There is increasing speculation as to whether households are taking on more debt than they can chew. If interest rates begin to rise from their historical lows, can you still manage those monthly payments? For example, the difference between a five-year term at a rate of 4.09 per cent and a variable rate of 2.15 per cent is almost $500 a month on a $400,000 mortgage with only five per cent down. When working with your lender, have them show you what you can afford at a higher rate, keeping in mind that you will have less to finance

at renewal time. Increase your payment frequency or make lumpsum payments throughout the year to further lower the amount you owe. The good news is mortgage rates look like they are going to stay put in the first part of 2013, but you can bank on rates rising eventually, even if it isn’t by much. Ensure you can afford the home you’re buying, regardless of mortgage rate speculation. A good lender will show you how. Ask your friends and family for a referral and get the facts.

When I purchased my first home, I was a little overwhelmed by the financial side of things. I thought I had all of my duck in a row. I got my down payment ready, made sure my credit report was sparkly and shiny, and did endless calculations to figure out what I could afford. But then it came time to get financing. I was quite surprised to learn about all that is involved. How would I get the best interest rate? Was it better to choose a bank or a mortgage broker? Should I go with a fixed- or variable-rate mortgage? While it took some time to make sense of it all, what I did learn is that it really pays to shop around. Don’t assume that because you’ve dealt with your local bank for years that they are going to give you the

best deal. Similarly, don’t assume your cousin’s friend who is a mortgage broker will offer the best arrangement. While you very well might get your best deal from either of them, you won’t know until you compare. We look for good deals on appliances, cars and the like. It only makes sense to do the same for what is (for most of us) the biggest purchase of our lives. So, get quotes from several financial institutions and mortgage brokers and compare interest rates and fees. And this goes for renewing your mortgage as well. Feeling like you’ve done your homework and received the greatest deal possible is deeply satisfying. And, of course, it can save you buckets of cash.

Canadians resolve to

BetteR MAnAGe FInAnCeS In 2013 more Canadian consumers believe their personal financial situation will improve than they did at this same time last year. And, they are taking steps to be in better financial shape, according to the quarterly RBC Canadian Consumer Outlook. One-in-three Canadians (31 per cent) are planning to focus on reducing their debt this year, 26 per cent on spending less, 25 per cent on saving or investing more, and another 20 per cent intend to take all of these actions in 2013. Canadians are also sending out a strong signal that less money will be going toward major purchases in 2013, with 44 per cent reporting they will spend less on big ticket items such as cars, household appliances or vacations. “Canadians may believe brighter days are ahead because they are making resolutions to better manage their finances by reducing debt and curbing spending not because of their outlook on the Canadian economy,” says Richard Goyder, vice-president of personal lending, RBC. “While New Year’s resolutions may start with great intentions and fizzle out later in the year, setting out a plan to reduce your debt, keep it under control and save more for that rainy day will help keep you on track.” The most recent Economic and Fiscal Update issued by the federal government in November estimated that Canada’s real GDP will grow by 2.0 per cent in 2013. RBC Economics is currently forecasting the Canadian economy will grow by 2.4 per cent in 2013 and will be releasing its next Economic and Financial Outlook in December. “The Canadian economy has been growing at a rate close to its long-run potential,” says Craig Wright, senior vice-president and chief economist, RBC. “However, we will have a sharper picture of Canada’s future growth prospects when the U.S. addresses the fiscal cliff and European policy makers can move the Eurozone out of recession and address fiscal and financial market imbalances.”

Other major successes included Bosa Properties’ Sovereign, Solo District by Appia, and, more recently, the initial tower Station Square, a partnership between Anthem Properties and Beedie Living. Though separated by geography, all five projects shared one common link: proximity to transit. And it’s proximity to rapid transit many industry insiders are calling “the new green” — the ability to simply park the car and access not only fast, reliable transportation, but a diverse and ever-expanding array of sophisticated urban amenities. Southeast False Creek’s evolution continued at steady pace throughout 2012. The Village on False Creek (still most often referred to as the Olympic Village) shed its ghost town reputation as retail/services like Terra Breads, London Drugs, and the Tap & Barrel, a much-needed restaurant and local pub, opened their doors to an eager clientele. The neighbourhood also saw in influx of other notable developments including The Residences at West, Meccanica, Lido, and The One. 2

Spectacular Sales

Making headlines early in the year, Marine Gateway sold out its entire offering of 415 units in just over four hours. To be located at Cambie and Marine in Vancouver, what made this presale one-of-a-kind was the fact there were no multi-suite grabs — only one home per buyer was allowed. “This is the first time in my career I’ve seen this kind of response,” said Tracie McTavish, president of Rennie Marketing Systems, in an interview several weeks later. A month later, history repeated when virtually all the Telus Garden condos were snapped up in a single day in downtown

