You’ve decided that a new condo is the way to go and you’re making headway, but you still have another big decision to make – choosing your home builder. It pays to check the reputation of the builder/ developer before you sign on the dotted line. Start by finding out how long the company has been in business. Ask a sales representative or visit the company’s website. Next, find out if previous purchasers are happy with their homes. Drive around an existing community built by the company and talk to anyone you run into during your tour. Naturally, you should spend some time visiting several different sales offices and model suites. Get a feel for each company and the staff employed there. Ask a lot of questions and expect to be treated with consideration and respect. No question is too “dumb.” Think twice about any development where the salespeople push you to make a decision you’re not ready for, or where they are not happy to provide you with the information you request. There are many other builders and salespeople out there who pride themselves on putting the customer first. When you do find the right home and the right builder, making that big decision will be a whole lot easier and more enjoyable.

Of the 620,000 homes sold annually in Canada, almost half of them (45 per cent) are bought by first-time homebuyers, according to a report by the Canadian Association of Accredited Mortgage Professionals (CAAMP). This speaks to Canadians’ keen interest in getting into the housing market and the value of real estate – financial, as well as the pride of ownership. There’s no doubt that owning a home is one of life’s most rewarding experiences, emotionally and financially speaking. At the same time, it can also be taxing in both respects. But as they say, nothing worth having comes easy. In its consumer survey, CAAMP asked first-time homebuyers why they purchased their property. Fifty-one per cent said it was to stop renting. Other reasons cited include a change in lifestyle or improved financial circumstances, for pride of ownership, and to build financial security. Real estate happens to be one of life’s necessities that actually pays off in the long run. While no one can guarantee what the value of your home will be in 20 years, ask your parents what they paid for their place and compare that to current market values. Odds are that you’ll be pleasantly surprised. And what other investment vehicle out there allows you to purchase and use something, then sell it for a profit, and not have to pay any tax on that earned income? This, in a nutshell, is what happens when you sell your principal residence. Home ownership is a way of forced savings, and that equity is how many Canadians can afford to move up into their million-dollar dream home, or head to the sunny south to enjoy a worry-free retirement. Buy now, while mortgage lending rates are still low, and the pickings are plentiful.

Building communities – where you live, work and play By Bryan Tuckey

W

e all want to be part of – and live, work and play in – our communities. And we want those communities to be complete, not only with physical buildings but parks, shops, greenspaces and places to enjoy. BILD represents the industry that plans, engineers, designs and builds these communities, and we have developed a new series of columns called Building Communities. These will explore building communities where people want to live, and will look at communities where people work and play. BILD members, new-home owners, business owners and our government partners share their stories in these pieces, and you’ll likely recognize some of the people and places. They speak to what it takes to build communities by master-planning, integrating into existing neighbourhoods, thinking about what businesses are needed, and how to bring parks and recreation centres to new and established areas. Today, there is a challenge in the GTA of find lowrise housing, such as a single-family, semi-detached or townhomes, due to the low supply of shovelready communities that are serviced with pipes and roads. This is a growing problem because the province forecasts that up to 100,000 additional people will move to GTA every year for the next few decades. Provincial policies encourage intensification – building up, not out – and therefore anything lowrise that is for sale, goes fast. It is also becoming more difficult for some families to afford new ground-related homes since the cost to build communities is rising steadily. We followed a family that has been renting, saving and searching for their first home. Recently, they found a new home to suit their needs in Aurora Trails,

a master-planned community being built by four of our builder members in Aurora. They were drawn to this community as a place to live and raise a family. Since planning and building a community from scratch is only part of the story, another example is living in the heart of a city – like at The Berczy in Toronto’s St. Lawrence Market. This mixed-use midrise building had to integrate into an established neighbourhood and complement the heritage aspect of its neighbouring buildings. As well, the developer Concert Properties wanted to put retail space at street level, so the company brought in businesses that benefit the community as a whole. We hope you enjoy the series and learn about the complex and interesting world our industry lives in when they build new communities across the GTA.

