you see is what you get. A new-home buyer doesn’t have to worry about unwelcome surprises because the homes are built from the ground up, customized and are protected by a Tarion warranty. oronto housing starts hit an eight-month high in March, trending at 30,194 units, up from 25,041 in February, according to Canada Mortgage and Housing Corp. (CMHC). Dana Senagama, CMHC’s principal of market analysis for the GTA, attributes the jump in starts to an influx of new highrise projects kicking off this month, “which are part of an increase in pre-construction condominium apartment sales since mid-2013,” says. “Strong highrise completions so far this year have also enabled builders to channel more resources to new projects.” CMHC uses the trend measure as a complement to the monthly SAAR of housing starts to account for considerable swings in monthly estimates and obtain a more complete picture of the state of the housing market. In some situations, analysing only SAAR data can be misleading in some markets, as they are largely driven by the multiples segment of the markets which can be quite variable from one month to the next.

The stand-alone monthly SAAR was 45,955 units in March, up from 22,551 units in February. This was the result of a significant increase in apartment starts this month. Total housing completions in the Toronto Census Metropolitan Area (CMA) reached 21,720 units in the first quarter of 2015, while completions of condominium apartments reached a record 17,166 units – already surpassing the annual totals recorded in the past three years. This increase is due to an elevated number of highrise units under construction for the past two years owing to record highrise starts in 2012. With so many highrise units being fully completed, resource constraints (in terms of machinery and labour) that previously acted as impediments for new projects from breaking ground were less so in the past month. While highrise completions surged, unsold inventory of condo apartments rose by just 113 units by the end of the first quarter of 2015, an increase that can easily be absorbed by a market the size of Toronto. The City of Toronto and the City of Vaughan recorded the highest and second-highest number of starts in March respectively. Both of these municipalities had a significant number of condominium apartment starts. The next highest number was recorded in Brampton, which saw the largest number of lowrise units begin construction.

Keep your eyes on the prize By Andrew La Fleur

o, you’ve decided to buy an investment condo in 2015. Congratulations! As a first-time investor, there are five questions you need to ask yourself before buying a new condo: 1 | What are your goals? Before you buy any investment condo, you should figure out what your goals are. Are you looking to make a shortor long-term investment? What kind of return are you looking to achieve? Are you more interested in income or capital gain – or both? Deciding what your goals are up front will better help you achieve them in the long run. 2 | What can you afford? Talk to your mortgage broker or lender and get a mortgage pre-approval before you start your search. This will help you figure out what you can afford, and will help you start to narrow your search. Also, make sure you are prepared for the developer’s requirements with respect to financing. Most new condos will require a 15 to 20 per cent deposit up front, as well as a mortgage approval letter showing you can afford the unit you are purchasing.
• Which type of unit tends to appreciate faster than others? 5 | When should you buy? Understanding the typical marketing cycle that a new condo goes through from pre-construction to completion will help you identify the right time to buy. When buying for investment, it is generally best to buy at the earliest possible stage when a new building launches. This is when prices are the lowest, and availability of investorgrade suites is highest. But there are other great opportunities to buy, including right before the developer meets the sales target to secure construction financing, or during the occupancy stage. In both of these instances developers tend to be highly motivated to sell and this is when they often introduce great buyer-incentives or cash discounts.
3 | What is your exit strategy? This is a very important question many first time investors fail to answer before buying a new condo. Will you buy, hold and rent for the long term before selling? Will you buy pre-construction and then flip (assign) your unit prior to the final closing? Will you buy pre-construction, close on the unit, rent it out for one or two years, and then sell it? Will you buy, wait for completion, and then refinance and re-invest the proceeds? Take time to assess the risks and rewards associated with the different exit strategies and start with the end in mind. 4 | What should you buy? Buying a new condo for investment purposes is different than buying for yourself. Some units make better investments than others. Omega on the Park JOINS OPUS TOWER IN MASTER-PLANNED COMMUNITY BY CONCORD ADEX ANOTHER ADDITION TO THE MASTER-PLANNED CONCORD PARK PLACE is coming in the form of a 35-storey Page + Steele / IBI Group Architectsdesigned tower. Omega on the Park will contain 374 condominium suites and rise to the west of its sister tower, Opus. Both Opus and Omega on the Park will be connected with a tall glass-clad lobby designed to create a pleasing first impression for residents and guests. oncord Adex has announced the unveiling of Spring, a large-scale public art installation at Concord Park Place in North York. Designed by acclaimed Toronto artist James Lahey, Spring consists of a series of large format photographs embedded into glass panes and incorporated into the new Tango building. Spring is a feature designed to be appreciated from the inside of Tango, as well as from the outside. Comprising photographs of flowers in full bloom, the piece runs vertically from the ground floor to the top of Tango, where it transforms into a purple mosaic. From the inside, a portion is visible at the end of the hall on each floor; from the outside, the entire piece is visible. “We believe that Spring brings renewed vibrancy to Concord Park Place,” says Gabriel Leung, Concord Adex’s vice-president of development. “This piece is an expression of the diversity, colour and optimism that characterizes the Concord Park Place community, and demonstrates Concord Adex’s commitment to world-class public art.” “The images are from that brief period, early spring when the apples, mock orange and magnolia bloom,” adds Lahey. “This very brief period – the halcyon call of renewal – seemed so right for the renewal undertaken by

