Three simple steps to success
S
hopping for a home online is a great way to narrow your search, but there’s nothing like visiting the sites, models and sales offices to get down to the nitty-gritty. Before you venture out, here are some pointers: First, be clear about what you want and expect in a new home and in your builder. Remember, the range of prices in the new-home market generally reflects differences in location, features and home styles. There’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, finishings, features and service. Make sure that the price you are paying will deliver the quality you want. Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options. Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail – then take it to a lawyer before it’s finalized.

Getting a jump on spring
By calendar if not by temperature, this time of year signals change and opportunity
T
he cover date of this issue is March 16 – a few days into Daylight Savings Time and less than a week before the official start of spring – and Mother Nature has already teased us with a sign of warmer things to come. Indeed, spring is always busy season in the housing market, and this year, despite some recent “cooling” in some areas and housing types, should be no different. Fair weather and still-favourable mortgage rates should point to the sales pace continuing in the coming weeks and months. Need proof? Take advantage of the nicer weather and get out there and visit some new-home sales centres and model homes. A combination of factors – including land availability and affordability – is restricting supply of single-detached homes, in particular, at the moment. You may be surprised at just how quickly new lowrise developments are snapped up by homebuyers. We’re also betting you’ll be impressed by how new-home builders in the GTA and elsewhere are responding to such challenges, by offering more variety of home options. Gone are the days when the main choices were simply lowrise and highrise. Today’s buyers want variety – townhomes, semis, singles, freehold and condominium ownership – and developers are delivering in spades.

mortgage-free faster: BMO BMO is lowering the rate on
its five-year, fixed low-rate mortgage to 2.99 per cent from 3.09 per cent, effective immediately. “In 2010, BMO introduced Canadians to a five-year fixed rate mortgage with a maximum amortization of 25 years and a very attractive interest rate,” says Ernie Johannson, senior vice-president, personal banking, Canada, BMO Financial Group. “Since the launch of BMO’s fixed low-rate mortgage, Canadians will have saved more than $200 million collectively by the time their mortgages are paid off.

“Today, we are once again making this mortgage, which is perfect for Canadians who want certainty of payment and protection against the risk of rising rates, available at 2.99 per cent. Our message to Canadians is simple: go fixed, go five, lock-in now at a terrific rate and become mortgage-free faster with a shorter 25-year amortization.” “Given that the most likely trend in interest rates is upward and that longer-term interest rates are likely to move first, we believe that locking in for five years is the superior choice,” adds Doug Porter, chief economist, BMO Capital Markets. “Longer-term rates, such as five-year mortgages, can start moving higher well in advance of any action by the Bank of Canada. Current five-year interest rates remain exceptionally low. Do you know how

In all the mortgages that I
arrange, I find it surprising how few people actually ask me how I get paid. A recent study in the U.S. indicated that less than 10 per cent of people could properly identify how different types of mortgage providers get paid during the transaction. Don’t you want to know whether that person who is so eager to sign you up has a financial advantage to selling a particular product? You definitely should care – and here is why. Almost every single provider in the mortgage marketplace has a potential financial gain by selling a particular mortgage product and rate. To make matters worse, that financial gain or pat-on-the-back is often gained at the expense of the consumer. Let’s take a look at your main mortgage providers to see what to watch for: Bank branch manager This friendly and trusted advisor has a sales quota to hit just like everyone else (you did notice that Canadian banks do fairly well financially, right?). Their salary increase,

bonus and promotion depends on results. Typically, bank managers have sales quotas for particular products as well as growth targets on the loan/ investment portfolios. Their targets are often based on the size of their mortgage portfolio as well as the average term of the portfolio. The longer the term and larger the size of the mortgage, the better the Christmas bonus. Furthermore, these managers are increasingly being graded on the profitability of these portfolios. When you go to your old bank branch and it has moved to a new location, where do you think one of the bank managers went? Which one do you think they kept with the bank? The one with the great discounted loans and mortgage rates, or the one that is making the bank the most money? Bank mortgage representatives These are typically contract employees of the bank who are usually paid on a straight commission basis. Most only sell one bank’s mortgages, while some sell several. The ones that sell other bank’s products are often only permitted to do so once they have met a quota of their own bank’s products. These individuals are usually paid based on three criteria: the size of the mortgage, the term of the mortgage and the discount given. That means that these representatives can make more money by putting you in a longer term at a higher rate. Mortgage consultants/mortgage brokers These people are independent mortgage providers that theoretically work for you and not for one particular bank. They are paid a finder’s fee (or commission) from the institution that the mortgage is funded with. The problem is that not all banks are paying the same amount for each of the mortgage products. The lenders pay brokers based on the size of the loan and the term selected. The longer the term selected, the bigger the commission to the broker. On top of the different payoffs for the terms, some lenders also pay more for the same product. A broker could make more money funding a five-year term through one lender over another. Typically, there is no advantage to the broker if the consumer gets a higher rate, but there are exceptions to that rule. So now that you know how it works, who do you trust? When you go mortgage shopping, don’t believe that everyone is out to get you. While the incentive systems are there, many mortgage providers will look out for your best interest. A satisfied past client that refers family, friends and colleagues is worth a lot more than one big commission payout. Do your research, ask for testimonials, or ask your friends. A mortgage is a huge financial decision. Make sure it is a decision being based on your financial situation, and not your mortgage provider’s bank account.