Monarch breaks ground at Riva del Lago

M

onarch has officially broken ground on its latest project, Riva del Lago, located at Humber Bay Shores in Etobicoke. The ceremony marked a milestone as the first major project since Mattamy Homes Ltd. announced the purchase of Monarch earlier this year. “We are excited to celebrate this milestone and look forward to being an integral part of the revitalization of the waterfront community of Humber Bay Shores,” says Linda Robinson, vice-president of sales and marketing, highrise. Now under construction, Riva del Lago will offer a new wave of contemporary living with a five-storey podium set directly overlooking Lake Ontario and the Toronto skyline. It will be an architectural statement of the highest order, in a building spread over 16 floors, with linear wrap-around balconies that maximize on the panoramic view of Lake Ontario. ou’re on the hunt of a new condo. You want the perfect building for your lifestyle needs, and in the Toronto area, there is something for everyone. Location always tops the list in importance, and I encourage buyers to consider this factor from many ways. For example, it’s important to take your work commute into consideration in a realistic way. Too often, people look at a map, draw lines on it and measure distance as the crow flies. This is not a good idea, because you have road twists and turns, traffic lights and rush hour to contend with. The best way to determine whether your commute is reasonable from a particular building is to start out from that location during rush hour and do the drive. Then drive back to that condo after work. You may be surprised at how long – or how short – the trip is. A condominium that is farther from your workplace may, in fact, be a quicker drive, depending on its proximity to major highways or GO stations. You may, for instance, find condominiums in areas such as Richmond Hill, Mississauga or Pickering that are an easier commute to Toronto than some located right in the city. Those who commute from the 905 may also find car-pooling an attractive solution, as then can then use the highoccupancy lanes on major highways. Shift workers who commute outside of rush hour may have a completely different outlook on location. Again, do the commute during the times when you usually drive and see just how it is. There is always the viable alternative of taking public transit. For trips in and around Toronto, whether for work or pleasure, it may make a lot more sense for you to hop on the subway. It’s a great idea to consider location in other ways as well. Start from the building and walk around. And what can you do without driving or even taking public transportation? Shop? Bank? Drop off dry cleaning? Think about the places you visit often, including the homes of family members and friends. Will those trips be a breeze? Are you taking night courses? For empty-nesters who are approaching retirement years and downsizing, a condo that enables them to stay in the residential area they know and love can be a wonderful solution. No regrets for first-time homebuyers By Ben Myers

P

erhaps you are one of the people thinking long and hard about buying your first home. It’s a major decision. You can take comfort in knowing that about 280,000 people in Canada make the decision to buy their first home every year, according to a recent survey by the Canadian Association of Accredited Mortgage Professionals (CAAMP). It’s never too late to take the plunge either. Every year, almost 30,000 Canadians age 55 or older buy their first home! The CAAMP survey asked what factors prompted them to buy a home, and 51 per cent of first-time buyers said “to stop renting.” Other top factors for first-time buyers were to build equity (and take advantage of price growth and appreciation), and to experience the pride of ownership. It is hard to describe the satisfaction that home ownership brings, but I suggest you experience it yourself. As for price growth, the average GTA resale condominium in May increased five per cent annually – another month, another increase. If you’re young and waiting for the market to cool, you might end up being a senior citizen first-time buyer, like some of the folks I referenced earlier. The majority of first-time buyers surveyed by CAAMP had no regrets about taking on the size of mortgage they did. Just 14 per cent of these buyers had ‘significant’ or ‘a great deal’ of regret with their household financial obligations. The majority of respondents feel that real estate in Canada is a good long-term investment, and that mortgages are good debt. If you’re secure with your job and you have a nice nest egg saved, I’d recommend starting out with a condominium. About 120,000 people a year in Canada make the choice to purchase a condominium apartment. Half of them are first-time buyers. The CAAMP survey also showed that first-time buyers were not willing to compromise on their home’s proximity to amenities and its setting. Interestingly, many more buyers compromised on size. This will continue to be a big trend among folks looking for their first downtown highrise. In my opinion, they will concentrate more on what their immediate community can offer, like great shopping, bars, coffee houses, entertainment, parks and transit, and less on the square footage of their suite.

I can spew all the stats in the world (condo resale transactions in May were up 13 per cent year-overyear in the GTA), but some people just can’t wrap their heads around the pricing and their perceived risk in owning. Scratching the “no pets” policy By Jayson Schwarz, LLM with files from Ernest Woo, JD

