How best to select a builder?
A little extra research pays off with peace of mind
Y
ou’ve agreed that a new home is the way to go and you’re making headway, but you still have another big decision to make – choosing your home builder. It pays to check the reputation of the builder/developer before you sign on the dotted line. You can start by finding out how long the company has been in business by asking the sales representative or visiting the company’s website. Find out if previous purchasers are happy with their homes. Drive around an existing community built by the company and talk to anyone you run into anyone during your tour. Naturally, you should spend some time visiting several different sales offices and model homes. Get a feel for each company and the staff employed there. Ask a lot of questions and expect to be treated with consideration and respect. No question is too “dumb.” Think twice about any development where the salespeople push you to make a decision you’re not ready for, or where they are not happy to provide you with the information you request. There are certainly many other builders and salespeople out there who pride themselves on putting the customer first. When you do find the right home and the right company, making that big decision will be a whole lot easier and enjoyable.

Now is a good time to buy Restricted supply, rising prices and other issues mean waiting is only going to cost you more
I
f you’re in the market for a new home, you may be wondering whether now is a good time to buy. Interest rates have inched up for some mortgage products, new-home sales are down, and prices continue to rise in some housing categories and are relaxing in others. All of this leads some consumers to wonder if they should buy now or wait. Wait for what, we’re not sure. Indeed, land supply and other challenges specific to the home building industry are what’s causing lowrise new-home prices to rise – certainly not a lack of appetite among consumers. Do the math: reduced supply plus continued or growing demand equals higher prices. However, it isn’t just market performance causing lowrise prices to climb; a key contributor – development charges – could be about to become even more significant. At press time, Toronto City Council was to vote on a proposed increase to development charges – in the neighbourhood of 75 per cent, to almost $30,000 for a semi or single-detached home. If passed, these new fees would be phased in, beginning as soon as Feb. 1, 2014 and fully implemented by Feb. 1, 2016. And they would almost certainly be passed right on to you, the new-home buyer. Still think it’s better to wait?

Over the last few weeks, in a series of columns, I have tried to dispel some myths around the topic of development charges and bring some clarity to the fact that decisions around them affect new-home buyers the most. It was my intention to inject a dose of fact-based reality in the discussions happening right now across the GTA as municipalities review their development charges by-laws. At press time, City of Toronto councillors were to decide whether the proposed increase to the city’s development charges is fair and reasonable for our newest neighbours. We’ve also just learned that in the fall, the Ontario Minister of Municipal Affairs and Housing, Linda Jeffrey, will be evaluating the Development Charges Act and BILD will be at the table advocating on behalf of the future homebuyers of the GTA. As we begin a busy fall, this information and these decisions are important for residents to know and understand, so I’ll recap three of the main points from this series of columns: First, provincial legislation allows municipalities to pass their own development charges by-laws and there is a public process that allows citizens to speak to their elected officials about what they think is fair and reasonable. It’s provincial legislation that regulates how the revenue from the charges can be used, but municipalities set the rates and ultimately, it’s the homeowner who pays because it is just one of the numerous government charges levied on new homes across the GTA and the province. Second, development charges are a tax. As the rates increase exponentially, it has shifted the burden of paying

for critical infrastructure onto the newest residents and businesses moving into a neighbourhood. As the costs associated with building new communities increase, affordability is challenged. This affects consumer confidence and we’ve watched as new home sales have decreased over the course of the year. Lastly, I think it is important to note that thousands of homes were sold in 2011, last year and earlier this year and building those communities will keep the 202,000 employees of the residential construction industry employed in the GTA for the next few years. However, if new home sales continue to decline, so will the work. This industry is an integral part of the local, provincial and national economies and it has to stay strong. We know that the GTA will continue to grow and that up to 100,000 people and 50,000 jobs will choose this vibrant region as their home every year over the next 20 years. Knowing that, we all need to work together to ensure that our new neighbours have affordable options in both housing and employment spaces when they get here.