Farther east, Burquitlam established itself a solid choice for investment and future growth. Once again, it was proximity to transit, in this case the new Evergreen Line that will be at the heart of the new Burquitlam, that created a tipping point in desire for properties here, so much so that many anticipate this neighbourhood will see the same dramatic development experienced two decades ago in Metrotown. 3 By the Numbers

A surprise to many, condo prices, according to CMHC data, have remained flat since late 2009 when buyers were prepared to fork over an average of $444,000 for a unit they would pay $428,000 for in October of this year. And although there was the undisputed pricing plummet that began in 2008 until it reached a low point of $353,000 in February of 2009, current prices are comparable to the average of $434,000 in November 2007. A CMHC survey also showed a standing inventory of 1,447 complete but unsold condo units at the end of the third quarter 2012. By far the largest concentration is found in Surrey (428) followed by Vancouver Westside (244), Burnaby (194), North Vancouver (158), Tri-Cities (130), and Langley (120). Taxing Ups and Downs

Spring 2012 ushered in some much-anticipated changes on the tax front. “On February 17, the provincial government finally listened to industry concerns and raised the HST rebate threshold from $525,000 to $850,000, capturing 90 per cent of all new homes in the province,” says Peter Simpson, former president and CEO of the Greater Vancouver Home Builders’ Association. “They also raised the rebate from $26,250 to $42,500.” Four days later, BC sweetened the pot even more, announcing a first-time 5

homebuyers bonus of up to $10,000 on newly constructed homes, a move Simpson notes was “a nice complement to the rebate threshold changes.” However, the summer did bring another round of tightened mortgage regulations including loss of the 30-year amortization option. Once again, it was first-time buyers who felt the squeeze most acutely. For many who had scrimped to save a down payment, it meant they no longer qualified for the home they had envisioned. And while Simpson notes the Canadian Home Builders’ Association has repeated requested a dialogue with the federal government, to date there’s been no response. Embrace Your Future

Although there’s no denying that 2012 is closing in a more sedate manner than previous years, the most compelling reasons to purchase remain the same. “We live in the most beautiful and most livable region in the world,” says Mark Belling, president of Fifth Ave Real Estate Marketing. “That’s not just my bias but is confirmed by experts all around the world. “Right now we’re in a buyers’ market with the lowest interest rates in history, so embrace it. If you find 12 different homes you like, you can take your time — eliminating the ones that don’t make the cut and zeroing in on those that do. Then, when you find the home of your dreams, don’t back away. here are so many benefits of condominium living – but the one that often tops the lists of purchasers is having access to wonderful amenities in gorgeously landscaped buildings without having to take care of maintenance and repairs. The time you would spend weeding the garden, raking leaves, shoveling snow and the like can be spent instead soaking in the whirlpool, swimming, watching the latest film sensation in the theatre, playing virtual golf, or engaging in any of the other activities available under your very own roof.

Remember, however, that over time, all residences require upkeep – and that’s where the strata fee comes in. Your monthly payment is critical to ensuring that your quality of life remains high. Funds must be in place to handle arrangements for cleaning, upkeep and repairs of a condominium’s common areas. It’s important that you consider these strata fees fairly when you compare what you’d pay for similar services in a lowrise home. Take security, for example. Most condominiums today offer 24/7 concierge service, and these professionals require salaries. If you were to add a security system to a lowrise home, you would pay a monthly fee for monitoring. Keep in mind, too, that a substantial percentage of the strata fees covers utilities such as hydro, gas and water, which you would pay for separately from your mortgage in a lowrise home. The great thing is that many condominiums today offer individual hydro and water metering per suite. Most buyers are happy to pay for what they use, and they appreciate the fact that if they are away for weeks or months, their hydro and water bills are low for those periods. Looking at strata fees in the bigger picture, they also help to protect your real estate investment. Often, people forget that the ongoing cleaning and maintenance of things like elevators, the lobby and hallways is important. In addition, a portion of your strata fees goes toward the “reserve fund,” which remains on hand so that essential services can be paid for in the future. The strata board administers the fund, which covers unexpected problems. Now and then, we hear from potential purchasers that they resent having to pay strata fees that support a particular amenity they do not plan to use – most commonly, the swimming pool. You should know that the costs to maintain and service a pool and whirlpool are a very small portion of the annual condominium budget. You may think you will not use a pool or another amenity, but your guests may be happy to indulge. Amenities also enhance the resale value of your suite in the future, and you never know – once you move in and see for yourself just how beautiful today’s amenities are, you may love the very things you thought you might not use! As I so often say, the amenity areas are an extension of your living space, and condo developers are creating simply stunning spaces where neighbours and friends can gather without ever leaving the building. Again, it’s a matter of perspective. In a lowrise home, someone has to mow the lawn, weed the garden and wash the exterior windows. Hiring professionals to handle these chores costs money. Much of your strata fees go to items you would have to find the money for anyway. In the end, it’s worth it to afford you luxury, convenience and free time.