T

he emotional aspects of buying a condominium are often as important as the legal aspects, and the two are inexorably intertwined. This comes up due to a question posed to me recently. Why can the condominium corporation stipulate no pets when you own your condominium? The answer is simple. If the declaration and by-laws specify “no pets,” you can’t have any. This is because the Condominium Act allows a corporation to make rules to promote the safety, security and welfare of unit owners, and prevent unreasonable interference with the use and enjoyment of the common elements. For example, in January of 1997, the case of Peel Condominium Corporation No. 499 and Amy Elizabeth Frances Hogg was heard and decided in the Ontario Courts of Justice. The issue was whether she could keep her dog Jazz in her highrise condo, even though the declaration stated that no pets were allowed. Amy had a lawyer when she purchased the condo, had a disclosure statement, knew about the rule, but saw that others were breaking it. The Judge found that she had to obey the rules. An argument in equity or fairness was tried, and the Judge referred to eight considerations. The chances of qualifying on all eight of these considerations were very unlikely, and Amy had to give up Jazz. Exceptions to the rule Sometimes condominium rules may be struck down by the Court. There have been a few decisions that ruled in favour of condo owners with a provable handicap who demonstrated that they need the pet to assist with said handicap, like a seeing eye dog. It would appear Human Rights considerations can override condominium bylaws and rules. In YCC No. 26 v Ramadani, the courts confirmed that it would not substitute its own discretion on whether a pet could be kept in a condominium but the Court would review the Board’s conduct to ensure their discretion has been used properly. In June, 2003 Justice Flynn made a decision in Waterloo North Condominium Corp. No. 186 v. Weidner, where he upheld the integrity of the Declaration and its “reasonableness” is not something that can be attacked. He found that in this case, unless the owner was dependent on the dog or needed the dog in order to live in the unit, the Human Rights Code would not assist. He said a total ban on pets is not unreasonable. However, in 2005, the Waddington decision, the landlord sought an order for the removal of Waddington’s two cats. The condominium’s rules provided that, “no pet should be permitted in the building.” The court decided that a blanket rule banning all pets was not enforceable as it was not reasonable. Another way to keep your pets may be through equitable reasons. In Staib v Metropolitan Toronto Condominium Corp., a provision in the declaration absolutely prohibiting any pets was held by the trial judge to be unenforceable for equitable reasons. The Court found that the condominium corporation failed to enforce the no pet policy for 10 years, despite having knowledge of the cat’s presence. The judge refused to enforce the declaration due to the length of time the cat was allowed to remain, the tenants’ attachment to the cat and the age of the cat. 34 NEW CONDO GUIDE JUN 20 - JUL 4, 2015

The moral of the story The cases provide evidence that the court will decide whether the Board has been reasonable in disallowing pets. Know that owning a condominium is different then owning a freehold home. You must be prepared to be part of the community and recognize that the rules are in effect to respect all residents, and you should expect no exceptions. Consult a legal professional you trust and do not be afraid to tell him or her all of your concerns before signing the offer or during the 10-day coolingoff period. Remember, buying a home is a large financial and emotional commitment, and you want to get it right.

Car-free condos? The concept certainly makes sense, given the increasing importance of walkability, access to public transit, and freedom from traffic jams. New Condo Guide caught up with Barbara Lawlor, president and CEO of Baker Real Estate Inc., to explore the future of car-free living in the GTA.

omeownership in Toronto isn’t cheap, and as many home hunters have come to realize, compromise is often part of the deal. Yes, city living can mean less square footage, but with the benefit of a blissfully walkable existence. This pedestrian-friendly lifestyle has made way for a relatively new concept in design and development: the car-free condo. Given the high costs of downtown dwelling, many homebuyers are opting to invest their money into a home – likely an appreciating asset – as opposed to a car, which loses value the second you drive it off the dealership lot. Apart from the cost of the car itself, not to mention the maintenance, gas and insurance, there’s also the price of a parking spot to consider – approximately $50,000 to $60,000 in downtown Toronto, according to Barbara Lawlor, president and CEO of Baker Real Estate Inc., who oversees the marketing and sale of condominium developments in the GTA and overseas. “Adding the cost of a parking space can mean the difference between qualifying to buy or not,” Lawlor says.

Car-free condos aren’t exclusive to downtown Toronto. Ottawa developer EcoCorner Inc. recently proposed a car-free condo in the ByWard Market, as did Calgary’s Knightsbridge Homes in the East Village area.

The question of car ownership among homebuyers has cued considerations around parking requirements by some developers. But how realistic is it to build a carfree condo? “It’s already happening in downtown Toronto on University Avenue, just steps to the University subway line,” Lawlor points out. “The building was sold, built and already occupied without a parking space in sight!”

While the City of Toronto does have a minimum parking requirement for new condos, Lawlor refers to the “Manhattanization of Toronto.” She explains, “The battle lines have already been drawn between City requirements and the developers. Underground parking is hugely expensive to build and there simply is not the demand from the buyers to absorb the supply.” Car-free condos aren’t exclusive to downtown Toronto, either. Outside of the city core, Lawlor expects smaller units with proximity to transit to be a growing trend. How far outside the city core? Parking-free condos haven’t made their way to the 905 yet, where a spot is still typically included in the purchase price of the unit. Though Lawlor notes that she is starting to see parking spaces being sold separately, at a cost of $25,000 to $40,000, depending on the location. The car-free condo is a concept that would have crashed not too long ago. “Suites were much larger when I started in the industry in the late ’80s,” Lawlor recalls. “A one-bedroom suite was approximately 800 sq. ft., and we never dreamed of selling without parking then. The compact sizes of today’s condominiums have certainly changed all of that.” Despite the move to a more walkable lifestyle, Lawlor advises condo buyers who are considering the car-free route to think “resale” before putting the brakes on a parking spot purchase. Condos that are more than 750 sq. ft. will be a quicker sell when they come with a parking space, because buyers of these larger, more expensive units will likely be older, more established, or families who are more likely to own a vehicle than their swinging-single counterparts. For the established buyer, no parking could be a deal breaker. For you, investing in a parking spot could pay off in the end.

