Think you can’t afford a home? It’s more affordable than you first thought

M

uch like that bank commercial that says, “You’re richer than you think,” a new home may be more affordable than you originally thought. Perhaps you need only to change your definition of “home” to get into the market. While a detached home is the traditional choice for many, highrise and lowrise suites, lofts and townhomes have become a prime choice among first-time buyers and empty nesters in the market for new place to call home. Not only does townhouse and condominium living afford you the opportunity to live in a prime neighbourhood at a great starting price, when it’s time to move you can often opt to remain in the same neighbourhood, since many communities offer a mix of designs and sizes, which allows families to relocate easily without having to change jobs or schools. Today’s communities generally have a range of sizes and prices that start at the “affordable” end of the price spectrum. Many builders and developers are gearing up for their grand openings and have new communities available for quick occupancy. It’s an exciting time to be shopping for a new place, so don’t miss this excellent buying opportunity. Have a look through this issue and see what you think. The home of your dreams is waiting.

Proximity premium

Being close to transit, highways and other infrastructure more important than ever

T

he ongoing debate over transit expansion – and more importantly, how to pay for it – continues to be a contentious issue. Metrolinx, the Ontario government agency charged with integrating the modes of transportation in the GTA and Hamilton areas, recently recommended its investment strategy to fund the improvements. The revenue tools, as proposed, are bound to impact us all: a one percentage point increase to the HST; a five cent fuel and gas tax; business parking levy; increase in development charges; road tolls; and transit parking fees. Bodies representing the home building industry have weighed in with their views (see page 28), and the potential impact on homebuyers. Indeed, no one relishes the thought of increasing costs. Meanwhile, a recent survey from BMO Bank of Montreal shows that being close to public transit and having a short commute are among the top features people look for when buying a home. Do you see the predicament? Proximity and access to transit and amenities are critical for buyers and builders alike. New-home communities close to existing infrastructure – or committed expansions – are at an increasing premium. Prospective homebuyers should note this fact as they scout for their new home location.

Calling for change to the

I recently stood with a group

of industry leaders and called on the provincial government to make changes to the Ontario Building Code that will allow woodframe construction of buildings up to six storeys, resulting in the creation of more safe and affordable homes across the GTA. Currently, the Code allows woodframe buildings to be constructed up to four storeys. As you go higher, midrise housing becomes more expensive because you have to use materials like concrete and steel. “If the Ontario Building Code allowed for six-storey woodframe construction, costs would go down and options for new homebuyers would go up,” Leith Moore, president of the Ontario Home Builders’ Association and v ice-president, Development at Sorbara Development Group, told the group. At the press conference, we released a BILD-commissioned report by City of Toronto’s former Chief Planner, Paul Bedford, whose research found that there are strong planning and economic rationales for the changes. The planning rationale stems from the need to build complete communities and revitalize existing neighbourhoods for the up to 100,000 people and 50,000 jobs that choose the GTA as their home every year. “Midrise six storey wood structures present the opportunity to build out our Avenues in a way that is compatible with low density residential neighbourhoods and allows for an affordable new choice in the housing market. This is an essential initiative for our City,” said City of Toronto’s Chief Planner Jennifer Keesmaat, who joined us 14 New home guide GTA | june 8 - 22, 2013

at the news conference with Chief Building Official Ann Borooah. The changes we need here in Ontario are similar to those made in British Columbia in 2009 and there was an immediate impact on the local economy there. With BC as a case study, Ontario can expect job creation, increased tax revenue from the addition of new residences and more affordable options for new homebuyers. BC had to overcome opposition to the change from the fire safety community, so we did a complementary report to investigate fire safety issues related to an increased use of combustible material in construction. The findings were clear: the number of fire incidents does not increase just because buildings have more combustible material. “Woodframe buildings have to meet the same safety and building standards as those built using other materials and we all want residents to be safe and secure in their homes,” said Steven Street, technical director at Ontario Wood Works, Canadian Wood Council. Through the upcoming review of the National Building Code, we have the opportunity to direct change in a positive way and we are calling on our partners in government to make changes to the Ontario Building Code that will bring additional safe and affordable homes to the GTA.