Finishes & options that pay off

inishes, lighting and appliance upgrades enhance the aesthetic appeal of your condo and pride of ownership, but buyers need to make strategic selections that also improve functionality and help the unit stand out in a positive way on the resale market. “Be smart, temper your inner designer and keep your upgrades neutral, or the extra money you’ve put into the upgrades will vanish at resale,” says Brad J. Lamb, president, Brad J. Lamb Realty in Toronto, the seller of more than 15,000 condos and Lamb Development Corp., which has projects completed and under development in Toronto, Ottawa, Montreal, Calgary and Edmonton. “Personal statements, such as bright red, yellow or green kitchen cabinets, will take much longer to sell and you’ll take a big haircut on price.” Whether you plan to stay in your condo for five or 25 years, chances are you’ll eventually sell the place, so the return on your investment must be considered. It’s virtually guaranteed you’ll recoup the premium you’ll pay to be up on a higher floor, because buyers typically look up before they look at the interior finishes. However, it’s impossible to predict what, if any, reward will be reaped on upgrades. The reality is that most people upgrade because they want to feel fabulous every time they look around their condo, and they’re equally committed to impressing family and friends. Even functionality tends to be a secondary consideration. Unfortunately, the upgrades’ impact on resale value is rarely top of mind, although it’s something every condo buyer should think about if money matters to them. continued on pg. 30

“It’s all about the aesthetics and impressing everyone – functionality doesn’t come into it at all,” says Tim Huxley, lead sales consultant at Streetside Homes, Calgary. “You’re most likely to get the best return on kitchen and bathroom upgrades, where appliances, countertops and backsplashes offer plenty of visual impact for your dollar.” Virtually every buyer has a budget. When it’s time to sell, if your upgrades force you to price your condo above comparable units in your building, your unit might not pop up in realtors’ searches, let alone be considered for a viewing. However, provided your pricing is competitive, your upgrades could give your unit the edge over those equipped with just the standard finishes. “Quality finishes will catch the eye of the more discerning consumer, but most buyers get caught up in the furniture,” Lamb says. “You’ll spend less and reap greater rewards if you save that money to paint your walls something other than white and have the unit professionally staged for resale.” The range and cost of finish upgrades varies widely from developer to developer, with some, such as Lamb, installing what would typically be considered upgrades as standard in every unit, including a high-end glass backsplash, gas lines for barbecues on balconies and gas stoves in kitchens. Others offer just a handful of relatively standard upgrades, such as stainless steel appliances, hardwood floors and granite countertops. Some developers take it up a few notches with medicine cabinets, wall-mounted ovens, front-loading washer/dryer, bathtubs with jets, a TV/iPad/surround-sound package, stone sinks, extra-thick granite counters, faucets with spray nozzles that accommodate mega-sized soup pots, and even second parking spaces. “It’s your dream home and you’ll be living there, but you don’t want your equity vanishing,” Lamb says. “Upgrade just enough to make your new home look and feel good.” Ask yourself how the average person will react to that countertop or soaker tub as you remember that many