FOOD BANK RECEIVES $10,630

For the fifth year in a row,
the Whitchurch-Stouffville Food Bank has been the recipient of a major September food drive led by Geranium Homes. Homeowners, staff, suppliers, consultants and trades people of the company’s The Neighbourhoods of Cardinal Point in Stouffville all contributed much needed food items. Company President Boaz Feiner presented a cheque in the amount of $10,630. The amount represents the combined total of funds from Geranium’s donation of $50 per home sold at Cardinal Point in the past year as well as contributions including $2,000 from James Hardie Building Products. Every year, SCS Consulting Group organizes the collection of food from the trades and suppliers. “From the bottom of our hearts, we thank everyone who contributes along with Geranium to give us such a huge boost each year,” says Marion Wells, executive director of the Food Bank. Is paying off your mortgage
bad for your net? by Calum Ross
In a society where financial-planning education
and free financial resources are readily available, it is difficult to believe that most people do not understand how to use their cash flow and capital effectively. When determining many people’s top financial objectives, a large number of people put building their net worth and paying off their mortgage at the top of their list. While at face level these seem to be rational choices, I will show you why these goals may contradict one another, and how being mortgage-free is a detriment to building net worth. With rates of returns in the equity markets once again showing positive returns, RRSP contributions and investments are once again a hot topic. The challenge that this presents for most individuals is clear – with a finite income, how does one allocate capital to acquire that net worth figure that brings you to the point where work is something you choose to do rather than need to? The RRSP-versus-mortgage debate has long been the source of controversy. While there is no definitive answer, here are some rules that will enable you to make an informed decision. The major factors influencing the choice of options are the mortgage interest rate versus the expected return in the RRSP, the investment time horizon versus the mortgage time horizon, the availability of RRSP contribution room, and the ability to capitalize on mortgage prepayment privileges. Given an expected RRSP return equal to or greater than the mortgage interest rate, and an investment time horizon equal or greater than the likely mortgage life, maximizing RRSP contributions generally maximizes net worth because the tax-sheltered growth of an RRSP means you get compounded growth for a long period. Conversely, as the mortgage interest rate is greater, or the investment time horizon decreases, it becomes more attractive to prepay the mortgage. Those who are fortunate enough to have used up all of your RRSP contribution room should look at whether borrowing to invest outside of your RRSP is wise. While all the same principles stated above apply, there are a couple of distinct elements to review. When considering building an investment portfolio outside of your RRSP, compare your after-tax rate of return relative to your after-tax cost of borrowing. Generally, if you borrow to invest (with the expectation of gain) then the interest borrowed on that money becomes tax deductible. This means the real rate of interest to the borrower becomes one less your marginal tax rate percentage times interest rate on the money borrowed. For those in the top tax bracket, this can reduce the cost of borrowing by nearly 50 per cent. Next, determine your after-tax rate of return. When investing outside of RRSPs, keep in mind that not all investment income is treated equally for tax purposes, and the difference depends on your personal tax bracket. To optimize your after-tax rate of return, seek capital gains first, dividend income second, and interest income third. A common misconception is that wealthy people do not have mortgages. The odds are that if you know a wealthy person without a mortgage then they likely inherited their money, do not have a good financial adviser, 38 New home guide GTA | october 12 - 26, 2013

With interest rates where they are today, paying off your mortgage is, in all likelihood, not a wise financial decision if your hope is to have the highest and best use of your capital. Take solace in this – the next time you are at a party or family function and someone smugly tells you that they have paid off their mortgage, odds are they know little about personal finance and will likely limit their personal net worth as a result. After all, who really worries about a mortgage of a couple of hundred thousand dollars when your investment portfolio is a couple of million dollars and could be used to retire your mortgage any day you choose? By deploying this strategy, what you are doing is using other people’s money to build your net worth. At the end of the day, the correct formula for using debt for investing comes back to your investment objectives, personal goals and risk tolerance. Clearly if your after-tax rate of return is greater than your after-tax cost of borrowing, then you are getting ahead financially. Furthermore, if your cash flow allows you to take advantage of the above strategies, then it can greatly assist you in your retirement planning.

Housing, for Geranium Homes, Geranium Corp.’s Housing Division Louie Morizio is vicepresident of housing for
Geranium Corp.’s Housing Div., Geranium Homes. A graduate of the University of Toronto’s Civil Engineering program, Louie has spent nearly 30 years in the building industry. His responsibilities include overseeing the many aspects of product design, development, contracting, and site management. Implementing new building initiatives such as the company’s participation as an Energy Star for New Homes (ESNH) builder also falls within his scope. Being a problem-solver, his day is filled with trouble-shooting and offering guidance. “It’s hectic, but I enjoy it all,” says Morizio. How did he find himself in the housing business? He explains that in the mid-1980s, graduates in civil engineering found that there were few job openings in civil engineering due to market conditions and the economy of the time, so he turned to t he housi ng i ndust r y for employment. His first position was as a site administrator, prior to joining Geranium in 1985 as a project/contracts manager. Morizio left the company in the 1990s to hone his skills and experience with other builders. His daughter Stephanie is a graduate in urban studies and now works in planning and development. His son Michael has worked onsite in construction during the summers while he is at university. “We all love the building business,” Morizio says. “Even my wife, Teresa, is involved. She is a freelance décor consultant working for several builders.” Geranium’s corporate philosophy includes hosting homeowner events, which often require the support from those on-site, office staff and on occasion trades and suppliers. “What sets Geranium apart is that we share a mindset, to meet purchasers’ expectations. Geranium was first to register homes in 2012 when the latest ESNH standards were implemented. “Our participation in this superb program is possible because we can trust our subtrades and site staff to do the job right,” Morizio says. “We train each trade and worker before we put a shovel into the ground.” The home building industry is constantly evolving. “Even after 30 years in the business, I’m always learning. As techniques improve over time and new materials become available, it is our job to understand how these can fit into our homes and benefit our homeowners.” This attitude also extends to helping newcomers to the industry. Morizio participates on a committee at the Residential Construction Council of Ontario (RESCON), which is dedicated to removing barriers to employment in new construction. “We’re working with George Brown College to give students a leg up on entering the industry,” he says. “I’ve seen firsthand what the enthusiasm of youth can accomplish – and I’m pleased to say we’ve placed every student who has entered the program. We’re helping to groom the next generation for success.”