In the last couple of years, there has been

a lot of coverage in the financial press about ­mortgage brokers. Despite all of the positive exposure in business and news publications, there still seems to be a lot of confusion from consumers about how this service works. Mortgage brokering or mortgage consulting is not a new industry, but is one that has been experiencing explosive growth over the last five to 10 years. As it stands currently, more than 21 per cent of all mortgage business in Canada is originated through mortgage brokers. While this figure, representing billions of dollars in mortgages, seems impressive, it is next to nothing when you consider that in the U.S., more than 65 per cent of ­mortgages are negotiated by mortgage brokers. In the past, mortgage brokers were used by individuals who may not have been able to get credit through other channels. They would arrange hard-to-qualify mortgages for a fee. Today this is not the case. The number of mortgage brokers who work on hard-to-place mortgages is now only a small portion of the market. In addition to searching out the lowest rate, mortgage brokers now focus on a consulting role, showing consumers how to become mortgage free quicker, how to decide between terms, conditions and how to crunch the numbers on the many mortgage gimmicks in the marketplace. How did this come to be, you ask? This is not the mortgage market of 10 or even five years ago. What most people don’t know is there are more than 100 lenders in Canada that would all like to have your mortgage business. you may deal with at your financial institution versus a mortgage broker is the broker works for you, not one financial institution. Henry Ford, founder of Ford Motor Company, famously proclaimed people could have any colour of Model T they liked – as long as it was black. This may be a good way to view a mortgage representative that works for one financial institution. The people who work for these institutions simply cannot offer the level of variety a ­consultant or broker can. While the manager at a financial institution bases bonuses and salaries on the profitability of the products and services of the branch, mortgage brokers or consultants build their businesses on knowing where to get competitive rates and by providing value-added service. Some of the bigger mortgage consultants in Toronto single-handedly arrange more mortgages than many entire branches. How do they get these rates? One of the advantages the mortgage broker has, is access to volume discounts the consumer typically doesn’t get. When a mortgage broker sends a significant amount of business to various lenders every month, those lenders are going to make sure they work to keep the relationship strong. The financial institutions do not have to gather the paperwork, pay a salaried employee, or maintain an expensive branch infrastructure. By using mortgage brokers to generate mortgage business, they have to pay only the individuals who are producing deals. Really, it is a win-win situation for all involved. As the Canadian economy increasingly echoes the strengths of successful products and services from the U.S., I truly believe the growth in this industry is only just beginning. Still, I would like to bring up an important point – as with any ­industry, the cream rises to the top. Make sure you select the right financial professional to help you make your mortgage decisions. Selling a

real estate investment property

I purchased a rental investment property several years ago. Every year I have filed the rental income on my tax return. This year I sold the property. In addition to my rental income, what tax implications will I have to report? Jared, Toronto

but also other costs incurred that had to be capitalized. As well, the proceeds of disposition are all the cost, including the selling price and adjustments pertaining to the sale of the investment. In addition to the capital gains/losses, you may have a recapture of income. This occurs when you are taking Capital Cost allowance (depreciation) on the building, in any of the years that it was owned by you. The balance in this account is called the “undepreciated portion.� A recapture of income occurs when the lesser of the proceeds and the cost of the property is higher than the Undepreciated Capital Cost (UCC). The recapture of income is taxed in its entirety at your personal tax rate. Alternatively, a terminal loss occurs when the lesser of the proceeds and the cost of the property is less than the UCC. This terminal loss can be applied in the current year to reduce other income (such as salaries or business income). Any unused amounts can be carried back three years or carried forward. Good record keeping is essential to calculate the correct gains or losses.

Industry calls for changes to Ontario Building Code that will result in safe,

affordable homes for GTA residents An extensive report advocating for an

Ontario Building Code change that will result in the construction of safe, affordable homes for residents across the GTA was released recently by the Building Industry and Land Development Association (BILD), the Residential Construction Council of Ontario (RESCON) and the Canadian Wood Council. “It’s good urban planning, it’s safe and it’s good for future homebuyers in the GTA and across Ontario,” says Bryan Tuckey, BILD president and CEO. “We’re calling on the Ontario government to change the Code to allow for six-storey woodframe construction to help unlock the immense potential in neighbourhoods that have underutilized land on major avenues and corridors. “Our report shows that these lands are often well-served by existing infrastructure and transit, and midrise buildings can help to meet the demand of the increasing population of our region, offering a variety of sizes and design features for people of all ages.” Currently, the Ontario Building Code limits woodframe construction to four storeys. The building industry is advocating for a change to the Code to allow for up to six-storey woodframe construction, which will result in the affordable construction of midrise buildings. “Building midrise housing becomes more expensive when you go above four storeys because you have to use materials like concrete and steel,” says Leith Moore, president of the Ontario Home Builders’ Association and vice-president, development, at Sorbara Development Group. “If the Ontario Building Code allowed for six-storey woodframe construction, costs would go down and options for new homebuyers would go up.” Strong planning and economic rationales are outlined 34 New home guide GTA | june 8 - 22, 2013