ne of Toronto’s most highly anticipated new neighbourhoods is one step closer to realization as leading condominium developer Tridel, and international real estate firm, Hines, officially broke ground at Aqualina at Bayside. Aqualina will also be a model for Green living as it pursues Leadership in Energy and Environmental Design (LEED) Platinum Certification, which helped earn Tridel the coveted 2015 BILD Award for Green Builder of the Year – high-rise. GTA housing starts hit a two-year high, with 905 condos leading the way

H

ousing starts were looking up across the GTA in May – way up, actually, hitting a two-year high with condos leading the way, according Canada Mortgage and Housing Corp. (CMHC). “High cost of land and scarcity of serviceable lots appeared to induce more highdensity construction into the suburbs,” says Dana Senagama, CMHC’s principal of market analysis for the GTA. CMHC reports total GTA construction starts numbered at 38,355 units in May, over 32,614 in April. The city of Toronto ranked tops for housing starts, recording a total of 1,195 in May, with 1,021 of these being apartment-style homes. Mississauga came in second place, tallying 1,127 total starts, and 1,019 of these being apartments. The city of Vaughan came in third, with a total of 637 unit starts in May, 451 of these being apartments.

A view at a cost DOES BUYING ON A HIGHER FLOOR PAY OFF? By Andrew La Fleur

W

hen investing in a pre-construction condo, a question that always comes up is: “Is it better to buy on a lower floor and pay a lower price, or to buy on a higher floor but pay a higher price?” Background When selling a building in the pre-construction phase, every developer will have a base price for a particular unit, then charge what is known as a “floor premium” as you ascend the building. Floor premiums in most Toronto condos are $1,000 per floor up. Custom analysis by Urbanation I am a subscriber to Urbanation. I pay thousands of dollars per year to get access to data on the Toronto condo market that I can’t get anywhere else. Why do I pay money for numbers when 99.9 per cent of all other Toronto realtors would not pay for this information? (Urbanation’s primary clients are developers and enterprise customers.) Because when it comes to condo investing, knowledge is power.

So, I asked my friend, Shaun Hildebrand at Urbanation, to run some analyses relating to this floor premium. Shaun looked at Burano by Lanterra Developments (at 832 Bay St., 50 storeys), which had a large number of leases. Instead of showing what you will be able to resell your unit for if you pay an extra $1,000 per floor for it, we were able to show how much more you will be able to rent your unit for if you buy on a higher floor. I took a few insights from this data: INSIGHT #1: Higher floors yield

The largest floor premiums were for the three-bedroom units, with average rents higher by $54 per month, or $648 per year, for every floor up they went. If buyers paid only $1,000 more per floor, then that works out to an astonishing 64.8-percent cap rate! because some investors still believe that they will not get higher rents if they buy on a higher floor and they will use this as a reason to only “buy low.” INSIGHT #2: Higher Is Better Think of it like this: for a median floor premium of $8.33 per floor per month, that works out to $100 per year. An extra $100 per year on a $1,000 initial investment means you are getting a 10-per-cent cap rate, which is very good. Thus, the higher floor is better. INSIGHT #3: Three Bedrooms get the Highest

Floor Premium The largest floor premiums were for the three-bedroom units, with average rents higher by $54 per month, or $648 per year, for every floor up they went. If buyers paid only $1,000 more per floor, then that works out to an astonishing 64.8-per-cent cap rate! Why are renters willing to pay such high premiums for these three-bedroom units? My theory is that if you are already shelling out $3,000 or more per month for rent, then what’s another $200 to $300 per month for an outstanding view?

So if it comes down to paying a large floor premium for buying a north-facing or south-facing unit, you are better to go with the south-facing unit (assuming the view facing south is highly preferred to the north view in the building you are considering). What the data does not tell you... While these findings are interesting, they are only one data set from one building, and it’s only for rental rates. So, take this all with a grain of salt. I consider this strong anecdotal evidence to support buying on higher floors over lower floors, but it’s not an empirical study by any means. Unfortunately the bigger question remains: what will buyers on the resale market pay for a higher floor versus a lower floor? For example, if you buy on the 50th floor, and you pay a $40,000 premium to do so, will you get at least $40,000 more when you resell than if you bought on the 10th floor? Another thing these calculations do not take into account are increased property taxes for going up higher in a building (purchase price is higher) or increased mortgage payments for going up higher.

INSIGHT #4: Renters Will Pay a Premium for

Premium Views Here’s an example: a 445-sq.-ft. unit faces south, while the 491-sq.-ft. unit faces north. Even though the average rental price for both units does not show much difference, the average floor premium for the south-facing unit is about twice that of the north-facing unit ($16 per floor versus $8). How I interpret this is that the highest floors of the south-facing unit command such a huge premium over the lower floors, that it brings the average rental premium per floor up. On the other hand, for the north-facing units, renters will not pay as much of a premium to go up very high. The reason for this is that the views to the south on high floors are spectacular toward the lake and the CN Tower, whereas the views to the north don’t really improve much as you ascend the tower.

