T
he 19th annual CMHC Housing Outlook Conference on Friday November 1st, 2013 was chock-full with information that predicts a positive outcome for the year ahead. Interest rates and predictions
In line with the last Bank of Canada Meeting on October 23rd, CMHC predicts that both the variable and fixed interest rates will remain low for the next year or two, possibly much longer. There are hints that the lower-rate environment that we have come to know over the last three years could very well be our new normal. Despite the fear mongering in the news, the 1980’s are not coming back anytime soon.
With the US still seeing slow rebound, the Canadian economy is also expected to see lower rates of inflation and growth. Currently, our inflation rate is 1.1 per cent, which is below the Government target of 2 per cent. Combined with record Canadian Debt levels, a sharp rise in interest rates would prove an issue for many Canadians that the Bank of Canada and our Finance Minister are understandably trying to avoid. My favourite indicators: Population growth and employment
The British Columbia market remains stable due to several factors. For starters, strong migration into our province, both international and interprovincial, maintains the demand for housing, and the population growth in British Columbia is currently at 0.9 per cent. Also, the two largest segments of the population, ages 50 to 54 and ages 20 to 24, downsizers and first-time buyers, are both seeking similarly priced homes, which should continue to fuel the condo and townhome markets. What’s more, Vancouver is seeing more employment stability than many other Canadian markets, with a 2.6 per cent increase so far in 2013 and an estimated 1.5 per cent in growth expected in 2014.
You want to know about the market, right?
BC is unique among the Canadian Markets
Currently, the number of new families or households exceeds the number of new housing units being produced. The forecast for 2014 is 27,900 housing starts and 31,500 household formations. If this trend continues, it will likely translate into an increase in demand and a corresponding decrease of supply, which tends to drive prices upward. Even though BC may have the highest average home prices in Canada, we have a lower average outstanding balance of 46 per cent in comparison to AB at 52 per cent. In BC, over 23 per cent of homeowners are using their prepayment privileges to knock down their principle. In conclusion
Employment rates and population growth may perhaps be the strongest indicators in our market, and higher employment combined with high demand for housing spell good news for the real estate industry in Vancouver.

Holiday shopping without the hangover Look at your holiday spending as you would any other big-ticket item. While you’re splitting the cost among a variety of expenses, the bottom line is still the same – you’re spending a lot of money in a short period of time. In the best of all worlds, you would have started saving for your holiday spending in January. Yes, you would have made it a budget item and set aside $10, $50, $150 a month so when the season rolled ‘round, you’d be ready. After all, it’s way easier to set aside $100 a month than to come up with $1,200 all at once. But if you want to have a happy holiday that doesn’t leave you holding your aching head when the bills roll in come January, you have to start planning early. The longer you wait, the more you’re prone to give in to stress, make impulse purchases, blow your budget or even buy a lame gift.
›› Write down the amount you want to spend in each category of holiday expenses. Gifts are only the beginning – don’t forget to account for travel costs, postage and shipping, decorating, greeting cards, entertainment and photos. ›› List the people you plan to shop for under the gift category, then divide up your budget accordingly. Limit your budget to what you can afford right now and avoid a financial hangover in the new year. If you spend $500 on a credit card at 18 per cent interest, and pay the minimum each month, it will take you seven years – and cost $365 in interest – to pay it off. Consider setting a dollar limit on gifts or drawing names among extended family, roommates or co-workers. ›› Jot down any gift ideas that you might have for the people on your list. Comparison-shop online before heading to the store. (Don’t forget to include shipping costs in your calculations if you decide to buy online.) A dash of planning and a dab of creativity can also help you keep your entertainment costs under control:
›› Invite guests to bring something to share at a potluck dinner. ›› Serve brunch, throw a finger-food party or host a wine and cheese tasting instead of a full-blown turkey dinner. ›› Co-host a party with a pal or sibling, and share the cost. ›› Make sure you set a dollar limit for your soirée. And list the items, ingredients and décor you’ll need and how much each will cost. ›› Remember, that the best gifts don’t have to cost money. If you’re financially challenged this year, offer up your time baby-sitting, cooking meals, house cleaning, massaging, sewing, knitting, transporting, or whatever else you’re good at. Clip a picture of the service you’ll provide and be clear on how often, as in “I’ll baby-sit one weekend a month from February to June.” Or better yet, make your own coupon book. There now, you don’t have to worry about starting the new year with a financial hangover. Happy holidays!