buyers will go for the unit on the higher floor before the upgrades. How practical/functional and relevant is it really? How many homebuyers will actually see it as a must-have versus a nice-to-have feature? Although it’s widely accepted that it’s virtually impossible to keep stainless steel appliances fingerprint free, homebuyers don’t care because they look so good. While many like the feel of carpet in bedrooms, many buyers today actually prefer hardwood due to environmental sensitivities. “Carpet is bad for allergies and collects dust and bacteria,” says Karen Reimann, a Toronto-area realtor with Re/Max Hallmark. While many will love that sleek, sexy oversized shower stall, that upgrade makes resale sense only if there is a tub in another bathroom. Meanwhile, seemingly dull upgrades, like additional wall sockets and extra pot lighting, are affordable and can be a big re-selling point. Condo builders and developers typically charge two to five times what homebuyers would pay to buy and install everything from hardwood floors to undermount sinks and valance lights to rain-shower heads. While some industry insiders suggest that’s unfair, others point out that consumers are willing to pay for the convenience and accompanying warranties as well as the single point of contact in the form of the condo manager. “Buyers appreciate that we’ve done the research, narrowed the selection down to the most appropriate options, and deal with the various trades to coordinate and oversee the installations,” says Stephanie Butler, director of marketing and sales at Amacon. “Investors who plan to rent out the units tend to spend less on upgrades than buyers who plan to live in their units.” Because consumers often commit to their new condos and upgrades 12 to 36 months before taking possession, Lamb strongly suggests homeowners specify the products, brands and manufacturers or the equivalent in the contract. “Memories fade and perceptions change over time, so use the contract to get what you paid for,” Lamb says.

f you’re thinking about buying a condominium and your decision to purchase is being swayed by the latest release of condo data, your head might explode! There seems to be a release of Toronto condo data on a daily basis: Canada Mortgage and Housing Corp. (CMHC) housing starts, Statistics Canada building permits, RealNet sales, Urbanation pricing, Toronto Real Estate Board resale transactions, condo rental data, units under construction, unsold supply, etc., etc., etc. One day everything looks good and balanced, the next day the market is booming and bubbling, and a week later it is doom and gloom and the market is crashing. How does the average Joe make heads or tails of this information? Here are a few tips: Ignore most monthly condo data and concentrate on longer term data. Here is a perfect example: in November 2014 there were just 281 condominium apartment starts in Toronto CMA per CMHC, a decrease of 84 per cent from November 2013. “Wow, why aren’t builders building condos?” was the common refrain. In March 2015, there were 2,898 condo starts in the CMA, the highest level since August 2012, and a 501-per-cent increase over March 2014. Wow, what a boom, the Toronto market is hot. In reality, there has been no significant change in the market for condominiums in Toronto since November. Big and small condo buildings result in volatile data. The housing market is much more complicated than what you learned in first-year economics class. A lot of folks think that if sales are down, pricing must go down as well (and vice versa). According to data from Urbanation, in Q1-2005 GTA resale condo transactions were down seven per cent annually, but prices were up six per cent year-over-year. In Q4-2008, transactions were down 46 per cent and pricing was down two per cent, and in Q1-2010, transactions were up 93 per cent and pricing was up 19 per cent. In Q4-2014, transactions were up 13 per cent and pricing was up three per cent. There is no magic formula to predict these data relationships, so don’t let anyone tell you there is. Be weary of anecdotal evidence. If it’s difficult enough to make sense of the comprehensive data collected by independent third parties, now add to this the “first-hand experience” and smallsample-size data and conclusions by people who work in the

industry, or even worse, “know a guy” who had an experience. There are going to be buildings that sell poorly, areas that sell poorly, or projects that lease-up slowly, but the results of one building is rarely indicative of the market as a whole. Many people think there is an easy story to explain the condo data in the market. I disagree. The truth is, with the exception of a couple quarters, the Toronto condominium market has been relatively healthy for 17 years! So be very careful and critical of what you read. Do your research, buy a place you can see yourself in for five years, and purchase only what you can afford.

Why do I need a lawyer? By Jayson Schwarz
W
hen you agree purchase a new condominium, there is a 10-day cooling off period that allows you to back out of the deal – a get-out-of-jailfree card, if you will – should you change your mind. Lately, I have had a large number of new-home buyers come to me after the 10-day cooling off period for condominiums, or the conditional periods in a freehold new home offer, has expired. When I ask them why they waited, I get one of three standard responses: 1. I didn’t think I needed a lawyer until it was time to close. 2. The sales agent told me I didn’t need a lawyer until it was time to close. 3. The builder said he wouldn’t change anything in the agreement. A lawyer must advise you at the time you make your offer, to help you avoid all of those tricky clauses where builders look for extra money that could end up costing you thousands of extra dollars on closing. It is critical that you see a lawyer before your deal is firm. It is important that your lawyer explains all the potential costs you will face and the potential changes and the potential delays you may encounter. Insist on this, and if you don’t get what you want or need, see another lawyer.