Looking for the next Muskoka? READ – AND DRIVE – ON By Wayne Karl

uyers may be flocking to Ontario cottage country, as a recent report by Royal LePage suggests, but those looking for the next Muskoka may have to expand their search. Indeed, Muskoka is among Ontario’s most sought-after cottage destinations, with hundreds of lakes and only a two-hour drive from Toronto attracting Hollywood and sports celebrities the likes of Steven Spielberg, Tom Hanks, Mike Weir, Cindy Crawford, Goldie Hawn and Kurt Russell. Unfortunately for many looking to buy a recreation property in this high-profile area, it also has the high price tags to match. “Ontario recreational property bears the burden of Muskoka,” Phil Soper, president and chief executive of Royal LePage, told New Condo Guide. “The world-famous lake region is home to Canada’s most stunning and lavishly expensive lake-front property. “But, Ontario cottage country is much more than the ‘big three’ lakes – Muskoka, Rosseau and Joseph. Even in the District of Muskoka itself, there are some 1,600 lakes, with price points and features ranging from entry level quaint to princely palace.” As a rule of thumb, Soper says, cottage prices are highest on water within a two-hour drive of the largest population centres, and of course, that describes Muskoka perfectly. Mortgage affordability in Toronto: 1985 versus today By Alyssa Richard

I

t seems house prices in Canada’s hottest markets will never stop rising, raising the question of mortgage affordability. Consider that the average house price nationwide has risen from $331,000 in 2010 to almost $449,000 today, and the difference is even more pronounced in Toronto. Record-low mortgage rates have led to intense competition for homes, and bidding wars have become commonplace – especially for the city’s limited supply of detached houses – that the average sale price in Toronto is now more than $635,000. This is a stark contrast from 30 years ago. In 1985, house prices were significantly lower, while mortgage rates were in the double digits. Interest rates have fallen steadily since then, but it still seems homes are less affordable today than they were in that era. That’s partly because rising house prices have outpaced income growth. But monthly carrying costs, driven by interest rates, are also a factor. We decided to do some digging to figure out exactly how much mortgage affordability has changed in Toronto over the last 30 years. Let’s start by comparing earnings. While the average family income in 1985 was $31,965, today’s household brings in average of $74,366. At the same time, however, the average mortgage amount has increased well over five times, from $87,275 to $508,745. Over the same period, mortgage rates have plummeted to record lows. While posted rates of 4.79 per cent are common today, five-year fixed rates as low as 2.48 per cent are attainable. Posted rates from 30 years ago averaging 13.25 per cent seem like a cruel joke by comparison. But even with such low rates, the total cost of carrying a home as a per cent of income is still much higher now than it was in 1985. Factoring in utilities and property taxes, monthly carrying costs (including monthly mortgage payments) are up 170 per cent – from an average of 48.16 per cent of total household income in 1985 to 57.91 per cent today.

Of course, these numbers represent the Toronto housing market as a whole. When we take a closer look at the affordability of detached houses and condos, we see two stories. A recent RBC Economics study shows that for a standard two-storey house sold in Q4 2014, 65.6 per cent of gross household income went into mortgage, property tax and heating costs. Compare that with an average of 54.3 per cent since 1985. A standard condominium sold at the same time cost an average of 33.9 per cent of household income to carry, compared at an average of 31.2 per cent since 1985. Predictably, the detached housing market is where the real gap in mortgage affordability lies. For Toronto’s condo owners, the cost of ownership has remained relatively steady.

Toe-kicks: KICK IT UP A NOTCH!

he humble toe-kick is an important design component that usually keeps a low profile, but that doesn’t mean it should go overlooked! Storage ⊲ Raising a cabinet off the ground by a few inches (usually three to four) is important for giving your feet space to tuck into when working at the counter, but this “kick” space under the cabinet can then be a wasted opportunity for storage. Upgrading to a toe-kick drawer takes this empty space and turns it into a shallow compartment perfect for storing baking sheets, pans, or other relatively flat items. ⊲ Other items perfect for storing in a toe-kick drawer: paperwork you need to save but not access often (like appliance instructions and warranties), a folding stepladder, seasonal dishware, a bathroom scale, art supplies, or hidden valuables. ⊲ Toe-kick spaces are also an excellent place to store pet food dishes: between meal times the food is stored away to curb overeating,