When purchasing a condo, however, many Canadians don’t consider the risks associated with noninsured damage to the unit. When purchasing a house, insurance is typically one of the first things accounted for when moving in. Unfortunately, insurance is often overlooked by condo owners, since most are unsure of what they are responsible for should any damage occur. The following questions have been provided by insurer RSA to help new condo owners determine how much protection they have under their condo corporation’s insurance policy and what they need to be aware of. Ask your realtor, lawyer or property manager the following questions for more clarity:

Annual state of the residential mortgage market EVERY NOVEMBER, JUST BEFORE CAAMP’S ANNUAL MORTGAGE FORUM,
its Chief Economist, Will Dunning provides data, analysis and often provocative conclusions about the mortgage market in Canada. Looking first at the resale market, even with the recent surge in activity (which, in some markets, brought activity levels close to historical averages), for the entire period following the 2012 rule changes (about a year and a half), resale activity is down about 5 per cent from the pre rule change period. Were it not for a recent interest rate induced spike in activity, average resale volume would obviously be more than 5 per cent lower. The province of Alberta, with its strong resource based economy, has seen a surge in its housing markets through this period which has also served to pull the national average up from where it would otherwise be. Activity levels in seven of the ten provinces have been below the national average.
In terms of housing prices, data from the Canadian Real Estate Association indicates that average prices rose by 7.4 per cent yearover-year to October of this year. Dunning has introduced a new methodology for his analysis of resale activity. It paints a picture of a market which is considerably slower over the
past 18 months – something he predicted in last year’s report. Since the population is expanding and the housing stock is also increasing as starts are completed, activity levels will increase. A valuable methodology which Dunning has used in his analysis involves a simple ratio: the rate of monthly sales per 1,000 adults. This ratio serves as a baseline which is unaffected by population growth or new housing stock. The ratio since the 2012 mortgage rules changes stands at 1.31 sales per 1,000 adults. In the ten year period preceding the rules changes, the ratio averaged 1.46. The drop-off since 2012, using this methodology, is more than 10 per cent, rather than the much more often quoted 5 per cent. Dunning reminds us of the close correlation between the housing economy and the general economy. He suggests that the recent slowing of the Canadian economy “has a great deal to do with the weaker housing market.” Just as housing activity helped pull Canada from the recession which began in 2008, weakening in resale markets and the delayed slowdown in new starts have caused employment gains to fall back slightly and have also reduced general consumer confidence. Housing starts will be an important factor in 2014 and 2015 as these are likely to be sharply lower. CMHC’s forecast calls for 184,700 housing starts in 2014, a significant drop from the average of 199,600 from 2010 to 2012. This represents about an 8 per cent drop. If the volume of new starts were to drop to 175,000, that would be a 12 per cent reduction and 165,000 would be a 17 per cent drop. Starts represent a lagging indicator and Dunning feels that in certain markets like Toronto, the fall in starts will be more severe than has been forecast. In terms of housing prices, data from the Canadian Real Estate Association indicates that average prices rose by 7.4 per cent year-over-year to October of this year. Dunning feels that the Teranet Home Price Index is a more accurate measure for prices because it tries to “capture changes in actual prices and avoid the distortions caused by changes in what is sold or where it is sold.” The Teranet Index has gained 2.7 per cent over the past year, as measured in 11 major Canadian markets.

it’s no surprise that as 2013 draws to a close, Metro Vancouver continues to prove its housing market is both resilient and vibrant. It’s been a year of increasing stability and balance, a ‘steady as she goes’ economic environment buoyed up by increasing consumer confidence, consistent immigration rates and an undiminished desire for homeownership. Despite a small uptick, 2013 saw interest rates continue hovering near historic lows and in May, and when Christy Clark defied the odds and political pundits by leading the BC Liberals to a solid victory in the provincial election, the entire development community let out a collective sigh of relief. For many consumers and industry insiders, it signaled the time was right to get going. And get going the market did. “Construction and sustainability are two of the first words that come to mind when I look back at 2013,” says Mark Belling, president of Fifth Ave Real Estate Marketing. “Despite concerns 2013 would be a slowdown year, development progress has certainly proved otherwise — new and improved roads, shiny new municipal buildings and vast hospital expansion programs, office building construction, industrial park developments and housing developments in every direction you might like to look. Following past years, 2013 saw condominium design attaining new levels of space efficiency. In April, Tien Sher Group unveiled 56 micro suites, some with a footprint of only 297 square feet, as part of their Balance development in Surrey’s new downtown core. Early November saw Bosa Properties launch BosaSPACE, an “un-real estate” concept that was rolled out at Alumni. The first of eight towers that will ultimately comprise University District located just a few blocks from Balance, Alumni features suites with a chameleonlike ability to transform from cozy, twoperson home to entertainment social hub for a gathering of 12 or more. “We need to continue finding new ways to use space more effectively — spaces that respond to life,” notes Yosh Kasahara, general manager of sales and marketing at Bluetree Homes. “And we’re no longer designing these smarter homes just for singles or couples, we’re designing them for families of three or four.” But in a market where the pursuit of affordability has become a de facto mantra, Tracie McTavish, president of Rennie Marketing Systems, says he’s also seen a sudden, strong trend toward larger condominium units. Changing Expectations
Speaking at the 2013 CMHC Housing Outlook Conference in November, Neil Chrystal, president and CEO of Polygon Homes, was clear he believes current prices are, overall, an excellent value — especially when combined with mortgage rates still well below the posted rates of even five years ago. t’s a wonderful thing when coming home feels like a vacation every day. That’s the case with many condominiums today, which offer amenities and services similar to a resort. Surrounding ourselves with items that mean something to us brings pleasure. And then there’s all the other stuff. Often when we feel down but can’t figure out why, it could be the clutter. Even if it’s stuffed in the back of the closet, you know it’s there.