have some of the world’s best builders and developers right here in our own backyard. As a new home shopper, it is your responsibility to do your homework and make sure you purchase from a reputable one. A happy purchaser is an educated one, and a home is likely the biggest financial investment you will make in your lifetime. Consider every angle when making your decision. You probably start your search with location, which makes sense. Once you zero in on your desired locale, figure out which builders and developers are offering communities in the area. Then research their track records. Find out how long the company has been in business. On one hand, if the firm is decades old, you know the professionals there have weathered a lot of economic cycles. This bodes well for confidence as a new home community is marketed. Be fair, however. We have many newer builders whose principals have years of experience and are producing superb choices. You also want to make sure that your builder will provide you with excellent customer service – before, during and after you move in. This is a critical factor in making a choice that will make you happy for years to come. I suggest you pay a visit to Tarion Warranty Corp.’s website (tarion.com) to begin your research. Tarion is Ontario’s new home warranty provider. The site’s Licensed Builder Directory allows you to search for the builder by name and check out the company’s reputation. Keep in mind, too, that you can always contact BILD (The Building Industry and Land Development Association) at bildgta.ca to find out about its member companies. There is also the website newhomes.org, which has a Find a Builder section. Remember, too, that this industry relies a lot on word of mouth. If you know people who have bought from the builder in the past, ask about their buying experience. Part of that experience is your interaction with the sales representatives, who in essence speak for the builder. How willing they are to answer questions or find out the answers they cannot provide themselves?

They welcome informed decisions, as these lead to happy purchasers. Builders are competing for your business on a number of other playing fields besides location and reputation. Consider architecture, amenities, suite or lowrise home layouts, finishes and, of course, price. This kind of healthy competition is good for our industry and raises the bar for future development. Best of all, at the end of the day, the buyer benefits from increased value, which creates a win-win situation. Consumers have a lot going for them, with home choices so exciting that it can be overwhelmingly tempting to buy right away. Be rational in your approach and avoid getting swept away in the sales office until you have done your homework. Take your time, shop around, consider all the variables, and be sure to add a trusted builder reputation on your list of musthaves. Then compare fairly. I can tell you that buyers are doing just that. Shoppers are returning for a few visits before they buy, and they are interested in the builders’ previous experience and products. There is a huge element of trust involved in signing on the dotted line and handing over hardearned money to have someone build your residence. A builder’s past can play a critical part in your residential future. A little research into builder reputations goes a long way to helping you make the perfect choice for you.

I recently purchased a rental investment property. Fortunately, the home was rented quickly. However, last summer because of several days of heavy rainfall, the roof leaked terribly and our ceilings were partially water damaged. I had to reshingle and replace almost half of the entire roof and repair the ceiling and floors. It also cost me more than $1,200 for a new fridge and stove. I have an individual who prepares my income taxes who has advised me that these are capital items and I could not deduct them for my income taxes. I find that ridiculous to be out of pocket that amount of money and I cannot deduct it. Sam, Toronto

Real estate rental deductions are always contentious, and Canada Revenue Agency frowns on expenditures that should be capitalized as opposed to being expensed immediately. As an accountant who deals with real estate investors on a regular basis, I can tell you your concern is not isolated. The Income Tax Act does provide guidance with regards to capital items and current expenses.
Capital expenditures – Generally, these are expenditures that will provide benefits and a useful life for several years – such as appliances, air conditioners and dishwashers. The Income Tax Act provides for Capital Cost Allowance (CCA) deduction for capital expenditures that can be expended over the useful life of the asset. Deductible Expenses – Generally, these expenditures may be deducted in the year they are incurred. insurance, utilities, mortgage interest, advertising cost, legal cost, accounting fees, and repairs and maintenance. It would appear your repairs were performed to maintain the property to its original condition and would therefore be considered a current expense. However, the fridge and stove must be capitalized. Investors should always have a good accountant who deals with real estate investments on a regular basis to ensure the right advice is given.