and then simply rolls back out (in a perfect low-to-the-ground position) with minimal effort. Plus, the drawer will catch food spills, saving mess from hitting the floor. ⊲ For a seamless look, use a minimalist pull that sits on top of the drawer face which won’t be seen, but will be easy to grab. Or, choose a drawer with a kick-to-open function that pops open with a push from your foot. Style ⊲ You may not have much room to add furniture in your condo kitchen, but you can create a warm, furniture-inspired look from clean, modern cabinetry by redressing your toe-kicks. Adding legs (or decorative panels that simulate legs) to the base of your lower cabinets creates the look of a more traditional furniture style, for an overall “transitional” effect that feels contemporary but not minimalist. ⊲ To enhance this effect, try painting the backs of the toe-kicks a darker shade first, so that the inset recedes and appears much deeper. This also works with simple modern cabinets to emphasize the “floating” look, especially when contrasting black toe-kicks against white cabinetry for a twist on a timeless colour pairing. ⊲ Mirror and stainless steel are two other ways to visually deepen your toe-kick so the cabinets appear to float. Mirror will extend the look of a beautiful flooring material, while stainless steel will pick up on matching appliances while creating a subtle reflectiveness of its own, for a sleek modern detail.

Oil slump both good and a potential risk for Ontario By Wayne Karl

ure, we’re all loving the lower gas prices at the pumps in Ontario, but a prolonged oil slump could begin to affect the economy and housing here as well as in the oil-producing provinces. “Sustained low oil prices do provide an upside risk to Ontario growth, as Ontario consumers and manufacturers benefit from lower prices both due to more disposable income available for consumption and lower input costs for exporters respectively,” Ted Tsiakopoulos, regional economist for Canada Mortgage and Housing Corp., told YP NextHome, after the federal housing agency released its second quarter 2015 Housing Market Outlook. “Low commodity prices also keep the Canadian dollar lower, thus helping improve competitiveness. “One cautionary note for Ontario is that one third of total exports (interprovincial and international exports) are geared for domestic markets, so less exploration and investment in the Prairies means less demand for financial and legal and accounting services whose head offices are located primarily in Ontario.” Indeed, oil is producing all kinds of economic challenges Canada-wide. “Lower oil prices are contributing to disparities between provincial housing markets,” says Bob Dugan, chief economist, CMHC. “A slowdown in housing starts

Low commodity prices also keep the Canadian dollar lower, thus helping improve competitiveness and resale transactions in oilproducing provinces such as Alberta will be partly offset by increased housing market activity in other provinces, such as Ontario and British Columbia, which benefit from the positive impacts of declining energy prices, a lower Canadian dollar and continued low mortgage rates. “Moreover, since the inventory of completed and unabsorbed units remains above the historical average, we expect the pace of new home construction to moderate over the next couple of years as builders focus on managing the existing inventory,” he adds. In Ontario, harsh weather dampened housing starts early this year, but are expected to pick up through 2015 with sunny days ahead, before slowing again in 2016. Starts will range between 56,800 to 64,200 units in 2015, and 54,500 to 63,600 units in 2016. “Apartment (condo) units under construction remain near historical highs, and builders must manage inventories so that under construction counts do not result in unsold inventories,” says Tsiakopoulos.

The wide bands of primary colours on the massive cones and seven smaller cylinders set this community off as something special. “The public art definitely had an influence on our choices,” Menchions says. “As designers, we also see the use of colour as being relevant in all interiors going forward, mainly in artwork and accessories.” The model’s bedroom is a perfect example. “The abstract painting over the bed brings together all of the colours in the room,” Menchions says, “and the large piece on the wall with the abstract human figure is from Japan. It speaks to the language of the suite’s décor.” In the main living area, the spaces are “wallpapered” with a continually changing backdrop of the city. The bright colours juxtaposed against the whites and rustic flooring create visual interest while allowing the city and natural light coming in to shine. An interesting blend of rustic and modern, the kitchen features vertical wood-grain cabinets and glossy black subway tiles for the backsplash. It’s eclectic, yet harmonious. “This dramatic effect shows inspired purchasers that they can be more eclectic with furnishings. Everything doesn’t have to match.” All of this is anchored by light-coloured, wide-plank laminate floors that add visual texture with rough timber knots. In the den, accessories in earthy greens introduce a connection with nature – a breath of fresh air in this urban setting. Menchions points out that the desk folds down into a bed with integrated storage. “In compact suites, multi-purpose furniture can make all the difference.” And speaking of furniture, he adds that everything in the suite is easily attainable from local sources. “Overall, the suite has had wonderful reviews.” Construction will begin soon on The Colours of Emerald City. Canadians looking to lock in A LONG-TERM MORTGAGE By Wayne Karl