Walk around your home to determine where the clutter hot spots are, then remove the clutter (toss it in a box or laundry basket for now) and put something beautiful in its place, like a vase or a sculpture. Walk around your home with the box you tossed everything into and deposit these items where they belong – either in the garbage or recycle box or stored elsewhere. If they don’t have a proper home, create one.

to them are often difficult to let go of because of the sentimental attachment. Keep in mind that the item is not the memory; it simply triggers the memory. It may be beneficial to take a picture of the item and put it in a scrapbook or photo album with a short note telling its story. That way, the memory is preserved without taking up as much space. Another option is to pass along the items to a family member who could put them to good use.
›› Daily de-clutter habit. You brush your teeth every day. You shower every day. Why not de-clutter every day too? Make it a habit, just like the examples I gave, and it will become second-nature. Throughout the day, when you pull something out, take a moment to put it back when you are finished with it. At the end of the day, take a couple of minutes to do a “clean sweep” of your home and put away anything that is out of place. Keep a sticky note somewhere on your way to your bedroom to remind you for the first little while. After doing it for a month, you can take the note down because it will have become a habit – one that will serve you beautifully for the rest of your life. This simple practice can help you cut down on clutter without taking a lot of time and effort.

“We’ve seen steady and consistent trends the Greater Vancouver housing market for much of this year,” Sandra Wyant, REBGV president said. “This year’s activity has resulted in gradual and modest increases in home prices of approximately one per cent over the last 12 months in the region.” New listings for detached, attached and apartment properties in Greater Vancouver totalled 3,245 in November. This represents a 17.7 per cent increase compared to the 2,758 new listings reported in November 2012 and a 24.8 per cent decline compared to the 4,315 new listings in October of this year. The total number of properties currently listed for sale on the MLS in Greater Vancouver is 13,986, a 10.9 per cent decrease compared to November 2012 and an 8.3 per cent decline compared to October 2013. The sales-to-active-listings ratio currently sits at 16.6 per cent in Greater Vancouver. The MLS Home Price Index composite benchmark price for all residential properties in Greater Vancouver is currently $603,000. This represents a 1 per cent increase compared to November 2012.

Canadian snowbirds are taking flight, but is their insurance up in the air?
TD Insurance poll reveals only half of Canadian snowbirds check travel insurance before leaving home
It’s cold outside and Canada’s snowbirds are migrating south for the winter, but are they properly protected while away from home? According to a recent TD Insurance survey, only half of Canadians aged 50 and over checked their travel insurance policy before leaving for vacation, and only 16 per cent called their insurance provider to determine if they needed to update their policy. “Snowbirds have a unique set of insurance needs, different from most Canadian travellers,” says Dave Minor, a vice-president at TD Insurance. “Not only do they need to understand exactly what their travel insurance policy covers, but they may have to review auto, recreational vehicle, and home insurance policies – for both their property down south and back home – before they travel.”
Here are some tips on travel, auto and home insurance for Canadian snowbirds heading south for the winter:
›› Travel insurance “Snowbirds should review the details of their travel medical insurance policy including whether or not there is a time limit for out-of-country coverage and what they need to know about pre-existing conditions and limitations,” says