growth to improve in 2013: CIBC W hile Ca na da’ s econom y
limped to a close last year, it is not a sign of worse things to come in 2013, although growth will continue to be lacklustre for some time, according to a new report from CIBC World Markets Inc. “Any time growth slows to a crawl, one has to worry that it wouldn’t take much to push the economy over the edge,” says Avery Shenfeld, chief economist at CIBC. “Based on admittedly slim evidence, there are reasons to believe that Q1 growth will be better.” He points out that while employment dropped in January, hours worked are up. He also notes that auto sales look like they’ve rebounded – generally a signal of consumer confidence – and that the resolution of energy sector disruptions has resulted in an increase in oil exports to the United States through mid-February. “So it looks like, in terms of quarterly GDP, Q4 could end up being the storm before the calm, with an improved pace ahead,” says Shenfeld. However, he warns that challenges domestically and globally will result in only tepid improvement. CIBC’s forecast sees the economy tracking only a 1.7 per cent growth rate in 2013, a pace that will see the unemployment rate drift higher. 32 New home guide GTA | marCH 16 - 30, 2013
Shenfeld believes that the weak close to 2012 and the modest rebound ahead will keep the Bank of Canada from raising rates until third quarter of 2014, two quarters later than previously forecast. The delay in raising rates will also result in the Canadian dollar remaining below parity with the U.S. dollar until the second quarter of 2014. “Instead of smoothly passing the growth baton from governments and households to business spending and exports, there’s been a fumble,” he says. “Housing has slowed, as has consumer borrowing, and governments face pressures to tighten belts. But businesses aren’t opening their wallets.” While many had forecast business investment to pick up the slack in the Canadian economy, weak global growth has been holding back capital spending. The report examined the issue of whether Corporate Canada was sitting on an excess pile of cash that it should be spending on new projects. “There is no real evidence from a macroeconomic perspective that corporations are indeed sitting on excess cash,” say CIBC economists Benjamin Tal and Peter Buchanan. In fact, “corporations are holding cash levels that are consistent with a trend we have seen for more than two decades.” They note that, in nominal terms, in real terms or as a share of assets, the near $600 billion of cash holdings by non-financial corporations in Canada is at record or near-record highs. However they point out that all the increase in cash since the beginning of the recession can be fully explained by growth in GDP. In real-terms, and as a share of GDP and corporate assets, cash holdings by corporations are now only back to their pre-recession levels. While businesses have increased the share of assets they hold in cash, their relative cash position has been offset by a decline in other current assets - namely inventories and accounts receivables. Housing affordability not a barrier for the
typical buyer in most regions: BMO Economics According to a report from
BMO Economics, affordability is not a major problem for the median-income family seeking to buy a detached home in three-quarters of Canada’s housing market or a condo in Toronto, and should not become one even when rates normalize. “Nationwide, mortgage payments on the average-priced house consume a moderate 28 per cent of household income – 23 per cent for people living outside Vancouver and Toronto,” says Sal Guatieri, senior economist, BMO Capital Markets. “T his matches the long-run norm of 28 per cent, suggesting that rising income and falling mortgage rates have largely offset the deterioration in affordability caused by higher prices.” However, Guatieri notes that the same cannot be said for Vancouver, Toronto and Victoria. “A typical family striving to purchase a single-family house in Vancouver would have to spend four-fifths of their income on mortgage payments, which explains why they can only dream of 46 New home guide GTA | marCH 16 - 30, 2013
buying a detached house in Vancouver,” says Guatieri. “In Toronto, a hefty 43 per cent of median income is required to service a mortgage on an average singlefamily home, up from 40 per cent eight years ago.” Guatieri adds these cities are vulnerable to a material correction if income or rates move adversely. He also stated that, while affordability may not be a big problem for most of the country, policymakers should remain vigilant. “Elevated valuations, combined with record household debts, could prove troublesome in the event of a recession or interest rate shock.” However, Guatieri still expects that concerns over a national housing bubble should begin to deflate. “If interest rates remain low, income continues to rise, and prices stabilize this year – as we anticipate – fears of a deep housing correction should recede.” Sameh Elrefaei, head of mortgage products, BMO Bank of Montreal, cautioned that, while the report gives reason for potential buyers in most regions to be optimistic, Canadians should continue to make responsible home financing decisions. “Recent data show that the best way to ensure longterm housing affordability is by locking into a longer-term fixed-rate mortgage with the lowest amortization period possible,” says Elrefaei. “For years now, BMO has been proactively promoting the benefits of choosing a shorter amortization and will continue to actively encourage Canadians to do so.”

Near the end of 2012, the economists
at Desjardins Group predicted that it would be harder than expected to get back to normal financially in 2013. Canada’s economy continues to feel the effects of a weakening global demand, the public sector has entered austerity mode and the housing market is slowing. Should I continue contributing to my RRSP? Yes. The decision to contribute to an RRSP is independent of the changes occurring on financial markets. This is actually defined by your investor profile to help determine which investments you should choose. In addition to still being an excellent tax shelter, your RRSP can help you to achieve your retirement or education goals, or even to purchase a property.