C

anada’s continuing low interest rate environment has Canadians thinking now is the time to lock in a long-term mortgage. A new poll from CIBC reveals the majority of Canadians, 74 per cent, would opt for a medium or longterm mortgage if they were to acquire, refinance or renew a mortgage today. Twenty-seven per cent think now is the time to look beyond the traditional five-year fixed mortgage for a term of up to 10 years. “Canadians are recognizing that today’s historically low rates won’t last forever and some are looking for ways to bring predictability to their finances over the long term,” says Barry Gollom, vice-president, mortgages and lending at CIBC. “Most Canadians tend to opt for a fixed rate over five years when choosing a mortgage today. With more than one in four Canadians now saying they would choose a longer term of seven or 10 years, we may be seeing the start of a shift to longer terms.” Benefits of a long-term mortgage Locking in to a fixed-rate, medium- or long-term mortgage can reduce the stress that can come with following interest rates. “If interest rates rise in the next year or two, homeowners with shorter-term mortgages or variable-rate mortgages could see their payments move higher,” Gollom says. “Having a medium- or longer-term fixed rate can act as a measure of stability and protection – especially for those who have recently bought their first home.” The prospect of rising rates may not be something Canadians have to worry too much about in the near term. During its latest interest rate announcement on May 27, the Bank of Canada announced it was going to hold its overnight lending rate at 0.75 per cent for another six weeks at least. “The overnight rate has only been sitting at 0.75 per cent for three months now, after Governor Stephen Poloz finally decided to cut it down from the one per cent it had held steady at for nearly 4.5 years,” says Alyssa Richard, founder and CEO of RateHub.ca. “That decision was made in January, in an attempt to shield highly indebted 72 NEW CONDO GUIDE JUN 20 - JUL 4, 2015

With a consistent and predictable mortgage payment at today’s low rates guaranteed for many years, Canadians may have the opportunity to pay down their mortgage faster and minimize interest costs, which will help to keep them on track for their broader financial goals. “Finding an expert who can crunch the numbers on a variety of mortgage options while factoring in your other debts, your savings goals and your personal risk tolerance is an extremely important part of the evaluation process,” says Gollom. Expose the phantom offers, ease the bidding wars By Kara Kuryllowicz

A

cross the GTA, it’s been a challenging few years for homebuyers in the face of skyrocketing prices, scarce listings, bidding wars, and buyers’ fear of competing with phantom offers. As of July 1, 2015, homebuyers and their agents will find the offer process more transparent than ever, as Bill 55, the Stronger Protection for Ontario Consumers Act, takes effect. Brokerages acting on behalf of sellers will be required to keep a copy of all written offers and each counter offer/sign-back for at least one year. The winning offer must still be kept for six years. As before, the seller’s broker can make buyers’ brokers aware only of written offers validated with the buyers’ signatures.

The GTA housing market has been so hot for so many years that bidding wars and multiple offers continue to make headlines while the market shows no sign of slowing. After committing months, and in some cases years, to the home hunt and repeatedly losing to the highest bidder, buyers are justifiably frustrated. Understandably, they may wonder how many competitive offers the seller’s agent actually received and how competitive they truly were. “The Ontario government wanted to increase consumer confidence in the bidding process by improving transparency, and that is good for consumers,” says Joseph Richer, registrar, the Real Estate Council of Ontario (RECO), responsible for regulating real estate professionals in the province, and administering and enforcing the Real Estate and Business Brokers Act, 2002 on behalf of the Ontario government. Richer notes, over the past few years there have only been a few complaints to RECO about phantom offers. “The new legislation provides a paper trail that will give continued on pg. 78

consumers additional confidence that the information they are receiving is correct and provides RECO with additional tools to investigate complaints.” “This is a good starting point and certainly better than what we had before, because it proves there were valid offers, but to really benefit the homebuyer in a multiple-offer situation, prices and conditions also need to be disclosed at the time of the offer, much like an auction,” says Jamie Johnston, owner, broker of record, Re/Max Condos Plus, Toronto. The dollar-value of the various bids still remains confidential, but as of July 1, each offer summary must include the buyer’s name/ signature, seller’s name and contact information, the time/date the offer was made, the time/date the offer was received, the date of the presentation of the offer, and more. seen and still won’t see the hard numbers on the offers, they can and do look at the selling prices of comparable neighbourhood homes to accurately determine a range. “Most of our buyers are educated and knowledgeable – in fact, they know the prices as well or better than the agents, and are clear on what a particular home is worth to their families,” says Sandra Pate, broker, Royal LePage/ Johnston & Daniel Division, who has been representing buyers and sellers in the GTA for 34 years. “Bill 55 sets out hard and fast rules as well as consequences, and as a salesperson, I now know exactly what [documentation] I have to keep and for how long.” As of July 1, 2015, consumers and real estate professionals who placed an offer on a property can contact RECO to determine how many valid offers (written and signed) were received. RECO will contact the listing brokerage to confirm the number of offers received and may ask for supporting documentation for each offer. RECO will disclose only the number of offers received, but will not offer any details. What are the consequences for non-compliance? A brokerage that fails to meet the new requirements can be prosecuted under the Provincial Offences Act, and if convicted, could face a maximum fine of $50,000 and/or a prison term of up to two years. Corporations could face fines of up to $250,000.