Once you understand these issues, you can then return to the builder and negotiate your purchase from a position of knowledge. Lawyers are service providers, and as the customer, you need to make sure you get the necessary information to make an educated decision. A home is one of the most important purchases you will ever make, so do your research. You can only get this service from a real-life, breathing, lawyer who will point out the good and the bad in your Agreement of Purchase and Sale, and who is required by the Law Society rules to explain title insurance and by law, have the responsibility to take care of you. If a builder says he won’t change anything in the offer, it will have to be the fairest offer ever written. Do your due diligence and become an educated consumer.

ith springtime finally here and moving season right around the corner, take this time to declutter and lighten your load before the big move. I notice a trend today toward less clutter in our everyday surroundings. People receive bills by email and pay via the Internet to avoid amassing unnecessary paper. Knickknacks are being banished in favour of clean, clutterfree surfaces. Whether you are moving into your first condo, moving up or “right-sizing,” you certainly want to accentuate the space you have, and most often, that means taking less “stuff” with you. If you have purchased a condominium early in the selling process, you probably have a lot of time to get ready for the big move. You have a floor plan with room dimensions, so you can figure out which existing furnishings you can fit in, or determine what you need to buy new. Then think carefully about where you will put other things such as clothes, shoes, coats, accessories, pictures, artwork, computer items, home entertainment, etc. Once you do this, you may find you need to give away or sell a lot of your belongings. For those who are moving to a condo suite from a large home, keep in mind that a house will sell more quickly if it is neat and tidy, without a lot of items piled in corners and on desks. Seem overwhelming? On the bright side, de-cluttering feels great. In addition, you have at your disposal several ways to make your move easier by eliminating unnecessary items. If you want to sell furnishings and accessories, you can always have a garage/yard sale. Tis the season! Your earnings can go toward purchasing something you need for your new condo. Short of selling off your unwanted items, passing down possessions to friends and family members can be a win-win situation. The dresser and bed you can’t fit into your new condo may make all the difference in the world to a family member with growing children. Charity and consignment shops are

also grateful for items you are getting rid of, and it’s a good feeling to know you are helping someone else. Then there’s Freecycle.com, which allows you to post a photo and description of an item you want to give away. The deal is that whoever wants it has to pick it up. And sometimes, when things are past their prime, the trash can is the best alternative. To help you decide what to get rid of, and how, consider hiring a home organizer. This professional understands people’s attachment to the things they have amassed over the years, and will help you make up your own mind as to what to part with. Usually, they help you sort possessions into piles. Once all your books are gathered into one place, you may look at them differently with regard to which ones you really need or even want to keep. mong the blossoms and buds coming up, you’ve probably noticed the influx of For Sale signs on your neighbours’ front lawns. Spring signals the start of the real estate reason – although in hot housing markets like Toronto, every season is real estate season. If you’re among the droves who’ve decided to make a move, your choice is likely the result of some other major milestone in your life. Maybe you’re relocating for your dream job. Maybe you’re getting married and want to plant your roots. Or perhaps you’ve outgrown your current home. So, here you are: the “For Sale” sign is up and your schedule now revolves around showings – strangers sizing up our home, scrutinize the decor, and snooping through closets and cabinets. You’ve got to wonder, how many of these “prospective purchasers” are serious buyers versus browsers? And, well, everyone who walks through the front door has got to be the one, right? Boy, this is already taking a toll, and it’s just the beginning! Moving is an emotional experience. The experts will tell you that you have to detach from the process. Think objectively. Leave your feelings at the door. But parting with something as personal as a home is easier said than done. Apart from emotions, the purchase or sale of real estate involves money – lots of it. This is probably the biggest and most complicated transaction you’ll make in your lifetime, so hiring qualified professionals who have been there, done that is key to a solid, successful, and hopefully stress-free experience. Don’t think of it as spending money, rather as saving you hassle and avoiding mistakes that could cost you a bundle in the long run.
Home inspector The money pit is a scary reality that many homebuyers jump right into, and one that can be avoided. A home inspector will identify components in your potential home that are missing, broken, unsafe and not up to code. While you may be tempted to forgo this condition of purchase – especially if you find yourself in a multiple offer scenario – do so at your own risk! It can be difficult to think impartially about something as personal as a home. A professional, objective opinion certainly makes “detaching” from the process a little easier.
Mortgage broker The broker’s job is to find the best interest rate and terms. Aside from potentially saving you thousands in interest over the life of your mortgage, you don’t have to pay for this service. Sound too good to be true? Mortgage brokers are compensated by the lender who gets your business, so let them do the legwork while you reap the rewards. Real estate agent This is your guide, especially if you’ve never bought or sold a home. Even buyers of brand new homes or condos can benefit from a real estate agent, who can advise you on the best neighbourhoods and homes to meet your budget and lifestyle, while negotiating on your behalf to get you the best deal. If you’re considering a DIY sale, how much time can you devote to marketing, showings and closing the deal? That alone is a full-time job, and you probably already have one of those. Real estate lawyer Don’t skimp in the interest of saving a few bucks – it’s a drop in the bucket, in the grand scheme of things. A home is an investment of hundreds of thousands of dollars, so do your due diligence.