Should I change my investment strategy? That depends. Have you given your portfolio a check-up? This is something you should do every six to 12 months to make sure it still reflects your investment goals. For example, some investors may prefer to protect their capital by investing in fixed income products. Or some see this type of market as an excellent time to invest in some bargains. The important thing is to be comfortable with your own strategy and to invest for the long term.

Are you at risk
if interest rates rise?
Here’s a new check-up to consider: the debt check-up.
This look at your financial health will help you determine whether you would be able to handle increased payments if interest rates go up. While those rates are now at all-time lows, they will likely rise some time in the future. “Canadians need to look at how much debt they are carrying, particularly in the amount of their mortgages, home equity lines of credit (HELOCs), personal lines of credit and variable-rate personal loans,” says Ursula Menke, commissioner of the Financial Consumer Agency of Canada (FCAC). For example, a couple with a 3.1 per cent variable interest-rate mortgage of $277,658 could see their mortgage payments increase anywhere from $72 per month (or $864 per year) if interest rates go up 0.5 per cent, to $145 per month (or $1,740 per year) if interest rates go up one per cent. To do a debt check-up, look at your current total monthly payments, and list them on the Debt Check-up worksheet available on FCAC’s website, itpaystoknow.gc.ca. Next, talk to your lenders to find out how much your payments could increase if interest rates go up. neatly, display perfectly and know exactly where everything is when you need it. That’s what being organized is all about. But is that realistic? Each space, each person and each system is different. What worked for some may not work for you. You may have limitations on space or be too overwhelmed by stuff for a quick fix. The demands on your lifestyle and your family’s needs may outweigh the space in your home. Being organized doesn’t happen overnight and it doesn’t have a finish line. Getting organized is a process, learn what works for you. Keeping it real. You’ll never get organized.
Read that again. Yes, that’s what I said. You’ll never get organized because being perfectly organized is not a realistic expectation. Just to be clear, organization is not a destination. desk, your floor and any other flat surface in your office? Don’t fight your instincts, work with them. Rather than trying to adapt to traditional ways of filing, like using a lateral filing cabinet, use horizontal methods instead. Use stacking trays or literature sorters, which can be placed on your desk or installed on the wall. Now label them with the categories you use most. It will be easier to adapt to filing papers when you don’t have to change your piling habit. Let go and let it flow. Are you holding on to things that you’ll never use again? Very often people unconsciously jam their homes full of stuff because the sheer volume gives them a feeling of comfort and security. If you are operating from a need for abundance, remember that your success as a person has nothing to do with all the outdated or rarely used stuff overflowing from your closets. In fact, it’s probably blocking your prosperity. Let go of what you don’t need to make room for new things to come into your life. Plan before de-cluttering. Before beginning any de-cluttering
project, determine in advance how you will dispose of the items you no longer want. If you have valuable pieces and would like to sell them, decide whether you will do this yourself or hire someone to do it for you. If you would like them to go to charity, which one and where are they located? Some charities will pick up, so call them to find out when they will be in your area. It’s not until those boxes and bags leave your home that you will reap the full rewards of de-cluttering. Planning in advance will curb procrastination and ensure full completion of the task. Feeling stuck? If you find yourself backsliding when it comes to
maintaining your organizing systems, don’t berate yourself, as this will sap your energy and prevent you from doing anything about it. Rather than dwelling on what went wrong, focus instead on what needs to be done. Just say “oops” and move on to taking action.

Your twenties are a very exciting time of life,
financially. For example, perhaps you’ve graduated without any debts because you decided to remain living in your parent’s home. For the first time, you’re in charge of your financial decisions – and that can be overwhelming. Sometimes it’s easier to relax your discipline, but then this can lead to bad habits that can leave you feeling very financially insecure in your thirties, forties and beyond. By getting a handle on your spending now will benefit you in the long-term. The best way to do this is to create a simple and flexible budget. You might wonder why since retirement is decades away. But if you leave the money alone in a high-interest account, your money will grow thanks to compounding interest. Thirty-something You have more purchasing power now that you’re established in your career. But that means it’s easy to pack on the debt, too. Perhaps you’ve leased a car, you’ve taken a couple vacations, and maybe you’ve just had a really big wedding and a baby or two. If you were a diligent saver in your twenties, chances are you have a pile of cash put aside for that pile of bills on your desk. If the opposite is true, then it’s time to shut down the debt before it snowballs into your forties. Try to pay off your credit cards each

month, too. Or aim to pay more than the minimum. And always apply any new found money to your debt. During this decade also, try to put as much as you can afford into an RSP. You’ll really appreciate it in your forties. Forty-something Now that your debt is under control, how are your savings? Did you put away as much as you could for retirement and for emergencies? If you have kids, did you consider starting an RESP for their post-secondary education? If you were too focused on reducing your debt in the last decade, there’s still some time to catch up. Speak with a financial advisor about setting up an education fund for your child and about the best strategies for building your retirement savings.