Congrats on joining the ranks of entrepreneurs. Many individuals talk about starting their own business but are reluctant to do so for various reasons. The primary obstacle is finances, followed by lack of knowledge about where to start. Individuals who are strictly T4d – that is, employed full- or part-time – were to file their year’s personal tax return on or before April 30 of the following year. Selfemployed (including non-incorporated businesses) taxpayers and their spouse had to June 15 to file their tax return for the previous year. However, any income taxes owing would have to be remitted on or before April 30 of the filing year. Therefore, you should have your tax returns prepared before the end of April to avoid any interest penalties.

POLICE OFFICER RUNS A THREE-DAY RELAY FIVE MONTHS AFTER REBOUNDING FROM SUDDEN CARDIAC ARREST
Mikey Defibrillator helps save 16th life arrest during Toronto’s Half Marathon, Toronto Police Const. Andrew Rosbrook was on a team of more than 250 law enforcement professionals participating in the recent National Peace Officers’ Memorial Run To Remember. His commitment to run his fourth relay is, in part, because of a Mikey defibrillator. The 460-km Run to Remember started at 9 a.m. from the Ontario Police Memorial site at Queen’s Park in Toronto, and ended in Ottawa where the annual Police and Peace Officers’ Memorial Service happens on Parliament Hill. In May, 2013, as Rosbrook was about to finish his race, he collapsed with no sign of breathing or heartbeat. In seconds, Det. Const. Laurie McCann with an off-duty doctor and a paramedic trainee performed CPR until paramedics arrived with a portable Mikey. After being shocked once, Rosbrook’s heart began beating. He was then taken by ambulance to Toronto’s St. Michael’s Hospital where a stent was placed in his left descending artery, which had become completely blocked. Three days later, he was released, and a month later he was running again. Says Mikey Network Chairman Hugh Heron, “Const. Rosbrook is our 16th
save. His miraculous recovery has allowed him to participate in a sport that he loves, and is true testimony to his second chance at life.” In a recent Facebook post Rosbrook said, “I am doing this run not only to give thanks to fallen officers and support their families, but to illustrate and highlight the awesome benefit of AED’s, the crucial role Mikey played in my survival and recovery and my hope that one day they’ll be as commonplace in our society as fire extinguishers.” Rosbrook participated in the relay with Const. McCann, now a good friend, who helped save his life five months ago.

Follow these steps to see if you’ll qualify for a mortgage on your dream home

Calculate the combined monthly before-tax income of you and your spouse.
Multiply this figure by the amount you need to borrow. Divide by 1,000.

Divide by three. This figure is the monthly payment you can afford to make on your home.
Add to this your estimated monthly heating costs and monthly property taxes.

Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

If “nothing is certain but death and taxes,” as several famous
authors have waxed in various forms, it seems Canadians have a curious way of preparing for the inevitable. While the deadline for contributing to one’s Registered Retirement Savings Plan (RRSP) for the previous tax year is March 1, and for filing a return April 30, many Canadians take it right down to the wire – especially on the first point. Now that we’re into October and the end of the year is in sight, and while those deadlines are still months away, it’s an appropriate time to discuss how consumers tend to begin most of their tax planning. Indeed, as many experts suggest, the best tax planning should begin during the year – not at tax deadline time. But, like death, perhaps Canadians just don’t like to think about taxes, viewing them as an equally unsavoury topic. How else would you explain that, looking at the bigger picture, we are seemingly even more short-sighted: personal finance and taxes are not subjects that are taught to any depth in our public education system. David Chilton lamented this fact in his 1989 best seller, The Wealthy Barber. Consider, for example: » A recent CIBC poll conducted by Harris/Decima shows that many Canadians across a wide range of ages say they do not feel financially prepared for their retirement. » According to a new TD Retirement Realties Poll, too many Canadians procrastinate in saving for retirement; 15 per cent plan to save for retirement for only less than five years before leaving the workforce. More than two-thirds of retirees say, in hindsight, they should have saved for retirement for 25 years or more. » A recent BMO study found that 40 per cent of Canadians are unclear on the differences between an RRSP and a tax-free savings account. » I f, like many Canadians, you believe that you pay too much tax, then tax-planning, and thinking of ways to minimize tax, should be a year-round task. Some suggestions, courtesy of a variety of sources: Meet with a financial advisor to devise your strategy, including plans to buy a home, reduce debt and save for retirement. Contribute to RRSPs regularly, even if smaller amounts throughout the year to avoid having to come up with a large lump sum at deadline time. Manage and budget your spending, to better control where and how you spend and identify opportunities to save. Remember that your finances are connected. Making progress on one aspect of your goals can lead to an opportunity to improve in others. Taxes are indeed certain, so planning to minimize what you pay, while maximizing your assets and developing the discipline to do both, is a sound strategy.
