There was one line in a recently-released 30-page TD

Economics report that has stuck with me. The report is called, Staying on Track: Sustaining Toronto’s Momentum after the Global Economic Recession. It was prepared for CivicAction, an organization that brings leaders together to tackle some of the region’s toughest issues, and the report assesses the region’s economic performance and looks at challenges hindering its growth and prosperity. There’s a section in the report titled, housing boom a massive contributor to growth, and it speaks to the economic impact of the housing market’s strength in the GTA. The economists took stock of direct and indirect jobs, housing sales and construction and wrote: “when all of these broad impacts are considered, we estimate that the housing boom accounted for as much as one quarter of overall economic growth and job creation in the city-region over the past decade. This contribution has been especially pronounced over the past five years.” One quarter. Now that’s massive. The report also notes that the commercial real estate market has been an increasing source of growth and that the rising trend in mixed14 New home guide GTA | may 25 - jun 8, 2013

use properties, which can include residential, commercial and retail space, has contributed to it. In the GTA, we know that in 2012, more than 202,000 jobs were created in new home construction, renovation and related fields. Those jobs generated more than $10.8 billion in wages that show up as purchases across the local economy. This number doesn’t take all of the spinoff jobs into account, which are difficult to calculate. The analysis is complicated by the fact that the type of construction project – from a home renovation to a townhome complex to a 400-unit condominium community – will produce a different economic ripple effect. The jobs range from the builders and developers to the planners, designers, tradespeople, manufacturers, suppliers and the marketing and sales teams. You probably have neighbours, friends or family in the industry because there are many fields of work to bring a home from plan to reality. With a home renovation, economic impact is greatest within about a 100-km radius since most businesses operate locally and buy equipment and product locally as well. In the low-rise sector of our industry, typically 200 people will work on a single home and in the high-rise sector, each crane represents 300 to 500 jobs for about four years. We’re proud of the “massive” contribution our industry has made to the region and the province’s economic growth. The truth is that it has occurred because we are meeting the demand of building new homes and employment spaces for the up to 100,000 people and 50,000 jobs that come here every year and we are determined to build a greater GTA.

If you’re a first-time home-

buyer, you’re hearing a lot of talk in the real estate market these days. Will prices go up? Will the market crash? Will I ever be able to afford a house? How will the new mortgage rule changes affect me? How will I ever pay off this debt? It’s easy to get caught up in all the noise, but harder to separate the fact from the fiction. I had an interesting conversation with a colleague the other day regarding property values in Vancouver. He relayed me a story of a friend who had bought a house on the west side of Vancouver in the mid 1990s and it is now worth more than four times the amount he paid. In terms of equity, it was the equivalent of winning the lottery. We pondered the question, what will people be saying 20 to 25 years from now? Is it quite possible that a young 25-yearold couple today might look back in the year 2033 and say “If only we had bought that house back in 2013? Why didn’t we? Oh yeah, there were new mortgage rules and a lot of global uncertainty…” Here are a few things that I’ve learned about real estate 1. Real estate has peaks and valleys, but there has never been a future peak that is lower than the past one. Just give it time. 2. Time is your ally. Time can turn any bad real estate decision into a good one. 3. Equity is your safety net. It can supplement a pension and give you financial options in later years. 4. homebuyer and it doesn’t matter whether you buy a house, apartment, townhouse, new or resale, is the Agreement of Purchase and Sale or Offer. Over the last few months I’ve had a number of people bring me their Offer long past the time when they can have a lawyer comment on it, and they were stuck with the terms and extra expense. Let’s review a couple of things. Condominiums The Condominium Act provides that you

have 10 days from the date you receive the disclosure statement and the date you receive an Agreement of Purchase, executed by the builder, to rescind the deal. This gives you an opportunity to see your lawyer, get suggestions, changes and explanations, and then within the 10 days, return to the sales office and negotiate for those important items that are usually left open. New freehold homes, resale homes and resale condos

No time is allowed after you sign, unless you have ensured that there is a schedule or clause making the transaction conditional for a given period of time on your lawyers review and approval, or other conditions. Here are a number of items, primarily for new homes, to look out for so you have an idea, but recognize this is not a comprehensive list, just a sampling: 01. Hydro and water installation and subdivision charges – get written maximums put in; 02. D evelopment charges and levies – get deleted or written maximums; 03. T he vendors lawyers’ Law Society Levy – get it deleted – you pay yours, they can pay theirs; 52 New home guide GTA | may 25 - jun 8, 2013

04. Driveways – they say it is paved, does that mean base and finish coat or only a base coat?; 05. Damage deposits – get a maximum and make sure there is a process for obtaining a refund; 06. Mortgage clauses – are you stuck with the builder’s mortgage and terms? – is there a clause requiring you to accept the builder’s lawyers undertaking to discharge the mortgage without a discharge statement or direction to pay funds to the lender? – is the builder trying to make you pay to obtain partial discharges of a blanket mortgage; 07. Condos – do you own your parking and storage locker or is it only exclusive use?; 08. Ensure you get a chance to review the status certificate and any reserve fund issues; 09. Survey – who pays? When do you get it? 10. Extensions – how long? Have you selected your option under Tarion for new homes? 11. Title – is there a clause that says you have to accept the builder’s undertaking to give you a deed if one is not available on closing; 12. W hat about home inspection and inspections prior to closing?; 13. Ensure you are getting the appliances and fixtures you think you are. There are many more issues that arise in an Agreement of Purchase and Sale or Offer. This document is the most important in the whole process because it sets the rules for you and the vendor. This becomes critically important when you realize that you need independent legal advice that will properly help you deal with this document. Only a lawyer can do this. Perhaps the most difficult part of writing these articles relates not to the actual writing, but thinking of a topic to address. Follow these steps to see if you’ll qualify for a mortgage on your dream home

Calculate the combined monthly before-tax income of you and your spouse.

Multiply this figure by the amount you need to borrow. Divide by 1,000.

Divide by three. This figure is the monthly payment you can afford to make on your home.

Add to this your estimated monthly heating costs and monthly property taxes.

Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.