Bank of Canada holds overnight lending rate By Alyssa Richard
I
nterest rates aren’t going anywhere. The Bank of Canada has announced it is holding its overnight lending rate at 0.75 per cent for another six weeks – and depending on the picture our future economy paints, it could be for a lot longer than that. The overnight rate has only been sitting at 0.75 per cent for a little less than three months now, after Governor Stephen Poloz finally decided to cut it down from the one per cent it had held steady at for nearly 4.5 years. That decision was made in January, in an attempt to shield highly indebted Canadians from the negative impacts of the significant drop in oil prices (and job losses that have occurred as a result). With oil prices staying low and the economy continuing to suffer, it was presumed that the central bank would further cut its rate in March and again at this most recent interest rate announcement – but that didn’t happen. In a speech he made just a few weeks ago, Poloz announced that, “the first quarter of 2015 will look atrocious, because the oil shock is a big deal for us.” And it did. “The Canadian economy is estimated to have stalled in the first

quarter of 2015. The ultimate size of this impact will need to be monitored closely.” As of press time, total CPI inflation is at one per cent, which reflects the drop in consumer energy prices, and core inflation remains close to two per cent. Unfortunately, first quarter results will place additional pressure on inflation, but GDP growth is expected to rebound later this year. And the central bank continues to offer messages of hope that the economy should reach and remain at full capacity by the end of 2016. If the economy doesn’t pick up, we could see another interest rate cut this year. But my guess is Poloz will monitor it for a longer period of time than just three or four months before making that decision. The next interest rate announcement is on May 27, so we’ll see what the future holds then.

et ready, new-home buyers. No, not just in your general preparedness for buying a home, but for an increasingly difficult – not to mention controversial – issue that’s costing you more money. And you may not even know it. Development charges. If you’re not familiar with this term, you likely will be soon, as it’s a contentious issue facing home builders – and therefore buyers – across the country. Just what are development charges? In short, they are the fees applied by various levels of government when new homes are built, to pay for new infrastructure such as roads, transit and other necessities. That part you may know. But what you likely aren’t aware of is that these fees are rising exponentially, have been for years, and they’re occupying an increasingly high portion of new-home costs. And they’re passed right on to you, the homebuyer. How much are we talking about? In Toronto, for example, City Council recently voted to increase development charges by 75 per cent, to almost $30,000 for a semi- or single-detached home. These new fees are being phased in, and will be fully implemented by Feb. 1, 2016. It’s even worse further out in the GTA, where municipal fees and charges collected by Markham, Oakville, Brampton, Bradford-West Gwillimbury and Ajax average out to about $116,200 on a new single-detached home, representing 22 per cent of the cost. For a new highrise, the fees average $64,000 – or 20 per cent. But this is not just a GTA or Toronto problem. In Ottawa, development charges and other government-imposed fees account for about 23 per cent of the cost of a new home – or about $100,000 of a single-family home. Twenty-five years ago, the costs accounted for just three per cent. Now, with recent proposed changes from the Ministry of Municipal Affairs and Housing, new-home buyers could once again be dinged with higher development charges. The provincial government is proposing reforms to the Planning Act and the Development Charges Act designed to “give residents a greater say in how their communities grow and would provide more opportunities to fund community services like transit and recycling.” Others, however, including the Ontario Home Builders’ Association (OHBA) and the Building Industry and Land Development Association, fear these changes will just mean more taxes for new-home buyers. “Municipalities are going to pile on a new transit tax on new-home buyers and businesses,” says OHBA CEO Joe Vaccaro. “Those new neighbours ultimately pay every new tax generated by government in the price of their new home.” 72 NEW CONDO GUIDE APR 25 - MAY 9, 2015
Though the problem may differ slightly from one region to the next, the concern is universal: new-home buyers are picking up a disproportionate part of the tab for infrastructure development. As a prospective new-home buyer, you may not appreciate the importance of the development charges issue just yet. But if you’re a few or even several months away from making a purchase, you may learn the hard way what many are already concerned about: if such fees are allowed to rise unchecked, newhome affordability will eventually be severely threatened. And that will be a price that, ultimately, no one can afford to pay.