Are consumers in a spending mood? In regards to employment growth, BC had created approximately 61,000 jobs in 2013 by the end of October, and our province’s unemployment rate was at a low 6.3 per cent. Ferreira also notes that, “In some areas of Metro Van, it’s cheaper to buy a home today than it was a few years ago” and we’re the only Canadian market to have a drop in new home prices over the course of the last year. All in all, reports Ferreira, “economic indicators are telling us that the market continues to chug along. Consumers are still feeling OK about where the economy is going and are confident that though the numbers might not be great today, better things are down the road.”
Michael Ferreira, principal of Urban Analytics, was back this year
to present his take on trends in the Metro Vancouver housing market at a packed UDI lunch in a talk entitled “‘Signs, Signs, Everywhere A Sign...’: Read them or you might get lost.” The overall message of Ferreira’s presentation was clear: don’t believe predictions of doom and gloom on the horizon.
Imminent rise in interest rates? Ferreira doesn’t believe the hype that interest rates are about to rise and looks to the trend line for interest rates over the last 10 years to support this contention. Over that period of time, interest rates have remained relatively stable, and “since March of 2009,” he argues, “it’s been pretty much a flat line.” This leads him to what he calls his “first bold prediction of the day: I don’t think we’re going to see rates go anywhere anytime soon.” He continues, “Raising our rates before the US would devastate our manufacturing sector, and despite what you’re hearing about the US economy there’s no reason to expect any rate hikes there.” Not only does Ferreira predict that rates will hold steady, but he also suggests that we begin to consider the low rates of the last 10 years the new norm. “The posted five-year fixed rate has been below 7 per cent for the last 10 years,” he reasons, “inflation is under control, the Bank of Canada has good mechanisms to keep it that way and

for the past 10 years we’ve had various technologies that we didn’t have the previous 10.” He concludes that it no longer makes sense to take the 20-year average for the posted rate as a determinant of normal. International migration drives our market “International migration remains the primary driver of Vancouver’s housing market,” asserts Ferreira. The yearly average number of international immigrants to BC since 2004 is 42,000. BC takes 16 per cent of the nation’s international immigrants, and of that number, 14 per cent make Metro Vancouver their home, “so just under 90 per cent of immigrants who move to BC end up in the Metro Vancouver Region,” says Ferreira. The bulk of this immigration (70 per cent) stems from the Asia Pacific region, with most of that number arriving from China and the Philippines, and, indicates Ferreira, “A significant proportion of BC immigrants come through the investor class immigration program.” These figures lead Ferreira to his second bold prediction: Chinese immigrants will continue to impact this market for the foreseeable future. Looking ahead As he turns to look at the hear ahead, Ferreira make his third “bold prediction,” and this is that “2013 is going to be another grinder of year.” One of the reasons for this, he explains, is the upcoming municipal elections, “which will make it a grind to get projects through the planning process.” As well as this, “low interest rates are here to stay, so we’re not going to see the kind of urgency in the market that we saw last summer.” He indicates, however, that
this will ultimately be mitigated by the fact that “it’s a great time for buyers to get into the market, since there’s not been a more affordable time to buy a new home in Metro Vancouver in close to 10 years.” The bottom line, Ferreira tells developers: “Just because it’s going to be a grind is not to say that you can’t be successful.” In the year ahead, Ferreira sees it as more important than ever for developers to “differentiate [their] product,” and they can do this through “product placement and product mix.” Ferreira believes, also, that supply will continue to be constrained by protesters who don’t want to see multifamily developments cropping up in their neighbourhoods (his fourth bold prediction). In order to moderate communities rising up against new development, “we’re going to have to work as an industry to show communities and neighbourhoods that we’re working with them,” says Ferreira. Ferreira’s fifth, and last, bold prediction is that urban masterplanned communities will continue to proliferate. Across these, and all developments, Ferreira stresses the need not to oversaturate any area with product, joking that developers should draw straws to see who goes first, as the staggered release of projects will be key to successful development across the board.