In addition, BILD and the Residential Construction Council of Ontario (RESCON) commissioned a complementary report, Midrise Combustible Construction in Ontario – Building Code Issues, to investigate fire safety issues related to an increased use of combustible material in construction. “The number of fire incidents does not increase just because buildings have more combustible material. Our study found that data collected by the National Fire Incident Reporting System doesn’t show that fire incidents are related to the type of construction, rather to the use and occupancy of the building,” says Richard Lyall, president of RESCON. “As well, the National Fire Code and regulations in Ontario’s Occupational Health and Safety Act contain many provisions for construction projects that address potential fire hazards and provide solutions to reduce risks. Woodframe buildings have to meet the same standards as those built using other materials,” adds Marianne Berube, executive director, Ontario Wood Works, Canadian Wood Council. The changes to the Ontario Building Code would be similar to changes made to the British Columbia Building Code in 2009, which had an immediate impact on the local economy. With BC as a case study, Ontario can expect increased job creation, increased tax revenue from the addition of new residences, more affordable options for new homebuyers and a minimized carbon footprint in the construction of these buildings.

BMO Housing Confidence Report:

regional shift in buying intentions while affordability improves Despite cooling conditions in

Canada’s housing market, the latest BMO Housing Confidence Report shows nearly half of Canadian homeowners (48 per cent) intend to buy a property in the next five years – mostly unchanged from fall 2012 – signalling a high level of confidence in Canada’s housing market is continuing into 2013. However, regional data reflect a different story. In major city centres, intent to buy in Vancouver is on the rise, while Calgary has dropped by 13 points. Further east, buying intentions in the Greater Toronto Area (GTA) and Montreal have stayed steady over the same period. Provincially, Atlantic Canada has seen the largest increase in buying intentions, jumping by 15 points since the fall. The report also reveals that perceptions

of mortgage affordability have improved since the fall, with a 10-point drop in the proportion of mortgage holders making spending or saving cutbacks to afford their mortgage payments. “The relative strength of the Canadian housing market continues to bolster homeowners confidence, while improving affordability across all regions reflects that Canadians are making responsible choices when it comes to financing a home,” says Martin Nel, vice-president of lending and investments, BMO Bank of Montreal. Nel adds that for Canadians looking to buy a home – particularly first-time buyers – choosing a fixed rate mortgage and a lower amortization period can help to increase financial stability. “The improvement in affordability reflects continued income growth nationwide and softer home prices in a few regions since the summer,” says Sal Guatieri, senior economist, BMO Capital Markets. “That said, affordability remains an issue in the detached markets of Vancouver and Toronto, pushing more buyers into the condo market.” C O N T I N U E D on p a g e 9 4 . . .

Price sensitivity eases while expectations stay mostly flat »» Nationally, sensitivity to price increases has lessened significantly. Intentions to buy would drop only four points in the event of a five-per-cent increase in home prices compared to a 10-point drop last fall. Over the next year, homeowners expect prices to rise by 2.0 per cent. »» In Ontario, intentions to buy would not change as a result of a five-per-cent increase in prices. However, a 10-per-cent swing would dampen plans to buy by 17 points. »» Alberta appears to be the most sensitive region to price changes, where a five-per-cent increase in prices would result in a 12-point decrease in buying intentions, compared with only one point in the fall. Over the next year, Albertans expect prices to increase 1.9 per cent, down from three per cent in the fall. »» A five-per-cent increase in prices in BC would lower intent to buy from 48 to 39 per cent – statistically unchanged from fall 2012. In Vancouver, homeowners expect a price increase of 1.5 per cent compared to a decrease of 0.6 per cent in the fall. Furthermore, only 15 per cent expect values to drop – down from 27 per cent in the fall.

Calculate the combined monthly before-tax income of you and your spouse.

Multiply this figure by the amount you need to borrow. Divide by 1,000.

Divide by three. This figure is the monthly payment you can afford to make on your home.

Add to this your estimated monthly heating costs and monthly property taxes.

Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.