Top 5 mistakes people make when choosing paint colour

D

oes the thought of choosing a paint colour turn you yellow with fear? “When it comes to paint colour, many people are so afraid of change that they end up sticking with the same colours for years,” says Martin Tustin-Fuchs, brand manager, Dulux Paints. “Yet, all they often need is a bit of guidance to get out of their colour rut and adopt a more current look for their living spaces.” Top 5 mistakes people make when choosing paint colour and how to avoid them: 1. Choosing a paint colour out of context. Contrary to popular belief, taping a small swatch to a wall won’t help you choose the right colour for your room. Instead, examine paint chips against furniture, rugs, accessories, countertops and other items in the room, making sure to test the colours in direct, indirect and artificial light at all times of day. 2. Playing it safe with neutrals. Neutral paint colours tend to be a popular choice, yet there are times when a more saturated colour may bring out the best in a room. A good way to introduce some colour to your walls is to apply the “new neutrals” – whites, beiges or greys that are infused with a small amount of colour such as lilac, sage or blue. Take a neutral room up a notch by painting an accent wall a deeper shade of the wall colour or a more vibrant, coordinating colour. 3. Going with the same old, same old. Just like an out-of-date hairstyle, it’s easy to get comfortable in your room’s décor. Take a step back, examine your space and ask: What year is this room stuck in? If the answer dates back at least a decade, it might be time for a change. 4. Fear of using more than one colour. There’s no reason to use only one paint colour on the walls of a room. In fact, using two or even three shades can turn a room from ordinary to extraordinary. A good rule of thumb is to use a base colour in about two-thirds of the room and introduce other colours in smaller quantities. To achieve an elegant, relaxing feel, try a monochromatic colour scheme, with one main colour supported by others from the same colour family. For a harmonious effect, combine colours located beside each other on the colour wheel. To create a dynamic look, choose complementary colours found directly across from one another on the wheel. 5. Failing to consider a room’s function. Will you be playing, sleeping, eating or relaxing in the space to be painted? Make sure you choose your colour accordingly. Yellow, red and orange, as well as soft grey, violet, blue and green, are known to be more conducive to appetite-building, entertaining and conversation, making them good choices for the kitchen and any main-

floor living space. Bright red will energize and stimulate kids in a playroom, while cooler blues have a calming, serene effect ideal for a bedroom. Golden yellows and warm apricots tend to flatter any skin tone in a bathroom. “A change of wall colour is the best and most economical decorating tool out there,” Tustin-Fuchs says. “If your room is stuck in the 1990s, you can bring it forward to 2015 just by swapping out pastel peach and moss green for a more modern palette such as turquoise blue with lime green accents. Toronto the top economy in Canada this year By Wayne Karl

T

oronto is back. No, not as the centre of the hockey universe now that the Toronto Maple Leafs have hired Mike Babcock. Toronto is back as the top economy in Canada. Thanks largely to a weaker Canadian dollar and a strengthening U.S. economy, Toronto will see its economic fortunes improve this year, according to the Conference Board of Canada’s Metropolitan Outlook: Spring 2015. “For the first time since 1999, Toronto will boast the fastest growing metropolitan economy this year among the 13 cities covered in this edition of our report,” says Alan Arcand, associate director, Centre for Municipal Studies. With a gain of 2.9 per cent last year, Toronto’s economy grew at its fastest pace in four years, and is expected pick up steam over the next two years. The city’s economy is expected to expand by 3.1 per cent in 2015 and by 3.2 per cent in 2016, supporting employment growth of 1.9 per cent this year and 2.5 per cent next year. The tourism sector is set for a big year, expected to benefit from the stronger U.S. economy, weaker loonie and the upcoming Pan Am/Parapan Am Games. At the other end of the economic scale, lower oil prices will hurt growth in Calgary, Edmonton, Regina and Saskatoon.

Regional highlights for 2015 TORONTO: Decent gains in manufacturing and tourism will help the economy expand by 3.1 per cent. HALIFAX: Economy is expected to grow by 3.1 per cent,

and consumer spending will support GDP growth of 3.1 per cent. HAMILTON: Stronger growth in the services sector

and construction output will support GDP growth of 2.7 per cent. MONTREAL: GDP growth will reach 2.6 per cent, thanks in part to infrastructure projects. WINNIPEG: GDP will grow 2.5 per cent, as services growth stays healthy and non-residential construction picks up. growth in Regina will slow to 1.9 per cent. SASKATOON: GDP growth will be limited to 1.8 per cent

because of weakness in the primary and utilities sector. OTTAWA-GATINEAU: GDP will grow by 1.3 per cent,

with strength in non-residential construction and high-tech services. EDMONTON: The economy will contract by 0.8 per cent as a

result of the drop in oil prices. CALGARY: The oil price slump will hit the economy hard, with GDP set to drop by 1.2 per cent.