fter a slow start to the year, early summer saw British Columbia’s housing market rally — a trend that is expected to extend through 2014 as the provincial economy continues to steadily gather steam. According to CMHC and the newly released PwC Emerging Trends in Real Estate 2014 survey, sales (largely driven by the Metro Vancouver area) have made for a strong finish to 2013 and the market is now aligned with the 10-year trend. We expect to see home sales increase approximately 9.8 per cent next year and, with listings trending downward, we should see prices holding steady and the return of a balanced market.
The good news continues for the BC economy as we see housing demand bolstered by business investment, the creation of more full-time jobs and an increased appetite for BC’s goods in foreign markets. An expanding economy and an expectation of steady international migration into the province will create demand for new housing which the new home construction industry will support by adding 18,400 homes to the market. Capping it off, interest rates are forecasted to stay low for 2014 into 2015 — making home ownership easier — especially for first time buyers entering the market or for those looking to move up.
›› A stable sales-to-listings ratio of 15.4 per cent puts homebuyer and seller activity in Metro Vancouver in-line with the region’s 10-year average and is considered a “balanced” market. So, what does this mean for buyers? Metro Vancouver will continue to offer excellent opportunities in blue chip real estate. Greater selection will be met by increased demand for housing and we predict that prices will stay close to current levels. Prospective homeowners will see an increasing range of housing choices and creative options designed to meet their specific needs: larger homes for baby boomers, affordable options for first-time buyers and efficient homes designed around transit and amenityrich hubs that will appeal to the renter. In 2014, homeowners can invest in Metro Vancouver neighbourhoods, with the confidence of knowing that this region will continue to enjoy economic prosperity and strong real estate fundamentals.

A chat with interior designer Heather Segreti on decorating with festive flair // by Lydia McNutt It’s easy get into the festive spirit, especially when the stores start setting up their Winter Wonderland window displays the day after Halloween. The holiday season seems to come sooner and sooner every year, and let’s face it – by the time the holidays actually roll around, things can get out of hand. Interior designer Heather Segreti, who offers some tips to welcome the festive season in style. “People run into problems when they continually purchase new decorative items each year and then end up with a home full of goods, none of which work together,” Heather says. “So, a plan is your best friend.”

1. Heather’s tips for a Holiday Home: » Examine the style of your space, and follow that direction with your decorations. Is it traditional, contemporary, or something in between? » Choose your colour scheme. For a cohesive aesthetic, look to your everyday décor to inspire your holiday palette. For example, if you have brass hardware, then gold ornaments may work for you. If you’re a brushed nickel or chrome kind of person, then silver will probably catch your eye. Starting with a colour palette will keep you on track when you are out shopping. You will stick to your colours – if you have opted to go gold, you will pass on the silver garland, even though it is on sale. » Less is more. The festive items you choose should blend in with your existing décor without looking out of place or cluttered. This may mean relocating some of your everyday accessories, or putting them away over the festive season to make way for the wonderfully themed decorative items you’d like to put on display. 2. The gift of great style: » Glass vases filled with silver and white ornaments can replace your year-round dining room centrepiece. »S ilver candlesticks tucked among sprigs of aromatic cedar can replace your usual year-round mantel décor. » “ Real” cedar and pine decorative garland ito line the mantel or dining table is always a classic choice and looks good in any style space. I am a fan of the real thing when it comes to greenery, however there are many good replicas on the market that will last through many holiday seasons. 3. hot mantel décor: Fireplaces are so much fun to decorate during the holidays. This is where you can create a real focal point. First, clear out the existing mantel décor so you have a clean slate to work with. Start with some fresh greenery in keeping with the holiday spirit: cedar or pine work well. If you can add lights which plug in discretely, then go ahead. If not, opt for the battery-operated light strings to eliminate unsightly power cords. Next, take some decorative ribbon that matches your colour scheme and wind it loosely through the garland. Add candles, pinecones and glass ornaments to finish off the look. The mantel is the place to display your fragile or sentimental ornaments – especially if you have children or pets. It’s out of the way, yet centre of attention. Replace the artwork you have hanging above the mantel with a star-burst mirror or a festive wreath. Remember to stick to your theme, and coordinate the mantel with the other pieces of holiday décor that is on display. The hearth is another place that will require some attention. Consider creating a landscape of tall standing figures, such as snowmen or a wonderful wooden Nutcracker. Just remember not to clutter things up too much. The key is to remove your year-round décor and replace it with your favorite festive pieces. Follow these steps to see if you’ll qualify for a mortgage on your dream condo 01 Calculate the combined monthly before-tax income of you and your spouse. 02 Divide by three. This figure is the monthly payment you can afford to make on your condo. 03 Take the total price of the condo and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.
04 Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers take the 25-year amortization.) 05 Multiply this figure by the amount you need to borrow. Divide by 1,000.
06 Add to this your estimated monthly heating costs and monthly property taxes. 07 If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream condo.
Bear in mind that this is a rough estimate. If you have several other large loans already, you may qualify for less. Also, banks and trust companies vary in their policies. The best way to know what you can afford is to go to the lending institution of your choice and get pre-qualified.