t came down to two details: a cool, very different location plus a cool, very dynamic floorplan. So when, after a year of searching, Amanda and Denny discovered Nest in the heart of Burnaby’s UniverCity neighbourhood, they realized they’d just found their perfect home. “I’d been a student here five years ago, and I never dreamed I’d end up living here,” Denny says. “But after re-visiting and seeing everything that’s going on, we realized no one else we know lives in a place like this — which makes it very, very special.” “Being on the mountain is really like living in your own little community,” Amada says. “We love the European feel of having everything we need right outside — Nesters, lots of coffee shops, and access to all the SFU amenities, too. We’re planning to stay for quite a while, but when we do start a family and decide to get something bigger, this neighbourhood has so much potential it’s going to be a great investment for us to have bought this place now.”

Contemporary Design First-time homebuyers and newlyweds as well, Denny and Amanda chose a two-bedroom suite that’s almost 1,000 sq. ft. “It’s really cool to have an actual front entry,” Amanda says. “We saw a lot of places while we were looking, but hardly any had a real front entryway.” The couple were also enamoured with their off-the-kitchen nook— a feature they decided to turn into a bar and display for their treasured whiskey collection. Having everything brand new was yet another enticement. “For a while we considered resale properties, but they all need far more work than we were prepared to tackle,” Amanda says. “At Nest, we didn’t need to upgrade anything — it was all done.” However, she quickly admits both she and Denny are “into decorating.” So one of the first things they did after moving in was paint and wallpaper. “We also created a feature wall of synthetic brick — which makes the living room look really neat.” Best Friends and Family And there’s one delightful, final twist to Amanda and Denny’s story. “My twin brother and his girlfriend were with us when we came to see Nest, and they ended up buying an identical suite right below us,” Denny says. Amanda laughs. “They are so definitely twins,” she says. “But honestly, it’s kind of like having your best friends living right below. Really fun.” Nest is located on University High St. at SFU. n the last issue, I focused on looking ahead to 2013 and discussing what the market will do. In my circles, we are all discussing and expecting a stable market with no major swings, up or down. Prices will stay steady, inching upwards, and our buyers’ market should continue into next year. That means if you are planning to use this opportunity as a buyer to find a great home at a good price then there are a few things you should be thinking about.

Whether upgrading or downsizing, be realistic about how much you want to spend, what your monthly tolerance is, what else you spend your money on and if you will need to adjust your spending habits based on this purchase. Where can you be pulling money from or putting extra cash? Make sure you have a good understanding of your personal situation first! 2. SPeak to your finanCial inStitution – get aPProVed. Once you have

a clear understanding of where you are, speak to your financial institution. This ensures you haven’t forgotten anything when looking at your own situation and it allows you to get approved so that you know what you will be given by the bank. Mortgage rules have undergone several changes in the past 18 months so it’s important to understand how this will affect what you can afford. By getting approved it will also give you confidence when putting in an offer to purchase because you know you can get financing. 3. work with a realtor. Working with a great Realtor can be very

beneficial. Work with a Realtor who you trust or perhaps has been referred to you by someone you trust. If you are looking in a certain neighbourhood it may be best to find a Realtor who does a great deal of work in that area. That means they will know the history of some of the buildings or offerings, know the other Realtors and salespeople, know what questions need to be asked and if there are any special circumstances. For instance, a Realtor in a certain area may know what strata councils are extremely proactive or whether another building is planned to go in front of that amazing view. Realtors also have access to other professionals you may need such as inspectors, lawyers, mortgage brokers, etc. A Realtor will be able to negotiate on your behalf and help you understand cost implications such as property transfer taxes, HST/ GST and maintenance fees – things that would take quite a bit of research if you were working without one. 48 Metro VanCouVer new Condo guide DEC 14, 2012 - JAN 11, 2013

For most of us, once we start looking we tend to get a more accurate perspective which helps to adjust the “must have” list and allows us to know when we have found “the one.” If you need to sell your property in order to purchase, you can still look in the market. he construction elevator gives a gentle creak, then slides smoothly to a halt. Under the watchful eye of Construction Manager Woody O’Neill, our group of nine — each of us sporting a snazzy, white hard hat — step onto Local on Lonsdale’s 15th floor. There’s a split second of silence, then a collective “Ahhhhh.”