Toronto housing market surges during first quarter of 2015 CITY BUCKS NATIONAL TREND OF MODERATING PRICE APPRECIATION DUE TO HIGH DEMAND, LACK OF INVENTORY
T
oronto is showing sizable yearover-year price appreciation across all housing types, according to the recent Royal LePage House Price Survey. Standard condominiums saw strong price growth during the quarter, up seven per cent to an average price of $395,584. Detached bungalows jumped 10.2 per cent year-over-year to $655,669, followed by standard two-storey homes, which were up 9.2 per cent to $803,794. “The momentum we saw in the Toronto residential real estate market last year has carried over into the first quarter of 2015,” says Gino Romanese, senior vice-president, Royal LePage. “Competition for homes in Toronto, particularly bungalows and standard two-storey homes, is fierce. Buyers looking to redevelop these properties have become more prominent in recent quarters, putting additional upward pressure on prices and frequently causing bidding wars.” Romanese says that inventory remains a major issue in Toronto, where the healthy flow of properties coming onto market can’t satisfy the demands of would-be homebuyers. “In the condominium sector there are lots of buildings that are about to come onto the market in the next few quarters. The additional supply will help moderate price increases, but it

is unlikely we will see any sort of price retrenchment,” he adds. According to Romanese, Toronto is seeing a bump in migration as Torontonians return from, and immigrants decide against moving to, Calgary. “The recent struggles in Calgary due to low oil prices have made Toronto an even more appealing destination, which makes competition for homes here even more intense.” Nationally, Canada’s real estate market is experiencing a soft landing, characterized by slower-than-normal home price increases. Much higher price increases were observed in the country’s two largest urban markets – Toronto and Vancouver – which combined to send the national average values upwards, partially obscuring the broader national trend. During the quarter, the average price of a home in Canada rose between 3.8 and 6.6 per cent year-over-year in the first quarter. When broken out by housing type, the survey showed a year-over-year average price increase of 5.3 per cent to $451,463 for standard two-storey homes, while detached bungalows rose 6.6 per cent to $405,895. During the same period, the average price of standard condominiums climbed 3.8 per cent to $261,782. The steady softening of prices in most markets across the country was first observed in the mid-year 2014 Royal LePage House Price Survey. In recent months, two unanticipated factors disrupted the natural housing price cycle: the steep decline in oil prices late in 2014 and the Bank of Canada’s subsequent reaction in lowering the overnight rate early in 2015. “Canadian homebuyers, with the last decade’s recession still top of mind, have been very sensitive to shifting, broad economic factors. The oil shock has been unsettling for the national economy, consumer confidence and by extension, the housing market,” says Phil Soper, president and chief executive, Royal LePage. “That said, lower prices at the pump and the confidenceboosting move by the central bank to lower interest rates have been supportive. With these factors combined, we have a soft-landing for housing after several years of robust expansion. We define a soft-landing as a market in which home prices are flat or increasing slightly, giving the economy and family incomes, a chance to catch up.” “On balance, we believe we will not be seeing the kind of appreciation observed over the last three years any time soon, as markets work through the current cycle and align with broader economic conditions,” Soper continues. “In terms of downside risk, we do not foresee a sharp decline in home prices, particularly in today’s low interest rate environment.”