Every time there is talk about a market correction in Canadian real estate, the tone is quite negative. But let’s take a closer look at that situation: rather than argue about whether we may have a market correction, let’s analyze what i really means to Canadians if there is one.

ick up any newspaper today and no one could blame you if you get a little worried about the state of the economy or the fear of a pending market correction in Canadian real estate. What if Greece defaults? What about the Fiscal Cliff in the U.S.? Are Canadians taking on too much debt? Have mortgage rules gone too far? Is there a housing bubble about to burst? What if there is a market correction? The real question is, do Canadian homeowners or prospective buyers need to be concerned? Every time there is talk about a market correction in Canadian real estate, the tone is quite negative. But let’s take a closer look at that situation: rather than argue about whether we may have a market correction, let’s analyze what it really means to Canadians if there is one. First-time homebuyers If you’re a first-time homebuyer, you have likely felt the pinch of the rising cost of housing, and the new mortgage rules certainly haven’t helped any either. So a slight market correction would be welcome news; you can still get into homeownership with only five per cent down, but since your maximum amortization is now limited to only 25 years, a drop in pricing is exactly what you’ll need to be able to get into this market. ConClusion: A market correction is a good thing for you. current homeowner buying or selling – moving up or downsizing It is very rare that someone buys something without selling something first, and vice versa. If you are a homeowner and you’re looking for the right time to sell your house so you can buy another, you may be concerned that the price of your current

home is dropping. But let’s take a closer look at that: assume the value of the house you are selling drops by 10 per cent. Let’s also assume that you plan to buy another home (whether upsizing or downsizing). The key to remember in a downturn market is that the person selling their home to you is going through the exact same thing. In other words, if the value of your home dropped 10 per cent, so too did the value of the new home you are buying. Focus on what your bottom line “net” is, rather than what you thought or had hoped to sell your home for. Conclusion: In most cases, the net effect of a market correction is zero. Real estate investor or second home buyer If you are buying real estate as an investment either for cash flow or as a second home, then this is the perfect market condition for you. When there are more sellers than buyers, you have more bargaining power. If you are able to negotiate a better deal and pay a little less for the property you are looking for, it simply makes the deal that much more affordable. Conclusion: You should be hoping for a market correction.

Over the last decade, a significant amount of the net worth of Canadians has been tied up in their home equity, and this has provided the foundation for a lot of retirement plans – so there is obvious concern.

Current homeowner with no plans to sell The majority of Canadians fall into this category, and let’s be honest – the single biggest reason we worry about a housing correction is the fear that it will erode our home equity and net worth. Over the last decade, a significant amount of the net worth of Canadians has been tied up in their home equity, and this has provided the foundation for a lot of retirement plans – so there is obvious concern. But should there be? Again, let’s look at the facts. For the majority of Canadians, the plan is to stay in their current house for at least the next three to five years. So here’s a simple fact: equity is only gained or lost the day you sell. In other words, if the value of your house were to drop by 10 per cent tomorrow, you may feel anxiety over the drop in your net worth – but it would only be on paper unless you actually sold your house tomorrow. If you have no intention of selling soon and you can still afford your monthly payments, then all you need to do is sit and wait and go about your normal life until the market bounces back – which it has always done for the past 100 years. Conclusion: A market correction may very well have zero impact on you. In the end, the headlines will continue to talk of impending market corrections. The key for you is to decipher one of three things: 1. Is this a real concern for you? 2. Is this an opportunity? Or, 3. Are you just getting worked up about nothing? Follow these steps to see if you’ll qualify for a mortgage on your dream condo 01 Calculate the combined monthly before-tax income of you and your spouse. 02 Divide by three. This figure is the monthly payment you can afford to make on your condo. 03 Take the total price of the condo and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

04 Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers take the 25-year amortization.) 05 Multiply this figure by the amount you need to borrow. Divide by 1,000.

06 Add to this your estimated monthly heating costs and monthly property taxes. 07 If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream condo.

Bear in mind that this is a rough estimate. If you have several other large loans already, you may qualify for less. Also, banks and trust companies vary in their policies. The best way to know what you can afford is to go to the lending institution of your choice and get pre-qualified.
